Mindanao vies for Guinnes record with 4.6m trees planted DAVAO City––The Mindanao Development Authority (MinDA) and the Department of Environment and Natural Resources in Region 11 (DENR-11) will take the lead in the tree planting activity on September 26, targeting 4.63 million trees planted in an hour in 289 sites in Mindanao to beat current world record with most trees planted. DENR-11 regional executive director Joselin Fragada said the project dubbed as “TreeVolution: Greening MindaNOW” under the National Greening Program of the govern-

ment will gather 230,000 Mindanao stakeholders to simultaneously plant trees in 9,200 hectares (multiple sites in Mindanao), including the Autonomous Region of Muslim Mindanao (ARMM). Korean mushroom cultivation project opens in NorMin C L AV E R IA , M i s a m i s Oriental – Department of Agriculture Regional Field Office 10 (DA-RFO 10) opens a Mushroom Cultivation Commercial Product Technology Transfer Project at the Misamis Oriental State College of Agriculture and Technology (MOSCAT) in Claveria, Misamis Oriental. “DA assures you that we will have this technology transferred to our farmers in the region,” said DA-10 assistant regional director Constancio C. Maghanoy, Jr. during its completion ceremony. The project was realized through the collaborative effort of the DA-RFO 10 through the Claveria Experiment Station (CES), MOSCAT, the local government unit of Claveria and the Korean Government through the Center for Overseas Agriculture and International Development (COAID) as the project proponent and implementer

in cooperation with Farm 23 and the Korea International Cooperation Agency (KOICA) as the funding organization. It aimed to promote mushroom cultivation as a source of living among farmers as it is deemed to be a viable enterprise. This is in line with the government’s effort in attaining food security and poverty alleviation. With the implementation of the project, two growing houses, two incubation houses, a boiler room, an inoculation room, a sterilization room and a substrate making building were built inside the MOSCAT campus which serves as an area for cultivating oyster mushrooms. More so, local farmers from barangays Lanise and Luna were also trained on the technology and are expected to continue the project and make it successful in order to encourage their fellow farmers to venture

into mushroom production Dr. Yang-hoon So, director of COAID, challenged the local farmers to harness their potentials in order to attain their goals in augmenting their income. He also hoped that more will get interested into mushroom cultivation. For his part, Dr. Rosalito A. Quirino, MOSCAT President, expressed his gratitude to the project implementers and revealed that the university is already preparing for a ten-year plan to make the project profitable and sustainable. “We would also want that this technology will have an impact to the lives of our farmers as we aim that the technology that is being showcased here will also be replicated in the nearby farms. We take the challenge of not putting this project to waste as more farmers, students and researchers will benefit from it,” said Dr. Quirino. Moreover, the P1.18M

Mushroom Spawn Laboratory at the CES was also inaugurated. The facility funded under the Organic Agriculture Program of the DA is in support to the mushroom cultivation project of KOICA and COAID. ARD Maghanoy also disclosed that in addition to the Mushroom Spawn Laboratory the department has also allotted around P1M

funds for the production and research for mushroom which will be established as techno-demo projects at the agency’s research stations. This is DA’s counterpart to the Korean mushroom cultivation project. The DA has also slated trainings for farmers and agricultural technicians from the local government units in order to transfer the technology

at the grassroots level. With the completion of the project, KOICA resident representative Min-Hyeon Song is hopeful that it will contribute to enhance land management, agricultural productivity and farmers’ income and in turn, will become a model for rural development in the Philippines. DENR R10 conducts protected area conference, governance assessment

The CMCI was designed to encourage local governments to regularly track data and, eventually, benchmark performance against other cities in the ASEAN to better manage their regions. The CMCI was developed by the NCC through the Regional Competitiveness Committees (RCCs) with the assistance of the INVEST Project of USAID. City and municipality data used in the CMCI were voluntarily submitted by the RCCs. Economic Dynamism scores were based on data on the size and growth of the local economy as measured by business registrations, capital, revenues, and occupancy permits; capacity to generate employment; cost of living; cost of doing business; financial deepening; productivity; and presence of business and professional organizations. Government Efficiency scores were based on data on transparency scores, economic governance scores, local taxes and revenues, local competition-related awards, business registration efficiency, investment promotion, compliance to national directives, security, health, and education. Infrastructure scores were based on data on existing road network, distance from city/ municipality center to major ports, Department of Tourismaccredited accommodations, health infrastructure, education infrastructure, basic utilities, infrastructure investments, ICT connection, ATMs, and public transportation. Information drive on Oro’s environment fee law pushed CAGAYAN de Oro City - The city government is already collecting environment fees for use of plastic bags in big malls, said city treasurer Glenn Banez during the meeting of the City Council committee on finance and ways and means, August 5. This is in line with the implementation of Ordinance No. 12440-2012, which regulates the distribution of single-use plastic carryout bags and requires retail establishments to collect a pass-through charge from customers requesting singleuse plastic carryout bags. The city treasurer said in a few months or next year the ordinance will also be implemented in other establishments. The committee, chaired by councilor President Elipe, invited the city treasurer to attend the meeting in response to the letter of a proprietor regarding the alleged “urgent demand” by employees of the City Treasurer’s Office to collect the fine imposed for violation of the ordinance.

The city treasurer said no such instruction was given as it has been agreed that an information drive will first be conducted, as requested by councilor Elipe weeks ago. The councilor proposed that 2014 be allotted for the campaign before its full implementation in 2015. “Tell us what we can do in the City Council,” said councilor Elipe. It was recommended that common posters and signages be placed in establishments for the information of the public. PROCEEDS The ordinance provides that the proceeds of the passthrough charge or plastic carryout bag fee shall be held in trust by the retail store and remitted to the executive board created by the city mayor. Councilor Elipe stressed that the ordinance is meant to discourage the use of plastic bags, which are environmentally hazardous. He said if there is no collection from environment fees since no plastic bag was used, it would

mean that the campaign is a success. He said establishments should not shoulder the passthrough charge intended for customers as it will defeat the purpose of the ordinance. The ordinance aims to reduce the millions of singleuse carryout bags currently used in the shopping malls and stores in the city and to maintain and enhance natural resources by reducing the negative environmental impact of single-use carryout bags. AMENDMENT In view of concerns that the use of paper bags for bread products could have chemical reactions, the committee endorsed to the committee on environment and natural resources chaired by Councilor Zaldy Ocon, the proposal to amend the ordinance. Councilor Elipe said a public hearing on this should be held. He said the effects of plastic to cooked food products should also be studied. (CdeOSP)
