he Department of Energy has disclosed the results of its two-week investigation into the cause of the massive blackout which plunged the entire Mindanao Grid into darkness early dawn of Feb. 27, 2014.

Villanueva fish pond project yields 289 kilos in 1st harvest

CAGAYAN de Oro City - A total of 289 kilos of tilapia was harvested for the first time this year from a 500-square meter fish pond project of Congresswoman Juliette Uy in barangay Kimaya, Villanueva.

The fish pond is one of several undertaken by the office of the congresswoman in partnership with Mayor Julio Uy. Barangay chairman Celso Yagma and barangay councilor Jorgino Caronia Sr. led local officials in harvest-

ing the fish from the demo fish pond.

There are around 20 other smaller fish ponds in the barangay which is abundant in natural water supply.

Caronia said a kilo of tilapia equals four fishes on the average.

The fish pond project of the Congresswoman Uy is one of her livelihood programs in the 2nd district of Misamis Oriental.

The program includes funding for the feeds to be given to the fish.

Simple ways to be a better teacher

In today’s fast-paced, ever-changing world — often mirrored in our schools — it’s easy to feel overwhelmed and wonder if you’re making a difference. All teachers want to be better, don’t they? And since no one has ever finished learning to teach, continued improvement is a priority of any effective teacher.

Remember that to be better does not mean to be perfect. And becoming more effective does not always mean doing something complicated or time-consuming.

Oftentimes, small changes make the biggest difference.

Here are five things you can do tomorrow — without spending money, without learning new programs and without adding stress to your life — that will improve your effectiveness, thus improving student learning and behavior.

1. Say hello and goodbye. The old saying “Pupils won’t care how much you know until they know how much you care” is as true today as it has always been. The simple act of greeting all pupils daily can set a positive tone for the entire class period. The simple act of telling pupils goodbye can help them look forward to returning tomorrow. It takes no extra time, money or preparation — but it sends an important message that you care.

When pupils believe you care, they’re more

apt to try harder and behave better.

2. Appear happy and enthusiastic. As teachers, as role models, we are often actors on a stage. Is everything we teach the most exciting and interesting thing we’ve ever taught? No. But the pupils shouldn’t know that. Would you sometimes rather be doing something else — say, being on vacation — than teaching? Sure. But the pupils can’t know that. If pupils don’t believe that you’re happy to be teaching them and enthusiastic about what you’re teaching, they won’t buy into your lessons. You can’t expect them to be any more enthusiastic than YOU are.

Unenthusiastic teachers have classrooms of pupils who are every bit as unenthusiastic.

The good news is that the opposite is also true. So teach enthusiastically, and your pupils will respond fantastically!

3. Provide a kind reminder about rules and procedures. It is a fact that teachers who set clear rules and procedures and follow them consistently have the fewest discipline problems. Contrary to what some believe, good classroom management is not a question of how nice you are versus how mean you are. It’s about how CONSISTENT you are. You do want to be nice, of course.

But if you’re nice and inconsistent, you’re going to have management problems. So if you have been remiss in being consistent,

start over tomorrow. Simply provide a kind reminder of your rules and procedures. Tell your pupils you just want to remind them in case they may have forgotten. And then be consistent.

4. Make lessons meaningful. Pupils don’t want to learn what they can’t relate to. Period! You don’t have to change your content. Just change the way you teach your content. For instance, instead of having pupils identify nouns in sentences; have them attempt to speak without using nouns. It’s a fun activity, and they quickly learn just how important nouns are to language. When teaching anything, simply ask yourself, “Why is this skill important to the students?” Then teach that way.

5. Play games. Pupils love to learn through play. So take one activity you’ve already planned and turn it into a game.

Instead of asking review questions before a test, play a review game. Instead of having pupils solve a set of problems at their desks, put them into groups and turn it into a competition. Games don’t have to be elaborate to be fun. Pupils like to compete, and they enjoy the activity that games provide. When pupils are “playing,” they forget that they’re learning, and they’re more likely to give the activity their full attention and best efforts.

Housewife trains her family to complement her business

Cagayan de Oro City --- Starting a business with limited resources is a challenge, especially for women.

For Susana Cabreros, 51, a housewife living in Zone 1, Upper Carmen, this city, life has not been easy. Her husband is a “motorela” driver who earns with only a meager income until they put up a tailoring business, with a group of women beneficiaries of Pantawid Pamilyang Pilipino Program (Pantawid Pamilya), benefiting from a P10,000 microfinance scheme provided by the Sustainable Livelihood Program of the Department of Social Welfare and Development (DSWD).

Susana is now a businesswoman earning a decent income by heading the Upper Carmen Sisterhood Association with 15-woman members who have engaged in tailoring business here. Each of the members shared P10,000 to put up a capital of P150,000 to start the business. The group specializes on making jersey tee shirts and shorts, bags jogging pants, polo shirts, among others.

“Naa jud ‘koy income matag adlaw nga magamit nako sa among inadlaw-adlaw nga panginahanglanon,” she said. (I always have a daily income to defray the cost of our daily needs).

With the new business, she can fulfill her dream to secure her children’s education and provide a better life for her family.

four months in operation.

But, Susana is optimistic her group will go beyond the members’ expectation as they are earning.

Susana is earning an average of P200 daily which augments her husband’s income from driving.

Aside from that, her eldest son, Ryan, who is now married, is in-charge of printing the t-shirts, short pants, jogging pants, and other orders of their customers.

and rubberized printing. He gets P100 by just printing a pair of basketball uniform.

Susana’s eldest sister, Florenda Degomio, who is also a member of the group, is the master cutter of the shop. She is in-charge also of training four other sewers of the shop, ensuring quality and aesthetic value of their services and products. The shop started with only Florenda and Susana as cutters and sewers. Susana and her elder sister were forced

to train the three other sewers of the group for three months which, consequently, yielded a positive response and result.

“Pwede na namo sila mabiyaan karon kay maayo naman sila,” said Susana. (They can perform now without our supervision).

Designing bags, shirts, and pants is not new to Susana. She learned designing from her previous work from a private tailoring company based in this city.

Moral Development and Ethics Inside the Classroom

Teachers have various roles in the classroom. They are not only instructors, but they also act as surrogate parents, friends, coaches, motivators, or counselors.

Simply passing on information about a subject area is not the only task that teachers perform. They have the responsibility to develop the well-rounded growth of their students , including their moral development.

Moral development in the classroom is not an easy task for parents and teachers alike. There are considerations when teachers tackles morality especially if their wards are easily upset. But moral development can easily become part of the classroom experience.

Morality is hard to define, and some might say that everyone operates by his own individual moral code. According to Larry Nucci, education professor at the University of Illinois at Chicago, “moral considerations stem from factors intrinsic to actions: consequences such as harm to others, violations of rights, effects on general welfare.” Teachers can teach these moral codes in the classroom because they are generally accepted by people in society and if they are ethically presented in the classroom parents or students may not be readily offended.

In teaching a subject, teaching moral values must be included. Maybe a teacher can start the lesson with inspiring quote, teach a short moral lesson to the students, or sharing some experiences for reflection. This is a helpful approach in establishing ethical consciousness among

the students.

Remember that as a teacher, we must be the first ones to be very aware of the ethical issues inside the classroom. When we were in college, we studied ethics which imposes us the belief of self-conscience.

Integrating ethical issues as a part of a subject gives students awareness that can help them open their minds in establishing ethical values. Some ethical issues or dilemmas must be discussed directly with students. . When the student’s awareness on ethical dilemmas is being developed, we can have a positive response when the issues are adhered to as rule by the students. They will be aware of doing things that are not good.

They will be able to ponder these issues and correct their wrong doings.

Teachers should give the students a choice when faced with a problem. The students should be made aware of the consequences of the choice that they make. The student must realize that to commit wrong doings, they need to face the consequences of their moves. Life is a compilation of learning from the wrong things we do in life. If we allow students to commit mistakes, we are teaching them to do it.

Morals define an action that is right or wrong, whereas conventions have to do with violations of rules. In the classroom, it may be against the rules to yell; this is probably a result of the teacher’s desire to keep a quiet and orderly classroom. It is not morally wrong to yell; in fact, it is perfectly acceptable in settings outside of

the classroom. A classroom rule against hitting, however, is also a moral lesson because it is morally wrong to hit anyone at any time, regardless of the setting.

Therefore, some of what teachers pass on in the classroom has to do with conventions of behavior while other lessons lean toward moral themes.

In order to teach morality and enhance the moral development of her students, a teacher must set up classroom rules that require moral behavior. These rules should be fair in their creation and execution; everyone needs to be held to the same standards. They should reinforce positive behaviors and seek to eliminate negative or amoral ones. Rules of this nature involve respect for people and property, as well as responsible behaviors.

As children learn to follow classroom rules, they also learn why it is important to behave morally in general. Moral education should move students through progressively more adequate forms of resolving conflicting claims to justice or human rights.” As students learn to apply classroom morality to the real world, they form an understanding of the overall concepts of morality and justice.

The reason for promoting moral development in schools is to train children to grow up to be morally grounded adults.

Children who learn to follow rules in school will eventually follow similar rules in society. They learn to behave themselves in school, and treat classmates with fairness and caring; then they eventually treat other adults this way as well.

Susana disclosed that Crystal only helps her design after studying. She considered the participation of the members of her family as individual training in preparation for better future.

Susana’s family is one of the Set 1 beneficiaries of Pantawid Pamilya who received grants from SLP in Northern Mindanao.

SLP is a community-based capacity building program of DSWD that seeks to improve the socio-economic status of program participants. It is implemented through the Community-Driven Enterprise Development (CDED) approach, which equips the program participants to actively contribute to production and labor markets by making use of available resources and accessible markets.

On the other hand, Pantawid Pamilya is the conditional cash transfer (CCT) program of government implemented by the DSWD so that families are able to get financial assistance, provided they comply with certain conditions imposed by Pantawid Pamilya, which include seeing to the health and education needs of their children

Proposal to require guards in high-risk firms under study CAGAYAN de Oro City THE proposal to require high-risk establishments to hire security guards is now under study.

The City Council committee on police, fire and public safety chaired by Councilor Ramon G. Tabor recenlty held initial discussions with officials of the Cagayan de Oro Police Office (COCPO) on the matter.

Councilor Tabor said for the law to be enacted it has to have a basis and some justifications.

The councilor requested for data from the local police office on robbery incidents that have occurred in establishments in the city that have no security guards.

FORCE MULTIPLIER Councilor Tabor said a Memorandum of Agreement was earlier forged with the Philippine Association of Detective and Protective Agency Operations (PADPAO) making security guards force multipliers of the COCPO. Tabor said security

guards should not only look out for the companies they serve but also in their assigned areas.

By hiring security guards, Tabor said companies can contribute to the city’s peace and order campaign.

“It is their responsibility to assist the perimeter. It is also their service to the community,” he added.

The committee will be inviting representatives of the Oro Chamber, Oro Bankers Association, PADPAO and concerned groups during its next meeting to get their feedback on the proposed law.

MORESCO-1 appeals memberconsumers to conserve energy

CAGAYAN de Oro City Misamis Oriental 1 Rural Electric Service Cooperative Inc. (MORESCO-1) is urging its member-consumers to apply energy conservation as Mindanao is experiencing generation deficiency per advice of the National Grid Corporation of the Philippines (NGCP).

MORESCO-1 further advised member-consumers to use only electricity to what is vital and necessary, especially during peak hours, from 6:00 p.m. to 10:00 p.m. daily, until the load curtailment is lifted, otherwise, the whole of its franchise area will suffer and will be forced to shut down the available loads.

Presently, Moresco-1 has not received yet any advice from NGCP as to how long this situation will last.

Thus, Moresco-1 is appealing for kind support and calling for action to conserve energy.

Mindanao is currently experiencing substantial generation deficiency since February 27, which at present reached as high as 220MW causing the daily rotational blackout not only in its franchise area but the whole island of Mindanao.

According to Julie B. Real, General Manager, Moresco-1, they are closely monitoring

their metering points so that they will not be manually dropped by NGP, adding that they prefer to manage their load so they can proportionately distribute the area affected with no power.

Moresco-1 has drafted a three-pronged power supply plan.

As an immediate measure, Moresco-1 implements Interruptible Load Program (ILP) where it partners with big load consumers with imbedded generators to temporarily and voluntarily operate on their own generators sets such as the Asia Brewery Inc., W.L. Foods, Donau Carbon Plant, Northstar Asia Holding Corporation, Zest-o, and Universal Robina Corp.

Fur ther, Moresco-1 coordinates with Holcim Philippines for nomination to its Independent Power Producer (IPP).

Moresco-1 may opt to implement rotational blackout depending on the level of power deficiency.

IT IS UNFAIR TO BLAME US - STEAG CAGAYAN DE ORO CITY - Some quarters have been assailed for its unfounded claim blaming Steag in the February 27 blackout. It is for this reason that the power company issued a statement to media and the public on March 14.

STEAG State Power Inc. (SPI) President and CEO Dr. Bodo Goerlich, said he expressed surprise over reports that the massive blackout in Mindanao last 27 February 2014 was caused by or stemmed from Steag.

Based on the sequence of events few minutes prior to the collapse of the Mindanao grid, SPI’s power generation output gradually reduced. While the gradual reduction will affect the electric supply condition, it is not expected however to cause a cascading failure and tripping of other power plants and the collapse of the entire grid. “The fluctuation of the load of power plants happens from time to time and the over-all effect is managed by adjusting either the supply or demand of the grid. We have in the past experienced such a situation and it did not cause a massive blackout and total collapse of the grid” Dr. Goerlich explained.

Steag said it Units 1 and 2 are offline since February 27 after its turbine-generators sustained damage. SPI experts estimate that barring any complications,

Unit 1 is expected to be restored on 4 May 2014 and Unit 2 on 1 June 2014. Each unit has a net generating capacity of 105 MW. Dr, Goerlich said that SPI employees have been working round-theclock to restore the units back to the grid noting the volatile power supply condition of Mindanao.

“We empathize with those that are affected by the Mindanao power supply shortfall and rest assured that we are doing our best to restore the units back to the grid and help alleviate the island’s precarious power supply condition” Dr. Goerlich said.

“We are also carrying out all maintenance activities on other systems of the plant that were originally planned/scheduled for August 2014. Thus, there will no more outage in August 2014” he added.

SPI is cooperating with the Department of Energy (DOE), the National Power Corporation (NPC), the National Grid Corporation of the Philippines (NGCP), and other stakeholders of the Mindanao power industry, in addressing the situation.

“While our priority now is the repair and restoration of the units, we are also working closely with the DOE and other industry stakeholders in finding means of improving quality and reliability of power supply services in Mindanao” Dr. Goerlich added.

Davao del Norte: Catching up the synergies of Davao City NOWHERE are two eastern agro urban districts and a resort island closer to Davao City are striving to bring the tourism growth of the south to the main province of Davao del Norte. New cities of Panabo, Island Garden of Samal and Tagum are likely to benefit from the convention boom in tourism as well as foreign outlook of liberalized travel to Asia. The property and economic growth of Davao City with USD 4Billion local and foreign investments poured in 2013 has an actualized growth of 6 percent for 2014 and to as high as 10 percent increase in 2015 as forecasted by the Davao City Licensing and Business Permit Bureau. The synergy results are calculated by the nearest and shortest point at 36 kilometers radius to the property and investment boom now happening in the city.

WHERE ARE THE PLUNDER CASES?

It is almost one year now since the alleged plunder cases were filed against 38 people that included Senators Enrile, Revilla and Jinggoy Estrada, and until now these respondents are free to go anywhere they like.

They can even go to foreign lands and stay there for as long as they like without any problem. I am wondering what is happening to our justice department. Until now former President Arroyo is detained on plunder cases. Why some are detained while others are free to roam around like the three senators, namely: Enrile, Estrada and Revilla.

What makes the Ombudsman delaying the filing of the cases in the Sandiganbayan or if they had been filed already, what makes the Sandiganbayan behind in the issuance of the warrant of arrest. I am very anxious about the fil-

I want these cases tried already so that the guilty parties should go to jail and the innocents should be set free and enjoy life of an honest man.

The government should continue running against the plunderers in the public service before some of them could make an exit to foreign lands. I am very sure some of these accused are excited to fly out and enjoy life in America, European

cities or elsewhere than being in jail and made as punching bags by hardened criminals with heavy tattoos. I also suggest that the plunderers should be treated equally with the thieves and other criminals and as such they should share the small space of cells. of millionaires and now they should try also the life of a criminal behind bars. If they are treated as punching bags by convicts inside the cells, that is a matter of procedure that we cannot avoid. I am not saying they deserved it just like anyone.

Of course, my heart goes for them, I pity them but some people may never have a sort of heartbeat for them.

They are angry certainly because of the public funds that vanished.

The only way to stop plunders and other forms of corruption in our country is to punish severely the people involved. Citizens will be served a lesson and surely they will be frightened by the sight of convicts being beaten by their fellow convicts. Most of these new plunderers if convicted will suffer the brunt of the law.

It’s not natural or easy to always be honest no matter how much we can get away with or how much it costs us. But you can start by asking Jesus Christ to forgive you for living your own way; and then ask Him to take full charge of your heart and character. It’s only with Jesus’ character and power in you that you can start changing to become the best person you can be.

Progressivist in the Tradition of John Dewey’s Progressivism as a Modern Educator of the 21st Century Early progressive thinkers such as John Dewey placed a universal and comprehensive system of education at the top of the progressive agenda. Dewey , reasoned that if a democracy were to be successful, its leaders, and the general public, needed a good education.

Progressivism is a political philosophy that takes as its objective the greatest political and economic good of the greatest number (sometimes called the common good).

In modern times there are opposing views about the practice of education.

There is no \general agreement about what the young should learn either in relation to virtue or in relation to the best life; nor is it clear whether their education ought to be directed more towards the intellect than towards the character of the soul.... And it is not certain whether training should be directed at things useful in life, or at those conducive to virtue, or at non-essentials....

And there is no agreement as to what in fact does tend towards virtue.

Essentialists urge that the most essential or basic academic skills and knowledge be taught to all students.

Traditional disciplines such as math, natural science, history, foreign language, and literature form the foundation of the essentialist

curriculum. Essentialists frown upon vocational, liftadjustment, or other courses with “watered down” academic content.

Elementary students receive instruction in skills such as writing, reading, measurement, and computers. Even while learning art and music, subjects most often associated with the development of creativity, the students are required to master a body of information and basic techniques, gradually moving from less to more complex skills and detailed nowledge. Only by mastering the required material for their grade level are students promote(l to the next higher grade.

Essentialist programs are academically rigorous, for both slow and fast learners. It calls for more core requirements, a longer school day, a longer academic year, and more challenging textbooks. Moreover, essentialists maintain that classrooms should be oriented around the teacher, who ideally serves as an intellectual and moral role model for the students. The teachers or administrators decide what is most important for the students to learn and place little emphasis on student interests, particularly when they divert time and attention from the academic curriculum.

Essentialist teachers focus

heavily on achievement test scores as a means of evaluating progress. In an essentialist classroom, students are taught to be “culturally literate,” that is, to possess a working knowledge about the people, events, ideas, and institutions that have shaped society.

In contrast, the children who attended progressive schools learned in informal settings. These schools enlisted the spontaneous interests of the pupils and adapted the curriculum to the interests and needs of each child. The authoritarian approach was replaced by a more democratic mode and the ultimate goal, in Dewey’s terms, was for the classroom to be an “embryonic community” that would provide a model for a more democratic larger society.

Why do so many students hate school? It seems an obvious, but ignored question.

A progressivits teacher must take into account the unique differences between each student. Each person is different genetically and in terms of past experiences. Even when a standard curricula is presented using established pedagogical methods, each students will have a different quality of experience. Thus, teaching and curriculum must be designed in ways that allow for such individual differences.

For Dewey, education also a broader social purpose, which was to help people become more effective members of democratic society. Dewey argued that the one-way delivery style of authoritarian schooling does not provide a good model for life in democratic society. Instead, students need educational experiences which enable them to become valued, equal, and responsible members of society.

In progressive education, freedom was the rule, with students being relatively unconstrained by the teacher.

The problem with progressive education is that freedom alone is no solution. Learning needs a structure and order, and must be based on a clear theory of experience, not simply the whim of teachers or students.

Education should be designed on the basis of a theory of experience. We must understand the nature of how humans have the experiences they do, in order to design effective education.

Ultimately, all a teacher has control over is the design of the present situation. The teacher with good insight into the effects of past experiences which students bring with them better enables the teacher to provide quality education which is relevant and meaningful for the students.

Effects of the School Mission and Vision in the Performance of a School Teacher

The school’s vision has to be implemented in small steps. If the school administration approach it as one large step, then it will not only be overwhelming, but it will overwhelm teachers, staff, and students.

It is important to take the necessary steps for change one at a time within the school mission. The first thing to do is to sell your vision to the teachers and get them to invest in it. Once they truly buy into the administration’s plan, then they can help you carry out the rest of the vision.

Teacher should embrace the fact that each second of the school day centers around what is best for every student.

If the school’s mission and vision is carried out honestly and then together the school administration and teachers would be able to create a society of learners.

The same with outside community. They have to be inspired by the school’s mission as a significant part of the learning process in the school. Once community members realize they can have an impact on students that they will readily cooperate in every school activity.

With a student-centered school administration, teach-

ers are happy to shares the school vision for the betterment of the students. Teachers would make every activity to revolve around what is best for the students. If it is not beneficial for the students, then there is no reason that it should continue or even begin to happen.

The school’s mission and vision to create a society of learners inspire teachers to constantly challenge their students and even their peers.

Mission and vision should effectively inspire the teachers to accept the challenge to be the best they can be on a daily basis. Sometimes teachers get so wrapped up in other tasks so an effective mission and vision is needed to reminded them of where his or her school is going.

A faculty which have a common set of beliefs become efficient facilitators of learning opportunities for students. The students on the other hand, experience meaningful personal growth every day. Involving also the community in the learning process would provide resources that can be utilized to promote growth of the school.

The school’s mission and vision should aim to provide each student an enriching

atmosphere that promotes self-discipline, motivation, and excellence in learning.

The teachers join the parents and community to assist the students in developing skills to become independent and self-sufficient adults who will succeed and contribute responsibly to the global community.

A clear mission statement would facilitate making decisions that support students; to serve the unique academic, physical, social, and emotional needs of students as they change from childhood to adolescence. creating and maintaining an orderly, trusting, and caring environment where teaching and learning are exciting and students are assisted as they develop responsibility.

A good school mission and vision would encourage teachers and students to cultivate and nourish mutual respect, appreciate individual differences, and help one another to reach their potential. Faculty members of the school would emphasize the mission statement at the beginning of the school year as a means of clarifying expectations.

Of course, if either a mission or a vision statement is just so many words, then it

CAGAYAN de Oro City - A total of P 65.926 billion is being proposed by 22 regional line agencies (RLAs) and seven state universities and colleges (SUCs) in the region with budget allocation highest for the Social Sector (52%) followed by the Infrastructure Sector (41%); Economic Sector (7.0%); and the Macro Sector (0.72%).

This was endorsed by Regional Development Council of Northern Mindanao (RDC-10) as priority programs and projects for implementation in 2025.

The RDC, during a special meeting held on March 12, 2014, here in Cagayan de Oro City said, “the endorsement of the budget is geared towards the attainment of inclusive growth and the realization of Region 10’s vision of becoming the gateway and industrial core and trade center in the south.”

CAGAYAN de Oro City - Philippine Health Insurance Corporation (PHIC) region 10 recognizes once again deserving individuals who pursued genuine service and made positive impact in the society, as well as, accredited health care institutions who displayed outstanding practices or innovations worthy of emulation.

The PhilHealth Heroes Award has four categories, namely, the Young Wonder, Children’s Advocate, Health Warrior and Community Champion, which for the year 2013 were awarded

to Gracelle Joy G. Cabeguin, Catalina P. Rubin, Dr. Melquisedes L. Po, and Orlando R. Ravanera, respectively.

Wh i l e B aroy Ru r a l Health Unit, Tudela Rural Health Unit, Initao Rural Health Unit, Barangay North Poblacion Lying-in Clinic, Sultan Naga Dimaporo Provincial Hospital and Malaybalay Polymedic General Hospital were among the recognized outstanding health care institutions in the region for year 2013.

Meanwhile, PhilHealth paid a total of P3.4B in terms of hospitalization and outpatient benefits for

its members in region 10 alone, as to membership, it also attained a total coverage of 4.2M members and dependents encompassing all of Northern Mindanao.

Pegged against a population of 4.3 million constituents, PhilHealth regional office 10 has delivered a membership accomplishment of 97 percent or translated otherwise as ‘universal coverage,’ a feat they maintained since 2003 up to present, being first region in the country to attain universal PhilHealth coverage.

“A supply-demand imbalance caused by the reduced generation of STEAG coalfired power plant due to a technical problem and the defective equipment of the government-owned Agus 1 hydro power plant led to the incident,” said Atty.

Cynthia Perez-Alabanza, NGCP spokesperson in a phone interview.

According to Bacani’s report, the National Grid Corporation of the Philippines (NGCP) noted around 3:51AM of Feb. 28 that the power output of the STEAG State Power Inc.’s coal-fired power plant in Villanueva, Misamis Oriental mysteriously dropped from 200 megawatts (MW) to only 160 MW. When a deficit like this happens in a power grid, the regulating frequency tends to drop which could be extremely destructive to power plants supplying power to the grid.

“Sixty (60) cycles is standard frequency, plusminus 1% , or 59.4 cycles minimum, 60.6 c ycles maximum,” said a former energy official charged with the operation of the Mindanao grid who declined to be identified. “Should the frequency drop below

minimum, load is shed off automatically to restore to standard frequency.”

As its normal response to such situations, NGCP’s ancillary services automatically kicked in to release its regulating reserve from the Agus 1 plant in Marawi City. However, unknown to NGCP, the plant was experiencing a problem with the capacity voltage transformer (CVT) in its switchyard and so was unable to deliver the needed reserve to the grid.

A CVT is a transformer used in power systems to step down extra high voltage signals and provide a low voltage signal, for measurement or to operate a protective relay.

As a result, the grid instantly shifted to its second line of defense, automatic load dropping (ALD).

“Measures to uphold the security and integrity of the grid were in place at the time when two major events, namely STEAG’s sudden and continuous generation reduction and the tripping of Agus 1, happened within seconds of each other,” said Atty. Alabanza.

In just 85 seconds, around 870 megawatts were dropped from the grid.

“It was practically impossible for the system to recover from the catastrophic drop in overall system frequency, which directly resulted from STEAG’s generation reduction and the tripping of Agus 1.This, in turn, triggered the safety systems of the remaining generating plants as part of their equipment protection,” said Engr. Eugene Bicar, NGCP’s Head for Mindanao Systems Operations.

The “confluence of uncommon events,” as described by TransCo President, Mr. Rolando Bacani, was an unprecedented occurrence in the grid.

However, in a press statement released 14 March 2014, Dr. Bodo Goerlich, STEAG State Power Inc. (SPI) President and CEO, expressed surprise over reports that the massive blackout in Mindanao last 27 February 2014 was caused by or stemmed from Steag.

While admitting that SPI’s power generation output was greatly reduced prior to the collapse of the Mindanao grid, the SPI statement said “the gradual reduction will affect the electric supply condition, (but) it is not expected [however] to cause a cascading failure and tripping of other power plants and the collapse of the entire grid.

“The fluctuation of the load of power plants happens from time to time and the over-all effect is managed by adjusting either the supply or demand of the grid,” the statement quoted Dr. Goelich as saying. “ We have in the past experienced such a situation and it did not cause a massive blackout and total collapse of the grid.”

For its part, Atty. Alabanza said the results of

NGCP’s internal investigation submitted to the DOE and TransCo, including the voltage and current profile at the time of the incident, showed that there was no fault in any of NGCP’s transmission equipment during the time of the incident.

Meantime, SPI said its Units 1 and 2 are offline since 27 February 2014 after sustaining damage to its turbine-generators and SPI experts estimate that barring any complications, Unit 1 is expected to be restored on 4 May 2014 and Unit 2 on 1 June 2014. Each unit has a net generating capacity of 105 MW. The press statement further quoted Dr. Goerlich as saying “that SPI employees have been working roundthe-clock to restore the units back to the grid noting the volatile power supply condition of Mindanao.”

“We empathize with those that are affected by the Mindanao power supply shortfall and rest assured that we are doing our best to restore the units back to the grid and help alleviate the island’s precarious power supply condition” Dr. Goerlich said. “We are also carrying out all maintenance activities on other systems of the plant that were originally planned/ scheduled for August 2014.

Thus, there will no more outage in August 2014,” he added.

The statement said SPI is cooperating with the Department of Energy (DOE), the National Power Corporation (NPC), the National Grid Corporation of the Philippines (NGCP), and other stakeholders of the Mindanao power industry, in addressing the situation.

“While our priority now is the repair and restoration of the units, we are also working closely with the DOE and other industry stakeholders in finding means of improving quality and reliability of power supply services in Mindanao” Dr. Goerlich added.

The National Power Corporation (Napocor) acknowledged NGCP’s assistance in correcting and restoring the defective Napocor-owned capacitor voltage transformer inside the switchyard of the Agus 1 plant.

Similarly, NGCP said it is asking power plants to coordinate and check with the system operator their own respective plants’ protection settings.

“NGCP remains steadfast in fulfilling its mandate as system operator, “ said Atty. Alabanza “We are one with the power sector in resolving this. As the system operator, NGCP will continue to uphold the security and integrity of the power grid.”
