Agusan Sur LGU seeks means to address agriculture woes Region 12 produces P15.6 billion worth of corn

KORONADAL CITY -The value of corn produced in Region 12 last year reached a staggering P15.6 billion, a regional Department of Agriculture (DA) official said. Zaldy Boloron, DA-12 corn program coordinator, said in the 130-page “Regional Corn Roadmap CY (Calendar Year) 2012 to 2017” presentation that corn production volume in the four-province, fivecity region last year was 1.20 million metric tons (MT), up 2.63 percent from 2011’s 1.2 million MT. “[The strong corn production performance] was due to the wide area suitable for corn production, availability of high quality seeds and access to technology,” Boloron said. Land planted to corn last year in Region 12, also called the Soccsksargen region, was 429,319 hectares (ha), he noted. Region 12 comprises the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. For 2011, the value of corn produced in Region, at P13 per kilo average price, would have amounted to P15.22 billion. Region 12’s corn production in 2012 makes it the third biggest corn producer in the country, after Cagayan Valley’s 7.4 million MT and Northern Mindanao’s 1.23 million MT. Moreno said that he will work to bring the Cagayanons together regardless of political party affiliations while Emano vowed to heal the political wounds in the

province of Misamis Oriental. Emano said he would be willing to work with the newly elected Mayor Moreno of Cagayan de Oro City if only to attain unity and cooperation among city residents. Governor Emano was the son of incumbent Cagayan de Oro City Mayor Vicente Emano who lost in the hotly contested mayoral race against Moreno in the May election this year.

Moreno said that followers and leaders of the political protagonists normally engaged in a heated, sometimes, personally motivated debates that fires up emotions during the election season. The situation is part of the democratic process that could not be avoided despite that the intention of the electoral process is to unite the people, Moreno said. “Without the election, there can never be a democ-

racy,” Moreno added. He said that after the election, the time for healing and unifying the people also start. CAGAYAN DE ORO CITY -- Payments for an honorarium of Board of Election Inspectors and other personnel that served during the midterm election last

May 13 might be paid this week, the city’s Commissions on Election (COMELEC) said Wednesday. Palmer Palamine, the city’s COMELEC super-

visor, said that the new process in obtaining cash cards with the Land Bank of the Philippines caused the delay in the payment of honorariums for BEIs here. He said that BEIs had to fill up and application form with the Land Bank for payment of their honorariums would be coursed through the Automatic Teller Machines (ATM). Palamine said that the

honorariums for COMELEC supervisors, support staff, and other personnel would be paid in cash which could be claimed at the city’s COMELEC office this week. He said that only honorariums for BEIs would be paid through ATM. According to Palamine, the COMELEC expects that payment of all honorariums could be paid this week. CD

COMELEC assures release stipend for BEIs, workers

CAMP ALAGAR, Cagayan de Oro City -- Although two separate shooting incidents marred the election period in Northern Mindanao, the conduct of the local elections in the region last May 13 was generally peaceful, the PNP regional command said on Tuesday. Aside from the shooting incident in Don Victoriano, Misamis Occidental on April 19, 2013 and the attacked on Mayor Ruthie Guingona and her convoy in Gingoog City in Misamis Oriental on April 20, 2013, no other incident spoiled the conduct of the election in the region, PNP spokesperson Police Supt. Ronnie Cariaga said here. He said that the Philippine National Police (PNP) regional command here has also confiscated 295 firearms and arrested 176 persons for violation of the

election gun during the election period. Cariaga said that the information was gathered during the command conference on Tuesday where all PNP units in the cities and provinces submitted assessment reports on the conduct of elections in their respective areas. He said that of those arrested, 22 were results of intensified checkpoint operations, six were based on search and seizure operations, two were covered with arrest warrants, 72 of active police responses, and 74 from other police operations. Cariaga said that the PNP regional command attributed the successful and the peaceful conduct of the election in Northern Mindanao to the active support and cooperation of the general public. CD

Globe Telecom leads industry in revenue growth Globe Telecom sustained its revenue growth trajectory driven by strong subscriber acquisitions and key product differentiation and continued optimism for the local economy.

Globe service revenues in the first quarter of 2013 improved 6% to PHP21.4 billion compared with PHP20.2billion in the first quarter of last year. Growth in service revenues lifted core net profit to PHP3.1 billion, a 13% jump from PHP2.7 billion in the year earlier. Against the previous quarter, core net income more than doubled, due to stable revenues from a seasonally strong fourth quarter coupled with lower operating expenses. “We are pleased with our financial performance in the first quarter of the year. In terms of revenue growth, Globe is actually leading the industry,” said Globe President and CEO Ernest Cu, noting that the company’s revenue growth of 6% in the first quarter outpaced industry growth of low single digit. “Our underlying business remains strong as early gains of our network transformation program is being felt with increased capacity, giving us room to do various product offers and offer customization benefits to subscribers,” Cu said. Globe’s subscriber base reached a record high in the first quarter, ending the period with a total mobile subscriber base of 35.1 million, a 13% jump from a year earlier as the number of postpaid subscribers grew 21% to 1.9 million, while total prepaid subscribers rose 13% to 33.3 million when compared to prepaid subscriber base at the end of last year’s first quarter. Acquisition of new subscribers reached a record high in the first quarter, with over 7 million new subscribers choosing to be on the Globe network. He added expectations of continuing growth in the local economy following a recent upgrade of the country’s investment rating by Standard & Poor’s provide additional boost to optimism in the telecommunications industry. In the first quarter, mobile revenues reached PHP17.1 billion, a 3% improvement from PHP16.6 billion in the year earlier despite intense competition and subscribers’ continued preference for value offerings. Revenues from its broadband business soared 23% to PHP2.5 billion compared with PHP2.0 billion a year earlier. Sustained momentum in revenue growth stemmed from sustained demand for nomadic and at-home internet access.

CAGAYAN DE ORO CITY -- The Department of Health (DOH) region 10, City Health Office and local government unit here are one in doing massive information dissemination on a growing public health concern, the MultiDrug-Resistant Tuberculosis (MDR-TB). Dr. Arlene Esling of German Doctors Hospital explained that normal (early stage) tuberculosis (TB) transforms or develops into a MultiDrug-Resistant Tuberculosis (MDR-TB) when TB patients fail to get correct treatment or not get complete required medication. If so, the patient will develop resistance to the anti-TB medications which will result in MDR-TB. It is very expensive and difficult to treat, she added. Administrative Order 2008-2018, also known as the “Guidelines for the Implementation of the Programmatic Management of Drug-resistant TB (PMDT),” issued on May 26, 2008, sets the mandate to support the efforts to manage MDR-TB in the Philippines in the context of the existing TB control infrastructure. The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), an international funding instrument provides the necessary support for human resource development, physical and equipment

outlay in the fight against TB, specifically MDR-TB through the Tropical Disease Foundation (TDF) as the Principal Recipient and the implementing subrecipient for PMDT in close collaboration with the DOH through its regional health offices or Centers for Health Development (CHDs). CAGAYAN DE ORO CITY -- The Department of Health (DOH) region 10 and the City Health Office here in their advocacy for Human Immunodeficiency Virus (HIV) or Acquired Immune Deficiency Syndrome (AIDS) awareness and prevention mentioned that these days, it is not anymore the females that acquire such virus predominantly but the male. Dr. David A. Mendoza, DOH regional epidemiologist said that this year, 95% of the recorded cases of such infection are dominated by males. Further, he discussed that men are aware of the virus but they refuse to use condoms, whereas female sex workers have higher knowledge and use condom regularly. These males were identified in the age group of 25 to 29 years old also known as the “yuppies” and prevailing cause of getting the infection

or mode of transmission is through MSM or Males having sex with Males. Dr. Evelyn Magsayo, program manager of HIV/ AIDS of DOH said 80-90% of HIV transmitted infection is through sexual intercourse specifically penis to anus, penis to vagina, penis to mouth. Further, persons with high risk of HIV are those that have multiple partners. In this region, the ratio of recorded cases of HIV/ AIDS is one in every week. In Cagayan de Oro there are 13 tabulated with HIV from January to March this year, while there are three in Misamis Oriental. In the national level, it is one in every three hours. Finally, Dr. Magsayo said that the trend of HIV today is fast and furious and that they encourage everyone with high risk to go to the nearest health office and get screened. This is why they call these two “double-trouble.” Primary reasons why a person has MDR-TB: 1) Patient might have caught MDR-TB from another person with such disease; 2) The germ became resistant during the previous treatment which means patients who

has undergone treatment for TB before has not finished the 6-8 months treatment. 3) Also, patients who had interrupted or unfinished medication for TB and had a relapse may cause them to have multidrug-resistant TB this time. When a patient is diagnosed of MDR-TB, the medication process takes 18-24 months. The process consists of daily injectables for the first six months pro-

bation stage equivalent to 156 injections or 468 doses of medicine. Every patient undergoing MDR-TB medication allocates 300,000 pesos worth of imported drugs that are not available over the counter. Every two or six months there is a blood chemistry examination and X-ray for patients not more than or more than 50 years old, respectively. Alternative drugs are given for patients who could not tolerate the drugs for MDR-TB. However, the dosage of the medicines is given according to the weight of the patient. Say, more dosage for overweight patient 11-18 tablets not including injections. Once a patient is enrolled to MDR-TB medication, they are to sign a waiver to complete the whole process. On the other hand, patients who withdraw from the medication because they could not take the medication anymore or they thought they are already feeling better, could result to their death later on, according to Dr. Esling. Road accidents alarm authorities as death toll reaches 23 GENERAL SANTOS CITY -- Authorities have raised alarm over the increasing number of deaths in the city due to vehicular accidents that already reached 23 cases since January. Police Officer 3 Adolfo Yucampo, investigator of the city police’s traffic management unit (TMU), said Thursday their records showed that the death cases caused by vehicular road accidents have been continually rising in the last several months. He said most of these

cases were mainly caused by traffic-related problems and the “lack of discipline” among the involved drivers. “The situation is quite alarming since our record shows that there has been an upward trend in terms of the death cases due to these accidents in the last three years,” Yucampo said. For this month, the latest death case involved media worker Salvador “Buddy” Peñafiel, who died after his motorcycle collided head-on with a

tricycle along the Fil-Am Road in Barangay Fatima before noon last Monday. Peñafiel, 48, is a reporter of radio station dxGSRadyo Filipino and served as media coordinator of incumbent Mayor Darlene Antonino-Custodio in her failed reelection bid in the May 13 elections. Yucampo said the incident is still under investigation and they have yet to determine the identity of the tricycle driver, who immediately fled on foot after the incident.

In 2011, Yucampo said they recorded a total of 16 death cases due to vehicular accidents and the figure increased to 34 last year. TMU records showed that the number of vehicular accidents in the city last year reached a total of 2,153 cases, with 1,070 or about half involving single motorcycles. The other half involved 786 cases for automobiles, 107 for tricycles, 103 for trucks, 78 for passenger jeepneys and nine for

buses. Yucampo said some of the drivers involved in the recorded accidents have expired or not carrying driver’s licenses and were driving unregistered vehicles. “A significant number of these accidents involved drunk drivers,” he said. Yucamp o reminde d vehicle owners and drivers in the city to abide by the city’s traffic regulations, including the wearing of helmets and other protective gears for those who

are driving motorcycles. “They should also follow the proper road safety driving measures and observe road courtesy while driving,” Yucampo said. THERE are reports that residents and ordinary people in Cagayan de Oro City would initiate protest relative to the May 13 elections here. The people’s initiative might be the best alternative in order to clear doubts about alleged fraud in the midterm elections here. While City Mayor Vicente Emano believed he did not lose in the elections, he felt that the initiative of the Cris Diaz people to file protest would give them justice. Of course, if the people will make the move, Emano could not do otherwise. After all, the people allegedly felt that cheating was rampant during the May 13, 2013 elections here. Vice President Jejomar Binay also urged Emano to file a protest. Emano is hesitant since it would involve a lot of money to file an election protest. For instance, the protestor would pay the filing fee for each ballot box subject of protest. Considering the reported massive fraud, it would take a hundred ballot boxes to revision. For instance, some alleged questionable returns were in areas where Emano has solid political supporters. Among these areas are from Barangay Lapasan to Barangay Bugo. In Puerto, Emano won only by a margin of about 200 votes while he lost in Barangay Tablon.

Many also suspected of alleged manipulation of election returns from Barangay Carmen. Barangay leaders in Cagayan de Oro City who were members of Emano’s Padayon Pilipino also questioned the results in their respective barangays. A teary-eyed barangay captain could not believe that Emano would lose in their barangay. Some of these barangay leaders were humiliated that they appeared to have lost faith in the electoral process. What is important in this protest, if ever, is to look for possible witnesses. Perhaps, there are witnesses around the corner who are just sealing their lips. However, in a highly complicated and organized election fraud, finding a credible witness is next to impossible. Unless, those involved in the alleged cheating would come out to expose the fraud, any accusations of massive election fraud would come to naught. This incident took place during the Arroyo administration where some officials of the Commissions on Elections (COMELEC) were implicated in the issue. Well, one would just wait how far the issue of alleged fraudulent elections in Cagayan de Oro City would go. In other areas, particularly in Lanao del Sur, people there have started to mount protest against the conduct of the election in their areas. The loss of incumbent Cagayan de Oro City Mayor Vicente Emano and many other well-entrenched political giants in many parts of the country in the last election could never be considered stunning but simply a case of incompetence catching up with these big losers. No one among us is exempt from experiencing debacles in life especially if we become so sold to the idea that we have become invincible. We may at one point appear invincible but at one point in the future also such invincibility will surely be disproved. And to avoid such feeling of invincibility, it is advised that we should know when to graciously leave while everything is still impact such as our ego. One of the maxims in marketing that I committed to my heart and mind until now encourages the marketing man to be always be better than before, better than others and better than expected. The problem with man, more often than not, he slackens when he

experiences one victory to another. In my experience in the political front, I see a lot of politicians becoming complacent because of the wide margins they got over their closest rival in the last elections. In plotting out their political plans in the next election, they always have that tendency to factor in the votes they got the immediate past elections with emphasis on the wide margin by which they were able to demolish their last electoral foe. This tendenc y only blinded them to the natural truth that a full container can’t take in anything anymore. The full container must first be emptied before it can take in something again. This is what humility is all about. But the politician who is in power for a long time forgets this primary rule in any contest or competition for him to go back to basics to ensure victory. DAVAO CITY -- The National Bureau of Investigation’s witness to the killing of Italian missionary Fausto “Pops” Tentorio, who was parish priest of Arakan, North Cotabato at the time of his death, did not witness the incident at all, but was forced to say so only out of fear.

In Region 12, South Cotabato was the largest corn producer with 435,981 in 2012 followed by North Cotabato with 385,428, Sultan Kudarat with 234,393 and Sarangani with 145,479. In 2011, they respectively produced 428,718, 379,947, 226,940 and 134,949. The average yield per hectare in the region was pegged at 2.8 MT last year. South Cotabato has at least 144,200 ha for corn production; North Cotabato, 129,908; Sultan Kudarat, 84,328; and Sarangani, 70,883. Corn from Region 12 is traded to Davao, Cagayan de Oro, Cebu and Manila, Boloron said. For this year, the DA regional office targets corn production to reach 1.24 million MT and 1.29 million in 2014. The NBI lawyer denied that Damlayon was forced or under threat when he signed the sworn statement. “He was a credible witness at that time. He told us that he saw the gunmen shoot Fr. Tentorio,” he told the panel headed by CHR Chair Loretta Ann Rosales. Damlayon said during the inquiry that he eventually retracted his testimony three months later, saying he was not in the compound when the shooting happened. “Wala ko didto pagkahitabo pero gitudluan lang

ko didto sa NBI. Didto lang kami sa balay,” he said during the inquiry. (I wasn’t at the scene when it happened but they only told me what to say at the NBI. I was at the house when it happened.) Damlayon’s presence at the CHR inquiry was his first public appearance. Tentorio was gunned down while about to board his vehicle inside the Our Mother of Perpetual parish compound on October 17, 2011. He was supposed to drive to the bishop’s residence in Kidapawan City, 52 kilometers away, for the diocese’s monthly meeting. Damlayon said at the CHR inquiry that sometime February last year, his relative Roberto Mabilao asked him that they will meet another relative in Marilog District in Davao City.

From Marilog, they then left for Cagayan de Oro around 7 p.m. While at the NBI office in Cagayan de Oro, Damlayon said he was coached by a certain Loloy what to answer when NBI agents would start asking questions. He said it was the first time he met Loloy, who claimed to be from Davao City. Damlayon had no idea as to Loloy’s identity. When the CHR panel asked him if he understood the content of the affidavit he signed, Damlayon replied: “Wala ko nakasabot kay English man.” (I understood nothing because it was written in English.) He added that he signed the he affidavit because he was afraid that he could not go out of the room. “Nahadlok pud ko basi di ko

kauli.” (I was also worried that I could not go home anymore.) Damlayon recounted that the questioning started around 1 p.m. and finished five hours later. Before leaving Cagayan de Oro City, he added that Loloy gave him and Mabilao P500 each. “Pampalit daw bugas ug uban pang kinahanglan sa among pamilya.” (We were told to use the money to buy rice and other needs of our families.) They were given P500 more for their fare going back to Arakan, he said. The CHR inquiry aims to dig deeper into the murder of the Italian missionary, Rosales said. She added that the inquiry hopes to gather more information that could help resolve the case.

Do not let your life be defined by your insatiable greed for power, fame and wealth because in satisfying your greed you will only end up losing everything including your life. HSO records showed that the city’s confirmed cases of HIV — the disease that causes the deadly AIDS — have already reached 55. Last year alone, a total of 27 HIV cases were confirmed by the CIHSO through its free screening or testing program. CIHSO said most of the confirmed HIV/AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who were engaged in “risky sexual behaviors.” They include gays, bisexuals, men who have sex with men or MSMs and others who engage in unprotected sex and with multiple partners. BUTUAN CITY, -- Following the service interruption of the Information and Communications Technology Office (ICTO), Philippine Information Agency (PIA)-Caraga Region has been receiving complaints from clients. ICTO offered local calls to all provinces in Caraga Region. Ac c ord i ng to PIACaraga Regional Director Abner Caga, he and his staff have been receiving complaints through phone calls day after the service interruption of the stateowned telephone service provider in the city. One client from Surigao City said that public service must not be sacrificed since communication is one of the most important services a government can give to the public. Another subscriber from this city asked if concerned officials of ICTO as well as top officials of the government have knowledge on this matter. On Tuesday morning, PIA personnel were sur-

prised when ICTO used their generator set where in fact there is no brownout during that time. The ICTO-Butuan is located in front of the PIA office here. Meanwhile, in a roundtable discussion on Wednesday with members of the press and some ICTO personnel who requested their anonymity, they said this happened because the local electric cooperative here has cut-off their power supply on Tuesday morning, resulting to service interruption, the day when they used their generator set. The ICTO personnel also said prior to power disconnection the local water district here has also disconnected their line. They added it’s been four months already since they did not receive their Maintenance and Other Operating Expenses (MOOE), a budget given to a government office to pay the mandatory bills to continue its operations. This account includes expenses on travel, com-

munications, repairs and maintenance, transportation services, supplies and materials, water, illumination and power services, and others. Because of the prevailing situation, they said some 20 job order personnel were not able to receive their salary for four months now since salary for job order personnel are taken from the agency’s MOOE. The personnel however said, according to personnel and officials of their Regional Office, these concerns were already brought up to their Central Office in Manila and they are still waiting for their action. In a press statement signed by Station Manager Enrique Legaspi, he said the ICTO apologizes to their clients for the discomforts brought about by services interruption due to conditions beyond their control.
