Bryan Diosma, of the Mindanao Development Authority (MinDA) and a technical staff at the Mindanao Power Monitoring Committee (MPMC), said the solar power project of NV Vogt Philippines Solar Energy One, Inc. has already secured permits from the Department of Environment and Natural Resources and the National Commission on Indigenous Peoples.

“Those are the two major permits needed to start an RE (renewable energy) project,” he said, citing data from the One Stop Facilitation and Monitoring Center (OSFMC).

November is a busy month promoting awareness and positive action for the environment as the Department of Environment and Natural Resources (DENR) leads two very important environmental celebrations: the National Clean Air Month and the National Environmental Awareness Month. It likewise supports the National Climate Change Consciousness Week observed from November 19-25 annually.

“Not one, not two, but three events are celebrated this month all geared towards the protection of the environment. It’s a triple celebration enough to ignite environmental consciousness among Filipinos,” Environmental Management Bureau Director Jonas Leones said.

Leones said the DENR’s Environmental Management Bureau (DENR) has lined up several activities for the month-long celebrations, with the theme, “Environmental Sustainability: Moving into Greater Actions,” focusing on small actions that translate to positive impacts when done collectively.

“Your actions no matter how small can actually lead to change. Throw that trash responsibly, help conserve energy and patronize ecofriendly products,” Leones pointed out.

A glimpse of the promising town

Enriched with natural resources, fresh and cool climate intertwined with bountiful agricultural products and blessed with hidden tourist spots...

It is the place where one will always want to visit once he/she steps on the land of sweet serenity. It is one of the towns of Misamis Oriental, wherein it is so much alike with Baguio City when it comes to the ambiance and vast surroundings. As what Andrew E, the famous Filipino rapper, said during his concert held in Claveria, he emphasized that it is the ‘little Baguio’ here in Misamis Oriental. So, come and let us discover the beauty behind the hidden place of Claveria.

Nestled in the rolling place and mountainous area, Claveria is the only municipality of the province that has a cooler temperature which ranges below 22 degrees Celsius and as much as 16 degrees Celsius. The temperature will tend to become higher upon reaching the upper areas of the town. Indeed, when one will travel to Claveria, starting from Villanueva, (town of Mis. Or.) anybody will really notice during his/her ride upon reaching the town. Since the cold wind and the freshness of air will intrinsically enter in the pores of the skin which may make him/her embrace oneself due to the intense coldness of the weather.

Unravelling the reason of this one of a kind weather condition in the municipality is the virgin forests that are rampant in every barangay which contributed to the relaxing environment.

Different species of trees thrive and grows freely that give shed to prevent soil erosion. It is also the main source of pure water that flows in the spring and rivers beside the woods which distributes evenly in the major areas of the municipality.

Reminiscing the history of the place,

the town was named after the Spanish Governor General of the Philippines, who is Don Narciso de Claveria during the Hispanic colonial era. Since then, the town was known as Claveria. Furthermore, the municipality has a very wide land area of 825 sq. km. In fact, among the 24 towns of Misamis Oriental, Claveria is the largest comprising one-third of the total land area of the province.

It is politically subdivided into 24 barangays, namely: Ane-i, Aposkahoy, Bulahan, Cabacungan, Pelaez, Gumaod, Hinaplanan, Kalawitan, Lanise, Luna, Madaguing, Malagana, Minalwang, Mati, Panampawan, Parmbugas, Patrocinio, Plaridel, Poblacion, Punong, Rizal, Sta. Cruz, Tamboboan and Tipolohon. The town is spearheaded by the town mayor, Hon. Redentor N. Salvaleon together with the vice-mayor, his daughter, Meraluna Salvaleon-Abrogar and the municipal councillors.

Due to its fertile land, agriculture is the basic source of living among the people of Claveria. Majority of them get their income from the crop production. In terms of crops, the most widely planted among the farmers are corn.

Indeed, the Claveriahanons celebrate the Mais Festival every 22nd day of July, during the foundation anniversary of Claveria to rejoice and give thanks for the abundant harvest. Other crops that are usually planted are root crops such as cassava and sweet potato. Planting vegetables and spices are also abundant especially in the upland areas. Relative to it is the plantation of tomato and bell peppers which are common in the vicinity.

Moreover, Del Monte Foods Company has already penetrated in the area where they have planted their major pineapple plantation as well as the Philip Morris Fortune Tobacco Corporation

where they slowly spread the plantation of tobacco. It only proves that the agricultural land area is very fertile which invites more company to invest in the town. In fact, there is another company named MINERGY, situated in the Kabulig, Plaridel, Claveria is already operational. It is being tapped

by CEPALCO for its hydroelectric power plant.

Sprouting beneath the wonderful creation is the blessing of various waterfalls that generates vigour to the humanities who may explore its wilderness and beauty. As of the moment, the springs and waterfalls remain unexplored which promises happiness and satisfaction for every being who will visit in the magnificent spot. Not only that, the mountainous area also promises endless adventure excitement and fun which may challenge ones perspective in life. The most popular mountains are Mt. Sumagaya, Mt. Lumot and Mt. Balatukan.

From there, one may travel across to the Sitio Harohay, Aposkahoy, Claveria where the shrine is constructed in memory of the people who rode in the airplane which accidentally crushed in the mountain area of Claveria. The said incident happened last February 2, 1998.

Every year the bereaved family visits the shrine in memory of their love ones.

After those explorations, one may goes for relaxation and experience like bathing in the cold spring even he/she will just go swimming in the pool. The resort is located in Janopolan, Claveria, near the national highway. So, the place can be a good venue of dropping by to chill and relax for a while.

Above all the multifarious variety of attractive scenery, verdant corn fields and rich natural resources, Claveria is worth for living. Claveria is the place to be.

Why kill journalists?

I woke up 2:30 a.m. a few days ago while in a hotel in Iligan City and went to the small lobby area where internet wi-fi connection was strongest. Although still sleepy, I had to be on Skype with Al Jazeera TV broadcasting live from the Middle East, sitting there from halfway across the globe hoping I could contribute to the discourse.

The TV show, “The Stream,” was featuring the theme IMPUNITY and the killing of journalists. The Philippines now ranks No. 2 in the world with about 67 “ journos” k i l led or murdered. I guess it was the “wholesale” Maguindanao massacre more t ha n 4 years ago k illing more than 30 media persons in one f lash that got us in the top honor roll as one of the most dangerous places for journalists in the world. Yes, the perils of journalism work are varied.

I recall my days when I was a Davao reporter in the late 1960s. I had to arm myself with a handgun so I could continue -- and boldly -- write about some smuggling incidents at the Davao Port Customs Office.

O ne Cu s tom s of f ic i a l threatened me with a gun at the coffee shop after my expose involving him was published. Also during Martial Law when I wrote about abuses and human rights violations of both the military and the NPAs, I had to feel secure with firearms ready in the car, in the house and in the office, just in case. It was simply a choice of shutting up and no longer write about cer ta i n a noma l ies due to the imminent threats and hazards OR to arm myself so I could feel a bit secured to continue my exposes. I chose the latter. Of course, things have radica lly changed since. Imperatives are not the same in different areas

Just two weeks ago, a group of broadcasters and writers in Cotabato got organized and underwent gun handling briefings and practice shooting sessions at a firing range in Midsayap, North Cotabato due to real dangers in the work place. They told me the prevalence of guns and shooting incidents in the area compelled them to be so prepared to enable them to freely perform their jobs before the microphones or at news desks. If they feel unsafe, they admit they will have to “soften up” on their reporting. Indeed, journalism is not a walk in the park.

Anyway, I had this to add to what I said during that Al Jazeera TV show: “Impunit y ca n be addressed if perpetrators are arrested, brought to justice and punished. Otherwise journos will have to protect themselves, individually and collectively, if they want to write and broadcast freely and with integrity.

To feel unsecure and in peril will shack le them from expressing freely. This profession is not for the faint-hearted. It takes moral courage to be true to the calling. Professionalism a nd fa i r ness a re good deterrents. Also providing an adequate mechanism of redress to those who are in the receiving end of media criticism will also do a long way in preventing the desperate and the aggrieved to take the law into their own hands.”.

Well, we in Mindanao have our own share of

mu rders a nd v iolent incidents not only of media persons -- mostly unsolved and the murderers not even identified nor arrested and still not made accountable for their crimes.

In repressive times like Martial days or challenging areas like in repressive regimes or conflict areas, the rules of the game are quite different. A journalist in big cities and more urban areas, at the most, face the risk of libel or damage suits.

But in more challenging a reas, especia l ly when law and order are not that good, physical risks and risks to life and limb are commonplace and real.

I used to read reports about so-called “paid hacks” or propagandists, or political black ma i lers, or pla i n mulcters or extortionists, parading themselves as journalists, end up usual victims of murders and summary killings. I once talked to one politician who entertained no hesitation in justifying “sudden death” to a radio announcer -blocktimer (one who buys radio time) whom he described as having “murdered” his reputation (which he said he painstakingly earned over the years) every minute in his daily radio program whom he discovered was in the payroll of a rival candidate. “If he took the law into his own hands in murdering what to me is as valuable as life, then will I not take the law into my own hands too for redress and protect myself? So he himself put his life on the line,” he forcefully argued.

The broadcaster did so with

impunity. But the politician too contributed to that climate of impunity!

So the question still begs to be answered: how do we prevent or solve a climate of IMPUNITY? The common sense answer is of course: government and law enforcers must enforce t he laws by effectively solving crimes.

Simple? Not really! It takes expertise and skills and focus to solve crimes. The police and the law enforcer need not only collar the su spec t . T he e v idence gat hered must sta nd judicial scrutiny to be able to nail down the bad guy in court. Then of course, this is not to mention the long, tedious and expensive judicial process that must take place. I know of family su r v ivors who have to contend with real dangers and the same risks, as they remain steadfast in seeking justice for a murdered family member.

Modern crime -solving tech n ique s , sleut h i ng , including use of forensic med ici ne, fasci nate us when we watch TV serials where big crimes are easily solved in the end. But they are not that easy in real life, folks! We are not there yet, sorry to say.

Journalists, (ho-hum) belong to a special breed.

T hey face t h reat s a nd dangers they must address.

Yes, the pen is mightier t han t he sword. But at certain times and places, one needs the sword for protection to be able to wield that mighty pen!

Recently, the news of different channels in television or even in the newspapers shows protest of public school teachers in Manila and even all over the Philippines asking for salary increase from our government. Why thus they asking for it? Is their salary not enough for them? Or does their salary doesn’t compensate their efforts, sacrifices or career as an educator? These are some questions that need an answer for us to understand the circumstances.

Putting ourselves to their shoes will help us understand their situation and their reason behind their scream for a salary increase. Let us unravel the challenging task through sharing the life of a public school teacher.

Before entering to the Department of Education, aspiring teachers will undergo for a step by step process in which the teacher will be hired based on merit and fitness that is determined through competitive examination or based on highly technical qualifications that is with accordance to Philippines Civil Service Policies, Rules and Procedures. A public school teacher belongs to the second level position which only means that they are qualified enough to be given the appropriate salary that is equal to their position.

A newly hired public school teacher has a salary grade 11 which is equal to P 18,549.00 per month but it is deducted from taxes and contributions in different

agency such as BIR, Philhealth, Pag-ibig, and GSIS. The net is P14,482 plus the PERA ACA, which is being released every third week of the month if the teacher is included already in the payroll.

But for newly hired teachers, it usually takes 2-3 months to process and prepared all the papers needed for payroll inclusion. It indicates that the teacher will suffer from debts for a few months before they will enjoy the salary spontaneously.

Teachers assigned in far flung areas need to travel and spent their days away from their families. Travelling through public transportations, motorcycle (commonly known as habal-habal) or even walking for how many kilometres with bulky and huge bag full of foods, dress and other necessities good for one week stay in their station for them to give their best and perform, deliver and cater the needs of their children.

Then they need to rent a house or even sleep in school for five days and spent with other children that are not related to them with various attitudes, characteristics and personality in one room. They also need to manage it with stretch patient. Two days will be spent for their family. Can we consider it as sacrifice? Yes, it is because 90% of teachers’ life spends in school than in their own home together with their family.

There are instances that the classroom is in dire need

for repair of old wrecked walls, ceiling and windows and lacks of learning facilities such as blackboards, chairs and desks for the learners. There are some instances that there is no available classroom.

However, with the initiative of the teachers, they used the available facilities in the school such as the school stage or even conduct classes under the trees in order for them to educate our children. Others get money from their own pocket to provide the necessary materials for blackboards and paints to regenerate the classroom and make it conducive for learning.

These are just some of the episode in the life of a public school teacher. It will take a century if we will engrave the whole thing that happens in their life. Hoping for our government will hear the scream of a salary increase.

Summing up all the expenses and sacrifices discharged and rendered by the teacher is not payable with the salary they received every month. It doesn’t compensate all their sacrifices and hard work for our children but yet they are striving hard to offer eminence education to our youth today.

Putting quantity to every quality things done by a teacher is not enough to pay all their sacrifices for their and for all the children they handled with. It is the pride of our country that our children are fostered with the living hero, the teacher.

NV Vogt, which according to another source is still waiting for the approval from the Energy Regulation Commission, has already started initial drilling works as well as the construction of office facilities at the plant site.

In a statement last August, NV Vogt announced that the Armstrong Asset Management (AAM) has committed to provide US$29 million (P1.3 billion at current exchange rates) to fund the construction of the first phase involving a 6.5 MW ground-mounted and gridconnected solar power plant.

The S outh C otabato 6.25 MW project will be the world’s largest diesel replacement power plant when it is completed, given that 100 percent of its generated power will replace diesel-generated peak power, NV Vogt said.

At 6.25 MW, it would also be the biggest solar photovoltaic (PV) power project in the country once completed, surpassing the one-megawatt solar facility in Cagayan de Oro City.

Andrew Affleck, a managing partner of AAM, said this investment, the first by the Fund in the Philippines and the first with NV Vogt, represents a benchmark for the development of dieseloffset projects globally and one which does not rely on subsidies by way of feedin-tariffs.

“With the projected power deficit forecast for 2015 in the Philippines, this project can serve as a benchmark for clean and quick decentralized energy solutions without the need for government subsidies. Armstrong is very proud to be funding this precedent setting project,” he said.

Anton Milner, managing director of the solar power plant business for the Berlinbased owner IB Vogt and chairman of NV Vogt Singapore, said he was pleased to be working with AAM as the Fund obviously “shares our bullish view” of South East Asia as the ideal region to develop economically viable renewable energy projects.

“We believe solar power is a compelling need as well as attractive opportunity in the developing markets of Asia. Our first project in the Philippines is doubly important because it will provide clean and unsubsidized solar photo voltaic (PV) electricity benefitting the wider community and it is one of the largest diesel-offset projects in the world to date, which is an important future market,” Milner said.

from page 1 On November 5, a free concert on clean air, in partnership with the Earth Day Jam Foundation, will be held at the Fairview Terraces in Quezon City. The three-hour concert,

dubbed “Ayokong Mag-Gas Mask,” will feature a number of popular bands like Imago and Callalily, singer-songwriter Kitchie Nadal, and clean air champion Lou Bonnevie. This concert is organized by EMBDENR with the Earth Day Jam Foundation, and other sector-partners.

The EMB, through its Air Quality Management Section (AQMS), will conduct a series of free garage emission testing and lectures on selected bus terminals in the cities of Quezon, Pasig and San Jose Del Monte in Bulacan from November 4 to 20.

The AQMS will also have trainings on stack sampling, trouble shooting and maintenance of its particulate matter monitoring equipment, and fuel efficiency and vehicle maintenance with concerned sectors from November 5 to 13.

The Coalition of Clean Air Advocates, with the EMBDENR, and the Department of Health are jointly organizing a “National Check Your Car Day” on November 17, offering vehicle owners free emission test nationwide. This seeks to achieve clean air quality through a real National Vehicle Inspection and Maintenance Consciousness.

The EMB will also take part in the Asia Regional PolicyIndustry Dialogue on SMEs, Finance and Technology for Resource Efficiency, in partnership with SWITCH-AsiaUnited Nations Environment Programme (UNEP) on November 18 to 20.

On November 21, the DENR will award selected government agencies and government owned and controlled corporations at the national level during the 2014 Recognition Awards for Eco-friendly Government Offices at the Sulo Riviera Hotel in Quezon City. Eight government offices composed of government agencies and government-owned and controlled corporations, at the national level, will be recognized for their sustained environmental management programs on waste management, water, energy and fuel conservation, air pollution prevention, greening, emergency preparedness, green procurement, orderliness and safety.

On November 27, the DENR is joining other partners in honoring pioneering local government units, and thought leaders, and launch another recognition awards but this time for walkable and bikeable communities at the Kalayaan Hall in Malacanang Palace. The 2015 Philippine Walkable and Bikeable Communities’ Awards will recognize local government units all over the country which have been promoting non-motorized modes of transportation such as biking.

The activity is in partnership with the Share the Road Movement, Office of the Presidential Assistant for Environmental Protection, Department of Transportation and Communications, Department of Interior and Local Governments, and the Department of Public Works and Highways, members of civil society, in partnership with Asia-Pacific Center for Environmental Law, of the International Network for Environment Compliance and Enforcement, Institute for Governance and Sustainable Development.

For the National Climate Change Consciousness Week celebrated on November 24 to

26, the EMB’s Climate Change Office, in cooperation with the National Intelligence Coordinating Agency (NICA), will hold a Forum on Climate Change and National Security on November 25. At his arrival at the municipal Fish Port, Sec. Alcala was welcomed by the following officials: Bureau of Fisheries and Aquatic Resources (BFAR) director Asis Perez; Philippine Fisheries Development Authority (PFDA) Asst. Manager Eduardo Chu; DA-Caraga regional executive director Edna Mabeza; BFAR-Caraga regional director Nerio Casil; Surigao del Sur Provincial Gov. Johnny Pimentel; Provincial Vice Gov. Manuel Alameda Sr.; Surigao del Sur 2nd District Cong. Florencio Garay; Carrascal Municipal Mayor Vicente Pimentel; Provincial Agriculturist Marcos Quico; Barobo Municipal Mayor Felixberto Urbiztondo; Barobo Vice Mayor Joey Pama; all Sangguniang Bayan Members; all Municipal Heads of Offices; and all barangay officials.

Sec. Alcala then turnedover the Municipal Fish Port and Ice Plant Project amounting to P44,254,304.13 to the municipality of Barobo in Surigao del Sur thru Mayor Felixberto Urbiztondo.

The municipal Fish Port and Ice Plant Project is being implemented by the PFDA, an attached agency of DA mandated to provide fishery post-harvest facilities and infrastructure for the efficient handling, distribution and marketing of fishery products.

Also, right after the turnover ceremony, Sec. Alcala headed to Barobo Gymnasium, where he met hundreds of farmers and fisherfolks for a forum. He expressed his thanks to all the people’s organizations present for patiently waiting for his arrival in Barobo. He also acknowledged all the local officials of said municipality and DA-Caraga officials for its effort in coming up with the establishment of Municipal Fishport and Ice Plant, and for continuously addressing issues and concerns of the farmers and fisherfolks in the region.

“We are asking all our farmers and fisherfolks to register at BFAR so you will receive whatever benefits that the government has provided for you. We are also encouraging you to increase backyard gardening in your community to improve your livelihood,” highlighted Alcala.

The good secretary also emphasized coordination among stakeholders to achieve its target for the sector. “The national government needs the full cooperation and support of the local government to really enforce laws that protect the rights of the farmers and fisherfolks and provide them the benefits they deserved. In the same way, we also need the support and participation of our farmers and fisherfolks so we can work together and plan on how the government can serve you better,” he stressed.

In response, all the farmers and fisherfolks expressed their heartfelt thanks and warm messages to Sec. Alcala through chants and jingles.

Before the forum ended, farmers and fisherfolks received several gifts from the department thru a raffle draw with the following items: 15 bags of black rice, 15 bags of Green Super Rice, one unit Rice Thresher, one unit Floating Tiller, 10 bags of Corn, 100 heads of Kabir chicks, five heads of draft animals with implements, and 10 units of Marine Engine. All these items are worth 519,580.00.

Mayor Urbiztondo also asked all the farmers and fisherfolks to work together with the municipal government in the implementation of the programs and projects for the said sector. “Let’s not only work for our individual success but also for the next generation to come,” he expressed.

Meanwhile, on its way to Butuan City, Sec. Alcala and party dropped by at Antongalon-Agusan Multi-Purpose Cooperative, a DA-accredited Farm Service Provider and financed by Agricultural Credit Policy Council and Community Seed Banking to check the status of operation of said cooperative.

When Sec. Alcala arrived back in Butuan City, he graced the Culmination Program of the MRDP 2 and Launching of the PRDP with the theme “Enabling C ommunities, Expanding Opportunities”.

Around 300 partners from the different sectors participated and witnessed said event.

Moreover, DA-Caraga regional director Edna Mabeza thanked the stakesholders for their cooperation in the implementation of MRDP 2 which will soon culminate on December 2014. “The MRDP2 has a total of P1,195,330,110 worth of projects in Caraga Region alone and we hope to continue that development through the PRDP which we are launching today,” she bared.

During the program, DA officials awarded Plaque of Recognition to Outstanding Provincial Local Government Unit-Implementers for Rural Infrastructure Component, Natural Resources Management Component, and Community Fund Agricultural Development Component, among others.

The MRDP-APL2 continues to implement poverty-reducing interventions in more poor communities across Mindanao as it expands in scope of coverage (225 towns in 26 provinces).

It is implemented under the DA, MRDP-1 accomplished various projects and provided significant learning experiences on which MRDP-2 takes off.

The PRDP is a six-year project designed to establish the government platform for a modern, climate-smart and market-oriented Agri-fishery sector. PRDP partners with the LGUs and the private sector in providing key infrastructure, facilities, technology, and information that will raise incomes, productivity, and competitiveness in the countryside.
