Catholic leader urges Cdo newlyelected officials to “build the city” By Bong Fabe

C AGAYAN D E O R O CITY—Archbishop Antonio J. Ledesma yesterday reminded politicians who won the recent midterm elections to adhere to three principles taught by the church inorder “to build the city.” Ledesma reminded everyone, especially winning candidates during the May 13 elections, that the word “politics” comes from the Greek word “polis” which means city or city-states. “It means that politics is the art of building our city, our civilization, our culture. And it is in the constant good governance of people that we achieve this progress and development of the polis today,” he said. According to Ledesma, the term “good governance” should not be limited to just

“good government from public officials” since “it really pertains to the relationship between those who govern and those who are governed. It is the constant mutual interaction between the governors and the govern that we bring about the development of the polis.” And in order to really build the city, public officials should adhere not just to the principles of the city of man but most importantly to the principles governing the city of God — the principles of solidarity, participation and political charity. “Solidarity, according to Pope Paul II, is ‘a firm and persevering determination to commit oneself to the common good, the good of all and the good of each individual,” he said. “This sense of inclusive growth is what is meant especially in reaching out

To do good for our neighbour is not simply in terms of one-to-one relationship but it can be in terms of how those who govern can reach out for the common good of everyone,” he stressed. Quoting Pope Paul VI’s “our aim in society is to build a civilization of love,”

the Jesuit soft-spoken prelate explained that “political charity means it is the antithesis or opposite of egoism and individualism. It is the opposite of worldly pride and in fact it calls for the need of what we now call servant leadership.” These three principles, he stressed, are the foundation for good governance “that should be heeded especially by our public officials.” But these principles also apply to everyone, the voters, the electorate, the people who chose their “leaders” when they exercise their right of suffrage last May

TALACOGON, Agusan del Sur – Another fighter of the New People’s Army (NPA) has returned to the folds of the law, a few days after the national and local elections. Gino Mansinogdan, also known as Seme, 18 years old, of Barangay Calabuan, Esperanza town, turned himself up on May 19, this year, to the military with his Avtomat Kalashnikova (AK) 47 rifle and a magazine with 20 rounds of ammunition. Major Noli P. Kanashiro, executive officer of the 26TH Infantry (Ever Onward) Battalion, Philippine Army, said Masinogdan was a member of the Sandatahang Platoon Pang-propaganda (SPP) GABON of Guerilla Front (GF) 88, North Central Mindanao Regional Committee (NCRMC). This development has gratified Lt. Col. Jose Leonard B Gille, 26thIB commanding officer, saying Mansinogdan’s surrender manifested the cooperation

of the other sectors in the furtherance of peace. “While we preach the spirit of “BAYANIHAN”, we reiterate our belief that security of the people is paramount in the heart of every combat operation. Nonetheless, combat accomplishment lies only when collateral damages are avoided,” he explained. He thanked the Agusanons for their support to the thrust of the unit in keeping the province a better place for them and their loved once. operations of all diesel plants in Mindanao, especially the Power Barges 117 and 118 operated by Therma Marine, Inc. (TMI), to enable the hydropower plants to save water during daytime and release these during evening peak hours. The Hybrid Economic Dispatch was first proposed by Engr. Cerael “Dodong” Donggay, former vice president of the National Power Corporation-Mindanao who was tasked to manage the Mindanao power grid as systems operations manager. Donggay, who is also a trustee of Oro Chamber who heads its advocacy unit, said there is no need for new plants to solve the power crisis in Mindanao. “When we let all power plants connected to the grid operate all the time, and use the hydropower plants of Lake Lanao and Pulangi River as peaking hour plants during night time, we will be able to save water during daytime off-peak hours which we can then unload during evening peak hours to generate greater volume of cheaper energy which would eliminate the need for rotating brownouts or power curtailment,” he said. Donggay, who earned his Master in Economics degree from the University of Asia

and the Pacific (UAP), admitted that inorder to totally eliminate the power crisis, every Mindanawon have to sacrifice a little, which would also forever arrest an annual economic loss of P63 billion for the island. “Let’s assume a grid cost of P4 per kilowatt hour (kWh) for hydro and geothermal plants and P8.48 per kWh for diesel plants, this will only entail a P1.34 per kWh increment over the present rate of P4, a very small price to pay to totally eliminate the rotating brownouts now being suffered by major urban cities in Mindanao,” he stressed. Of the major cities in Mindanao, only Cagayan de Oro and Davao are spared from the rotating brownouts, which go as long as 12 hours a day in General Santos City and others. “In other words, we have to reverse the present practice of only dispatching TMI’s PB 117 and 118 during peak hours while the hydro plants operate 24/7. That’s what this Hybrid Economic Dispatch is all about,” he told the Business Mirror. To make this work, TMI should deal with just one customer, the NPC or PSALM, instead of many customers. “The NPC/PSALM can then buy power from PB 117 and 118 and sell it at cost,” he added. REPORTS about the alleged rigging of the May 13 election results now circulate nationwide. The allegation focused on the senatorial candidates. Perhaps, this was one of the reasons when some senatorial candidates did not immediately attend the proclamation set by the Commissions on Elections (COMELEC). The reported alleged that the premature proclamation of the sup- Cris Diaz posedly elected senatorial candidates was illegal since there were still other unaccounted election returns found in the Maguindanao, Sulu, and Tawi-tawi, all provinces located in Mindanao. They said that the COMELEC and the Smartmatic employed “monitoring” counting by connecting online micro memory. As far as the internet technology is concerned, this technical platform is a peanut. That it was President Aquino himself who ordered the manipulation of the election returns to let majority, if not, all of the Liberal Party senatorial candidates win the election. Such accusation could be stranger than fiction. However, nothing is impossible if the President wants things done according to his expectation. “Matud pa nila, pag Presidente sa kamo.”(They said let be a President first). Well, that is as far as the senatorial election is concerned. What about in the election is the locality? Now, there is widespread speculation that the unseen hands of

President Aquino also worked against some candidates at the local level. Of course, the President wants that local bets aligned with the administration’s political party should partake in the cake of national electoral ploy. For instance, more and more people now believe that re-electionist Mayor “Dongkoy” Emano has won the mayoral race in Cagayan de Oro City. With 76 barangay captains on his side (until this day), everybody becomes suspicious of the outcome of Cagayan de Oro City’s election. Obviously, “Dongkoy” Emano also believes that unless cheated, he won the mayoral election. In fact, people from around the country and even from abroad start expressing doubts in the conduct of the local election here. At first, people were nonchalant of the election results. However, suspicions in the case of rigging the election in the local level are mounting. The alleged election fraud also occurred in other places in the country. A classic example is the Jalosjos in Zamboanga Sibugay where all of them lost in the May 13 elections. People in Zamboanga Sibugay doubt that the Jalosjos brothers would quickly lose in a place they were supposed to be incumbents. There were reports that the Jalosjos has filed a formal protest with the COMELEC. Now, it would not be surprising if people (disinterested or not) would file protest on the result of the mayoral election in Cagayan de Oro City. Even if Mayor Emano would not want it to happen, people would do the initiative. After all, they know that “Dongkoy” Emano won the May 13 elections. React crisguardian@yahoo.com

TAIWAN INCIDENT: STRIKE 2!

The latest incident with Taiwan is “Strike 2”. The first one was the bungled and mishandled Luneta bus hostage incident which resulted to the death of Taiwanese tourists. This was still fresh in the minds of the angry Taiwanese when the shooting by the Philippine coast guard happened. The recent killing of the Taiwanese fisherman is STRIKE 2. The mishandling, the 2nd time around, was quite obvious. It was a mistake for us to BELATEDLY apologize to Taiwan. It’s okay if that was proffered voluntarily by the Philippine side AT THE OUTSET. But when an apology was given after it was DEMANDED WITH THREAT by no less than the Taiwanese president, then, to offer an apology was beneath our integrity and pride as a nation. Worse, the Philippine’s BELATED offer of apologies was OFFICIALLY REJECTED. Even Malacanang’s representative,

and uncalled for at a time when the full story of the shooting incident was still unclear. This triggered a strong statement from the Taiwanese saying ‘APOLOGIZE OR ELSE”. In an effort to salvage the situation, Malacanang decided to apologize. As I expected, it was rejected outright. The agitated Taiwanese public is also over-reacting. Taking it against all Filipino OFWs there is irresponsible and irrational. Of course, the Filipinos are also angry and furious. The two governments must navigate this with prudence. There’s no need to exacerbate the situation.

The Social Cost of Reblocking Last Sunday, I had a firsthand experience with the social costs of reblocking or rehabilitation (as DPHW engineers would say it) in the first District of Misamis Oriental. To travel that short stretch of highway from the outskirts of Gingoog City to Carmen town in Agusan del Norte took us all of one hour compared to the usual 30 minutes (max.) Reason? The stretch of highway in those areas is undergoing “reblocking” and/ or “rehabilitation”. Travelers from Cagayan de Oro, Bukidnon and Lanao are advise to leave their light vehicles at home or risk having them dismantled piece by piece as they traverse this hellish piece of road. We cannot understand why the DPWH can allow the contractors to break up

I asked around and was told the contractors have to meet stipulated deadlines or face penalties. Also, this breaking up of the pavement is a “buy-item” meaning once you finished it you can collect on your “progress billing” with DPWH. But at what social cost to travelers for whom this highway is intended to serve in the first place? Not only

are schedules unnecessarily delayed and vehicles shaken to smithereens but the cumulative time wasted and tempers flared in the interim behooves that the DPWH actively seek solutions to the questions its current protocol for implementing projects of this type. offered by Team Oca Friday night, Ledesma echoed these “marching orders” as he stressed the need for newly-elected public officials to adhere to the principles of solidarity, participation and political charity (see related story on Page 2). These three principles, he stressed, are the foundation for good governance “that should be heeded especially by our public officials.” But these principles also apply to everyone, the voters, the electorate,

The Zubiri patriarch swapped posts with incumbent Governor Alex alingasan, now vice governor-elect. Like the Zubiris, the Romualdos have also dominated Camiguin’s politics, the lone district seat in their hands also from 1987 to 2016 -- from the patriarch Pedro Romualdo to son Jurdin Jesus and back to Pedro who was seeking reelection when he died last month. A grandson, avier Jesus, son of the incumbent governor Jurdin Jesus, won the seat. Jurdin Jesus became governor in 2007 after his father’s three terms from 1998 to 2007. Fifth term In Davao del Norte, Rodofo del Rosario won a fifth term as governor (after 1998-2004; 20072013). The two congressional districts are presently held by Del Rosario’s son Anthony and nephew Antonio Floirendo Lagdameo, Jr., Antony del Rosario from 2010 and Lagdameo from 2007. Like the Zubiris and Romualdos, the Del Rosario-Floireno clan has been representing the third and later second district since 1987. The Del Rosario patriarch was representative from 1987 to 1998. Antonio Floirendo, Jr., his nephew, served from 1998 to 2007. Davao del Sur and Lanao del Sur have brothers for Governor and Representative: Governorelect Claude Bautista and Franklin, representative of the second district of Davao del Sur and Mamintal Adiong, Jr., elected to a third term as governor and his brother nsaruddin Adiong, representative of the fist district. Governor Adiong’s cousin, Pangalian Balindong was also elected to a third term as representative of the second district. In Davao del Sur, Governorelect Bautista, representative of the second district of Davao del Sur from 2001 to 2007, will be serving as governor for the first time, and his brother Franklin, who is serving a fourth term (previous terms: 1998-2001; 2007 to 2013) as representative. Both brothers served as mayor of their hometown, Malita, Franklin from 1988 to 1998, Claude from 1998 to 2001. Another brother, Benjamin, Jr. was Governor from 2002 to 2007 and is incumbent mayor of Malita. The Bautista’s father, Benjamin, Sr., was representative from 1987 to 1998. Like the Zubiris, Romualdos and the Del Rosario-Floirendo clan, the Bautistas will have been representing the second district of Davao del Sur for 29 years by

Brothers, cousins, brother and sister, husband and wife Joining the team of brothers in the executive and legislative posts is the team of Maguindanao Governor Esmael Mangudadatu and his Representative-elect Zahid Mangudadatu. Mangudadatu was reelected while this is the first term of Zahid, mayor of Pandag. In Sultan Kudarat, Suharto “Teng” Mangudadatu, the Maguindanao governor’s cousin, was elected to a third term while his brother-in-law Raden Sakaluran was elected to a second term in Congress, representing the first district. Sakaluran is married to Mangudadatu’s sister, Ruth, who ran unopposed in the In Tawi-tawi, the governor-elect is Nurbert Sahali, mayor of Panglima ugala town and son of third-term governor Sadikul Sahali. His sister, Ruby Sahali was elected representative of the lone district. In Zamboanga del Sur, Governor Antonio Cerilles was elected to a econd term while wife Aurora was also elected to a second term as representative of the second district. The incumbent governor served as Representative from 1987 to 1998 and 2004 to 2010 while wife Aurora served as governor from 2001 to 2010 and representative from 1998 to 2001. In Dinagat Islands and Sulu, it’s a mother-son and father-son team, respectively, for governor and vice governor. In Dinagat Islands, Governor Glenda Ecleo was elected to a second term while son Benglen, incumbent provincial administrator, was elected vice governor. In ulu, Abdusakur Tan II is the incoming governor while his father, the incumbent governor Abdusakur Tan, is his vice governor. The elder Tan served as governor from 1996 to 2001 and from 2007 to 2013. In Compostela Valley, Misamis Occidental and Sarangani, the vice governor s and representatives are also father and daughter and husband and wife teams. In Compostela, the Vice Governor-elect is Manuel Zamora while his daughter Maria Carmen Zamora-Apsay won a second term unopposed in the first district. In Misamis Occidental, Vice Governor-elect is Virginia Almonte while her husband, Jorge was elected to a second term as representative of the first district. In Sarangani, first-time politician Jinkee Pacquiao won as Vice Governor while husband Emmanuel acquiao, the boxer, was elected to a second term, unopposed. In 2010, the governor’s sister, Fatima Aliah, was elected to represent the second district, a post held by their father Abdullah from 1987 to 1992 and 2001 to 2010 and will be held again in 2013 to 2016. Imelda was governor from 1998 to 2007 and was elected to the 1st district in 2010 to 2013. In Agusan del Sur, it will still be a Plaza-Plaza-Plaza team with overnor Adolph Edward Plaza voted to a fourth term (after 2001-2007 and 2010-2013) his sisters Ma. Zubiri, incumbent Vice Governor, was voted to a fourth term (after 2001 to 2010) and Jose Ma. Zubiri III, elected to a third term. Zubiri served as epresentative of the 3rd district from 1987 to 1998. His son Juan Miguel, served that district from 1998 to 2007. Juan Miguel was lected Senator in 2007 but hounded by charges of having cheated to win, resigned in August 2011, his seat taken over by Aquilino “Koko” Pimentel who won in this year’s Senate race. Juan Miguel ran but lost his bid to win a Senate seat.
