Oro’s newly opened bridge is closed again CAGAYAN de Oro City–– The newest bridge in the city that was opened for vehicular traffic for five days last week was closed again by authorities last Tuesday. Engr. Nonito Oclarit, head of the City’s Road and Traffic Administration (RTA), in a statement released earlier, said the bridge, built by a grant from the Spanish government, will open for inauguration on February 6, 2015 “upon availability of government officials from Manila.”

(Oro Chamber) is inviting interested individuals and its members for a five-hour workshop cum consultation on February 10, 2015 at Xavier University in Cagayan de Oro City. DAVAO City Mayor Rody Duterte, egged on by an enthusiastic crowd of sectoral and student leaders in Butuan City to run for President, has declared he will leave his political destiny to God. “I am praying and meditating that God would enlighten me and guide me in a making a decision,” Duterte said, a statement considered by many as the most positive sign that he may yet yield to the call to run for President. “I don’t talk to God but I will wait for a sign from Him which would indicate that He wants me to be President,” Duterte said earning a wild applause from the crowd which gathered at the Dona Ynes Convention Center in Butuan City as early as 8 a.m. on January 22. “I will yield to God’s will,” Duterte declared. The forum on Federalism in Butuan City was the first leg in a series of meetings scheduled in key cities all over the country to advance his Federalism advocacy while at the same time “listening to the voices of the people” on the issue of the Presidency. Admitting that the idea of the presidency which started as a joke by close friends had “gone out of control,” Duterte said he is now overwhelmed by the endless appeals from the people to consider the Presidency. Hi s a l m o s t 2 - h o u r speech on Federalism and governance marked the first time that he, either by intention or omission, did not repeat his previous declaration that he was not interested to run for President. In previous public statements, the colorful and controversial Davao City Mayor consistently brushed off suggestions on the Presidency, even threatening in jest that he would shoot those who were pushing him to consider a run for the country’s highest political position in 2016. “I came here with a vision, not ambition,” he said as he rattled off what

After killing what then? TERRORISTS are everywhere now. Whether you are in a European country, in the Middle East, in Latin America, in the United States of America, in Canada, or anywhere in Asia, do not matter so much, the thing is there could be a group of terrorists around. I could feel this is part of modern living. Perhaps the growth of culture and civilization has a dead end that things must bounce back and begin the environment of criminality. Or perhaps the growing number of people around when daily subsistence is impossible for many hungry individuals. But just what the terrorists feel after killing people by the dozen? Are they happier for a moment or permanently happier compared to the days when they do not have that desire to kill? In this time of modern living when you have to adjust to the cadence of existence, one should have two faces, one for the daytime when he had to walk like a saint and the other

It is easier to procure guns than buying bubble gums. In Mindanao, many people love guns more than their wives or children. They allow you to get their families away from them, but never their guns or they will fight to their death. I mean this is first class foolishness and handiwork of people out of their minds. That the facts remain the truth or veracity of these accusations. When there are guns, it

is very difficult to put a place in extreme peace. Always you will be disturbed by the sounds of fire fights. In my neighborhood back in Mindanao, it was common to wake up in the middle of the night while the sounds of guns echo in all corners. And to control your fears, you must have guns too to neutralize things and get back to sleep amidst continuing bullets flying just higher than your windows. What happened in Paris was so close to the heartaches of the Americans during the 9/11 incident. If there is any time in this world that mankind should unite, it is this time. We must all be one to put on its knees the ugly agenda of the terrorists. We must not allow them to squeeze our necks and say farewell to life. We must fight these twisted ideas and brains of the terrorists. We must know how to shoot enemies if we have to install peace in this world. And it must be today not tomorrow. benemata@yahoo.com

For example: while hundreds of our lowerranked policemen braved the crowds who could have easily crushed them in one moment of unruly behavior, one or two of their superior officers were reported to be feasting on the money that should have been used to buy their food and other needs while valiantly standing guard, for hours on end, for the Pope. God that they professed themselves to be. Indeed, who can be considered as “children of God”? Without even giving the matter a serious thought, many will be compelled to blurt out that every man and woman is a child of God, which, to me, is in fact a wish that they be considered as “children of God”, despite their conceded profligate ways. The truth is that, not all--not every man or woman, child or elderly---can be called “children of God”, even if they claim with the loudest of voices that they are also children of God. Jesus, our God and Savior, Himself said, not everyone who calls on Him “Lord, Lord”, and that only those who do the will of the Father can enter the Kingdom of God. -oooARE YOU A CHILD OF GOD, OR A MERE CREATION? The question

therefore is: what is the will of the Father so that a person can be considered a child of God? John 1:12 is the underlying chapter and verse on the matter, and it says that only those who accepted Jesus, and believed in His Name, are to be given the right to become children of God. All others who did not accept and believe in His Name are not children of God but are mere creations. As well, a person who is given the right to become a child of God is considered as having united himself in Jesus, and is thus a new creation (2 Corinthians 5:17). His old sinful self is gone, he is a new sinless person, as his sins have been forgiven. This person becomes not only a part of all the other believers, but of the body of Jesus as well (Ephesians 5:30), and is united with, and guided by, the Spirit (1 Corinthians 6:17, Romans 8:14), mandated to do nothing but good works (Ephesians 2:10). “MORALITY” Dr. Hilario Camino Moncado-Master EFB penned MAN’s MORAL CONCEPT and emphasized in all his teachings – The Morality of Man. This is a Bible that should be adhered to, be memorized and lived by all its members. Man’s Moral Concept is a guiding tenet for all the Federation members in the world. It is said that morality is man’s great divine power to achieve all things on earth-because to him it is life. In all our dealings with the creatures of the universe our life should be full of humility and meekness. These are the virtues in order to inherit the wealth of the earth. In the Omnipotence and Omniscience and Wisdom of God our Heavenly Father, and Man is God’s sole mechanism to rule and subdue the

creation of the Universe is but the Divine Pronouncement of Peace on Earth and Goodwill to all men. “Watch 1927-1935” was a book he wrote at age thirteen (13). It dealt with the terrible conflict which would occur between the nations at this period and the future independence of the Philippine Islands, India, Ireland and many other small nations received particular attention. During this time he also wrote other books, entitled, “Sun, Moon and the Star,” it tells about the cosmic powers of the universe and its effect to the human beings. “Matahari of India” is a book about Mahatma Gandhi mystic and physic powers that influenced the rule of India in the field of science and intelligent VRYLIAS governing their country to greatness in terms of science and development. earth. Without Man on earth, there is no God on earth. Morality of MAN is God’s human virtue. Moral is man’s divine guidance to achieve all earthly things- the material of life through God’s wisdom and Divine Providence. The moral of Man is against all earthly vices. All vices as emphasized by MASTER E.F.B. are destructive to man’s physical fitness – and, therefore, man should fight against all vices. He further stressed that by nature and its divinity, and its creation, man’s moral is God. God is moral. Man is moral, and man is created according to the Image and Likeness of God. Therefore, let us achieve material success based upon Man’s Moral Concept in life in order to be happy to live with man’s neighbors in Peace, Harmony and Prosperity and where there is Equality, Fraternity and Liberty. Dr. Moncado-Master EFB is emphatic in saying that all should strictly, literally and divinely follow the moral concept of man, and should fight all forms of vices which are destructive to humanity for it is the PARAMOUNT DUTY of every man to serve humanity. Morality is but man’s divine service for humanity. Humanity be served is a moral virtue of every man to achieve in life is but service and suffering for the love of humanity. Humanity, the universe, the resources of the earth are all God’s GIFTS to all His creation and we are all His caretakers. God’s

Other books written by Dr. Hilario Camino Moncado were “Mikado of Japan”, it tells of the lives of o Emperor Hirohito and General Yamashita who played crucial roles in changing the global order and economy. It talks of the travails of these two men and how they played a colossal role during World War 11. “ReVisaya of the Philippines” is an analogue of his being a Filipino and his role to universal greatness and “Divinity of a Woman” essays about women capacity to rule the universe and their womanly powers to change the course of history. HIS LIFE FROM 1916 TO 1924 In 1916, he took a job as machinist for the Alaskan Packers’ Association in Karlock, Alaska, during late spring and the early part of summer. He returned to San Francisco, California, after the salmon season was over, in time to enroll at Lowell High School and Sacred Heart College. At Lowell High School, he took up Military Science under General Moore of Presidio Military Academy, Presidio, San Francisco, and immediately became a member of the ROTC, the Reserve Officers’ Training

Corps. General Moore regarded him as an expert in fencing and became alternate commander of the company. On April 2, 1917, when the United States declared war against Germany, he volunteered to go to France to fight against the Huns but was refused because he was underage. He became then an instructor to drafted Filipinos who did not know military science in regard to military drill. He enlisted voluntarily with the Boys Working Reserve and picked fruit for Belgium under Food Administrator Herbert Hoover who was appointed by President Woodrow Wilson. He handled one thousand boys between sixteen and nineteen years of age. They worked during the summer at Mill Valley, California, USA. As a member of the oratorical and debating team of Lowell High School, he won an oratorical contest among high schools in San Francisco. His prize was a Senator Phelan trophy donated by U.S. Senator Phelan of California who was an alumnus of Lowell High School. Hilario Camino Moncado then became an alumnus of Lowell High School that same year. In 1918, while at Sacred Heart College, which is run by Christian Brothers’ Association, he took an active part in journalism. He became an editor of the poetry section of the official organ of the student body. Also, he was active in parliamentary drills and scienc3es and became a parliamentarian of the student body. And in 1919, with honors he became an alumnus of Sacred Heart College. He took a job as foreman for the Alaska Packers’ Association in Cordova, Alaska, for the salmon season. In September of that year, he returned to California and proceeded to Los Angeles. He enrolled in the Law School of the University of Southern California in the month of December. In 1920, while in Law School, he learned to be an electric and hydraulic elevator operator with the Board of Engineering of the City of Los Angeles. Within a few months, he passed the Board Examination and obtained a license. Then he took a part time job as a hydraulic elevator operator at the Pacific Mutual Life Building at Third and Hills Streets in Los Angeles where many lawyers had offices. He was in school from 8:00AM to 10:00Am each day except Saturday and Sunday. From 1:00 P.M. to 3:00 P.M., he worked part time at the County Library of Los Angeles. His job as an operator was from 4:00 P.M. to 5:00 P.M. He worked every night, except Sunday, at the County Law Library from 8:00 A.M. to 10:00P.M. In the library, it was his job to replace to the shelves

the law books that were left on the tables by the law students, lawyers, and judges, and he helped to locate the books that were needed. At the same time, he was employed as a researcher in the Law Library by the McNamee and McNamee Law firm which specialized in corporation practice and which was handling the corporation business of the Union Pacific of California and Nevada. In Law School, he specialized in Criminal Law and Criminology under U.S. Federal Judge Paul McCormick whose Federal District Branch was in Los Angeles. Paul McCormick then was Professor of Criminal Law and Criminology at the Law School of the University of Southern California. He also specialized in Corporation Law under Judge Frederick Hauser whose Superior Judge Bench was in Los Angeles; Judge Hauser was then Professor of Corporation Law School of the University of Southern California. He won a research competition in the Law School which was conducted by the American Law Book Company of Brooklyn, New York, publisher of Corpus Juria Secundum. He was selected as Poet Laureate at the University of Southern California. He was engaged in a journalistic controversy with Carlos P. Romulo, a student of the School Journalism of California University in New York. Mr. Romulo disliked self-supporting Filipino students in the United States whom he termed as “riff-raff” and, being one of then, Hilario Camino Moncado defended the self-supporting students. Being a “pensionado” student of the Philippine Government, Mr. Romulo favored the “pensionado” students as proper representatives of the Philippines. Mr. Romulo was at that time the editor of the Philippine Herald which was published in New York by the Filipino Christian Association of America. Year 1921, he continued working at the Law Library and with the Law Firm of McNamee and McNamee, he discontinued his job as elevator operator. By this time, he was commissioned by the Law School to handle a case that involved a Filipino who was not allowed to marry a white person, before County Clerk Lampton of Los Angeles. There was a ruling that a Filipino belongs to the Malayan race which is part of the Mongolian Race and, since the Mongolian Race is not allowed to marry anyone in the white race in California in accordance with the statues, therefore, the Filipino could not marry a white person. He took up the case and went before the Bureau of Insular Affairs of the War Department in Washington, D.C., and won. The ruling was that the Malay race is not a part of the Mongolian race but it is a distinct race. Year 1922, he was still working at the Law Library and at the Law Firm of McNamee and McNamee.

He became as associate of the law offices of Luke J. McNamee, Shapiro, Rossin, and Higgins. And as a student of Law he was allowed to practice before the Municipal and Justice of the Peace Courts, he defended Mexican, Chinese, Negro, and Filipino cases numbering sixty (60) in all without a defeat. He then became an alumnus of the University of Southern California Law School. In 1923, he was employed at the County Law Library and was with the law firms. He took up a Bar Review Quiz Course and in six months, was recommended to take the State Bar Examination in California. He was allowed to take the bar examination but his paper could not be corrected because he was a Filipino, although a national, was not a citizen of the United States. At that time, there was no law passed by Congress that a Filipino national of the United States could apply for citizenship papers. He was confronted with a problem then. He had wanted to live permanently in the United States and to become a citizen, that was his dream in life. Year 1924, he was still employed at the County Law Library with the same law firms. This year, he founded a monthly publication entitled NEWS SERVICE of which he was publisher and editor. Its main purpose was to establish a permanent relation between Ameri-

cans and Filipinos and the United States and the Philippines. The publication urged that in order to learn the American way of life and American ideals, the Constitution of the United States should be studied. He is a brilliant lawyer-he transferred from Southwestern University and enrolled in the Graduate School of Olympic University in Los Angeles. He presented his credentials from Southwestern University and from Sacred Heat College. He was instructed by the Dean of the Graduate School, Attorney Manley, to file a thesis for the Master of Laws degree, “History and Development of the Corporation Laws in the United States”, and a thesis for the Master of Arts Degree, “The Immigration of Filipinos into the United States.” He graduated with flying colors. He holds American Degrees: Master of Arts (M.A.); Bachelor of Laws (LL.B.); Master of Laws (LL.M.); Doctor of Civil Law (D.C.L.); and an Honorary degree of Doctor of Laws (LL.D.). Hilario Camino Moncado is a Honorable Doctor, a 5-Star General, Lifetime and Perpetual President of FCWA and FFA, Flying Ambassador of Peace and Goodwill to the Entire World. With these degrees he has to travel to Europe to attend classes at Oxford University and research at Paris University, at Berlin University, at Ecclesiastical University in Vatican City and at Rome University.

Author’s Note: In our modern times brilliant lawyer-Dr. Hilario Camino Moncado has helped cases in terms of calling his name MASTER whenever his people has problems on civil, criminal cases. One case-a certain Pedro Atamosa of Barangay Cogon, Babak District, Island Garden City of Samal was put to prison for seven (7) years for a crime he did not commit. 2012 when the author was trying to research of the real cause of his being incarcerated consulted the case to Brod Bundio and requested for prayers and monitoring. Through processes of Philippines Laws-hearings, MASTER EFB helped and in August of 2014, Nong Pindoy was released and the real perpetrators were sentenced for “reclusion perpetua”. Through bright rays of a comet, Dr. Hilario Camino MoncadoMASTER EFB always communicates with Brod Bundio. Last January 18, 2015, the comet again appeared at the Western Hemisphere of Barangay San Antonio, Babak District, Island Garden City of Samal at 6:27PM and lost its bright rays at 6:38PM. For eleven (11) minutes the comet appeared with a message that we have to pray so natural calamities will no longer be in our country. Ildefonsa Ruelo wife of Brod Bundio last January 19, 2015 at 6:31P.M. also saw the same bright comet at the Western Hemisphere of Samal City. Last January 21, 2015 at 6:26 P.M. up to 6:34P.M. Brod Bundio, the Chosen One again saw the bright star and early morning of January 22, 2015, 4:11 A.M., Dr. Hilario Camino Moncado told him that all books of Dr. Hilario Camino Moncado, photos and memorabilia should be preserved in a library for the future generation to see. Death toll in Zambo blast: 2 ZAMBOANGA City––The death toll in Friday’s explosion near a bus terminal here has reached two as one of 48 injured died in the hospital. Dr. Rodelin Agbulos, City Health Officer, said Saturday another victim expired Friday evening while under medical treatment at one of the hospitals in this city. She said the Spanish government financed all the steel girders used on the bridge while the Philippine government chipped in P191 million for the concrete infrastructure. The bridge that connects Barangay Carmen to the city proper is the fifth span crossing the Cagayan de Oro River. The RTA and DPWH conducted a “dry run” last Jan. 15 to 19 to test the flow of vehicular traffic. Flores said the DPWH will install an additional 15 solar-powered lights and repaint the bridge which was heavily vandalized during its dry run operations. “The steel girders and concrete works was so heavily vandalized. It is sad that young people do not appreciate this new addition to the city,” she said. Atty. Edgar Uy, head of the City’s Task Force Hapsay Dalan, said the five-day dry run offered valuable insights of how the bridge can ease the traffic in Cagayan de Oro. Uy said they have decided that only light vehicles, including taxi cabs, can use the new bridge. Passenger jeepneys use the old Ysalina Bridge, he said. “Six-wheel trucks and PUJs cannot use the bridge because the bridge is small,” he said. Uy said they also observed some bottlenecks along Vamenta Boulevard if passenger jeepneys are allowed to use the new bridge. Under House Bill 5093 known as the “E-Cigarettes or Vape,” manufacturers of e-cigarettes are directed to put health warnings in the packaging of their products. He said the Department of Health (DOH) may also impose restrictions and regulations regarding the advertising and promotion of e-cigarettes to ensure that the public are made aware of the actual nature of e-cigarettes and are not misled or misinformed regarding the product. Department of Social Welfare and Development (DSWD) to reach out to the poor in the 3,471 barangays within 107 municipalities and seven cities of Bicol’s six provinces. Their tasks were to find the 10,643 senior citizens listed as beneficiaries of the government’s Social Pension for Indigent Senior Citizens program and validate their life status and social condition. The program falls under the poverty alleviation thrust of the administration of Pres. Benigno S. Aquino III being carried out by the DSWD. “We located these beneficiaries to determine through first-hand information their status. Our field workers specially hired for this job were sent out to interview them right where they reside, wherever it is, and notwithstanding the distance and terrain,” Legazpi City-based DSWD Regional Director Arnel Garcia said. This special validation process involved 300 enumerators hired by the DSWD and fielded in all barangays—up to the farthest-- of the region where the beneficiaries reside. Some areas took one whole day for validation teams to reach and another day to conduct the interview on target beneficiaries who were scattered in barangays and have to be reached by way of trekking rolling hills and muddy paths, Garcia said. The purpose of this special validation was to verify the poverty status of the pensioners who were not registered in the DSWD’s Listahanan database of poor households and when verified according to the requirements of the social pension program, they continue receiving their monthly pensions. The Alegre couple has been a beneficiary of the program since 2011 but their pension was put on hold as of January 2014, after it was found out they were among the 10,643 social pensioners in Bicol who were discovered to be not included in the database. The 2011 Listahanan listed 775,014 households in Bicol and 59.5 percent or 461,242 of them were identified as poor.

Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) is an information management system that identifies who and where the poor are and made available to national government agencies and other social protection stakeholders a database of poor families as basis in identifying potential beneficiaries of social protection programs and services. In this listing, the island province of Masbate accounted for 160,257 households, of which 103,478 or 64.6 percent were identified as poor to top the regional list in percentage of families living in poverty. Albay, with its 88,242 households or 62.3 percent of 141,617 identified as poor ranked second in poverty rate; Camarines Sur comes third with 136,208 equivalent to 60 percent listed as poor of its 226,714 households; Camarines Norte, fourth for having 40,802 poor or 56.5 percent of its 72,227 households; Sorsogon, 75,769 poor or 53.6 percent of 141,388 households placed fifth; and Catanduanes, with 16,743 or 51 percent poor out of its 32,811 households appeared in the bottom of the list. The social pension program is under Republic Act 9994 otherwise known as the Expanded Senior Citizens Act of 2010 that provides additional government assistance in the amount of Php500 monthly stipend to augment the daily subsistence and other medical needs of an indigent senior citizen. As defined in Section 3 of the same Act, indigent senior citizens refer to any elderly who is frail, sickly or with disability; without pension; and no permanent source of income, compensation or financial assistance from relatives to support his/her basic needs. After the validation which was completed during the last quarter of 2014, Garcia said, the 10,643 social pensioners validated were subjected to Proxy Means Test (PMT) which finally confirmed their social classifications under the NHTS-PR. PMT is a statistical model which determines whether the individuals and households validated through interviews are poor or not.
