Government targets increasingly tapping the youth for action on climate change, believing this sector comprising the bulk of population nationwide can be instrumental in addressing the problem. Authorities plan achieving such a goal by including youth-oriented activities in government’s climate change advocacy campaign so youngsters, and not just their elders, can better understand climate change and its impacts on the country. “It’s important for all of

us to join forces in addressing climate change,” Department of Environment and Natural Resources (DENR) Undersecretary Demetrio Ignacio said during the launch of government’s climate change advocacy campaign forthis leading Philippine urban center. (SPI) eagerly watch a healthy hawksbill sea turtle released at the shores of the 210 MW Mindanao Coal-Fired Power Plant in Villanueva, Misamis Oriental. The DENR’s Protected Areas and Wildlife Division estimate the turtle to be at least 30 years of age and has a length of nearly one meter. The sea creature was found along the shoreline area of Steag’s power plant and was kept for observation and safekeeping by the company’s environment protection office prior to discharge by DENR-PAWD personnel. The government aims to further locate sink holes in the country to help better protect life, limb and property from possible collapse of these naturally formed depressions in the ground. “We already mapped sink holes in Bohol province and plan to do the same in Cebu, Negros Oriental and Negros Occidental provinces as well as Baguio City,” said Mines and Geosciences Bureau (MGB) Director Leo Jasareno. Every successful community, institution or a simple group is a result of a good governance. It is true that in order for a group to be successful, a leader must exist. Leadership is a social influence that encourage people to be active in accomplishing a task, simple or comprehensive. Becoming a leader takes a lot of courage and skills especially in influencing others, and in order to be influential, he must be effective. In creating a leader inside a person, there is also a need to adopt habits that serve as ways to discipline oneself. According to American author Steven R. Covey, one way to effective leadership is for a person to be proactive. Proactivity is the ability to control a situation through making things happen or preparing for possible future problems. A strategy to be proactive is goal setting, a process of turning one’s vision or plan into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. Setting mission and vision that serves as direction is also best way in order to be an effective leader. Other than that are opting the things to prioritize and synergizing is also great for an aspiring leader. Being a leader is a tough job. Being an effective one is tougher because it requires change and improvement inside and outside part of a person. However, knowing that it is a tough job is also recognizing that it is fulfilling.

Nakakatanggap po ako ang mga pagpuna mula sa ilan, dahil sa mga artikulo at mga kolum at mga komentaryo ko sa aking mga broadcast sa radio na pumupuna at bumabatikos din sa Pangulong Aquino at sa kanyang gobyerno sa ngayon. The “Taho Sa Katawhan,” is the local version of the State of the Nation Address (SONA) where the governor would report to the people on the achievements and programs of the provincial government. Emano said that the environment is one of the eight pillars of his administration - set for his governance when he assumed office a little over a year ago. The first “Taho Sa Katawhan” would be on Wednesday, August 6, at the provincial capitol grounds here where stakeholders and officials from the national and regional government agencies have been invited. Emano said that the formulation of the Provincial Plan for the Protection, Conservation, and Rehabilitation of the Environment and Natural Resources was one of the first concerns of his administration. Along this line, he said, that he has reactivated the Provincial Mining and Regulatory Board in a bid to counter the proliferation of illegal mining in the province. “While we have succeeded in curtailing the illegal mining in Misamis Oriental, the province has also succeeded in regulating the rampant quarrying here,” Emano said. Such nationwide drive is anchored on the Tagalog theme ‘Nagbabago na ang panahon, panahon na para magbago’ which urges change amidst the changing times. Latest available government medium assumption projections indicate the youth sector’s potential for boosting the campaign against climate change. The projections show youngsters below 30 years old will account for almost half of the country’s expected 142 million-strong population

by 2040. Government’s 2010 nationwide census also showed such group as comprising around half of the 92 million-strong Philippine population that year. Ignacio reiterated urgency for concerted action, noting the country’s people and environment are at risk for climate change. “Studies show the Philippines is among countries most threatened by the changing climate,” he said. Experts already cited onslaught of extreme weather events as well as sea level and temperature rise as climate change’s impacts on the Philippines. They said climate change results from global warming that occurs as greenhouse gas (GHG) emissions accumulate in the atmosphere and trap heat there, raising temperature. “Effects of global warming and climate change are already felt worldwide, prompting world leaders to lobby for climate change adaptation and mitigation,” Presidential Communications Operations Office Undersecretary Jess Yu said at the Metro Manila campaign’s launch. ENGAGE has been providing technical assistance to the city government in the implementation of its SWM program. Discussed during the meeting were the efforts of each sector to make the program successful. The religious sector through the Ulama Council integrates the value of cleanliness in Islamic teachings. They convince people by emphasizing that cleanliness is mandatory in Islam. They also discuss the health issues on garbage mismanagement in religious fora. DxSR Sallam Radio, on the other hand, has a program on air dubbed “Matanos a Marawi” which tackles the importance of cleanliness and other topics related to proper solid waste management. It also targets the youth by educating them on how to throw garbage properly. Philippine Information Agency (PIA) also expressed support to the program as it has just launched its newest advocacy on climate change “Nagbabago na ang Panahon, Panahon na para Magbago.” The advocacy campaign focuses on four priority areas which include solid waste management. As the dissolution continues, he said such cavities become bigger until the surface above these spaces collapses due to lack of support underneath. The MGB is investigating the reported 40 ft.-wide sink hole discovered in Cebu’s Sta. Fe municipality last month, Jasareno noted. He said MGB already set a 15-m. buffer zone around the sink hole site and recommended evacuation of residents there. Earlier, MGB also cited Bohol as among Philippine areas most at risk for sink holes. “Limestone underlies about 80 percent of Bohol,” said Jasareno. The only Bohol area that is free from limestone is the island-province’s northeast

quadrant, he noted. The magnitude 7.2 earthquake in Bohol last year exposed several sink holes there. MGB supervising science research specialist Liza Manzano clarified earlier that earthquakes don’t create sink holes. She noted that earthquakes instead facilitate the ground’s rupture, possibly exposing cavities beneath the soil surface. Manzano noted the possibility for sink holes’ formation is higher in southwestern Bohol as limestone there is still “young,” dating back to the Pleistocene period less than three million years ago. She noted that particles of such cavernous limestone are not well-compacted yet so this kind of rock is porous and more prone to dissolution. MGB uses ground-penetrating radar (GPR) in its mapping activities, said Jasareno. GPR is like an x-ray that can probe rocks 100 meters deep, he earlier said. He hopes LGUs will use MGB’s sink hole maps as reference in preparing respective zoning plans so development can be outside danger areas. “Our maps aim helping LGUs zone areas with respect to natural hazards,” he said. Unlike Bohol and other areas, however, Jasareno reiterated Metro Manila is not prone to sink hole formation. He said adobe is the rock generally underlying Metro Manila. “Adobe isn’t prone to dissolution in water so Metro Manila is safe from sink holes,” he assured. Jasareno continues urging people to seek MGB data on geological conditions in their communities so they can prepare for these accordingly. “People can use our free data as reference,” he said. Among information MGB disseminates is data on waterinduced flooding and landslides in cities and municipalities nationwide. (PNA)
