Cynthia Villar ang paglagda ng pamahalaan at ng Moro Islamic Liberation Front (MILF) sa isang memorandum of understanding (MOU) upang tiyakin ang isang malinis at mapayapang halalan sa Mayo 13.

Sinabi ni Villar na

isa itong palatandaan at positibong indikasyon na malapit nang magkaroon ng kapayapaan at kapanatagan ang pulitika sa Mindanao.

“Ito ay malaking hakbang sa ating pagsisikap na magkaroon ng katapusan ang matagal nang suliranin sa kapayapaan sa Mindanao,” ani Villar.

CdeO crime rate decreases - COCPO

Index and non-index crimes in the city have decreased by eight percent from January 1 to March 31, this year, compared to

the same period of last year.

This is contained in the report of Acting City Police Director Graciano Jaylo Mijares before the City Council

committee on police, fire and public safety.

The report also showed the operational accomplishments, security preparations for the upcoming national and local elections 2013, among others.

It further indicated that the Average Monthly Crime Rate (AMCR) in the city during the period was 31.98 incidents.

A reduction of 2.78 or 8%

of incidents was recorded, as compared to 34.76 AMCR of same period last year.

The Average Monthly Index Crime Rate (AMICR) decreased by 21% and figures on Index Crimes showed a reduction of 21%, as recorded.

The significant decrease of crime incidents in Cagayan de Oro is reportedly the result of the religious implementation of Police

Integrated Patrol System (PIPS) and other crime preventive measures with the active support of the community, local government units, non-government organizations, the tri-media, religious groups and other law enforcement agencies, according to the report.

According to the OIC police director, political rivalries among opposing candidates in the city are

mostly confined to verbal tussles.

The political situation is relatively peaceful and the COCPO is capable of ensuring a secure and fair elections come May 2013, the report cites.

The assessment of the local police office is that the city remains generally peaceful and a safe place to live, invest and do business.

PAL expands and kicks-off 12 new routes Philippine Airlines (PAL) announced today (April 26, 2013) the launching of 12 new destinations in Australia, China, Malaysia and Middle East, including a new domestic service to Northern Luzon in the continuing expansion of PAL’s route network.

In a kick-off ceremony at Diamond Hotel, Ang unveiled the 12 new destinations – Kuala Lumpur (Malaysia), May 2; Dar win, Brisbane and Perth (Australia), June 1; Guangzhou (China), June 2; Abu Dhabi (United

Arab Emirates), October 1; Doha (Qatar) November 1; Riyadh, Jeddah and Dammam (Saudi Arabia), December 1; Dubai (United Arab Emirates), November 1 and Basco, Batanes on May 1 (the last two to be operated by PAL Express).

Ang said PAL’s route expansion, particularly in the Middle East, will open strategic gateways and allow greater connectivity to more destinations in the region through PAL’s interline partners. “From UAE, for example, overseas Filipino workers can easily

connect to other key cities or countries through PAL’s airline partners in the Gulf,” Ang stressed.

With the opening of its Middle East gateways, PAL would become the only Philippine carrier with the widest footprint in the region, he said.

Ang added that the Philippines’ robust economy, recent credit rating upgrade, exciting tourist destinations and the countr y’s geographical advantage as a jump off point to many Asian cities are also behind PAL’s

aggressive expansion.

With the wider route network, Ang said foreign tourists and business travelers can fly to Manila, enjoy the Philippines for a few days, or connect directly to PAL’s other Asian, Australian and North American destinations.

In November last year, PAL’s new management began the network expansion with the launch of non-stop flights to Toronto, Canada.

PAL’s current network, operated with PAL Express, consists of 32 domestic and 28 international points.

OZAMIZ CITY - Several activities have been initiated by the Ozamiz City Disaster Risk Reduction and Management Council (DRRMC), relative to the celebration of the Earth Day, April 22, this year.

Focused on the theme: “Earth Day: The Face of Climate Change,” the activities included the conduct of a costal clean-up along Cotta Beach, April 22,

said City Administrator Grace Ongco.

Other activities were the Youth and Children Festival initiated by Gitib, Inc., April 20-23; launching of Vertical Farming in Barangay Triunfo, April 24; and Installation of Trash Traps at the Misamis University (MU), April 25.

Ongco said a tree planting activity was also conducted in Barangay Guimad, April 19, participated in by representatives of dif-

ferent members of the City DRRMC and other organizations.

Every April 22, the world celebrates Earth Day, the single biggest environmental celebration in the world participated in by more than 150 countries and over a billion people worldwide, the Earth Day Network Philippines, Inc., a non-profit, nonstock corporation, said.

More than 2,000 entities from different sectors of Philippine society working for environ-

mental protection and conservation celebrated Earth Day to highlight their successes of the past year.

-ooo WHO TO VOTE FOR ON MAY 13: With barely two weeks to go before the May 2013 elections, an effort must be made by all those who want to see real progress and development in this country to ensure that the candidates who will win are only those who are possessed with good qualities and impeccable desire to serve the people. Who are these candidates?

As far as I am concerned, these are the candidates who will not buy votes, who will not place their posters and other campaign materials in places not designated by law,

who will not terrorize the supporters of their political foes, who will not kill their adversaries. Anyone doing any of these should no be voted into office.

Then, voters must look at the lifestyle of the candidates: do they have mistresses, children out of wedlock, riches beyond their salaries and businesses, and tried and tested loyalty to their political patrons? Again, anyone of these candidates should not be elected. If Filipinos would still be voting for them, then, they get the officers they really deserve.

This is why, in many cities and municipalities, officials do not really aspire to provide employment or stable jobs, or bountiful harvests in fields and agricultural

lands. It is to the best interest of crooked and greedy politicians that Filipinos remain poor.

With Filipinos remaining poor and uneducated, their dependency on the political kingpins in their towns, cities and provinces, likewise remains. This dependency assures the continuing complete control of a good number of voters, to assure the politicians’ perpetuity in office, and their being succeeded by their wives, husbands, sons and daughters. politicians /P5

There was a baker who bought his butter from a local farmer. One day the baker decided to weigh the butter. He was surprised that the farmer had been giving him less butter but still charging him the same price. The baker got very angry! He told the farmer he was a dishonest crook and took him to court.

In court the judge asked the farmer: “Do you have measuring weights and scales? The farmer answered no. So the judge asked: “Then how do you weigh the pound of butter you sell to the baker?”

The farmer said: “When the baker started buying

butter from me I wanted to help him too, so I started buying his bread for my family. Since then I’ve been using the baker’s 1-pound loaf of bread as the weight to measure my butter. So if the weight of the butter is wrong, that means the baker has been dishonest and selling less than a full pound loaf of bread to me!”

Many of us are quick to see the faults and wrongs of others, but we’re slow to see and admit our own. In fact, many times we draw attention to other people’s problems and faults precisely because we don’t want to face our own. We think we’re wise experts at knowing what’s wrong

But even if that other person does have something wrong with them, our own wrong of judging them can be even worse than what we’re judging them for!

This is why Jesus Christ warned us that we will end up being judged by the

same judgment we made on someone else! But if we will honestly admit to Jesus what’s wrong with our own character and way of living, Jesus will forgive us and give us His inner power. He can start fixing and changing our heart, so we’ll be free to genuinely love others instead of looking for their faults. Just Think a Minute…

Xavier Ecoville coop releases P285,000 loan

CAGAYAN DE ORO CITY - As part of its livelihood development program, the Xavier Ecoville Multipurpose Cooperative (XEMPCO) has released P285,000 to 36 individual loan borrowers at the XU-led resettlement site in Brgy Lumbia, this city.

Each member-borrower was made to avail of up to P10,000 loan, with a monthly interest rate of three percent, for retailing, meat vending, repair shop, sewing and food processing.

Funded by the Peace and Equity Foundation, the lending enterprise is an answer to the Sendong-affected families’ need for capital to start up or upscale their small enterprises, said Nancy

They will know, because God---whatever they conceive Him to be---will guide them.

That is why believers of every sect and denomination must endeavor to instill in the minds of their followers their basic doctrines, because these basic doctrines are centered on holiness, obedience to God, and care and concern for other believers and other men and women. It is only when there is a renewing of the minds of believers, when they no longer conform to the evil patterns of the world, that godly strength comes over the country and would propel it to its rightful destiny.

Comelec to set up RMA Teams in the May 13 elections

OZAMIZ CIT Y - The Commission on Elections (Comelec) will set up a team to conduct the Random Manual Audit (RMA) in the polling places during the May 13 mid-term elections.

Composed of five members per legislative district,

the RMA Team will be tasked in the maintenance of peace and order in the polling place and keep it open and unobstructed and enforce obedience to its lawful orders.

Pursuant to Comelec Resolution No. 9595, if a person refuses to obey the lawful orders of the RMA, or conducts himself/herself in a disorderly

manner, or interrupts or disturbs the election proceedings, the RMAT may order in writing, directing any peace officer to take such person into custody until adjournment of the RMA. Meanwhile, the random selection of the clustered precincts to be audited will be done not later than four days prior to the day of

the elections by the RMA Committee.

The list of municipalities involved in RMA shall be released four days before the day of the elections while the List of Specific Clustered Precincts that will undergo RMA shall be disclosed two days prior to the day of the elections.

29 projects under PCF 2011 completed

CAGAYAN DE ORO CITY - Twenty-seven projects, under the Performance Challenge Fund (PCF) 2011 have been completed in the 19 municipalities, one city and one province of Northern Mindanao.

Such projects, include farm-to-market roads, slaughterhouses, drainage and canals, upgrading of public market, municipal

wharf, seawalls, cemetery niches and other projects that enhance local government services.

According to Regional Director Rene K. Burdeos of the Department of the Interior and Local Government (DILG-10), various PCF projects in five municipalities have also been completed.

PCF is a financial incentive given to LGUs that have passed the Seal on Good Housekeeping

(SGH).

Said financial incentive will jumpstart the local development initiatives in the attainment of the Millennium Development Goals, tourism, and economic development, disaster risk reduction and management and solid waste management.

Each city is eligible to a P3-million PCF subsidy, while every municipality shall have P1-million, while each province will be given P7M. Basis of good housekeeping assessment are governance areas of planning, fiscal management, transparency and accountability and valuing performance management, and have complied with the full disclosure policy and have no adverse reports from the Commission on Audit, and have been conferred with the SGH.
