IDAPAWAN City - Local and international environmental and tourism officials have recently signed a Memorandum of Agreement to preserve, protect and develop the environment resources in here and in North Cotabato, specifically the country’s highest peak, officials said Saturday, December 13.

Mayor Joseph Evangelista of Kidapawan said the MOA was also signed by multi-sectoral representatives and basically aimed at protecting Mt. Apo natural park.

Lessons unlearned – the lure of floodplains As Typhoon Ruby barreled down across the Visayas last weekend, authorities scrambled to ensure the evacuation of coastal communities in danger of storm surges.

A little over a year after Typhoon Yolanda brought death and destruction, communities remain in the very same spot where metershigh waves brought mayhem and death – and even in the hardest-hit areas of Tacloban City and Guiuan.

The reality is, the poor have no place to go but to highly flood-prone coasts where their livelihoods are.

Poverty prevents people from accessing basic services like housing and the government’s “low capacity” to provide socialized housing will drive them to floodplains, says Maria E. Cabral, Assistant Secretary for Planning of the Department of Public Works and Highways (DPWH). “Even with increased awareness of the risks, people will continue to live in hazard-prone areas.”

“The provision of flood control structures is insufficient, mainly caused by insufficient budget and the absence of river improvements,” said Cabral who was directly involved in the building of major DPWH roads, bridges and flood control projects co-funded by the Asian Development Bank, World Bank and the Japan International Cooperation Agency.

“The government does recognize the critical importance of removing people at risk,” Cabral said during the 36th Annual Scientific Meeting of the National Academy of Science and Technology, citing funds allocated to transfer illegal settlers from rivers

“Flood control projects can only proceed after informal settlers are removed and resettled. As such, flood management becomes an all in one project for relocation, housing and clearing,” he said.

“Informal settlers encroaching on waterways constrict the flow of flood waters.”

Floods are major recurrent problems in Metro Manila that require the cooperation of three administrative regions – the National Capital Region, Central Luzon and Southern Tagalog.

The provision of flood control structures is insufficient, mainly caused by insufficient budget and the absence of river improvement plans, said Cabral, a civil engineer who heads DPWH’s Public-Private Partnership Service.

The MMDA’s Proposed Master Plan recommends structural flood control projects until 2035 in the Pasig-Marikina, Meycauayan, Malabon-Tullahan and South Paranaque-Las Pinas rivers; Valenzuela-ObandoMeycauayan; East Mangahan Floodway; and West Laguna Lake shorelines.

Dillera assured local officials that funds have been allocated to promote ecotourism destinations around the Mt. Apo, especially in Kidapawan-Magpet-Makilala, communities surrounding the highest peak.

Dillera said DOT-12 eyes the development of Kansal Falls, a spring falls in Barangay Perez, and the construction of a circumferential road that connects hinterland villages of Kidapawan City to towns in Magpet and Makilala.

According to Dillera, the bottom-up budgeting (BUB) of the national government have helped the DOT to push for tourism-related projects in Region 12.

Region 12 is composed of the provinces of North and South Cotabato, Sultan Kudarat, Saranggani and the cities of Cotabato, Kidapawan, Tacurong, Koronadal and Gen. Santos.

Dillera explained the government, through the DOT, no longer practice “lip service.”

“I would say that people can now feel, see, and hear what the DOT-12 is doing because we have already funds allocated for them,” she explained.

Kidapawan City government spearheaded the 5-day Naturalist Eco-guides training and aimed at increasing the level of awareness of eco-tourism guides on ecological protection of the

biodiversity of Mount Apo, a protected area.

Evangelista lauded the partnership by IUTC of the government of the Republic of Korea to realize the project.

He also told reporters that the indigenous peoples’ rights are always protected and considered in the program.

On Saturday last week, typhoon Ruby, with maximum center winds of 190 kph, slammed into Eastern Samar, knocking out power and communication lines, uprooting trees, and causing shallow flooding. As it barreled further into the central region, it cut a wide swath of destruction.

But up to a million residents of the provinces placed under storm signal No. 2 and No. 3 have already been moved to designated evacuation centers hours before the howler slammed, as LGUs activated anti-disaster plans with the goal of zero casualty.

Pimentel is convinced that it is time for Congress to tackle his pet bill to amend the fiscal provisions of the 1991 Local Government Code next year.

“It is time that local officials are fully empowered.

Congress should provide them with added resources to face the challenges of climate change.”

The proposed Senate Bill No. 2045, called the “Bigger Pie, Bigger Slice” bill, would give local government units (LGUs) a P600-billion increase in their shares from national taxes.

would be known as Shares in the National Taxes or SNT to replace the Internal Revenue Allotment or IRA since the landmark law took effect in 1991. It seeks to expand the tax base to include collections by the Bureau of Customs in addition to those collected by the Bureau of Internal Revenue.

Bigger funds would enable LGUs to build more resilient infrastructure support projects, Pimentel said, that could withstand the calamitous effects of stronger typhoons.

These infrastructure as well as health, social services and environmental programs would impact heavily on the people.

“As we cope with climate change, governance could yet have a profound and lasting effect on the people and communities,” he said.

“Dependence on national government will be greatly reduced.”

The bill would raise LGU shares from the current 40 percent to 50 percent while replacing the phrase “national internal revenues taxes” with “national taxes” once the proposed measure becomes a law.

“Essentially, we are increasing the size of the pie to be divided among the LGUs,” Pimentel said.

“It was validated that the construction of a new High Density Polyethylene tailings storage facility designed at the Tailings Storage Facility No.5 was ongoing

and only 85 % complete,” it said.

“In consideration of the 100% completion of the thickener and cement mixing facility that will produce thickened tailings with great residual strength and also the completion of the modification of theTailings Storage facility Nos. 3 and 4 that can immediately accommodate the new thickened cement tailings once the mill operates and even for a period of more than four months, this office recommends for the lifting of the CDO,” the memorandum further said.

On April 24, 2013, a tension crack was discovered on the slope of one of the tailings dam in Barangay Siana, Mainit which serves as catchment of wastes from the mill’s processing plant.

The crack measured 250 meters long and had two meters of land displacement, according to MGB-Caraga.

“Upon the discovery of the tension crack, the company then did rapid response to mitigate the possible environmental risks,” said Adol Patino, of the Mine Management Division of MGB-Caraga.

Patino said that company also voluntarily stopped its operations and filled the crack with earth, made a 900-meter containment bund wall and diverted a path of Magpayang River which was 240 meters long and 200 meters wide.

He said such measures were enough to mitigate the effects of a possible spill, which, he stressed, did not occur.

Despite the massive effort, Jasareno issued a cease and desist order against the said mining firm on June 6, 2013.

Greenstone Resources Corporation, a subsidiary of Australian-based miner Red5 Limited has been pro-

ducing 1,250 ounces of gold per week at Siana Mines since the start of commercial production on April 26, 2012.

Siana Mines was actually an abandoned mine site previously operated by Surigao Consolidated Mining Company Inc. (Suricon) and was first opened in the 1930s.

Closed down during World War II, it was reopened in 1946, producing 4,800 kilograms of gold and 8,000 kg of silver. It was closed down again owing to mine flooding and underground fire.

The abandoned mine site was not rehabilitated until Red5 Ltd. secured a mining permit in 2002. It was granted an environmental compliance certificate in April 2009 despite a prior scheduled Final MineRehabilitation and Decommissioning Plan expected late May of the same year, according to Alyansa Tigil Mina.

The Siana Gold Project is made up of both an open pit and an underground mine. The project, as originally designed, will deliver a minimum 849,000 ounces of gold production a year at a cash cost of under $400 per ounce over a 10-year life.

Greenstone Resources Corporation used Suricon’s old tailings dam that suffered a crack.

Bebot Gonzales, liaison officer of Greenstone Resources told MindaNews that Jasareno will decide on the lifting of the cease and desist order.

Dulmar Raagas, president of the Chamber of Mines in Caraga on Thursday said that their group has issued a resolution in support to thelifting of the cease and desist order against Greenstone Resources.

He said there is no reason to prevent the mining firm from resumingoperations since the stability and integrity of the tailings facility has been fully restored.

DENR Secretary Ramon J.P. Paje said the ICRMP consistently promoted the “ridge-to-reef ’ approach for sustainably managing the coastal resources and to increase the income of fisherfolk by providing them greater access to livelihood opportunities.

“The project was one of those that showed how our coastal and marine resources can only thrive and be sustained if we address threats in the uplands, lowlands

and coastal areas,” Paje said.

The environment chief added: “It has provided the momentum needed and shown the way on how to involve various stakeholders to ensure that our aquatic resources will continue to provide environmental services, and support their livelihood, socio-economic and industrial activities.”

ICRMP was a joint project of the DENR and the Asian Development Bank, as well as the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture and the Municipal Development Fund Office under the Department of Finance.

Its implementation was originally set for six years, from June 2007 to June 2013, but was given a one-year extension until June 2014.

The program was implemented in a total of 80 municipalities across seven provinces in various regions across the country. These include the provinces of Cagayan in Cagayan Valley Region; Zambales in Central Luzon; Romblon in Mimaropa; Masbate in Bicol; Cebu and Siquijor in Central Visayas; and Davao Oriental in Davao Region.

The closing event highlighted the contributions and success stories in different components of the project.

The first component – policy and institutional strengthening –focused on increasing the participation from the different stakeholders, allocating budget, and building capacities.

Policy studies were also conducted on topics such as on the management of mangroves, foreshore and environmental hazards.

The second component, which focused on biodiversity conservation, targeted the protection and improvement of coral reefs, mangroves and watersheds, and increasing fish stocks.

The ICRMP facilitated the establishment or strengthening of 77 marine protected areas covering a total of almost 25,000 hectares.

Another component, enterprise development and income diversification, allowed stakeholders, particularly communities, to increase their income and become more self-reliant with the establishment of ecotourism and enterprise activities like aquaculture.

The last component enabled local government to identify, prioritize and select social and environmental services and facilities such as flood control and water supply projects, materials recovery facilities, visitor’s centers, slaughterhouses, and fisherman’s wharfs.
