ZAMBOANGA City––Government intercepted assorted automatic weapons and arrested 2 men at a government checkpoint in Marawi City in the southern province of Lanao del Sur, officials said on Thursday. Officials said members of the 65th Infantry Battalion recovered a dozen automatic rifles, sub-machine gun and grenade launchers from Muslimin Binao Ali and Junaid Ali, who are now being investigated by the police. A REFLECTION ON CURRICULUM LEADERSHIP By Albert A. Vildosola Together with my 4 competent grade 1 teacher, we had conducted an evaluation and assessment of the eight week curriculum and it was very successful. Kellough and Kellough’s curriculum development model provides a lot of things and it opened our minds that our Early Childhood Experiences (Eight Week Curriculum) is indeed has some portion that needs to be enriched.There are some activities that are not necessary for the reading readiness development of the pupils, needs of the parents/society and the subjects were not completely provided and addressed. There are learning contents like songs, poems,rhymes,stories and events which are not familiar to the teachers who will facilitate the teaching learning activities.The activity was very challenging and I realized many insufficiencies in my role as curriculum leader: 1) To be effective,efficient and objective in the assessment of the curriculum,the school head who is the instructional and curriculum leader must have enough knowledge and background about the curriculum, its development and enrichment process.He is an instructional resource providing expert guidance in the assessment and enrichment process. 2) Feedback from the teachers,pupils and the community people about the curriculum used by the school should be property noted,accepted and analyzed as basis for the enrichment of the curriculum.The different learning activities in the enrichment curriculum should consider the different abilities, interest,needs and learning style of the pupils.3).The school head should be actively involved in the curriculum development and enrichment process.4) The school head must be committed to do his role as curriculum leader to ensure quality implementation of the curriculum.5) The changing needs of the learners,society and subject will be properly addressed if the curriculum should be regularly evaluated and revised.6).And the most important realization that I had in exercising my role as curriculum leader, I was able to identify significant problems re providing quality education through curriculum evaluation and enrichment and helped my teachers achieved the best in producing an enrichment curriculum for implementation. This is a good starting point in making difference in my school.

Crop Insurance for ARBs. The Department of Agrarian Reform (DAR) and the Philippine Crop Insurance Corp. of the Department of Agriculture (DA-PCIC) have linked arms to provide P1 billion worth of crop insurance protection to more than 200,000 agrarian reform beneficiaries. The insurance program aims to help farmers rebuild their farms against losses due to natural calamities and extreme weather conditions brought about by extreme climate change. Under the memorandum of agreement, the DA-PCIC will provide the agricultural insurance coverage fund of P1 billion while DAR will identify qualified ARBs and provide technical assistance and support services to facilitate immediate credit access. Gue, provincial board member Benedict Lagbas, former board member Wayne Militante, Congressman Unabia’s wife Erlinda and his chief of staff Bebeng Dumadag in the ceremonial milk toast signaling the start of the feeding program. Militante said this project of providing free milk eases the hardship of poor families with malnourished children as they now can allot their budget for milk to other needs. The AAMBIS-OWA party list has earmarked about P10-million for the milk feeding program that will be implemented for three months. Congresswoman Sarin said the program will cover 170 to 180 day care centers in the first district of Misamis Oriental. “Through this we can

make a difference in the mental and physical development of the child,” Sarin said. She added that the program is sustainable and has a high impact because it not only benefits the children but also the farmers of the province who produce milk. The recent projects of Congressman Unabia have included a “lugaw” feeding program for grown-ups, several agricultural programs including backyard poultry raising, swine raising, cattle distribution and irrigation, as well as livelihood programs for women and children in addition to infrastructure development such as school buildings and roads. Sarin said her party list has partnered with Congressman Unabia in a livelihood program for women in Balingasag that has been ongoing for two years now. “ This s o ap ma k ing project is one of the most successful livelihood projects,” she said adding that the beneficiaries have now increased production and widened their marketing reach.

Often times charity and generosity are equated with wealth and material things. This is the reason why many people reason out that they can not be generous because they don’t have wealth to share. That belief and wrong notion of charity and generosity must be corrected as early as possible to make people realize that everybody can be generous even the poorest of the poor. As a grade six class adviser of Francisco LL. Laya Memorial Integrated School, in Pindugangan, Tipanoy, Iligan City, I usually emphasized to them the value of generosity wherein it is a service, understanding and sharing to one another for the benefit of other person. A generous person experience the joy of giving; when he gives, he does not feel it like a burden but a pleasure in his part. Whe n mont hs of “ber” came in , I usually planned out an activities for an outreach program. Within this school year , it was agreed that they will give gift to those pupils which are indigent or less fortunate. Parents were also informed regarding this matter. Being their adviser I told them to gather some waste materials or “didang” to sell it in the junk store so that they can buy things or goods as their gifts for the indigent pupils in our

school which includes grades I to VI pupils. We only limit the number of pupils to receive the gifts, for our money can not suffice the number of population we had in our school. We asked first the recommendation from their class advisers in which they know the background of their pupils. All of them participated the activity and gave an amount for that purpose. Last December 20,2012 was our children Christmas program and party in which we prepared 50 gifts for the less fortunate children. During the program, we call them one by one and gave simple gifts as a sort of our Christmas gift. Pupils were very happy holding their bag of gifts in which for the first time in their life they receive a gift from their schoolmates . Aside from the pupils they also gave simple presence to the FLMIS teachers as their mentors or guiding stars of their life. The generosity shown by my pupils during that day inspired me a lot that they have done good things to their fellowmen even if they belong to a poor family. It is said that it is “more blessed to give than to receive”; “if you want to be a Christian with a spirit of generosity, give preference to others……it takes humility to do that things.”

PDRRMC bares relief assistance to 'Pablo' victims in Agusan Sur By David M. Suyao

PATIN-AY, Prosperidad, Agusan del Sur, Jan. 20 -- Members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) convened January 16 and discussed the relief goods delivered to typhoon "Pablo" victims and the added requirements for food and materials that will enable victims start normal lives. According to the report of the Social Welfare chief Flordeliza Obani, the provincial government had delivered 38,000 packs of food relief goods each containing five kilos of rice, six tins of sardines, and another six sachet of noodles to 39,575 affected families since December 7, three days after Pablo ravaged the province of Agusan del Sur. The report stated that six municipalities presented the number of families affected and the corre-

sponding food relief goods extended. The municipality of Veruela had 7,371 affected families and it released 350 sacks of rice, 16 cases of sardines, 30 cases noodles, five boxes coffee, and five sacks sugar. Trento had 7,999 affected families and released the same number of family packs. Sta. Josefa recorded 5,135 families affected and released 300 sacks of rice, 20 cases sardines, and 35 cases noodles, while Loreto had

6,381 families affected and released 500 sacks of rice. La Paz had 4,695 families affected and were given 240 sacks of rice, 240 boxes of noodles, and 240 boxes of sardines, while Bunawan released 8,292 family packs to 7,994 affected families. The Department of Social Welfare and Development Caraga Region had also extended help in terms of 18,460 family packs, and non-food relief goods During the holidays, such as nails amounting DSWD distributed 28,504 to P1,793,711, with a total Noche Buena packs to Buamount of P4,857,379. nawan, Sta. Forester Tamayo has officially assumed the post on January 02, 2013 and filled the void at the DENR-13 top regional management post, left by Assistant Secretary Marlo D. Mendoza, who quit his post barely four months after taking the assignment on July 1,2012. Until then, Forester Tamayo served as caretaker of the DENR-13, in his capacity as the regional technical director for the Forest Management Services. GENERAL SANTOS City -- Mayor Darlene Antonino-Custodio has called on residents to clean up their respective surroundings to avoid clogging of the city’s drainage system. She made the appeal in the aftermath of the low pressure area (LPA) that brought days of heavy rains in the city and left several barangays here submerged in flood waters. The City Disaster Risk Reduction and Management Council (CDRRMC) has attributed the recent flooding not only to the drainage system of the city that needs upgrading, but also to the tons of garbage that clogged the canals. Barangay Baluan, the most hit area, was declared under State of Calamity after its creek overflowed because of the accumulated garbage that blocked the waterways. The City Social Welfare and Development Office (CSWDO) identified 631

families affected, according to Social Welfare Officer III Thelma Monderondo. Mayor Custodio said every household should make it as a system to segregate their garbage to reduce residual wastes or the waste that is left after some items have been separated for recycling. “Only 30 percent of our household wastes are residual; 70 percent of it could still be reused and recycled,” she emphasized. The mayor advised residents to pick up even a small piece of litter scattered in the streets and dispose them properly. “Do not ignore a small of piece of litter because when the rain comes all pieces of trash will go to our drainage and accumulate

KORONADAL City - DENR12 Regional Executive Director Datu Tungko M. Saikol has called on the management of Petron Corporation to join the National Greening Program (NGP) to mitigate the effects of climate change. He made the call in his keynote message during the awarding of certificates of compliance to International Standardization Organization (ISO) 14001:2004 to eight of the 71 Petron service stations in the region. The event was held on January 16 at East Asia Royale Hotel in General Santos City. ISO 14001 is concerned with the implementation of a fully integrated and effective Environmental Management System (EMS). An EMS is designed to address the delicate balance between maintaining profitability and reducing environmental impact. The environment official commended the management of the oil refining and marketing company for their conscious efforts in mitigating environmental impact even going beyond regulation. “As an organization which espouses environmental stewardship, I encourage you to continue to serve as an inspiration in promoting the best practices that will help the government in protecting the environment,” Director Saikol said. He also extended his compliments to the awardees for choosing “to tread the right path, though how difficult and stringent the rules are” and called the occasion as “another milestone in the company history worthy of celebration.” Moreover, Saikol bared that addressing climate

change remains a top priority of DENR Secretary Ramon J.P. Paje. This is in consideration of the fact that the Philippines is among the countries in the world most vulnerable to this global phenomenon given the number of deadly typhoons visiting the country every year. “Mitigating and adapting to climate change have long been inherent in the mandated functions of the DENR, more so since the country has been considered as one of the most vulnerable to its adverse effects,” Secretary Paje pointed out in a statement. According to the 2013 Global Climate Risk Index, the Philippines placed fourth among more than 190 countries around the world that have suffered the most extreme weather events such as flooding and storms over the past 20 years. The DENR has undertaken initiatives to reduce carbon emissions through its greening and anti-air pollution programs. Director Saikol also announced that his office is now drawing up fresh action plans to meet its target to plant almost 8 million seedlings of trees on close to 16,000 hectares for 2013 under the National Greening Program. “This is our regional share in seeing to it that some 1.5 million hectares will be planted with 1.5 billion trees nationwide by 2016,” he said. God gives us the strength and grace we need to endure any circumstance and to overcome any disappointment. His peace will guard our hearts when we look to Him. Call upon the name of the Lord. He cares for us.

The fact is that, whether or not there is a romantic dalliance between her and the Senate President, all of us should not lose sight of the fact that the center of the controversy here is the misuse of millions of government money by lawmakers who were sworn in to protect the country and its people at all times. WHAT IS K TO 12? By Albert A. Vildosola The Department of Education had already implemented the K to 12 Curriculum, yet some people are still asking what is K to 12 all about. K to 12 means Kindergarten and the 12 years of elementary and secondary education. Kindergarten points to 5- year old child who undertakes the standardized curriculum of preschoolers. Elementary education refers to 6 years of primary school (Grades 1-6) while secondary

education means four years of junior high school (Grades 7-10). In addition to this, two years are now allotted for senior high school (Grades 11-12). K-12 would simply mean extending basic education by two years, so instead of having a high school graduate at 15 years old, we will have high schoolers graduating at 17. The grade 1 and grade 7 schoolers enrolled for SY 2012-2013 are the first

beneficiary of this program. The DepEd discussion paper (2010) on the enhanced K-12 basic education program explains that this new setup seeks to provide a quality 12-year basic education program that each Filipino is entitled to. Furthermore,the purpose is not simply to add 2 more years of education but more importantly to enhance the basic education curriculum.

Ragandang said the soft opening of Kaamulan will be on February 18. The annual festival runs up to March 10, which was until last year the day the province marks its foundation anniversary. Kaamulan is an annual celebration in the province to honor customs and traditions of the seven tribal groups in Bukidnon namely the Bukidnon, Higaonon, Talaandig, Manobo, Matigsalug, Tigwahanon and Umayamnon.

The video clip became viral and Lao was flooded with comments, a lot of which were insults. Sereno said there has to be a balancing act between the freedom of expression and protection of citizens’ right to privacy. She said there are those who commit suicide due to cyberbulllying.

Colmenares argued that offenses such as libel through newspaper articles does not have a substantial distinction between libel committed via Internet, and information and communication gadgets, which the law penalizes. Colmenares said Sections 6 and 7 of the law violate the rights against double jeopardy and rights to equal protection of the law and due process. “The law allows what the Constitution prohibits so that the law should be struck down,” Colmenares said. Section 6 punishes crimes covered by the Revised Penal Code “committed by, through and with the use of information and communications technologies” by one degree higher; and Section 7 provides that a prosecution under the law shall be without prejudice to any liability under the penal code. Justice Diosdado Peralta agreed with Colmenares. “There is really something wrong here,” Peralta said, referring to Section 7. Dangerous The justices also took note of other “dangerous” provisions of the law such as Section 19, which empowers the Department of Justice to block computer data, also referred to as “take-down” provision of the law and Section 12, which allows the real-time collection of traffic data. Cruz said the law violates the right against warrantless search and seizure. “Section 19 amounts to a general warrant issued by Congress to DOJ,” he told the justices. Cruz said the DOJ may restrict or block one’s access to his or her computer data should the agency deem prima facie or on first appearance that the user was violating the law. “How do we start determining prima facie evidence? Does that mean law enforcement agents can now snoop around?” De Castro asked. Disini, meanwhile, pointed out that there are no restrictions on the amount and scope of data law enforcement agencies can collect. Disini said any collection of real-time data should be covered by a court order so that that precise data to be collected would be specified. De Castro asked: “Is there any way for the ordinary citizen to know they’re only

collecting traffic data and not content data?” Disini said in response: “None. The ability to collect copious amounts of data is unparalleled.” De Castro also noted that the law does not define what “due cause” means. The law allows the DOJ to collect traffic data with “due cause.” In defense of the law, Leonen asked: “Isn’t ‘due cause’ enough? Isn’t Amazon, for instance, already collecting your traffic data and using this? Where is the ‘balance’? What can the state do to protect itself and the citizens from hacking, phishing, spam?” Sereno said that tracking online data is necessary to obtain information on several criminal activities, such as money laundering. Other countries must also be active so that the rank can also be recorded in IAMURE website metric. Therefore, Asian countries, especially, ASEAN, will not be left behind by other poles of world countries: USA and European, as referred to the rank that was in Prof. Dr. Tatik Suryani’s key note speech. It was given evidence that Asia, and especially ASEAN countries, have been in lower rank, in terms of academic or scientific record, as listed in Google scholar or any other web-metric ranking measurement. ASEAN and Asia should make their own academic record. This IAMURE, as international consortium, in the long run, can become the metric system when this international scientific organization is always trying to gain its

tremendous Google records. Or, at least it can make the members have high rank due to its accessibility in website. Tetangco, for his part, was also one of Global Finance’s best Central Bank governors in 2006, 2007, 2011 and 2012. Tetangco was likewise recognized as the 2012 Emerging Markets Central Bank Governor of the Year for Asia. According to The Banker, the Philippines’ economy has performed strongly in the past year. Its growth in the third quarter of 2012 was the second highest in Asia after China, the Londonbased publication added. “Ratings upgrades in the past year have put the Philippines just one notch away from investment grade—the level of Indonesia—which the country now has its sights on,” The Banker pointed out. It added: “The sound monetary policy of the Bangko Sentral ng Pilipinas (BSP) and its governor, Amando Tetangco, has contributed to these improvements that have recently pushed the Philippines into the spotlight.” To these praises, Tetangco replied, “We are proud to have contributed to the macroeconomic stability that our country now enjoys.” The article also noted how 2012 was the fourth consecutive year the BSP has kept inflation under target— as inflation in November 2012 was only 2.8 percent (well within the BSP’s target of 3 to 5 percent). “Such a benign inflation environment has allowed us to implement monetary policy supportive of economic growth, which was 6.5 percent for the first three quarters of 2012,” Tetangco said. The BSP, according to The Banker, is presently considering lowering its inflation target range in

2015 to 2–4 percent. This new target range, explained Tetangco, should signal to the market that “we are serious about keeping prices low and stable.” The Banker also mentioned how the Philippines has been recognized for placing importance on both the stability of the banking system and consumer protection. Tetangco said of this in the article: “Our banking system has remained sound. It is growing. It is liquid.
