Karlo Nograles said that the House Adhoc Committee hearing the proposed Bangsamoro Basic Law (BBL) has decided to continue its deliberations. STATEMENT OF THE CAGAYAN DE ORO PRESS CLUB ON THE MAMASAPANO, MAGUINDANAO CARNAGE DURING THE “NATIONAL DAY OF MOURNING” FOR THE 44 POLICEMEN WHO DIED IN BATTLE We, officers, directors and members of the Cagayan de Oro Press Club (COPC), join the entire nation in honoring all the 44 members of the Philippine National Police-Special Action Force (PNP-SAF) who died in the bloody clashes in Mamasapano, Maguindanao, on January 25, 2015. We will remember their gallantry, and always bear in mind that what they did – such great sacrifice – was an open protest against the unreason, savagery, and terrorism of bitter, sadistic, and mindless madmen who do not realize how distorted and inhumane their ideology and actions are. We will remember that the SAF commandos sacrificed their lives in order to protect us and our children from bombers, the enemies of reason, and democratic principles that have enough room for all regardless of culture, tradition, and even beliefs, except lawlessness and barbarism. They died trying to protect the innocent against those who want to blow to pieces all those who embrace democracy. We are left with two options: war or pursue the so-called peace process. We choose the latter, and urge the government and the Moro Islamic Liberation Front (MILF) to continue talking even if it only means buying us more time, and preventing another outbreak of hostilities in the country, particularly in Mindanao. But we are appealing to government and MILF decision makers to be guided by reason, talk about sensible matters for our common dream for peace will only come if we are able to identify and are clear about the root cause of the Mindanao conflict. the real problem is, we are afraid everything that we do now will bring us nothing but temporary relief, never a permanent solution. We also appeal to our fellow citizens not to allow themselves to get carried away or pin the blame on all the Muslim Filipinos. Needless to say, that attitude is unreasonable and offensive. No democratic society should ever be infected with what one newspaper calls as “Morophobia” or prejudice against Muslim Filipinos. In the same manner, we also call on Filipinos in the autonomous region, in the Bangsamoro areas, to challenge the flawed idea that non-Moros are “outsiders” or “new colonizers” who are out to subjugate the minority. No Filipino in the 21st century wants to subjugate any fellow citizen in the Bangsamoro areas. Unless we, Filipinos, treat each other right, there can be no peace. Today, let us remember and honor the memories of all those who spilled their blood in the altar of democracy in Mamasapano, Maguindanao, and seek justice the soonest possible. LIFE OF DR.HILARIO CAMINO MONCADO Fought for Philippine Independence, A true Constitutionalist, Wrote Philippine Constitution: But was never mentioned in History Books Federation’s “Flying World AMBASSADOR OF PEACE AND GOODWILL”

ittle known in the Philippines was the fight of General Hilario Camino Moncado for complete and immediate independence in Washington D.C., dating back to 1931. Honestly believing that the Nacionalista leaders were dispatching missions after missions to lobby for independence in the United States were not sincere in their clamor for freedom, General Moncado, on his own initiative and at the great expense on his part and the Filipino Federation of America, caused to be introduced before U.S. Congress the so-called Crail Independence Bill which would have granted independence to the Philippines on July 4, 1933. This was bitterly opposed by the “independence mission” then composed of the late President Quezon, former President Osmena and President Roxas, resulting in the open break between General Moncado and the top-ranking Nacionalista leaders. It was during this period that a s systematic smearing campaign was launched against General Moncado in the Philippines. In a speech delivered by General Moncado on July 4, 1938, to the delegates of the 13th state annual convention of the Filipino Federation of America during the independence day banquet held at the Hotel Stockton, California, U.S.A., reveals the important role played by General Moncado in the long fight for Philippine Independence. Moncado became a senatorial candidate of the People’s Party, General Moncado announced that once elected senator, he would launched another big fight for the nation—that of combating corruptions through his Man’s Moral Concept and working for the recognition and payment of the back pay of unrecognized Filipino guerrillas by financing a mission of selected overall commanders of guerrilla units to the United States. General Moncado has also ambitious plans for agricultural colonization in Mindanao, alleviation of the conditions in the city slums and elimination of fabulous discretionary funds allotted to top-ranking government officials to

make possible the increase in salaries of the lowly-paid public school teachers, policemen, Philippine Army personnel and government employees, and laborers. START OF THE POLITICAL CAREER OF HCM In 1933- The Filipino Federation of America sent him to the Philippines to be a candidate for senator and then a delegate to the constitutional convention to frame the constitution of the Philippine Commonwealth. Being a constitutionalist, his work was never given a credit in Philippine History Books by the bias author Gregorio Zaide. His brilliance as a lawyer gave him an opportunity to be one of the greatest men in Philippine History. In 1934- he became a candidate for the Tenth Senatorial District of Cebu Province, his birthplace and his political opponent was the Honorable Sergio Osmena, Vice President of the Philippine Senate, Moncado was defeated by a small margin. In July, constitutional delegates were to be elected. He presented his candidacy and was elected overwhelmingly. He played an important role in the constitutional convention. The Constitution of the Philippine Commonwealth was to be patterned after the United States Constitution. It was a simple matter for him as he specialized in Constitutional Law under Dean McNitt at Southwestern University in Los Angeles. He was selected as a member of the Preamble Committee. There were fifteen (15) members in the Committee and he was elected as Chairman of the sub-committee. The sub-committee was to frame the preamble of the Philippine Constitution. As chairman, he framed the preamble, submitted it to the Preamble Committee and it was approved. The Preamble Committee submitted it to the floor of the constitutional convention and the preamble was approved unanimously. In a global historical note, Ferdinand Marcos declared Martial Law in order to conceal himself for stealing the Golden Buddha found by

Roger Roxas in a tunnel in Baguio. The one-tonner Golden Buddha was looted from the Buddhist of Temple Mandalay, Burma during World War 11 and was buried in the Philippines by the Japanese. Dictator Marcos under the command of General Fabian Ver tortured and murdered to silence Roger Roxas. Dr. Moncado knows where all the looted treasures are hidden in the Philippine Islands from Aparri to Jolo. During this year, after the ratification of the Constitution of the Philippines he gave lectures throughout the United States at which time he emphasized close relations between the United States and the Philippines. been successful in the Philippines, the Filipino gamblers in California were silent for a short while. He continued to play golf with Marvin Clawson and still he was re-elected president and treasurer of the Filipino Federation of America. Doc Ophel joined the regional office during the time of OIC Regional Director Allan Farnazo. Included in her tasks is to organize the supervisors to join the Toastmasters International where both

are active members. It was during this time when the supervisors were immersed into speaking activities using the English language. It was also an opportunity when all divisions became active in toastmasters and created their local organizations. Other than organizing a training for communications development, Doc Ophel is also sharing inputs on topics related to psychology, attitudes and behaviors, sports psycholog y among others. As learned, she is also a Doctor of Pathology with
