in the town of Mamasapano in Maguindanao.

Maongco, after the caravan group of Magelco reached the crossing of Barangay Tukanalipao where scores of armed Moro rebel groups and elite police unit of the Philippine National Police (PNP)-Special Action Force (SAF) died, or-

dered his men to replace three dilapidated wooden posts to three brand new 35-footer steel posts.

He also ordered his men to fix the arrangement of wiring from its sagging position to make it orderly––and replace 10-KVA transformer to 24-KVA to answer to the needs of their fast-growing

customers.

Maongco also met with Mamasapano town Mayor Benzar Ampatuan and other local officials nearby to inform them about the plan of Magelco.

He added that Magelco’s concern is not just to make its customers happy by providing better

Surrender killers of SAF 44: Chiz to MILF SENATOR Chiz Escudero challenged the leadership of the Moro Islamic Liberation Front (MILF) to prove its sincerity that it is committed to peace by surrendering those responsible for the killing of 44 members of the elite police force in Mamasapano, Maguindanao on January 25.

“I strongly challenge the sincerity and intent of the MILF: identify and surrender your men before the bar of justice. This is part of your commitment to the peace agreement,” Escudero said.

“Now if you say they are not from your ranks but from the other armed groups, you are still dutybound to identify and surrender these people who committed the crime,” the senator added.

Escudero said the quest for peace had already taken a long and arduous process, cognizant of the steps taken by the government to arrive at a peace agreement. “Now, we put to task the MILF to do something, however difficult it may be for them, to help clean the gap and turn in the perpetrators of the Mamasapano massacre.

As early as now, help clean the gap between peace and violence.”

T he Musl i m reb els claimed that fighting between the MILF and the Special Action Force (SAF) erupted because the government troops did not adhere to the concept of “stepping on the line.”

“They (MILF forces) insist that this stepping on the line be strictly enforced and respected. But clearly, the rebel group stepped on the line of justice which is a grave and inexcusable error especially in the midst of a peace pact,” the senator said, as he chided Presidential Adviser on the Peace Process Teresita Deles for apparently acting like the spokesperson of the MILF instead of pushing the agenda of the Philippine government.

“Our peace panel representatives cannot toe the line of the government and at the same time be the mouthpiece of the MILF by saying they understand how difficult the situation is with the MILF. You are not between a rock and a hard place; you are in the government. Don’t forget that,” Escudero said.

Based on the video, the Mamasapano tragedy clearly was a massacre and not a “misencounter,” according to Escudero.

“Stop calling the Mama-

sapano tragedy a misencounter, as it is now clear that it was a massacre as revealed by the gruesome video showing how the SAF officers were brutally executed by armed men,” he said.

“This is disturbingly brutal and barbaric and has no place in a civilized society.

Conscience and humanity has totally escaped these people and justice must be exacted at all cost,” he said.

Aquino Speech 2: Posers

GENERAL Santos City–– President Benigno Simeon C. Aquino III’s address to the nation last January 28 was an apology; the second one last February 6 was an assurance. In both, the President intended to dissipate a gathering storm, calm a threatening crisis in the aftermath of the wellplanned Mamasapano police operation gone awry. Let’s join him.

But as he sought to dissipate the gathering storm and calm a threatening crisis, his second address raised some posers that if not well understood can worsen the storm and the crisis. His assurances have been met with dissatisfaction – not just from his critics but most notably from the angry he had sought to pacify – according to media reports.

His Principal Messages While addressing the nation, the President was obviously speaking in particular to the Philippine National Police and the relatives of the 44 members of Special Action Forces who died in the Mamasapano operation.

In brief, his messages were: First: Our policemen and soldiers make the greatest sacrifice when fighting “those who wish for continued violence and discord” in “our desire for lasting peace and security”. This the SAF commandos did in the covert operation in Mamasapano against the Malaysian international terrorist Zulkipli bin Hir alias “Marwan” and Moro terrorist Abdulbasit Usman.

Marwan was killed but the “triumph” was at the “heavy” price of 44 commandos killed.

His assurances: (1) Rehis responsibility: “As President and Commander-inChief, I am fully responsible for any result—any triumph, any suffering, and any tragedy—that may result from our desire for lasting peace and security.”

(2) To the widows and relatives of the 44 commandos: “Just as I was responsible for your loved ones, so too am I responsible for you; it is my duty to ensure that the sacrifices made by your relatives are repaid. My promise to you remains unchanged: During my remaining 17 months in office, I am doing, and will continue to do, everything

I can to guarantee your families’ well-being.”

Second: Considering the risks and recalling the many failed operations the police and military had previously launched against Marwan, he assured: “When it comes to the operations reported to us, we have always reviewed them to learn the lessons they may carry, especially when our troops are slain.”

Reflecting on the Mamasapano debacle: “This is why I continue to ask: Was there anything more that could have been done to avoid this tragedy?”

Third: From his “own investigations” and his “own interviews of those who participated in this operation”, this fact “clearly emerged that: The situation our troops found on the ground was vastly different from what was expected under the plans.”

Fourth: He fully laid the blame on the SAF chief,

Police Director Getulio Napeñas. “As commander, he had full knowledge of the entire plan, together with the dangers that came with it; he would be the first to know if the plan was being executed correctly. He should have known what was happening at every moment.” From “what had transpired”, he said, Napeñas could have decided when “the mission could have been aborted or postponed, or when the plan could have been dramatically changed”.

Fifth: He announced the resignation of the suspended Police Director General Alan Purisima.

Acknowledging the vital role Purisima had played in the efforts to capture Marwan and Usman and recounting his long personal association with Purisima, he said it was painful for him to accept Purisima’s resignation.

Sixth: Obviously, parrying the call for his resignation from some sectors especially the left, he assured: “I fulfill, and I will continue to fulfill, my duties as President. The morale of our Special Action Force troops needs to be raised. Their status as a fully operational unit needs to be restored.” He assured, too: “As there are those who seek to drive a wedge between the AFP and PNP, we will make sure they do not succeed; we should not waste the good working relationship between the AFP and PNP.” Seventh: He sent a strong message to the members and leadership of the MILF: “From the onset, I have considered you brothers on the path to peace. Until now, I am confident that you will help us in seeking justice; that those who have done wrong should be held to account, especially if it is confirmed that there were SAF troopers who were executed despite being wounded and defenseless.

Your efforts to limit the movement of the BIFF are a good first step.

“Now about Usman, let me point out the following: If he remains within your

territory, or is protected by one of your members, we expect you to surrender him to the authorities. If not, we expect you to do everything you can to help capture him. And if even this is not possible, do not interfere with our pursuit of Usman.

“May this serve as a warning and a reminder: We will get Usman, whatever you decide, regardless of who provides a safe haven for him, regardless of where he may be hiding. Let no one doubt: We are partners in pursuing peace and justice.

To those who have lost their way, who would still stand in our way, remember this: You are fighting the State, and we will run you over.”

Eighth: His assurance: “To all those working with us towards peace: We are fully committed to continuing the fight.” And warning: “And I say to those opposed to our objective, especially those who resort to violence: Mark my words, you will feel the sharpened and strengthened might of a unified Filipino nation.”

Poser 1 He stated: “Like you, I want to know the whole truth behind this incident.”

What does he mean? In “Third” above, he said he had clearly seen the main cause of the debacle and, in “Fourth”, he fully blamed Napeñas for this. Corollary to the “Fourth”, why did he accept Purisima’s resignation if Napeñas was fully responsible (“Fifth”)?

What did he clearly see?

“While studying what had transpired”, he saw (1) “the situation on the ground was so different from what had been envisioned in the plan”; (2) “no coordination had taken place regarding expected assistance” from the military; (3) “the Armed Forces could render little aid, if at all, because they were not given sufficient time to prepare”.

-oooTHE GREATEST LOVE OF ALL: In John 3:16, we are reminded of the greatest love of all, which is the love of God: “For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. For God did not send his Son into the world to condemn the world, but to save the world through him…”

This love of God for us is priceless, because God loved us when we were yet unlovable as we were full of sin, as what 1 John 4:9-10 said: “This is how God showed his love among us: He sent his one and only Son into the world that we might live through him. This is love: not that we loved God, but that he loved us and sent his Son as an atoning sacrifice for our sins…”

So, if God greatly loves us that He even removed our sins from us after we believed and accepted Him, then how can we even respond to this love? How can we show our own love for God? In 2 John 1:6 we are told: “And this is love: that we walk in obedience to his commands. As you have heard from the beginning, his command is that you walk in love…”

CHILDREN OF GOD, BLO OD KIN OF THE CHRIST: When we walk in obedience to the commands of God, we are walking in the light. And if we are walking in the light, we are continually cleansed of our sins by the blood of God that was shed in the cross of Calvary. In 1 John 1:7, we are told: “But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus, his Son, purifies us from all sin…”

If the blood of Jesus purifies from all sin, we become one with Him, as 2 Chronicles 5:17 is saying: “If anyone is in Christ, he is a new creation; the old has gone, the new has come.”

What is the “old (that) has gone” and the “new (that) has come?”

It is our sinful flesh.

Because we are already in Christ, we become a part of His flesh (Ephesians 5:30).

Our flesh, because it has become a part of Christ’s flesh, becomes the “forgiven flesh”, a flesh free from sin. And if our body already forms part of the flesh of Christ, the “flesh of forgiveness”, would He agree that the blood flowing in our veins would still be the “blood of sin”?

No more. Since our bodies already form part of His own body, He will not agree that the “blood of sin” will be flowing through it. It is His blood that will start to run in our veins.

When this happens, we become children of God in the real sense (John 1:12), and blood kin of the Christ (Ephesias 1:7), all because of God’s love for us. So, in this season of love ask yourselves: are you now a child of God, blood kin of the Christ, and so reflect God’s love?

In 1943, 5-Star General Dr. Hilario Camino Moncado as “Commander X”, his sectional headquarters in the Philippines were as follows: FIRST---- Manila, the capital and the center of commerce of the Philippines were thousands of Americans were interned in the campus of the University of Santo Tomas by the Japanese. He placed 4 divisions, or 100,000 Crusaders in this area.

SECOND----Cebu, the capital of Cebu Province and the center of commerce of the eastern Visayas, he placed 4 divisions in the area. THIRD----Iloilo, the capital of Iloilo Province and the center of commerce in Western Visayas, he placed 4 divisions in this area. FOURTH----Davao, the capital of Davao Province and the center of commerce of the Island of Mindanao and the Sulu Archipelago, he placed 4 divisions in this area. FIFTH---Tacloban, the capital of Leyte Province and the center of military strategy of the Crusaders Army, he placed 4 divisions in this area.

SIXTH---Lingayen, the capital of Pangasinan Province and the center of military strategy of the Crusaders Army in Northern Luzon, he placed 4 divisions in this area.

SEVENTH----Nasugbu, an important port of the Island of Mindoro and the center of military strategy of the Crusaders In South Manila. In this area, he placed 4 divisions. EIGHT---Olongapo, In Zambales Province and an important U.S. Naval Station.

He placed 8 divisions, consisting of 200,000 Crusaders, in this area which was the reinforcement center of the Crusaders Army to Lingayen and Manila.

NINTH----Quezon City in Rizal Province, the main headquarters and the military center of information of the Crusaders. He placed 8 divisions in this area. TENTH---Mainit in Surigao Province on the northern tip of Mindanao Island and south of Tacloban, Leyte, he placed 8 divisions in this area, the center of activities which kept the moral-religious binding among the Crusaders that the CROSS IS A SIGN OF CHRISTIANITY and A SYMBOL OF VICTORY. ELEVENTH---Pilar, a town of the Island of Pilar, one of a group of Islands of Camotes, in the Province of Cebu. This was the reinforcement military center of the Crusaders Army in the two groups of Islands of the Visayas. In this area, he placed 8 divisions.

TWELFTH---Bantayan Island which has three towns; namely Bantayan which is the largest, Sante Fe which is next to the largest, and Madridijos which is the smallest of the three towns. Bantayan Island in the Cebu Province and the home of millions of fish. The town of Bantayan was the military fish-food supply center of the Crusaders Army, fish and other food which had been picked

upin Mainit of Mindanao Island were distributed to all the strategic points of the Crusaders Army.

In this area, he placed 40 divisions, consisting of 1,000,000 Crusaders and he created one fleet of 100,000 batels (sailboats) with each batel manned by a crew of ten Crusaders.

Each crew made its own batel and each batel would carry 50 crusaders when needed for reinforcement along the strategic coastal lines. These crusaders were fishermen, by trade, and farmers, acting as seafaring pirates of the High Visayan Seas; in other words, guerilla fishermen.

The batels would meet the tny fleet of U.S. submarines in the Visayan seas, sent by General MacArthur from his headquarters somewhere in the Pacific Ocean, where Camel and Chesterfield cigarettes were labeled “I SHALL RETURN, MacARTHUR”, clothing, U.S. uniforms for the guerillas, medicine, tommy guns, rounds of ammunition. U.S. 45-revolvers, propaganda on the war movement, etc., were picked up by the batels.

The items were placed in baskets inside big dried fish; the baskets were covered by dried fish and big, fresh fish were placed atop the dried ones. The hidden items were then ready for distribution to all strategic points along the coastal lines of the Philippines. In case of any encounter with the Japanese submarines in the Visayan seas, fresh fish were shown by the batel crew.

Also, these batels carried food supplies, that had been picked up in Mainit, Mindanao Islands where rice, corn, camote, bananas, mangoes, onions, etc., were produced by the members of the Filipino Federation of America as members of the labor battalion of the Crusaders Army; these p0roducts were brought ti Bantayan Island for distribution. Because of lack of weapons from General MacArthur’s Headquarters, Filipino natives in the labor battalion of the Crusaders Army manufactured native weapon such as: all kinds of bolos, arrows, knives, etc., in Sudlon, Cebu Province, in Lipa, Batangas, in Nasugbp, Mindoro, in Tacloban, Leyte, and in Dansalan, Lanao. Upon being ready for distribution, the weapons were hidden in sacks of rice, sacks of corn, and inside of big ripe bananas, and placed in the batels where these would be recovered with fish.

All supplies for delivery to the guerillas, in all the strategic points in the entire Philippines were picked up by the guerilla runners. THIS WAS THE FREE ZONE OF THE CRUSADERS ARMY. In 1944, General MacArthur’s “I SHALL RETURN” was the slogan of the 2,500,000 Crusaders Army forces throughout the Philippines. This was the year in which President Quezon died and was succeeded by Vice President Sergio Osmena. President Osmena appointed Mr. Carlos P. Romulo as Resident Commissioner of the government of the Commonwealth of the Philippines in Washington, D.C.

As General MacArthur was the Field Marshall of the Army of the Philippine

Commonwealth, he had to return to the Philippines to save the thousands of American internees in the campus of Santo Tomas University in Manila and in the provinces of Laguna and Pampanga.

General MacArthur was welcomed with open arms by the whole Philippines, especially by the guerillas who had been promised with back pay.

General MacArhtur was surprised to see thousands of guerillas who shouted, “Mabuhay si General MacArthur!” (“Long Live General MacArthur”), upon his landing on the shores of Tacloban, Leyte, Philippines, on October 20, 1944. The shore was called-Red Beach which is near Olot Area where bullions of gold were buried by the Japanese which were looted in South East Asia, and this is near the Sto. Nino Shrine of Imelda were gold nuggets are decorated inlaid the backdrop of the façade of the shrine.

During Typhoon Yolanda, American 7th Fleet arrived in Olot bringing backhoes, dump trucks and while the Leytenos were busy savings their lives, these equipment were busy taking all the AUs and brought them to the United States of America. The Filipinos were

caught unguarded with these bullions of AUs being taken away from our Philippine shores and taken to foreign lands for their benefit.

The main body of the Japanese army was no longer in Manila. He saw to it that the American Internees in the Santo Tomas University campus, and in other provinces, were taken care of and that no molestation or bodily harm were done to them; 5-Star General Hilario Camino Moncado checked and rechecked the condition of the Filipinos; and he kept up the morale of the civilian population by informing them that General MacArthur had established headquarters in Tacloban and would be in Manila soon, bringing clothing, food and medicine.

The Crusaders Army’s fleet of batels continued to receive hundreds of thousands of arms of all types., millions of rounds of ammunition, great quantities of radio equipment, clothing, food and medical supplies which were delivered by General MacArthur’s tiny fleet of submarines over the high seas of the Visayas.

One of the Imperial Japanese Army Strategists, General Tomoyuki Yamashita, the Tiger of Malaya”, was spotted one afternoon at the New Manila district near Quezon City by the Crusaders Army’s Military Intelligence. Upon being informed at general headquarters of the Crusaders Army in Quezon City, he left immediately with his staff in their “calesa” (horse-drawn carriage) for the New Manila District.

General Yamashita was in conference at this headquarters with two Filipinos who were both pro-Japanese, General Artermio Recarte and Mr. Benigno Ramos. General Recarte had lived in Yokihama, Japan for

many years; Mr. Ramos was the commander of the Makapili Army which was anti-Crusaders and in fact, the Makapili Army and the Crusaders Army often encountered each other in the San Juan District.

A few days later, General Yamashita made an ultimatum order that all Filipino guerillas must surrender to him at once or else be punished by death if caught. The Crusaders Army retaliated, challenging the Makapili Army for a showdown on the battlefield; the Makapili Army responded. The bloody battle on November 4, 1944 at Montalban, Rizal Province, where the water reservoir which supplies Manila and Quezon City is located. The eight (8) divisions, consisting of 200,000 strong Crusaders were fully equipped with rounds of ammunition, radio units, tummy guns and medical supplies.

Able Filipino doctors stood by for the men of 5-Star General Hilario Camino Moncado. Thanks to General MacArthur, the soldiers were prepared for a real showdown with the brutal Japanese. The whole Makapili Army, including General

Recarte and Benigno Ramos were wiped out and General Yamashita was stuck in this area.

General Yamashita ordered all the Imperial Japanese Army forces in Manila to meet the Crusaders Army at the Montalban Area. In the first week of December, 1944, General Yamashita was defeated. If any Japanese was not killed in the encounter, he committed “hara-kiri” the Japanese symbol of defeat. General Yamashita ran to the mountains of Baguio, the summer capital of the Philippines. His hideout was a tunnel by Japanese military engineers.

History tells us that these Japanese invaded the Philippines underground by digging tunnels from Aparri to Jolo. This epic of how the Japanese invaded the Philippines has NOT been written in history. The bullions of gold looted by the Japanese from all over Asia, China and Korea were buried in these tunnels. It is said that were 2,111 boats, bunkers, ships traversed from Malaysia, Indonesia, Brunie, Jolo Seas and to the South China Seas bringing to Japan the looted AUs, diamonds, platinum coming from the

rich countries of Asia. Japanese were confident enough that they would win the war and the Philippines will be theirs. Boats were sunked carrying bullions of gold and were buried In the Philippines.

There were 200 Japanese and men in charge of the communication line between Manila and General Yamashita’s headquarters in Baguio; these Japanese were stationed at San Rafael Street, San Miguel District, Manila, a few blocks from Malacanan Palace. At the Crusaders Army headquarters, they intercepted over the radio, General Yamashita’s order that all Japanese officers and men and well as President Jose P. Laurel and his cabinet of the Philippine Puppet Government, leave on the eve of December 3, 1944, for Baguio and Mandaluyong District, and into the Pasig River and Antipolo, Rizal Province. The only units to remain were the suicide Kempetai unit of Fort Santiago and the Japanese suicide marines unit, numbering about 20,000 as against 100,000 Crusaders who were well equipped and ready to face the enemy. …. Will the Board of Inquiry, composed of PNP top brass, sacrifice the good PNP image to the whole truth? Why did he not form a commission like the Agrava Commission to do the “comprehensive and unbiased investigation”?

Why did he tolerate Purisima’s usurpation of Espina’s authority? He was told the AFP would be informed at the start of the operation. Did he question this improper coordination?

Yet, in “Second” above, he said: “When it comes to the operations reported to us, we have always reviewed them to learn the lessons they may carry, especially when our troops are slain.”

Did he do this after the January 9 briefing until the deployment of the SAF forces starting January 22?

In wanting to know the truth now, does he already know the truth but is afraid to face it?

Why did he state in “First” above, “I am fully responsible for any result” yet he fully blamed Napeñas?

Elipe proposed that the budget allocated by the city government for the Regional Trial Court, Municipal Trial Court in Cities (MTCC) and City Prosecutor’s Office, Public Attorney’s Office this year be used for their office needs.

During the regular session presided over by Acenas, and after hearing the sentiments of the judges, Elipe suggested that items listed in their respective budgets such as those intended for traveling and training expenses first be reverted to capital outlay through an ordinance to address their immediate needs.

He said the amount will later on be replenished through a Supplemental Budget.

Elipe also cited that the city has savings from last year’s budget which could be utilized if approved by the city mayor.
