Expect long brownouts as NPC saves power for May polls By Malu Cadelina-Manar of MindaNews.com

KIDAPAWAN City––The long brownouts experienced in parts of Mindanao since early March are reportedly meant to conserve energy for the May 13 polls, an official of the National Power Corp. said. Omar Pacilan, spokesperson

for the NPC-Power Sector Assets Liabilities and Management (PSALM), said the directive to ensure the region has stable power supply for one week starting May 12 came from the Commission on Elections and the Department of Energy. In an interview over radio station DXND, Pacilan said that one of the measures they have

adopted to conserve power is to curtail the load assigned to power distribution firms, including the Cotabato Electric Cooperative (Cotelco). Cotelco is serving some 98,000 power consumers in North Cotabato. Since March, Cotelco has been told to maintain nine megawatts daily, which is “way, way below”

the power needed to supply the whole area of coverage of the cooperative, according to its spokesperson, Vicente Baguio. During peak hours, the demand for power in North Cotabato reaches 28 to 32 MW, Baguio said. “This is the reason why we in North Cotabato are again experiencing long brownouts daily,” he stressed.

Leaders say: Funeral for human rights victim marred with more harassments By MARILOU AGUIRRE-TUBURAN of DavaoToday.com

BAGANGA, Davao Oriental––Almost 300 individuals from Davao City, Compostela Valley and Davao Oriental provinces have arrived since Wednesday to attend the burial of slain Barug Katawhan leader Christina Jose Thursday in Binondo Village, this town. About 150 Pablo victims under Barug Katawhan from Compostela Valley were blocked by the police while passing through the towns of Mati, Lupon and Banaybanay on Wednesday, according to Hanimay Suazo of rights group Karapatan. They were supposed to attend the tribute for Cristina Jose last night. “The group was also blocked in Tarragona town. At 9PM Wednesday, the wheels of the buses and trucks that transported the Pablo victims burst because of spikes spread along the roads,” said Suazo. At 11 PM Wednesday,

the group was again blocked in Manay town, this time, with a truck that allegedly malfunctioned. It was only late Thursday morning that the contingent from Compostela Valley finally reached the town of Baganga, just a few hours before Jose was finally laid to rest. “The Army’s 67th Infantry Battalion under Lt. Col. Mortela is behind all these harassment,” Suazo said, adding that they are also asking Governor Corazon Malanyaon regarding the blockade.

Benjo groundbreaks another infra project By GERRY LEE GORIT Photo-journalist

Davao’s visitor arrivals breach 1-million

DAVAO City––Visitors to Davao City for 2012 breached the 1-million level. City Tourism Operations Head Jason Magnaye said visitor arrivals tallied at around 1.075 million. This is a 45% increase from 2011 visitors which numbered 744,000. Magnaye attributed the surge in visitor arrivals to two factors, on of these is the increase in flight connectivity as several airlines added several connecting destinations to the city. Among these flights include Davao-Clark, DavaoKalibo and Davao-Puerto Princesa. “More flights mean more visitors,” Magnaye said. Another factor is the opening of new tourism attractions such as the SM Lanang Premiere. The opening of convention facilities like the new SMX convention center has also contributed to the increase of visitors particularly those for MICE (Meetings, Incentives, Conventions, Exhibits) related activities. About 90% of the visitors are domestic in nature while 10% are foreign tourists mostly from South Korea, Japan, Australia and China. Hotels in Davao City are averaging a 60% occupancy rate, Magnaye said they are expecting hotels to peak this March with the Araw ng Dabaw celebrations. The City Tourism head said that they are expecting 110,000 to 120,000 visitors this March. The recent 2013 MICE Convention has contributed to the surge of visitors for March. Last March 2012 there were about 95,000 visitors recorded. Magnaye said the holding of the MICE Convention in the City could have a tremendous impact as far as promoting Davao City as a destination for MICE. He said that half of the VISITOR | page 8

The infra project costs a total of P40,870,684.68 and is expected to be finished in September by the Monolithic Construction & Concrete Products. “The people can see our work,” Benaldo said, in reference to critics who ask about his projects. The congressman’s noninfrastructure projects have included livelihood activities for women especially in rural barangays and milk feeding for children to combat malnourishment.

Soccsksargen bloggers train students on Google By Oliver Ross V. Rivera

KORONADAL City - Earlier this week, members of the SOCCSKSARGEN Bloggers shared knowledge and inputs on the usage of Google-Map to students of Notre Dame of Marbel University (NDMU) here. Some 76 students from NDMU participated in the Google mapping seminarworkshop dubbed “Let’s Map it up NDMU.” The activity was led by the NDMU Computer Studies Department Student Council (CSDSC), and supported by SOCCSKSARGEN Bloggers, and South Cotabato Google Map Makers. In her opening message, Ma Milagrosa A. Nulla, program head of Computer Studies Department reiterated the importance of Google Map Maker application and its usefulness

in these modern times. The workshop proper started with an overview of Map-Up Philippines by Reynard Navarro and highlighted the importance of Mapping-Up in the local community. Navarro Reynard Navarro, is the author of www. southcotabato.org, and a local blogger who bagged the top prize in the nationwide “Google Map Your Town” competition last year by mapping Surallah, South Cotabato and the City of General Santos with more than 1,200 edits. Meanwhile, Arnel Ro-

bles, President, of South Cotabato Google Map Makers gave the participants inputs on how to edit Google Maps and review edits. The participants also engaged in a challenge of mapping areas of Koronadal City by using what they’ve learned during the workshop. Also present is Dr. Remo-Tito Aguilar and SOCCSKARGEN Blogger and Google Map Maker Advocate who tackled Mapping Blurry Imagery and GPS Overlay. He also encouraged the students to request for bet-

ter satellite image in their areas that are blurry or with low resolution images for better mapping activities. According to one of the participants, James Paul Bernardo, it is good that local bloggers share to the students vital informa-

tion that is needed in our modern world. Bernardo added that this would be very beneficial for them to be able to contribute in making a positive change in the locality by mapping up different places within the

region. Google-Map is a web mapping service application and technology provided by Google. Among its benefits is the ease in locating destinations by just one click. (ORVRiveraPIA12/asf )

farming techcom By Danilo E. Doguiles

KORONADAL City - Local government units should form their respective Municipal Organic Agriculture Board (MOAB) as this is a requisite to avail of projects from the Department of Agriculture’s Organic Agriculture Program (OAP). “No municipal technical committee means no accommodation of project proposals for the Organic Agriculture Program,” Enriqueto Natividad, DA 12 Regional Technical Director for Research and Regulations and the OAP focal person said in a series of briefings with South Cotabato LGUs here. Chaired by the local chief executive, MOAB will serve as the lead group in the implementation of various OAP projects in its respective cities and municipalities. The board is also tasked to identify priority projects for funding. “Besides this, the board is also mandated to conduct regular monitoring and evaluation to ensure the sustainability of the implemented projects,” Natividad explained. The MOAB is expected to inform and advise the Mayor to craft an organic development plan for the municipality since OAP will become a regular part of the executive development

agenda of the LGU. Main goal of the intensification and expansion of organic farming activities in the Philippines is gradually converting at least 5% of the agricultural land of the country to organic farming. Based on studies, the agriculture sector contributes 33% of the total carbon emissions at the atmosphere which cause climate change and other weather abnormalities. LGUs are also encouraged to establish an exclusive stall intended for all organic products and inputs in their respective markets. Relevant to this, Natividad told LGUs to propose the establishment of organic trading posts worth P1.5 M s for organic products and inputs. Natividad also emphasized that the regional office is strengthening its technical briefing regarding LGUs because at the moment, only 17 of the 52 LGUs in Soccsksargen Region have availed of projects from OAP. OAP also gives assistance to different organic producer-processors, he emphasized. One of these group-beneficiaries was the Sultan Kudarat Muscovado Growers’ Association based in Pres. Quirino town which

Think A Minute Jhan Tiafau Hurst not ready for a big bicycle. But she just thinks her father’s not fair or doesn’t really love her. Our problem sometimes is that we’re looking for the wrong answer. We don’t believe what God is doing is for our happiness, or that He’s even isn’t listening to us. But He is. In fact, He’s answering needs in your life you don’t even know about! As one wise person prayed: “God, don’t punish me by giving me everything I ask for.”

You see, many times we simply don’t know what will make us happy for the rest of our lives. We just want to be comfortable and happy for the moment right now. But God is trying to help us and make sure we are happy forever. So He’s trying to fix the bigger problem of our heart and relationship with Him our Maker. Does that mean Jesus doesn’t care about our suffering now? No, it’s just the opposite. Jesus cares very much! He knows exactly

COA: cover your ass

OUR institutions are so weak only to get weaker. Its leaders--appointed or purchased-cannot maintain or regulate control for fear of Malacanang. The leaders in general for the national government are slow and too cautious to a point where indecision or a dead “no” is assumed as in most cases. It is obvious all decision making requires approvals from the Harry Tambuatco master so much so indecision and or no action derails pertinent issues to fail. It is a “COA” strategy meaning “cover your ass”. What gives and how has the countries institutions come to be this way? We have been told that the Marcos era ushered in the di-professionalization of the AFP and the PNP. The financial institutions did not improve as well other than to promote the rich to get richer only to be strict to visionaries and micro-finance. Credit is extended openly to moneyed rich with poor to no credit to entrepreneurs. Our politicians require multiple mandates making

what it feels like to be hurt and suffer unfairly for something you didn’t do. When God the Son Himself, Who was completely innocent, took all the pain and penalty for our wrongs and sins, He cried out to God the Father: “Why have you left me?” Even Jesus Himself, after He became a human being, did not get the answer He wanted right away. Was it fair? No. But it was God’s mercy and love for us and our only hope, since God the Son’s death was the only way He could forgive you and me to give us a new life. So why not put your life in the hands of your Maker Who loves you that much? Decide today to start living for Him His way, knowing that everything He does in your life is for your permanent happiness and success. Just Think a Minute.

their extended stay a life-time career not being able to achieve in six years what they promise to improve. Unfortunately we’re smack in the middle of another election with re-electionists still wishing a fresh mandate. It seems a six year term is not enough for these characters to succeed in any endeavor. This time around their extended families have come to play as well. While Filipino’s are being purged in Malaysia by its military force, many are fleeing only to be subjected to legal incarcerations having to stand up to what they believe is historically theirs. Their honor is no justification and our president hell bent on utilizing the very same Malaysian government to broker a peace pact with their Muslin brothers; ironically as it sounds...and for what––a novel peace prize? Media is on a frenzy exacerbating the elections with its frenetic strategic presentation of candidates scolding each other for prime time content and news to the detriment of the people who succumb to its cheap presentation to guide them towards who best gets the new mandate. Yes, the new Pope has some photo angles that easily remind me of Pope John Paul II, and this is causing me some anxiety because, somewhere in the past, I read something about a tragedy befalling a new Catholic Pope that looks like John Paul II. The problem is, I couldn’t seem to retrieve from the Internet anymore that which I read about this issue. I

Binay knows, or is even aware of it, but he has a picture that is featured in Facebook,

which is a mug shot showing basically his face and which carries his name accompanied by an inscription in Filipino that reads “Tunay na Daan” (or, loosely, “the real path”). Not that this is bad or what, but, some perceptive minds from the Aquino government can easily interpret that Facebook picture as a manifestation of Binay’s formal “breaking away” from President Aquino. Why? Simply because the Filipino inscription accompanying Binay’s name and

picture, “Tunay na Daan”, represents a derisive slur against Aquino’s “tuwid na daan” (or “the straight path” or “the righteous path”). Whether Binay or his camp care to admit or not, the inclusion of the words “Tunay na Daan” in his Facebook account is aimed at deriding Aquino’s program of good or righteous governance, by insinuating that there is really no good or righteous governance at all in the way things are being run at present, and that Binay is the real way towards a better administration. Which, come to think of it, may really be true, after all. -oooUP BOOBOOS IN KRISTEL TEJADA’S SUICIDE: That Kristel Tejada, 16, committed suicide after VOTE | page 8

At the seminar, PSSupt Manolito Labador , acting deputy director for administration said the seminar was is in tune with the current thrust of PNP under the leadership of PNP Chief Allan Purisima to equip every police officers of the basic skills and knowledge in gun safety and on its proper handling, especially regarding the new handgun. He said, PNP Chief Purisima has directed that all recipients of the pistol must be trained first and should pass the Firearms Proficiency Test. “To secure one’s community is everybody’s obligation, yet to make the community feel protected and secure is the prime duty of a law enforcer, above all by all police officers who have sworn to protect and serve the people at all costs,” Labador told the police officer trainees. He also challenged the participants to hone their skills as police officers and become masters of their craft. Topics covered in the seminar include characteristics of the Glock 17, basic gun safety, basic firearms laws and regulations as well as practical exercises which enabled the attendees to personally experience handling the new breed of service firearms. Glock.com claims, Glock 17 9mm is the most widely used law enforcement pistol worldwide. Meantime, Mauricio said, a similar training is tentatively scheduled either in May or June. she was not allowed to take her exams at the University of the Philippines Manila campus on account of unpaid matriculation and other school fees shows once more that there is really something deadly wrong about how the Philippines runs its state colleges and universities, as we have been harping about for so long now in this column. The fact is that, even if Tejada would have been al-

lowed to take her exams and finish her courses for this particular semester without her school fees having been paid beforehand, that would not prejudice the University in any way because she would still be returning next semester or next school year anyway, where her fees could then be paid. And then again, UP even has a student loan board that could guarantee the payment of the fees at some future time. -oooKRISTEL TEJADA’S BLOOD IN THE HANDS

OF CHED, UP: On top of all these, however, is the anomalous and graft-laden fact that UP, like all the other state colleges and universities across the country, regularly shells out millions of pesos of some of its funds to be given to top officials of the Commission on Higher Education (CHED) as additional allowances and stipends, in the form of so-called “profit participation”! Now, the question is: why should UP funds, coming from the tuition and other fees of poor students like

from page 4

Kristel Tejada, be given to CHED officials as “profit participation” when the money could have been used to finance the education of really poor but greatly deserving students like her? Really now, it would seem that the blood of Kristel is in the hands of the CHED and of UP. -oooREACTIONS? Government shouldn’t be in the business of making money nor should it be there to save it but to spend it for the people to improve infrastructure and for required services. As for the elections, to win one needs to spend a lot of money so the people will at the least have some recall. Government and the comelec are inutile in delivering the messages of new candidates who are willing to take on the cudgels for legislation or administration subjecting these new comers to mutate into the monsters they are trying to replace. Surely there are strategies in reducing if not regulating election expenses to nil with government radio and TV––or what we used to have the “comelec hour” (which I believe is still in their budgets but refusing to spend). Are there no visionaries with our leaders or appointees who readily accept positions but have no ideas at hand? We seem to have copy-cats but most are almost always busted by media even before they begin (pun intended). The UP Manila student tragedy requires some retribution before redemption with gross administrative mismanagement. In this country when you are poor and striving for an education, suicide is the answer. Go and address that UP Chancellor Manuel Aguado. You have blood on your hands. It is also expected that many a politician jump in to issue statements on the tragedy considering it is election time but do nothing over years of representation while in office.

At present, the Agus hydropower plants in the Lanao provinces are only generating between 320MW and 340MW daily. “During normal period, the Agus plants used to generate power from 450MW to 500MW,” Pacilan said. As part of the conservation strategies, the NPC is drawing water from Lake Lanao for the Agus hydropower plants at a volume of 70 to 80 cubic meters per second, which would mean a decrease of 140-160MW in power generation for the Mindanao grid, he explained. The NPC normally draws 110 cubic meters per second from the lake. Pacilan added that power generation in the island is further reduced by at least 85MW when one of the three units of the Pulangi hydropower plant in Bukidnon province underwent preventive maintenance since Monday. He said the unit will resume operations either on the last week of March or first week of April. Collegian, UP-Manila’s student paper. The victim, the eldest of five children, availed of a student loan last semester but was unable to enroll for the next semester when the student failed to settle an earlier obligation. The victim’s parents — taxi driver father and housewife mother — reportedly tried to appeal with the university administration but were rejected. “The UP Manila community is deeply saddened with the death of our kapwa Iskolar ng Bayan,” said Mariz Zubiri, incoming University Student Council Chairperson of UP- Manila, in a statement. “I mourn for her loss as the lost dream of youths denied of their potential and their future. Her death only serves as a reminder to continue fighting for and reclaiming lost causes,” UP College of Mass Communications Dean Roland Tolentino posted in his Facebook account. “It is really sad that this happened in the University of the Philippines and to an iskolar ng bayan. Our students should not suffer like this,” said Teddy Casiño, Makabayan senatorial bet, in a statement. “Malaki talaga ang impact sa buhay niya ang LOA kasi pati pamilya niya naapektuhan. Since February, hindi na siya pumapasok. Lagi siyang nagtetext sa’kin na hindi niya kinakaya ang problema,” Professor Andrea Bautista Martinez was quoted by the Manila Collegian. The victim reportedly sought counseling at the Office of Student Services prior to the suicide. “We are more than griefstricken, we are enraged. This was a death that could have

been avoided,” said Vencer Crisostomo, secretary general of youth group Anakbayan in a statement. As many expressed their outrage over the death of the UP student, they, too slammed the “repressive policies” of UP and the country’s system of education. Makabayan’s Casiño who invoked that “education is a right” said it is deplorable that the country’s state universities and colleges (SUCs) are forced to increase tuition and fees because of inadequate state budget. The UP Manila, for example, has imposed a “No late payment” policy as its belt-tightening measure. This caused students to file LOA should they fail to settle their accounts on time. For Carlos Conde, a human rights activist, “A public university forcing students to go on leave for failure to pay tuition is unacceptable, no matter how you slice it.” He added that with tuition increasing and policies shifting to favor those who can afford it, “there’s no point to pretend that UP is a public institution.” The victim was under Bracket D despite her reported appeals for a lower bracket because of her family’s economic status. Currently, Bracket A students pay PHP 1,500 per unit while students in Brackets B, C and D pay PHP 1,000, PHP 600 and PHP 300 per unit, respectively. Those who belong in Bracket E are exempted from paying tuition. The brackets were under the UP System’s Socialized Tuition and Financial Assistance Program (STFAP), a program, which according to Issa Baguisi, national spokesperson of youth group League of Filipino Students (LFS), was meant to justify the subsequent tuition increases. “STFAP is a nothing but a smokescreen for tuition increases. It whitewashes the need for higher state subsidy because it can always generate income from the students to complement meager educational government subsidy,” Baguisi said. She slammed the “undemocratic access to quality education,” which she said is rampant because of the government’s Road Map to Higher Education Reform that mandates the implementation of socialized tuition scheme in all SUCs. Anakbayan said the Aquino administration’s policy of “commercialization and tuition hikes” is responsible for the death of the UP student. As the condemnation continues, the UP-Manila administration said it is extending financial assistance to the family. “As we continue the pursuit of excellence and relevance in our programs and services, we commemorate [the said student’s] life as a student even for just a short time and always remember her desire to be a good student and daughter. Each of us will react to [her] death in our own way. [She] has touched our lives in her unique way and for that, we will always be grateful,” the UP-Manila’s statement added.

PH must strive to maximize gains, minimize risks from FTAs JOINING free trade agreements (FTAs) offers economic benefits for the Philippines. But the country needs to learn to optimize the advantages and cut the risks from these partnerships, a research paper released in December 2012 said. The increasing interdependence and integration of global trade is fostering the rise of FTAs as a key ingredient in the mutual and sustained growth of their members. tation costs, so do FTAs, said Erlinda Medalla and Melalyn Mantaring in their study titled “The Philippines and East Asia: Building on Partnerships to Take Part in the Region’s Dynamism.” “New-generation FTAs have also evolved into something more,” the authors said. They now incorporate elements such as trade facilitation and enhancing cooperation in various areas, including customs, investment, energy and the environment, science and technology, human resource development, and small and medium enterprise

land FTA, and ASEAN-India FTA. Now as an ASEAN member, the country is involved in the building of an East Asian Community. In November 2011, the 19th ASEAN Summit endorsed the framework for the Regional Comprehensive Economic Partnership (RCEP) with East Asian countries. A year later, the ASEAN and its six dialogue partner-countries from East Asia agreed to start the negotiations in early 2013. While taking part in this regional partnership “appears to be the most

development. Philippine involvement in free trade agreements has mainly been an offshoot of its membership in the Association of Southeast Asian Nations (ASEAN). Its lone bilateral FTA is with Japan (PhilippinesJapan Economic Partnership Agreement). However, as part of the ASEAN, the Philippines has entered into various ASEAN+1 agreements, such as the ASEAN-China FTA, ASEAN-Korea FTA, ASEAN-Japan Comprehensive Economic Partnership, ASEAN-Australia-New Zea-

advantageous position for the Philippines,” there are also risks involved, the study authors said. “Too many FTAs could give rise to complex rules which could become costly. There are also sectors that would be affected and threatened by the increased competition from partner countries,” they pointed out. But more difficult than implementing and managing FTAs is maximizing and realizing the potential benefits from these agreements. The Philippines should be able to “use FTAs strategically and consistently with [its] own development plans,” initially by laying down some framework to make this possible. Even more crucial is to improve the country’s capacity at all levels, both in the government and private sectors. “The Philippines has scored miserably in most cross-country comparisons, especially in the areas of infrastructure, corruption, and governance,” Medalla and Mantaring said. While not lacking in good governance policies, the Philippines lacks focus and coordination. “This leads to very weak (if not

incoherent) implementation and administration, lack of consistency and stability of policies, and less-thanenabling environment,” the research team said. In addition to solving its internal problems, the government needs to face the new global landscape by putting greater emphasis on external relations, information and communication technology, logistics, and supply chain management. “Major reforms and capacity building need to be done in these areas ... Also, programs and projects and overall planning in all agencies should include a wider and more global orientation. In the short run, more funding should be provided to research to assess existing capacities and needs, and urgent logistics infrastructure would need to be built up,” the analysts said. They also urged the state not to close more deals than it can handle. “In choosing its trade partners, the government should consider economic (e.g., market access, investment opportunities), geographic (proximity is preferred), political, and diplomatic considerations.” -- Mel Ascutia, PHILEXPORT News and Features

CARMEN, Agusan del Norte––Nearly 100 families from two villages here left their homes after soldiers of the 58 Infantry Battalion traded fire with New People’s Army (NPA) rebels last March 15. Gripped in fear, villagers quickly packed what their hands could carry as the sound of gunfire and explosions echoed across the mountain side near the town center of Carmen which started at around 3:30 Friday afternoon. Ernesto Palatulon, chairman of Sitio Kabayawa, Barangay Poblacion expressed how thankful he was that no one in his family nor among the villagers got hurt. “I was not in the sitio that time but we heard it as far from here in the town proper. I was so afraid for my family that I immediately hurried towards my house in the hills. Thankfully my children and their families were also on their way out of the village when I arrived, thankfully no one got hurt,” said Palatulon. He explained that even though the local government did not order any evacuation, the people were so frightened that they left their houses in a hurry. 1Lt Nestor Endozo Jr., Alpha Company commander of the 58IB, explained that the encounter took place after they pinpointed the NPA’s location in the valley.
