Last supper ni NGCP guarantees reliable power transmissions in 2013 elections ‘Apostol Santiago’ By Jasper Marie Oblina-Rucat

CAGAYAN DE ORO CITY - The National Grid Corporation of the Philippines (NGCP) assured the public that power transmission will remain reliable and stable during the May elections. During the Power 102 – Transmission Development Plan (TDP) and press conference here, March 26, NGCP Spokesperson Cynthia P. Alabanza said that they have formed a special task force responsible for the smooth transmission of electricity and creation of contingency plans and measures during the election period. Part of the task force’s mandate is to secure the lines and substations from any threat to avoid

unplanned outages. She added that NGCP had no transmission related outage in the 2010 elections and they intend to have the same set-up this year. As part of preparations, NGCP will not conduct regular maintenance activities a week before and after the elections to make all transmission assets available for power delivery. “However, power interruption caused by other factors, such as generation deficiencies, or those

pertaining to distribution utility operations, are beyond our control,” Atty. Alavanza explained. NGCP’s task force is aligned with the Power Task Force created by the Department of Energy (DOE). “We shall be in constant coordination with them and with other agencies in the power industry, to ensure that we have a power interruption free election this year,” said Alabanza. Young volunteers learn basics of house building By Jasper Marie Oblina-Rucat

CAGAYAN de Oro City - More than 500 young volunteers from various public high schools, state universities and religious organizations here learned the ropes of how to build a house from scratch since the start of Bayani Challenge 2013 on March 23. Engr Oswaldo Saarenas, Bayani builder and coordinator said they are starting from the very beginning with volunteers from National Service Training Program (NSTP) of the Mindanao University of Science and Technology (MUST) at the SM-BDO relocation site at Canitoan, this city. “We are clearing the area, taking all the pieces of wood out and transferring soil from one area to the next. Hollow blocks are prepared and stocked and filed, same with all needed materials,” he said. With the City Engineer’s Office looking after and supervising the project, volunteers learn to make a foundation using tire wires and round bars, and con-

necting these at the same time. Despite the heat, these students work tirelessly to make sure they make accurate calculations and quality foundation. The second relocation site is the Shell-Village at Canitoan. Aside from the young volunteers, Couples for Christ CFC – Gawad Kalinga (GK) volunteers, Handmade of the Lord organization and a number of foreigners from America and Europe are also leading the pack in house building. About 16 units of houses are already measured and designed to be added to the existing Shell-Village relocation site. In this area, volunteers have started to prepare the land and transferred hollow blocks through passing from hand to the other in one huge line. CFC GK sector 1A coordinator George and Diding Balingit said volunteers will still surge in the days to come as some did not arrive on Sunday. (JMOR/ PIA10)

The Sabah Teleserye By Crispin C. Maslog (Last of two parts) Historical facts re Sabah What are the historical facts of the case? Senator Jovito Salonga has summarized them in a speech in Congress in 1963 which we are paraphrasing here: • Sabah (formerly North Borneo) was originally ruled by the sultan of Brunei. In 1704, in gratitude for help extended to him by the sultan of Sulu in suppressing a revolt, the sultan of Brunei ceded Sabah to the Sulu sultan. • In 1878, an Austrian adventurer, Baron de Overbeck, persuaded the sultan of Sulu to lease Sabah to him for Malayan $5,000 (US$1,600). • Overbeck later sold out his rights to Alfred Dent, an English merchant, who established the British North Borneo Company, which assumed all the rights and obligations under the 1878

contract. • The British North B or ne o c omp any w a s awarded a Royal Charter in 1881. A protest against the grant of the charter was lodged by the Spanish and the Dutch governments. • In reply, the British government clarified its position and stated in unmistakable language that “sovereignty remains with the sultan of Sulu” and that the company was merely an administering authority. • In 1946, the British North Borneo Company transferred all its rights and obligations to the British Crown. The Crown, on July 10, 1946—just six days after Philippine independence— asserted full sovereign rights over North Borneo, as of that date. • Shortly thereafter former American Governor General Francis Burton Harrison, then special adviser to the Philippine government on foreign af-

fairs, denounced the cession order as a unilateral act in violation of legal rights. • After prolonged studies the House of Representatives in a resolution in 1962 urged the President of the Philippines to recover North Borneo consistent with international law and procedure. • Ac t i ng on t h i s unanimous resolution and having acquired all the rights and interests of the sultanate of Sulu, President Diosdado Macapagal filed the claim to North Borneo in 1963. The Philippine claim is mainly based on the following propositions: • That the rights that Overbeck and Dent passed on to the British North Borneo Company did not include dominion and sovereignty over North Borneo; that their rights were as those indicated in the basic contract, namely, that of a lessee. • That in accordance

with established precedents in international law, the assertion of sovereign rights by the British Crown in 1946, in complete disregard of the contract of 1878, was not legal. Water under the bridge? Assuming the Philippine claim to Sabah is valid, what can be done now? Events have overtaken us, and it is no longer a simple matter of enforcing our claim. I remember how passionately I followed the debate in the papers when I was a young journalist in Manila in the late l950s to 1960 and denounced the government for its ineptness in following up on this claim. Today, we look and find that a lot of water has passed under the bridge, so to speak. A lot of hot air has issued from the mouths of politicians, since the l950s when this issue was debated sabah /P5

Gi-apluran kang Emano

Think a minute… There once was a village that had a very wise old man who gave the people answers to their problems. One day a farmer came to him and said: “Wise man, my donkey has died and I have no animal to help me in the fields. This is the worst thing that has happened to me.” The wise old man answered: “Maybe. Maybe not.” < The next day, the farmer found a strong horse wandering close by his farm, so he caught it to replace his dead donkey. His new horse was actually a much better worker than his old donkey! The farmer was very happy and went back to tell the wise man. “You

were right, wise man! Losing my donkey was not the worst thing that happened to me. I never would have caught my new horse if my donkey had not died. This is definitely the best thing that has happened to me!” The wise man answered: “Maybe. Maybe not.” The farmer was a bit irritated and thought not again! What is this wise man thinking? < A few days later, the farmer’s son was thrown off the new horse. The son broke his leg and could not help his father work on their farm. The farmer thought, “Now we’ll starve to death!” So he went back to the wise man and said: “How did you know that catching

my horse was not a good thing? This time I’m sure that this is the worst thing that could happen to me!” But again, in a kind voice, the wise man answered: “Maybe. Maybe not.” The farmer was very angry at the wise man for his same foolish answer. < The next day, a war broke out. And the army came to take every healthy young man to fight as a soldier in the war. But the farmer’s son was the only young man in the village who did not have to go fight, because of his broken leg. The farmer’s son would live! < You see, if you and I will simply put our life in God’s hands and trust Him,

Ozamiz Cityventures to renumber passenger motorelas By Rutchie C. Aguhob OZAMIZ CITY - The city government is bent on a project to re-number the passenger motor cabs, more popularly known as “motorelas” that are plying the city streets. Mayor Nova Princess E. Parojinog-Echavez has urged the owners/ operators of motorela units to prepare the necessary documents, such as, their receipts of updated fees, and renewed licenses, among others,

to facilitate the re-numbering. It has been observed that there are motorelas plying the streets without any franchise, making their operations illegal or “colorum” and so renumbering them can help for them legalize their trade, the Mayor said. This way, the operators can now operate their motorelas legally and don’t have to hide themselves from the traffic officers, because they can show proof that they have complied with the law about

their operations. Meanwhile, data at the City Treasurer’s Office (CTO) show that there are 2,600 existing franchises for motorelas on record, Josephine Requilme, Collection Officer IV, said. It can be recalled that the last numbering of the motorelas was done, sometime in 2008. On the other hand, expired franchises may be given to others, when found out that they have not renewed their numbering of the passenger franchises, to facilitate the re- motorelas in the city, Requilme

But they were outwitted by the British. The Philippines agreed to the British proposal that the people of Sabah will be consulted—under UN supervision--whether they want to join the Federation of Malaysia. The people of Sabah voted to be part of Malaysia, and that settled it. It is unfortunate, therefore, that this ancient claim of the Kiram sultanate is being raised again now. The timing is suspect, coming as it does during

election time and while the peace accord between the government and MILF is in the final stages of negotiation. The Kirams apparently want the “rental” to be raised and that matter can be negotiated at an opportune time. But not now, and not sovereignty, because the people of Sabah have spoken. • Crispin C. 91 new soldiers join army force CAMP EVANGELISTA Ninety-one male candidate soldiers successfully completed the requirements to the Candidate Soldier Course Class 302-12. Mostly from the provinces of Region 10 and 13, they passed six-month basic soldiery training, tactics and technical enrichment to satisfy the basic requirement for a soldier who can perform his task, as a member of the Philippine Army. The 4th Division Training Unit (4DTU), under Lt. Col. Jose Emmanuel L. Mariano, administered the training of the new soldiers. They were taught on basic military knowledge and skills, jungle warfare, mountaineering operations, the core values of the army, rule of law, human rights and international humani-

tarian laws. Maj. Gen. Nestor A. Añonuevo, 4ID commander, congratulated the members of CSC CL-302-12 for successfully completing the course. He also congratulated and thanked the parents who painstakingly supported their sons from the application process until the day of their graduation. He said the support of the family to a soldier will give them the strength to overcome all the challenges of this noble profession, the separation, the loneliness, the physical and mental demand. “Make your family and country proud, treasure your service by making your every action contribute towards attaining peace for the people,” Añonuevo said. GA-WINGS - Clarissa C. Rosales, president of the Gender Advocates and Women in Government Service (GA-WINGS), poses questions during the recognition and culmination program of the Women’s Month 2013 in Cagayan de Oro City. Along the theme, “Gabay sa Pagtahak sa Tuwid na Daan,” she asks her audience “how far have we gone? Have we practiced anti-violence at home? Have we improved our services at work? have we been empowered because of the Magna Carta of women?” (PIA 10/jdelpf)

PEACE AND ORDER - Vice-Governor Norris Babiera (standing) opens the meeting of the Misamis Oriental Peace and Order Council (PPOC) that discussed the security measures during the convention of the Liga ng mga Barangay sa Pilipinas, Misamis Oriental Chapter on March 21, this year. This, in his capacity as co-chair of the council. (RTPaculba, PIA 10/asf)

DSWD mobilizes workers in proper program implementation CAGAYAN de Oro City The Department of Social Welfare and Development (DSWD) Field Office 10 here has reiterated its call to all Pantawid Pamilyang Pilipino Program (4Ps) workers to make it clear that politicians or parties have no control over Pantawid Pamilya and other programs of Department. Lawyer Araceli F. Solamillo, DSWD Field Office 10 Regional Director, said both beneficiaries and non-beneficiaries must be accurately informed on the selection and delisting processes of the program. “This is to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal agenda,” Solamillo emphasized. Meanwhile, Pantawid Pamilya Regional Project Coordinator Kenneth Haze

Sanchez disclosed that posters and tarpaulins are now displayed during pay-outs to shun partisan politics. “We want to insulate the program from partisan politics,” Sanchez said. The Bawal ang Epal Dito campaign focuses on the message that only the DSWD can delist a beneficiary if he or she is not following the conditions of the program. Bawal ang Epal Dito confronts the issues of external pressures and eliminates the misconception of the beneficiaries about the control of politicians or parties over Pantawid Pamilya and other programs of DSWD. More importantly, it seeks to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal agenda. With the upcoming midterm elections, some politi-

cians may use the program to gain leverage. Through the Department’s Grievance Redress System (GRS), beneficiaries are encouraged to continuously give feedback if they find some politicians who are allegedly claiming to have the authority to enlist and delist them from the program. Over the past years, the DSWD has been consistent in performing its functions within the tenets of accountability and transparency. Meanwhile, Sanchez also stressed the scheduled payout in every locality cannot be altered or changed. This, after some mayors in Northern Mindanao requested DSWD Field Office 10 to change the venue, mode of payment, and date of the pay-out for no apparent reasons. The Pantawid Pamilya Regional Project Coordinator explained that only

DSWD Central Office can change the venue, mode of payment, and date of the pay-out upon recommendation by the regional office. She added Regional Project Management Office of Pantawid Pamilya will assess and recommend changes if it is feasible and safe for Pantawid Pamilya workers, service providers and beneficiaries. As it is, the 350 beneficiaries under Set 6 Period 1 from Pantao Ragat, Lanao del Norte have received their grants at the Philippine Postal Corporation Office in Iligan City since its mode of payment is over the counter of PhilPost as scheduled. Pantawid Pamilya Financial Analyst 3 Joy Suzon also said she has informed all Municipal Roving Bookkeepers to continue the payment of cash grants, as scheduled. Responsible rice consumption urged Lala, Lanao del Norte – RESPONSIBLE rice consumption – this was the key message imparted by the Department of Agriculture (DA), headed by Undersecretary for Operations Joel S. Rudinas at the 2013 National Year of Rice Launching to nearly 500 farmers, local officials, agricultural stakeholders and guests, during the town’s celebration of the Araw ng Lala on March 21, 2013. Supporting USec. Rudinas’ appeal is DA-10 Regional Technical Director for Operations Engr. Roxana H. Hojas, noting that producing rice entails enormous investments such as using 5,000 liters of water just to produce a kilo of rice. She reported that every Filipino wastes about 2 tablespoons of cooked rice daily, equivalent to P6.2 billion that could have fed 2.6 million Filipinos. With the unveiling of the NYR logo in the province and the recitation of the Panaad sa Pagdaginot sa Humay, the people of Lanao del Norte have joined in the government’s bid for the country to become a surplus supplier of rice by the year 2013 ends and onwards. “Isip usa ka Pilipino nakighiusa ako sa pagpanaad nga dili mag-usik-usik sa kan-on ug bugas,” in unison they have pledged. They have also sworn not to cook or scoop more than what they can consume as well as properly cook rice. Likewise, they have committed to eat alternative staple food crops like bananas, sweet potato and corn. “…tudloan nako ang uban sa responsableng pagkonsumo aron mahatagan ug bili ang kahago sa mga mag-uuma ug makatabang ako sa pagkab-ot nga mapaigo ang gidaghanong bugas sa Pilipinas,” the participants added. Meanwhile, Provincial Governor

Agriculture Undersecretary Joel S. Rudinas led the recitation of the Panaad sa Pagdaginot sa Humay - a commitment in becoming responsible rice eaters before 500 farmers, local officials, other agricultural stakeholders and guests in attendance at the 2013 National Year of Rice Launching during the town’s celebration of the Araw ng Lala held at the municipal grounds of Lala, Lanao del Norte on March 21, 2013.

Mohamad Khalid Q. Dimaporo expressed the province’s intent to implement more projects from the DA. “We are not asking for dole-outs, handa na kami sa counterparts,” he challenged. A downpour of agri-projects were also turned-over with an estimated cost of P 4 million, including 2 units combined harvester, 5 units rice thresher, a Barangay Food Terminal, and the establishment of a biological control laboratory. The year 2013 has been officially declared as the National Year of Rice through Proclamation No. 494, signed by President Benigno Simeon Aquino III on October 18, 2012

The unveiling of the 2013 National Year of Rice logo, headed by Agriculture Undersecretary Joel S. Rudinas (3rd from right), DA-10 Regional Technical Director Engr. Roxana H. Hojas (2nd from left) with the participation of Lala Municipal Mayor Allan J. Lim (2nd from right) and other local officials and guests, signifies the acceptance of responsibility in contributing to the country’s goal of attaining rice self-sufficiency by the year 2013 ends.

Nearly 500 farmers, in the province of Lanao del Norte, recited in unison the Panaad sa Pagdaginot sa Humay, pledging to partake in the government’s efforts in attaining rice selfsufficiency which intends to provide ample supply of rice with 2013 at its earliest target.
