Labor court rules on NGCP Performance Incentives Scheme (PIS)

A complaint against the National Grid Corporation of the Philippines (NGCP) for the payment of the Performance Incentive Scheme (PIS) for the years 2009, 2010 and 2011 has been

dismissed for lack of merit.

In a Decision handed by the National Labor Relations Commission (NLRC) Regional Arbitration Branch No. XIII in Butuan City on January 29, the court ruled

that complainants Amorlino L. Cudillo, Alvaro L. Salingay and 62 others have no vested right to claim the PIS against NGCP. Complainants demanded the payment of the PIS,

which they claimed as a yearly incentive bonus accruing from the efficient and satisfactory service they rendered that enabled the company to meet its performance targets set for

the years 2009, 2010, and 2011.

They further asserted that the PIS is rewarded to entities regulated by the Energy Regulatory Commission (ERC) like the National

Transmission Corporation (TransCo) and respondent NGCP upon ERC’s approval ofthe applicationfor the Maximum Allowable Revenue (MAR) of each year. ngcp /P5

Urban poor committee acts on more concerns THE City Council committee on urban and rural poor has tasked the City Engineer’s Office to identify the entrance and exit of the lot that Lapasan Homeowners Association, Inc. (LHAI) is acquiring Situated at Upper Bolonsori, barangay Camaman-an, the lot will be purchased by the LHAI under the Community Mortgage Program (CMP).

It was learned that the association, composed of 210 families, has applied to avail of the CMP, through the Social Housing Finance Corporation (SFHC).

Priority on resilient schools in Mindanao

THE occurrences of weather disturbances hitting Mindanao bring to fore the urgent need to make Mindanao schools safe from disasters and calamities by way of disaster-proofing.

Prime movers of Disaster Risk Reduction and Climate Change Adaptation for Asia and the Pacific are enjoined to contribute time, energy and resources for the safety of schools, knowing well how helpless and fragile children are.

The civil society can also volunteer and support this kind of project that must be considered a priority.

Aside from being second home to vulnerable children, schools and health facilities are also considered the shelters for evacuees; hence, schools are critical public infrastructures, especially in times of disaster when victims need emergency refuge, services and medical care.

Therefore, schools, along with other important facilities like hospitals, should be disaster resilient.

Besides, schools should have minimal disruption after a disaster to continue to provide a healthy learning environment for the youth.

When schoolchildren are prevented to go to school for a longer period, the more difficult the learning process takes place.

Based on international studies, the cost of disasterproofing a school would add only four to five percent to the cost of construction. This cost is nothing compared to the risk of destruction and death during a disaster, and the equally high health, economic and development impacts in the aftermath.

Building the resilience of the education edifices to disasters is a worthy investment. It multiplies the benefit of saving lives and achieving educational goals.

The Philippines is one of the most vulnerable countries to climate change, according to multilateral organizations such as the Manila-based ADB, World

Bank and European Bank for Reconstruction and Development, which are willing to provide funds to assist the country in adapting to climate change.

This will make people realize that the country will definitely suffer from the dangerous consequences of climate change such as rising seas, increasing frequency and/or severity of droughts, floods and storms, climate-related illnesses and diseases.

No Filipino having gone through super-typhoons Ondoy, Pepeng, Sendong or Pablo could possibly dismiss the climate change issue since these type of weather disturbances have been predicted to occur more frequently due to climate change.

The advocacy for the widespread understanding of the vulnerability of the country to climate change must end with the implementation of strategies to reduce or minimize the adverse effects of climate change.

ECC conducts advocacy seminar in CDO The Employees’ Compensation Commission (ECC), a government corporation attached to the Department of Labor and Employment, will be conducting an advocacy seminar about the Employees’ Compensation Program this coming February 28, 2013 at Mallberry Suites Business Hotel, Cagayan de Oro City.

The Employees’ Compensation Program (ECP) is a government program designed to provide a compensation package to public

and private employees or their dependents in the event of work-related sickness, injury or death.

This one-day seminar is intended for the human resource officers of companies within Region 10. The seminar will discuss about the Work Contingency Prevention, Benefits and Services offered by ECC and DOLE for occupationally-disabled workers. The ECC is ensuring that workers and employers are informed of their rights, benefits and privileges under

the Employees’ Compensation Program.

The ECC has a regional extension unit located at DOLE Regional Office No. 10 in Cagayan de Oro City.

Crimes in Cagayan de Oro City I was reading online newspapers from Cagayan de Oro and some areas in Mindanao and truly I was startled by the excessive incidence of crimes.

What drove me even farther is that Cagayan de Oro, it seems, is becoming fast a capital of major crimes in northern Mindanao.

Of course, I understand this because the city is the largest in the area and naturally has more people – and certainly more criminals.

It is truly alarming and perhaps because the city is so close to my heart, I am drawn emotionally sad and afraid.

This is just horrible. I am wondering what happened to our law enforcers, our city government and the concerned citizens who should be alert on the matter.

Bangon Kagayan, a group of local citizens who are alarmed of the situation cited a litany of crimes that included murder, robbery, rape, abduction and so many.

This is really terrible and looks like Chicago in the USA during the thirties. I am

very much involved not because I have a lot of relatives there especially people from Balingasag and Tagoloan but because I always tell people wherever I go in America, Europe, Canada, Germany, etc. that I am from that city.

My children were born there, three studied and got degrees from Xavier University.

In any language, I am a Kagay-anon, truly one from there. So whatever happened to the city, I am always a part of it even if I am now thousands of miles away.

Whatever it is, the crime situation in the city reflects the work of the authorities that certainly include all departments of the city government.

I believe something should be done to improve the situation. One of our pride there is the advent of strangers and tourists who visit the place to enjoy the air, sunshine and the beauty of the city.

We have a lot of immigrants that have settled among us. Many of them put up investments in business

Driving them away because of excessive crimes could make our city miserable in the coming years.

We have to think about that.

Crimes are the worst enemy of growth and success of any place.

When I was there, we sit all day on the benches of Plaza Divisoria undisturbed.

People roam freely everywhere because peace was beautiful and nobody gets hurt even past midnight.

We enjoy singing and drinking in restaurants and truly it is a place where friends meet friends.

That is the reason why we call the place the city of

golden friendship. But where is that golden friendship when people are stabbed?

People are shot dead?

When bag snatchers are abundant? When the girls are afraid to go shopping early in the evening? Have we lost this beauty in our hearts?

Have we allowed strangers to rule our streets and kill people as they please? What is happening to our city?

I wish our law enforcers tackle this job of cleaning the city of criminality.

Let us restore the city streets to the hands of our residents. Let us allow them to enjoy the beauty of the city without any fear of incidence of crime, The criminals have their place in the city and provincial jails. They should not mix freely with innocent people and enjoy the freedom of committing crimes.

They should be throw to the lakes where they enjoy friendship with the sharks.

Let us give honor and dignity to our city, to our good people who have loved the place so well and so sincerely. (ben-emata.com)

“As the local arm of PMAP in Cagayan de Oro City and neighboring areas, we will continue to pursue the implementation of programs and projects that fulfil PMAP’s mandate of helping companies and organizations especially the small and medium enterprises (SME’s) achieve effectiveness and greatness through sound people management, effective leadership and continuing human capital development” de Guzman said.

She also expressed confidence that with the continued support and cooperation of all officers and members, the PMAP CDO Chapter will sustain its reputation as one of the outstanding PMAP chapters in the country. Once the application is approved by the ERC, the regulated entity is authorized to collect the funds for MAR and PIS from transmission customers.

The complainants - former employees of TransCo who were absorbed by NGCP after the latter took over the business operations of TransCo in 2009 -- alleged that they received the PIS reward earned as TransCo employees in 2008, but NGCP refused to release the PIS for the years 2009, 2010, and 2011.

The court ruled that NGCP is an entity separate and distinct from TransCo and any monetary grant or benefits extended by the complainants’ former employer TransCo over and above what is required by law does not bind NGCP. The law also recognizes that any grant of bonus cannot be demanded by the employees from its employer and that any monetary grant over and above what the law requires is a management prerogative which cannot be forced upon the employer.

The Decision further ruled that the complainants cannot invoke the PIS as a form of monetary benefit granted to workers for their satisfactory service to enable NGCP to meet the performance target because the PIS, as granted by the ERC, is meant to reward or to penalize NGCP should its actual level of performance exceed or go below the target level of performance in a particular regulatory year.

It was further noted by the court that ain ERC’s reply to the letter of NGCP seeking clarification on the purpose of the PIS, the ERC wrote that “under Section 8.2 of the Rules for the Setting of Transmission Wheeling Rates (RTWR), the PIS in intended to reward or penalize NGCP as a Regulated Entity.

NFA, LGUs ink MOA on rice loan program

CAGAYAN de Oro City - The National Food Authority (NFA-10) is now conducting a series of briefings to local government units (LGUs) regarding the memorandum of agreement (MOA) on NFA Rice Loan Program.

The MOA, once executed between NFA and LGU, will allow the latter to purchase rice on credit for purposes of relief operations whenever a state of calamity is declared in their locality, and for stock piling in preparation of eventualities/emergencies that may occur at any given time.

tal had started conducting briefings in various LGUs, that includes some parts in the northern side of Bukidnon like Talakag, Manolo Fortich, Libona, Baungon and Malitbog.

NFA is now in full swing and have closely coordinated with various Sangguniang Panlalawigan (SP) offices to finalize the schedule for the entire province.

This move, according to NFA, is part of the agency’s action towards disaster preparedness, ensuring immediate access to the staple in times of emergencies. Since childhood, I always look up to the TEACHERS as ROLE MODEL of the children and view them with utmost respect considering that TEACHING is supposed to be a very DECENT and REPUTABLE occupation.

This might be the prevalent factor which urged MENTORS to earn a degree in EDUCATION. The reason that I became one of the most highly regarded professionals of the society today.

During the early centuries of the Philippine Education, the methodologies used are centered on KNOWLEDGE and SKILLS handed down to the learners from generations to generations. It is chiefly focused basically on the fundamentals of READING and WRITING. Later on, the educators find it necessary to inculcate VALUES to the pupils to ensure TOTAL HUMAN DEVELOPMENT of the Filipino Children. VALUES as well as CURRENT EVENTS were then included in the curriculum.

The recent plight of Philippine Educators is, however, so frustrating. We went through an ERA when the youth lost interest

in taking up Bachelor’s Degree in Education for the degrading character of TEACHERS allegedly involved in unpaid LOANS, engaged with side line business inside the classrooms and most of all, charged with corruption for collecting unnecessary fees from the students. This is explicable since the efforts of our mentors were poorly compensated. Moreover, the community expects so much from them and matches them up to the economic status of other professionals in the community.

Conversely, the TUTORS recapture their repute nowadays. With the latest INNOVATIONS implemented by the Department of Education, the discharge of ALTERNATIVE LEARNING SYSTEM to foster adult literacy, the opportunities offered to the INDIGENOUS PEOPLE to acquire knowledge and wisdom just as any other sectors of the society and the K to 12 Program adapted by the government, the TEACHERS of today recapture their distinctive status in the community.

MAMBAJAO, Camiguin - Farming families in the province have benefit from the government subsidized veterinary services, sustaining the livestock industry and in support of the food security program.

The project initiates massive vaccination and have served 11,215 farm animals, like cattle, carabao, swine, and goat.

Vaccination is done twice a year, or once on every semester through house to house visits.

Services include treatment, deworming, castration and artificial insemination (AI) said Louis S. Bollozos, provincial veterinarian.

Last year, he noted more than 7,000 heads have underwent treatment and another 8,500 animals were de-wormed.

For artificial insemination, 130 cattle, eight carabaos, and 517 swine were recorded served by the Provincial Veterinary Office (PVO).

PVO has maintained an animal breeding center that holds parent stocks of livestock animals for production purposes and dispersal.

The breeding center, according to Bollozos, also serves as show window to livestock farmers.(JCV/PIA/ ndelpf)

DSWD assures funds, aid for ‘Crising’ victims

CAGAYAN de Oro City The Department of Social Welfare and Development (DSWD), Thursday, assured that enough funds and relief supplies are in place for the victims of typhoon ‘Crising.’

DSWD Secretary Dinky Soliman said that P15.84 million in standby funds, P10.45 million in family food packs, and P42.44 million worth of relief supplies were prepositioned in the DSWD Field Offices 4-B, 9, 10, 11, 12, CARAGA and Autonomous

DA-NFA advocates disaster preparedness To instill preparedness for immediate response to disasters, the National Food Authority – Misamis Oriental under the Department of Agriculture (DA) is currently conducting a series of briefings on the agency’s Rice Loan Program to allow the local government units (LGUs) of Misamis Oriental and Northern Bukidnon, including the towns of Talakag, Manolo Fortich, Libona, Baungon and Malitbog to purchase rice on credit.

Once the DA-NFA and the targeted beneficiaries will forge a Memorandum of Agreement (MOA), the latter will have access in procuring rice through loans for relief operations, in the event a state of calamity is declared in their locality and for stock piling purposes, in preparation of emergencies that may occur at any given time.

Request forms have been distributed to the said LGUs for the conduct of an orientation during their scheduled Sangguniang Panlalawigan sessions for them to fill-out and mail back to the agency, signifying whether they are interested or not to avail the Program.

S o fa r, b r i e fi n g s h a v e already been conducted for the municipalities of Alubijid, Libona and Manolo Fortich, who have likewise expressed intent to comply with the MOA requirements.

Other slated briefings are for the towns of Malitbog and Baungon on February 25 and 27, respectively.

With this campaign on disaster preparedness, the LGUs can be assured of timely availment to the government’s rice supply in times of crisis, whether it be man-made or natural, that may hit the abovementioned areas. # (Marianne Chan-Tapongot, Provincial Information Officer, DA-NFA, MisOr)

Region in Muslim Mindanao (ARMM) affected by the typhoon.

In Region 10, a total of 644 families composed of 3,220 persons coming from four barangays of Valencia City, Bukidnon were affected and are now staying in five evacuation centers in Batangan, Maapag, Pinatilan, and Catambalon.

The City Social Welfare and Development Office (CSWDO) of Valencia City provided 15 sacks of rice and 10 cases of sardines to affected families. Standby

funds worth P607,599.96 and 10,000 family packs worth P2.31 million are available at the DSWD Field Office 10 in Cagayan de Oro City.

In Region 11, a total of 19,384 families composed of 96,205 individuals were affected by ‘Crising’ in 49 barangays, eight municipalities of Davao del Norte, Davao Oriental and Compostela Valley.

Eleven evacuation centers were set-up in Region 11 providing temporary shelter to 690 families composed of 2,996 individuals.

The DSWD released 9,000 family food packs worth P2.25 million to affected LGUs of Kapalong, Asuncion and Dujali, all in the province of Davao del Norte. More than P22.66 million standby funds and food and no-food items including family food packs were allocated by DSWD for disaster relief operations in Region 11.

As of this report, the total number of damaged houses is 84, all partially destroyed in the municipality of Kapalong, Davao del Norte.

In Region 12, a total of

2,929 families composed of 14,645 individuals were affected in seven barangays of Kabacan, North Catabato.

Secretary Soliman directed the DSWD Quick Response Teams (QRTs) and Social Welfare and Development (SWAD) Teams in the regions affected by typhoon ‘Crising’ to monitor the extent of damage brought about by the weather disturbance, particularly the flashflood and landslide prone areas and to assist LGUs in disaster relief operations.
