Solon: anti-selfie bill will affect everyone BAYAN Muna Rep. Carlos Isagani Zarate said that the so-called “Anti-Selfie Bill” or House Bill 4807 will affect everyone with a cellular phone camera or any recording device because its provisions are “so broad” that it would cover even those innocently taking “selfies” or “groupies” and those paparazzis pursuing news stories. According to HB 4807, the following acts are considered an intrusion into the personal privacy of another and shall be presumed to have been committed with the intent to gain or profit: -capturing by a camera or sound recording instrument of any type of visual image, sound recording or other physical impression of the person -trespassing on private property in order to capture any type of visual image, sound recording or other physical impression of any person -capturing any type of visual image, sound recording or other physical impression of a person or family activity through the use of a visual or auditory enhancement device even when no physical trespass has occurred, when the visual image, sound recording or other physical impression could not have been captured without a trespass if no enhancement device was used. Section 4 of the bill says any person whose personal privacy was intruded as defined may in a civil action against the person who committed the intrusion, obtain any appropriate relief, including compensatory damages, punitive damages, and injunctive and declaratory relief. Any person obtaining relief may be either the person whose visual or auditory impression has been captured or the owner of the private property trespassed to capture the visual image, sound recording or other physical impression of another. “The fact that no visual image, sound recording or other physical impression of a person was actually sold for gain or profit shall not be available as a defense in any civil action or proceeding for the enforcement of the provisions of this act,” the bill explained. The only exemption from this act is legitimate law enforcement activities. “At first glance, the terms used in these provisions may seem harmless and well meaning. Yet, a deeper look at how they will impact in everyday lives is truly worrisome. It affects not only those in the media profession but everyone,” Rep. Zarate said. He added that the misleading title of the bill, “Protection against Personal Intrusion Act”, cannot hide “its serious implications on freedom of expression and press freedom.” “We welcome the openness of the bill’s authors to bring HB 4807 back to the committee level so that we can carefully review and scrutinize the bill, for its possible amendments or revision,” said Rep. Zarate.

MisOr, partners intensifies campaign against dengue MISAMIS Oriental - The provincial government of Misamis Oriental through the Provincial Disaster Risk Reduction and Management Council and the Provincial Health Office intensifies information and education campaign against dengue by conducting series of organizational meetings among municipal and village coordinators, health coordinators, educators, and capitol department heads and chiefs of offices. Even on holiday, Governor Yevgeny Vincente B. Emano convened aforementioned stakeholders and ordered provincial disaster risk reduction and management officer Edmundo Y.

Lim and other stakeholders to formulate immediate plans and courses of actions to combat the rising cases of dengue in the province. “I am deeply saddened by reported deaths due to dengue, I cannot bear anymore if another lives will be loss. Thus, series of information and education campaigns in partnership with the Department of Education will be held in different public schools in the province, tapping not only

educators but also parents. Capacity building for educators and parents will be on August 29 at Initao National Comprehensive High School (INCHS) for schools from the municipality of Opol to Lugait and Paula’s Conference Room for schools from municipality of Tagoloan to Salay and on September 1 at Gingoog City Division Office, for schools from the municipality of Binuangan to Magsaysay. One of our heroes is Dr. Jose Protacio Rizal, our Philippine national hero. He was born in Calamba, Laguna in June 19,

1861. He’s the son of Francisco Mercado and Teodora Alonzo. In June 1892 and on July 3, founded the La liga Filipina. Its aim was to unite the Filipinos and promote progress through commerce, industry and agriculture. He was killed at Bagumbayan on December 30, 1896.
