Loopholes in the Implementation of the Pantawid Pamilyang Pilipino Program (4Ps) “The Pantawid Pamilyang Pilipino Program is a human development program of the government that invests in the health and education of poor households particularly children aged 0-14 years. It provides cash grants to beneficiaries provided that they comply with the sets of conditions required by the program.” –dswd.gov.ph “Its objectives are to provide cash assistance to the poor to alleviate their immediate need (social assistance) and to break the intergenerational poverty cycle through investment in the human capital (social development).” – L. Lacson 2012 THE Department of Social Welfare and Development (DSWD), with support from AusAID and the Asian Development Bank (ADB), made a presentation of the World Bank’s findings of the recently completed assessment during a public forum, held on March 1, 2013, at Quezon City. Entitled, “Philippines Conditional Cash Transfer Program, Impact Evaluation 2012,” the report confirms that children of Pantawid Pamilya beneficiaries are enrolling and attending schools with improved health due to regular visits to health stations and pregnant mothers getting proper care. Social Welfare and Development Secretary Corazon Juliano Soliman said that the children of poor families are now enjoying better and improving access to education and better health services
through the Pantawid Pamilya program. Aside from the government’s aim of reducing poverty, the Pantawid Pamilya program also ensures that no one gets left behind in terms of achieving holistic and inclusive growth. Ms. Junko Onishi, World Bank’s social protection specialist, said Pantawid Pamilya program has contributed to the reduction in the severe stunting among poor children six to 36 months of age in Pantawid barangays. Stunting in the first two years of life is known to cause irreversible damage later in life, including lower educational attainment, reduced adult income, and decreased offspring birth weight. Therefore, reduction in severe stunting among poor children at this age will have long-term benefits. She also added that this reduction in severe stunting indicates that Conditional Cash Transfer (CCT) is enabling families to better care for their children. These outputs are very commendable considering those positive reports presented. Several families have improved their livings and can already send their children to school because of 4Ps benefits. However, the program like any other, have loopholes and encountered several issues. These are as follows: (1) The system is branded as “dole out.” Though certain qualifications were set and strong monitoring is done to ensure that the finances are used appropriately, still it allegedly teaches people
to become dependent to it. Some do not make an effort and do not strive hard to make a living of their own anymore, because everything is already being provided. An analysis of the situation suggests that the system is already giving them the output, yet the parents did not contribute to the process of earning the money. In contrast, it is suggested that the government “should not give them fish, but teach them how to fish; not to give them money, but to teach them how to earn money; (2) Children are the direct concern of the program; hence, parents must be monitored for not being lapse on their duties of becoming responsible parents and to dispense with relying on the program; (3) endorsement or recommendation done by the Local Government Unit play a vital role in the implementation of the program; therefore, it is important that they should choose the right beneficiaries; (4) There should be a regular follow-up if delisting of some beneficiaries is necessary because there might be some who are no longer qualified under the requirements given in the program. Some members also do not follow the conditions stipulated by the agency. Thus, the need to revitalize a “Grievance Committee” for a more responsive, appropriate and timely solution to the problems encountered. (5) The 4Ps also require proper coordination of multiple institutions, particularly the

schools where beneficiarychildren are enrolled for complaints against both the children and parents’ absences in meetings. The government’s good intention to alleviate the situation of those who are in dire need is evidently clear in the 4Ps. It makes the people feel that they are nearer to the heart of the government. The program is also an effective way to change people’s negative perception towards the government. The challenge now is in addressing the problems regarding sustainability and proper implementation, regular monitoring, investigation of discrepancies and inspection to improve and address the issues confronting the program. It is immensely helpful when the government provides the poor Filipino people with sustainable livelihood programs or employment opportunities, which redound to making its citizenry work hard and make a living for themselves later, finally become self-reliant, responsible parents and valuable citizens of this nation.

The Department of Tourism (DOT) has partnered with Illuminate Dynamic Media, Inc. (IDMI) in promoting the country’s various destinations through the installation of digital information kiosks at strategic locations in Metro Manila. The Memorandum of Agreement (MOA) was signed on 26 March 2013, which provides for the identification of critical sites by the DOT, while IDMI will take responsibility of the deployment, installation, and maintenance of these facilities. Nagsugod na ang pasangil
“There are so many ways of killing a cat.”
Mo-ingon kita nga consultation kunohay kay ang Civil Aeronautics Administation of the Philippines
Unsa na pud kaha ang himoon sa gobyerno to kill the cat, no?
Pope Francis - Mabuhay! IT can be said that practically the whole world— of every race, color, and creed—watched with awe and respect, with interest and fascination if not with but curiosity and inquisitiveness—the recently concluded Papal Conclave which received long and repeated international trimedia coverage. And this is not saying anything about the vast and sustained interest of the social media about the same distinct event. And, needless to say, after the election of Pope Francis, there is still the continuing wonder and admiration
Viewpoints Abp. Oscar V. Cruz, DD about his ingrained simplicity—in terms of simple living and simple teaching, simple gestures and simple preferences, inclusive of simple vestments. Among his impressive attributions—such as his love for the poor without hating the rich for their
eventual generosity, his compassion for the helpless without excluding the powerful for their ultimate conversion—simplicity of life and moderation in living is one of the most noticeable, known and admired qualifying personality features of the lovable Pope
Francis. This is why it is so easy to admire and love him. The above observations bring to mind a long standing 1983 Church Law about the simplicity of life that clerics should observe as a general rule. Church Law thus expressly and clearly provides: “Clerics are to follow a simple way of life and avoid anything that smacks of worldliness.” (Canon 292 par.1 CIC) Translation: Deacons, Priests, and Bishops—who are all clerics—should live simple lives and should therefore do away with francis /P5
Internet freedom and responsibility I HAVE come to believe, each time more strongly, that the more freedom one has, the more responsibility he should also exercise. The two cannot and should not be separated. Freedom is such a tremendous gift that it gives us power to be anything or anywhere we want to be, including to be in the gutter—or worse, in hell. That’s why, it has to be directed and conformed to a law that is meant to be good for all of us. That’s not a limitation
Candidly Speaking FR. ROY CIMAGALA
of freedom. That actually enhances freedom, since that makes freedom to get engaged with its proper purpose. That’s when freedom would truly serve us
for our own good and the good of everyone else. And that good is none other than ultimately to love God and others in the truth. The Internet, especial-
ly its very popular social networking services, has opened a wide, new and apparently endless and borderless avenue for us to exercise our freedom of expression. It has brought about a quantum leap of benefits and advantages unknown before. In the words of Pope Benedict XVI, the digital social networks are creating “a new ‘agora,’ an open public square in which people share ideas, information and opinions, and in which new freedom /P5
Correcting mistakes Think a minute… What do you usually do when you make a mistake? If you’re doing a math problem in school and your answer is wrong, what do you do? Don’t you just go back, find your mistake and fix it? Or when you realize you’re on the wrong road to the market, don’t you just turn around and take the right road? In fact, the person who turns around the soonest is the smartest, because he doesn’t waste anymore of his time and energy going the wrong way. There is nothing smart
about being too proud and stubborn to admit we’ve made a mistake. Since God created life, He is the only One Who knows the right way through it. That’s why God the Son came to show us the right road. Jesus came to show us how to live the correct way that works, so we could be happy and successful. He showed us how to have healthy, happy relationships; how to teach and love our children; how to enjoy a satisfying marriage for a lifetime; and how to use our special abilities to reach
our full potential in our job and career. Jesus shows us the honest, loving heart and character He created us all to have. He showed that if our heart is ruled by His strong and loving character, then we will genuinely love others and not use them or hurt them. It makes no sense to ask 2 plus 2 to equal 5. Just like it makes no sense to ask God to change the facts of right and wrong, only so you and I can live our own wrong way. Think: what if just this one time God let me do the
wrong thing I want to do? Then how would I feel if God let someone else do that same wrong thing to me or mistakes /P5

Bishop checks or exercises vigilance over his own clerics—directly or indirectly through his Episcopal vicars or deputies. The Bishops themselves are regulated or moderated by the Pope himself—customarily through his own papal vicars or deputies. Conclusion: Men of God such as Deacons, Priests, and Bishops are dedicated to God—teaching, serving, and sanctifying people. But human as they all still remain and who not only can but at times in fact do not live in accord with their chosen vocation. This is why the Church has her own body of norms—called the “Code of Canon Law”—intended not simply to advise but also to oblige them what to do and what to abstain from doing.

my family? Jesus shows us His right ways for our own happiness, not to be strict and take all the fun out of life. Jesus came to forgive us and show us the successful, satisfying life He created us for. So if you’ve not been living for Jesus Christ, you can do the smart thing today: just admit that your way of living is wrong, and ask Jesus to take full charge of your life. It’s only when we start living our Maker’s way that we can start enjoying His good life—the way it’s made to work. Just Think a Minute …

SPONSORED:Neneth-BobongBalino-Dr.Edith,PhDTonyJordan-CDO.San Pedro Calungsod, iampo mo kami! relationships and forms of community can come into being.” He went to the extent of saying that the spaces created by this new technology, if properly handled, can make the exchange of information into true communication, the links can ripen into friendship, and connections can facilitate communion. That’s why, according to the Pope, all those who make use of them must exert great effort to be “authentic since, it is not only ideas and information that are shared, but ultimately our very selves.” That’s a statement worth meditating on, if only to make into a strong conviction the truth that in any communication, it is not merely ideas that are exchanged, but ultimately a person-to-person interrelationship is taking place. Great care therefore has to be done. And it should be made clear that in these exchanges, it is not only about who makes sense or more sense that matters, but rather the ultimate goal and requirements of charity have to be reached and met. We need to examine ourselves more deeply if we are using the Internet and its social network services properly. While it’s true that these technologies can be used to further facilitate our ordinary communications, we also need to make sure that they are not used to foster inanities, vanities, waste of time, obsessions or worse, to commit big sins and crimes. Nowadays, pornography is a common stuff in this environment. Also phishing and trolling. And all sorts of fraud and forms of indignities are committed. We definitely need to check ourselves frequently to see if our use of these powerful means is on the right track toward our proper goal, if we truly are facilitating authentic communication, if we are all becoming better persons, understanding and loving each other more, aside from understanding issues more deeply, etc. The digital world should improve our capacity for tolerance to an ever-increasing range of diversity,
LANAO DEL NORTE - Around 2,078 volunteers comprising 70 teams were able to put up 32 shelter buildings, under the GK Bayani Challenge 2013 in Sapad, Lanao del Norte. The activity was simultaneously executed in 33 provinces nationwide, March 23-27, this year.

Patsada kaayo ang FB, apan sabagal sa normal nga buluhaton sa tawo. Sama ra sa alibi o pasangil sa tawon’ng di gusto mosimba o di gusto mag-ampo. (2Tim 2: 1-7) but it should also sharpen our love for one another and our understanding and appreciation of opinions as well as absolute truths. These should be the standard and criteria to assess the quality of our use of these means. We cannot remain cavalier in this regard, because these new technologies, while giving us great good, can also cause big and even almost irreparable damage to us. We also need to understand that there has to be an effort to use these technologies for the ultimate purpose of communication. And that is evangelization, spreading the Good News about God and ourselves with respect to our ultimate end. The Pope spells this out quite clearly. “The challenge facing social networks is how to be truly inclusive,” he said. That means these networks should include God and should be open to all. Otherwise, these powerful means can be likened to the Tower of Babel that was built for the purpose of reaching heaven merely by human effort. God destroyed it and made it to
cause such confusion of languages that the people could not understand one another anymore. We need to be most responsible in enjoying the tremendous freedom afforded by the Internet and its very popular social networks. When we use them, are we clearly driven by love for God and for the common good, or are we just allowing our merely human and temporal impulses free play?

prime office of Pilipinas Natin that is concern for nation building and volunteerism. They share the same mission with the Gawad Kalinga (GK) that is why the ‘Bayani Challenge’ is conceptualized. Further, he said that Bayani Challenge is held during summer, specifically in the month of April. We encourage this event to be widely spread so that people will be aware of it and how volunteerism is part of the Filipino’s passion to share and spare time to help their countrymen. But it does not mean that the mission of building commuity has ended tonight, we still need volunteers to continue building the targeted 300 sites in 2014 BC, concluded Oquiñena. School-based Management By Ardian V. Saculingan, Elementary School Head Teacher I Mabuhay Elementary School
As always said, running a school is not easy, from administering the students to the management in its broader sense; yet there are schemes to be considered and one of which is the school-based management. According to Neal, school-based management is a research based, committed, structured, and decentralized method of operating the school district within understood parameters and staff role to maximize resource effectiveness by transferring the preponderant share of the entire school system’s budget, along with the corresponding decision making power, to the local schools on an equitable lump sum basis, based upon a differentiated per pupil allocation to be spent irrespective of source in the best interests of the students in those schools according to a creative local school plan and local school budget developed by the principal collaboratively with trained staff, parents and students as stakeholders, and approved by the superintendent; such plans being designed to achieve approved goals of improving education by placing accountability at
the individual school, and evaluated more by results than by methodology. Neal’s definition reflects the roots of the current push to school-based management from the effective schools research and the expectation that regular assessment of goals and success in achieving goals will occur. The definition also puts forward per capita funding as an equitable approach to allocating resources to schools. For us school heads, schoolbased management does not only circulate in the four walls of the classroom but it is a legacy we can leave to our pupils and children in which what we have taught in the school will be applied also in their day-to-day lives. Whether it is from the financial allocations aspect of the school management down to the pupils and school maintenance, it is indeed a great help not only for us school heads but as well as to the teachers, pupils, and the parents. As a school head, I may designate all the responsibilities, yet in my end, the success of it counterparts the people in and out the school and the institution.
