Agusan del Sur govt offers P100,000 placement fee loan to job seekers abroad

AN Francisco, Agusan del Sur--The provincial government here has offered to provide financial assistance through soft loan for the placement fees of residents who wanted to seek employment abroad.

Sangguniang Panlalawigan (SP) member Santiago Cane, Jr. ,principal author of “Fly Now, Pay Later Plan” program, said the prospective bonafide residents of Agusan del Sur can avail as much as P100,000 to a minimum P20,000 placement fee loans

payable within 14 months after they will be hired by their foreign employers.

Cane said he was inspired to sponsor the “Fly Now, Pay Later Plan” ordinance along with SP Members Gilbert Elorde and Agusani Ananoria because he can personally relate

the financial difficulties of aspiring Overseas Filipino Workers while looking for a job abroad in Manila since he himself experienced the ordeal in 1982 when he applied and later hired as a security guard of an airline company in Saudi Arabia.

COTABATO City--The Department of Trade and Industry (DTI) and the Department of Agriculture and Fisheries (DAF) in the Autonomous Region in Muslim Mindanao (ARMM) jointly conducted on Monday (January 15) a workshop for entrepreneurs involved in Halal chevon, or goat meat.

DTI-ARMM Secretary Atty. Anwar Malang said the workshop was conducted in line with the government’s efforts to make the autonomous Muslim region the country’s “Halal Hub”.

Andanar defends foreign trips as beneficial to govt Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Monday defended his 10 foreign trips, saying all these have substantial benefits to the government.

“All these, although sponsored, have significance to the office of the PCOO,” Andanar said in a radio interview.

Andanar has particularly defended his China-sponsored trip that resulted PHP70 million worth of donations aimed at improving the government communication and information facilities.

Andanar said some of his foreign trips were personal including in Australia where he visited his relatives.

“Although my travel in Australia was personal, we have talked with Filipino community three times and we’ve met with Department of Foreign Affairs and Trade (DFAT) of Australia and it created free emergency broadcasting training for our government media,” he said.

He said the DFAT will come to the Philippines to finalize the scholarship of the Australian government.

“My trip in Paris, this was day trip. If you are in UK, you can have day trip and I was invited by Filipino community because they have many questions about communication. a few were chosen.

After a deliberate and rigorous week-long screening process, the officials of Binibining Pilipinas Charities, Inc. led by chair Mrs. Stella Marquez Araneta revealed the 40 official candidates of Binibining Pilipinas 2018 in the wee hours of January 16, 2018 at the Kia Theatre.

The applicants were first trimmed to 53 before they faced the screening committee anew in closed-door interviews where they focused on the ladies’ background, personality, and other traits.

Beauty pageant veterans, models, TV personalities and professionals from different fields make up

ZAMBOANGA City - The Department of Tourism in the Autonomous Region in Muslim Mindanao (DOTARMM) is staging several festivals to lure more tourists to visit the region, including the newly-renovated majestic Bud Bongao in Tawi-Tawi DOT-ARMM Secretary Ayesha Vanessa Hajar Dilangalen on Thursday said these festivals scheduled in the coming months “will have active participation from domestic and foreign visitors.”

Dilangalen said these festivals would start in Maguindanao as the province would celebrate its Inaul Festival in February, which would include an international airsoft competition where foreign groups were invited; Kariyala Festival in Wao, Lanao del Sur also

in February; and, the Bud Bongao Day in Tawi-Tawi in March.

Bud Bongao or Bongao Peak got further sprucingup with the completion of the construction of PhP56 million infrastructures to make access to it easier and friendlier.

The inf rastr uctures included an access road, tourist center, concreting of about 750 steps leading to its zenith, installation of railings for support and protection, and resting sheds.

ARMM Governor Mujiv Hataman led the inauguration of the PhP56 million project, which was held on July 3, 2017.

The tourists will have to register at the visitors’ center, where they will get a briefing about the famous eco-tourism park before trekking the Bongao Peak.

An entrance fee of P20 is collected for the maintenance budget of the facilities.

Development of the ecotourism park, aimed at the preservation and conservation of the area, is one of the priority projects of the Hataman administration.

Bongao Peak is one of the 12 key biodiversity sites in the country, protected by the Department of Environment and Natural Resources (DENR) under its New Conservation Areas in the Philippines Project.

Bud Bongao in TawiTawi and Mount Minandar in Maguindanao are two of the newly-introduced tourist destinations in ARMM. Meanwhile, Dilangalen noted that the opening of Buluan Boulevard in Maguindanao, which will feature an exquisite display of man-made lights in addition to a river cruise, as well as activities under the One Mindanao tourism campaign, are also expected to lure visitors from other regions.

Based on the latest available data, Lanao del Sur was the top tourist destination in 2016 with close to 70,000 visitor arrivals. This number produced roughly P1.2 billion in tourism receipts.

The 2017 data for Lanao del Sur, however, is expected to slide down due to the Marawi City crisis that started in May. For at least five months,

Oro still has P10 m unliquidated social pension fund in DSWD

CAGAYAN DE ORO City— Cagayan de Oro still has an unliquidated amount of some P10.ll4 million from the social pension program of the Department of Social Welfare and Development (DSWD).

According to DSWD10 social pension in-charge Daisy Ramos, the amount is intended for the 5,412 residents enrolled in the social pension program of the national government.

Mo s t o f t h e s a i d amount covers the third and fourth quarters of last year, but was only received by City Hall only

last December 29.

In explaining the delay, Ramos said the P7.2 million was downloaded only after the city government liquidated part of the amount intended for the second quarter. Each pensioner receives P1,500 a quarter.

The rest of the unliquidated amount was for the first and second quarters totaling P3.2 million.

Ramos added that City Social Welfare and Development (CSWD) representative Colleen Lopez has already committed for the local government to liquidate the full amount

by February.

Ramos said that Lopez told him that CSWD has

scheduled a payout for the pensioners between January 24 to 30.

In October, then CSWD officer Teddy Sabuga-a explained that his office has delayed liquidating the second quarter tranche, as they were still verifying how many pensioners have died. Sabuga-a is now the city administrator.Ramos will be enlisting the help of the Commission on Audit (COA) to fasttrack liquidation by local governments in the future.

She added that Cagayan de Oro could only get their 2018 first quarter share once they have fully liquidated the 2017 allocation.

“Marawi siege’ effect in terms of tourist arrivals is evident,” Dilangalen said.

But she said the rise in tourist arrivals in the four other provinces in ARMM especially in Maguindanao could compensate Lanao del Sur’s decline in tourism receipts.She said that the town of Maluso in Basilan was also quickly catching up in terms of tourist arrivals.

The region’s fabrics were showcased last year even as the concept of Sarimanok was used at the Miss Universe concept in the first quarter of 2017.

During last year’s State of the Nation Address of President Rodrigo Duterte, different indigenous textiles were used by the attendees as part of their attire.

“We have high hopes since the tourism component is added to the core areas of Department of the Interior and Local Government’s Seal of Good Local Governance, and many local government units are now giving priority to tourism,” Dilangalen said.

Dilangalen was positive of the year 2018 since her office was able to strengthen its linkages with the national government and with other partners.An event showcasing tourist attractions in the region is set to be held in April in the walled city of Intramuros in Manila where ARMM products will be exhibited also.

At the same time, scheduled this year is the Tourism Crisis Symposium, which will help ARMM communities learn about proper response in times of need and to capacitate them as well.

Among DOT-ARMM’s plans is to reinforce efforts in community-based t o u r i s m . “ We h av e t o strengthen the preparation of our communities in order to have sustainable tourism.

Through this, we get to work with the communities in giving our tourists an exquisite experience,” she said. (PNA)

PDEA-ARMM collars couple in anti-drug ops

COTABATO City – Anti-narcotics agents in the Autonomous Region in Muslim Mindanao (ARMM) on Sunday arrested a couple during anti-drug operation in Maguindanao.

Juvenal Azurin, Philippine Drug Enforcement Agency - ARMM director, said narcotics operatives backed by police from Datu Odin Sinsuat (DOS) municipal police office, conducted an early morning drug buybust operation in Barangay Semba, DOS, which led to the arrest of Abdul Giolo and his wife Maricel.

Azurin said operatives seized five sachets of shabu worth PhP50, 000 and an unlicensed .45-caliber pistol.

He noted that the couple had been placed by PDEAARMM under surveillance for more than two months

prior to the buy-bust operation at 6 a.m. Sunday.

The couple is operating a motorcycle parts shop, which allegedly served as front in their peddling of prohibited drugs.

“After our undercover agents confirmed that the couple is selling prohibited stuff, we conducted the buybust operation,” Azurin said.

The couple did not resist arrest, but denied involvement in illegal drugs.

Charges for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) and RA 10591 (Illegal Possession of Firearms and Explosives) are being prepared against the suspects now detained at PDEA-ARMM lock up cell.

The suspects were the first persons involved in illegal drugs neutralized

by PDEA-ARMM for 2018.

Manhunt on for 2 ‘notorious’ jail escapees in Koronadal GENERAL SANTOS City – Authorities have launched a massive manhunt against two “notorious” inmates who bolted from the South Cotabato Rehabilitation and Detention Center or provincial jail in Koronadal City early on Monday.

Juan Lanzaderas, provincial jail warden, identified the escapees as Andy Evangelista, 30, of Norala town in South Cotabato, and Oting Mando, 23, of Lambayong in Sultan Kudarat.

He said the two slipped past the jail guards and escaped from the facility around 4:30 a.m. by destroying the lock of their cell and eventually climbing over its perimeter fence.

“They cut the cyclone wires and used improvised ropes made of blankets in going down the fence,” he told reporters.

Lanzaderas said the duty jail guards discovered the escape after conducting the early morning inspection and roll call of the inmates.

Citing their investigation, he said the inmates initially unlocked the jail’s cell number 15 and proceeded to the meeting area for visitors.

They were able to get out of the building by destroying a screen covering the lavatory area, he said.

later noticed a blanket dangling at a portion of the outside wall near the jail’s post number 01 that was used by the escapees.

The official said the entire facility was in total lockdown but the escapees took advantage of the lack of duty jail guards over the weekend.

He said two of their jail guards were earlier removed from their usual posts to secure an inmate who was confined at the South Cotabato provincial hospital.

Lanzaderas said they immediately alerted local police units in Koronadal City and in the municipalities of Banga and Tantangan for the possible presence of the escapees.

He said they also created a recovery team to coordinate the manhunt and recapture of the suspects.

Monday’s escape was the second for Evangelista, who had been charged with three counts of carnapping before the Regional Trial Court Branch 26 in Surallah town.

Lanzaderas said the inmate also escaped from the provincial jail in February 2015 but was later recaptured.

Top 25 incoming XU freshmen to receive full scholarship grants CAGAYAN de Oro City— The Xavier University-Ateneo de Cagayan, under its expanded financial aid program, has offered academic scholarships with book and uniform allowance to the top 25 of its 3,440 qualified college admission applicants for the forthcoming academic year 2018-2019.

Named the “Xavier Ateneo President’s Scholars,” each of the 25 recipients is eligible to enroll for any undergraduate college program of their choice at Xavier Ateneo and is entitled to free tuition, matriculation, laboratory and other school fees, plus up to P10,000 per year allowance for books and uniforms.

“We are overwhelmed by the number of applicants who wanted to be admitted to our college and we thank them for their interest in Xavier Ateneo,” said university president Fr Roberto Yap SJ. “This year, we have expanded our scholarships to accommodate more students from different backgrounds who are academically-competent and dedicated to pursuing excellence. As in the university’s 84 years of existence, our Xavier Ateneo scholars have made great contributions to society and we believe this new batch of scholars will do the same in

the future,” he added.

The 25 are the best students from among the 1,336 inaugural senior high school batch of Xavier Ateneo who are all automatically qualified for its college level and the 2,104 other Grade 12 students who passed the Xavier Ateneo entrance exam, a test of their college readiness. The qualifying exams were conducted in November 2017 in the cities of Cagayan de Oro (Xavier Ateneo Testing Center), Pagadian (Holy Child Academy), Malaybalay (San Isidro College), Butuan (Fr Saturnino Urios University) and Ozamiz (La Salle University).

Xavier Ateneo’s Admissions and Aid Office (AAO) released the muchanticipated master list of admission qualifiers on Monday, January 15.

Nineteen of the top 25 are from XU Senior High School, two each are from Philippine Science High School - Central Mindanao campus and Gusa Regional Science High School, and one each from Nanuri International School and St Mary’s School. The selection was primarily based on their performance in the XU college readiness exam, a newly designed standardized test that measures the potential and readiness of

the students for a university course in various fields of study following the country’s shift to a K+12 Basic Education.

“Our priority is that Xavier Ateneo remains affordable and accessible to competent and talented students, regardless of their financial circumstances.

Our scholarship and financial aid programs make it easier for our students and their parents to thrive at XU,” Yap shared. “The information on how to apply for a scholarship is also available on our website and social media accounts.”

“We want the best students to enroll at XU. This scholarship is a demonstration of Xavier Ateneo’s commitment as a Jesuit higher education institution towards providing quality education and excellent future for our students,” Yap said.

Annual costs (two semesters) for a typical full-load student at XU total roughly Php80,000 before any financial aid (actual costs vary per course). However, typical of a Jesuit school, scholarship opportunities are made available to deserving students. inent proposals as both promote consolidation of powers into a strong president which may open the doors to the rise of another dictatorship.

We also express alarm over the proposed transitory provisions that propose among others the postponement of elections (NoEl) and term extension of the current elected politicians.

We call for more spaces allowing genuine dialogue and maximum participation of peoples and communities in the constitution writing and state building.

The promise of subsidiarity, solidarity and democracy under a Federal set up is best attained and nurtured through and by democratic processes.

Sison welcomes Duterte’s ‘one-on-one talk’

PROFESSOR Jose Ma. SIson, chief political consultant of the National Democratic Front (NDF) and founding chair of the Communist Party of the Philippines (CPP) has accepted the offer of President Rodrigo Duterte for a one-on-one talk with him.

In a press statement dated January 14, Sison welcomed “the positive statement of President Duterte that he would like to converse with me one on one. Such statement is more important than his still angry words in his recent interview with MindaNews.”

“Gusto ko si Sison pumunta dito. Kaming dalawa mag-usap, kaming dalawa lang dito sa kwarto” (I want Sison to come here. The two of us will talk. Only the two of us here in this room), Duterte, who called off the peace talks with the NDF in November and in December declared the CPP and New People’s Army (NPA) as “terrorists” told MindaNews on January 12.

The CPP and NPA are represented in the peace talks by the NDF. “In the interest of the Filipino people and for the sake and purpose of resuming the peace negotiations, I am willing to have serious conversations with President Duterte. It would indeed be a waste if we would not interface even once, considering the success of the four rounds of formal talks since 2016,” Sison said in a three-paragraph statement.

But Sison proposed that they meet in a neighboring country instead of Duterte’s offer to meet at the Agila Room of the Presidential Guest House in Davao City, Duterte’s home city and “comfort zone.”

“Considering our mutual convenience and sense of prudence, we can meet in a country that is a neighbor of the Philippines,” Sison said, adding the chairs of the government and NDF peace panels “can agree on the arrangements.”

“After the resumption of the peace negotiations, I can go to the Philippines for my first visit after a long time,” added Sison who was Duterte’s professor in Political Thought at the Lyceum University in the 1960s.

Sison and his wife were forced to go on exile in The Netherlands in 1986 after then President Corazon Aquino canceled his passport

while he was on a lecture tour in Europe.

Asked about Duterte’s response to Sison’s offer, Dureza told MindaNews on Monday: “Let’s wait.”

“Will talk to the boss (President Duterte) about it,” government peace panel chair Silvestre Bello III, also the Labor Secretary, told MindaNews.

In response to Sison’s offer, Presidential spokesperson Harry Roque told MindaNews Monday noon: “As I said in presser, he’s (Sison’s) not too important.”

Reminded that it was Duterte who offered the

one-on-one with Sison, Roque said, “in the context na kailangan muna magpakumbaba ang CPP-NPA.” A transcript of the Malacanang press briefing on Monday morning which MindaNews received in the afternoon, quoted Roque as telling the Malacanang Press Corps that what the President said was “magpakumbaba muna ang NPA” (the NPA should show humility).

“And the possibility of a one-on-one meeting was proposed by the journalist and the President said, ‘Oneon-one, puwede siguro.’ But that is not a precondition

for the resumption of peace talks,” Roque said.

The proposal for a oneon-one meeting with Sison came from Duterte, not from MindaNews.

In the earlier part of the interview, Duterte said what will make him return to the negotiating table is “for them (CPP-NPA-NDF) to go lower” because they are “masyadong hambug” (so arrogant).

Asked what he meant by going “lower,” Duterte said the CPP-NPA-NDF should watch their language.

But in the latter part of the interview, when Min-

daNews noted that he did not disband his peace panel, Duterte said Presidential Adviser on the Peace Process Jesus Dureza and government peace panel chair Bello “came to me several times (but) I said I’m not in the mood for love and talks.”

“Unless,” Mindanews asked. His response: “Bumaba muna sila (Let them come down). Gusto ko si Sison pumunta dito. Kaming dalawa mag-usap, kaming dalawa lang dito sa kwarto.”

THE Department of Social Welfare and Development (DSWD) needs to improve the documentation and strengthen its information technology systems to further enhance the implementation of its pro-poor programs.

These were among the major findings of the Philippine Institute for Development Studies in its

evaluation of the DSWD’s Convergence Strategy. The Convergence Strategy is a major undertaking of the agency to address poverty through the harmonized implementation of its three major programs: Kapitbisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), the Pantawid Pamilyang

Pilipino Program (4Ps), and the Sustainable Livelihood Program (SLP).

The authors of the study, PIDS Senior Research Fellows Jose Ramon Albert and Connie Dacuycuy, emphasized the importance of looking into whether the implementation of the DSWD’s Convergence Strategy is working according to its design. This is to ensure

that the achievement of the intended outcomes of social protection programs, which is to build resilience and empower the poor to have better chances in improving their plights, is maximized.

One of the major findings of the study was the lack of proper documentation of the project. Thus the authors suggested for DSWD to take stock of documents

and update them.

“While organizational structures at DSWD were defined at the onset for carrying out the Convergence Strategy, whatever changes in structures, nomenclatures, and roles were not systematically documented,” the researchers pointed out.

In particular, Albert and Dacuycuy noted that the Tatsulo Manual, which

Q. Is branding them terrorist organization and terrorists going to solve the problem A. No, but I can lessen their number because I Q. You’re talking body count here.

PH, Japan tie up for PTV digitalization

MANILA -- Sharing the same goal of fully modernizing public broadcasting in the region, Japan and Philippines’ respective public communications agencies on Jan. 3 have committed to digitalize the Philippines’ state television.

Television viewers will now have a much better and clearer reception of the Philippines’ government television network, People’s Television 4 (PTV4), after Wednesday’s ceremonial switch-on of the network’s Digital Terrestrial Television Broadcast (DTTB), migrating from being analog to fully digital.

Japan Minister for Internal Affairs and Communications Seiko Noda and Presidential Communications Operations Office (PCOO) Secretary Martin Andanar led the ceremonial switch-on at PTV4’s station in Quezon City along with Department of Information and Communicaton Technology Undersecretary Eliseo Rio Jr. and other PCOO officials.

Noda noted that having digital broadcasting facilities, where citizens have free access, particularly during times of calamities and emergencies, will greatly improve lives.

TARLAC CITY – The Presidential Communications Operations Office (PCOO) and three of its attached media agencies have been cited for media leadership by a group of journalists commissioned by media and technology consulting firm IBS Worldwide Corp.

The Philippine News Agency (PNA), PTV-4 and Philippine Broadcasting Service (PBS) were recognized for their transformational achievements in the industry.

In an awarding ceremony on December 21 at the L Square Hotel here, the Tarlac Media Awards (TMA) composed of local journalists, broadcasters, and opinion writers recognized the three state-run media agencies for its leadership.

“We strongly recognize the remarkable contribution of PNA, since community newspapers now have better access to news subscription without resorting to Reuters and the likes,” the TMA said.

TMA head of secretariat Roy Bato added that PNA has become the local Tarlac media’s “official go-to-site” for news.

“With a ver y much friendlier look and feel of the PNA website, reading current events and making use of it as a reference have indeed become a daily habit,” the TMA said.

Gigie Arcilla-Agtay, director of PNA’s mother unit News Information Bureau (NIB), received the leadership award for the state news agency.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar was also recognized by the TMA for his “intrepid initiatives.”

“We recognize these great contributions of the man with the tone from the top. He is none other than PCOO Secretary Martin Andanar, as we note of his outstanding transformation of the country’s state of media, cascading to the benefits of the Tarlac media grassroots,” it said.

PTV-4 general manager Dino Apolonio received the citation for the state television station.

“What was once a boring channel is now the most sought after in news gathering relative to the activities of the President,” the TMA said.

PTV-4 was cited for its “notable enhancement in the national media scene, which the locals definitely admire.”

The TMA said: “Journalists in Tarlac now enjoy quick, reliable, and accessible news information with the current format and visions of PTV. Thanks to the present leadership at the PTV station, countryside media men and women feel the rush of live feeds, truly confirming that we have said goodbye to the old, plain, and boring PTV!” Elizabeth Raymundo, News Director and Public Relations officer of PBS, received the plaque of recognition for PBS Director General Bong Aportadera for his contributions in the

transformation of the state radio network’s AM station Radyo Pilipinas and FM stations Business Radio and FM1.

Radyo Pilipinas was cited for its “effective, brilliant, new image.” Business Radio, now known as FM2, was cited for its transformation that has garnered high ratings in the past few years.

FM1 was feted for its “new breed of format and better use of frequency.”

“We recognize the amazing effective transformation of the old business radio into a new catchy yet impressive design. This transformation is so praise-worthy, wherein high ratings were reaped in less than two years. This new format definitely allows listeners to look forward to a better and stronger radio media service,” said TMA of FM2.

Whole of government approach is government strategy to promote ease of doing business - DTI The Government’s Interagency Task Force on Ease of Doing Business (EODB) is speeding up reforms to improve the country’s competitiveness.

DTI Secretary Ramon Lopez reported that the strategy is to pursue a whole of government approach where all instrumentalities of government involved in business regulations are taking unified action in simplifying government processes and making them more business-friendly.

“Remember that Competitiveness and Ease of doing business is number 3 in the President’s socio-economic agenda. The executive branch, both National government agencies, and Local Government Units, and the legislative branch are working double time so that businesses could benefit from these reform initiatives.” DTI Secretary Ramon Lopez said.

The DTI Secretary reported on the latest reforms initiated by the Executive Branch In November 2017, the Securities and Exchange Commission implemented

the Company Registration System (CRS) which significantly reduced the processing time and procedures in company verification and registration. The system also integrates the issuance of Taxpayer Identification Number (TIN), and employer numbers from Social Security System (SSS), PagIBIG Fund, and Philhealth.

In December 2017, Quezon City Mayor Herbert Bautista issued an order establishing One-Stop Shops (OSS) for business permits which will facilitate registration of new businesses. The OSS is now operational at the QC Hall.

To speed up the issuance of construction permits, the Departments of Public Works and Highways (DPWH), the Interior and Local Government (DILG), and Information and Communication Technology (DICT) and the DTI issued a joint circular which prescribed standards and procedures in the issuance of building permits, certificates of occupancy and other construction-related permits.

NPA’s ‘Sparrow” is back, President warns lawmen

DAVAO CITY -- The Philippine Drug Enforcement Agency (PDEA)-11 and the Davao police office are eyeing more anti-illegal drug operations after the war against illegal drugs after the Philippine National Police (PNP) issued guidelines to operating teams.

PDEA 11 Director Antonio Rivera has recognized the big role of the police in the anti-illegal drugs campaign considering that PDEA still lacks manpower.

“Pag-apil nila sa operation sa illegal drugs nakita nato nga paspas ang dakop (When the police join again the anti-illegal drugs operation, we see that the arrest of drug suspects is really fast),” he said.

Rivera said that after the resumption of the campaign started over the weekend in Davao City, many drug suspects were arrested.

Flood triggers evacuation in ComVal, landslide claims 4 DAVAO CITY – The intermittent rains caused by the tail end of the cold front resulted in landslides and flooding in the towns of Compostela Valley (ComVal) province, leaving four persons dead and displacement of 269 individuals.

In a report to Governor Jayvee Tyron Uy Monday, Special Operations Office Raul Villocino reported four persons died when a landslide occurred on Sunday night at Purok Bulawanon, Barangay Tandik, Maragusan, ComVal. The landslide happened after three days of continu-

ous rains in the area.

The casualties were identified as Raymund Magallanes, 20; Rowena Sajulan, 23; Hazzel Magallanes, 3; and, Joey Magallanes, one-year-old. Rowena’s brother, 11-year-old Alvin Tiin survived the incident.

Villocino said the landslide happened at around 8:30 p.m on Sunday but the bodies were recovered after two hours by the barangay rescuers.

Meanwhile, a total of 269 individuals or 72 families have been evacuated by the government to five schools as evacuation cen-

ters located Nabunturan town.

A pre-emptive evacuation was implemented by the local government on Sunday and suspended classes in all levels in the municipalities of New B at a an , Nabu ntu r an , Mawab, and Compostela due to bad weather conditions.

Under the law, all Filipino citizens, poor or rich, who reached 100 years are entitled to receive the cash gift. Filipinos, here and abroad who have reached the age of 100 years old prior to the effectivity of this Act, and validated prior to his/her death shall be honored and is eligible to receive the centenarian gift which shall be presented to the nearest surviving relative. Duterte to cops: New patrol cars are not for personal use DAVAO CITY -- President Rodrigo Duterte has called on the Davao City police to take care of the new patrol cars reminding them these are not for personal use.

The Davao City policemen received 26 Montero Sports mobile patrol cars given by the Japanese government to boost police visibility and crime-fighting capability.

Duterte urged the Davao City Police Office (DCPO) to set the guidelines for the maintenance of the vehicle

and put them to good use to last for many years.

He said it would be best for the police to create their maintenance schedule of the cars to ensure its good condition.

The President led the turnover ceremony, which was also attended by Japanese Ambassador Koji Haneda, Philippine National Police Director Ronald dela Rosa, Police Regional Office 11 Chief Supt. Manuel Gaerlan, Davao City Mayor Sara Duterte and DCPO Sr.

The 26 mobile patrol cars are part of the 100 patrol car donated by the Japanese government to the PNP last November.

The vehicles are part of an agreement between Japan International Cooperation System (JICS) and the Sojitz Corporation under Japan’s Grant Aid Program.

The assistance aims to contribute to the safety and socioeconomic development in the Philippines, through the provision of local and

public counterterrorism and safety-related equipment.

“It should not be used for personal errands for any officer. It should be where the regulation directs them to be where they are,” Duterte reminded police.

He thanked the Japanese government for its generosity and for being a good friend and neighbour to the Philippines.

DepEd teachers readies in handling Inclusive Education

Public school teachers in the Department of Education (DepEd) are perceived to be integral in the implementation of inclusive education. They play a vital role in the successful application of inclusive education as they are viewed as significant in the process of including pupils with disabilities into regular classes.

In the latest study conducted in the Division of Cagayan de Oro City, public school teachers’ readiness in handling inclusive education are more aware on the importance of inclusive education. However, they need trainings, seminars and workshops because several mainstream teachers are new to mainstreaming.

They are favorable on the inclusive education, but they lack updated handson trainings especially on the teaching strategies and handling mainstream

pupils. Moreover, they are skilled in their own personal capacity, but they lack further trainings specifically on the crafting of Individualized Education Plans. In order to become more effective as an inclusive classroom teacher, the teachers need to be well aware about the type of disability and the requirements of children with special needs. Further, teachers have to regularly update themselves with innovative methodologies and upcoming technology. At the same time, teachers have to believe in the policy of inclusive education and to have a positive attitude towards it.

5% Leverage Ratio to Take Effect in July 2018 The Monetary Board (MB) recently approved the adoption of a mini-

mum leverage ratio requirement for universal banks (UBs), com-

mercial banks (KBs) and their subsidiary banks and quasi-banks (QBs). Beginning 1 July 2018, covered institutions must maintain a leverage ratio no lower than five (5) percent. The leverage ratio is a non-risk based measure, which serves as a backstop to the Capital Adequacy Ratio (CAR). It is designed to constrain the potential build-up of leverage in the banking industry and to promote stability of the financial system.

The BSP introduced the leverage ratio framework in 2015 under Circular No. 881 with the implementation limited to monitoring purposes. With the MB’s recent decision, the leverage ratio will form part of the Basel III minimum capital requirements, along with the

6 percent Common Equity Tier 1 (CET1) Ratio, 7.5 percent Tier 1 Ratio and the 10.0 percent CAR. The leverage ratio follows a simpler and non-risk weighted calculation compared with the CET 1, Tier 1, and CAR computation. It generally uses the reported amounts of accounts on the balance sheet as well as off-balance sheet items, including derivatives and securities financing transactions. This complements the other Basel III capital requirements, which compare the level of capital to risk-weighted exposures.

The approved policy effectively provides covered financial institutions until June 2018 to assess their compliance with the said framework and implement measures to meet

the requirement. Upon effectivity of the leverage ratio framework, covered banks and QBs must submit the Basel III Leverage Ratio Report along with the Basel III CAR Report quarterly on both solo and consolidated bases. In addition, said financial institutions are required to disclose their leverage ratio in

their published balance sheets and annual reports.

The leverage ratio framework is part of the Basel III reform agenda of the Basel Committee on Banking Supervision, which is aimed at addressing the weaknesses in the regulatory framework revealed by the global financial crisis.

Communication plays a vital role in all spheres of life. Communication makes learning easier, helps students achieve goals, increases opportunities for more productive learning, strengthens the connection between student and teacher, and creates an overall positive experience. But, communication has also the power of alteration, negotiation as well as the power to leave a long lasting impact on one’s mind. Thus, it needs to be handled carefully to

avoid conflicts and confusions. It has to be clear and accurate.

According to Danielson (2007), clear and accurate communication has four elements. These elements are: Expectation for learning, Clarity of directions and procedures, Explanations of content, and Use of oral and written language. The first element refers to objectives or goals of the lesson which have to be communicated clearly. Objectives should be presented to the students clearly in order to guide and clarify what the students are learning. Common practice

nowadays is to post the objectives on the board before discussing the lessons. Next element is clarity of directions and procedures, this refers to the information on what the students will do. this should be clear in order for the students to follow and engage in the right activity. Directions may be provided orally, in writing, or a combination of the two. The third element is explanations of content, this refers to the pedagogical content knowledge of the teacher. A skilled teacher use vivid language, imaginative analogies, stories,

and metaphors to connect explanations to students’ interests. The last element is the use of oral and written language, this refers to the appropriate use of language by the teacher.

The language use by the teacher should be appropriate with the students’ level of comprehension.

The success of the teaching-learning process depends on the teacher’s knowledge and the teacher’s ability to transfer the same to the students. Thus, communication plays an important role in the teaching-learning process.

“We should enlighten the community about Halal production for them to fully understand even its basic principles,” she said. The activity seeks to widen the knowledge of stakeholders about the Halal industry as an emerging economic phenomenon in the world market.

The workshop was also aimed at exploring the wide array of market potential for Halal chevon production and to identify the gaps in the supply chain of chevon, from production to marketing.

The goat industry in the country has been identified as a “sunshine industry” brought about by the high demand for chevon meat both domestic and global, as well as the sufficient supply of goat dominated by backyard raisers and slowly becoming popular among commercial raisers.

The activity was conducted through the Philippine Rural Development Program I – Plan. It was attended by participants involved in the processing, production and marketing of goat meat within the region and government and nongovernmental institutions mandated to boost the development of the Halal industry in the region.

Meanwhile, as part of the region’s efforts in the development and promotion of the Halal industry, the Office of the Regional Governor released a memorandum directing all its offices and agencies to create programs, projects, missions and visions that should be anchored on the ARMM Vision.

IDC Gives Back to Community

For less than a decade of implementing its advocacy, Italpinas Development Corporation once again hosted community services as their year-end presents to the local community. Last December 2017, two of the major activities held are tree planting and outreach.

During the bamboo planting at Brgy. Baluarte, Lumbia CDO, the staff and salesforce of IDC teamed up with CLENRO-City Local Environment and Natural Resource Office.

At the same time, IDC threw pre-Holiday parties separately to more than 50 people from Home for the Girls and Home for the Aged.

IDC hopes to be partnering with other organizations for their community projects for this year 2018.

“At Italpinas, this is our little ways in taking part of community building. This year, we hope to come up with more fruitful activities and programs than can truly benefit not just the environment but also the people in need,” said Ms. Frances Mae Galvez, Brand
