MANILA, Philippines Former president Benigno Simeon “Noynoy” Aquino was charged for the first time at the anti-graft court Sandiganbayan on Wednesday, November 8 over the botched Mamasapano operations.

He was charged for one count each of graft and usurpation of official functions for allowing dismissed police chief Alan Purisima to participate at the Oplan Exodus despite his suspension at the time.

The Office of the Ombudsman recommended bail for Aquino at P40,000 or P30,000 for graft and P10,000 for usurpation of official functions.

MANILA, Philippines – President Rodrigo Duterte has set aside P500 million for wounded and disabled soldiers, including those who fought in Marawi City.

Speaking to Philippine Marines on Tuesday, November 7, Duterte said he already ordered the release of the funds to build homes for the soldiers and pay for their treatment and recuperation.

“The other day, I told Defense Secretary Lorenzana that I’d be releasing P500 million for the wounded and disabled soldiers, just for them,” he said.

Tawi-Tawi tourism booming; tourist arrival up three folds

ZAMBOANGA CITY -The province of Tawi-Tawi is experiencing a tourism boom with visitor arrivals increasing three folds this year as compared to the previous year.

This, as the province is attracting tourists, both local and foreign, even as Mindanao is under martial law since the second quarter of this year due to the Marawi crisis, according to Tawi-Tawi Provincial Tourism Officer Mobin Gampal.

“In one month, we can expect more than a thousand to about three thousand tourists both from (the country’s other provinces) and from outside the country,” Gampal said Tuesday.

Gampal said one factor that attracts tourists to visit Tawi-Tawi “is the stable peace and order situation in our province.”

“Tourists do not request security personnel when they visit the province because they feel secured,” he added.

He noted that the most visited spots in the province

of Tawi-Tawi are the Bongao Peak, better known as Bud Bongao; Panampangan Island; Simunul; Sitangkai; Panguan Island; and, the Turtle Island.

He said the province is ready to become the region’s top tourist destination with the increasing number of development and tourism projects, mostly initiated by the Autonomous Region in Muslim Mindanao (ARMM).

Since 2012, ARMM has placed more than P3 billion worth of projects in the province, including tourism infrastructure.

ARMM has developed Bud Bongao into an EcoTourism Park with the construction of a visitor receiving center, waiting sheds, view decks, solar-powered post lights, concrete paved steps and handrails, and a 400-meter access road.

This tourism project was supported by a P56 million budget from the regional government.

The inaugural climb of the Bud Bongao EcoToursim Park was held in July this year.

Coastal highway should be named ‘Rodriguez Hi-way’ Today, a Friday, the P 4 billion coastal highway in Cagayan De Oro City would be officially inaugurated to signal its opening to the public. It took almost four years before the coastal highway, a brainchild of former Congressman Rufus Rodriguez.

Rodriguez, a visionary in his own right, has seen the burgeoning traffic as the city’s population continued to grow in the past 10 years.

He has authored many a congressional resolution for the construction of various infrastructures in Cagayan De Oro City.

A true public servant, Rodriguez has never waived his commitment to serve the people of Cagayan De Oro. Had Rodriguez become the City Mayor, he could have propelled the city’s development to an unprecedented height. His several approved infrastructure projects could have started. Among these are the P 2 billion “skyline highway” that would have started in Patag toward the end of J. R. Borja Extension and the Sayre-Laguindingan Highway.

In other words, traffic would ease in the city’s downtown district because the vehicles would have an option to ply the coastal highway, the “skyline highway” and the Sayre-Laguindingan Highway, which would traverse in upper Gusa toward Upper Macasandig, Lumbia and San Simon, which would possibly end in Laguindingan.

people. During his watch as Congressman of Cagayan De Oro City’s Second District, he has poured in about P 10 billion worth of infrastructure projects – a feat that have never been equaled by any elected Congressman here. Perhaps, would never will.

But, when viewed from the needs by the nations, it can be different. Thus, what and how is the best

national education system for the nations then? This is the starting point for more profoundly to discuss the topic about the national education system.

Any nation is culturally, psychologically, socially, religiously, and even politically unique. All these aspects will color any national program or system, including the national education system. Moral values can be universal but it can also be typical for some people in the countries around the world. So, this aspect—to some extent—can become one of the crucial factors for formulating the national

education system.

Social values are another one factor for construing the national education system. When a society in one country its own social values, it may not be applicable in another country.

This aspect can be a good clue for formulating the national education system.

Social lives among the nations throughout the world must be different. And that is why it is also important to discuss the formula of education system in different countries.

Ma. Regaele A. Olarte has been teaching physics (Teacher I) at the Muntinlupa National High School (my Alma Mater) for the last 12 years.

What make her shine are her advocacies in and out of the classroom.

In school, she champions invention-driven instruction, which encourages creative thinking and problemsolving skills among her students.

A budding inventor, she has designed classroom equipment using readily available materials.

Working with DepEd, Ms. Olarte has authored K to 12 learner’s modules and teachers’ guides for Grades 9 and 10 nationwide.

She has also served as a writer for national achievements tests in Physics.

Outside school , she actively participates in outreach programs of her church and works with the DENR and the Earth Day Network Philippines as focal person for their carbon footprint mitigation campaign.

For her achievements, Olarte was recognized by Metrobank Foundation as one of the Most Outstanding Teachers in 2016.

She added another feather to her cap recently.

She was top awardee in the Ambassador Antonio L. Cabangon Chua “GINTONG PARANGAL PARA SA EDUKASYON - Guro”

which was presented by Fortune Life Care.

And now, Olarte is about to scale greater heights.

Representing Muntinlupa National High School (MNHS) , she and fellow teacher Jason B. Albaro, recently made it to the Final Four (Global High School Category –Asia) of the 2018 Zayed Future Energy Prize.

The other three finalists in their category are Bahrain Bayan School (Bahrain), Mahindra United World College of India (India), and Shenzhen Yadi School (China).

The Zayed Future Energy Prize represents the vision of the Late Founding Father and President of the United Arab Emirates,

Ignacio Bunye Sheikh Zayed bin Sultan al Nahyan, who championed environmental stewardship.

For the last 10 years, the annual award has recognized achievements that reflect impact, innovation, longterm vision and leadership in renewable energy and sustainability.

Awards are given in four categories: Large Corporation, Small and Medium Enterprise, Non-Profit Organization and Global High Schools.

South Cotabato papaya invades South Korea

GENERAL SANTOS CITY -- The popular fresh solo papaya of Tupi town in South Cotabato has finally reached the fruit market of South Korea.

Milagros Casis, Department of Agriculture (DA) Region 12 director, said Tuesday Tupi papaya producers had made their first shipment to South Korea last week through a supply deal with a Korean firm.

She said the shipment, which comprised of a ton of fresh solo papaya, was consigned to Korean distributor Nurida Company.

The forging of the supply agreement and the delivery of the initial shipment was facilitated by the agency, she said.

“We’ve been exploring and working on sending more of our local products to foreign markets and that is one of our priorities right now,” she said.

Citing the supply agreement between Tupi farmers, represented by local consolidator RM Fruits and the Korean firm, she said two to three metric tons of solo papaya would be shipped to South Korea on a weekly basis following the initial shipment.

Casis said RM Fruits netted the Korean deal after joining the agency-led TienDA Farmers’ and Fishermen’s Outlet in Metro Manila.

The initiative, which was launched in late July, was conceptualized by Agriculture Secretary Emmanuel Piñol to help bring local agriculture and fishery products to bigger markets, especially abroad.

Aside from papaya farmers of Tupi, which is dubbed as South Cotabato province’s vegetable and fruit basket, Casis said other farmers and agri entrepreneurs in Region 12 had started exporting their farm produce.

She specifically cited the Tulunan Mango and Fruits Growers’ Association of Tulunan, North Cotabato that shipped two tons of carabao mango to Dubai in the United Arab Emirates a month ago.

Four years ago, the region’s prime organic colored rice products have also reached the markets in Dubai, Hong Kong and the United States.

DA-12 had also assisted the shipment of pork products from the region to distributors serving Overseas Filipino Workers in Dubai.

All systems go for trial run of road train in GenSan

GENERAL SANTOS CITY (MindaNews) — It’s all systems go for the trial run here of the Department of Science and Technology’s (DOST) innovative “40-meter train-like bus” dubbed Hybrid Electric Road Train (HERT).

City Councilor Dominador Lagare Jr., chair of the city council’s committee on transportation, said Tuesday they expect the road train to start its test run in major roads here “within the week.”

“Everything is all set, especially the route and the trial system, and we’re only waiting for the go-signal from the DOST,” he said in an interview over Brigada News TV. He said the road train, which arrived here late last month following a sixmonth test run in Cebu City, will cover a total of 17 stops along the national highway from Barangay Tinagacan to the city fishport complex in Barangay Tambler.

Since the HERT is still on trial run, he said the passengers were pre-selected by the DOST and the local government.

The official said they had conducted the preregistration of passengers in barangays covered by the route.

“The entire test run is subsidized by the DOST so the rides would be free for

all passengers,” he said.

Citing the local government agreement with the DOST, Lagare said the road train’s trial period will initially run until Dec. 31.

But he said the agency has already sought the release of additional budget to extend the test run to another six months.

ALI told the local bourse its net income reached PHP17.8 billion in January to September from PHP15.08 billion during the same period last year.

DA honors organic implementers Cagayan de Oro City – The exemplary catalysts for the organic agriculture sector have been recently honored by the Department of Agriculture (DA) through its search for the National Organic Agriculture Achievers’ Awards (NOAAA).

The awarding was led by DA Secretary Emmanuel F. Piñol before a crowd of nearly 2,000 organic farmerpractitioners, agricultural extension workers, exhibitors, enthusiasts and other industry stakeholders across the country during the 14th National Organic Agriculture Congress (NOAC), held in the city.

“Let’s work on feeding the Filipino people first…and, you organic farmers kayo ang may malaking papel dito,” underscored Agriculture Secretary Piñol. He noted that while the agricultural sector is broadening its reach to the international markets, serving the country comes as top priority.

The NOAAA winners were named by category, such as the outstanding provincial and municipal local government units, OA focal persons, agricultural extension worker, small individual farmer, farmer’s group and organic farming family.

They were awarded based on their exemplary contributions to the implementation

of RA 10068 known as the Organic Agriculture Act of 2010 and achievement of the envisioned goals of the NOA Program of DA that more Filipinos will engage in Organic Agriculture.

The winners at the provincial category are the Provincial Local Government Unit of Ifugao (PLGU-Ifugao) and focal person Catherine V. Buenaventura.

The Municipal Local Government Unit of Itogon, Benguet (MLGU-Itogon) won in the municipal category.

While Dexter Mendoza, city OA focal person of Ligao, Albay and Rowena Gonnay, agricultural extension worker of Pasil, Kalinga are named winners in their respective capacity.

On the other hand, Elmer Salzar of Tigaon, Camarines Sur triumphed as the outstanding small farmer individual. La Top MultiPurpose Cooperative (MPC) of La Trinidad, Benguet, and the Marsan Family of La Trinidad, Benguet garnered the outstanding farmer’s group and organic farming family awards, respectively.

For earning the individual awards, Buenaventura, Mendoza, Gonnay and Salzar received each a plaque of recognition and Php50,000, Php40,000, Php30,000 and Php200,000 cash prizes, respectively.

PCA debunks accusation on neglect of Yolanda funds DAVAO CITY – The Philippine Coconut Authority (PCA) dismissed a news report on alleged failure to properly account for the P2.453 billion funds intended for the Yolanda Recovery and Rehabilitation Program (YRRP).

PCA Administrator Romulo dela Rosa said Tuesday the news item suffers from two fatal mistakes – a gross exaggeration and failure to check the facts before publishing.

Dela Rosa was referring to a Philippine Daily Inquirer report that the Commission on Audit (COA) called out the PCA over its failure to properly account the P2.453 billion in funds for the Yolanda recovery program.

The news report, which pointed to COA’s 2016 Annual Financial Report on Government-Owned or Controlled Corporations, said that PCA had not properly safeguarded the amount due to the absence of fund utilization reports, and use

of the funds for unrelated purposes.

It said COA has cited the lack of a provision for specific timelines in the memoranda of agreement for PCA’s Yolanda-related projects; poor planning that resulted in delays and the “low implementation rate” of the projects, at the expense of the intended beneficiaries.

Dela Rosa admitted that the total amount released to PCA was P2.45 billion. Of this, PCA spent P1.9 billion for the Yolanda rehab program.

“The public should know that PCA had made a full accounting of the money which were expended under the program and the management fully explained the audit observation of the COA,” he said during the opening of the two-day 2nd International Coconut Conference at SMX Convention Center Tuesday.

Proposed Coop to give jobs, eases poverty level families DAVAO CITY -- The creation of a line department to handle the increasing requirements of the cooperative movement will ease poverty and give millions of job opportunities and livelihood to unemployed people and families living under the poverty level.

This, according to Cooperative Development Authority (CDA) Administrator Eulogio Castillo in Monday’s weekly Kapehan sa Dabaw at SM Davao Annex.

“The enactment into law of DepCo (Department of Cooperatives) will enable the government expand its reach to the poorest of the poor, thus creating nationwide economic activity that will generate income and livelihood opportunities to people from all walks of life,” he said.

Accompanied by cooperative advocates Reynaldo Rodis and Fred Lumba, Cas-

tillo pushed for the passage of House Bill 4174 which will elevate the Cooperative Development Authority to a line department.

“We (together with Lumba) immediately submitted the position paper after one

week, requesting also that the CDA be transferred from the Department of Finance to the Office of the President,” Rodis said.

As requested, the President issued Executive Order No.1 placing the CDA under the Office of the Cabinet Secretary.

Lumba said DepCo will create livelihood opportunities to the unemployable millions (ex-drug dependents, ex-convicts, rebel returnees, the IPs, and the uneducated) as they become members in good standing of their respective cooperatives.

“Our advocacy and vision are to enable every barangay to put up its own multi-purpose cooperative in the near future,” Lumba said.

The Department of Labor and Employment released yesterday new guidelines on the issuance of work permits for minors engaged in public entertainment or information related projects.

Public entertainment or information under Department Order No. 65-04 is defined as “Artistic, literary, and cultural performances for television show, radio program, cinema or film, theater, commercial advertisement, public relations activities or campaigns, print materials, internet and other media’”.

Under Republic Act No. 9231, children below the age of 15 are not allowed to be employed in any public or

private establishment except when they work directly under the sole responsibility of their parents or guardian or when their participation in public entertainment or public information is essential.

In any of the exceptions, the employer, parent or guardian should first secure working child permit from DOLE before engaging the services of the child.

In Department Circular No. 2, a Working Child Permit is required if the child will be engaged in public entertainment or information, whether local or overseas, and regardless of the child’s role in a project.

A permit is also needed

if the child will be featured in documentary materials unless it is a school-related project; and will be engaged as regular extra as part of a crowd and is included in the script or storyboard.

The said permit is also required for a foreign-child national who will be engaged in public entertainment in the Philippines.

RA 9231 limits children’s work time to not more than four hours in any given day and not more than 20 hours a week. The working child is not allowed to work between 8:00pm and 6:00am of the following day.

Igrobay, medical officer of the Alabel Municipal Health Office (MHO), said Tuesday a total of 61 residents of Sitio New Canaan in Barangay Pag-asa have already been affected by diarrhea the past several days.

He said the affected residents, six of whom were earlier referred for hospital confinement, exhibited various symptoms of the bacterial disease, among them severe loose bowel movement.

The Alabel MHO sent a team to the area over the weekend to conduct emergency health services for the diarrhea-stricken residents.

“They’re so far okay and their cases were not quite severe. But we’re continually monitoring the situation there since the disease

is not yet fully contained,” he said in an interview over a local television station.

Nurse Rashid Khaliff Dignadice, member of the AlabelMHO team, said their assessment showed that the rising diarrhea cases could have been triggered by contaminated drinking water.

He said local residents have been sourcing drinking water directly from a spring near the community.

The area used to have two intake water boxes but were damaged last year by landslides and heavy rains, he said.

Rosanna Unaja, sanitary inspector of the Alabel-MHO, said the confirmed diarrhea cases in Sitio New Canaan is already considered an outbreak.

Out of the community’s recorded population of 337, she said 61 were so far affected by the disease.

She particularly cited episodes of severe loose bowel movement lasting for three days or more.

“We have a total of 83 households there and out of that, 25 were affected by diarrhea.

That is about 30 percent of the population so it’s already at the outbreak level,” she said.

As remedy, Igrobay said, they advised local residents to treat their drinking water by boiling and refrain from drinking water directly drawn from the spring.

He said they also reminded them about proper sanitation practices and basic health measures to prevent the further spread of the disease.

Igrobay added that the MHO has recommended to the municipal government the immediate repair of the community’s damaged water intake boxes to ensure the safety of the area’s drinking water.(PNA)

It is powered by a generator set and a series of batteries, with each coach driven by an electric drive motor.

The deployment of the road train is expected to help ease the city’s traffic problems, especially during the peak hours in the morning and late afternoon.

City officials pushed for the deployment of the HERT in the city as it continues to study various alternatives to ease the area’s traffic problems.

The above consideration is vividly true when we are encountered by different nations around the world. Recently, there was an international conference held in Kuala Lumpur, Malaysia. I was lucky because my background of education is in Education field. There were some topics presented by the speakers during the conference.

The topic was also related to their national education system.

One of them, for example, was describing the situation in a certain country national education system. On the one hand, as the speaker stated, is that the intellectuals or the teachers nationally want to be global.

They want to adopt some global horizon in the case of science and technology development.

However, as the speaker said, he found it difficult because the government politically does not want their people to be global minded.

In another session, there was also another topic about education. What is needed is actually what the people want such as culturally, socially, and religiously important. In that case, the global outlook will not be the requirement by the people. In fact, the education being needed is only how culturally, psychologically, and religiously acceptable by the people not totally by adopting the global vision.

With the two different nations above, it is obvious that different nations have different perspectives when construing the best national education system.

In that case, any leaders in any countries must be aware of such conceptual analysis. Especially, the president as the numberone- person in any country is the pioneer. Considering the nations’ cultural, social, psychological, religious, and political values is very important.

There are some stages to be noticed by the national leaders when designing the Grand

National education system.

First, they should discuss the aspects in their own countries before designing the education system. This step is important because the aspects are related to the nation character building. Moral values, ethics, social values, and even religious values are crucial for the program of designing the national education system.

Secondly, it is diffusion. It is the process of spreading ideas throughout the country. This is intended to get the degree of adoption by the whole society. It is very common when the government is starting to implement a new curriculum but the society is not ready yet. Finally, it is rejected in any regions that think the system is not in fact applicable. It should have been communicated before implementation.

Thirdly, it is to adopt the new system after knowing the fact that the new system has high degree level of adoption. This is the stage of adoption. However, there can be some communities in that country that might not be ready. Yet, they should be also paid attention.

Finally, it is the stage of innovation. This stage is to implement the system after it is really adopted by the whole society. In that stage, the government is still monitoring the process and maintaining the program execution to keep all the policies on the right tract as stipulated nationally.

Congressman Maximo Rodriguez, Jr. has to struggle if only to pursue the unfinished infrastructure projects of his brother albeit at a slower pace.

But, the inauguration of the coastal highway, an almost 13-kilometer diversion road from Gusa to Igpit, Opol in Misamis Oriental would ultimately serve as a monumental accomplishment of the Rodriguez brothers, particularly Rufus.

Public Works Secretary Mike Villar is expected to officially inaugurate the opening of the coastal highway today. Aside from Villar, the Cagayanons expect former Congressman Rufus Rodriguez, his brother, the incumbent Maxi Rodriguez to be around too. After all, the inauguration deserves the presence of former Congressman Rodriguez.

In fact, there is now this suggestion that it would be just fitting that the coastal highway should be named after Congressman Rufus Rodriguez. The naming of the coastal highway after Rodriguez would demonstrate the Cagayanons tribute to a public official who worked hard for the common good.

However, there are fears that the ‘naming’ of the coastal highway after Rodriguez would come true under the present administration. Actually, a humor is now circulating that City Mayor Oscar Moreno would credit the completion of the project under his administration.

If that happens, the Cagayanons would not be surprised and would not also be inclined to believe the incumbent administration’s claim.

After all, the Cagayanons and the people of Misamis Oriental knows about what happened to the Laguindingan Airport. It is of public knowledge that it was former Misamis Oriental Governor Vicente Emano who laid the groundwork that lead to the construction of the Laguindingan Airport sometime in 2004.

While the Laguindingan Airport was under construction, Oscar Moreno was elected governor of Misamis Oriental. At that time, Emano was the City Mayor of Cagayan De Oro. When Moreno jumped to Cagayan De Oro City in 2013 and was elected City Mayor, the Laguindingan Airport was officially inaugurated and opened for commercial flights. Without qualm, Moreno claimed to have been instrumental in the completion of the airport.
