CAGAYAN de Oro City––Police Director General Alan Purisima would come to Cagayan de Oro City on Friday for an inspection of various police units in the city. A statement released from the PNP regional office said that Purisima would inspect the newly completed Cagayan de Oro City Police Headquarters along Hayes Street Friday afternoon. The PNP constructed a new police headquarters costing P7 million at the vacant public lot along Hayes Street that erstwhile served as the city’s major cemetery. The old cemetery was closed sometime in 1990. The remains of those buried there were transferred to a 10-hectare lot in Bolonsori at the outskirts of the city in barangay Camaman-an here.

From the new police headquarters, Purisima and his party would proceed to Camp Alagar, home of the regional PNP command in Lapasan, Cagayan de Oro City, where a command conference would take place. At present, the 3,000-strong Cagayan de Oro City police force has headquarters located at barangay Carmen. The plan for the construction of a new police headquarters for the Cagayan de Oro City Police actually took place in the mid 90s at the time when then Police Supt. Alberto Olario (now a retired Maj. Gen.) pushed for the transfer of the police headquarters in the city’s downtown district. CAGAYAN de Oro City–– The city government endorsed the national government’s program to provide sustainable livelihood to residents living along coastal areas here, a city councillor said on Friday. The Coastal Enterprise Livelihood Project was a component of the Integrated Coastal Management Program of the national government through the promotion of best practices like fisheries management, zonation, Marine Protected Areas (MPAs), watershed management, and waste management in coastal areas in the country. Councillor Prexy Elipe, chair of the city’s committee on environment and natural resources, said that his committee has endorsed an ordinance authorizing City Mayor Vicente Emano to enter a memorandum of agreement (MOA) with barangay and environmental officials in the implementation of a Coastal Enterprise Livelihood Project here. He said that the program was in accordance with the provision of Executive Order No. 533 of 2006 as a national strategy to ensure

sustainable development of the country’s coastal and marine environment and resources. According to Elipe, the Department of Environment and Natural Resources (DENR) would provide funding support in the amount of P 120, 000 for each barangay in the implementation of a Coastal Enterprise Livelihood Project. He said that residents along the coastal lines of barangays Lapasan and Gus a were the initial beneficiaries of the livelihood program through the establishment of a “Basura Livelihood Center and Material Recovery Facility.” The livelihood project aims to provide alternative source of income for the women sector of the community whose families

BUTUAN City––The DENR is pursuing “ Project Geo-tagging “in Caraga Region, a strategy to efficiently monitor the movement of logs sold to word processing plants and subsequently erase the stigma of the region as “ a source of illegal logs.” Geo-tagging is the process of adding geographical identification metadata to various media, such as a geo-tagged photographs or videos, websites, SMS messages, QR codes or RSS (Rich Sites Summary) feeds. It is a form of geospatial metadata, according to Wikpedia. “A Geospatial metadata or simply metadata is applicable to objects that have an explicit or implicit geographic extent, in other words are associated with some position on the surface of the Globe. Such objects may be stored in a geographic information system (GIS) or may simply be documents, datasets, images or other objects, services, or related items that exist in some other native environment but whose features may be appropriate to describe in a (geographic) metadata catalogue (may also be known as a data directory, data inventory and others. DENR-13 OIC Regional Executive Director Nonito M. Tamayo said the top

Kidapawan builds Mt. Apo stairway By Malu Cadelina-Manar

KIDAPAWAN City––People, who wish to reach the summit of Mt. Apo the easy way may soon get their wish with the plan of the city government to build a 16,620-step to the country’s highest peak. But even before the project could begin, an online petition on www.change.org has been launched opposing it. The petition, addressed to Environment Secretary Ramon Paje and Tourism Secretary Ramon Jimenez, noted, among others, that the Department of Environment and Natural Resources (DENR) in 2009 proposed the inclusion of Mt. Apo in the UNESCO World Heritage list. Mt. Apo, which straddles Davao City, North Cotabato and Davao del Sur stands at 9,692 feet and overlooks Kidapawan at least 20 kilometers to the west. Dubbed “Hagdan ni Apo,” the P2.5-million project was presented to the Kidapawan City Tourism Council and media last week by the city government’s Investment and Tourism Promotions Office. City Tourism Officer Joey Recemilla said the stairway would cover at least seven kilometers if built starting from Barangay Ilomavis in Kidapawan City. To ensure safety, the stairway will have protective ropes, said Recemilla. The city government is also set to build a hanging bridge across the Marble River, one of the longest rivers in North Cotabato. Social welfare department validates ‘Pablo’ survivors

HE objective of the special validation is chiefly to monitor the current status of the identified poor and non-poor households in 2009.

THE Department of Social Welfare and Development (DSWD-12) is validating the reported 63,846 households reportedly affected by Typhoon Pablo in the region and autonomoous Region in Muslim Mindanao (ARMM) Lanao and Maguindanao (LaMa) , December last year. Such an alarming number of survivors has prompted the National Household Targeting Unit (NHTU) of DSWD to conducted a series of orientations to 286 individuals who are set to become part of the forthcoming Special Validation of Typhoon Pablo victims. Dubbed as ‘Training of Area Coordinators/ Area Supervisor and Enumerators for the Special Validation of Households affected by typhoon Pab-

lo,” the activity prepared the team for special enumeration that verifies if the typhoon Pablo has changed the economic status of the households that were first assessed in 2009. Trained were 174 enumerators, 10 area supervisors and two area coordinators for Region-12; and 60 numerators, 34 area coordinators and six area coordinators for LaMa. The enumerators will initially utilize the Habagat Pre-Assessment Form (HPAF) to verify if the household is an authentic victim. A total of 12,674 households in Region XII and 5 1 , 1 7 2 hous ehol ds i n ARMM LaMa have been reportedly affected by typhoon Pablo. In ARMM (LaMa), the municipality of Bubong, Lanao Del Sur was recorded

to have the biggest number of households affected, with a total of 3,535 . In Region XII, Pikit, North Cotabato has the biggest number of household affected with a total of 4,700 . Affected areas to be validated are based on the report submitted by Local Government Units and Disaster Response Operation, Monitoring and Information Center (DROMIC as of January 8, 2013) to DSWD. According to DSWD-12 Director Zorahayda T. Taha, it was necessary to monitor the status of the poor and non-poor household after Pablo struck and destroyed many lives and livelihood. She said in an interview that it is apparent that the condition of the households has changed subsequent to the catastrophe. Meanwhile, NHTU Head

Jackiya A. Lao clarified that the objective of the special validation is chiefly to monitor the current status of the identified poor and non-poor households in 2009. She also noted that not all areas will be covered by the special validation. “NHTU will not give social services to the victims. If in the event a non-poor household, would be identified as poor Household in the special validation, that particular household would then become a potential beneficiary of Pantawid Pamilya, for instance” she added. However, she further explained that “the status change of household from non-poor to poor does not guarantee that the latter automatically becomes a Pantawid Pamilya beneficiary.”

KORONADAL City - Governance principles of transparency, accountability, and participatory are taking stage in the formulation and eventual implementation of Forest Land Use Plans ( FLUP). The Department of Environment and Natural Resources (DENR) 12 here recently gathered at least 65 officials of local government units of Banga, Tantangan, Polomolok, Tupi and Tampakan towns, as well as Koronadal City for an orientation of the FLUP. Topics discussed in the meeting included forestry situation in the Philippines and in the region; legal basis of FLUP, governanceoriented FLUP, related concepts and the FLUP process and key activities.

Participants likewise underwent series of group workshop focusing on the status of forests and forest lands (FFL) as well as the areas of improvement in their municipality or city. Outputs are essential inputs in their FLUP. “I am privileged to participate in this kind of activity as I am made to understand that forest management should be participatory, multi-sectoral and sustainable,” said Tantangan Planning Development Officer Edgardo Nono. TO see God is to believe He is real and that He is a miracle-performing God. That is what many people believe today. But that is not what happened during the Israelites in the Old Testament time. They constantly disobeyed God even though God performed amazing and powerful miracles for them. The Israelites constantly disobeyed and rebelled against God even though they saw all the miracles. Another story would explain the same in Luke 16:19-31. In the story, a man in hell asks Abraham to send Lazarus back from the dead to warn his brothers. Abraham informed the man, “If they do not listen to Moses and the Prophets, they will not be convinced even if someone rises from the dead” (Luke 16:31). God’s sending His only son, Jesus is an amazing proof of God’s miracle, His love for mankind.

We now have the writings of the apostles recorded in Scripture. Jesus and His apostles, as recorded in Scripture, are the cornerstone and foundation of our faith (Ephesians 2:20). In this sense, miracles are no longer necessary, as the message of Jesus and His apostles has already been attested to and accurately recorded in the Scriptures. Yes, God performs miracles. At the same time, we should not necessarily expect miracles to occur today just as they did in Bible times. Indeed today, God makes miracles and signs and wonders. Give praise to God, He is worthy of it.

All sound bytes MUCH have been said and written about the ongoing armed confrontation between the royal army of the Sultanate of Sulu and the Malaysian authorities in Sabah but everything seems to be all sound bytes offering nothing to end the bloody clash. The party in power in Malaysia afraid of any political backlash in the home front because of the Sabah problem, unleashed its military might against the Sulu sultanate’s army numbering over 200 heads. The very expensive effort was viewed by many Malaysians as a failure because not a single body was found after the heavy air and land assault undertaken by both the Malaysian police and military. Pressed to produce positive results for such military adventure from its own citizens, Malaysian authorities supposedly succeeded in recovering dead bodies numbering 13 from a common grave. But they could not with certainty claim those recovered bodies were that of the Sulu sultanate’s army. The Malaysian political opposition led by Anwar Ibrahim, for its part, is capitalizing to the hilt for its own advantage the armed conflict in Sabah squeezing every ounce of propaganda out of such armed confrontation. A few months from now Malaysians will go to the polls to either extend the 46-year rule of the ruling party or put an end to it and install the opposition as the new ruling party.

A deeper view Jesse E.L. Bacon II Internally, the Sabah problem is a crucial issue to both the ruling and the opposition parties as far as their chances in the coming polls are concerned. And in their battle for political supremacy in Malaysia, the Sulu sultanate’s personal intention of reclaiming what it claims its legal right over the resource-rich island is feeding to that battle for such political supremacy. I would not even be surprised if Malaysia’s political opposition would see to it that the conflict in Sabah will not see any resolution yet until the elections are over. The conflict gives them free ride to an issue that is putting to test the ruling party’s ability to be on top in such an armed confrontation. But this will put to a greater disadvantage and risk of annihilation all our countrymen now in Sabah and in other parts of Malaysia. In the local front, on the other hand, the people and the Aquino administration are as diversified in their perspectives with regard the Sabah situation at the moment. Those who’d like to cash in on this for propaganda purposes are

either blaming or praising the Aquino administration’s handling of the problem. The country’s legal luminaries and the academics are likewise of diversified view on the matter judging on their respective positions that have so far been published in the newspapers. But the one thing that cries for drastic action is how to prevent the slaughter of Filipino citizens now in Sabah since that the protection from harm of its citizens inside or outside of our territory is one of the primordial duties or obligations on the part of the government. My personal view about the Aquino administration’s position on the matter is bahala mo kay gahi mo’g mga ulo. President Aquino and his official family are hurting because of the defiance by our Muslim brothers to the call issued by the government for them to stand down and return to the country without any condition. What the Aquino administration forgot is its own threat of haling to court and of jailing all those involved in the Sabah standoff. Ordering our compatriots to come home so they can be jailed is the height of naivete’ on the part of

the administration. The best thing that the Aquino administration should have done, at least as far as I am concerned, a position shared by many also, was to order our countrymen to immediately return so matters could be threshed out. Ordering them to return so they can be jailed is wrong, if not stupid. No matter how foolish the intentions of our compatriots in Sabah are, this does not exculpate the government from doing its obligation toward its citizens wherever they may be. It was rightly pointed out by one opinion writer that if our government pleads with foreign governments to spare from the death sentence our countrymen jailed for drug trafficking abroad, it is never wrong for the Aquino administration to plead with the Malaysian government to spare from the death sentence without due process the members of the royal army of the Sultanate of Sulu. Pleading with the Malaysian government would have been the most judicious way the Aquino administration had pursued. But Aquino and his cabinet allowed their individual and collective pride to rule over their heads instead of reason; hence, it’s clear mishandling of the situation. When will Aquino come to his senses and be man enough to admit his bungling of the Sabah incident is anyone’s guess. Cost and effect THE election fever coming to a pitch, we wonder who are the front-runners in the Senatorial race. Talk to taxi drivers and the common tao, for pulse taking, and you’ll be surprised at a variety of answers. They have their own line-up and they can give reason for their choices. Obviously, they think beyond the slogans, which they believe aren’t platform-based, insensitive to the needs of the poor sectors, and indicative of a lack of strategy to win over the more educated. Students, of course, would be much interested on the educational background of the candidates. And the inquisitive ones would be asking about their stock performance in office. These two factors, mainly, brought Senator Miriam into limelight when she ran for the highest national office. At this point, the role of social media would lend support to the essential need for added information or even dis-information on the candidates. The internet generation 18 years old and above, will play a big role in the selective process that precedes the actual voting. This bears watching. We believe the cost of running their candidacy can be greatly reduced

by social media. This can also affect the bandwagon strategy that the candidates employ towards the end of the campaign. Undoubtedly, the cost of traditional media in terms of print,television and radio advertisements, fixed under Comelec standards, would require campaign strategists to project far better info on their candidates. Face and name recall may suffice. But the more meaningful approach would be the classic platform of the individual candidate that can capture the imagination of the voters. Who among the candidates can tackle economic issues like unemployment and industrial development, for example? Parasat launches Triple Play: Cable, landline, Net in one 87 LGUs in NorMin to benefit from Bottom-Up Budgeting By Apipa P. Bagumbaran CAGAYAN DE ORO CITY, (PIA) -- Poor local government units (LGUs) in Northern Mindanao are set to benefit from the Bottom-Up Budgeting (BuB) in 2014. Director Annabele M. Atillo of the Department of Budget and Management (DBM) in the region said 87 LGUs in Northern Mindanao are among the 1,233 focus areas that will benefit from the implementation of the BuB next year. These areas were selected based on poverty incidence, poor population, magnitude of poor population living in

barangays exposed to high geohazard risks, and high economic potential but with high poor population, among others. Atillo said BuB is an approach that ensures convergence of the services of key departments and agencies to respond to the needs of LGUs or communities. It incorporates the prioritized list of programs and projects of the focus cities and municipalities into the budgets of key departments and agencies, she further said. She, however, pointed-out that the identification of the priority needs of the locality will be done by the LGUs in coordination with civil society organizations (CSOs). For this year, 58 out of the 595 BuB beneficiaries were from Northern Mindanao. According to the DBM-10, four of these 58 LGUs have declined but they will remain to be beneficiaries for next year's implementation of BuB. (APB/PIA10)

Nestor Burgos Jr., chair of the National Union of Journalists of the Philippines (NUJP), formally handed the letter to Nasser at the UN headquarters in New York on Sept. 7. Burgos was part of an international delegation composed of the National Human Rights Committee (NHRC) of Qatar and media organizations led by the International Federation of Journalists, which met with Nasser to transmit recommendations for the protection of journalists and safety of journalists. The recommendations were issued following a conference of journalists held on January 23 in Doha that was organized by the NHRC. The delegation also included Ali Bin Samikh Al-Marri, NHRC chair; Jim Boumelha, IFJ president; Omar Faruk, president of the Federation of African Journalists; Celso Schroder, president of the Federación de Periodistas de América Latina y el Caribe; Mohamed Makram, general secretary of the Federation of Arab Journalists; and Gianfranco Fattorini, representing the Geneva-based Press Emblem Campaign. “The killing of journalists continues to increase worldwide despite the plethora of international instruments, international human rights laws, universal human rights laws, covenants, declarations and resolutions which are simply ignored by many governments” said Jim Boumelha “Our message to the General Assembly is to use whatever mechanisms it has in its power to force member states to discharge rigorously their responsibility under international laws to protect journalists and put a stop to impunity”. Nasser said the recommendations of the Doha conference, were distributed by the GA president to all the 193 members of the UN. The recommendations asked the UN to, among others, develop new binding tools for states to accept the protection of journalists as a standing obligation, to adopt reforms to their mechanisms and procedures such as through regional security organisations, to expand the mandates of Special Rapporteurs and relevant bodies, develop further monitoring mechanisms, intrusive inspections and mandatory sanctions and, finally, create a unit to follow up media cases at the Human Rights Council. “We need renewed action by the UN to start forcing member states to implement current provisions but to also develop new tools. It is clear that the incremental approach has proven insufficient and the IFJ will be spearheading moves to plug the gaps that allowed impunity to flourish” Boumelha said. Pope, like Tagle, who will have more time to push Catholics the world over to newer and fresher directions in strengthening their faith, even as many of them are now transferring en masse to other religious groups because they are disappointed with many of its teachings, its practices, and abuses. Which of these two inspirations is weighing more heavily on me? The second inspiration does, simply because, from my understanding, events and Catholic leaders---particularly Pope Benedict XVI---conspired and confabulated to push Tagle to become a Pope. It should be remembered by many Catholics that Tagle was personally chosen by Benedict to become a Cardinal, and this was not the result of mere whim and caprice. Tagle was virtually tutored by Benedict for a long time. -oooTAGLE: ALSO A BIRD OF PREY FROM AFAR: Then, Tagle is the head of the biggest Catholic nation in the whole of Asia. There is a very big responsibility on the part of the Church to see to it that Filipino Catholics would remain true to their faith, lest its members would become wayward and be enticed by rival religious groups---like what is rapidly happening now in almost all of the Philippines. I can see that having a Filipino Pope would work wonders towards strengthening the largely waning faith of many Catholics in the country. If Tagle is elected Pope, that would greatly slow down the exodus of Catholics towards other religions, and may revive a greater interest in Catholicism among Filipinos. If Tagle becomes Pope, that would cement further the prophesy of the prophet Isaiah, found in the Bible’s Isaiah 46:11, that “(f) rom the east I summon a bird of prey; from a far-off land, a man to fulfill my purpose. The World Bank, in its latest data, showed that there are 500,000 college graduates, of which 52,000 can be employed in business process outsourcing, and 20,000 in manufacturing. It is now gaining a far better performance in the tourism map of the country. It is now a by-word in adventure tourism, and soon to be an agri-eco-nature-retirement center in Mindanao. Almost all travel agencies in Cebu and in Manila are now selling the adventure package tour in Bukidnon. It is a package tour that is actually selling almost like hot cakes,” Director Chan told guests, visitors and Kaamulan contingents during the awarding rites.

THE ethnic dance with the storyline of a giant, harassing a food-abundant community, killing a beautiful woman, who is a cousin of three datus and whose blood flowed all over the place and literally painting the town red, is a big winner, bagging this year’s Street Dance and Ground Competitions during the Kaamulan Festival of the Province of Bukidnon, held from the second half of February to early March 10. The top awards in the festival’s two big categories went to Kitaotao, a town in Bukidnon named after a Manobo leader Datu Tayaotao, who bravely and successfully helped a Muslim Datu fight against the invasion of the Spaniards and, in gratitude, the Muslim Datu offered his only daughter in marriage and gave him a huge area of land he named after Datu Tayaotao which later on became Kitaotao - the Land of Wealth. Kitaotao is diverse in

ethnic groups. Among the domineering tribes are the Dumagat, the Matigsalog and the Manobo. The presence of the cultural communities in the locality with its unique customs and traditional practices made Kitaotao a cultural tourism destination of Bukidnon. Malaybalay City, the capital of Bukindon, has flourished in food, business and cultural activities with songs and dances that were truly ethnic during the Kaamulan Festival held recently. With the theme: “Sustaining Culture and Unity Towards Progress and Development,” Kaamulan 2013 lived up to the expectations of both local and foreign tourists who were amazed by the kind of festival this province in Northern Mindanao is celebrating every year. Garden shows, Food Fest, Agri-Fair, Indigenous Bazaar, Livestock Show converted the Capitol grounds into a marketplace, like in the old times, except that there were already modern commodities put up for sale.

The three cousins Datu Lana, Tulalang and Agyo used a woman as bait to capture the hideous creature. They manage to catch the Aragasi but were unable to save the beautiful woman for she died in the hands of the Aragasi. Her blood flowed all over the place, and the land where the beautiful woman died became red. The tribe brought the giant into Sinangawan mountain cliff. The three cousins Datu Lanang, Tulala and Agyo casted a spell over the giant that turned the latter into a huge white stone permanently fixed on a very high cliff overlooking the Pulangi river. From then on, the giant could no longer bother the tribe. So, as a gesture of thanksgiving, the tribe honored the three cousins with an indigenous ceremony.
