CAGAYAN DE ORO CITY—An antimining group yesterday questioned the Mines and Geosciences Bureau’s (MGB) decision to allow Siana Mines to continue operation in Surigao del Norte despite historical reports of mine floodings and underground fire. The Alyansa Tigil Mina (ATM) said such approval shows the MGB’s carelessness. “This is very terrible that the government has been very careless in its issuances to mining companies. Unfortunately, as in the earlier years of mines, the DENR and MGB seem to have forgotten their role to ensure that the environment is secure in balancing this destructive and exploitative industry,” said Jaybee Garganera, ATM national coordinator. Garganera also said that it is very alarming that MGB is silent about recent reports of land instability in Siana Mines since April. Reports gathered by ATM said that Red5 Limited, owner of Siana Mines, suspended last month its milling operation because of the instability of the tailings dam. atm | page 11

Former radio broadcasters win city council, prov’l board seats GENERAL SANTOS CITY (MindaNews) -- Three former local media practitioners, all of them women, have secured seats in the egislative bodies here and in nearby Koronadal City and South otabato province. Based on official results released by the Commission on Elections (Comelec), former radio anchors Elizabeth Bagonoc and Erlinda abiAraquil were reelected for another term at the city councils here nd Koronadal City, respectively, while another broadcaster, Esther MarinCatorce, made it to the provincial board of South Cotabato. Bagonoc, who was a popular anchor at the Catholic Church-run radio station dxCP before joining the political arena several years ago, finished second in the race for the 12 city council seats here. She was first elected in 1987 and was reelected in 1992, 1995 and in the 2010 elections. Bagonoc, who ran under the Liberal Party-Achiever’s with Integrity Movement (LP-AIM), is presently majority floor leader of the city council, which is dominated by her party. Valencia City ex-mayor Galario regains post VALENCIA City––After losing in 2007 and 2010, former mayor Jose M. Galario Jr. has regained his old post from two-termer Leandro Jose Catarata, candidate of the Bukidnon Paglaum Party led by the Zubiris. Galario garnered 30,012 votes against Catarata’s 27,752. But Catarata’s running mate Azucena Huervas won over two other rivals with 30,099 votes. The Commission on Elections (Comelec) proclaimed Galario and Huervas Wednesday.

The proclamation of nine city councilors was scheduled Thursday morning, Chubasco Cenen Caiña, Valencia City acting election officer told MindaNews via text message. The Comelec identified the winning councilors as Rolando P. Lavina, Oliver Garcia, Rodrigo Rosal, Galario, Camilo E. Pepito, Eduardo D. Chan, John Lee Quillo, Helen T. Bernal, Policarpio Murillo IV and Glenn Galario, an incumbent councilor and son of the mayor-elect. Comelec Valencia announced

that the councilors will be proclaimed without rank pending the canvassing of two more precincts in Barangay Concepcion with corrupted compact flash (CF) cards. Valencia has the biggest number of precincts in Bukidnon with 150. Caiña said the 10th councilor would be known Thursday morning after getting the results from Concepcion. In the partial results Rolando Centillas Jr. and Almer Alfonso Jr. are in the 10th and 11th places. The replacement CF cards from

Comelec Manila did not arrive Tuesday night. The City Board of Canvassers scheduled to reconvene Thursday morning to canvass the pending results in Concepcion. The elder Galario was elected mayor of Valencia in 2001 and 2004. In 2007, Catarata won and was reelected in 2010. Galario’s victory in 2001 was considered an upset win. He defeated Carlos O. Fortich, Bukidnon’s longest serving governor who had never lost in previous elections.

The Sandiganbayan convicted Galario to six years imprisonment after it found him guilty of violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act. But Galario had appealed the decision before the Sandiganbayan First Division. Reports said the case against Galario stemmed from the complaint of Ruth P. ATM said that Siana Mines in Surigao del Norte is an abandoned mine previously operated by Surigao Consolidated Mining Co., Inc. which was first opened in the 1940s. However, it

closed down during World War II and was reopened in 1946, producing 4,800kg of gold and 8,000kg of silver. It was closed down again due to mine flooding and underground fire. “The abandoned mine site was not rehabilitated until Red5 Limited secured a mining permit in 2002. It was granted an Environmental Compliance Certificate in April 2009 despite a prior scheduled Final Mine Rehabilitation and Decommissioning Plan expected late May of the same year,” ATM said. “Siana Mines owner Red5 should certainly not have been allowed to reopen and use the old tailings facility. Suspect kills land negotiator By PO3 Darlin Cabalinan-Migullas

CAMP RODRIGUEZ, Butuan City - A lady land negotiator of the Silangan Mining Corporation was shot to death by an unidentified person in Brgy Upper Libas, Tagana-an, Surigao del Norte, morning of May 15, this year. Marianesa Pico Ballescas, 50 years old, married and a resident of Brgy Roxas, Mainit town was commuting aboard a passenger multicab from Surigao City to Mainit when the perpetrator, who happened to be a co-passenger, shot her. The victim sustained two gunshot wounds in the left neck, resulting in her instantaneous death. The killer then disembarked and fled towards unknown direction. The incident was immediately reported by the multicab driver, Ramonito Cervantes Guartel, to the Tagana-an Municipal Police Station. Police authorties are still looking into a personal grudge, as the motive the killing, considering the victim’s job as land negotiator for the abovementioned mining firm. Caraga LGUs attain 100% completion in LGPMS By Florian Faith Jr. P. Bayawa

CARAGA REGION - All 77 local government units in this region have completed the on-line data entry of the Local Governance Performance Management System (LGPMS) for the calendar year 2012. In the memorandum, dated April 18, 2013 from the Bureau of Local Government Supervision (BLGS) of the Department of the Interior and Local Government (DILG), only Regions II, III, XIII (CARAGA) and CAR have attained 100% completion of LGPMS online data entry. The LGPMS is a self-

assessment, management and development tool used to assess and measure the performance of LGUs in the provinces, cities and municipalities. By c ompl e t i ng t h e LGPMS on-line data entry, the LGUs will know the strong and weak points of their services, utilizing different sets of indicators. These indicators are focused on governance and development areas that measure their performance in Administrative Governance, Social Governance, Economic Governance, Environmental Governance and

Valuing Fundamentals of Good Governance. The local government officials and functionaries, who are respondents to this tool will be able to generate the state of performance and development in their areas that will serve as the basis for coming-up with the State of Local Governance Report (SLGR). This report being generated will now provide the details underpinning the LGUs performance. The LGUs weak performance are revealed and will now be responded through strategic efforts such as

BUTUAN CITY -- The Commission on Population (Popcom-13) has empowered 407 parents to reach out to other parents, in line with the adolescent health and youth development program. This was the offshoot of the 15 trainings conducted region-wide on Learning Package on Parent Education on Adolescent Health and Development (LPPED). In close coordination with the Department of Education (DepEd), Popcom-Caraga enabled a pool of educators in all divisions, who are also parents, to conduct the activity. The LPPED-trained teachers, who became parent-educators, then trained their co-teachers in their respective schools. The classroom teachers were responsible in the conduct of parenting classes using the regular Homeroom Parent-Teachers Association (HRPTA) meetings. Popcom-Caraga had only funded the initial training of trainers at the division level.

Succeeding trainings for the school level were funded either by the school or the local governments. Alexander A. Makinano, officer-in-charge of POPCOM-Caraga, said this initiative is sought to address findings of the 2008 National Demographic and Health Survey, which identified Caraga as among the regions with the highest percentage of youth pregnancy. According to the survey, women who began childbearing at aged 15-24 in Caraga posted at about 40 percent . He said, although several affecting factors were identified, the role of parents is very critical in this stage of development as this is the time when understanding, guidance and support are needed most. He added that not all parents are able to perform these functions because they either lack knowledge on sexuality issues or they don’t know how to communicate these concerns with their growing children. FIVE days after the euphoria of the midterm election, more questions than answers cropped up. Many suspect the votes that mayoralty candidate Oscar Moreno (LP) got. Residents in Cagayan de Oro City could hardly believe that Moreno would get a vote higher than the usual pattern of votes casted in favor of the Liberal Party and the United Nationalist Alliance (UNA) bets. Cris Diaz For instance, Moreno’s vote was higher than his vice mayoral and the city council bets. Residents said that the votes casted in favor of incumbent Mayor Vicente “Dongkoy” Emano’s ticket and the LP bets minus Moreno were credible. In other words, the vote for Moreno was unbelievable if one examines the pattern of the votes. Whether the observation has basis, the independent National Movement for Free Elections (NAMFREL) must have seen the discrepancy. A NAMFREL coordinator said their group has discovered some disturbing data while processing the number of votes in some precincts in Cagayan de Oro City. NAMFREL’s revelation, there are now questions on how widespread the “statistically improbable” cases of votes casted in favor of a candidate in Cagayan de Oro are. At any rate, this is just a suspicion unless proven with incontrovertible evidences in court. If ever, it is also the prerogative of Mayor Vicente Emano’s group to file a case of disqualification against Oscar Moreno. Emano has a battery of lawyers who know how to expose the alleged rigging of election in Cagayan de Oro. Knowing Emano as a great political leader, he knows that humility in times of defeat is a priceless value that leaders are. Emano knows that he won the election “fair and square.” Perhaps, Emano believes that it would be better to leave the matter to the people to decide. After all, with the suspicions and the exposure made by NAMFREL, the credibility of the elections becomes questionable. For Moreno, the issue is already settled. The Comelec proclaimed Moreno as duly elected Mayor. Moreno, therefore, now faces the challenge of proving that he is worth of what he has promised during the election campaign. We never tried institutionalizing people power, for example. And we have never internalized the idea that it is only through public pressure that administrations, local or national, will give utmost consideration to real public service. The constitution provides for mechanisms by which the populace can force administrations to be sensitive not only to their promises but even to the people’s need. We have the people power provision, the recall provision and the power to directly propose amendments to the constitution. Instead of using these provisions for the common weal, at times

these are even being used to advance partisan and personal considerations. It is high time now that we deliberately pursue efforts toward our growth as a body politic. The poor may be vulnerable but they are not hopeless cases if they are only enlightened. Sadly, no aggressive action has been taken to empower this vulnerable sector of society. At times we even look down on them as not worthy to enjoy the right to suffrage. In this regard, social institutions such as the church, academe and civic groups are partly to blame. Enlightenment does not mean formal education. The disciples of Jesus were not all formally educated, but why were they able to turn the world upside down? When Uy visited the Global Mindanaw Polytechnic (GMP) spa at the Peace Center building of the Balay Mindanaw Foundation, Inc. (BMFI) recently, he was very happy to have met some of his former scholars now teaching massage therapy at the GMP. The GMP is a TESDA-accredited and SEC-registered vocational technical school that was specifically established to help in the fulfillment of the vision of Balay Mindanaw Group (BMG) of NGOs. BMG Senior Director Ariel C. Hernandez, who is also executive director of the Katilingbanong Pamahandi sa Mindanaw Foundation, Inc. Earlier this year, Araquil resumed her radio career as anchor of the newly-opened radio station Brigada News FM in Korondal City but filed a leave of absence when the local campaign period started last March 29. Catorce, who will complete her three straight terms as Koronadal City councilor in June, is presently at third place in the race for the seven provincial board seats in South Cotabato’s second district. A stalwart of the United Nationalist Alliance (UNA), she anchored various programs at the Radio Mindanao Network’s station dxKR in Koronadal City and at the defunct GMA Super Radyo Koronadal before winning a seat at the Koronadal city council in 2004. It is the message that empowers. But unfortunately even the church or academe does not have the empowering message that enlightens. The academe teaches but their lessons apparently do not have that inexplicable force that emboldens their students. The church of today has likewise lost the power of the message of Jesus hence its inability to transform its members. The corrupt officials in the government are church members too. These are the officials who regularly attend church masses or services but during election time they buy votes, intimidate and harass voters thus make us wonder if indeed they have Christ in their life. Many churchgoers are in reality living split personalities that of being pious when in church and instruments of the devil when outside of it. The church knows this but is not doing anything to change the situation. So while we display so much euphoria during and after the elections, we almost always lose steam in sustaining such euphoria to pressure those in government to really make public service their only concern. In the first place, to be the servants of the people was their offer when they sought their mandate during the election season. They should be made to live up to what they have vowed they will do and what they will be. But that is only possible if all social institutions will work for the empowerment of the vulnerable to put pressure on their public officials.
