The Department of Budget and Management (DBM) has released P4.99 billion to the Department of Environment and Natural Resources (DENR) for the continued implementation of the National Greening Program, (NGP) which aims to plant 1.5 billion trees across 1.5 million hectares nationwide

Capitol holds barangay-based disaster, anticriminality techno camp for village tanods MISAMIS Oriental - The provincial government of Misamis Oriental will hold a barangay-based disaster and anti-criminality technology camp for village tanods in time of their annual convention on July 4 at the Capitol grounds.

According to governor Yevgeny Vincente B. Emano, the provincial government will prepare the

village tanods on disaster mitigation strategies and on anti-criminality schemes so that they will know how to respond when crises arise.

The provincial government will tap concerned government agencies such as the Office of Civil Defense (OCD), Philippine Coast Guard (PCG), Philippine Army (PA- 58IB), Bureau of Fire Protection (BFP), Philippine Red Cross (PRC), Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA), Philippine Drug Enforcement Agency (PDEA), Criminal Investigation and Detection Group (CIDG), National Bureau of Investigation (NBI), Department of Interior and Local Government (DILG), and the Philippine National Police

An estimate of 900 village tanods from different barangays is expected to converge.

Village tanods will undergo seminar-orientations, capability trainings, handson applications and demonstrations to be set by the participating agencies.

Edmundo Y. Pacamalan Jr., disaster risk reduction and management office (DRRMO) chief, said this event will not only foster unity among village tanods but will cultivate sensitivity and awareness also as they will share their experiences.

“It will be a new experience for them, they will not only come here to converge but they will be going home equipped,” Pacamalan said.

CDO tops E-Readiness Survey Cagayan de Oro City City Mayor Oscar S. Moreno received the award for Cagayan de Oro as it topped the E-Readiness Survey conducted by the Department of Science and Technology. The awarding was done during the Innovation and Connectivity through Technology Forum held at InterContinental Hotel in Makati on June 18, 2014.

The forum was attended by various local government units (LGUs) and was organized by the Department of Local Government (DILG), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), United States Agency for International Development (USAID), Deutsche Gesellschaft for Internationalle Zusammenarbeit (GIZ) and the Canadian Government.

Cagayan de Oro’s current automation in its business process and licenecing system (BPLS) was developed in-house, at the low cost, and through the years has been shared with more than hundred LGUs. This year, with a grant from DOST and support from USAID on its computerization, further enhancement and innovation have been

introduced including the development of billing and payment kiosks.

The city’s distinction for E-Readiness was further confirmed by no less than USAID Mission Director, Ms. Gloria D. Steele, in her message at the forum when she said” we were impressed at what we saw a few weeks ago when we visited Cagayan de Oro together with Acting Deputy Director for Asia, Denise Rollins, and the result of a streamlined bpls showing almost a 40% increase in revenue for the first quarter this year compared to the same period last year”.

During the one day ICT Forum, Mayor Moreno also gave a 5-minute presentation of Cagayan de Oro’s “Hassle Free Payments” featuring the tax payer friendly, time saving billing and queuing kiosks located at the finance office of city hall.

109th Little Red School House turned over in Cagayan de Oro

CAGAYAN de Oro City The Coca-Cola Foundation Inc. in partnership with the Philippine Business for Social Progress (PBSP) recently turned over their 109th Little Red School House, a four classroom – two storey school building to Lumbia Central School, this city to address the severe classrooms shortage in public schools in the country.

President said that they have chosen Lumbia Central School due to its increasing number of students from resettlement sites since typhoon Sendong.

She said that the P4.1 million school building is special because it does not come solely from the foundation but from the employees of Coca-Cola themselves.

She stressed the importance of education and formation of children. She

said that children should have a conducive learning environment because this will determine the future of the country.

She hoped that classrooms will be taken cared of so that many more children in coming years will benefit from the building.

Meanwhile Department of Education (DepEd) Cagayan de Oro City Division Superintendent Elena M. Borcillo expressed the Department’s gratitude to

the foundation for its participation in helping ease classroom deficiency in the city.

She said that enrollment in Lumbia Central School has indeed doubled in a short span of time and that these new classrooms will provide students a very good learning environment and they no longer have to use tents.

Our new BPLS...A challenge to everyone When I first joined the Local Government of Claveria in the year 2007, one of the predicaments that we faced was the very low revenue generation of the municipality. The LGU was practically IRA dependent and it became a challenge for the new administration to increase its local income collection.

At first we attributed the low performance of the Treasury Department to the people running the organization. We thought of changing its personnel because of the reason that they have no commitment and lacks motivation to be more efficient in their work, even to the extent of undermining the capacity of the leaders heading the department.

With the operationalization of an LGU run water facility, and with the advent of road concreting from Villanueva to Gingoog City, numerous companies expressed their intention to invest in the municipality.

Claveria became a Multi Industrial Cluster of the region. Foreign investors came to propose business with us. The business climate signals the growth and development of the locality. But our procedure in inviting and accepting investors was crude and obsolete.

Things changed after

we attended a workshop from the Department of Trade and Industry (DTI).

The eight (8) steps in securing business permits were reduced to five (5).

The many forms that we used were change into a unified form. The different schedule of visit to the applicants in order for them to be evaluated and for them to comply with the requirements was handled by the Joint Inspection Team or JIT. The five signatures required in order for one to get a business permit were reduced to one. There was a drastic change in the system of securing and renewing business licensing. Business Permit and Licensing System (BPLS) is a program of DTI that really helped us a lot.

But the paradigm shift from the old system to the new was not that easy. We experienced many disagreements at the start. Our legislators were quite apprehensive about the new BPLS. Most of us has the perception that the BPLS is one sided. Providing easy access to secure business permits seems to be bias in favor of the businessmen. But how about to those non-complying to the laws and standards set by the government? Can they still obtain their business permits?

Not until we started to

use the BPLS when our worries and doubts erased.

The One Stop Shop was very powerful. The JIT’s teamwork was very exciting and the unified form made things easier and faster.

We were able to process 756 Business renewal and 174 new business licenses with no agony of long wait because we managed to release them in one day.

What an amazing task delivered by the same group of people believed to be without commitment and no motivation to bring significant increase in revenue collection.

We increased our collection more than 100% compared to the collection that we got in the first quarter of last year. But this does not mean that we already hit our target.

There are more things to discover in order for us to appreciate better the strength of BPLS. Aside from financial gains, we created the public value of being close to our clients. We are becoming more accessible to our customers. We are now more business friendly. And most especially, we became an instrument of change and a catalyst for business competitiveness in this part of the region, in the island of Mindanao. (Homer A. Dismantle corruption but how?

The Philippines is not a poor country judging at its assets, natural resources, and anything under its name. We have numerous industries and giant business entrepreneurs, like gold mining, lumber, domestic animals, shipping, airlines, fishing, and many more. We have technologies in modern science and we practically do, manufacture, make or whatever more advance countries are producing. We stand shoulder to shoulder with our Asian neighbors on nearly anything. Our economy is well enough to support nearly or roughly a hundred million Filipinos. In short ours is a wealthy nation whatever language you use.

The problem is we suffer so much of mismanagement and corruption. Our people have elected so many bad leaders. Many of us do not know how to differentiate between good and bad leaders. The reason is they go to the election precincts without knowing the real purpose of such a privilege. Many of our citizens sell their votes.

They do not look up the issue involved and the candidates they are voting. The important thing is they are paid and follow the dictate of the candidates who persuaded them to vote. It is very clear

The way I look at it, it seems no president of this country would be able to dismantle corruption. The reason is the matter almost involve everyone from the higher ups to the lowest unit in the government system.

Politics play a major role too.

We look at it as a way of life.

We notice that many of poor people who get in the system become wealthy in just a few years. This great fraud keeps on growing and very seldom that one is sent to jail for such a crime. Certainly, we have to prove this contention wrong by sending so much number of people in jail and later watch them reduced to ashes if possible.

If I may suggest, the gov-

ernment should make corruption a capital offense and perhaps it will startle some employees especially in such government offices as the Bureau of Internal Revenue, Department of Labor, Bureau of Customs, Department of Commerce and Industry and many other offices.

This means people who will be convicted of corruption should be allowed to sit on an electric chair until they breath their last. I believe with this set up, many would think twice before doing their trade. And this system of stopping corruption should not be within the reach of politicians. Politicians who intervene should themselves be jailed. Nobody should be spared even the people occupying high position in the government.

One way of stopping corruption in the government service is for the commission on audit trained for investigation skill. The people in this agency should be able

to detect who are the corrupt and who are not. It is easy if they have the know-how.

For instance, it is surprising for a government employee getting monthly income in a certain bracket and at the same time owning buildings, real estates, cash in banks and other form of property. It is so ridiculous not to notice there is foolishness in the way he owns such things while his pay is low. If the COA is alert, it can send a lot of people to jail and forfeit ownership of stolen estates.

With some convictions followed by execution, I think fewer people would be brave enough to venture into the illegal way of public service.

In some countries around the world, there are corruptions too but are minimized greatly because their laws are strict and firm. Being criminal is sure way to die, the same could not be settled amicably.

People must die for their crimes and we must see that one way or another we stop corruptions in the Philippines. We should see people going down to their graves for committing such crime and unless we resort to this method, the country will wallow in extreme poverty due to unchecked stupidity in our government service. So this Christmas, why don’t you ask Jesus to forgive you for all your wrongs and living for yourself. BUTUAN City - In relation to the celebration of the World Environment month, DENR CARAGA, Regional Director Nonito M. Tamayo stated that “Planting trees for carbon sequestration could not eliminate the problem instantly but it is definitely a potential climate change solution.”

Carbon sequestration is the process of removing carbon from the atmosphere and depositing it in a reservoir. Trees absorb carbon dioxide during growth through the process called photosynthesis, making it an effective storage for carbon. The increase in the number of crops means a larger volume of carbon being stored.

The continuous rise in the volume of carbon dioxide (CO2) which is a heat-trapping greenhouse gas is a huge contributor to global warming resulting to climate change. CO2 has a vital role in maintaining the climate’s stability.

“Various human activities like burning of fossil fuels

such as coal and oil, as well as the destruction of the natural forests greatly increased the level of carbon dioxide in the atmosphere; from about 284 parts per million in 1832 to about 387 ppm in March 2009.

If this phenomenon continues to take place, higher potential for sudden rise in temperature should be anticipated.” Director Tamayo said citing scientific findings. “ This has been an alarming matter for humanity and it calls for an immediate solution. This paves the way for the idea of Carbon Sequestration.” he said.

Implementation of carbon sequestration comes with various threats and risks especially in the market. Fire, insects and drought are also some of the physical risks of carbon sequestration resulting to a potential turnover of profit to loss. These are risks that could possibly be controlled through proper scheme premises.

The DENR is studying the findings of the National

Carbon Pollution Reduction Scheme by the Federal Government which is a “cap and trade” scheme which states that the number of tradable carbon pollution permits would be equal to the scheme cap. Under this concept, plantation of trees with a potential height of at least two meters, have a crown cover of at least 20 percent and cover an area greater than 0.2 hectares are eligible to sequester carbon dioxide. The natural forest likewise increase the stocks of carbon resulting to an increase in the demand of timber from natural forest, hence it is necessary that people should plant trees.

Tree planting methods and aftercare are vital to this process so that the carbon plantations will remain feasible over a long time-frame.

Director Tamayo said we can be protectors of our planet depending on how we respond to the problem of our environment today.

Taoid Heritage Program launched

In the aim to recognize the importance of cultural history and heritage, the National Commission for Culture and the Arts (NCCA) did a series of activities in the Northern Mindanao last June 16-20, 2014 tagged as “Taoid sa Mindanao.” This is a part of Taoid Heritage Program which was launched in different cultural sites.

Taoid Heritage Program is an annual heritage conservation program that is celebrated in a whole year round in line to Proclamation No. 439 giving recognition of the need to create and promote among the people the consciousness, respect and pride for the legacies of Filipino cultural history and love of the country. This year, the celebration evolves in the theme, “Pamanang Pinoy: Taoid 2014,” the program aims to give people insights of legacies of the past and how it remains to shape the present and the future. It

• program promotes consciousness for legacies of Filipino cultural history and love of the country • Immaculate Concepcion church of Jasaan town declared National Treasure also serves as a recognition and celebration of different aspects of the national heritage, the traditional art forms and practices; important cultural structures, both movable and immovable and other objects of national importance, may it be tangible or intangible.

NCCA, led by Commissioner of Subcommission on Cultural Heritage (SCH) and Head of National Committee on Archives, Rev. Fr. Harold Rentoria, conducted cultural tour in different cultural places.

Immaculate Conception Church is one of the places being visited.

The church is considered as a centennial church for it existed more than a hundred years already. It is located at the center of Barangay Upper Jasaan of Jasaan municipality and constructed in a Barn Baroque Style. It is made up of bricks and wood and estimated to be

completed between late 19th and 20th century. It is declared as a National Treasure of the country and Northern Mindanao, in particular, by National Museum of the Philippines in 2001.

It was then declared

by NCCA Commissioner Rev. Fr. Rentoria himself last June 20 as a National Treasure of the Philippines.

Governor Bambi Emano graced the event. He is grateful to Jasaan people through Town Mayor Grace Adona Jardin and to the Immaculate Conception Parish through parish priest, Rev. Fr. Jose Ramer Colanse, for taking care and preserving the church. In his speech, he also said that in his governorship, he has been telling his people to develop the industry of tourism, so he is so thankful to NCCA that the church was acknowledged and declared as one of the cultural treasures not

He also thanked Local Government Unit, parissioners and people who helped and contributed in order to complete the phases of restoration. He also mentioned that these efforts gave out more than P 3-million pesos for preservation and restoration alone.

In addition to declaration of centennial church as a national treasure, a 102-year old grandmother coming from Jasaan town, in the name of Mrs. Maria Bade-Jardin, fondly called “Lola Maring,” was rewarded as she survived more than 100 years of her life.

Together with her family, she received P100,000.00 cash reward, handed to her by Gov. Bambi Emano.

The reward given is in line with the Centenarians Act, requiring the government to provide a cash gift of P100,000 to all Filipinos who have reached the age of 100 years or more.

Other than Jasaan, various places in Northern Mindanao were also visited, namely: Ma. Cristina Falls at Iligan City, Lanao del Norte and Gaston Park at Cagayan de Oro City. During visitation, launching of Taoid Heritage program and as well signing of Memorandum of Understanding took place in these respective sites.

NCCA adopted word “Taoid”, an Ilocano word for “inheritance” or “mana” as the official name of the annual year long heritage program. It is conceptualized, implemented and overseen by SCH to emphasize the importance of bequeathing culture and tradition to succeeding generations.

NCCA is the prime government arm dedicated to the promotion and development of the Philippine arts and culture.

mining method, involves the pouring of large amounts of water using high-pressure water jets on a mountain’s surface to extract the rocks containing the gold ore, and then pan them with mercury.

The use of the illegal mining method, which was first uncovered in a mining village in T’boli town several years ago, has been thriving these past years in small-scale mining areas in Tampakan.

At the height of its operations two years ago, authorities monitored widespread damages on the mountains covered by the illegal mining activities in the three barangays.

The most significant damages were found in the mountains in Sitio Campo Kilot of Barangay Pulabato, which is considered as the center of

“banlas” mining in the area.

With the illegal mining activity now under control, Fuentes the local government is set to implement alternative livelihood initiatives for local residents who were previously involved in “banlas” mining.

She said such move is mainly aimed to discourage them from going back to the “banlas” mining and related illegal activities.

The governor said they have created a special committee that will spearhead the implementation of the livelihood projects through a convergence of services from the provincial government.

“We will also provide them some relief assistance for the next three months or until our livelihood projects are in place,” she added. (PNA)

Janet Lopoz, executive director of the Mindanao Development Authority (MinDA), said the project seeks to make people in the BIMP-EAGA more adaptable to climate change by building the resilience of local communities and enhance their disaster preparedness measures.

“The proposal’s main thrust is to lessen the impact of climate change, with the prime goal of preventing environmental disasters within the region,” Lopoz said in a statement early this week.

Titled “Building Local Community Resilience in BIMP-EAGA for Climate Change Adaptation and Mitigation and Disaster Preparedness,” the Philippines presented the proposal during the 3rd BIMP-EAGA environment cluster meeting held in May in Sandakan, Malaysia.

She said that environmental disasters can be prevented by implementing projects that strengthen disaster risk management and develop efficient response mechanisms in addressing environmental issues within BIMP-EAGA. BIMP-EAGA stands for Brunei Darussalam, Indonesia, Malaysia, the Philippines-East ASEAN Growth Area, a key strategy to accelerate social and economic development of less developed areas in participating countries.

An EAGA-wide policy on climate change adaptation and mitigation will be formulated based on key outputs of the proposal, including climate changeproofing of infrastructures, resulting in local communities that are more resilient to environmental disasters, according to the MinDA statement.

The policy will also push for the sustainable management, protection, and utilization of the region’s natural resources, it added.

Lopoz explained that within BIMP-EAGA, there is the strong need to address issues among the river basins of each member country, where the rivers flow from water sources to estuaries that lead towards the main bodies of water that surround the sub-region.

“Water is a shared resource among all EAGA countries, and our ecosystems are in a way interconnected with each other,” she noted.

Lopoz said the US$1.2million budget will be spread across 11 critical watersheds and river basins and seven coastal areas in the sub-region.

Located within the Coral Triangle, BIMP-EAGA is part of the global epicenter of marine species diversity that is considered as the “Amazon of the seas.”

The triangle is home to a combined population of over 350 million people and is recognized as a global priority for conservation.

Due to its geographic location, the region is considerably sensitive to the effects of climate change and is vulnerable to possible natural and environmental disasters.

“This proposal consolidates all efforts from across the sub-region, and prioritizes programs and projects that will lessen the impact of climate change while ensuring environmental integrity in the area,” said Lopoz.

The proposal’s final draft is expected to be endorsed within this month to the senior officials of BIMPEAGA for approval and eventual implementation.

“Our funding support for the National Greening Program is well-timed, given that the season’s regular rainfall will allow seedlings to grow faster. This year, the DENR’s tree-planting efforts will give particular attention to areas with high poverty levels, as well as regions that are susceptible to natural disasters,” Secretary of Budget Florencio “Butch” Abad said.

“The Aquino administration is definitely looking at all viable solutions to mitigate the effects of climate change. We’re not just looking at these options and twiddling our thumbs over them. We’re taking active steps to implement our disaster risk management programs,” he emphasized.

The program has exceeded its annual area coverage targets by an average of 20 percent for the first three years of implementation. Last year, it exceeded its annual target by 33,011 hectares, resulting in 182,548,862 seedlings planted in 333,160 hectares nationwide.

Moreover, the planting program has generated a total of 1.2 million jobs in different regions nationwide since 2011. Last year alone, it was able to hire 466,990 employees which is the highest number recorded since the program began.

The authorities also recovered one unit of C 190 Diesel engine and one unit S195 N Chang Fa brand Diesel engine capable of generating 9.48 kilowatt electric power.

Director Tamayo said “ the DENR is definitely filing appropriate charges against the people who were engaged and involved in the illegal sawmill operations and illegal logging activities “ he added.

He said he will confer with the some government agencies on issues related to the participation of some local officials in the illegal sawmill operations.

Tamayo instructed PENRO Oliveros to strengthen the monitoring of illegal logging activities particularly the timber poachers in the forest area formerly occupied by the WDI. The DENR director has earlier met with the DENR 11 Officials headed DENR 11 Regional Director Joselin Marcus E. Fragada in Davao City to further improve the tracking down of undocumented forest products being transported by closed vans along the Maharlika Highway between Davao City and Agusan del Sur.

and water quality, and infectious diseases due to low air quality.

Director Tawantawan added that DENR addresses climate change through programs that will help mitigate and adapt the effects of this growing problem. One of the mitigation and adaptation measure is the National Greening Program (NGP) which aspires to plant some 1.5 billion trees in 1.5 million hectares of forestlands, mangrove and protected areas, ancestral domains, civil and military reservations; urban areas under the greening plan of the Local Government Units (LGUs), inactive and abandoned mine sites and other suitable areas for six years within 2011-2016. It seeks the attainment of sustainable human development, and economic and ecological society through the cooperation of government agencies, private organizations and students.

In Region 10, the DENR has reforested 46,395 hectares from 2011 to 2013 which includes timber, rubber, indigenous species, coffee, bamboo, fruit trees, cacao, fuel wood, mangrove, ornamental for urban areas, rattan and other species. This is through the collective efforts of the Local Government Units (LGUs), institutions, private sectors and the People’s organization (POs).

Recently, DENR 10 spearheaded a mangrove planting activity at Taytay, El Salvador City in line with the World Environment Day celebration.

The activity planted 5,000 mangrove propagules through the cooperation of the government agencies, institution, academe, private and civil organizations.

A Memorandum of Agreement (MOA) between DENR and Philippine Information Agency (PIA) on Climate Change Advocacy Campaign was also signed and will be launched this year. This aims to create awareness among the people and to educate them on the action they can take to help in climate change mitigation and adaptation through series of advocacy campaigns.

This will also strengthen the efforts of the government in reaching the people to take bolder steps towards climate change effects in the country.

“Our individual positive actions and contributions to the environment will exponentially grow and produce positive outcomes that will help our mother earth adapt on climate change”, Director Tawantawan added.

Cañeda said that Misamis Occidental falls under the “Type 4” of the Corona Climate Classification System which means an “even distribution rainfalls throughout the year.”

Except for the municipal towns of Concepcion and Don Mariano, the towns of Aloran, Panaon, Sinacaban,Tudela ,Lopez Jaena, Jimenez, Clarin and Baliangao, all of Misamis Occidental and the province corresponding cities of Ozamis and Oroquieta are identified as places that are susceptible to flooding, storm surge, and landslides, Cañeda added.

With the release of the geo-hazard assessment of Misamis Occidental, the OCD in Northern Mindanao spearheaded the DRRM summit in order to summon the involvement and commitment of the province’s local government units and other stakeholders to forge a commitment for strong cooperation during disasters.
