Paje announced on November 12. Paje said that environment ministers from the 10 member-countries of the Association of Southeast Asian Nations have approved the Davao Oriental - Mt. Hamiguitan Range Wildlife Sanctuary and Palawan - Tubbataha Reefs Natural Park (Google.com) nomination of the MHRWS and the TRNP as the 34th and 35th ASEAN Heritage Parks (AHP), respectively, during the 15th Informal ASEAN Ministerial Meeting on the Environment held on October 29-31 in Vientiane, Lao PDR. “The designation of TRNP and MHRWS as regional heritage parks is long overdue, both having been named earlier as UNESCO World Heritage Sites,” Paje said. DepEd, local government units to work together on SHS implementation

ecognizing the crucial role of the local government units in the implementation of educational reforms, the Department of Education (DepEd) welcomed the help of local executives for the nationwide implementation of Senior High School (SHS) under the K to 12 program at the commitment signing ceremony of the League of Cities of the Philippines (LCP). Education Secretar y Armin Luistro said, “We de eply appre ci ate t he commitment of our city governments in ensuring that Senior High School becomes a reality in cities nationwide. We hope for the continued collaboration between local government units and the Department of Education in ensuring that all our learners have access to quality education.” Luistro said that the Department is “finalizing the list of Senior High Schools in every city.” He added, “We are on the last mile (in education reform). I hope that cities are the first ones to reach the finish line.” LCP National President and Quezon City Mayor Herbert Bautista shared the lessons his city learned

from its SHS planning experience. “We could not and should not underestimate the importance and impact of Senior High School education on our youth and our country. With only a year remaining before the nationwide implementation, it is natural for city governments to fear. But we’re taking this as a perfect opportunity for nationallocal synergy on basic education,” Bautista said. LCP, a consortium of city governments aiming to promote capacity-building and strengthening internal and external linkages to lift the nation out of poverty, recently passed a resolution expressing its support for the implementation of the Senior High School program. The resolution includes partnership with the Asia Foundation for the establishment of coalitions that will support SHS initiatives. Each member of the coalition will undergo training and mentorship on SHS planning and budgeting, and will be assisted in establishing local multistakeholder task forces for the SHS implementation. DSWD R-10 consults school principals on extension of age coverage implementation CAGAYAN de Oro City The Department of Social Welfare and Development (DSWD) Northern Mindanao has consulted school principals of secondary public schools of Northern Mindanao on the implementation of the extended age coverage of childrenbeneficiaries of Pantawid Pamiyang Pilipino Program (Pantawid Pamilya) here. The consultation aims to solicit recommendations from the principals for policy enhancements, especially on the compliance of beneficiaries who are undergoing alternative delivery mode of formation in secondary education and those who are under non-formal formation of the Alternative Learning System of the Department of Education (DepEd); aside

from lobbying to them the possible inclusion of youth development session to its Values Education subject. The extended age coverage program of DSWD to former grantees of Pantawid Pamilya goes beyond the five-year limit to cover up to high school education; to extend the age coverage up to eighteen (18) years of age, taking into account the K-12 program of the Department of Education; to provide a higher grant amount of P500 per child in high school; and to maintain the limit of three child beneficiaries per household. Atty. Araceli F. Solamillo, regional director of DSWD Northern Mindanao, said the consultation will improve and strengthen partnership between DSWD and DepEd in serving the

Pantawid Pamilya beneficiaries, especially on the education conditions of the program. “We need to consult them because the extension of age coverage has modifications and changes in policies and activities,” explained the Regional Director. One of the changes is higher grant package but a stricter rule in terms of completion of high school formation within a certain period of time. She added DSWD has to address concerns and gaps in the implementation of the program by soliciting ideas from the school principals which can help enhance program policies of Pantawid Pamilya. Also, considering that there are beneficiaries who

failed to finish secondary education and are now outof-school youth, the program seeks to cover children aged 15 to 18 years old who are undergoing formation under the Alternative Learning System of the DepEd. “We hope that with the principals’ cooperation, DSWD can increase the employability of our clients in the future,” added Solamillo. For the past five years, DepEd has been very supportive to DSWD in the implementation of the Pantawid Pamilya. Pantawid Pamilya is the conditional cash transfer (CCT) of the national government. CCT programs were first demonstrated successful in Latin American countries two decades ago. See dswd, page 7

Hongkong media forum INFLIGHT WIFI -- Last Saturday night on my way home from Hongkong, I was worried while airborne at 38,000 feet on board PAL’s PR307 that I would miss my connecting flight from Manila to Davao to catch up with an event I did not want to miss. But PAL’s in-flight wifi eased the tension. I was getting periodic text messages from the ground that yes; PAL as usual would be late. Thanks to in-flight wifi! Cool! And thanks to PAL for being late as usual! (Hahaha). By the way, in fairness to PAL, it’s mainly the congested air traffic at the antic NAIA that is causing all this! M E DI A FORU M -A few days ago, during t he 2014 Internat iona l Conference of the Asian Congress for Media and Communication held in the CITY UNIVERSITY OF HONGKONG, I shared my thoughts on the topic “Fostering the shift: from conflict reporting to peace journalism”. I got the feeling that we in the Philippines are way ahead in this regard, although security problems and peace challenges are commonly shared by many countries in the Asean region. One high schooler sprawled on his mattress told me he had been there for 20 days and did not yet know when their mass protest actions would end. I saw uniformed

policemen chatting at a corner while tourists and curious shoppers were milling around, listening to some demands of the demonstrators, although most were interested in the usual photo ops and “kodakan”. One hawker told me that contrary to what others said, business is more brisk because the protest activities, aside from being peaceful were attracting tourists. Interesting! ON- LINE DATING -For example one break-away session dealt with digital media and the prevalence of “on-line dating”. One lonely soul can just click a site to find a suitable partner. Dr. Tony Chalkley of the Deaken University, Geelong in Australia prepared a

paper entitled” ON LINE DATING: IS A DIGITAL K I S S A N D V I RT UA L WINK THE NEW WAY OF FINDING LOVE?” He postulated that this new way of finding one’s partner will “encourage you to reflect on your own values and expectations around the concept of “public” and “private” self. He said there are also indications that although many on-liners are not portraying their real selves through their blogs or postings, there are also many who are living “closet lives” in real lives who give or reveal their own true selves on line. Almost all the things I worry about never happen to me!” The crazy thing is that worry and fear make you run from something that isn’t even chasing you. Besides, worry only gives you wrinkles, which is just something else to worry about! England’s former Prime Minister, Winston Churchill, said that whenever he started to worry he’d remember the man on his deathbed who said, “I’ve had a lot of trouble in my life—and most of it never happened!” You see,it’s not work that kills people, it’s worry. wasting the present. Besides, today has enough trouble of its own. So “At night, give your worries to God. He’s up all night anyway!” Fear and worry is kind of like a rocking chair: it keeps you going, but you don’t get anywhere! And if you can’t help worrying, remember that worrying can’t help you either. Fear will often find proof for itself. If you’re fearful, you’ll find something to be fearful about. That’s why the American President, Franklin Roosevelt, said: “The only thing we have to fear is fear itself.” Many of us are afraid of what others think; but if we knew how seldom they actually think about us, we’d know not to worry. So whatever you’re afraid of or worrying about, ask yourself: Is it real? And if it is real, how will worrying about it help you? How long will it last? Is it something you can change? If not, how can you best accept and handle it? Then finally ask yourself: How important will this be a year from now? Will it be important to me at the end of my life? Today, why not give your life, and all its worries, to Jesus Christ? Ask Him to take charge. Then you’ll know that after you’ve done your best, He’ll always take care of the rest. Typhoon Yolanda hit the Visayas on November 8, 2013, making landfall with 300-kilometer winds and 5-meter waves. Villages were left without food, electricity, water or any means of contacting their relatives. More than 16 million people were affected. Over 6,300 died and more than 4 million were displaced. About 1.14 million homes were damaged or destroyed. “It was the strongest typhoon to ever make landfall and the scale of devastation was without precedent,” reports the Red Cross and Red Crescent Movement. “The storm affected 16 million people across a scattered archipelago of islands, each with their own challenges. “The extent of the physical devastation was without precedent in the Philippines, affecting millions of people, many of whom are laborers and tenant farmers. Underlying poverty is hampering the pace of recovery in the typhoon-affected area.” One year on, the recovery phase is focused on building or repairing houses, reestablishing access to health services and restoring livelihoods. The bad news: Yolanda wiped out or damaged the livelihoods of 6 million workers, of which 2.6 million were living on or below the poverty line before the typhoon. But life goes on: farming, livestock and convenience shops are currently top three income-making for over 13,000 cash grant beneficiaries of the Red Cross and Red Crescent Movement. The beneficiaries have stocked up sari-sari stores and procured pigs, goats and chicken for their livelihoods. Peanut butter production, candle making and turning truck tires into kitchen kit are among the micro-enterprises that have been set up by entrepreneurs using the grants. The PRC supports vocational training such as sustainable farming techniques, hog rearing, book keeping, arithmetic and advice on how to diversify and grow businesses. Because building back safer shelters is important, courses for masons and carpenters are being held. The PRC has trained over 560 carpenters on good construction principles for storm-resilient shelters and

has built over 3,800 stormresilient shelters. The PRC hired Edmundo Pabello and his son, who lost their home and crops, as carpenters to help rebuild storm-resilient houses. The family now lives in the new home that they built with their new skills. “This is just for now because we still haven’t started farming,” Pabello says. Almost 6,100 houses have been rebuilt; in the next 15 months, 40,000 families will have received safer homes. A year after Super Typhoon Yolanda struck, people are building back better. More than 23,000 households have received roofing sheets from the Philippine Red Cross (PRC) to repair their homes and 192 classrooms have been repaired or rebuilt. Rural health facilities are being restored. More than 1.3million people were provided with emergency relief in the aftermath and one year on, the Red Cross’s long term recovery plan is targeting some of the most vulnerable typhoon survivors. For example, more than 6,500 fishermen have been provided with cash to buy or repair damaged boats. “The typhoon wiped out our crops and we had nothing to harvest – it was a desperate time,” says Jessie Lape Jr., a father-of-three and rice farmer of Barangay Luca in Ajuy, Iloilo. “But

the livelihood support has changed everything – I had the money to buy seeds, repair tools and now I have crop insurance. I can sleep easier knowing we are in a better position when the next typhoon hits.” Since Yolanda devastated the region, the PRC – together with the International Federation of the Red Cross and Red Crescent and the International Committee of the Red Cross – have been on the ground supporting hundreds of communities. Red Cross and Red Crescent national societies from around the world are also working across the country as part of the typhoon recovery effort. The Red Cross and Red Crescent Movement had raised US$386.6 million in support of the Typhoon Yolanda operations, of which US$116.8 million has been spent during the relief and recovery phases. The Red Cross and Red Crescent Movement’s current recovery operation extends across a vast area of five island groups and an affected population of 16 million in more than 400 communities. With the help of more than 8,000 communitybased volunteers, the Red Cross and Red Crescent Movement reached 1.3 million people with emergency relief. parks are now part of the AHP Programme, a regional network of national protected areas of high conservation importance, preserving a complete spectrum of respective ecosystems to generate greater awareness, pride, appreciation, enjoyment and conservation of ASEAN’s rich biodiversity. The five other AHPs in the country are the Mt. Apo Natural Park, Mt. Kitanglad Range Natural Park, and Mt. Malindang Range Natural Park, all in Mindanao; the Mts. Iglit-Baco National Park in Occidental Mindoro; and the Mount Makiling Forest Reserve in Laguna. Covering a total of 6,834 hectares, MHRWS is shared by seven barangays, namely: Macambol and Cabuaya of Mati; La Union, Maputi and Talisay of San Isidro; and Osmena Sr. and Tandang Sora of Governor Generoso, all in the province of Davao Oriental. Established in 2004, the sanctuary is dominated by Mt. Hamiguitan, which stands at 1,637 meters. Mt. Hamiguitan is distinguished by a bonsai field or “pygmy” forest of 100-year-old trees on ultramafic soil. Noted for its rich biodiversity, the protected area has also been identified as one of the key biodiversity areas in the country. Major forest types in the sanctuary include cultivated forests with brushland and grassland at the lower portions of the park; secondary growth forest; and mossy forest in the highlands. Trees within the mossy-pygmy forest have an average height of only 1.4 meters with a diameter of eight centimeters. One of the dominant species that can only be found in this forest type is tinikaran or red fig tree andWendlandia nervosa. Other rare plant species found on Mt. Hamiguitan include the slipper orchid, nepenthes, staghorn fern, rhododendrons, and Philippine hardwoods such as yakal and tangile. Recorded fauna species in MHRWS include endemic mammals such as the golden-crown flying fox, Philippine tarsier, Philippine warty pig, Philippine brown deer, Philippine mossypygmy fruit bat, Philippine monkey, Philippine palm civet, Philippine tree squirrel, Philippine common field rat, and Mindanao wild pig. The Philippine eagle has been recorded in the park, as well as endemic bird species including the Philippine glossy starling, Philippine flowerpecker, Philippine turtle dove, Philippine coucal, Philippine hawk-eagle, Mindanao bleeding-heart, Philippine cockatoo, and the Philippine dwarf kingfisher. Dubbed as the country’s “ultimate diving destination,” TRNP is home to amazing diversity of marine life; at least half of all coral species in the world and almost 80 percent of all coral

species in the Philippines; and green sea and hawksbill turtles. Rays and sharks are common in the reefs. Pelagics such as tuna, mackerel, jacks and barracudas are observed in schools near the reef crests. The park contains roughly 10,000 hectares of coral reef and more than 86,000 hectares of surrounding waters, lying at the heart of the Coral Triangle which is the center of global marine biodiversity. TRNP’s isolation has ensured that the rich marine resources of the park has remained relatively intact, and thus provides the dream diving experience for those lucky enough to visit the park. Located 181 kilometers southeast of Puerto Princesa City, Palawan, TRNP is found at the very center of the Sulu Sea. It lies along the Cagayan Ridge, which traverses the Sulu Sea from the northeast, from the Sultana Shoal in Cagayancillo, to the southwest, to the San Miguel Islands of Tawi-Tawi. The park is uninhabited and is composed of the South and North Atolls and Jessie Beazley Reef. The boundaries of TRNP are located three nautical miles from the edge of these marine formations. Because of the exceptional biodiversity of the park, TRNP has been declared a key biodiversity area, a UNESCO World Heritage Site in 1993, and a RAMSAR Site in 1999. (DENR)

He noted the plant’s completion was ahead of schedule since their deadline should have been in January 2015. Castro thanked the local government unit, the business sector, the Socoteco 2 and other stakeholders for their support to the project. Socoteco 2 President Elenito Senit also lauded the company for constructing and completing the power plant. “This is a dream come true for Socoteco 2,” he said, noting that the eight-hour daily blackouts experienced by the consumers in the past few years, especially during the summer period, would no longer happen because of the new power plant. PES acts as a “payment cycle” designed to protect our forest in the highlands of Mindanao so that when it rains, the water will not be devastating by the time it reaches urbanized areas such as CDO. “This rehabilitation will provide the ecological service of preventing further flooding in the city that is why it is important that we bring in the communities from the downstream and upland to this landscape restoration,” said Dr. Hilly Ann Roa-Quiaoit, XU vicepresident for Research and Social Outreach (RSO). VEST has targeted five sectors to take part in this ecological undertaking, namely, the corporations, cooperatives, the academe, religious groups and the households. Roel R. Ravanera, the executive director of Xavier Science Foundation (XSF), the non-government organization (NGO) which serves as the fund and resource manager of this green project, posed a challenge for everyone. “It is not too late to rehabilitate the forests of Bukidnon that is why our partners in the MiarayonLapok-Lirongan-Tinaytayan Tribal Association (MILALITTRA) have organized themselves to help us protect and manage well our environment so CDO will not experience another Sendong again,” Ravanera said. XSF and the Mindanao Development Authority (MinDA) have also been closely working with the MILALITTRA and for the pilot year, three hectares serve as a model showcase for reforestation and agroforestry. A people-led green project Part of this endeavor is

Kalatungan and reward the efforts of the indigenous people community as the forest managers. The rundown of activities included a photo exhibit, essay writing contest, poster making contest, wishing upon a tree, trivia night, selling of the VEST merchandise items and a grand concert as the culmination of the launching. The VEST project supervisor Evans I. Yonson attributed the success of the VEST grand launch to several factors such as “the concept, the branding, the package and the people behind it.” “The concept is something for everyone in Cagayan de Oro. PES needs to be understood by different sectors at the same time. Coming up with a brand for PES, which is VEST, was a challenge. Packaging it was another experience. We needed to have a company of communication and technical persons to make sure that the concept and the brand would be very effective,” explained Yonson, a Development Communication professor at XU. “We are now getting good and positive feedback, thus far,” he added. The VEST project has drawn together more than 130 student volunteers for the 4-day event and a number of sponsors and donors. Social media interventions were also used by the core team to reach wider audience especially the youth. What’s next for VEST? “We will now move forward by going directly to the household level, visit and conduct orientation for schools, corporations, various churches, and cooperatives,” Yonson said

Kalatungan is among the 18 protected areas to be provided with technical and management assistance by both the public and private sectors to achieve balanced and inclusive growth. “Our lives are interconnected with one another.
