CAGAYAN DE ORO CITY — The Bureau of Fisheries and Aquatic Resources (BFAR) has warned anew the public that shellfishes collected at Dumanquillas Bay in Zamboanga del Sur, Murclelagos Bay in Zamboanga del Norte and Misamis Occidental are still positive of paralytic shellfish poison.

Government to spend P14.11B for classrooms

CAGAYAN DE ORO CITY – The government is allocating P14,110,400,000 for the construction, replacement and completion of public schools in areas with acute classroom shortage.

This will be jointly undertaken by the Department of Budget and Management (DBM), Department of Public Works and Highways (DPWH) and Department of Education (DepEd), under the Fiscal Year 2013 Budget for the implementation of Special Provision (SP) No. 4 of the Basic Educational Facilities Funds (BEF)

Under the Joint Circular No. 2013-1, this will be jointly undertaken by the Department of Budget and Management (DBM), Department of Public Works and Highways (DPWH) and Department of Education (DepEd), under the Fiscal Year 2013 Budget for the implementation of Special Provision (SP) No. 4 of the Basic Educational Facilities Funds (BEF).

The circular provides that “Areas Experiencing Acute Classroom Shortage” refers to “areas where the number of students divided by the existing number of classrooms shall result in a

student-classroom ratio of 50:1 or worse, those where classrooms are temporary in nature or are makeshift structures and those without classrooms at all.”

Along this program, the DPWH will use the DepEd school building design and detailed costing.

The funds will be directed to the respective DPWH District Engineering Offices (DPWH-DEOs) following the allocation per congressional district with the corresponding list of schools, target number of projects, and the types of buildings to be constructed, prepared by DepEd and submitted to DBM. DepEd provides the

DPWH central office with detailed list of priority areas for new classrooms, including the name of the school, address, classroom building type, toilet type, projects costs and other pertinent information and submit a joint DepEd-DPWH special budget request to DBM for the special allotment release order/notice of cash allocation (SARO/NCA).

Oil palm industry on the rise - PPDCI

CAGAYAN DE ORO CITY -- The Philippine Palm Oil Development Council Inc. (PPDCI) says oil palm can be the answer to economic crisis in the country.

In its 8th National Palm Oil Congress held here recently, Dr. Pablito P. Pamplona of PPDCI said, by expanding and prioritizing oil palm as the main crop in the farm lands, it enables a typical farmer owning 3-5 hectares to earn enough to buy nutritious food for the family, buy household appliances and even buy a brand new car, among others.

The congress aimed to answer the country’s vegetable oil shortage, now imported at P6.68 billion in

2010; to export, promote high farm productivity, generate employment opportunities and use oil palm biomass for organic fertilizers, biofuel and electricity.

Dr. Pamplona added that neighboring countries, such as Malaysia, Indonesia and Thailand have already reaped the fruits of their labor from expanding their oil palm farms.

Thailand has planted over one million hectares; Malaysia has surpassed five million hectares and Indonesia has over 10 million hectares.

couting is an association where young boys and girls spend much of their time to have fun, conquer themselves, enjoy the thrill and adventurous activities all rolled into one.

It is where boys are trained to become future leadership greats– well rounded leaders at that. Becoming a scout

is often a sign that a young boy is finally coming of age ready to venture out into the open. Ready to be conquered or conquer the universe before him.

Days and nights of camping would soften a scout into submission to be loyal to the scout ideals. Starting from school camporals, a scout would be subjected to all elements away from the comforts of one’s home. Away from one’s bed and away from the ever temptous callings of advanced technology in the pretext of ipad minis, ipad, and flat TV’s and not to mention the internet. The morning delicious home cooking of mom will surely be missed by a scout. The comfort of one’s kitchen and bathroom is not a luxury for any scout who is into camping. The luxury of waking up late is all but lost either for a morning jog and morning patrol/crew duties.

Much more is late sleeping time after a wonderful campfire and a noisy crew, all eager to share their stories.

A district camporal with all the skills test are another level of scouting difficultly one had to undergo to experience

all the adventure and fun of scouting life. It’s another avenue to mould into perfection one’s scouting skill and meet new friends. Here activities are leveling up and activities are getting one sometimes into trouble with just anyone.

Activities and competitions are often fierce and challenging.

A scout begins to be involved with merit badge fever and collecting all 21 is much more loathsome and mind-numbing.

Its race to become a highest awardee recipient and getting waylaid in the process is not an exception at all.

Provincial and regional jamborees are just as perilous as all previously enumerated here. Activities are now more gratifying and vigorous at the same time. Sometimes it is often becoming a lethargic display of self-centeredness.

And to top it all it’s a venue where talents from abound are magnified and if you don’t have any you’ll be eaten up by the competition and before you know it, you’ll be out of the loop. Here, campfires are grand and exorbitant. Presentations are performed to send messages across and beyond.

Exhibits and exhibitions are rampant and are often a source of inspiration for young boys in the scouting ladder start up.

National Jamborees, Moots and Venture Camps are a showcase of colors and talents not to mention the magnitude of the events at this level.

More often than not, scouts who come all the way to such national event go home wanting for more. The camaraderie and excitement of being in a national event outweighs the financial considerations that come with it. It is rather a spectacle of scout pageantry and scout innovations at the highest order. Never before a scout who participates in such event and not yearn for another big event.

Indeed, scouting life is tiresome but full of fun. It is where adventure and camaraderie never fails to flabbergast anyone within the movement.

It is where friendship knows no boundaries and where youthfulness outgrows old norms. Innovation is key and scouting skill is a virtue to live for.

5 Davao City braces for MinBizCon 2013 Your Community Newspaper

I

n preparation for the 22nd Mindanao Business Conference (MinBizCon)in Davao City, August this year, the Philippine Chamber of Commerce and Industry (PCCI)-Mindanao and the Mindanao Economic Development Authority (MinDA) have jointly conducted a Policy Agenda Setting consultation, recently.

The consultation incorporated ideas and strategies to enhance competitiveness of business sector in Mindanao and ensure that the island is more conducive for businesses.

During the activity, Business Executive John Y. Gaisano Jr. urged that upcoming MinBizCon should address immediate and recurring issues of the business sector in Mindanao, including the proposed actions for the government and the private sector’s commitment to achieve the desired outcome.

“The business community should not only learn competitive business formulation, but must also focus on how to increase the net profit,” said Mr. Gaisano.

This year’s MinBizCon will be held in Davao City in August.

“If we improve our profit and grow our business, we can provide more people with jobs

that would lead to a lively economic growth,” Mr. Gaisano.

With the year’s theme “Moving Towards ASEAN Business Integration,” the MinBizCon hopes to equip the business community in Mindanao with necessary tools and information, as it prepares to bid for ASEAN integration, and to form concrete policy and steps from the interaction between the business sector and the national government agencies.

The group specified three key processes to be undertaken in going through policy process. It starts with problem identification.

First is the literature review on all the results done in conferences including all relevant issues that are related to the theme, a series of consultation together with the PCCI-Mindanao and MinDa, and prioritization of the policy agenda that were already integrated into consultation.

The second component is the policy research by the aid of academic institutions to conduct a study and research that are needed to solve priority policy issues.

Policy advocacy is where policy agenda shall be classified according to key audience; executive, legislative branch of government, private sector,

other groups and the general public.

Lastly is the monitoring and evaluation to track progress of the policy agenda endorsed to agencies and other institutions that shall be reported by concerned government officials during the 22nd MinBizCon.

Gaisano also said that in terms of addressing the problems to the concerned government it is necessary that it should be specific, “we need to prioritize, we need it to be presentable, acceptable and clear in order to be addressed,” he said.

“In business there are many

things you should do and many things to address” he added.

He said that by consulting the concerns, and following all these processes, it will result to more funds, and it could bring people together and have a better focus.

MinDa takes a big role in order to help the business

A low voter turnout is evident. Based on Comelec assessment, at least 65 per cent of the total registered voters cast their ballots. This means there was voluntary disenfranchisement, or just sheer laziness to go the precincts. In any case, much is expected from the Comelec to raise voter participation in the next elections.

Manong Sixto Brillantes must initiate a voter education program soon.

This postmortem on the elections also strongly urges the Comelec to require candidates to render full and honest reporting of their election expenses, and to initiate legal action against violators of the election law.

Tangub City Council is most outstanding in R10

THE City Council of Tangub was recently awarded as the Most Outstanding Sanggunian in Component Cities Category of Region 10 in fitting ceremonies in Cagayan de Oro City.

With this, the Council was automatically a finalist for the national award during the End-Term Assembly of the Philippine Councilors’ League last month, at SMX Convention Center, Mall of Asia Complex, Quezon City.

The legislative award is based on the following criteria: Effectiveness of the Legislative Agenda, Effectiveness of the Legislative Documents, Efficiency of the Performance of the Sanggunian, and Quality of Office Set-up and Staff Performance.

CAGAYAN DE ORO CITY -Healthy lifestyle and adequate knowledge of Human Immune Deficiency Virus infection / Acquired Immune Deficiency Syndrome (HIV / AIDS) are essential in the fight against the deadly disease, an official of the Department of Health said.

“HIV-AIDS is incurable and fatal, but 100 percent preventable. A person with HIV is infected for life and you cannot tell who is infected,” Dr. Evelyn Magsayo, DOH 10 HIV-AIDS program manager said. “Getting HIV is a decision.”

During the NEWSCON at the BWM Media Center here, Dr. Magsayo reminded that Human Immune Deficiency Virus Infection / Acquired Immune Deficiency Syndrome (HIV/AIDS) is a disease of the human immune system caused by infection from human immunodeficiency virus (HIV).

and is caused by a virus (not bacteria), attacks the immune system, may be transmitted sexually and has prolonged asymptomatic (no symptoms) period.

From HIV (asymptomatic), a person infected can lead to having AIDS in two to 10 years and could die due to complications, Dr. David Mendoza, DOH regional epidemiologist, she added.

HIV can be found in saliva, tears, nervous system tissue and spinal fluid, blood, semen (including pre-seminal fluid, which is the liquid that comes out before ejaculation), vaginal fluid, and breast milk.

However, only blood, semen, vaginal secretions, and breast milk has been shown to transmit infection to others.

HIV can be acquired in 3-4-4-5.

CAGAYAN DE ORO CITY - The Regional Development Council (RDC) for Northern Mindanao has backed the move to build climate and disaster resilient communities in the region.

The support was conveyed by the Council through a resolution enjoining support to and advocacy on the implementation of a geospatial database system on climate change and disaster

risks in Region 10.

The database system, called “Climate Change and Risk Information Systems for Planning (Crisp), aims to respond to the need for an integrated and efficient storage of reliable and upto-date risk information in geospatial format which the government and general public can easily access.

It is a joint project of the National Economic and Development Authority (NEDA) Regional Office X and the

Climate Change Commission.

Ac c ord i ng ly, t he i m plementation of the Crisp project will involve organization of the Crisp Core Group (CCG) to be compose of RDC-X Regional Land Use Committee (RLUC-X) members and other agencies possessing geospatial data holdings; installation of the Crisp system and buildingup/maintenance of Crisp database at the NEDA-X; and preparation of a handbook or operations manual on the

Crisp system.

It also involves the advocacy of the system to the national government agencies (NGAs), local government units (LGUs) and private sector partners.

REGION 10 (Northern Mindanao) — The Local Poverty Reduction Action Team (LPRAT) and functionaries of Maramag, Bukidnon converged for a 2-day Bottom-up Budgeting (BUB) planning workshop held here recently.

Mayor Alicia PaulicanResus said that this budget approach encourages active participation of citizens to create a more visible, accountable, and responsive government.

“This process assures the public that funds will be spent for programs intended solely to target beneficiaries to improve social and economic well-being of the citizens,” she said.

The government has introduced the bottom-up bud-

geting system for the 2014 national budget to have closer citizen engagement through civil society organizations (CSOs) and the local communities.

Francisco Y. Cipriano Jr., municipal planning and development coordinator, on his part, said the grassroots communities should have a voice in crafting the local budget because prioritizing projects and allocating funds greatly affect people’s lives.

In order to come up with the local priority projects for inclusion in the 2014 national budget, the participants were tasked to present project process, roles and responsibilities, and menu of programs by participating agencies.

ARMM - Preparations for the opening of classes, members of the Task Force Kasalimbago have joined the Department of Education (DepEd) in the annual Brigada Eskwela.

The Task Force, headed by the 103rd Infantry Brigade, Philippine Army, mobilized parents, teachers, police and military personnel, youth, community residents and other volunteers in the cleaning-up and repairing of schools last

Major Abdullah D. Mocsana, civil military operations officer of the 103IB, said the move aims to help provide school children an environment conducive to learning.

The Amai Pakpak Central Elementary School (APCES), Marawi Central Elementary Pilot School, Dansalan Elementary School, Angoyao Central School, Cadayonan Elementary School, and Calocan Elementary School, among others, benefited from the Brigada

Eskwela.

Abdel Mulay Jr., a youth volunteer, said he joined the activity to help fellow students feel comfortable in school during classes.

APCES School Principal Pinamili Diron-Abedin appreciated the Task Force for helping in the Brigada Eskwela and choosing APCES as beneficiary.

Laidan, regional director of the Department of Science and Technology (DOST-12), said 90 freshmen high school -- Grade 7 in the K to 12 system -- students will comprise the maiden class.

She added, based on results of the national competitive examination in September last year, 46 passed as principal qualifiers and 44 others as alternate qualifiers in the Soccksargen Campus.

She further said that enrolment was held on May 21 and

22 at the Provincial Planning and Development Office inside the provincial government compound here.

“The PSHS is ready to serve the constituents in Region 12 to boost the quality of education in the area,” she said.

Region 12 is comprised of the provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani and the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato.

DIPOLOG CITY - Elements of the Zamboanga del Norte Provincial Police Office (ZNPPO) has confiscated 34 assorted firearms during the recent elections gun ban.

ZAMBOANGA City - Fulfilling his commitment to help modernize the Zamboanga City Medical Center (ZCMC) and accelerate delivery of health services, Mayor Celso Lobregat recently turned over to hospital officials a check of P70 million for the acquisition of a magnetic resonance imaging (MRI) machine.

The check was received by ZCMC Chief Romeo Ong, in ceremony held at the city hall conference room, followed the signing of the memorandum of agreement (MOA) that set guidelines for the purchase of the MRI equipment and related accessories.

Mayor Lobregat explained

that the addition of an MRI machine at the ZCMC will eliminate the need for patients to go outside the city for an MRI reading.

“Moreover, not only senior citizens, but all residents of the city can avail of the 20% discount on the use of the MRI,” Mayor Lobregat stressed.

The donation was handed by the city mayor, as he ends his three-year term by June 30, this year.

MRI is a diagnostic device used in detecting structural abnormalities of the body.

It uses magnetism and radio waves to produce clear pictures of human anatomy.

ZAMBOANGA CITY – A United States travel warning on the Philippines remains in force, four months after the State Department banned its citizens from travelling to the southeast Asian country, particularly Mindanao Island and Sulu Archipelago.

The travel warning, issued on January 30 replaced its June 14, 2012 warning and said it reflects the continuing threats on U.S. citizens due to terrorist and insurgent activities.

“U.S. citizens should continue to defer non-essential travel to the Sulu Archipelago, due to the high threat of kidnapping of international travellers and violence linked to insurgency and terrorism there,” the warning said.

It said U.S. citizens should continue to exercise extreme caution if travelling to Mind-

anao, saying throughout the region, criminal groups have clashed sporadically with the military, particularly in rural areas, and terrorist groups have kidnapped international travellers and carried out bombings that have resulted in injuries and deaths.

The U.S. warning also said that the Philippine government maintains a state of emergency and greater police presence in Cotabato City, Maguindanao and Sultan Kudarat provinces in Mindanao due to the current situation there.

But said security and safety conditions in the urban centers of Davao City, General Santos City, and Cagayan de Oro City also in Mindanao are generally more controlled.

“Nevertheless, U.S. Embassy employees must receive special authorization from Embassy security officials

to travel to any location in Mindanao and the Sulu archipelago, including these urban centers,” the travel warning said, adding the Department of State remains concerned about the continuing threat of terrorist actions and violence against American citizens and interests throughout the world.

Travel Warnings are issued when long-term, protracted conditions that make a country dangerous or unstable lead the State Department to recommend that Americans avoid or consider the risk of travel to that country.

U.S. citizens had been previously kidnapped by Abu Sayyaf rebels in the Philippines and American soldiers training Filipino troops were killed in rebel attacks in Zamboanga City and Sulu province.
