DENR: PHL committed to increasing public access to environmental information The Philippines is working toward increasing public access to data and information that are crucial to policy- and decision-making and management of its vast natural and environmental resources. he provincial government of Misamis Oriental, in collaboration with its private organization partners, has conducted a groundbreaking ceremony to finally mark the start of construction of a multimillion projects. The groundbreaking was held September 23, 2014 in two different sites in Jasaan, Misamis Oriental. Agutayan White Island in Jasaan is the location site of Agutayan Reef Watchtower. It is a 6.6-million project, funded by STEAG State Power Inc. as a part of its contribution to the social and environmental protection programs for its host communities. According to STEAG, it will help in enhancing the Jasaan local government unitâ€™s capability for environmental monitoring and environmental laws enforcement in the area. In addition, the project will also address the ecotourism drive of the provincial government. The tower will be a two-

Making sense of the MDG alphabet soup The Philippines lags in reaching the targets of the United Nations Millennium Development Goals or MDG, according to the latest government data. The numbers come from the 5th Philippines Progress Report on the MDGs released by the National Economic Development Authority (NEDA). The first MDG is to halve, between 1990 and 2015, the proportion of people living on less than $1.25 a day, and halve the proportion of people who suffer from hunger. Among the seven other goals are: all children complete primary schooling; increase the ratio of girls to boys in schools; up the share of women in wage employment in non-farm work. Reduce child deaths by two-thirds; increase the proportion of 1-year-old children immunized against measles; reduce maternal mortality by three quarters; increase the proportion of births attended by skilled health personnel; halt the spread of HIV/AIDS, malaria and tuberculosis. Reduce forest loss, carbon dioxide emissions and consumption of ozone-depleting substances; halve the number of people without access to safe drinking water and basic sanitation; and widen the availability of technologies like telephone lines, mobile phones, personal computers and Internet users. The MDG was initiated by the United Nations Development Program in 1990 when it released the first Human Development

The MDG is also based on empirical data. One of the data sources is the Human Development Report which measures development using the Human Development Index; the index includes statistics on life expectancy, education and income that accounts for inequality. There are two documents that monitor compliance. One is the MDG Progress Reports which provide periodic assessments. The other are the latest country reports showing the strides made for each of the goals; the probability of achieving the targets by 2015; analysis of inequality in terms of regional performance; challenges and bottlenecks; and immediate actions needed to accelerate the achievement of the MDGs. Together, the two reports provide countries such as the Philippines with a powerful tool to identify the areas where the country is progressing well, and where it needs to exert greater effort. They compare the performance of the Philippines to other countries. The 2014 Human Development Report uses four indices: Human Development Index, Gender Inequality Index, Gender Development Index and Multidimensional Poverty Index. See alphabet, page 7

The cultural values of our indigenous communities give identity to its own character and personality. In these celebrations, our unique culture is shared by the members of our communities, so that the new generations would appreciate it. For an effective transfer of culture from one generation to another, it has to be translated into symbols. Language, art and religion serve as the symbolic means of transfer of cultural

values between generations. The cultural festival serves as a bond that ties the people of our provinces, cities and regions. It is that one common bond, which brings the people of a community together appreciating and learning the customs and traditions, the festivals we celebrate, the kind

Most people believe that festivals help them forge close bondage with their ancestors. Festivals are important historically, religiously, socially, economically, and culturally. It makes the people know more about their history and origin, and recollect the noble past of their ancestors. It again reminds the youth to lead morally acceptable life so that, they may grow to become good people, whose lives are worthy of emulation by the future generation.

AGAYAN de Oro City - In the purpose to enhance young campus journalists and promote Journalism among students from various schools in the region, a Campus Journalism seminar-workshop was held on September 26, 2014 at BusinessWeek Mindanao media center, Cagayan de Oro City. Training Director Joe Felicilda led the seminar-workshop as the resource speaker. The BusinessWeek Mindanao is hosting this kind of event to further develop students’ journalistic skills especially in categories like radio broadcasting news and feature writing. Different simulations are also given during the seminar. Moreover, students are taught on various rules and theories that can help during

information gathering such as overcoming stage fright, proper data gathering and conducting interviews. More than 30 individuals composing of student-journalists, school paper moderator and coaches coming from Tablon Elementary School attended the event. Mr. Allan H. Guibone, moderator of Tablonian Chronicles (the official school paper of TES), said that the training is a part of their intensive preparation for 2014 Division Schools Press Conference that would be held on October. The school is also conducting series of classroom trainings for students. These aim to introduce students to Campus Journalism. However, they also preferred outsideschool training aside from the in-house ones because of

the need to expose students to theories and experiences coming from professional journalists. Tablonian Chronicles are already training students as younger as Grade 4. This also help inculcate in these students the value of Journalism field. Journalism has been taught to elementary and high schools over the years, mostly prior to division, regional and national schools press conferences, giant gatherings of campus journalists where competitions on various categories such as news writing, editorial writing, editorial cartooning, photojournalism and newsletter layouting are conducted. Further, such events are hosted by Department of Education in order also to train students to be active, vigilant and to be concerned youths in the

During the budget hearing, Paje presented several key targets which DENR set accomplishing next year.

“We target reforesting some 300,000 hectares of land next year under the National Greening Program (NGP),” he said. Government launched NGP in 2011 to reforest some 1.5 million hectares of land nationwide by 2016 using about 1.5 billion seedlings of indigenous and exotic tree species. In 2015, DENR also targets promoting eco-tourism in 22 sites nationwide and undertake conservation and management of 80 Philippine protected areas (PAs). Republic Act No. 7586 (National Integrated Protected Areas System Act of 1992) defines PAs as “identified portions of land and water

Paje said DENR likewise aims issuing in 2015 a nationwide policy requiring shift from Euro 2 to Euro 4 motor vehicle emission standards to help tighten the noose on air polluters. advisories during disasters and calamities.
