Sanchez: Possible vote buying in Surigao Sur By Genevieve G. Cantor
SURIGAO DEL SUR - Police Superintendents police Arthur M. Sanchez, Police provincial director of Surigao del Sur says, vote buying in Surigao del Sur is possible. He admitted that there could be possibility of vote buying but not rampant. He said his office received reports that vote buying could possibly occur during elections, but he is still hopeful that they could
comprehend any of these illegal activities. But vote buying is indeed possible because of too much rivalry in politics. Some of this rivalry takes place in the same family clan and longest political family feud. During his interview he said there are places in Surigao del Sur that intense political rivalry exist such as in the municipality of Lingig, Bislig, Tandag and Municipality of Tago, but he said cases of vote buying

C A G AYA N D E O R O CITY—An incumbent senator who is seeking reelection urged Catholic bishops and priests Wednesday to be open-minded and not use their habit and the pulpit in a one-sided, one-issue campaign against certain candidates for their stand on the highly-divisive Reproductive Health Bill that VOTE | page 10 is already a law of the land. “Ginagalang ko ang kanilang posisyon bilang mga mamamayang Pilipino. GENERAL SANTOS CITY — President Benigno Aquino III continued blaming Wednesday the heirs of the Sultanate of Sulu for the bloodshed in Sabah, Malaysia, noting it could have been avoided if only the group heeded his call to surrender unconditionally. “Ang pangyayaring ito mali. Kung mali bakit natin susuportahan? Dapat suportahan po natin yung tama. Yung tama magdadala sa maaliwalas na kundisyon. Yung mali dadalhin tayo sa kapahamakan,” said the President at the campaign sortie here of the ruling party’s senatorial bets. Aquino recalled that he had asked Sultan Jamalul Kiram III, the titular head of the heirs of the Sultanate of Sulu, several times to pull his men out of Lahad Datu in Sabah even before the clashes erupted that already left 40 people dead
as of Wednesday. The President noted that the relationship between the Philippines and Malaysia “is greatly improving” until this “regrettable incident” surfaced, noting Kuala Lumpur’s role in the peace process between the government and the Moro Islamic Liberation Front. Aquino defended the decision of the Malaysian government to go after members of the so-called Royal Army of the Sultanate of Sulu after they disregarded last week’s deadline to leave Sabah. “Maski anong kumonidad maski saang lupalop ng mundo pag pumasok ang armadong grupo, di yata naggiging susi yon para sa mapayapa at mahinahong paguusap,” he said. “Kung dito may pumasok di taga sa inyong armado at nagwalang kibo ang gobyerno, palagay ko may karapatan kayong ireklamo o ipatangal sa pwesto ang

Dengue cases in Caraga up by 74% in first 2 months of 2013 - DOH By Robert E. Roperos
BUTUAN City - A total of 396 suspected dengue cases were admitted to different disease reporting units in Caraga Region from January 1 to February 23. This is 74 percent higher compared to last year’s cases, recorded at 227. According to Dr. Gerna Manatad, chief of Regional Epidemiology and Surveillance Unit (RESU) of the Department of Health-Center for Health Development (DOH-CHD)-Caraga, ages of cases ranged from less than one month old to 82 years old. She added majority of
cases were males which comprises 55 percent of the total cases, while 43 percent of these cases belonged to 0 to 10 years age group. In Region 13, Butuan City was recorded to have the highest number of cases with 164, followed by Agusan del Sur and Surigao del Norte-58; Surigao City-42; Agusan del

‘From Waste to Work of Art’ project launched By Jennifer P. Gaitano
BUTUAN City - Mayor Ferdinand Amante Jr. led, Monday, the launching of "Ang Pagbutwa Hong Balangay" or From Waste to Work of Art project, with 10 young artists from this city and other parts of Caraga region competing in the making of miniature 3D balangay or boats at the old SP building. Spearheaded by the local government of Butuan and the Local Youth Development Council, the project uses recyclable materials. Outputs are open for public viewing from Monday to Thursday at same venue. First prize winner receives P7,000; second - P5,000; third - P3,000; and consolation - P2,000 each. Mayor Amante said that the city government is con-
tinuously doing strategies to reduce the garbage volume of the city. “We encourage teachers starting in the nursery level to inculcate in the minds of the children not to throw garbage anywhere, instead always mind to put it in trash cans. If they get used to it, they will always apply it anywhere they are,” the mayor said. He added the city government’s intention is to produce waste to energy conversion. City Councilor Virgilio Nery said the project is related to the Clean Ground Zero Waste Movement of the city government launched in September 11, 2011. It aims to achieve social transformation towards economic transformation through proper solid waste
segregation and recycling. "From the trash, we could make money," Nery said. Agnes Carlos also said that aside from the cash prizes which the winners will be receiving, they (winners) can also sell their own-made balangays. “We do not only make use of the trash for money, we also add beauty to our place here in Butuan,” she said. Meanwhile, Noel Mendrez, one of the artists from Tandag City, said that he is very happy to work with other young artists and excited to create his own piece of balangay with the use of different recyclable materials. The awarding ceremonies will be held on March 8, 3 p.m. at the city hall lobby. (JPG-PIA 13 Caraga/arjaysfelicilda)
Butuan, national finalist in the national legislative award By Robert E. Roperos
BUTUAN City - The Sangguniang Panlungsod of Butuan was chosen as one of the national finalists in the 2012 Local Legislative Award (LLA), highly-urbanized and independent component cities category. The LLA is a joint project of the Department of the Interior and Local Government (DILG) and the Philippine Councilors League (PCL). Awarding ceremony was held on March 7 at the SMX Convention Center, Mall of Asia Complex in Pasay City. The national winners for each categories were announced during the ceremony, guested by President Benigno S. Aquino III and DILG Sec. Mar Roxas. It can be recalled that SP Butuan was chosen as the
regional finalist during the initial screening because of its various projects. The local legislature implemented a true and comprehensive computerization system called the Legislative Management, Codification, Tracking and Information System (LMCTIS) which enabled the employees to perform more efficiently and effectively. With the system, all records of the Sanggunian such as the proposed and approved resolutions and ordinances, communications as well as the performance of the SP members can now easily be accessed by one click of the system. Apart from the system, reforms in the SP were also implemented such as equipping the employees by sending them to various
capacity and skills enhancement trainings and the installing all the necessary equipment that would enable the employees to be more efficient. Currently, the SP office is the only office in the city government which employs the facial recognition biometrics machine in the employee’s timekeeping and salary system. Very soon the SP will be launching its own website that will link the legislative system to the web. This would mean that all transactions can be accessed by the public through the website. This endeavor will again put the Sangguian of Butuan in the map being the first local legislature to have implemented such scheme. (LGU-BC/VMO/ PIA-Caraga/asf )
Tungao, Taligaman, Pangabugan, and Pagtapatan in this city; and in Brgy. Poblacion Bayugan City, Agusan del Sur. The DOH official said dengue fever and the more severe form, dengue hemorrhagic fever, are caused by any of the four serotypes of dengue virus (1, 2, 3, and 4). The mosquito vectors: Female Aedes aegypti and Aedes albopictus breed in small collections of clean water such as storage tanks, cisterns, flower vases, and backyard litter. Its incubation period is from three to 14 days, but commonly from four to seven days. The life cycle of female aedes mosquito undergoes four life stages: egg, larva, pupa,
and adult. An egg becomes an adult mosquito after eight to 12 days. The adult female mosquito bites throughout the day with peaks: two hours after sunrise and two hours before sundown. It actively bites at 26°C, largely bites at 26-35°C, and 40°C is lethal. These mosquitoes prefer to bite those with low moisture output because they are attracted to warmer skin especially those who are moving or active persons. “This is the reason why the most affected population by dengue are those within the 0-10 years old age group since this age group are active (e.g. playing) that attract female Aedis,” Manatad said.
As part of the advocacy program of the agency, DOH is intensifying its 4S against Dengue Program. Dr. Manatad said the program aims to reduce morbidity and mortality from the dengue infection by preventing the transmission of the virus from the mosquito vector to human. The 4S include: Search and destroy possible breeding sites of mosquitoes; Self-Protection; Seek early consultation; and Say no to indiscriminate fogging. Manatad likewise advised the community to have themselves checked by a physician or health worker for two days fever to further avoid deadly effect of dengue. (RER-PIA 13 Caraga/arjaysfelicilda)
BUTUAN City - The city vice mayor has lauded the efforts of Father Saturnino Urios University (FSUU) on their Tree-Growing project at Sitio Tagkiling in Brgy. Anticala, as part of their advocacy to rehabilitate the Taguibo Watershed. He, together with other government employees, joined other stakeholders and actively participated in the tree planting activity in the area. The effort of FSUU is a big step towards the total rehabilitation of the Taguibo watershed in which only about 1,000 hectares is currently forested out of the 12,000 hectares of the said watershed, he added. “While this may be big step towards the rehabilitation of the forest area, we still need to come up with a comprehensive watershed management framework so that all aspects of the management of the watershed will be covered,”
the vice mayor furthers said. The recently passed Watershed Code of Butuan City already laid down the foundation for this framework plan. The city government of Butuan recently signed a memorandum of agreement (MOA) with Enterprise
Works/Worldwide Philippines (EWWP) for the joint undertaking for the framing of the said plan. The vice mayor planted 40 seedlings despite the terrain and rugged condition of the area. (Eldie N. David/LGUBC/VMO/PIA-Agusan del Norte/arjaysfelicilda)

Aquino visit GenSan By Catherine T. Apelacio
GENERAL Santos City - President Benigno S. Aquino III visit the city, March 6, where he was briefed by DPWH Undersecretary Romeo Momo on the city’s circumferential road project, which is expected to boost the economic activity of the locality. The DPWH-South Cotabato Sub-District Engineering Office here said that the General Santos City Circumferential Road project is composed of northern and western sections, with a budget of P1.135 billion sourced out from DPWH. Stretch a distance of 27.6 kilometers, the project starts from the Digos-Makar road intersecting MarbelTupi-Makar national road and the Filipino-American Friendship Avenue or the GenSan Airport Road ending at the Makar-Kiamba road near GenSan airport. DPWH added the northern section is composed of 10.545 kilometers from Digos-Makar road in barangay Katangawan to MarbelMakar road in barangay Sinawal. District Engineer Pio
Lumongsod said 3.945 km in the northern section is already complete but the section is not yet passable, citing that the bridge connector to the national highway has yet to be completed. He said the northern section needs two bridges with a total length of 300 meters found in barangays Apopong and Mabuhay. DPWH also said the construction and completion of which will commence upon the release of P182.529 million needed to complete the project. Meanwhile, the western section of the GenSan circumferential road traverses the three barangays of Sinawal, Fatima, and Tambler. Projects included in this section are road opening and concreting of 5.113 km which amounts to P127.825 million and the construction of a bridge worth P30 million. Total project allocation to date, the DPWH revealed amounts to P747.027 million released from 1998 to 2013. The balance of P387.854 million will be considered in DPWH fund
for fiscal year 2014, it added. Gensan Mayor Darlene Antonino-Custodio said the circumferential road project is very vital to the constituents of the city to boost economic activities and improve income. She said people doing business in the area will no longer have to pass the central business district thus reducing operational cost. General Santos City is dubbed as the “Tuna Capital of the Philippines.” With the completion of the project, not only the city’s major industries and other business potentials will be massively promoted but it will also help spur economic progress and development. In addition, the DPWH is also in the process of converting the 10.54-km Digos-Makar Road junction and the 7.11 kms FilipinoAmerican Friendship avenue and Makar-Kiamba road section from local road to national road. The President is also set to meet local leaders here and the community after the project brief. (CT Apelacio/PIA-12 General Santos City/asf )

Think a minute… This is a true story a man told of when he was a young teenager. He was just hanging out listening to the radio one day when his father came in from working outside. His dad looked at him and said: “Son, in 24 hours you won’t even remember what you’re listening to now. How about doing something for the next 20 minutes that you’ll remember for the next 20 years? I promise you’ll enjoy it every time you think of it “What is it?” the son asked. His dad said, “Well, our neighbor, Mrs. Brown, needs her grass cut. Why don’t you go cut

was right. It’s now more than 20 years later, and every time he thinks of secretly cutting Mrs. Brown’s grass for her he really enjoys the memory. Jesus Christ said that when we do good so people will see and praise us, then that’s the only reward we’ll ever get for it. He said we should try to
do our giving and helping in a way that doesn’t draw attention to ourselves, but simply do it because we care and want to help people. We shouldn’t tell people what we did or how much we gave. We know it, God knows it, and that’s all the reward we need. The reward that humans give cannot ever match the reward God gives. So if all we want is the approval of other people, then that’s all we’ll get. But if we give our help and service secretly, for God and others, then we’ll be rewarded and blessed much more during this life, and even after we die. Just Think a Minute…
getic Yevgeny ‘Bambi’ Emano to lead Misamis Oriental to a new height of optimism. We were wondering what made Bambi Emano decide to run for governor in the province when he still has a three year term in Congress. For most politicians, Congress is a safe ground against criticism. The Cris Diaz house leads one to a sepulchral silence on issues of local concerns. In other words, some representatives find it safe from the prying eyes of the public. Accountability and transparency are not an issue that compels members of the House of Representatives to disclose their activities in Congress, so they said. In fact, we have noticed that some elected members of the house do not actually deserve to be there. Anyway, in democracy is where everyone (even the illiterate, the useless, and the morons) have an opportunity to display ignorance and callousness. Despite the obnoxious descriptions of most members of the House of Representatives, there are exemptions to the rule. These members of the house truly represent the voice of their constituents and are the pride of their districts. Bambi Emano, of Misamis Oriental’s second district, is among the few in the House of Representa-
tives that the people could be proud. The same is true with Rufus Rodriguez, of Cagayan de Oro City’s second district. Although he has accomplished so much in Congress, Emano has decided to run for governor in Misamis Oriental. Although Emano’s moves generated speculations, most people believed that Bambi Emano could be more effective in serving the province of Misamis Oriental regardless of districts. Misamis Oriental has two districts in Congress; the first district starts from the town of Balingasag toward the east coast of the municipal town Magsaysay while the second district starts from the municipal town of Jasaan the west coast of Lugait town. We agree with the observation that being governor, Bambi Emano could do more to the province than being a Congressman. In Congress, Emano covers only 13 municipal towns in addition to the satellite city of El Salvador. The province of Misamis Oriental has 23 towns and 2 satellite cities –El Salvador City in the West and Gingoog City in the East. Serving Misamis Oriental is not a joke. One needs a young, visionary, experienced, and an equipped public servant to manage a province of immense economic potential. As municipal town mayor of Tagolo-an for nine years and a member of the House of Representative for six years, Bambi Emano possesses all the qualities of a new breed of leaders that Misamis Oriental craves for a long time. The looming brownout
LIFE’S INSPIRATIONS: “… The Lord will bring a nation against you from far away, from the ends of the earth, like an eagle swooping down, a nation whose language you will not understand, a fiercelooking nation without respect for the old or pity for the young. They will devour the young of your livestock and the crops of your land until you are destroyed…” (Deuteronomy 28:49-51, the Holy Bible). -ooo WHY DID FILIPINO PRESIDENTS IGNORE SABAH CLAIM? Why has the Sabah claim of the Sultanate of Sulu and North Borneo remained unresolved up to now, even if around 40 years have already lapsed since the Manila Accord was signed in 1963 by the Philippines, Malaysia and Indonesia, and even if the Accord’s clear mandate was that the claim needed to be resolved despite the fact that North Borneo signed up as a member of the Federation
Kakampi mo ang batas Atty. Batas Mauricio of Malay in the meantime? From where I sit, the reason is clear: presidents and other ranking officials of the Philippines deliberately chose to ignore the Sultanate’s claim over Sabah, or what was worse, intentionally disregarded the claim altogether, through the years. Now the nasty question that our presidents and their ranking officials must answer is, why did they ignore or disregard the Sabah claim? -ooo MOTIVATIONS IN IGNORING SABAH CLAIM: That nasty question gives rise to yet another equally nasty query: what motivations prompted our presi-
dents and their officials to ignore and disregard the Sabah claim? Were these motivations for the good of the country, the Sultanate, and the entire Filipino nation? Or, were they merely for the personal, family, or private interests of the presidents or their favored ones? How do we answer these questions truthfully? Well, we may have to look into whatever dealings, private or otherwise, which our presidents struck or entered into with Malaysia or with its officials and businessmen, at a time when they were still in Malacanang, or even after they have already stepped down from power.
I am sure this kind of an approach will tell us why a particular president adopted a policy that kept the Sabah issue or claim unresolved through the years. I am sure this inquiry will lead us to understand why, despite the overwhelming evidence that the Sultanate of Sulu and North Borneo really owns Sabah, Filipino presidents uniformly closed their eyes to that evidence which are readily available even to a third rate researcher at the Office of the President. -ooo SULTAN KIRAM’S LETTER TO PNOY, PART IV: So the public will know, here is another part of the October 15, 2012 letter which Sultan Jamalul Kiram III personally delivered to the Office of the President over the Sabah issue (but which letter was allegedly lost but now reported to be found): A closer reading of Articles XIII and XIV of the Kiram-Bates1899 Treaty shows that, in granting probatas | page 10

Collection of fees from nurses while on 2-year training soon stopped
VFP Party List United in Advocacy for Veterans, Youth and Marginalized Sectors Members of the Veterans Freedom Party clasp hands in a show of solidarity during a recently-held press conference recently where the party outlined its advocacies including increase of old-age pension and release of promised benefits to veterans, expanded educational benefits for the youth, and socio-economic developmental programs to benefit all sectors of society. In the photo are (L-R): VFP Vice-Chairman Ret. Justice Manuel Pamaran, VFP Chairman Atty. Eduardo Pilapil, VFP Chairman Emeritus Col. Emmanuel de Ocampo, VFP Spokesperson Atty. Romeo Makalintal, VFP President Bethe Santos, VFP Nominee Atty. Zaldy Tulingan, and VFP Secretary-General Atty. Federico Manalo.
There’s a move to criminalize the collection of fees by many hospitals from Filipino nurses who are on two-year mandatory work experience training as a prerequisite in applying for a job abroad. Rep. Catalina Bagasina (Party-list, ALE), is pushing even in the 16th Congress House Bill 4293 which would criminalize the collection of affiliation fees from registered nurses by many hospitals in the country. “The move will not only open doors for equal employment but will stop the rampant practice of abuses through money-making schemes devised by some unscrupulous hospital administrators in the country,” Bagasina said. Bagasina said Filipino nurses are left with no choice but to pay the fees in exchange for on-the job experience despite the fact that the hiring hospitals are understaffed. Under the bill, understaffed hospitals are mandated to hire registered nurses as regular employees and are prohibited from collecting affiliation fees from nursing applicants while they are on a two-year mandatory work experience. Bagasina said many private and public hospitals remain understaffed and do not meet the required patient to nurse ration required by the government, “but these hospitals continue to collect affiliation
fees from struggling nursing graduates.” “Instead of paying these new nurses their salaries, they pay the hospital for job experience. This is a moneymaking scheme for understaffed hospitals to hire nurses through affiliation agreement so as to avoid hiring regular nurses and cutting down their operational expenses. This is akin to syndicated estafa under the Special Penal Law,” Bagasina added. The measure imposes a jail term of 12 years imprisonment to administrator, hospital officers and supervisors who have the power, opportunity or authority to enter affiliation programs with registered nurses or schools, colleges and universities, whether deliberately or due to negligence. The 12-year imprisonment shall also be imposed on those who attempt to commit the act of collecting affiliation fees to include profiting from or assisting the offender to profit, concealing the act of affiliation, or destroying the effects or instruments in order to prevent its discovery, harboring, concealing, or assisting in the escape of the offenders. “The bill aims to level the playing field among nurses who cannot afford to pay the affiliation fees collected by some greedy hospitals in exchange for certification and job experience,” Bagasina said.

bumoto dahil sa isang bill lang?” Sen. Chiz Escudero asked. Reacting to reports that certain bishops and priests are following the lead of the bishop of Bacolod, Vicente Navarra, in campaigning against senatorial candidates who supported the RH law, Escudero said that as leaders of the people, Catholic bishops and priests should be examples of openmindedness. “Ibig ba nilang sabihin na dapat iboto ng taong-bayan ang isang kandidato dahil siya ay anti-RH kahit na siya ay magnanakaw? Ibig ba nilang sabihin na hindi dapat iboto ng taong-bayan ang isang kandidato dahil siya ay pro-RH kahit na siya ay matino at matapat?” he asked. The Diocese of Bacolod started the one-issue campaign by hanging posters of as it openly sought the rejection of those who voted for the RH law, whom it called “Team Patay” like reelectionist Senators Escudero, Loren Legarda and Alan Peter Cayetano. Also included in “Team Patay” are senatorial hopefuls Juan Edgardo Angara, Jack Enrile, Risa Hontiveros, and Teddy Casiño. Aside from “Team Patay”, the Bacolod Diocese also endorsed the candidacies of what it called “Team Buhay” like reelectionist Senators Gringo Honasan, Koko Pimentel and Antonio Trillanes IV, and senatorial aspirants Representatives JV Estrada, Mitos Magsaysay, and Cynthia Villar. Estrada and Magsaysay voted against the RH bill in the 15th Congress while Villar, a former congresswoman representing Las Pinas, declared herself “pro-

namahamahala kung di kayang pangalagaan ang inyong kaligatasan,” he added. Aquino said “it is still not clear for the Philippine government whether the state shall pursue country’s claim over Sabah.” He cited the speech of Sen. Ambrosio Padilla on March 29, 1968 in which the senator revealed a document dated February 1, 1968. That document contained a power of attorney allegedly executed by the heirs of the Sultanate of Sulu in favor of then President Ferdinand Marcos “recognizing the authority and power of the President to represent them in their settlement of their proprietary rights over Sabah,” according to Aquino. In book accounts, that special power of attorney was given in official capacity for Marcos to exploit the resources in Sabah in his personal capacity,” the President added. “Di pa ganon kaliwanag kung ang karapatan nila ibinahagi na sa Pilipinas (It is not that clear yet if they imparted their rights to the Philippines),” Aquino said. “Pero sa away nila idadamay tayo lahat, bilang ama ng bansa obligasyon ko yung kapakapanan kundi ng lahat ay yung talagang nakakarami,” Aquino said. But Aquino thumbed down the possibility that the Philippines will go to war with Malaysia as a result of the latest bloodshed involving the sultanate’s followers, citing an historical event in the 1960s. In h i s 2 5 - m i nute speech, the President cited Operation Merdeka that eventually led to the Jabidah massacre in Corregidor Island. The plan was to send young Muslims recruited by the Armed Forces of the Philippines to Sabah “to create trouble” that would give the AFP reason to enter the area and rescue them,” Aquino said. Back then, newspaper accounts said that our forces had six days supplies of ammunition to wage war in Sabah, he recalled. Aquino said the Sabah issue has generated a “propaganda war” with critics of the administration bashing the government’s “mishandling” of the matter. The President defended himself, saying that the nation had witnessed his repeated appeal for the followers
