Soldier slain in Lamitan; Veterans Bank launches WW2 True Stories contest village official ambushed Philippine Veterans Bank ZAMBOANGA City––Four gunmen aboard two motorcycles shot to death a soldier and injured another in broad daylight Sunday in Lamitan City, Basilan province, a police official said Monday. Killed was Cpl. Richard Jamin and wounded was PFC Joelito Sanchez, both intelligence operatives of the 32nd Infantry Battalion, according to Lamitan City police commander Chief Insp. Almer Ismael. Ismael said the incident took place around 12:30 p.m. Sunday along the Isabela-Lamitan highway in Barangay Ubit, Lamitan. Ismael said the victims were riding a motorcycle when the ambush happened. Chief Insp. Ricardo Garcia, commander of police station 2, identified the victims as Rosalinda Ladao, 44, a kagawad of Barangay Latuan, and her husband, Saturnino. The couple was shot by motorcycle-riding assailants around 11:30 p.m. Sunday in Sitio Bitayan, Barangay Latuan, Garcia said. He said the victims were aboard a motorcycle on the way home to Latuan from a political rally in nearby Barangay Curuan at the time of the attack. Conscience formation for voters

With just 13 days to go before the May elections, the public needs to do wise decision-making when they cast their ballots. During the First Friday Affair of Ramon Aboitiz Foundation Inc. (RAFI) last April 26, Fr. Carmelo Diola, executive director of DILAAB Foundation, gave a talk on the value of conscience formation during polls. “We have to deal with the roots of the problem. We need to deal with the original sin of graft and

corruption,” Diola shared during his presentation. Dilaab is a volunteerdriven, Church-based movement for a transformed Filipino nation through heroic Christian citizenship. Diola cited two kinds of perspectives during elections––the candidates and the voters. He said that some candidates want to win at all costs. BUTUAN CITY – The Philippine Information Agency (PIA) in Caraga Region has organized a rapid media reaction team, in an effort to provide the public with uniform information during the 2013 mid-term elections on May 13, this year. In a roundtable discussion with PIA-Caraga personnel, Northern and Northeastern Mindanao Information Cluster Head and concurrent Regional Director Abner M. Caga pointed out that the organization of the team follows the concept of conducting

rapid response during disasters where convergence of national and local media is highlighted. “Whenever there is a need for the team to immediately disseminate the necessary information to the public, the PIA will lead the media team members from gathering the facts, writing the news, and air it,” Director Caga said. He further explained, each media outfit in the city can join the team, with one representative to have equal access to information. The media representative must be a permanent

employee of the outfit or station and does not support any candidate. “He of she must be nonpartisan to avoid biases,” Caga pointed out even as he stressed that this effort of PIA-Caraga is the first of its kind, having gathered all the media outfits in the city in promoting unity among themselves. This, aside from instilling into the minds of the media practitioners the value of disseminating relevant information, he stated. As the lead agency in this particular convergence, MEDIA| page 11

to make the day an official Holiday. The Philippines celebrated May 1 as official Labor Day, too. In most countries, workers marched in the streets to demand for higher wages, benefits, and better working conditions on Labor Day on May 1. Workers in Russia parade to the streets to demonstrate the workers’ class struggle until 1990. The event, however, dramatically changed when the USSR became a Commonwealth of Independent States in 1992. Most Russian workers spent the Labor Day as their rest day. Some Russian workers go home to the provinces where they engaged themselves in gardening or having picnic with their families. Of course, despite the advancement of modern technology and computers, workers are still the prime movers of the country’s economy. This is especially so in developing countries like the Philippines. The labor sector in the country remains a potent force. The working class in the Philippines remains one of the most underpaid sectors. While the government justifies that the workers in the Philippines are among the highest paid in Asia – certainly in figures. However, with a minimum wage of P269.00 per day, the amount could barely make both ends meet for a family of five. What about those who wittingly violate the minimum wage law? If the government’s labor department would follow Pres. Benigno S. Aquino, III “Tuwid na Daan” policy, the country would go bankrupt. Yes, there are insinuations that more than half of the country’s business establishments would fold up if the labor department would wage no nonsense drive against minimum wage violators. Of deception and traditional politicians

Deception, beguilement, deceit, bluff, mystification and subterfuge are acts to propagate beliefs that are not true, or not the whole truth (as in half-truths or omission). Deception can involve dissimulation, propaganda, and sleight of hand, as well as distraction, camouflage, or concealment. There is also self-deception, as in bad faith. Deception is a major relational transgression that often leads to feelings of betrayal and distrust between relational partners. Deception violates relational rules and is considered to be a negative violation of expectations. Most people expect friends, relational partners, and even strangers to be truthful most of the time. If people expected most conversations to be untruthful, talking and communicating with others would

require distraction and misdirection to acquire reliable information. A significant amount of deception occurs between romantic and relational partners. Pnoy’s irritation of parties other than his using the color yellow shows signs of insecurity and the confidence he maintains to be most popular. While the franchise for being a brat is not necessarily his in his family with this news article at the Manila Bulletin it portrays his absolute authority towards the people. To secure my place, I have decided to stop wearing yellow colors all together. I wanted to retain my yellow briefs to secure the colors rightful location but one never knows if one gets incarcerated for owning the color. Deception after all is what traditional politicians resort to. Look at the Presidential cousin who aspires to be senator by installing a complete make-over to look like his uncle Ninoy. Is this not deception possibly to the worst degree? Then there are the wanna-bee’s whose dynasties have reigned for decades whose parents deception | page 11

Investing with managed funds: Part 3

THE investment pyramid concept provides an effective overview of all investment instruments available at your disposal, with particular emphasis to their overall profiles in terms of risk, return, and liquidity considerations. Revisiting the investment pyramid, we get a glimpse of the importance of keeping a balanced investment portfolio. Having foundational investment strategies that preserve your capital keeps your pyramid in a stable state. A pyramid with a firm and stable base gives you a better foothold to grab incidental opportunities offered by higher-yield, higher-risk investments in the upper levels without having to sacrifice your financial stability. Comfortably positioned in the middle of the investment pyramid, managed funds give you a balanced risk, return, and liquidity leverage. But do managed funds such as mutual funds offer you any additional

The financial doctor Dr. Adonis Agcopra advantage? Here are a few of the more important ones to begin with. Managed funds are liquid – there is easy recovery of your cash should the need arise. You also get the advantage of instant diversification. In contrast to direct stock investing, with equity funds you get to purchase a basket of stocks with the same invested amount. This provides you the unique setup of indirectly managing and spreading your levels of exposure to investment risk. Since your individual resources are pooled with that of several other investors, you harness the collective investing power and strength of the entire group. Thus, a managed

fund strategy can take you directly to the securities markets, which is usually available only to a few select investors with large investible funds. With certain mutual fund companies allowing you an investment account opening with as little as PhP5,000, this strategy can even be affordable to individuals in the lower income groups. If you are that type of investor who doesn’t have enough luxury of time to actively track volatility issues in stock trading, then managed funds might suit you better. With professionally trained investment analysts and fund managers doing the legwork in a dynamic market, you can

perhaps worry a little less and attend to other more pressing matters. Furthermore, with proper regulations now in place, you can have more peace of mind. In the case of mutual fund companies which are regulated by the Securities and Exchange Commission (SEC), these investments are now more transparent, have detailed prospectuses and disclosure proceedings, and with a custodian bank in place. With a recently upgraded Philippine economy on the upswing, managed fund investing could be one of your greatest opportunities to ride the prosperity wave. Investigate before you invest, and make your money work for you. Do it now! ----(Dr. Adonis Agcopra, MBA, CIS, RFC® is with the IARFC and is portfolio director of AFIC Meridian Consultants. Mindanao lumads forge unity against environmental plunderers, rights violators By GILBERT L. PACIFICAR, Contributor, DavaoToday.com

LIANGA, Surigao del Sur, Philippines––“Bisan pa man nga sige ta og rally sa pagpanalipod sa atong yutang kabilin ug militarisasyon apan mas misamot man hinoon nga midaghan ang mga military sa kabukiran ug nagpadayon ang pagpamatay sa atong kaubanan nga lumad. Unsa pa ang angayan natong buhaton? (Despite our protest actions against militarization and our continued defense for our ancestral lands, military operations have intensified and extrajudicial killings against our lumad brothers have continued. What else do we have to do?).” This question raised by one of the delegates elicited reactions from the 300 participants who attended the second general assembly of Kalumaran, a federation of lumad organizations in Mindanao, held within the ancestral domain of the Manobo tribe in this town on April 19-20. “Dili magmalampuson ang atong pakigbisog kung

n The group has documented 110 mining companies, both small-scale and large-scale, in the provinces of Compostela Valley and Davao Oriental. These companies are in the process of securing mining and tenement permits from Mines and Geoscience Bureau while others are already operating. dili kita molihok (We cannot win our struggle if we will not act),” challenged Jomorito Guaynon, from the Higaonon tribe of Bukidnon province, during the assembly attended by Lumad elders, women, community leaders and children. Dato Nilo of the Pulangi tribe from Bukidnon said letting fears overpower them is like abandoning the future generations. “Maayo nga mamatay ko sa pakiggubat kaysa mamatay ko sa kagutom. Mas mosamot ang kalisod sa sunod nga henerasyon kung dili kita molihok (I

would rather die fighting for our rights than to die of hunger. The situation would become worse for the generations to come if we don’t act now).” Their points were not baseless. For according to the reports gathered by Kalumaran, “military operations have intensified and wreaked havoc to Lumad communities” in the different regions of Mindanao. In Southern Mindanao, for example, Norma Capuyan, Kalumaran’s Vice-chairperson, said “militarization” is widespread with the two divisions, three brigades

and 18 battalions deployed by the AFP in the region. Capuyan also alleged that government troops have served as private armies of large-scale mining companies and agri-business corporations and that the military has formed paramilitary groups and Bagani forces like the Task Force Gantangan in the provinces of South Cotabato, Sarangani, Davao del Sur and General Santos City. “Contrary to the claim of AFP, there is no truth that Oplan Bayanihan brings peace and development to lumad communities. The massacre of the Capion family in Kiblawan, the death of Barangay Kagawad Cristina Jose in Baganga and the death of Fr. Pops Tentorio in Arakan Valley are the cases of extrajudicial killings perpetrated by the AFP,” she said. Meanwhile, the Pasaka Regional confederation of Lumad in Southern Mindanao, an affiliate of Kalumaran, lamented the existence

of large-scale mining and agri-business plantations that “resulted to the massive displacement of lumads and peasants.” The group has documented 110 mining companies, both small-scale and large-scale, in the provinces of Compostela Valley and Davao Oriental. These companies are in the process of securing mining and tenement permits from Mines and Geoscience Bureau while others are already operating. Pasaka said the encroachment of mining company Russel Mining Company, one of the biggest mining companies in the world, to the ancestral domain of the Mansaka tribe in Pantukan town, has “caused much damage to the environment.” Thus, they reiterated their stand against the Mining Act of 1995. “With this law, the lumads were given no right to their own ancestral lands. It’s a clear manifestation that

the Aquino administration, and even the past administrations, has no heart for the lumads,” said Genasque Enriquez of Kahugpongan sa mga Lumad sa Caraga. Enriquez said the four provinces of Caraga region have been occupied by large-scale mining companies which resulted to the displacement of livelihood of lumad communities and the destruction of natural resources. As of year 2012, there are 35 mining companies listed in the Caraga region. The group has instead pushed for the People’s Mining Bill, which according to Enriquez, is “for the common good and within the framework of a nationallyindustrialized Philippine mining industry.” Meanwhile, Datu Monico Cayog, Kalumaran chairperson, said “we should emulate the life of our lumad heroes who died in the struggle for defending the ancestral domain.”

MILF chair to candidates:

‘You can come and talk to our people’ By Carolyn O. Arguillas

CAGAYAN DE ORO CITY, — A Filipino company that provides renewable energy solutions for all types of property owners said that solar energy is still the best option to solve the so-called Mindanao power crisis. Solar energy is a solution to the power crisis in the southern Philippines and in the pursuit of a lasting and ultimately cheaper power sources in Mindanao, said Engr. Winston Lorenzana Mendoza, chief executive officer of Mendoza Solar, LLC. Mendoza Solar, LLC is an energy company registered in California and Nevada, USA. It provides renewable energy solutions for all types of property owners. Its Philippine subsidiary, Lim Solar Philippines, is the biggest promoter in the country of the use of state-of-the-art portable fuel cell electric systems that address base energy needs, especially of remote areas. Lim Solar Philippines, which is also chaired by Mendoza, has an ongoing solar integration and development projects with Dela Salle University, Subic Bay Metropolitan Authority and Camp Aguinaldo, among others. Another company under the Mendoza Group, the Lorenzana Energy International—a pro-

vider of global energy solutions—also has ongoing solar integration and development projects in Malaysia, Hawaii, Guam, California and Nevada. “Solar energy as well as other renewable energy sources is very appropriate for Mindanao if we look at the long term and the impact of climate change, which exacerbates natural phenomenon such as typhoons and storms. For the last several years, Mindanao is now the favorite of natural disasters, whose impacts were exacerbated by climate change-inducing fossil fuels. We can no longer afford to let Mindanao suffer. Solar energy is abundant in the island and it provides clean energy,” Mendoza stressed. Mendoza said that for Mindanao, Lim solar is willing to offer electric cooperatives very minimal prices for solar power as well as 100% financing scheme for residential and small businesses. “For Mindanao, I will offer P7.47 per KWh to the electric coop and large megawatt level users and P8.50 to small users. I will also straight finance the residentials and small businesses,” he said. Mendoza said he will be in Cag de Oro on May 3 for a “lunch and learn” session with decision-makers in Mindanao.

Is Luis Manzano ready for marriage? “Alam ko na don na ang susunod. Ayaw ko ng magsayang ng oras,” Luis Manzano answered when asked if he’s ready to tie the knot any time soon now that he just turned 32. In an exclusive interview with Toni Gonzaga on The Buzz, the host/actor said that he’s open to the fact that he will be committing to family life in the near future now that he’s not getting any younger. On that note, Toni commented how fortunate Jen is to be in such a relationship. Luis replied, “But I’d rather say that she is the bigger blessing sa aming dalawa.” Without a doubt, Luis has

already achieved so much in his professional endeavors. He is currently hosting three major TV programs on ABSCBN: Minute to Win It, Pilipinas Got Talent, and Kapamilya Deal or No Deal. He also has a recurring role in the

hit teleserye Be Careful With My Heart. When asked if he expected such blessings in his career, he commented, “May idea ako kung ano ang gusto kong mangyari pero sabi ko nga everything falls into place in its perfect time. Di ko na-imagine na aabot ako sa ganito.” Moreover, Luis couldn’t help but be overwhelmed that he’s constantly being compared to his father Edu Manzano who is well-known for his hosting skills. “You know, just for you to say that [is] maybe one of the biggest compliments a man can ever receive,” he told Toni.

Wade active for Heat for Game 4 against Bucks MILWAUKEE (AP) -Dwyane Wade won’t start Game 4 on Sunday against the Milwaukee Bucks but he is eligible to play. The Miami Heat star was replaced in the starting lineup by Mike Miller. Coach Erik Spoelstra included him in the list of active players, however, making Juwan Howard and Jarvis Varnado inactive instead. Wade has been getting extensive treatment the past two days for three bone bruises around his right knee. It’s the same injury

that kept him out of six games near the end of the regular season. Though Miami coach Erik Spoelstra has said Wade is getting better, he was hit hard several times during Miami’s 104-91 victory in Game 3 on Thursday night.

The Heat can afford to use Wade sparingly. They need only one more victory to finish off the Bucks, and no team has ever overcome a 3-0 deficit to win a series in the NBA playoffs. nb a . com

sage to the country’s workers, Villar said the Nacionalista Party is committed to support the reform agenda of President Aquino to bring about good governance, an improved economy, more jobs and better services to the people, particularly the poor and the marginalized, in the next three years. “I believe the best Labor Day gift we can give our workers will be our commitment to pursue good governance which is a surefire formula to revitalize our economy and create the much needed jobs being clamored by our workers for a long time now,” Villar said. “Good governance will mean more investments and more investments will mean more jobs. That is what we intend to do in the next three years in our coalition partnership with President Aquino,” she added. Once elected into office, Villar said she will pursue her long-time advocacies of promoting livelihood opportunities through small and medium term business enterprises, provide the necessary climate that will bring out more jobs and better social services. To address the concerns affecting the over 12 million Filipino migrant workers abroad, Villar said she will pursue the enactment of her legislative measure mandating the creation of the Department of Overseas Filipino Workers. Villar said it was essential for the executive department to have a separate department for OFWs to centralize all services and functions of OFW-related government agencies or bureaus. Villar said a number of them were reported to be maltreated by abusive employers and subjected to other forms of injustices.

Citizen-monitors organized in the Municipality of Sibagat, Agusan del Sur called the I-Watch Team (IWAG), which stand for Integrity-Watch for Water Anti-Corruption Group shared their experience in the conduct of constant monitoring in the finance process to prevent corruption in local water governance. Since 2012, Aquino removed the budgetary item for incentives and other monetary benefits due under collective negotiation agreements, a move which greatly undermines unions of government employees. In addition to the demand for salary and wage increases in lieu of these policies, Tinio also urges tax relief to enable workers and employees higher take-home pay. He is author of House Bill 5661 which aims to increase tax exempt bonuses to P60,000 (from P30,000). He also filed HB 6723 which would raise the basic personal exemption to P75,000 and P40,000 per dependent (from P50,000 to P25,000, respectively).

Tinio slammed in particular Aquino's planned imposition nationwide of CALABARZON's TwoTiered Wage System that would dump the minimumwage system in favor of a "floor wage" and "productivity incentives." "Aquino's 'floor wage' is more like a 'basement wage'--it is lower than the present minimum wage," Tinio explained. "It would spell greater exploitation for labor but, surely, higher profits for the capitalist." Tinio, who represents teaching and non-teaching education workers in the Lower House, also criticized Aquino's PerformanceBased Incentive System for state workers. Aquino's pronouncements related to PBIS indicate that he wants to veer away from across-the-board salary increases and instead give Performance-Based Bonuses (PBB) to purportedly enhance government services. Its implications include, however, a ban on new bonuses or any increase in existing ones. For Department of Education, this also means that the bonus of teachers and other personnel will depend on factors over which they have no control, like dropout rates. "We also believe that PBB is designed to pave the way for the relaxation or total abolition of salary standardization for state workers, much like what Aquino has planned for the private sector," worried Ti-

In a press statement, PDEA-Caraga Regional Director Erwin Ogario said that at about 05:45 p.m. last April 24 the apprehending forces successfully implemented a search warrant issued by Hon. seal and send it to the canvassing center. “We would still know the results in due time even if it would be delayed,” he said. The official further said that voting can still be done even if a precinct count optical scan (PCOS) machine bogs down. “The board of election inspectors will just collect the election ballots and it will be feed to other working PCOS machines for the counting of votes,” he explained, adding damaged PCOS machines will be sent to their central office in Manila for safekeeping. “What I’m trying to say is that, all possible problems on the coming lections will be addressed and we have prepared plans for any nforeseen events,” Balisado said. But in a statement today, poll watchdog Kontra Daya pointed out that the final testing and sealing of the PCOS machines, which is scheduled week before election, will not include transmission. Kontra Daya said that with Comelec’s admission that it could no longer hold a source code review as required by law, “no one really knows how the machines are programmed to count the votes, putting a serious question on the credibility of the elections.” “The source code review was instituted precisely to assure the political parties and the electorate that the software to be used in counting our votes is trustworthy,” the group said. She encouraged members of the sectoral committees to “further review and scrutinize” the presented enhanced RMs and SAs. These efforts to update the RDP are in consonance with the national government’s thrust to update the Philippine Development Plan (PDP) 2011-2016, the country’s roadmap to development. (Loyd C.
