EMB chief presents soln to coal power plant woes

C AG AYA N D E O RO CITY, October 5 (PIA) – After piloting a full monitoring, carbon sequestering system here in the region, Environment Management Bureau Regional Director Sabdullah Abubacar bared new hope in environment protection amidst industrialization during the recent press forum with Philippine Information Agency (PIA).

Challenged to answer woes for issuing permits

for coal powered plants, the EMB and STEAG State Power Incorporated (SPI) embarked into a partnership that seeks to address issues on carbon emissions.

As STEAG is required to establish continuous emission monitoring system for self-monitoring, the EMB was able to persuade the company to make it available online for EMB’s monitoring purposes.

“Before we used the telemetry system in monitoring air quality and it’s a little costly,

now we can even see their real time emissions. Dusts for example, the standard is 150 mg/m³ a nationwide, but STEAG is complying more than what is required and they pegged at below 50 mg/m³ since their operation in 2007,” Abubacar said.

Meanwhile, to sequester greenhouse gas emissions, the EMB employed the “carbon sink” project or the establishment of mini-forest computed based on carbon per year emissions and its equivalent in

hectarage.

STEAG piloted the project and was required to plant and maintain at least 1,200 hectares, the 200 hectares natural forest is now maintained at the Mapawa Nature Park.

“We piloted it here and if Depar tment of Environment and Na t u r a l Re s o u r c e s (DENR) will make 100 percent carbon sequestration a policy to all environmental critical projects like cement factories and similar power plants then it

is expected that whole Philippine timberlands that is now denuded, will be covered with trees. DENR’s current forest protection and maintenance program is up to three years, and these as are the gaps that the companies can fill, not only limited to coal but also to all environment critical projects,” Abubacar stressed.

SP backs opening of NHS in Brgy Tuburan CAGAYAN DE ORO CITY, October 4 – The city council of Cagayan de Oro City has supported the opening of a national high school in Barangay Tuburan.

With the intention to open schools in every barangay, the Cagayan de Oro City Council headed by Vice Mayor Raineir Joaquin V. Uy during its regular session adopted a resolution favorably endorsing and interposing no objection to the separation of Tagpangi National

High School-Tuburan Annex from its mother school, Tagpangi National High School, to be named as Tuburan National High School.

The resolution was endorsed by the committees on education and on laws and rules chaired by Councilors Suzette Magtajas-Daba and Ian Mark Nacaya, respectively, in response to the resolution of the Barangay Council of Tuburan.

According to the barangay, in 2003, the

barangay approved a resolution requesting the city mayor to open a secondary school in Tuburan.

The following year, the DepEd regional director interposed no objection to the operation of Tuburan National High School subject to some terms and conditions such as the acquisition of a school site.

Barangay officials said the city government under the leadership of Mayor Oscar Moreno

identified an area for the establishment of the Tuburan National High School.

Tagpangi National High School has been existing for 12 years as an annex school, the barangay cited in the resolution.

The barangay council also requested the city government to donate a 12,080 square meter lot in Tuburan in favor of Deped to be used as the site of the Tuburan National High School.

September Inflation Higher at 2.3 Percent Headline inflation in September increased to 2.3 percent year-on-year from 1.8 percent in the previous month and was within the BSP’s forecast of 1.6-2.4 percent for the month. The resulting year-to-date average inflation rate of 1.6 percent was still below the Government’s inflation target range of 3.0 percent ± 1.0 per-

centage point for 2016.

Likewise, core inflation, which excludes certain volatile food and energy items to measure underlying price pressures, rose to 2.3 percent in September from 2.0 percent in August.

Meanwhile, month-onmonth seasonally-adjusted headline inflation was unchanged at 0.1 percent in September.

The uptick in inflation for September was traced mainly to higher price increases in key food items particularly fish, fruit, as well as oils and fats.

Rice prices were also higher due to the ongoing lean season while vegetable prices were pushed up by tightness in domestic supply owing to weather-related

production disruptions.

At the same time, upward price adjustments of selected domestic petroleum products also contributed to higher non-food inflation.

NGCP sets pioneering grid technical standards Your Regional Community Newspaper

The goal of becoming one of the best power utilities in Southeast Asia is within reach for the country’s sole power grid operator, NGCP, as it institutionalized the technical standardization system for the core functions of the company.

Through technical standardization, NGCP is able to better develop and implement a system to improve the quality of its services and operational efficiency, and more efficiently align its i nte r na l pro c es s e s.

NGCP has set a total of 109 standards on equipment and material specifications, project and construction management, planning and design, maintenance and testing, and operations, among others. These

standards are based on global standards and best practices of international power utilities.

According to NGCP, technical standardization contributes to the company’s improved levels of compatibility and interchangeability of equipment, spare parts and materials, and commonality of processes, as well as ad m i n i st rat i ve an d management functions. An example is the standard design of transmission facility components which makes management of transmission line and equipment spare materials easier.

The standard design or specification can be used for more than just one facility of a similar capacity or function, thus maxi-

mizing compatibility and interoperability.

“Setting these standards has made designing new projects and maintaining existing lines easier, but, at the same time, more stringent. The standards serve as design references for new project requirements, hence, consistent quality is ensured across our projects and maintenance activities,” said NGCP. Among the completed design standards are for substations, control and protection systems, telecom facilities, steel pole and lattice transmission line structures, and civil works structures.

Implementing these standards minimized design man-hours and ensured the highest degree of reliability.

The company also set in place a new and more effective Network Protection System designed to quickly detect risks to grid integrity, such as line faults and voltage fluctuations, and, subsequently, implement preventive or mitigating actions with minimum energy loss and with due regard to health, property and the environment.

“The Network Protection System is yet another step towards a smarter grid. We prioritized setting these standards to improve the quality of our service to grid customers. Our customers are assured that all NGCP facilities across the country adhere to these standards and practices which are at par with our interna-

tional counterparts,” noted NGCP. These standards are revisited on a regular basis to keep it up to date and responsive to the changing technologies and current needs of NGCP’s operations. In completing the standards, natural disasters, high temperature and humidity, which are inherent in the Philippines, were also considered.

Alongside these technical standards, NGCP also secured Integrated Management System (IMS) re-certifications, including ISO9001 for Quality Management, ISO14001 for Environmental Management and OHSAS18001 in Occupational Health and Safety Management, collectively covering 25 corporate

procedures, in January 2015, valid for three years.

NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. The consortium, which holds the 25-year concession contract to operate the country’s power transmission network, is comprised of Monte Oro Grid Resources Corp. led by Henry Sy, Jr., Calaca High Power Corporation led by Robert Coyiuto, Jr., and the State Grid Corporation of China (SGCC) as technical partner.

A Tricky Problem Think a minute.

Our problem is the subtle, deceptive nature of pride. It makes us self-conscious, thinking about ourselves and how we good we are or look in front of others. Our pride competes and compares ourselves with others.

That’s why we get angry when someone treats us like we’re not important. Our pride makes us want to act and impress others with how humble we are, when inside we still think we’re more important than some people. This is also why many people want to become rich millionaires. You see, if everybody in the world had a million dollars, then not many people

Opinion Bad news… Good News…

The bad news is the peso has considerably weakened in recent days. As of September 29, the peso was trading in the neighborhood of P48.46 to the dollar. This means we now have to pay more for our imports. With the rise in cost of imported crude, we can expect an equivalent increase in our electric bills in the near term.

The Philippines will also have to pay more for our maturing dollar obligations.

But it is good news for exporters who are now jumping with joy.

They will be getting more pesos for every dollar’s worth of exports. Even Overseas Filipinos are ecstatic.

The dollars they send home will buy more food and pay for more needs of their families in the Philippines.

A Honolulu-based friend just saved a few hundred thousands pesos for a recentlypurchased condo unit which he intends to use as a retirement home.

We can expect similar sales to be brisk in the coming days.

The bad news is that foreign investors are liquidating their equity investments in the Philippines, causing the Philippine Stock Exchange index to tumble.

The good news is the situation provides an opportunity for risk

takers. Astute risk takers would buy when everyone is selling, hoping to make a huge profit later by selling when everyone is buying.

But what is causing these current volatilities?

Critics of this administration are quick to pin the blame on President Rody Duterte’s “colorful rhetorics” which has reportedly riled investors.

But Governor Amando M. Tetangco, Jr., who has been voted for 8 consecutive years as among the best central bank governors in the world, has a more sober explanation.

For one, the impending increase in the Federal Reserve interest rate has made the dollar a very attractive investment, drawing back to the US the dollars invested overseas. Tetangco also attributed the increased strength of the dollar to the current huge corporate demand for dollars.

As for the pullback from equities, Bangko Sentral Deputy Governor Diwa Guinigundo believes that the money is still in the Philippines.

They are just temporarily parked in other investment vehicles.

Miriam – a class of her own Feisty, strong-willed, articulate and brilliant.

That was Miriam Defensor-Santiago one of the very few in-

dividuals who hold the rare distinction of having served (and let me stress, with distinction) in the three branches of government – the legislative, the executive and the judiciary.

Owner of several local and international awards, she was one of the 1988 Ramon Magsaysay Awardees (for public service).

But like most outstanding individuals, she was a complex woman, with many dimensions to her person.

She had her legions of fans (especially among the students) but she also had her share of detractors and critics.

She could be gentle, but she could often be contemptous of those who come ill-prepared during Senate hearings. She could also be conceited (with her self-praise of her pretty legs.) She could also be funny as shown by her humorous books (eg., Stupid Is Forever) which have become local bestsellers.

Whatever you think of Miriam, whether you love her or hate her, she will forever be etched in the national consciousness.

And he did so with flying colors. Senator Juan Miguel “Migz” Zubiri, nominated Diokno for confirmation, citing Diokno’s “impressive academic record, extensive service in the academe and government and expertise in fiscal policy”.

D i o k n o’s f e l l o w Batangueño Ralph Recto seconded the nomination. Recto said he was seconding the nomination “for reasons as thick as the national budget.”

Recto noted that Diokno “served three Presidents, in three challenging epochs of our history.”

Having served Presidents Cory Aquino and Erap Estrada, Diokno now joins President Duterte “when people’s expectations of more jobs, less poverty and more inclusive growth – have never been so high.”

SOMEONE ELSE’S WINDOWS: Vilifying media

MALAYBALAY CITY – Things have reached a point that whenever President Rodrigo Duterte opens his mouth everyone stops, but only to listen if he would yet again unleash potshots against [his] supposed detractors in relation to the war on drugs. It’s his singular focus on this problem that has defined his image to the Filipinos and the international community. And he appears to relish it.

Duterte would have nothing of the aversion of the global community to the bloody outcome of his campaign against illegal drugs. So what if the UN and the European Union shudder at the sight of hundreds of suspects lying dead on cold pavement? (Say if you must his favorite expletive.) Go massa-

cre criminals, he told soldiers in a visit to a military camp.

However, his effort to emphasize his seriousness in eliminating drug addicts and peddlers went into verbal overdrive. He made reference to Adolf Hitler, whose Final Solution exterminated 6 million Jews during World War II, a statement that elicited angry protestations from the Jewish community and other groups.

The reactions made Duterte realize he had opened his mouth too wide. He knew the gravity of his remarks and apologized for it.

But the apology, an admission of a mistake, did not stop Duterte’s supporters from once again accusing the media of “twisting” his statement. They trained their guns on two Reuters reporters, Manny Mogato and Karen Lerma, whose

only f a u l t MindaViews w a s having reported what the president had said and the reactions to it, no more, no less. Threats against the two journalists flew thick and fast on Facebook.

How many of these supporters even cared to read the story on the Hitler remarks and compared the content to what Duterte said? How many blindly joined the calls for blood of the two reporters?

It’s a shock that the social media has become a breeding ground of political mobsters with homicidal tendencies.

Worse, it only takes a few of them to start a hate campaign [against particular journalists] and that tiny spark could ignite a prairie fire online.

It now appears that Duterte’s supporters

want to act as the editors of the news they read or hear. Remember Raffy Lerma’s Pieta-like photo of a slain drug suspect which Duterte supporters labeled as propaganda? As if the photographer was only interested in producing a digital representation of Michelangelo’s famous opus. Ironically, the same people shared with abandon on Facebook Mr. Lerma’s photo of the grieving wife of a police officer who was killed in an anti-drug operation.

So it all boils down to this: What doesn’t please their eyes and ears is trash. The president can never be wrong, and so their outrage is always righteous.

To date, Globe has already completed deployment of LTE 700 in 200 sites, mostly in Metro Manila as well as LTE 2600 in 900 sites, mostly in Visayas and Mindanao. According to Cu, sites where the LTE 700 and LTE 2600 have been deployed cover major business districts and highly-urbanized and populated areas in the country.

Cu further disclosed that Globe also expanded its GoWiFi network as it recently completed deployment of the service in close to 500 sites that include Ayala Malls, fast food chains, bus terminals, convenience stores and other public

places. He added that Globe is working on widening its WiFi coverage and plan to deploy GoWiFi services in close to 1,000 sites across the country.

This will provide WiFi coverage not only Metro Manila but also in Davao, Cebu, Bulacan, Cavite, Cagayan Valley, Cagayan de Oro, Nueva Vizcaya, Dumaguete, Zamboanga and Boracay.

They were among the identified personalities who are included in the PNP’s drug list in the said town and among the eight personalities included in the search warrant orders.

Councilor Gan recollected to the legislators the case filed against the chief executive involv-

ing a warehouse. He said the Ombudsman resolved the issue with a corresponding penalty of suspension of the chief executive for three months. He said before its implementation, the Court of Appeals issued on August 4, 2016 a Temporary Restraining Order (TRO) covering a period of 60 days.

The TRO expires October 4, 2016, he cited.

A TRO issued by the CA is effective for 60 days. It is issued by the court when great irreparable injury would

result to the applicant (OSM), even before the application is heard on notice, and if the matter is of extreme urgency and the applicant will suffer grave injustice and irreparable injury.

ARMM gov’t ready for onset of La Niña Cotabato City – The Autonomous Region in Muslim Mindanao (ARMM) assured that the regional government is ready for the onset of La Niña, a weather phenomenon characterized by recessive rainfall.

Secretary Atty. Noor Ha f i z u l l a h “K i r by ” Abdullah of the region’s Interior and Local Government department (DILG-ARMM) said during a press conference on Thursday, October 6, that his office has already convened local government units (LGUs) since May to carry out disaster preparedness measures.

Atty. Abdullah urged all provincial governors

as well as city and municipal mayors to take precautionary measures in their respective areas of responsibility.

The DILG has launched new protocols, or procedures, for LGUs to strengthen disaster risk reduction management dubbed Operation Listo.

Launched in 2014, Operation Listo started in 2014 with Listong Pamahalaang Lokal, which institutionalized local protocols for disaster preparedness, response and monitoring.

The program was strategized to reach the grassroots with its second component, the Listong Pamayanan, focusing on capacity development interven-

tion that starts from LGUs and cascades to the community.

“We already coordinated with the Department of Social Welfare and Development and Department of Agriculture and Fisheries (DAF-ARMM) for us to be prepared to address the ill effects of La Niña,” Atty. Abdullah said.

He also said that the government is implementing a comprehensive program on mitigating the adverse effects of La Niña. This covers agriculture, flood control, food security, and disaster risk reduction measures.

ARMM) has conducted an ocular inspection to determine steps to be taken to minimize the impact of floods on low-lying areas.

OCD-ARMM has been coordinating with the regional disaster risk reduction and management council, LGUs and partner nongovernmental agencies.

ARMM’s Agriculture Secretary Alexander Alonto said his office is preparing funds to mitigate the impact of the wet season. “Preparations are underway to mitigate the possible impact of the rainy season to farmers in the ARMM,” Sec. Alonto said. (Bureau of Public Information)

DepEd-ARMM honors outstanding teachers Cotabato City – The Department of Education of the Autonomous Region in Muslim Mindanao (DepEd-ARMM) honored 10 outstanding Bangsamoro teachers on Wednesday, October 5, in celebration of the 2016 World Teachers’ Day. Dr. John Magno, DepEd-ARMM secretary, said the awards serve as recognition for the invaluable services of teachers in the learning and development processes of students in the region and to the Education department itself.

Citing a story of a master teacher in the region qualified for promotion as school principal, or district

supervisor, but chose to remain a classroom teacher, Dr. Magno noted he has high regards to the “unsung heroes” of the nation in reference to the teachers.

“Malaki ang respeto ko sa mga gurong ang iniisip ay ang kinabukasan ng kabataan at hindi ang kanilang pansariling interes,” Dr. Magno said.

Jaime Mendoza, Jr. of Parang National High School in Parang, Maguindanao was one of the awardees. He served as a classroom teacher for many years and is now the English department head in his school.

Mendoza said he is proud to be among the 10 outstanding teachers in the region. “I am

much honored being named as an outstanding teacher of ARMM,” he said. As of 2016, there are 29,992 public elementary, junior high school and senior high school teachers across the region.

The ARMM is composed of nine schools divisions namely, Maguindanao I and II, MarawiCity, Lanao Sur I and II, Lamitan City, Basilan, Sulu, and Tawi-Tawi.

Each schools division nominated three teachers for the award.

A total of 25 teacher qualifiers underwent screenings that include panel interviews, written examinations, teaching demonstration and a review of qualifiers’ pertinent docu-

ments.

DTI-12 to open 2 more ‘Negosyo Centers’ to service MSMEs GENERAL SANTOS CITY – The Department of Trade and Industr y (DTI) in Region 12 is set to open two additional Negosyo Centers as it moves to expand its services to more micro, small and medium enterprises (MSMEs) in the region.

Vanessa Claire Pleño, DTI-12 information officer, said Thursday the construction of the Negosyo Center in Polomolok town in South Cotabato is currently ongoing and they are working on the establishment of a second facility in Koronadal City.

She said the city government of Koronadal sought for the establishment of another center to augment the services of the existing facility, which is situated at the Notre Dame Business Center.

The agency opened a Negosyo Center last May in Isulan town in Sultan Kudarat and another in Surallah town in South Cotabato last month, she said.

“So f a r w e h a v e opened nine Negosyo Centers and more will follow in the coming months,” Pleño said in a press conference.

The other existing centers are located in this city, Koronadal City, Cotabato City, Tacurong City, Kidapawan City, Midsayap in North Cotabato, and Alabel in

Sarangani.

Pleño said these facilities have been offering free business advisory and business development services.

The DTI started the establishment of the Negosyo Centers last year as provided for in Republic Act 10644 or the Go Negosyo Act. The Negosyo Centers are “one-stop-shops” that cater to various concerns and needs of existing and prospective MSMEs on various aspects of doing business, from start-up to the actual operations.

It specifically provides assistance to MSMEs in terms of business registration, business advisory services, business information and advocacy, and monitoring and evaluation of business processes.

Pleño acknowledged that the region presently has fewer Negosyo Centers when compared to other areas.

But she cited that the existing facilities in the region are “Type A” or complete centers with established buildings and regular personnel.

She said most of the Negosyo Centers in other regions are classified as “Type C” or desk-type facilities.

“Our target is to open complete Negosyo Centers in all 50 localities in Region 12,” she added.

Gov’t saves PHP2.41B in electricity usage, PHP310M in transport fuel under energy efficiency program DAVAO CITY -- The government sector has saved PHP2.41 billion in electricity usage and PHP310 million in transport fuel in ten years under the energy efficiency program called the Government Energy Management Program (GEMP).

by Department of Energy Undersecretary Benito Ranque during the GEMP seminar with government agencies in Davao region Wednesday. The GEMP seminar

is a series of advocacy forums on energy efficiency and conservation held with various sectors.

Ranque said DOE also conducted spot checks to 814 government agencies nationwide to see how GEMP positively impact on government operations in terms of reducing government expenditures on both fuel and electricity.

He said certificates of energy/monetary savings were issued to 252

government agencies with a total monetary savings of P489.68 million.

Ranque said that GEMP requires all government offices to reduce their electricity and fuel consumption by 10 percent. He said there were already several Presidential issuances aimed to address the increasing oil prices by adhering to the government’s conservation program.

Ranque said energy efficiency needs to be

sustained given volatile power situation such as the recurring power outages.

“We cannot do all these tasks on our own.

Our efforts will only be realized with your support and cooperation,” he told government employees. He said that DOE and other government agencies must work together in order to achieve optimum results for the economy and environment.

Meanwhile, according to Ranque, energy is

one of the most prominent issues confronting most countries especially the Philippines which is highly dependent on energy imports.

However he said energy efficiency in the country is a far-fetched vision to achieve given the ongoing infrastructure projects devoted in building and maintenance of existing power plants.

IPs get accessible tertiary education in Davao Norte state college TAGUM CITY, Davao del Norte -- Some 40 Lumad Scholars are now enrolled in tertiary education at Datu Jose Libayao Davao del Norte State College Extension Campus at the Tribal Municipality of Talaingod, Davao del Norte.

The Campus was built to fulfill the longtime desire of the Ata Manobo community to have an accessible tertiary education in their area.

“With the extension campus we are hoping to fill that particular gap in Talaingod,” Governor Anthony del Rosario said, adding that such development will surely transform the lives of the students and the community with new technological and knowledge that are unfamiliar to them.

However, the government of Davao del Norte and the school board made sure that the culture of the Ata-Manobo would be preserved.

“That is why in the curriculum, we are making sure that programs are in line with the cultural practices of the tribal people,” del Rosario said.

He added that it is important to preserve the culture and traditions of the tribe.

Out of the 40 scholars composing the first batch of students, 30 are 4Ps beneficiaries. The Provincial Government and the Municipality of Talaingod will sponsor scholarship of the remaining 10 students.
