AVAO City - Agriculture (DA) Secretary Proceso J. Alcala awarded a total of Php 2.2 million worth of farm grants to the School on-the-Air (SOA) graduates on Wednesday ( March 4) here.

The grants include 450 sacks of certified seeds wor t h Php612, 000; 10 heads of carabao with comb harrow and plow worth Php 450,000; 2 units of rice reaper worth Php36, 000; 3 units of mechanized thresher worth Php266, 664; 450 pieces of laminated sacks worth Php 250, 875; 2 units of hand tractor with trailer worth Php104,937 and 30 pieces of knapsack sprayer worth Php234,000.

From two months of basic agricultural lessons on air which focuses on

rice production, 450 farmer graduates from various towns in Davao region composed of 250 graduates from Davao del Norte, 99 from Compostela Valley, 20 from Davao Oriental and five from Davao del Sur availed themselves of grants from the DA. “These grants are DA’s way of commending you [farmers] for the cooperation and dedication you showed in our programs and projects. These projects are always intended to uplift your living conditions”, Alcala said.

Alcala also promised to provide 450 transistor radios to the farmer graduates for them to listen and learn technologies in agriculture.

TAGUM City, Davao del Norte, Island Mindanao, Philippines - Following weeks of pre-Musikahan Festival 2015 activities, the auspicious Grand Opening of the 14th edition of the Tagum City Musikahan Festival on February 28, 2015 at the Freedom Park was finally carried out amidst pomp and gaiety.

ing of the 2015 Musikahan Festival, stated that the efforts exerted by the City Government in positioning the city as the Music Capital of the South and the City of Festivals has paved the way for Tagum to gain international recognition and appreciation that will resultantly lead to Sister Cities International relations, thus promising a boost in the local tourism industry.

COTABATO City - More than 150 assorted open-pipe motorcycle mufflers, confiscated by the Cotabato City Traffic Management Unit (TMU) were destroyed by the city government.

“This is to send the message that we are serious in our campaign against open pipe mufflers that produce irritating sounds,” Mayor Japal Guiani Jr said as he led city TMU officials in destroying the 154 pieces of mufflers using a backhoe.

“These are a nuisance to the city because of the loud noise they are emitting every time they run along the city streets,” Guiani said.

Guinai said the mufflers were confiscated by TMU in various operations in the city.

It was the second time the city government destroyed confiscated mufflers.

Late last year, about 130 modified mufflers were also destroyed by the city government.

TMU chief Police Insp. Joseph Villanueva stressed that the use of an improvised mufflers is in violation of the Republic Act (RA) No. 4136 or the Land Transportation and Traffic Code of the Philippines.

RA 4136 states “every motor vehicle propelled by an internal combustion engine shall be equipped with a muffler, and whenever said motor vehicle passes through a street of any city, municipality, or thickly populated district or barrio, the muffler shall not be cut out or disconnected. No motor vehicle shall be operated in such a manner as to cause it to emit or make any unnecessary or disagreeable odor, smoke or noise.”

Guiani admitted there are still motorcycles roaming in the city using illegal mufflers.

“In due time, we will eliminate all these instrument of noise pollution,” Guiani said.

Pursuing peace Think a minute…

This a true story about a young couple who just had their first child. A few weeks after giving birth, Patti, the new mother, was telling her friends all she had been through. She said: “Four years ago I found out I was pregnant. I was not married and alone!” She said, “Even though I was going to church, I couldn’t give up my old bad habits and friends.

I was still smoking dope every day and sleeping with the man who lived next door.

Yet on the weekends I was at church, and working with the church youth group.

But getting pregnant finally showed everyone that I was a hypocrite! Many times I wanted to change and get right with God, but I kept falling back into my old bad habits and lifestyle.

I was scared and thought the only way to clean up my bad past was to get an abortion so no one in the church would ever know. Even my religious family told me to get an abortion and save our family name and reputation.

It was then I realized I had to make this decision alone, by myself! I prayed and asked Jesus Christ to forgive me for living a life of hypocrisy and not really living His right way every day.

So I asked Jesus to help me trust and obey Him, even though I was rejected by my friends and family. And for the first time in my life, I had real peace in my heart and mind. And God took care of me. The doctor that helped me with the pregnancy and delivery didn’t charge me any money at all for his care.

I told my Christian friends everything, and they helped me start a new life. Then God helped me find a good Christian couple to adopt my baby girl named Sarah.

And today I have a wonderful Christian husband and a new baby of our own. But more importantly, I finally have peace with God my father and maker.”

CAGAYAN de Oro City – Most people think governing is a task performed by people in power only, that it only concerns public officials, while the rest of the people (who are not in office) are mere beneficiaries of government goods or objects of public services.

This thinking needs to be changed, especially at the primary level of government, in the barangay, where citizen participation or non-participation has a direct effect on the quality and reach of governance.

The barangay government is the closest, most intimate, unit of public administration. Its every policy or act impacts directly upon the lives and circumstances of its constituents.

If its constituents don’t feel its impact one way or another, it can only mean two things: 1) they’re not involved in its governing process, in which they have a role and a right to participate; or 2) their officials

The Worm’s Eyeview Manny Valdehuesa are doing the governing all by themselves—without benefit of the people’s participation, feedback during consultations, or express approval. In either case, there’s a violation, and it’s bad governance. ***** If the people have no part in preparing its development plans and programs, the barangay cannot be said to have “a government of the people and by the people.” It is not a true democracy.

They must play a role in identifying/defining its problems, in prioritizing what measures are to be taken, in formulating the necessary programs and

projects, and in implementing them.

If the officials presume to govern by themselves, they belittle an essential aspect of autonomy or selfgovernance: the people’s participation. They subject the community to bad governance, prevent direct democracy from operating at the base of the Republic, and weaken its foundation.

Bad governance causes injustice and deprives everyone from the benefits of prosperity and equality, especially the poor and underprivileged who in their impoverished condition are the least able to cope with corruption and abuse. *****

Unfortunately, such is the case in most of our barangays, of which there are a total of 42,000-plus.

Either the people in them are not involved in the tasks of governing, or the officials are doing all the deciding and doing—and grabbing all the credit and benefits from doing so.

As a result, no one can claim that the Big Philippi ne Republic d raws strength from its small republics (barangays) where the sovereign people reside.

We are more than 100 million Filipinos already, all residing in 42,000-plus barangays—each one supposedly the home of People Power.

But like the energy crisis, People Power is severely limited, as most of it is arrogated by officials elected as public servants but who act like they are the Boss. ***** Hence, instead of becoming the bastion of freedom and democracy, the barangay has become the

soft underbelly of our Republic, prone to graft and corruption, badly governed by predatory politicos and their greedy cronies.

The scale of corruption spawned by the traditional politicians, or trapos, who make our barangays a nesting place for their petty dynasties, has grown to such a magnitude that a culture of corruption and impunity now suffuses local governments and the grassroots including the youth of the sangguniang kabataan.

Our Republic seems like a collection of tiny principalities called barangays that are headed by presumptuous oligarchs who think they know best, who figure that whatever they do is good enough for everyone, and that therefore people should take their acts and decisions at face value without benefit of public comment or approval.

-oooFOLLY OF NEGOTIATING PEACE IN MINDANAO: The folly of negotiating peace with just one armed group in Mindanao is once again exposed for all to see: even if peace is not attained yet between the Aquino government and the Moro Islamic Liberation Front, a new rebel group composed of 70 fully armed men led by a radical Muslim cleric, the Justice for Islamic Movement, is raring to go to more wars against the Republic of the Philippines.

Indeed, President Aquino might want to ask himself and try to think of the right answer by himself for once: if total peace in Mindanao is not going to be achieved by the peace pact with the MILF, since new rebel groups could crop up even at the mere drop of a hat in much the same fashion that MILF cropped up by separating from the Moro National Liberation

Kakampi mo ang batas Atty. Batas Mauricio Front after it managed to sign a peace accord with the Ramos government, why bother about peace at all?

It is clear that there is not going to be any lasting and total peace in Mindanao, especially if high-powered firearms continue to proliferate and remain in the hands of people willing to wage wars against the government and against Filipinos who want peace to reign. Remove the guns from rebels first, if the government can, before any negotiations start, and I am sure everybody will pay serious attention to the government’s peace overtures.

-oooTWIN SISTERS, BOTH 76 YEAR OLD, BRUTALLY ATTACKED IN QC: A Facebook friend, Kerwin Torregosa, is crying out for justice for his mother,

76-year old Pura Torregosa, and Pura’s twin sister, Purisima, who were brutally assaulted inside their house in Talayan, Quezon City last February 26, 2015.

Kerwin’s mother survived the attack, but she suffered serious injuries, particularly on her face, which necessitate an operation. The mother’s twin, Purisima, died a violent death.

Here is a post f rom Kerwin about the heartwrenching incident, edited a little: “Pura and Purisima are twins aged 76, both without any source of support, except myself and Kuya Albert. Hilario Camino Moncado and his wife Diano Toy Moncado on December 4, 1954 were bound for Tijuana, Mexico. Upon arrival, reported to the American Consulate and filed an application for a preference waiting list to return to the United States.

In 1955- Mrs. Moncado and Hilario Camino Moncado were granted permission for permanent residency on May 6, 1955, by the Secretaria de Gobernacion, Poder Ejecutivo Federal, Direccion General de Poblacion, Registro Nacional de Extrangeros, Mexico, D.F. HIS DEATH—On a beautiful and blessed Sunday, April 8, 1956, Hilario Camino Moncado at the age of Fifty Eight (58) died of heart attack at exactly 11.11 A.M. while playing golf with some friends at the Agua, Caliente, Mexico. His expiration from life became a beginning for HIS MYSTICAL LIFE shared to all members of the Federation all over the world.

His body was brought back to the Philippines, the land of his birth, and was interred at the North Cemetery, Manila on April 27, 1956 and was attended by the hundreds of his faithful followers from the colonies he had founded in Lanao, Cebu and Davao.

Tall guy as he is, but he was buried in the NICHE ONLY AT FOUR (4) FEET TALL. Indeed his mortal body burial size is a Mystery and Mystical to all His followers from all over the world.

RA 7581 provides protection to consumers by stabilizing the prices of basic necessities and prime commodities and by prescribing measures against undue price increases during emergency situations and like occasions.

Under the law, the government is mandated to ensure the availability of basic necessities and prime commodities at reasonable prices at all times without denying legitimate business a fair return on investment.

It is also declared by policy of the State to provide effective and sufficient protection to consumers against hoarding, profiteering and cartels with respect to the supply, distribution, marketing and pricing of said goods, especially during periods of calamity, emergency, widespread illegal price manipulation and other similar situations.

Without prejudice to the provisions of existing laws on goods not covered by this Act, the law pointed out that it shall be unlawful for any person habitually engaged in the production, manufacture, importation, storage,

transport, distribution, sale or other methods of disposition of goods to engage in the acts of price manipulation of the price of any basic necessity or prime commodity like hoarding, profiteering, and cartel.

Under the profiteering provision, there shall be prima facie evidence of profiteering whenever a basic necessity or prime commodity being sold such as: (a) has no price tag; (b) is misrepresented as to its weight or measurement; (c) is adulterated or diluted; or (d) whenever a person raises the price of any basic necessity or prime commodity he sells or offers for sale to the general public by more than 10 percent of its price in the immediately preceding month.

However, the law stipulated that in the case of agricultural crops, fresh fish, fresh marine products, and other seasonal products covered by this Act and as determined by the implementing agency, the prima facie provisions shall not apply.

Tomas bets Rovelyn Marqueza and Alexis Ritz Labaya, the other contestants who respectively placed 2nd and 3rd at the competition while Rhea Alondra Velarde of Carmen, Davao del Norte was declared the Adult Category’s Grand Champion, winning over Tagum’s Chloe Palar and Marianne Ross Vinculado. The prize money for the Kantahan was pegged at P20, 000.00 for the first prize, P15, 000.00 for the second prize, and P10, 000.00 for the third prize. A consolation prize of P2, 000.00 was also given to the contestants who failed to place at the said Grand Finals.

Meanwhile, the Himig Handog Choral Competition held at varying venues in the City on March 2, 2015 resulted to Los Cantantes de Manila winning two of the competition’s four categories, the Adult/College and LGU/ Church Categories, grabbing a consolidated cash prize of P80, 000.00. The second place, with

a cash prize of P30, 000.00, went to UMTC Harmonic Chorale, for the Adult/ College Category and Mt. Carmel College Chorus, for the LGU/ Church Categor y, respectively. Davao Chamber Singers placed 3rd for the Adult/ College Category while Agnus Dei Chorale grabbed the same prize for the LGU/Church Category. The cash prize winnings of the 3rd placers were P20, 000.00.

The grand prize of the Himig Handog Competition’s Children and Youth Categories were respectively won by Munting Tinig MPCES Choir and Vox Unito Chorale, while the second prize for the same categories were won by Matina Central Elementary School Children Choir and TCNHS’ Tinig Ensemble. The Children’s Chorus Serenata and Davao Chronicles Singer respectively placed 3rd on the competition’s Children and Youth Categories.

The city’s 2015 Musikahan Festival, organized by the City Government of Tagum and the Tagum City Tourism Council and sponsored in part by the Philippine Amusement and Gaming Corporation (PAGCOR), will run until the 7th of March, 2015, in time for the celebration of the 17th Araw ng Tagum.
