We should be proud of the recognition, and at the same time, we are encouraged even more to protect it,” said Villar. LPPCHEA is the sixth Philippine site designated as ‘Wetlands of International Importance’, it was included on the list on March 15. THE Court of Appeals has given the Lucena City Regional Trial Court the “gosignal” to proceed with the indictment of seven journalists who were charged with numerous counts of the crime of obscene publication 15 years ago. In a 14-page ruling written by Associate Justice Celia Librea-Leagogo, the CA’s Fifteenth Division denied the petition for review filed by Lito Bautista and some others in connection with the crime of obscene publication under Article 201 of the Revised Penal Code filed against them before the Lucena City RTC. Concurring in the ruling are Associate

Justices Franchito Diamante and Melchor Sadang. Besides Bautista, who was the author of the articles in his column “Berde” published in Bandera newspaper, also charged were Pedro Juanitas, Alda Iglesia, Angelo Tranqued, Catalino Alano, Jr., Frank Palad and John Doe @ “Andromeda.” Bandera allegedly published articles in 1995 which were grossly obscene, indecent and immoral in its several issues circulated in Lucena City and nationwide. The shooting took place in Barangay New Maug, Prosperidad. Investigation revealed that the victim was riding on board a motorcycle when shot several times by two unidentified persons using an undetermined type of firearm.

Koronadal to plant 500,000 seedlings By Danilo E. Doguiles

KORONADAL CITY - Half a million seedlings will be planted in two mountain ranges in the city, June 29, this year. City Environment Officer Augustus Bretaña confirmed that for the Tree Growing Festival 3 (TGF 3), the city government is aiming at planting at least 500,000 seedlings in the 2,000-hectare area within Roxas and Quezon Mountain Ranges, sites of the first and second tree-growing festivals in 2011 and 2012, respectively. According to plans, 60% of the seedling would consist of various fruit tree varieties while the remaining 40% would be high value crops such as coffee, cacao, and coconut. Last year, the city government began a scheme where owners of the lands to be planted with these seedlings sign a memorandum of agreement with the city

government before their areas are actually included in the tree-growing area to make sure that the planted seedling are cared for until the mature. Under the agreement, farmer-cooperators are required to take care of the trees in their respective areas and earn from them once these are already productive; they are not required to repay LGU for the seedlings nor share the produce with the city government. Bretaña said, budget for the TGF 3 was reduced from P6 million in 2012 to only P4 million this year. He explained that he proposed lower amount despite the wider area to be planted to give more emphasis to volunteerism

in taking care of the environment, explaining further that such duty is not the sole responsibility of the local government unit but also that of every responsible individual. To address the need for planting materials and in support of the project’s austerity measures, the City Environment and Natural Resources has put up a nursery within the city government center compound for the production

of seedlings. Until the end of this month, the City ENRO aims to produce more than 300,000 seedlings . In line with their initiative to promote voluntarism, Bretaña explained that since February 19 they have been accepting volunteers to help in the bagging and preparation of the planting materials for the TGF 3. To complete the requirements, he said, the nursery should be able to plant at

least 7,500 plantlets daily. For this, city government employees have been given assigned days to work at the nursery. Several other groups have also sent their members for the activity. Among the early volunteers included Army reservists and police officers 1 undergoing field training program at the city PNP. Students of Marbel School Science and Technology (MSST), Ramon Magsaysay Memorial Col-

leges (RMMC), and King’s College of Marbel were among the first schools that rendered their voluntary help to undertake nursery activity. Students from Bacongco National High School, Sarabia National High School and other schools have also extended assistance. In a recent press conference on Magna Carta of Women and Gender Development conducted last Thursday, Cotabato City Social Welfare and Development Office (CSWDO) assistant head Veranda Samson emphasized that tri-media is an important contributory factor for creating awareness on the role of women. The official said that media has a vital role in disseminating information particularly on the Violence against Women and Children (VAWC) Act. By feeding information, the CSWD officer believes that the public will be able to comprehend what is right or wrong. Based on the data provided by the city PNP, 49 VAWC cases were recorded last year. From this number, nine were filed in the court while the other were referred to the Department of Social Welfare and Development (DSWD). Samson noted that their office are helping abused women by not only giving

them temporary shelter, food and transportation assistance and livelihood but education to their children as well. Meanwhile, the office of the city PNP expressed their support on women empowerment. under the resolution. In a layman’s simple understanding of the law, a violation of a prohibited act sans provision of corresponding penalty would be impossible. In other words, it is unfair to penalize to person with violation of prohibited act that does not carry a penalty at all. Consequently, it is often fair to suspect that, in general, COMELEC Res. No. 9615 is an “open-ended” provision where penalties (if there are) are reserved for candidates or political parties opposed to the incumbent administration. Perhaps, this contention is one hideous secret of the provision that candidates and political parties aligned with the administration’s political party dare to mock Resolution No. 9615. “Wala tay mahimo kay nakalinya man sila sa partido sa administrasyon” (We could not do otherwise since they align with the administration’s political party), is a common reaction of the political opposition candidates. However, it is a mistaken thought to think that dirty politics had a lull during Holy Week. People, especially the unaffected and disinterested masses, are often flabbergasted when some religious leaders use the occasion to malign politicians. There were occasions that catholic priests use the pulpit to smear political personalities. A thing that the devotees and parishioners grossly condemn in silence. Perhaps, these religious leaders are immune from the provision of the COMELEC Resolution 9615, too. With the exception of well-meaning religious leaders and priests, there are those who allow themselves to take on the Holy Week as an appropriate period to solicit votes for favoured candidates. Could the priest be liable with violation of Res. No. 9615? Anyway, the Church or any religious denomination would never sanction this hostile attitude during the observance of the Holy Week. I took the SM private plane back to Davao from Manila the other day with Mr. HANS SY of SM for the inaugural opening of PARK INN BY RADISSON hotel at the SM Premiere area in Lanang. (END) Description of LPPCHEA on the Annotated Ramsar List of Wetlands of International Importance: Las Piñas-Parañaque Critical Habitat and Ecotourism Area (LPPCHEA): A coastal wetland in Manila Bay situated within the metropolis of Manila, comprising two interconnected, mangrove-covered islands, shallow lagoons and coastline. A Presidential Proclamation in 2007 designated the site as a ‘Critical Habitat’ for the survival of threatened, restricted-range and congregatory species. At least 5,000 individuals of migratory and resident birds have been recorded at the site, including about 47 migratory species such as the vulnerable Chinese Egret (Egretta eulophotes). The most important of the resident bird species is the vulnerable Philippine Duck (Anas luzonica) which breeds at the site. Records from 2007-2011 show that the site supports at least 1% of the estimated population of Black-Winged Stilts (Himantopus himantopus) using the East Asian-Australasian Flyway. The site faces threats associated with being located near densely populated areas. Waste from nearby cities accumulates along the coast and heavy metals and other organic contents coming from residential and industrial effluents affect surrounding areas. Other threats include ongoing land reclamation projects and mangrove cutting. Efforts to ensure the long-term conservation of this site are ongoing.

complained that the 10-percent allotment is “too much” and could “possibly affect the other aspects of local government operations.” The municipalities, he said, want to commit only one percent of their budget, while the two cities, only two percent. The provincial board, however, approved last week the reduction of the organic agriculture budget for municipalities and cities to only 1 to 2 percent, respectively. Engr. Alson Quimba, provincial agriculturist, said that initially, the LGUs agreed to using 1 to 2 percent of their Maintenance and Other Operating Expenses (MOOE). The LGUs’ MOOEs are roughly one-third of their total budgets. “This is acceptable as long as we don’t have difficulty with the local government executives,” said Quimba, noting that at least they have now started budgetting for organic agriculture even though it much lower than originally planned. “This is better than zero,” he added. Pepito said the LGUs also have their own budget for agriculture. The provincial government, he added, can complement the local budget for agriculture. He said they have looked at implementing a progressive percent share over the years. Bukidnon started implementing the law on organic agriculture this year with an information drive. Quimba said they are starting with developing demonstration farms. The code sets an annual allocation of P5 million budget for organic agriculture in Bukidnon. For this year, however, only P3 million was allocated, Pepito said. Quimba said P2 million from the budget would be spent on the education component of the program. Pepito, the proponent of the code, said the ordinance is the first in Northern Mindanao and will protect Bukidnon’s “advantage in agriculture.” “(It is) to protect and advance the right of the small and disadvantaged farmers to food security, sustainable livelihood and social equity in accord with the rhythm and harmony of nature,” Pepito, chair of the board committee on agriculture, added in his sponsorship note for the code.
