2,300 benefit from Uys’ medical mission CAGAYAN de Oro City–– More or less 2,300 poor people in eastern Misamis Oriental benefited from a medical mission conducted jointly on Wednesday by Congresswoman Juliette T. Uy and Villanueva Mayor Julio T. Uy. The medical mission was held at Barangay Imelda in Villanueva but also ben-

efited residents from Barangay Korales in Jasaan and Barangay Patrocinio in Claveria.

The beneficiaries from Barangay Imelda were led by barangay chairman Hermil Valledor.

With the participation of the 58th Infantry Battalion, FDC Misamis and Eye Care Foundation, the medical mission offered free dental and medical checkups, free medicines,

free haircut for males and females, free rice packs of 5 kilos each, and free food for children.

Congresswoman Uy said the medical missions she has scheduled for this year begin in eastern Misamis Oriental municipalities and will move to the western municipalities of the province.

CAGAYAN de Oro City–– Red tide that was first spotted in Iligan City last month has spread throughout the coastal areas in Region 10 and has slaughtered hundreds of kitong fish in cages in Kauswagan town in Lanao del Norte, officials said Wednesday.

dreds of bangus fish in some cages in the Mariculture Park in Balingasag town in Misamis Oriental, according to Angelilah Talle Cabig, spokesperson of the Bureau of Fisheries and Aquatic Resources(BFAR) in Region 10.

“The red tide is spreading but the good thing is it is only in patches and not

the entire coastline. We can see the seawater in the affected areas turn red or brown,” Cabig said.

As of Wednesday, Cabig said patches of algae, also known as phytoplankton, have been spotted in fish cages in Bacolod town in Lanao del Norte and in the towns of Baliangiao, Sapang Dalaga, and Lopez Jaena in nearby Misamis Occidental.

Cabig said BFAR Region 10 has deployed technicians to the affected areas in cooperation with PNP Maritime who provide speed boats to bring the teams to the affected areas.

“Kitong production in Kauswagan is badly affected but the patches have been seen in other towns also,” she said.

He said the usual 10 kilos of rice packs had to be divided further to 5 kilos each to accommodate more beneficiaries inasmuch as the large turnout was unexpected.

He added that the next medical mission will be conducted by the office of Congresswoman Uy in Claveria town next month.

Shellfish from Murcielagos Bay continuous to be safe to eat

OROQUIETA City––Shellfish collected from Murcielagos Bay in the boundary of Misamis Occidental and Zamboanga del Norte has continued to be safe for human consumption.

This, after the Bureau of Fisheries and Aquatic Resources (BFAR) has came out with Shellfish Bulletin (SB) No. 8, dated April 1, 2014, declaring the area to be free from toxic contamination.

Cabig said BFAR first spotted the patches of algae in the coast along Barangay Santa Filomena in Iligan city last March 26.

A week later, Cabig said technicians at the Naawan campus of the Mindanao

State University in Misamis Oriental reported some red patches in their coast lines and later laboratory tests confirmed that it was phytoplankton, single cell, plant-like organisms that form red or brown patches in the sea surface.

“We suspect that the high concentrations of algae was formed during the brief dry spell before the arrival of tropical depres-

sion ‘Domeng’,” Cabig said.

He said the red tide , however, spared the coast lines of Cagayan de Oro City , thanks to the city’s seven rivers which supplies fresh waters to Macajalar Bay. Dr. Hector San Juan, Cagayan de Oro agriculture officer, cautioned residents from eating dead fish taken from the affected waters.

Authorities said joint elements of the Philippine Drug Enforcement AgencyCaraga, Sta. Josefa Municipal Police Station and Agusan del Sur Provincial Police Office Intelligence Division divided into two teams . One team swooped down on the house of Romel Boracay, and another team

approached the residence of Bernie Magbanua at around 4:40 am to respectively serve Search Warrant Nos. 032014 and 04-2014 issued

by Regional Trial Court Branch 6 Patin-ay, Prosperidad, Agusan del Sur Judge Hector Salise.

Boracay and Magbanua escaped before the raiders arrived, police said.

found and confiscated from Boracay’s house 25 transparent plastic sachets containing crystalline substance believed to be shabu with an approximate value P64,000, and shabu paraphernalia.

The raiders at Magbanua’s residence seized two heatsealed plastic sachets with contents suspected to be shabu worth P4,000, police said.

Police also confiscated from Magbanua’s house a caliber .38 revolver with five live ammunition, an M16 magazine with eight live ammunition, two cellphones, a hand grenade, two caliber .45 magazines with seven live ammunition, cash money amounting to P305 in different denominations, three short firearm holsters, and shabu paraphernalia.

The two operations were witnessed by (Team A) Barangay Poblacion Councilman Julius Cesar and mediamen John Mark Fuego and Richard Grande; and (Team B) Barangay Chairman Carpin Plaza, Jr., Barangay Councilman Bernard Juson and broadcast journalists Bryan Galaraga and Princes Dana Gamacal.

Bukidnon creates climate change body

MALAYBALAY CITY – The Bukidnon provincial government has created the Ecological Solid Waste Management Board (ESWMB) and the Provincial Climate Change Committee (PCCC) with the issuances by Gov. Jose Ma. R. Zubiri Jr. of executive orders 11 and 12, respectively, last month.

The PCCC’s technical working group (TWG) will meet for the first time on April 11 in preparation for the drafting of the framework strategy on climate change, according to Engr. Robert Tado of the Bukidnon Environment and Natural Resources Office.

Tado told MindaNews Wednesday that the organization of the PCCC will come ahead of the ESWM. Funding for the PCCC will be taken from the Climate Change budget allocation, Human Ecology System, Disaster Risk Reduction Fund and other sources included in the provincial annual investment plan, according to Executive Order 12.

The order provided that the creation of the body is in compliance with Republic Act 9729 or the Climate Change Act of 2009, which provides among others for the provincial government to formulate climate change action plans.

Section 14 of the law requires LGUs to provide technical assistance, enforcement and information management in support of the municipal and city climate change action plans through inter-local government unit collaboration.

Ma. Easterluna Canoy, executive director of the Kitanglad Integrated NGOs, which is included as member of the committee, said she hoped the creation will go beyond compliance.

“Compliance with due action that’s what I need to see. (They should) get stakeholders to be involved in the process,” she added. Canoy said the TWG will play an important role not (just) to put things in writing or as a policy but in shaping programs.

Zubiri cited in the order that the committee will also promote broader multi-stakeholder participation in the formulation of the framework strategy for climate change, initiate integration of climate change mitigation and adaptation measures in Local Development Plans and policies, recommend across sectors key development investments in climate sensitive sectors such as water resources, agriculture, forestry, health and infrastructure.

The committee is also tasked to establish linkage with concerned national and local government agencies, civil society organizations, and funding institutions in the exercise of its functions.

The PCCC will be chaired by the provincial governor with the provincial board committee chair on environmental protection/ climate change adaptation and disaster preparedness as co-chair.

Canoy added that it is a “wait and see” from then on.

She said it is important to know “how much our officials understand climate change and the disasters that just come in.”

She added that it is high time for them to move and “ensure our chances to respond in full gear”.

Canoy said the response should be in the light of food security and also village level preparedness, where the communities will choose to be saviors rather than victims being taken away by the calamities. She said preparation on the kinds of traditional and early warning systems and social mobilization or assembling of “lifeguards” is also important.

Canoy, who will be in the committee, vowed to continue to advocate for “climate proofed and ecosystems-based adaptation, for climate financing to communities at high risk to the

adversities of disasters.”

When the Bukidnon Sangguniang Panlalawigan included climate change adaptation and disaster preparedness among four new areas among in its existing committees last year, Canoy said she hoped the move is “not for compliance and cosmetic adjustment only.”

“I hope the provincial government included climate change adaptation and disaster preparedness [due to the] urgency of the problem,” she told MindaNews in July 2013.

But Canoy noted that it is still a welcome move even if it came “quite late” for a province that is supposed to be “advanced” in climate change adaptation, mitigation and disaster preparedness.

Canoy said it should translate into policies that would create climate change interventions and programs, which she noted should not endanger the natural habitat and existing resources of the province.

“The move should result in the implementation of climate compatible development projects,” Canoy added.

Provincial board member Jay Albarece, chair of the committee on rules and privileges, said then that the it is high time to create the committee with the present

climate change situation.

The committee on climate change adaptation and disaster preparedness was lumped with the committee on environmental protection, chaired by board member Alfeo Baguio of the third district.

Baguio will co-chair the PCCC with Zubiri.

The members of the PCCC include the Provincial Planning and Development Coordinator, the Provincial Health Officer, the Provincial Environment and Natural Resources Officer, the Provincial Social Welfare and Development Officer, the Provincial Agriculturist, the Department of Interior and Local Government (DILG) provincial director, a representative from the civil society organizations referred to as the Social Action Center of the Diocese of Malaybalay, from the Kitanglad Integrated NGOs (KIN), from Bukidnon State University, the provincial officer of the National Commission on Indigenous Peoples (NCIP), district engineer from the Department of Public Works and Highways, the provincial head of the Department of Education, the president of the Indigenous Peoples Organization, and the president of the women’s federation. PCG reiterates the ‘No Sail’ policy of vessels during heavy weather

OZAMIZ CITY, Misamis Occidental – No vessels shall be allowed to sail exc ept to t a ke shelte r when Public Storm Warning Signal (PSWS) No. 1 is hoisted.

Aimed to prevent the occurrence of maritime accident and damage of marine environment, this guideline on the movement of vessels during h e av y w e at h e r i n t h e Philippine Area of Responsibility (PAR) was reiterated by the Philip-

pine Coast Guard (PCG).

The PSWS No. 1 is declared if winds of 3060 kph are expected in the locality in at least 36 hours, Ensign John Paul Cabarrubias, Commander of PCG-Ozamiz Station, said during a recent briefing of the Ozamiz City Disaster Risk Reduction and Management Council (CDRRMC).

Meanwhile, all vessels operating within the territorial jurisdiction of the Republic of the Philippines, while underway, shall seek shelter when any PSWS is hoisted in

its immediate vicinity, intended route and point of destination, Cabarrubias said.

Exempted from these policies are tugboats purposely used in assisting the vessels in docking or undocking to or from berthing piers or wharves and government- operated and commercial vessels called upon to assist in a specific search and rescue (SAR) operations.

Magna carta for students is a priority measure Lawmakers are pushing for the passage of the “Magna Carta for Students Act of 2014” that seeks to recognize, protect and promote the rights of students. The government should seriously consider this because it is the need of the times.

HB 2870, now under study and consideration by the House Committee on Higher and Technical Education. seeks to ensure the right of student to 1) admission and quality education; 2) organize among themselves; 3) participate in school policy-making; 4) free expression and information; 5) academic freedom; and 6) due process in disciplinary proceedings, among others.

“The primary intent of HB 2870 is to set forth in unequivocal terms, the rights and responsibilities of the student-youth from the secondary level to the post-secondary and tertiary levels of education, including vocational and technical education,” according to the proponents.

Likewise, the proposed statute complements other pro-youth laws that have been enacted in the past like Republic Act No. 7160, otherwise known as the Local Government Code of 1991” which provides for youth decision-making in the Sangguniang Kabataan and their ex-officio memberships in all local government Sanggunians.

It is also related to RA No. 6644 which lowers the age requirement for local elective officials; RA No. 6809 which emancipates the youth at the age of 18; RA No. 7079 for the

Campus Journalism Act; and RA No. 8044 which creates the National Youth Commission (NYC).

The proposed statute’s far reaching significance cannot be undermined and its enactment will be a testament to the profound reality that the future leaders of this nation will definitely come from the ranks of our dynamic, progressive and nationalistic students.

Article XIII of ICESCR provides that: “The State-Parties to the present Covenant recognize the right of everyone to education. They agree that education shall be directed to the full development of the human personality and the sense of its dignity, and shall strengthen the respect for human rights and fundamental freedoms.

They further agree that education shall enable all persons to participate effectively in a free society, promote understanding, tolerance and friendship among all nations and all racial, ethnic or religious groups and further the activities of the United Nations for the maintenance of peace.”

Likewise, Section 13, Article 11 of the 1987 Constitution provides that: “The State shall recognize the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism, nationalism and encourage their involvement in public and civic affairs.”

a) The education system being the principal institutional mechanism for imparting knowledge and developing talents and skills shall be given priority attention and support by the government; b) Education is a right and not a mere privilege. The proposed Magna Carta provides that that “no student shall be prohibited from taking a periodic or final examination because of unpaid tuition and other school fees not exceeding two (2) instalments under the established terms of payment prescribed by the school concerned and approved by the appropriate government agency.

The student with delinquent fees permitted to take an examination shall nevertheless be subject to the right of the school concerned to withhold the release or issuance to these students their school records or of the documents mentioned in preceding section or to deny these students admission at the succeeding semester, term or year until the prior delinquencies are fully paid, the measure stresses.

Once approved, this will finally prohibit Involuntary contributions , except those approved by their student organizations.

The measure is laudable, more so that it seeks to uplift the responsibilities of students, including that of upholding, preserving and maintaining the good name of their alma mater, and to exercise the mentioned rights responsibly.

The truth may hurt, but it also can set us free from our wrong attitudes, motives, and behavior. That’s the only way we can start becoming all we were made to be.

Why not ask Jesus Christ to forgive for your wrong way of living? Then ask Him to help you start making the changes you need to make in your character and life.

Misplaced patriotism OVER the years, quizzical eyebrows are always raised every time the country commemorates the Fall of Bataan every 9th of April.

Many believe it is stupid for us to be commemorating defeat. Nothing’s wrong with commemorating victories but not defeat, many say.

Indeed, why are we commemorating defeat is a puzzle to many. This is the reaction that made those in position of authority to change the label of the commemoration from the Fall of Bataan to Araw ng Kagitingan or Day of Valor.

Valor was the only thing the more than 10,000 Filipino and the almost 1,000 American soldiers had when they marched from Bataan to Capas, Tarlac. Many did not make it to Capas.

Others hailed the local and American soldiers for their patriotism. But was it truly patriotism that the Filipino soldiers had in fighting the Japanese during the World War II? Personally, I doubt. If it can be denominated as patriotism, it was a misplaced one, to say the least.

Remember that the Filipino soldiers were not fighting for the Philippines but as soldiers enlisted by the United States Armed Forces in the Far East or USAFE. Their having fought for dear America is the reason why almost all of them wanted to become American

citizens after the war and the Allied Forces led by the United States emerged triumphant over Germany in Europe and Japan in Asia.

If those Filipino soldiers were not fighting for America, why did they strongly demand then and now that their sacrifice, their patriotism for dear America be recognized by that country for whom they laid their life for by granting them US citizenship?

Why until now they are asking to be given pension by the US government for their valor, courage and bravery in fighting side-byside with their American counterparts in defeating the Japanese Imperial Army in the Philippines?

These are the facts that we better understand clearly if we want a rational commemoration of Araw ng Kagitingan. As it is now, the valor and patriotism displayed by the Filipino freedom fighters were not for the native land but for the cause of another country whose war with another country they brought here to our shores.

Sadly, when we fought with the Americans in their war against Japan here, we were not fighting our own war but America’s, hence, the bankruptcy of Araw ng Kagitingan. Truth is, there is no reason for us to commemorate the gallantry, valor, bravery and courage

A deeper view

I am not writing this piece to belittle, much more insult, those Filipino soldiers enlisted by the USAFE to fight against Japan during WW II. But I can’t just fold my arms witnessing how history is being mangled to favor America over its despicable act of cowardice by not fighting their enemy right at their doorsteps.

It is America’s despicable act of treating the Filipino soldiers as mere mercenaries enlisted by them to fight their war that I want exposed through this piece.

By doing what they’ve done, America’s being a friend to the Filipinos and the Philippines should be doubted. If they are truly a friend, they should give due recognition to those Filipino soldiers who fought and died to advance their cause in the last WW by compensating them and by readily granting them American citizenship without ifs and buts.

Those Filipino soldiers never had any ifs and buts when they were enlisted to fight on the side of America against Japan. It’s high time now that we should stop being subservient to what America wants and likes by asserting what is just, right and the truth.

US behind Cha-cha pressure?

Research group IBON yesterday said that a recent report released by the Office of US Trade Representative (USTR) listing the various restrictions imposed by the 1987 Constitution on foreign ownership and participation as among the so-called barriers to US trade could be adding up to the external pressure to implement Charter change (Cha-cha).

In the 2014 edition of the USTR’s National Trade Estimate Report on Foreign Trade Barriers, the US agency identified 30 percent constitutional limit on foreign ownership in advertising; 40 percent limit on foreign investment in the operation and management of public utilities (water and sewage treatment, electricity distribution and transmission, telecommunications, and transportation); ban on foreigners to practice law, medicine, nursing, accountancy, engineering, architecture and customs brokerage; and restrictions on foreign ownership of

The American Chamber of Commerce (AmCham) is implementing the TAPP that includes lobbying in Congress to implement the policy proposals of the Joint Foreign Chambers of Commerce (JFC), among them the lifting of foreign ownership/participation limits imposed by the Constitution.

Filipino child rights group appeals for urgent aid for children war evacuees in Philippines

AVAOCITY - Tr i b a l children affected by military offensives in the southern Philippines have been reported suffering from various diseases in Davao City where they sought refuge from the war, the Children’s Rehabilitation Center said on Wednesday.

It said three infants were brought to the Southern Philippines Medical Center because of diarrhoea, severe dehydration and bronchopneumonia. The children were among some 1,000 natives who fled the town of Talaingod in Davao del Norte where the military launched a campaign to flush out the communist New People’s Army rebels.

“The children do not want to be here (in evacuation centers in Davao City).

We don't want them up-

Man wanted in Davao del Sur arrested in Batangas DAVAO CITY – A 34-yearold resident of Davao del Sur wanted for attempted rape was arrested by police authorities while securing a police clearance in Batangas last April 2.

A report in the website of Batangas Provincial Police Office identified the wanted accused as Jessie Comcom Fornolles, 34, a native of Digos City, Davao del Sur and presently residing in Barangay Malinta, Los Baños, Laguna.

Fornolles was arrested due to the e-warrant project which was implemented by the Philippine National Police (PNP).

The Electronic Wanted Peron Information System or e-warrant project is a database system linked to all police stations and police units nationwide, including the list of persons with standing arrest warrants.

Records from Batangas police revealed that Fornolles tried to secure a police clearance at Sto.Tomas

Municipal Police Station in Sto.Tomas, Barangay at around 1:00 in the afternoon of April 2, 2014.

Using the e-warrant project, a Police Officer 1 verified the identity of Fornolles in which the system revealed that he had a standing warrant of arrest issued by Regional Trial Court Judge Loida Posadas-Kahulugan in Bansalan, Davao del Sur on June 29, 2009 for attempted rape.

The incident occurred in 2008 in Bansalan, Davao del Sur involving a certain Analisa.

The court recommended a bail bond of P120,000 for his temporary liberty.

Batangas police have already coordinated with the Bansalan Police Station for the transfer of the custody of Fornolles. Later, he will be turned-over to the court who acquired jurisdiction of the case against him and to be committed to Davao del Sur Provincial jail. (PNA)

Aboitiz constructs first of its kind ‘coal dome’ in PH CAGAYAN de Oro City–– Aboitiz Power’s coal dome is not only a new landmark in Davao but also the first of its kind technology for any coal-fired power plants elsewhere in the country, said Therma South President and COO Benjamin A. Cariaso Jr. on Thursday.

Cariaso made the statement as he announced the construction of the Therma South’s “Coal dome,” the first of its kind in the Philippines, built as part of the company’s commitment to the environment and the community.

Towering at close to 80 meters and with a diameter of more than 120 meters, it is bigger than any sports arena in the country, and its aluminium roof makes it visible from a significant distance around Davao Gulf, from the diversion road, even from the air when planes approach the Davao International Airport.

The coal dome will safely store more than 200,000 cubic meters of fuel for the 300-MW baseload power scheduled for commercial operations in the first half of 2015.

Last March, a 650-tonne crane, the largest in Mindanao, raised the roof from to the top of the concrete structure. The dome now sits dominantly beside the 150-meter chimney of Therma South, which is also the highest in Mindanao.

Although the facility

will not be officially completed until the end of April yet, with more equipment still to be installed inside, its towering presence and large aluminium roof have been getting attention by surrounding communities.

“These facilities underline Therma South’s commitment to use the latest technology to ensure the power plant will meet the standards set by government,” Cariaso said.

“We remain true to our commitment to build a world-class power plant that will make our neighbors, the people of Davao and the people of Mindanao proud,” Cariaso added.

Hundreds of local community construction workers and Chinese workers took part in building the facility for months as part of a major development to complete the power plant complex on time.

More than 20 electric cooperatives and distribution utilities have already signed up to receive power from Therma South. The Energy Regulatory Commission (ERC) will review the contracts and approve the final rate for the power supply.

The MILF central leadership has no plans of ‘confronting’ the source of such reports

KIDAPAWAN City––Political affairs chief Ghadzali Jaafar of the Moro Islamic Liberation Front (MILF) denied reports that four of their commanders, including 4,000 of their men, had already joined another Moro group in Southwestern Mindanao.

In an interview, Jaafar alleged the reports were circulated to destroy

their organization.

“This is highly politically-motivated to sow confusion among our ranks and to the public,” he said.

The reports came out, he added, two weeks after the successful signing of the Comprehensive Agreement on the Bangsamoro (CAB) in Malacañang.

The deal, he explained, was a

product of 17 years of arduous negotiations between the Philippine government and the MILF. Jaafar, however, clarified the MILF central leadership has no plans of “confronting” the source of such reports.

The reports, he said, cited a certain Ustadz Pindi of the Moro National Liberation Front (MNLF),

who is based in Glan, Sarangani.

“We know what he (Pindi) is up to. But we have no plans, at this time, to confront him,” he stressed.

Jaafar said they already checked their forces on the ground and found out “that none among our men had defected to other groups or to that of the MNLF. Our group is intact.” (MindaNews)

Terror groups still hound Samal resort owners DAVAO City––Resort owners from Samal City said terrorist groups like the Abu Sayyaf Group continue to threaten their beaches more than a decade after the group attacked one resort in the island.

This is one of the reasons they refuse to open their beaches for open access, in accordance with easement laws provided by national law.

At a recent media forum here, Talicud Island Tourism Council president Mario Reta cited security against terrorism as one of the reasons they refuse to abide by the Water Code and a local ordinance preventing the creation of structures on their beachfront properties.

Reta said the island has felt “neglected” since the cityhood of Samal.

He claimed that he was aware that Talicud had become “a drop off point” of bandits such as the Abu Sayyaf “even before the abductions that happened at Pearl Farm.”

Around 20 suspected Abu Sayyaf members attacked Pearl Farm on May 22, 2001 and killed two employees, wounding three.

There were no hostages in the midnight attack on the resort.

The Samal City Resort Owners Association (SCROA) has asked the local

government of the Island Garden City of Samal to study their ordinance banning the creation of jetties and breakwaters fronting their resorts.

SCROA president Pastor “Jun” Lozada said the local government policy calling the structures illegal were questionable, as the city had already issued business permits even with knowledge that the structures existed.

Lozada leads a group of at least 20 resort owners from the city.

In January this year, Samal City Administrator Cleo Gales Jr. said the city, as well as the Department of Environment and Natural Resources, would be compelled to ask the resort owners to demolish existing structures or pay fines per square meter unless the structures could be called a Special Investment Project worth at least P30 million.

The resort owners would be fined penalties starting from P5,000, depending on the extent of the violations.

The city has promptly demanded the demolition of jetties and breakwaters on the resorts and threatened the owners with non-

renewal of business permits or fines per square meter on the structures.

Gales said resort owners were bound by law not to create structures on their shores and to allow open access among different shores.

He cited Article 638 of the Revised Civil Code relating to waters, which mandated resorts to free their beaches for public use.

Gales also cited Article 51 of the Water code, which prohibited the creation of structures along river banks and sea and lake shores.

Lozada said city ordinance 2009-150, or the Revised Comprehensive Zoning Ordinance, was questionable in that it threatened to demolish structures even as the government was already aware of their existence.

“The Water Code is not our concern. Why are we being fined when we are already paying business permits to the city government?” Lozada said.

He said the previous issuance of the business permits meant the city government already considered their structures legal and that not all of the resorts in Samal can be accessed by land and are better reached from the sea. (MindaNews)

Ayala to start work on M’nao plant

C Energy Holdings, Inc., the power subsidiar y of conglomerate Ayala Corp., plans to proceed with development of its 405-megawatt (MW) coalfired plant in Northern Mindanao this year, a top company official said last weekend.

John Eric T. Francia, AC Energy president, said negotiations with project contractors for the plant are now in final stages.

“We are targeting construction in the second half of this year,” Mr. Francia said in a text message.

He added that construction period and final cost of investment for the project are

still being finalized. A check with the Energy department showed that the coal plant is scheduled to be completed by end-2017 or early 2018, and will cost around $1.5-2 million per MW. AC Energy will develop the project in partnership with Power Partners Ltd. Co. under a deal signed July last year. The project -- involving three 135-MW units -- will be located in a 60-hectare site in Kauswagan, Lanao del Norte.

Mr. Francia had said last year that the company targets to achieve 1,000-MW capacity by 2016 which would entail

an investment of around $400 million.

Its existing power investments are all in Luzon.

It holds a 20% interest in GNPower Mariveles Coal Plant Ltd., owner of a 600-MW coal plant in the municipality of Mariveles, Bataan.

Through S outh Luzon Thermal Energ y Corp. -- a joint venture with Trans-Asia Oil and Energy Development Corp. -- the company is also building two 135-MW units of a coal-fired power facility in Calaca, Batangas. The first unit is scheduled to be operational

late this year, while this second is targeted to go online in 2016.

In renewable energy, the firm holds a 50% stake in Northwind Power Development Corp., which is the owner of the 33-MW Bangui wind farm in Pagudpud, Ilocos Norte.

Together with its partners in Northern Luzon UPC Asia Corp., AC Energy is also building an 81-MW wind farm in Pagudpud, Ilocos Norte which is slated to be operational by early next year.

Besides power, Ayala has interests in other key industries like real estate (Ayala Land, Inc.), banking (Bank of the Philippine

Islands); water distribution (Manila Water Company, Inc.); and telecommunications (Globe Telecom, Inc.) The conglomerate’s profit grew 23.72% to P24.125 billion last year from P19.499 billion in 2012. Gross income increased 22.09% to P159.412 billion from P130.571 billion in 2012, while costs and expenses grew by a slightly slower 21.24% to P128.632 billion from P106.095 billion.

Its shares closed at P605 apiece on Friday last week, down P5 or 0.82% from P610 each on Thursday.

Oil palm poised as next mainstay crop in DavOr DAVAO Oriental - After intensive studies on what possible industries to engage in and crops to grow in the typhoon devastated east coast towns, the Provincial Government of Davao Oriental together with industry experts conducted a consultation and orientation on the oil palm industry development poised to be the next mainstay industry in the province .

Dr. Pablito P. Pamplona, an expert on oil palm production and the newlyappointed head secretary of the Provincial Oil Palm Development Council told farmers how lucrative the oil palm industry is in comparison to other agribased industries.

He explained that farmers could already start to get yield

within two and a half years with harvests as frequent as every 15 days, unlike coconut crop, which takes six years to grow and even has an erratic price in the world market, thus, making it an unstable crop.

In addition, said Dr. Pamplona, oil palm has a yield potential of over 60 tons of fresh fruit bunch per hectare. “And with the application of ‘high-yielding’ technologies, farmers could earn a much higher income than with most other crops,” he said while further suggesting intercropping strategies for the first few years to boost their income.

AGUMIL Philippines, who will invest on oil palm production in the province, says Davao Oriental would

only have to comply initially with the minimum requirement of 4,000 hectares for oil palm so that they could set up a processing plant.

Meanwhile, during the orientation, financing schemes were also presented to farmers by lending institutions, who are offering financing assistance to farmers or farmer organizations in the form of loans with very low interest rates and with a five-year grace period.

With all agriculture crops left in shambles after the unprecedented devastation brought about by typhoon Pablo, Governor Corazon N. Malanyaon hopes to push through the project as it apparently shows very high success rate.

Considering Davao Oriental as one of the areas with high suitability to oil palm production, the Provincial Government believes that this could be the province’s answer in achieving a progressive economy and development in rural communities.

Governor Malanyaon said that she envisions the Oil Palm Industry Development Program as a catalyst for development that would benefit people even beyond her term as governor.

She further urged the farmers to seize the opportunity and to do their fair share of efforts in order to help themselves bounce back from the devastation typhoon Pablo has caused.

MALAYBALAY City — The Metropolitan Bank & Trust Company (Metrobank) will open 10 more branches in Mindanao this year, two of them in Bukidnon particularly Malaybalay City and Maramag town.

Linjey Salmasan, Ozamiz branch manager, who will open the branch here later this month, said it will be its 73rd in Mindanao.

So far, Metrobank has only one branch in the province, in Valencia City.

He said the bank will open its branch in Polomolok, South Cotabato ahead of its opening of the Malaybalay branch.

The bank is also set to open a branch in Molave, Zamboanga del Sur, a fifth branch in General Santos City, and five more branches in cities they are yet to disclose.

Salmasan said they opened a branch in Gaisano-Surigao City and Tandag, Surigao del Sur both in December 2013; in Bongao, Tawi-tawi; and Isulan, Sultan Kudarat, both in February 2014.

Mindanao is one of the seven bank regions of Metrobank.

On its website, Metrobank reported consolidated net income of P22.5 billion in 2013, or 46 percent higher than the P15.4 billion earned in 2012. Total resources peaked at P1.38 trillion, a 32-percent increase from the previous year’s P1.05 trillion.

Citing “strong domestic economy”, Metrobank booked P611.1 billion in net loans and receivables, up 16 percent from the previous year, and faster than the 15 percent growth reported in 2012. Demand for credit accelerated consistently across all segments.

Its website said the Metrobank Group is an industry leader with a domestic network spanning 856 branches and close to 2,000 ATMs nationwide.
