B U T UA N C i t y – – T h e city government here has launched a project to convert garbage into works of art in a ceremony at the old Sangguniang Panlungsod building inside the city hall complex Monday.

Mayor Ferdinand Amante, Jr. formally opened the program dubbed “Ang Pagbatwa Hong Balangay from Waste to Work of Art (The Transformation of the Balangay from Waste to Work of Art)”, in a ribbon-cutting rite with City Councilor Virgilio Nery, Jr. and at-

tended by city hall’s chiefs of offices and employees.

In his message, Amante said that garbage and wastes could be converted into something useful and pleasant and even displayed in homes for people to appreciate and adore like works of art. He also revealed that the city government had plans to convert waste into energy.

On waste disp os a l, Amante, a physician by profession, encouraged everyone especially the teachers to instill in the minds of children the im-

portance of cleanliness by teaching them early that garbage should be put into trash bins. “By teaching our children that discipline in maintaining cleanliness at home and school is as good as keeping our community spic and span, and our country presentable to visitors, guests and tourists, we shall have served them well in that aspect.”

ZAMBOANGA City––Government troops rescued a woman and her four children following a running gun battle with kidnappers in Maigo town, officials said.

Army Captain Randy Veracion, a spokesman for the 1st Infantry Division, said woman, Virginia Villacora, and her children were rescued safely in Lanao del Norte’s Maigo town, but the kidnappers managed to escape in the village of Mentering.

NGCP ensures reliable grid for 2013 poll IN TIME for the upcoming May elections, the National Grid Corporation of the Philippines (NGCP) commits to the public that the country’s power grid will remain reliable and stable during the crucial political event.

NGCP formed a special task force which will be responsible for the

smooth transmission of electricity and creation of contingency plans and measures during the election.

CAMP Evangelista, Cagayan de Oro City––The 4th Infantry “Diamond” Division starts accepting the processing of applicants for Candidate Soldier Course (CSC) for first quarter of 2013 on March 15, 2013, an army official said Friday.

Lt. Col. Eugenio Julio Osias IV, spokesperson of the army’s 4th ID, said that the Philippine Army allocates a quota of 100 candidate soldiers for the Fourth Infantry Division

this year.

He said applicants should have, at least, 72 units in college while secondary or high school graduates should submit certification from the Technical Education and Skills Development Authority (TESDA) for completion of special skills needed in the military service.

Ages of interested applicants should be from 18 to 26 years old on the start of the training, 5 feet

in height for both male and female, must be mentally and physically fit with no pending case in any court.

Osias said that applicants should bring clearances from the city mayor, regional trial court, National Bureau of Investigation, certificate of residency for a least 10 years in their places of origin.

Those who will qualify on the pre-processing conducted in the above mentioned venues will be advised to proceed here at

BUTUAN City - The National Household Targeting System for Poverty Reduction (NHTSPR) of the Department of Social Welfare and Development Caraga Region conducted an orientation on the ‘Regional Profile of the Poor’ to the presidents of sectoral groups, ABSNET cluster presidents and the staff of DSWD Caraga, February 25, 2013 at the DSWD Conference Hall, This city.

the orientation was grounded on the “Sigurado, Kumpleto, Totoo” data provided by the NHTS-PR. The orientation served as tool to strengthen the partnership with the sectoral groups in implementing various social protection programs of the Department.

Agusan del Sur receives ‘Coseram’ program

AGUSAN del Sur––This province became one of the recipients of the Conflict Sensitive Resources and Asset Management (Coseram) program that supports an integrated approach of poverty reduction and peace building in Caraga Region.

Started in October last year, the joint program of the Federal Republic of Germany and the Philippine government will end on June 2014 with German contributing EUR 1,750,000, through the Ministry for Economic Cooperation and Development (BMZ).

According to Dirk Euler, German representative of Coseram, the program will adapt indigenous knowledge and practice recognized and used for the conservation of biodiversity and are oriented towards a peaceful and sustainable governance of the natural resources in the Agusan Marsh.

LGU taps schoolchildren for greening program

KORONADAL City––South Cotabato’s provincial government is enlisting schoolchildren in its activities for the re-greening of the upland areas.

Engr. Siegfred Flaviano, acting chief of the Provincial Environment Management Office (PEMO) said they have devised a scheme where schoolchildren could help in the reforestation program in the provinces’ Upper Valley area and receive school supplies in return.

The initiative will be implemented in cooperation with schools, private groups and industries that have adopted the provincial government’s tree-growing efforts.

Under the program, Flaviano explained, pupils in Grades 4 to 6 will be encouraged to participate in tree-growing activities.

“For at least ten trees that they will plant -- and successfully grow -- these schoolchildren will receive incentives in the form of notebooks, papers, pencils, pens and other school supplies,” he said.

Seedlings for the project will be provided by the PEMO, so that the children’s responsibility will only be to plant the trees and make sure that these won’t wither and die.

“In a way, we educate the children how to care for the environment,” he said.

Flaviano added that a project coordinator will monitor the number of trees planted

as well as count the number of trees that have successfully grown after about a year; the number of live trees will be used as basis for the corresponding number of school supplies that a child could receive.

Distribution of incentives will be done at the beginning of the next school year such that those who planted trees while they were still in Grade 4 will receive their reward school supplies when they enter Grade 5. Those in Grade 6 will receive their incentives before graduation.

Initial co-operators of the project include elementary schools in villages of T’boli town such as those in Kematu, Salacafe, and Lamhako, as well as the T’boli National High School. (DEDoguiles-PIA 12/asf)

March is Rabies Awareness Month

BUTUAN City––To focus public consciousness on rabies as a fatal disease, March of every year has been celebrated in the Philippines as Rabies Awareness Month.

According to the Department of Health, rabies remains a public health problem in the country.

From 1987-1997, the annual incidence of rabies ranged from five to nine cases per million population. Some 300 to 600 Filipinos die of

rabies every year, it said.

Center for Health Development in Caraga Regional Director Ariel Valencia revealed that in Region 13, nine died of rabies in 2011 and three in 2012. He said the decline is attributed to: -the increased awareness among the public on where and when to seek medical treatment; -the establishment of Animal Bite Treatment centers in strategic areas in the region; -trained doctors and nurses in the ABT centers

and good referral system; -DOH’s intensive advocacy on responsible pet ownership; -DOH’s close collaboration with partner agencies; -strong support of local governments; -enforcement of Republic Act 9482 or Anti-Rabies Act of 2007; and -the Department of Agriculture’s strengthening of its massive dog vaccination activities.

Cagayan de Oro public markets earn P3.3 million

CAGAYAN de Oro City––The city government collected some P3.3 million rental and business permit fees in five major public markets here for the month of February this year.

Acting City Treasurer for Operations Melchie D. Malazarte said on Friday that revenue collections came from the city’s public markets in Carmen, Cogon, Agora, Puerto, and the westbound terminal public market of Bulua.

Topping in the revenue collection was the public market in Carmen with a collection of P949,000 million followed by the combined collection of Cogon and Agora Markets totalling generated P1,730,322.96 from Feb. 10 to 23.

Malazarte said that the Puerto Market chalked up P72,918.95 during the same period while the westbound terminal public market in Bulua collected P 551,000.00 from Feb. 24 to 28 this year.

She said taxpayers in these areas availed of the extension on deadline of paying business permits and rentals to March 15, 2013 without paying surcharge.

Malazarte said the extension of deadline of paying business permits and rental fees of all public markets here was in accordance to an approved City Ordinance No. 12535-2013.CD

the best bet for Congress in Misamis Oriental’s second district remains elusive these days. The names of Antonio P. Clinging and Juliet Uy, both independent candidates, are reportedly closing in as possible bets. However, winning for an elective position as an independent candidate is an uphill battle. The lack of machinery and the denial of having “watchers” during Cris Diaz the canvassing of votes are among the handicaps of independent candidates. Anyway, that was as far as independent candidates were concerned.

What about regular party candidates? Jun Baculio of UNA and Jess Jardin of the Liberal Party (LP) were two major party candidates who were racing the district’s lone congressional post. However, as the regular campaign period nears the weaknesses of these candidates also gradually surfaced.

Although he served as the district’s Congressman for three consecutive terms ( that is equal to nine years), Jun Baculio’s performance remained low and his popularity as a congressional bet continue to go down the drain. The people in the second district said Baculio’s performance was dismal. There were insinuations that greedy people who are dragging Baculio to the hell of defeat surround him, too. They said people in the second district were not happy with Baculio’s performance then and now.

A rattled politician – after losing two consecutive elections – Baculio now tries to hang on with UNA.

UNA coalesced with Padayon Pilipino, an influential regional political party. Baculio successfully worked his way in into Padayon Pilipino, which had been his political adversary in past two elections. The first was when Baculio ran for governor in 2007 while his son Rex ran in tandem for Congress.

Father and son fought against then incumbent Congressman Bambi Emano, the heir apparent to the Padayon Pilipino political throne. What made that electoral fracas significant was that Baculio fought against the Emano-led Padayon Pilipino political party – the political organization that helped Baculio won the congressional seat in 1998. Once again, Baculio comes back to Padayon Pilipino in this year’s midterm election hoping to regain lost political ground. The scenario, however, is different.

People lost trust with Baculio apart from questioning the latter’s political credibility. They said that the May elections this year would put an end to Baculio’s political career. Although the statement is speculative, the truth would always prove itself.

How are you Jesse Jardin? It seems talking about the Liberal Party no longer interests anyone in Misamis Oriental and elsewhere. It is unfortunate that although an administration political party, LP party is not gaining headway in Misamis Oriental. Jardin should blame the incumbent governor who is running for Mayor in Cagayan de Oro City. Norris Babiera, LP’s standard-bearer in the province had been complaining for lack of logistics. We need visionaries in the comelec

THE Comelec needs to initiate vision in their campaign to address the priority issues to educate voters about elections.

The tedious and apparent strategy to police violations by candidates should be relegated to the police units be it for the MMDA, the PNP and or the even the Barangays and village home owner associations.

The Comelec need not go after campaign spending other than Harry Tambuatco require media to be strict in monitoring expenses and submit to the BIR no less an audited report as required by law and should these agencies not follow to the letter for the duration of the campaign period, report them to the executive and the judiciary to suffer its consequences.

But instead there is talk or reprimand for color coding on TV appearances. There is talk of poster sizes disregarding the content of the message of the posters (with reference to the Church; which is correctly positioned by the way as to team Patay and team Buhay).

If only the Comelec would address the constitutional issues like dynasties, equal opportunity towards public service, auditing the performance and promises of failed leaders who persist in their fiefdoms.

Another issue would be the unregulated media TV spending where all the monies go.

A significant portion of the candidates expenses especially for national positions are spent on the two giant networks amounting to billions.

Can you imagine how these candidates will make every effort to get back what they call investment or

what we call expense.

We have a government TV channel that is nationwide that has close to no content.

Should we utilize this Network we can limit the TV spending if not restrict it all together and instead provide for free the candidates platforms and messages months on end before the election to generate the awareness and promises of politicians at the same time equalizing the playing field for the poorer candidates.

This way there will be less if no significant expense these candidates will try and retrieve while in office.

The Comelec can also address corruption and the traditional politicians who have lorded for decades who by the way many of whom have pending criminal and civil cases in courts.

As for those who have records for violations they should be automatically disqualified but no, instead they are recruited into the commission and given more authority.

There is a dire need to educate voters be it for the flunky machines we are about to undertake and with priority the agenda of politicians. Legislators should ideally promote specifically what it is they propose to legislate other than the usual better education, health and security which is synonymous to the administrative positions. There is a need to up grade the moral standing of candidates the Comelec can begin to address. Candidates should stand to be leading examples for good not with reputations for being ex-convicts, killers, corruptors, gamblers, womanizers, etc. Need more be said?

Then there is the issue of competent commissioners who should be required to be IT experts and not necessarily lawyers.

Reaching out to the unbanked and under-banked

Financial inclusion has become one of the top advocacies of the Bangko Sentral ng Pilipinas (BSP) over the last decade.

Financi a l inclusion means that the BSP, through its enabling and empowering policies, wants more Filipinos—who are currently classified as unbanked or under-banked—to have access to banking services.

The BSP believes that economic growth will not be meaningful if this significant segment of our population is not given the opportunity to participate in, and to benefit from, economic development.

According to Pia Bernadette Roman Tayag, head of the BSP Inclusive Finance Advocacy Staff (IFAS), the Philippine banking system is a strong and stable one.

However, she pointed out, the challenge of increasing access to financial services remains daunting.

“Aside from the lack of banks in a large percentage of the country’s municipalities (37% have no banking office), concentration of banking services are generally biased toward higher income areas leaving much of the low income areas significantly underserved,” Tayag said.

For example, more than 40% of the country’s deposit accounts are found in the National Capital Region. In addition, the 2009 Consumer Finance Survey revealed that only 2 out of 10 households have access to simple deposit accounts.

To address this issue, the Bangko Sentral ng Pilipinas has taken deliberate steps to build a more inclusive financial system that is responsive to the needs of the Filipino people— especially those who are underserved and “unserved.”

“A strong and stable banking system can be more meaningful if it services the needs of majority of

the population,” Tayag said.

The BSP’s initial foray into financial inclusion involved the creation of an enabling policy and regulatory environment for sustainable microfinance to flourish in the banking system.

This provided a framework and opportunity for our banks to service the needs of millions of our country’s unbanked yet bankable micro entrepreneurs.

As of September 2012, over 180 banks have been serving over a million micro entrepreneurs with an outstanding loan portfolio of P7.9 billion and an equally impressive savings portfolio

of P4.2 billion.

The BSP’s regulations, which have since then expanded the range of microfinance products (i.e. micro housing, micro insurance, micro deposits), have also made the banks more responsive to the needs of their clients.

“We have also created the necessary space that has allowed continuous innovations in business models and the use of technology-driven process improvements (i.e. e-money, mobile banking) which hold the promise of reaching more of the unserved markets at lower costs and higher efficiencies,” Tayag said.

In the latest Economist Intelligence Unit Survey of Microfinance Business Environments of over 50 countries, the Philippines has been named—for the fourth year in a row—as having the best policy and regulatory environment for microfinance in the world.

In addition, a Steering Committee on Inclusive Finance was created in February 2012 with the BSP Governor as Chair—a clear indication of the high priority given to financial inclusion and a recognition that is a key strategic unbanked | page 11

WHILE on my way out of the hospital, I met a patient from years back.

We got into “kamustahan” and I inquired how she is and I was happy to know that, with her religious follow up with her attending physician and the intake of her medications, she feels better and has not experienced the recurrence of her symptoms.

This particular patient was referred to me for a rectal tissue imprint reading. She complained of abdominal pain and the occasional finding of blood in her stools.

I gave out the diagnosis of positive for schistosoma ova.

Schistosomiasis is not yet eliminated from the roster of diseases in our country. As a matter of fact, it ranks third after Tuberculosis and Malaria.

According to the National Centre for Disease Prevention and Control, Schistosomiasis is endemic in 28 of the 79 provinces. Thus, a history of travel to an endemic area plays a major role in making Schistosomiasis part of the working clinical impression.

For the past 20 years of my practice, the patients who get positive during a Laboratory examination, whether it be a tissue biopsy that happens to be an incidental finding only (when a specimen is submitted for something else), a rectal imprint with specific requests for a look out for the eggs, or during a routine stool or urine tests, are actually patients that either live or have travelled to an endemic area.

Thus, a very thorough history taking and a complete physical examination play a major role in arriving at a correct diagnosis.

Schistosomiasis is caused by a parasite.

The importance of an Informed consent, an active participation and cooperation in one’s treatment cannot be underestimated in the success or failure of the chosen modality....

Pioneer Mindanao CATV operator first to offer VOB

CAGAYAN de Oro City–– Mindanao’s pioneer cable television company marks another milestone by being the first to over “Voice Over Broadband” (VOB) service in the island.

“VOB enables the deliver y of an integrated voice service with cableInternet and/or cable TV subscription,” said Engr.

Elpidio M. Paras, president and chief executive officer of Parasat Cable TV, Inc., the first cable television (CATV) company in Mindanao during the product launch held March 8 at a local restaurant. “ This means that voice, internet and cable TV will pass through a

sing le connec t ion and s u b s c r i b e r s c a n av a i l of one bundled ser vice package instead of three separate subscriptions.”

Parasat has partnered with Bayan Telecommunications Inc. (Bayan) for the voice service feature and will initially be offering the “Triple Play” package in Cagayan de Oro and eventually to all its other service areas.

Mr. Paras said the new service does not involve the installation of any new cables for their existing Parasat CATV and Cable 21 internet subscribers except the special modems with voice por ts and can be activated immediately. All three services can also be operated simu lt ane ously by t he

Amirah Ali Lidasan, secretary general of the group Moro-Christian People’s Alliance (MCPA), denounced the President’s statements as a show of “wanton disregard of the lives of the Moro people.”

She said Aquino’s “irresponsible” statements will not only lead to the further disgruntlement of the Moro people, but to the loss of lives.”

The problem when it comes to the international community, Pito said, is that the Sultanate has lost its personality before them.

“No one recognizes (the sultanate) as a state. They are not even a belligerent state. So that is the problem now,” Pito said, adding that in this situation, it should have been the President as a state party, who should have acted on the part of the Sultanate, to bring the matter to the United Nations.

He said the President should have talked it out with the Sultanate first, but apparently, the President neglected this, paving the way for the Sultanate to resort to desperate measures.

The wife of Sultan Kiram said they wrote a letter to Aquino in 2010 asking if they can take part in the peace talks between government and the Moro Islamic Liberation Front (MILF).

The letter was apparently lost in the foreign affairs office.

If Aquino had been resolute in averting the hostilities, he would have taken the matter up with the United Nations, pleaded against the Malaysian government’s violent measures, and instead resolve the matter peacefully, added Pito.

A test of sincerity Lidasan further said the Sabah standoff is “a test of leadership” of President Aquino, adding that this is also “a test to the sincerity of the Malaysian government in promoting peace and helping Mindanao attain

peace.”

Already, the violent response of the Malaysian government has imperiled the lives of Filipinos living in Sabah. “Many of them have been affected by the violent actions of Malaysian forces. And these are the people working hard for their government, but are receiving measly wages,” Lidasan said.

The MCPA is worried that more Filipino Muslims living in Malaysia will not only bear the brunt of the Malaysian government’s punitive actions but will also be facing economic dislocation.

Lidasan added that they are also worried that more human rights violations will be committed as the Philippine Armed Forces have raised the red alert level.

“We do not know who they are raising the red alert level against. We hope, that the state’s armed forces will not take advantage of the issue again to instill a crackdown on struggling Moro people,” Lidasan said.

Implications on the GPH-MILF framework agreement Lidasan said the incident in Sabah only “shows the true colors of the brokers of the peace agreement,” referring to President Aquino and the Malaysian government which facilitates the current peace deal with the MILF. “Now it is clear, that faced with the issue at hand, they cannot give peace, but instead, war,” Lidasan said, adding that the violence inflicted by the Malaysian forces on troops of the Sultanate in Sabah, being condoned by the President, strikes at the heart of the deep-seated “historical injustice” felt by the Moro people leveled on them.

“It should not be forgotten that it is this historic injustice sparking the Bangsamoro’s struggle for independence,” Lidasan said.

Lidasan also thinks the actions of the Sultanate is a message to the national government to hear out their long-standing clamor, not discounting the auspicious timing of the Framework Agreement on the Bangsamoro (FAB), the peace deal which is now currently being hammered between the MILF and the Philippine government.

“Looking at FAB, you can see that it does not include the entire span of issues faced by the Moro people,” Lidasan said. “However, this is now the chance perhaps, to firm up the framework, and make it favorable to the Moro people and not to the current administration,” she added.

For Lidasan, the burden to expand the consultation on the FAB now rests with the Philippine government.

“As we have observed, the consultations are only directed to the heads of local governments, and if you can see, even these local governments of the

autonomous regions in Muslim Mindanao are rocked with complaints from their constituents, which means some sectors of the Moro society have indeed been left out,” she added. (Cheryll D. Fiel/davaotoday.com)

Nature walk can be done in the boardwalk of the Baliangao Protected Landscape and Seascape. The boardwalk which was constructed beneath the mangrove forests connects the islets from the mainland. It also serves as a research laboratory that offers educational and scientific values for marine researchers or related studies.

Proclamation No. 418 dated November 22, 2000 declared the wetland areas of Baliangao as a protected area under the category of Protected Landscape and Seascape. It is under the management jurisdiction of the DENR and administered in accordance with the provisions of the National Integrated Protected Areas System (NIPAS) Act of 1992, and its implementing rules and regulations. A Protected Area Management Board (PAMB) was established to strengthen the conservation and protection efforts of the area.

Last year a 3 hectare mangrove rehabilitation project was undertaken within the area under the National Greening Program (NGP). Other activities conducted in BPLS include managing the protected area, implementing the Biodiversity Monitoring System (BMS) and the Nature Conservation, Education and Extension in schools or communities visited.

Prior to its proclamation as a protected area it was known as the Misom Sea Sanctuary established by the local government of Baliangao, Misamis Occidental pursuant to Resolution No. 01, Series of 1991. The 74-hectare marine reserve at barangay Misom was established by the PIPULI Foundation, Inc., an environmental non-government organization.

Solving poverty is not easy task. It cannot be accomplished by simply giving away bags of rice, sardines, milk and used clothing in some depressed areas. Handling away land titles to a few people cannot solve it.

These may help, but only a short time. Rather, we should give poor people new opportunities to manage their territories. Give them shovels, hammers, sickles, wheelbarrows, tractors, irrigation system and rice mills. Mist importantly, give them good education through proper teaching methods and good quality learning equipments. So that if they all start from farming? It doesn’t matter if they have small starting points, it will eventually get better through good and fair management. Even if the land be quite small for them, as long as they all work diligently and fairly, everything else will follow.

Unless of course selfishness and laziness sets in.

I guess the bottom line is that: people who live abundantly MUST share their blessings to those less fortunate ones. Sharing is a term that’s easy to say but so difficult act out.

What I am be writing, may be too idealistic for some, nut without a bit idealism.

All things seem mediocrity breeds boredom and boredom always leads to a haphazard, dull life.

COTABATO CITY – Mahigpit ang pagbabantay ng mga netizens sa pangasiwaan ng Autonomous Region in Muslim Mindanao na kung saan ay tila wala pa rin humpay ang mga sumbong ukol sa ibatibang anomalya sa pamahalaan.

Sa Facebook account ng grupong “ARMM WATCH” ay samut-sari ang batikos na tinatanggap ng ibatibang mga opisyal. Mga bintang ng pangungurakot mula sa mga ahensya hanggang sa luklukan ng kataastaasang tanggapan at kung anu-ano pa.

Nagsisilbing mga mata at tainga ang naturang social-media watchdog sa mga kaganapan sa ARMM at iba't-ibang isyu ang binabantayan mula sa mga ghost teachers, nepotism at ang gastusin sa pondo ng ARMM. Isang miyembro nito ang nagsabing: "SO THE PUBLIC MAY KNOW. I have a reason to believe that there are still remaining "ghost teachers" in the ARMM who are receving salaries without really teaching or reporting for work for

the simple reason that they do not have the knowhow to perform the job.

What they do is they pay other persons to do the dirty work while they do nothing at all. They are hard to find because they hide behind the veils of their protectors in the ARMM who are pretending to be champions of change and development.
