Quezon’s ‘Laga Ta Kiokong 2015’ is named as Ms. MindanaoSTAR QUEZON, Bukidnon--Bae Marissa M. Batao, who was crowned as Laga Ta Kiokong 2015, was also adjudged as Ms. MindanoSTAR 2015 during the just held beauty pageant, one of the highlights of Sunggod Ta Kamanga Festival 2015. The activity was facilitated by BusinessWeek Mindanao Corp. Vice President for Marketing Mr. Joe Palabao, who graced the three-day festival of the two Manobo clans–-the pulangihon and Matigsalog. The grandiose and spectacular festival is an annual thanksgiving celebration of the indigenous peoples (IPs)–

the Pulangihon and Matigsalog Manobos coming from the 23 barangays of Quezon, Bukidnon. The judgment was in congruence of the candidates question and answer portion of the contest. Kiokong is the original name of Quezon, Bukidnon being named by the first Manobo settlers of the town. Winning “bae” candidates were smart and witty enough in answering the question in the Manobo dialect since the question was asked in Manobo, said Mr. Palabao. Passive citizens make federalism an oligarchy CAGAYAN de Oro City–– Advocates of the federal system of government had better be sure about how they define it, how it is implemented, what role the people will play in its dynamics, and how they are to be initiated into the system so it will really perform as intended. It’s important to be clea r about t hese because, like most utopian ideas, federalism is easier said than done. And it can end up a captive of vested interests—especially by traditional politicians (trapos) with feudal sensibilities and habits. Consider for example the long-standing and much-extolled ideal of local autonomy. It’s supposed to empower citizens and enable them to exemplif y self-government in administering the affairs of their immediate community. To i nst it ut iona l i ze local autonomy or selfgovernment, the Local Government Code was enacted i n 1991 (R. A.

This disma l lack of autonomy and failure of people empower ment places t he cha nces of success for federalism in serious doubt. ***** The essence of federalism is autonomy, which is a less complicated concept and easier to grasp. If 23 years cannot im-

plant autonomy into the people’s consciousness effectively to enable them to govern the small community of the barangay, what are the chances that they can govern a federal in the foreseeable future? True autonomy can only sprout from the involvement, energy, and inputs of the people— and not just the run-ofthe-mill type of people, but people w it h some sense of their being sovereign citizens, and who will brook no abuse or ma nipulat ion of t heir inherent power. Any call for a shift to federalism must be built upon citizens with a commitment to democracy, people who know more or less how to govern, and who are ready, willing, and able to participate in the governing process— doing so with a passion for citizen responsibility and good governance. To build a federal system upon the tenuous assurance of leaders with a knack for autocratic or

presumptuous leadership would be to start a delicate balancing act with the wrong foot. ***** It will only plant the seeds of oligarchy and dynastic rule, and more surely entrench the already powerful. It will give more power to those in power, but none for the people. T hus, advocac y for the federal system at this time should be accompanied by a campaign to empower the people, ushering them into the processes of governance in their community or barangay. It would not be a difficult campaign to launch, as it would merely entail leadership in complying with the Local Government Code, propagating knowledge of its empowering provisions, and sense that only an active citizenry can assure good governance, prevent corruption, and induce equal See passive, page 7

Cease-fire THINK a minute. In June, 1969, the countries of Honduras and El Salvador declared war against each other. Until then, these two neighboring nations in Central America had been like close cousins. For many years people from El Salvador had lived and worked as farmers in Honduras. Then suddenly things changed and the two countries became enemies. First, the Hondurans attacked the Salvadoran farmers living in Honduras. The thousands of farmers ran home to El Salvador and told about the attacks against them. Next, both countries broke off diplomatic relations, and in a month the fighting started. Five days later, over 2,000 people had been killed. The battles continued with airplane attacks, as well as the news media from both countries broadcasting hateful messages over radio and TV. Finally, there was a cease-fire and they stopped fighting.for a short time. Then, the fighting started again and lasted for many more years. But what happened to cause this war between su c h c l o s e c ountr ies? Would you believe that this long, violent war was caused one day in June, 1969, by a decision made by an athletic official. Thousands of people were killed over nothing more than a disputed score.of a soccer game! Pretty crazy! But no crazier really than the fights we ourselves start with our own family and friendssometimes over nothing more than our sensitive pride. Did you realize that we’re all guilty of rebelling and in a way declaring war against our Maker. We’ve chosen to live the life He gave us our own way instead of His. But He designed His way of living to bring us real happiness, success, and peace of mind. So won’t you call a cease-fire with your Maker? Just ask Jesus Christ for His forgiveness and new life. His wife, Diana toy and Dr. Hilario C. Moncado obtained their Philippine passports and American visas as temporary visitors for three months. They took the Pan American Airways clipper and landed in Honolulu, Hawaii on March 15th. In the United States, he resumed the game of golf with his old friend, Marvin Clawson, who was at the present time the Manager of Fox Hills Gold and Country Club in Los Angeles. Moncado became active in the promotion of golf in California and became a member of the American Military Institute. And again for the nth time he was elected as President and Treasurer by the Federation. In 1949, the Board of Directors of the Filipino Federation of American passed a resolution that he be retained as lecturer to the members with an annual salary of $12,000.00 and to be provided with a home at 2302 West 25th Street in Los Angeles. As there is a great demand by the members for lectures on the Bill of Rights, his

lectures are based on the Constitution of the United States of America. He paid his taxes to the California stare Franchise Tax board and to the U.S. Federal Government and he continued to promote the game of golf which he loved so dearly. After his arrival in the United States from the Philippines, the Filipino gamblers in California were busily propagating to the public that he was a collaborator with the Japanese and not a Five Star General of the Crusaders Army during the occupation of the Japanese in the Philippine Archipelago during the World War 11. original name of Quezon, Bukidnon. This year’s Sunggod Ta Ka ma nga t heme is “Preservation, Recognition and Promotion of Manobo (Manobo Pulangihon and Manobo Matigsalog).” The celebration started with a “Patukaw Ritual” on February 23 at 4 in the morning. The ritual is conducted to seek permission and blessing from the Magbabaya (God) for a successf ul and peaceful celebration, followed by “Ramag,” a sumptuous indigenous people’s breakfast. V i sitor s were t hen entertained with grand civic-cultural parade and street dancing. One of the highlights of the festivities was the holding of the Paratuan ritual, which is the installation, adoption and recognition of new ethnic leaders was performed by a respected Manobo datu. This year, the distinguished recognitions and adoptions were conferred with Myrna D. Repalda as “Bae Maalit-alit” which means “Maabiahon” (cheerful leader), and to Corazon M. Baculina as “Bae Makagimong i mon” wh ich mea ns “Makalingaw” (humorous leader). The lumads also perfor med a r it ua l pr ior to land preparation or any pre-farming called Panalabugta and Pana mpu lot w her e f a r m bolos, sanggot, kamanga-sha r peners, seeds, bountiful produced were displayed and chicken blood was spilled over to ask and request good blessings and tidings to their farming activities. The Katutuanan dance, a cultural dance and merry-making, was a lso conducted w it h the newly installed and recognized ethnic BAE leaders, honored guests, municipal officials and other dignitaries. Chan III of the Department of Tourism, Region 10 (DOT-10) assisted by “Datu Makapukaw” Mayor Gregorio Lloren Gue a nd “Bae Ma kabu l ig” First Lady Madame Carmen Capistrano Gue. Under t he bi l l to be k now n a s t he Fi l ipi no Identification System Act, every Filipino residing in the Philippines shall apply for the registration and issuance of the Filipino ID Card at the office of the Local Civil Registrar of the city where one is resident. Those living abroad shall apply for registration and issuance of the Filipino ID Card at the nearest Philippine Embassy or Consular Office of the country where they are residing. The Philippine Statistics Authority (PSA), as the implementing agency, shall issue a Filipino ID Card within 90 days from the registration of live birth. The parents or the legal guardian of t he minor, incompetent or disabled person shall be responsible for the application and safekeeping of the issued Filipino ID Card. The Filipino ID Card, which shall be made of tamper-proof security material, shall have on its face

the imprinted photograph, name, birth date, gender, date of issue, signature of the owner, the corresponding individual serial number issued by the PSA and such other data as may be deemed necessary. It shall also have the capability to store at least the biometric data of the individual cardholder. The ID card may only be replaced when a child reaches the legal age of 18 years old, when there is a change in name, family name by virtue of court order or by application of law and when ID card is lost or destroyed. Filipino cardholders are required to renew their ID card upon reaching the age of 60. The Filipino ID Card shall be presented in all government transactions i nclud i ng appl icat ions for passport and driver’s license; applications for any services and benefits of fered by t he Government Service Insurance System (GSIS), Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth) and Home Development Mutual Fund (HDMF); and applications for clearances from the National Bureau of Invest igat ion (NBI), courts, prosecutor and the police. It shall also be used as proof of identity, status, age, address, for admission in all learning institutions, for employment purposes, for transactions in banking and financial institutions, for availment of benefits or privileges afforded by law to senior citizens and for voting identification purposes. The bill penalizes any person who k now ing ly uses false information in applying for the issuance of a Filipino ID Card or procures one through fraud and utilizes in an unlawful manner with a fine of not less than P50,000 but not more than P500,000 or an imprisonment of not less than six months but not more than two years, or both at the discretion of the court. source: congress.gov.ph
