Sultanate of Sulu loses all legal rights over N.Borneo By Al Jacinto
ZAMBOANGA CITY (Al Jacinto / March 14, 213) – Malaysia’s Bar Council said that the Sultanate of Sulu no longer has any legal claim over North Borneo and its surrounding islands. Bar Council Vice President Christopher Leong said the International Court of Justice also recognised Malaysia’s rights and sovereignty over North Borneo, now called Sabah, during a territorial dispute in 2002. “The Sultanate of Sulu had, by its several actions and by various separate instruments between 19 April 1851 and 26 June 1946, relinquished and ceded all of its rights, interests and dominion over what was previously referred to as North Borneo,” Leong said in a report published by the Malaysian Insider newspaper. “The Sultanate of Sulu, even if such an entity were to legally exist today, has no subsisting legitimate claim to Sabah,” Leong said,
adding the ICJ recognised Malaysia’s claim in its decision on the dispute between Malaysia and Indonesia over the islands of Ligitan and Sipadan off the coast of Sabah in December 2002. The Philippines had at the time applied to intervene in the case, but its application was rejected, he said. The Sulu Sultanate is claiming historical rights over North Borneo where fighting between its followers and Malaysian security forces left more than 50 people dead from both sides since last month. Sulu Sultan Jamalul Kiram III has sent his brother Raja Muda Agbimuddin Kiram along with some 200 followers to the oil-rich island to exert determination and recognition from the Malaysian government, but this was flatly rejected by Kuala Lumpur and ordered a massive assault on the ragtag army armed only with knives and guns following a standoff in the town of Lahad Datu.
Sabah refugees flock Sulu
ZAMBOANGA CITY (Al Jacinto ) – Sulu has intensified its preparation for the expected arrival of thousands of Filipinos, mostly Muslims, who continue to escape hostilities in North Borneo where Malaysian security forces are pursuing members of the Sultanate of Sulu. More than a thousand have already landed in Sulu the past days. Governor Sakur Tan said he ordered various agencies to prepare for the influx of refugees in the province. Tan personally visited refugees in processing centers in Jolo
town and other areas in the province. “Kawawa naman itong mga kababayan natin at talagang kahit sino ay maaantig naman sa kanilang sinapit ngayon at sana at ma-resolba ng mapayapa ang problema diyan sa Sabah,” Tan said. He said tents were erected at the piers so the Department of Social Welfare and Development can immediately process refugees. Fazlur-Rahman Abdulla, the head of the Sulu Area Coordinating Center, said Tan ordered as early as March 2 to prepare for sabah | page 10

PA apprehends 6,500 logs By ERIC F. GALLEGO
BUTUAN City - DENRCENRO personal at Talacogon, Agusan del Sur have partially done, Monday, the retrieval of hundreds of pieces of undocumented fresh-cut logs and falcatta earlier apprehended by personnel of the 26th Infantry Battalion, Philippine Army. The apprehension was conducted at a log pond and the main tributaries of Agusan River in Barangay Sabang, Adgaoan, La Paz, Agusan del Sur, March 5, this year. DENR-13 OIC Regional Executive Director Nonito
M. Tamayo said a team from the DENR regional and field offices was sent to area to trace the main source of the 6,500 pieces of apprehended falcatta logs and mixed dipterocarp wood species dumped into the log pond and tributaries. The report, according to RED Tamayo, has also indicated that the apprehended logs were of dipterocarp species harvested from a natural grown forest area. The piles of undocumented logs were discovered by a concerned person, whoe reported to the CENR office in Talacogon,
through a “mobile phone text message”. “This is clear violation of a moratorium on the cutting and harvesting of timber in the natural and residual forest imposed under Executive Order No.23 signed by President Benigno S. Aquino III on February 1,2011” Tamayo said. He added certain sectors are claiming ownership of the logs that were included in the apprehension saying “the soft-wood species” have been uprooted and destroyed after the recent Typhoon Pablo unleashed
its fury in their area. During his visit at the site, Tamayo confirmed that the newly-cut diptherocarp species were mixed with the falcatta logs. “Unless the claimants can produce a legal document and permit, which we doubt, the apprehended logs shall be confiscated in favor of the government,” he stated. For the falcatta logs, Tamayo said, they should show proof that they were harvested from a private plantation owned by them. Otherwise, the confiscated logs, under the proce-
dure, shall then be turned over to the Department of Education (DepEd) and Technical Education and Skills Development Authority (TESDA) where they will be manufactured into chairs for public schools. CENR Officer Luis P. Gonzaga of Talacogon said there are 586 pieces of the apprehended logs with a volume of 105.53 cubic meters that were, so far, lifted to the dry grounds of the Woodhouse Trade Industry in Barangay Buena Gracia, Talacogon, Agusan del Sur for proper inventory. He said most of the
lifted logs are classified as hardwood species believed to have been cut from a natural grown forest area. He said they are preparing legal action against the claimants of the apprehended logs for violation of Section 2, Department Administrative Order 9732 and PD 705 section 68 as amended by Executive Order 277 and Executive Order 23 issued by President Aquino on February 1, 2011. He said none yet has claimed ownership of the apprehended logs. (ERIC F. GALLEGO, RPAO 13/ arjasfelicilda)

Besides relief operations, DA 12 through its Task Force Alayon delivered free services for land preparation in Compostela Valley. The task force brought with them eight units of four wheel-drive tractors used to cultivate upland and lowland farms to help farmers prepare their farms and begin replanting. For this particular assistance DA 12 allotted P1 M for the allowances of tractor operators and fuel requirements of the tractors. As of March 1, the task force has covered at least 607 hectares of farmlands. At the exit conference of the task force in Nabunturan town, ComVal Gov. Arturo Uy thanked DA 12 Regional Executive Director Amalia Jayag-Datukan and DA 12 for the support, saying the rehabilitation assistance extended by Region 12 has been a great help for farmers in the province to pull through the calamity and has reduced their production costs. DSWD assesses conditions of 'Pablo' survivors By Danilo E. Doguiles
KORONADAL City - Typhoon Pablo that hit a large part of Davao Region, particularly Davao Oriental and Compostela Valley, in December 2012 also affected 63,846 households in Soccsksargen Region and parts of the Autonomous Region in Muslim Mindanao. The large number of reported Pablo victims prompted the National Household Targeting Unit (NHTU) of the Department of Social Welfare and Development (DSWD) 12 to conduct a special household validation. DSWD 12 regional director Zorahayda T. Taha said the validation and assessment is necessary

to town proper and need not to transfer it from one riverbank to another. “The unreliable existing decrepit bridge cannot anymore accommodate vehicles for transportation, for this, products of villagers needed to be hauled, which means additional labor cost for farmers” Rivera said. DA 12 also distributed 4,000 bags of certified palay seeds worth P4.8-M and 800 bags of open-pollinated variety white corn seeds worth P800,000 to rice and corn farmers whose farms were heavily devastated by the typhoon. Moreover, 298 cans of assorted vegetable seeds amounting to P1.5-M were also given to the victims for them to plant at their backyards as a fast and direct source of food later on. Immediately responding to the needs of these victims, DA 12 on its first wave of assistance had distributed 1,800 packs of relief goods worth P480,000 for the typhoon victims. DA - 12 | page 4
Form (HAF), on the other hand, will be administered to enumerate households not included in the nationwide enumeration in 2009. NHTUh head Jackiya Lao clarified that the objective of the special validation is chiefly to monitor the current status of the identified poor and non-poor households in 2009. She also noted that not all areas will be covered by the special validation. “NHTU will not provide social services to the victims. But if, in the event, a non-poor household, is identified as a poor household in the special validation, that particular household could then become a potential beneficiary of Pantawid Pamilyang Pilipino Program, for instance,” she added. However, she further explained that the status change of household from non-poor to poor does not guarantee that the latter automatically becomes a Pantawid Pamilya beneficiary. The special validation is expected to be completed on March 28. (DED-PIA 12/asf )
DSWD allots P3.1 B for Soccsksargen's social services By Danilo E. Doguiles
KORONADAL City - The Department of Social Welfare and Development (DSWD) has alloted P3.1 billion for social services and poverty alleviation programs for Soccsksargen Region in 2013. DSWD 12 revealed this in a recent region-wide civil society organizations gathering where the primary objective was to identify various areas for convergence and project complementation. “We need to provide our partners with data on the ap-
proved funds for the agency to become transparent in all our endeavors and provide opportunities for various civil society organizations to see areas of partnership,” Almanzor Dataya, regional planning officer of DSWD 12 explained. He added that the move is in accordance with the national government’s initiative for a bottom-up budgeting (BuB) process, which in the case of DSWD-led programs need the active participation of its partners, SOCCSKSARGEN | page 4

THINK a minute. Do you remember as a child being afraid of the boogie man or monsters at night? But now that you’re an adult, you know better than to be afraid of things that don’t exist, right? It’s amazing how we adults still have fears and worries about things that are not real. Like the man who said: “Don’t tell me worrying doesn’t help. Almost all the things I worry about never happen to me!” The crazy thing is that worry and fear make you run from something that isn’t even chasing you. Besides, worry only gives you wrinkles, which is just something else to worry about! England’s former Prime
Fear and worry is kind of like a rocking chair: it keeps you going, but you don’t get anywhere! And if you can’t help worrying, remember that worrying can’t help you either. Fear will often find proof for itself. If you’re fearful, you’ll find something to be fearful about. That’s why the American President, Franklin Roosevelt, said: “The only thing we have to fear is fear itself.” Many of us are afraid
of what others think; but if we knew how seldom they actually think about us, we’d know not to worry. So whatever you’re afraid of or worrying about, ask yourself: Is it real? And if it is real, how will worrying about it help you? How long will it last? Is it something you can change? If not, how can you best accept and handle it? Then finally ask yourself: How important will this be a year from now? Will it be important to me at the end of my life? Today, why not give your life, and all its worries, to Jesus Christ? Ask Him to take charge. Then you’ll know that after you’ve done your best, He’ll always take care of the rest. Just Think a Minute.
kingdom of heaven, but he who does the will of My Father in heaven. The Apostle John explained: “He who says, ‘I know Him,’ and does not keep His commandments, is a liar, and the truth is not in him” (1 John 2:4). So as we approach God in heartfelt, regular prayer, be sure we are obeying your Lord and Master Jesus Christ. Though He does not expect instant spiritual maturity, He does want us to walk in this way through the help of the Holy Spirit. Then come to the Father
through Christ ALONE to make the direct contact of effective prayer. Coming fully and perfectly in Christ’s name would certainly include praying to the true God, being filled with the Scriptures, obeying God, forgiving others, having deep faith in God. Learn to constantly pray to God—communing and walking with Him. Then, as the end of this age approaches and the awesome trials and tests of the full Christian life come upon us—as they surely will—we will know exactly what to do and how to do it. Since Jesus cried out to God for strength and courage, He was not afraid when His time had come to die. God grant that you will learn to pray as Jesus did! For you should now understand how to use one of the most powerful tools in the entire universe.
Think A Minute Jhan Tiafau Hurst Minister, Winston Churchill, said that whenever he started to worry he’d remember the man on his deathbed who said, “I’ve had a lot of trouble in my life—and most of it never happened!” You see,it’s not work that kills people, it’s worry. When you fear the future, you’re wasting the present. B e s i d e s , t o d ay h a s enough trouble of its own. So “At night, give your worries to God. He’s up all night anyway!”
Pray in the Name of Jesus Christ THE Book of Leviticus tells this: the high priest alone was allowed to go into the Most Holy Place of the tabernacle or temple—which pictured entering into the direct presence of God. And even he was commanded to go there only once a year— on the Day of Atonement (cf. Leviticus 16). But today, because Jesus of Nazareth died for our sins, true Christians have direct access to the Father. Instead of fearing death in coming before God, we are rather instructed: “Let us therefore come boldly to the throne of grace, that we may obtain mercy and find grace to help in time of need”! (Hebrews 4:16). Through the “name”— the office and authority of Jesus Christ—we can directly approach God in prayer and worship. We do not need any human priest as a kind of intercessor. For
The New Generation Alex A. Podador we already have the greatest High Priest—Jesus Christ (v. 14). And He taught His true followers: “Most assuredly, I say to you, whatever you ask the Father in My name He will give you. Until now you have asked nothing in My name. Ask, and you will receive, that your joy may be full” (John 16:23-24). To truly and correctly use Jesus’ name, we must obey Him and ask according to His will. Remember that in the Sermon on the Mount, Christ warned: “Not everyone who says to Me, ‘Lord, Lord,’ shall enter the
Here’s who we should vote for in May
LIFE’S INSPIRATIONS: “… my people are destroyed from lack of knowledge…” (Hosea 4:6, the Holy Bible). -oooSPIRITUALITY, AND CANDIDATES’ RELATIONSHIP WITH GOD: As part of our voters’ education campaign in this column, we shall continue to write about standards that Filipinos can use to choose who to vote for in the upcoming May 2013 elections. It is my fervent prayer that what we are writing here insofar as electing the candidates that will really work for the best interests of the Filipino nation and the country as a whole will find their mark in the hearts of every voter. I believe that the time has come to choose our candidates well, by looking at their track record over just one particular issue---the
Kakampi mo ang batas Atty. Batas Mauricio issue of spirituality, or their relationship with God, and how well they have listened to, and obeyed, God’s commands written in the Bible. If the candidate has a healthy dose of spirituality and is a known follower of God’s commands---doing them, not simply mouthing them---then he can be a good official likewise. The first guideline therefore is: we must elect a candidate in whom the Spirit of God dwells. -oooGUIDELINES IN VOT-
ING FOR A CANDIDATE: It is only the candidate in whom the Spirit of God dwells who has the fear and love of God that will allow him to discharge his duties and responsibilities as an elected official according to God’s commands, and who will be restrained from stealing and abusing. The second guideline is: we must elect candidates who are able and knowledgeable of the jobs they are aspiring for, and those who hate dishonest gain. These candidates will be compe-
tent, will surely produce good results once they are elected, and will uphold the interests of God, country, and people, all throughout. Then third guideline is: we must elect candidates who are willing to be the slaves---literally and figuratively---of the people and their constituents. Too many candidates have acted like kings and queens of the people they have sworn to serve, so that they have upheld only their own personal and political interests once they got elected. -oooBIBLICAL DIMENSIONS OF VOTING: The first guideline is taken from Genesis 41:38 of the Bible, where the Pharaoh of Egypt was looking for a man who would save his country from destruction as a result of a VOTE | page 10

BOC-10 awards top 10 importers for 2012 By GERRY LEE GORIT Photo-journalist
CAGAYAN de Oro City–– The Bureau of Customs District 10 paid tribute to the top 10 importers of the region last year by awarding them on yesterday in a formal program held at the Phividec Industrial Estate in Tagoloan, Misamis Oriental. District Collector Atty. Ma. Lourdes V. Mangaoang led the awarding ceremony graced by other bureau officials, the awardees and guests of honor. Mangaoang said the awards are given “to encourage them to import more.” Recognized as the top
awardee for last year is Jetti, represented by its CEO Mr. Joselito Tibayan Magalona. In 2011 Jetti ranked second. Mangaoang said the district office of the Bureau of Customs was able to increase its collection and reach the target with the dues and taxes collected from the importers. Some of the regions top importers have included Del Monte, Nestle and Steag. Mangaoang called on other big companies to use also the ports under the bureau. “We invite UKC, Gaisano and Ororama to use these ports and we will facilitate the importations,” she said.
Banks ask to provide lanes for the elderly CAGAYAN de Oro City––The city council here has passed a resolution to formally request local banks to provide express lanes for the elderly, persons with disability (PWDs), and pregnant women. The City Council passed Resolution No. 11356-2013 during its regular session Tuesday but the council secretariat released the details of the resolution on Friday. Under the resolution, local banks were requested to adopt a system in the distribution of the social welfare assistance to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). City Councilor Ramon G. Tabor who sponsored the resolution said that without a system the elderly, persons with disabilities, and pregnant women fall in line in a long queue exposing them to heat, dust, and other elements that might cause ailments. “It was an unfortunate site watching old people, the disabled, and pregnant women towing along with small children under the heat of the sun,” Tabor said. The resolution requests local banks such as the Land Bank of the Philippines, Postal Banks, and other banks and financial institutions to adopt a system such as an express lane to serve the elderly, persons with disabilities, and pregnant women, Tabor said. “We will give better services,” she added. Jetti imports about one shipload of oil products a week and pays some P100million for its dues and taxes. Chamber of Customs Brokers Cagayan de Oro Chapter past president Dario C. Amolata said Jetti pays the exact amounts for each volume of shipment. Amolata said the oil comes from Jetti’s suppliers including one from Singapore. He added that Jetti could remain the top importer in the coming years especially if the company expands awards | page 10
IN celebration of International Women’s Month, humanitarian and development organization Oxfam has come up with a list of 10 extraordinary Filipina “Food Heroes.” “Unknown to many, feeding the country—and 93 million Filipinos—also falls on the shoulders of women,” Joseph Edward Alegado, Oxfam in the Philippines media and communications officer, said. Filipino women in fact work longer hours, because aside from planting, harvesting, and fishing, they also carry out household chores. Sadly, their work remains unheralded. “Food Heroes pays trib-

By way of a tribute to these remarkable women, I will be featuring Oxfam’s “Food Heroes” in this week and next week’s columns to show how valuable rural
women food producers are to the entire Filipino food system. Trinidad ‘Trining’ Domingo, Organic Rice Farmer, Nueva Ecija • Ka Trining has spent half of her life planting and growing rice, corn, vegetables, and root crops. Her deep bond with every square inch of their land heroes | page 11

Incubator-investment firm Kickstart Ventures, Inc., has chosen ten startups in the country to receive funding, training, mentoring, and business network access to help accelerate the startups’ respective growth plans. Kickstart Ventures, led by its president, Minette B. Navarrete, hosted recently a gathering for the founders of its inaugural batch of portfolio companies. The ten startups focus on digital technology businesses and digital technology builds on traditional sectors such as education, the legal profession and retail. They reflect Kickstart’s preference for infra-light web and mobile software, applications and/or services. The teams should also operate in the Philippines although they can be incorporated elsewhere and can consist of non-Filipinos. “The Philippines is showing a new economic dynamism, attention to governance, and clarity about how the public and private sectors can drive things forward. Kickstart is taking concrete action to make these fundamentals a launchpad for greater innovation at the grassroots community level,” Navarette said. “By making these investments, we literally put our money where our mouth is: providing startup capital, as well as organizing training programs, regular mentorship, and business introductions to bring startups and progressive corporates together.” The investees are called “Kickstars” which are startups funded by Kickstart, and “Garageheads” which refers to participants in the Launchgarage accelerator program -- a partnership between Kickstart and web engineering firm Proudcloud. The investees include AVA (www.AVA.ph), a premiere online shopping site for well-loved brands and experiences; Kalibrr (www.kalibrr.com) which offers online learning that gets one a job; ZAP (www.ZAP.com.ph), a web and mobile retail promotions and loyalty program for brick-and-mortar merchants; Lifebit (www.lifebit. com), a web and mobile journal for urbanites; Tripid (www.tripid.ph); a carpooling platform and community; Bagosphere (www.bagosphere.com) which runs a training program for rural youth aspiring to get hired by BPOs that often locate in provincial cities to take advantage of real estate availability and affordability; Apptivate (www. apptivate.co), an apps purchase service for non-credit card owners; Work Inspire (www.workinspire.com), an email and document organization system for better project management; Tripsiders (www.tripsiders.com), a Cebu-based local itinerary creation and booking engine with insider community content; and My Legal Whiz (www.mylegalwhiz.com), a web and mobile resource for legal research. Kickstars and Garageheads receive funding, mentoring, training, access to the resources of Kickstart and its mother company, GlobeTelecom, as well as business introductions as support from Kickstart. But because they are at different stages of development, slightly different programs are offered for them. Kickstart has also partnered with various organizations to give the investees a headstart. Globe provides each investee with Php 2 million mobile ad credits as well as GCASH integration; Amazon Web Services grants them with US$1,000 credits and technical training to optimize their performance; and ZenDesk makes available free Customer Service support for 12 months worth $3,450. Navarrete envisions a faster start and a better trajectory for the portfolio companies. “Today, the need is in building a full support system for founders and aspiring technopreneurs -- Kickstart does that through a combination of actual investment activity, community networking events, and evangelizing amongst corporates. These current investments are at seed/early stage, but Kickstart is also able to do Series ‘A’ investments, when the time comes. We can do that by ourselves, or bring in partners like SingTel, Innov8 and others. That way, startups get a longer runway for growth.”

possible outbreak of hostilities in North Borneo following the landing last month of more than 200 followers of Sulu Sultan Jamalul Kiram headed by his brother Raja Muda Agbimuddin to exert their historical and legal rights over North Borneo, which is also being claimed by Malaysia. “Actually before ng gulo ay ready na kaming lahat sa Sulu dahil na rin sa instructions ni Gov. Tan na maging handa palagi.May mga meetings na kami with various government agencies, and yun mga supply ng pagkain at kumot at kung anu-ano pa ay nakahanda na rin,” Abdulla said. He said many people have volunteered to help in the humanitarian mission launched by the Sulu provincial government to help the refugees. “There are times, just like yesterday when numerous evacuees from Sabah suddenly arrived unannounced, even pitching a tent together by different workers, government and volunteers alike, is just an admirable feat. We're here together to heed summon, making our hearts in unison. Salute to all of them,” Abdulla said. Abdulla said Tan also met with Atty. Laisa Alamia, chairperson of the Commission on Human Rights in the Autonomous Region in Muslim Mindanao to discuss reports of human rights abuses on Filipinos in North Borneo. Alamia also thanked Abdulla and the Sulu provincial government for assisting her in the mission. “Thanks for assisting me during my mission and for your group's collaboration with the RHRC in monitoring the situation of the deportees/ returnees from Sabah and in documenting cases of human rights violations experienced by them as a result of the Sabah conflict.” “This crisis is of a magnitude that requires everyone's effort and cooperation, including fence-sitters with a lot of time on FB (Facebook). Kudos to the social workers, volunteers, and other members of your team who are on the ground responding to the needs of the deportees 24/7. Keep it up,” she said. (Mindanao Examiner)

The Sulu Sultanate said it had merely leased North Borneo in 1878 to the British North Borneo Company for an annual payment of 5,000 Malayan dollars then, which was increased to 5,300 Malayan dollars in 1903. Sabah, however, joined Malaya, Sarawak and Singapore to form Malaysia in 1963, after which Malaysia continued paying an annual stipend of 5,300 ringgits to the Sulu sultanate on the basis of the sultanate ceding the Borneo state. In a referendum organised by the Cobbold Commission in 1962, the people of Sabah voted overwhelmingly to join Malaysia. The Bar Council urged the Malaysian government to resolve the ongoing conflict

Malaysia arrested at least 85 suspected supporters of Sultan Jamalul in North Borneo under the so-called Security Offences (Special Measures) Act 2012 (SOSMA) where authorities can detain a person for up to two years without trial. Manila has expressed grave concern about the human rights violations committed against Filipinos in North Borneo. It urged Malaysia to give access to Philippine Embassy officials and humanitarian teams in Lahad Datu town and other areas where Malaysian security forces are fighting followers of Sultan Jamalul. “ The Department of Foreign Affairs views with grave concern the alleged rounding up of community members of Suluk/Tausug descent in Lahad Datu and other areas in Sabah and the alleged violations of human rights reported in the media by some Filipinos who arrived in Sulu and Tawi-Tawi from Sabah. We reiterate our call on the Malaysian Government to give humane treatment to the Filipinos under their custody,” it said. (Mindanao Examiner)

Once the transformation is complete, PAL Express will have the same service standards as PAL, a strong 72 year-old brand recognized as one of the country’s most prominent corporate institutions. The objective is to deliver enhanced customer experience in all touchpoints both on ground and inflight. Despite the rebranding, PAL and PAL Express will remain distinct and independent airline companies but following a single service standard. All PAL flights will be manned by PAL pilots and cabin crew, while PAL Express flights will be operated by Airphil Express
pilots and flight attendants. Both airlines will also maintain their respective websites –www.philipineairlines.com and www.flypalexpress.com as well as hotline numbers (02)8558888 for PAL and (02)8559000 for PAL Express. For seamless alignment of service standards, PAL and PAL Express frontliners like cabin crew, airport customer service agents (CSAs), ticket office agents and contact center service agents are undergoing continuous training. Policies, procedures and standards of the two airlines are also being aligned.

for Mindanao Ma. Isabelle Climaco-Salazar Tuesday in Malacañang. Lobregat and Salazar sought the meeting in a bid to find immediate solutions to the worsening power situation which has resulted to seven- to eight-hour daily power interruptions in this city. Other parts of Mindanao are also experiencing power curtailment depending on their power supply and actual demand. Zamboanga City has a shortage of over 24 megawatts since the Power Sector Assets and Liabilities Management Corporation and Therma Marine, Inc. could only provide a combined power of 54 MW of the total demand of 79 MW. Aquino also directed DoE Sec. Carlos Jericho Petilla and MinDA chair Sec. Luwalhati Antonino to attend the Zamboanga Power Forum to brief the people on the situation as well as discuss steps to be taken to address the crisis The forum, which was initiated by Lobregat, will be held Friday. The power crisis in Mindanao has been attributed to the decreased generating capacity of hydropower plants caused by the reduced water level in Lake Lanao. Lobregat said the power forum aims not only to brief the people on the power situation but also to discuss possible mitigating measures. (MindaNews)

ras III, Als ons Power Business Unit manager for communications and stakeholder relations, said the power plant was turned over Monday and will operate under the name Mapalad Power Corp (MPC), a wholly-owned subsidiary of the publicly-listed Alsons Consolidated Resources, Inc. He placed the acquisition cost of the Iligan power plant at P387 million. “The total project cost that includes the acquisition, rehabilitation and other expenses amounted to P1.2 billion,” Contreras said in a text message. With the takeover by MPC, he said that rehabilitation of the power plant
has commenced and that the plant might go on commercial stream “before the end of summer.” Contreras said that MPC has forged power sales agreements with the South Cotabato II Electric Cooperative, Inc. for 30 MW, Zamboanga City Electric Cooperative, Inc. for 18 MW, Iligan Light and Power, Inc. for 10 MW and Zamboanga del Sur Electric Cooperative, Inc. for 5 MW. The acquisition of the Iligan diesel plant, identified as one of the solutions to ease Mindanao’s power woes, from the Iligan City government was being worked out since last year, with the Commission on Audit conducting the procedural review for the transfer of ownership. The Iligan local government earlier put the power plant in auction after the state-owned National Power Corp. reportedly failed to settle the real property tax due to the city. The Alcantara Group originally operated the Iligan diesel power plant, formerly the Northern Mindanao Power Plant, through the build-operate-transfer scheme. The company turned the power plant to Napocor in 2003. Part of Mindanao have been suffering from power outages since the last few weeks with the generation deficiency of existing power plants in the island blamed for the problem. In this city, Socoteco II has implemented a four-hour daily rotational brownout since the start of the month due to deficient power supply. Based on the website of the National Grid Corp. of the Philippines on Thursday, the Mindanao grid has a supply deficiency of 320 MW. Demand for the day stood at 1163 MW while the actual capacity was only 843 MW. (Bong S. Sarmiento/ MindaNews)

seven-year famine that Joseph, son of Jacob, warned about. The Pharaoh said: “Is there such a man in whom the Spirit of God dwells?” The second guideline is taken from Exodus 18:21, where Jethro was telling his son-in-law Moses about who he should install as leaders of the people. Jethro told Moses he must chose the people who are capable, “men who fear God, trustworthy men who hate dishonest gain.” The third guideline comes from Mark 10:4344, where Jesus Christ, our God and Savior, was telling John and James, the sons of Zebedee, what a leader should do, according to the will of the Father. Jesus said: “… whoever wants to become great among you must be your servant, and whoever wants to be first must be slave of all…” -oooREACTIONS? Please call me at 0917 984 24 68, 0918

have to show our love to him,” she said. Tibbs added that among the main causes of marital infidelity are instances in which the spouse fails to be sexually responsive to the needs of the husband. “Women, too, have personal needs fulfilled by their husbands. It is just a matter of give and take,” he added. Effective communication comprises a vital aspect in the success of a marriage. This can be observed by practicing clear and open verbal and non-verbal communication, applying conflict resolution, and emphatic listening in the couple’s marital relations, Vangie pointed out. “Of course, there are differences and conflicts. Those things are normal because you are two different persons—the one being a man, the other being a woman. We all have physical and emotional differences. What is important is we talk about it,” she said. Vangie added that prudence in relations with members of the opposite sex must be practiced by knowing one’s limitations in communicating with others to avoid jealousy and misunderstanding between couples. Tibbs stressed that the most vital step for couples is to ask for spiritual guidance from God for them to successfully surpass any challenge that might confront their marriage. “We have to pray together frequently so that the graces we receive during marriage increases for life,” he said, adding that prayer is the best weapon to drive away temptation. Matrimonial vows not mere statements “If we pray and nurture our marriage, the level of our grace goes up, therefore making it easy for us to solve our problems. But if we do not nurture the grace that we receive, the level goes down, making us perceive small challenges as big ones,” he added. They emphasized the marriage
vow uttered by couples during wedding rites, saying that those words must not be treated as mere statements, but as testaments to be applied in their day-to-day living. “We have to live with one wife, one husband until death,” Vangie said. “There are neither perfect couples nor perfect marriages, but there are perfect moments.” “Life is short for marriage. This could be the last kiss, last goodbye, last hug, last I love you that we can utter that is why we have to take advantage of our being together,” she added. MARRIAGE EXPERTS TO COUPLE
Say no to ‘divorce’ By Jennifer M. Orillaza of CBCPNews.com
FALLING out of love, having irreconcilable differences, and suffering from marital abuse are among the most common reasons why unhappily married couples choose to cut their marital ties. With marriage as a sacrament bound by a covenant with God, church leaders and Catholic lay groups staunchly oppose measures that pose threats against its sanctity. Just recently, the clamor
for the passage of House Bill 1799 (divorce bill) intensified as some lawmakers introduced it “as another option for couples in failed and irreparable marriages.” Talk over differences, reignite the love Countering this clamor, marriage consultants Tiburcio “Tibbs” and Evangeline “Vangie” Evalle on Saturday called on married couples not to resort to drastic measures of dissolving their marriage whenever they

encounter hardships in their relationship. Instead, they should settle their problems by talking over their differences and re-igniting the love they once shared. In their talk dubbed “’Til death do us part” held at the Santuario de San Jose Parish in Greenhills, San Juan, the speakers from Educhild Foundation suggested that married couples strive to save their marriage by rekindling their romance, communicating effectively,
knowing their boundaries, and praying for spiritual guidance. “To have a happy marriage does not come by itself. There are sorrows, difficulties, trials, differences, and conflicts that come with it. Despite that, marriage remains to be a very wonderful thing,” Vangie said. Know, understand your spouse’s needs According to her, an effective way to rekindle romance between couples is to love one’s spouse the way he wants to be loved, knowing his needs, understanding differences in personality, expressing love languages, and being a better lover. “To rekindle romance, you have to know the needs

Isang miyembro nito ang nagsabing: "SO THE PUBLIC MAY KNOW. I have a reason to believe that there are still remaining "ghost teachers" in the ARMM who are receving salaries without really teaching or reporting for work for
the simple reason that they do not have the knowhow to perform the job. What they do is they pay other persons to do the dirty work while they do nothing at all. They are hard to find because they hide behind the veils of their protectors in the ARMM who are pretending to be champions of change and development.
(Mindanao Examiner)
