He said three soldiers were also wounded in the fighting. “Our troops killed at least 3 rebels and recovered their bodies and automatic weapons,” Cruz told the Mindanao Examiner. said PBGEA members “have been hurting for long” and could no longer afford to pay their workers especially since production areas and packing plants have decreased as an effect of weather disturbances. What hurt the banana industry last year was a series of natural and man-made catastrophes such as typhoons and other weather disturbances, spread of diseases including Fusarium Wilt (Panama Disease) and the appreciation of the peso against the US dollar. “It is a real fact. Banana growers have been hurting for long. The continuous appreciation of the peso has been making our situation more difficult. We have no other recourse but to resort to cost-cutting measures and minimize operation costs including payments

for salaries and wages and the accompanying compulsory contributions, benefits and incentives intended for the workers,” Antig said He also said that “total export volume in 2012 was down by more than seven percent compared to 2011 figure.” In December alone, the banana industry in Mindanao suffered losses peg at P7 billion when Typhoon Pablo (Bopha) lashed the southern Mindanao. Pablo destroyed at least 14,186 hectares of banana plantations mostly located in Compostela Valley province, which is about a fifth of all standing bananas in Mindanao. 9,020 hectares of these were owned by small growers while the other 5,166 hectares were owned by corporate farms. PBGEA said most of the plantations were for Cavendish bananas. Antig said it will take at least nine months to rehabilitate

the 14,000 hectares of banana plantations. “Considering the size of the area that will have to undergo soil analysis and treatment, it will take some time before banana bunches can be harvested again. We are talking of more than 14,000 hectares of which not all may be fit for banana production anymore,” he added. He, however, said that the retrenchment will only be temporary. In 2012, the banana export industry directly and indirectly provided jobs to more than 300,000 people with an estimated annual payout of P38 billion for salaries and wages. Earlier, PBGEA estimated that potential revenue losses of the banana planters in terms of lost harvests for this year due to “Pablo” alone is P8 billion The southern Philippine island of Mindanao is host to 80,000 hectares of banana plantations, making the crop one of the country’s top fruit export, second only to pineapple. Third largest is Philippine mango. The country’s export of bananas defied global trade slowdown last year, keeping the Philippines total exports on the growth path despite the decline of the country’s manufactured exports, the PhilExport said. Industry leaders doubted if the industry could recover fast enough to sustain double-digit

growth this year. The PBGEA, meanwhile, praised the government for its assistance to the banana industry. Reports said that the Agriculture department in southern Mindanao (Region XI) will start releasing the P33 million rehabilitation fund to banana growers this week. This is broken down to P5,750 per hectare for clearing operations, farm equipment and four bags of fertilizers. The Agrarian Reform department also assured agrarian reform beneficiaries of production loan assistance through cooperatives. Also, the Labor and Employment department, in partnership with the International Labor Organization (ILO), is allocating P6.5 million for emergency employment and livelihood aid for affected banana workers and students in Compostela and Davao Oriental through the Sagip Manggagawa and Sagip Magaaral projects. The Land Bank of the Philippines, on the other hand, has opened a window that will finance the rehabilitation of banana farms to a maximum of P430,000 per hectare at six percent interest rate fixed for ten years. A supervised credit, the borrower will be granted a two-year moratorium on the payment of principal and interest. (Bong D. Fabe)

JV Ejercito Estrada thanks PNoy for Kasambahay act SAN JUAN City Representative JV Ejercito Estrada expressed gratitude to President Benigno Aquino III amid reports that PNoy has already signed into law the Domestic Workers’ Act, widely known as Kasambahay Act. “I’m very thankful to President Aquino for his concern over the plight of household helps who have long been at the mercy of their respective employers,” Ejercito Estrada said. “This is the best gift we can give at the start of the new year for these hardworking men and women who tend to our homes and take care of our children.” The Kasambahay Act ensures the rights and welfare of the estimated 2 million household helps all over the country and also pegs their minimum salaries. Description: https://mail. google.com/mail/images/cleardot.gif Under the new law, the minimum salary of a domestic helper is pegged at P2,500 in Metro Manila, P2,000 in chartered cities and first-class municipalities, and P1,500 in the rest of the country.

The law orders the Regional Tripartite Wages and Productivity Board to determine succeeding salary increases following consultations with stakeholders. Apart from monetary compensation, which includes a 13th-month pay, the law also mandates employers to enroll their househelpers in Social Security System, Philhealth, and Pag-ibig Fund and to pay part of their monthly contribution. Also, domestic helpers should be afforded at least eight hours of rest every day and a day off a week. “Most household helps have very little education,” Ejercito Estrada said. “That is why I’m glad that my proposal to require employers to allow their household helps to complete their basic education has become part of the new law.” A similar bill was first filed 15 years ago. The current bill went through countless modifications before it was finally approved in the 15th Congress in the first week of December. The San Juan lawmaker, as vice chairman of the Committee on Labor, is among those who shepherded the bill through the House of Representatives.

THINK a minute. Ever hear the expressions “Like father, like son?” or “The fruit doesn’t fall far from the tree?” Two families in America were studied for many years. One was the Max Jukes family ; the other was the Jonathan Edwards family. What was discovered in this study is very interesting. Max Jukes was a man who did not believe in God or strong principles of right and wrong, and he married a woman like himself. More than 1,200 of their descendants were studied for several generations. At least 310 became professional beggars; 440 died of sexually transmitted diseases; 130 were sent to prison, seven of them for murder; over 100 be-

Think A Minute Jhan Tiafau Hurst came alcoholics; 60 became professional thieves and robbers; and 190 became prostitutes. Only 20 learned a profession, and10 of those learned their trade in prison. Jonathan Edwards, however, was a man who daily lived by the principles of Jesus Christ, and he chose to marry a woman who also had a personal relationship with Christ. Their descendants were studied over generations also.

At least 300 of them became Christian ministers, missionaries, and theology professors; over 100 others became university professors; another100 became lawyers and attorneys; 30 became judges; 60 became medical doctors; another 60 became writers of published, popular books; 14 became presidents of universities; many others became successful business people; three became United States congressmen; and one became the Vice

President of the United States. It is clearly true that our children end up following our example much more than following our advice! You cannot train up your child in the way you’re not going yourself. But you can start changing and going that way today—by asking the One Who invented families to forgive you for your wrong way of living. Then ask Jesus Christ to take charge of your heart and character. As you start living His way every day, you will start showing your children the successful, right way of living. And they will also teach their children, who will then teach their children. Because well trained children grow up to train their children well. Just Think a Minute.

They hope that discrediting City Mayor Vicente ‘Dongkoy’ Emano would abbreviate moves to gain support from local residents. The local political opponents are relying on the Pimentels influence to Cris Diaz pin Emano through various forms of accusations. It is unfortunate ‘though that local residents understand the kind of political persecution that the Pimentels are doing against Emano. Why the Pimentels hate Emano is a story unknown to many. ‘Dongkoy’ and former Sen. ‘Nene’ Pimentel, Jr., were together during the pre-martial law struggle. In 1986, at the height of the anti-Marcos movement, ‘Nene’ and ‘Dongkoy’ were in the forefront of the anti-martial law movement in Northern Mindanao. ‘Nene’ organized the Partido ng Demokratikong Pilipino (PDP) political party. ‘Dongkoy’ was one of the leaders of ‘Nene’s PDP. When the political opposition ousted Marcos from power, Cory Aquino appointed ‘Nene’ as minister of the interior and local government of the ‘revolutionary government.’ Nene declared all elective positions in the government vacant replacing them with ‘officer-in-charge’ as part of Aquino’s transitional government. Nene appointed ‘Dongkoy,’ then an elected town mayor of Tagoloan in Misamis Oriental, as OIC governor

of Misamis Oriental. In the 1988 elections, Dongkoy became an elected Governor while ‘Nene’ won a seat in the Senate. The election ended the Cory Aquino’s ‘transition government.’ When the country’s political atmosphere gradually returned to normalcy, ‘Dongkoy’ organized the Padayon Pilipino as a political organization. In 1988, the Padayon Pilipino emerged as one of the political organizations in Misamis Oriental. ‘Dongkoy’s’ Padayon grew by leaps and bounds as ‘Nene’s’ PDP in Cagayan De Oro City gained strength. In the 1992 synchronized elections, Dongkoy’s Padayon Pilipino swept the provincial elections when almost all Padayon Pilipino candidates won in their towns. Dongkoy and his entire political ticket won in the gubernatorial and provincial board elections. In 1998, Dongkoy ran for mayor in Cagayan De Oro City under the Padayon Pilipino and slugged it out with ‘Nene’s’ PDP bets. Dongkoy and his Padayon ticket won against ‘Nene’s’ PDP. Perhaps, that was the start of the ‘Nene’-‘Dongkoy’ political tirade. ‘Nene’ was probably angry of Dongkoy and claimed that Padayon Pilipino was a breakaway group of PDP. ‘Nene’’ could not accept that ‘Dongkoy,’ a mere city mayor, and a former PDP follower could have the heart of crippling the PDP in its own turf in Cagayan De Oro. This anger must have been exacerbated when ‘Nene’s’ son ‘Koko,’ a bar top notch, lost in a mayoral race against ‘Dongkoy’ in Cagayan De Oro by a margin of over 50,000 votes in the 2001 national and local elections. Other people will kill, too, due to injustice LIFE’S INSPIRATIONS: “… If any of you lacks wisdom, you should ask God, who gives generously to all without finding fault, and it will be given to you…” (James 1:5, the Holy Bible). -ooo“OVER-SELF CONDIDENCE WORSENED CHINA SEA ROW”: Roman Catholic priest and San Beda College School of Law dean Fr. Ranhillo C. Aquino is blaming what he calls the “over-self confidence” of the Aquino government in the continuing impasse and lack of a peaceful resolution over the Panatag Shoal and South China Sea controversies which now threaten to plunge the Philippines and its ally, the US, into a fullscale war with China. In an inter view last

Kakampi mo ang batas Atty. Batas Mauricio Wednesday, January 23, 2013, with DZXL, the top Manila station of the Radio Mindanao Network, Aquino said “masyado kasing bilib sa sarili ang gobyerno kaya hanggang ngayon di pa nalulutas ang problema sa China” (“the government is too over-confident in itself so that up to now, the problem with China remains unresolved”). -oooINT’L ARBITRATION IS THE SOLUTION: Fr.

Aquino claimed that what the Aquino government did just a few days ago---filing a case with an international tribunal to compel China to arbitrate a solution to the on-going wrangling between it and the Philippines, initially over Panatag Shoal and later on over the whole South China Sea (now unilaterally re-named by the Aquino government as West Philippine Sea)---was the best step towards ending the dispute, and not some

other initiatives which, he said, only heightened the problem. “Had the Aquino government pursued international arbitration right from the start, the problem would have been solved by now,” Fr. Aquino said. He also lambasted the government’s insistence to solve the problem by itself, saying that being a small country compared to China, the Chinese was not really disposed to listen to what Filipinos were complaining about earlier on. -oooOTHER PEOPLE OUT TO KILL, TOO, BECAUSE OF INJUSTICE: Fidel Castillo, a fellow member in the Facebook group “Friends of Teddy Casino---Pulitika injustice | page 10

CEB flies 13.26m guests in 2012, posts 11% growth THE Philippines’ largest national flag carrier, Cebu Pacific (PSE: CEB) flew 13.26 million passengers from January to December 2012, an increase of 11% over 11.93 passengers in 2011. CEB attributes this increase to strategic expansion in its domestic and international operations in 2012. It launched direct flights from Manila to Hanoi, Siem Reap and Xiamen, as well as from Cebu to Bangkok and Kuala Lumpur last year. The airline also pioneered direct flights from Iloilo to Hong Kong and Singapore. This expansion, as well as seat sales and strengthened tourism promotions, led to notable passenger growth in the following international markets: Malaysia (21%), Taiwan (22%), China (29%), Vietnam (30%) and Brunei (32%). A total of 10 domestic routes were also launched, paving the way for more air travel in various parts of the Philippines. This includes flights from Davao to Dipolog and from Zamboanga to Cagayan de Oro, routes which were previously served by buses plying 12-14 hour rides. Domestic passengers from the airline’s Cebu hub grew by 20%, while its Davao hub grew by 16%. “It is very fulfilling for us in the Cebu Pacific team to continue giving travellers new destinations, the lowest fares and direct flight options. The Philippines’ momentum when it comes to tourism buzz will be supported by Cebu Pacific’s expansion to more regions in the world,” said CEB VP for Marketing and Distribution Candice Iyog. CEB is slated to launch twice weekly Manila-Bali (Denpasar) flights in March 16, 2013. It will also launch its long-haul operations with its first Manila to Dubai flight on October 7, 2013. Lowest year-round fares to Bali start at P3,499, while lowest year-round fares to Dubai are as low as P6,999. CEB currently operates 10 Airbus A319, 24 Airbus A320 and 8 ATR 72-500 aircraft. Its fleet of 42 aircraft is one of the most modern aircraft fleets in the world. Between 2013 and 2021, Cebu Pacific will take delivery of 18 more Airbus A320 and 30 Airbus A321neo aircraft orders. For bookings and inquiries, guests can go to www.cebupacificair.com, or call the reservation hotlines (02) 7020-888 or (032) 230-8888. The latest seat sales and promos can also be found on CEB’s official Twitter and Facebook pages.

open-pit mining. The provincial board reiterated its stance Monday in a resolution maintaining the validity of Section 2 Paragraph B of the Environment Code, which prohibits the open-pit mining method in the province. The resolution approved by the plenary puts the issue of lifting the open-pit ban in the hands of the court. Until such time that the court decides that it is illegal or unconstitutional, the open-pit ban enjoys the presumption of validity, the gist of the resolution showed. “Our stand is only a court of law can declare whether the ban on open pit mining is valid or not,” Vice Gov. Elmo Tolosa said in a text message Wednesday. In an order issued on May 22, 2012, lawyer Anselmo Abugan, Department of Environment and Natural Resources (DENR) assistant secretary for legal affairs, rejected the appeal of Sagittarius

Mines for the reconsideration of its rejected application for an environmental compliance certificate (ECC). The junking of the appeal was anchored on the open-pit ban imposed by South Cotabato, the same reason cited by Environment Secretary Ramon Paje in rejecting on January 3, 2012 the firm’s ECC application. “We are returning herewith the application documents with instruction to deny the same, without prejudice to resubmission, until the issues and concern on the use of open-pit mining method shall have been clarified and resolved by the company [SMI] with the provincial government of South Cotabato,” Paje said in his memorandum. Sagittarius Mines has elevated its appeal to the Office of the President but no decision has been announced so far. John Arnaldo, Sagittarius Mines external communications and media relations manager, said in an emailed statement last year that “the legal process is not a preferred

option of the company” in settling the open-pit mining ban imposed by South Cotabato. Earlier, Tolosa, the provincial board’s presiding officer, stressed that “the arguments of the provincial government on the primacy of local autonomy, referring to the ban on open-pit mining, have been valid along the way despite opinions on the contrary.” For his part, South Cotabato Gov. Arthur Pingoy Jr. also said the open-pit ban remains in effect unless the court nullifies it. The prohibition on openpit mining method was approved in June 2010 before then South Cotabato Gov. Daisy Avance Fuentes stepped down from power. She is now the representative of the Second District of South Cotabato. Last year, four Catholic bishops in the region issued a joint statement urging the stay of the province’s openpit ban. Cotabato Archbishop Orlando Quevedo, former president of the Catholic Bishops Conference of the Philippines, Bishop Dinualdo Gutierrez of the Diocese of Marbel, Bishop Guillermo Afable of the Diocese of Digos and Bishop Romulo dela Cruz of the Diocese of Kidapawan have petitioned the Sangguniang Panlalawigan of South Cotabato to refrain from amending the open pit mining ban contained in its environment code. The bishops filed their petition to the SP with the attached signatures of about 30,000 residents from the four dioceses to maintain the prohibition on open-pit mining. In September 2010, the Regional Mineral Development Council, chaired by Constancio A. Paye Jr., also the regional director of the Mines ERRATUM ERWIN CABANGBANG Extension with DUAL CARGOES CASE NO;2012-10-1905

and Geosciences Bureau, filed a petition before the provincial board for the review and lifting of the open-pit ban, saying it is against Republic Act 7942 or the Philippine Mining Act of 1995. Sagittarius Mines will employ the open-pit mining method in its Tampakan project to excavate an estimated 15 million tons of copper and 17.6 million ounces of gold, the company said. (Bong S. pendence was formally granted by America on July 4, 1946, the economy of Cabadbaran grew with gains in agriculture and technology. Rice and corn remained as staple crops while copra and abaca production made headways to markets in major cities like Cebu and Manila. New sources of wealth were found by enterprising local businessmen from the forest and mountains of Agusan. While small-scale gold mining had already began earlier, the entry of Manila Mining Corporation in the 1960s in mineral-rich Pirada, Del Pilar brought income to many Cabadbaranons in terms of employment. Until today, gold mining attracts not a few individuals in search for this precious metal. Logging, a bane to the environment but a boon to businessmen, also provided employment and income to many people of Cabadbaran in the 1960s until the 1970s. As the economy grew, strides were made in the field of education with the establishment of high schools and lately, colleges in Cabadbaran. Politics In Agusan, politics is family-centered. The Curatos, Ategas, Rosaleses, Aquinos, Calos, and the Plazas have indelibly left their marks in the administration of the province until after it was divided on June 16, 1967 under Republic Act No. 4979 into two provinces: Agusan del Norte and Agusan del Sur. Lately, the Amante family assumed undisputed leadership in Agusan del Norte when the province’s political forces coalesced under Governor Erlpe John Amante. In the on-going rift between Senate President Juan Ponce Enrile and Sen. Alan Peter Cayetano, for example, there are two general reactions. The first is that, the public dispute is benefiting the people, because information about wrongdoings in the Senate, normally hidden from the public view, as well as unfavorable private lives of the Senators, are disclosed to everybody’s delight. The second is that, many people are now calling for the abolition of the Senate as a government institution, in view of the perception that senators are only out to benefit themselves with the people’s money. -oooINTERNET A READY MEDIUM: Then, the Internet---Facebook in particular---is a ready and alwaysavailable medium through which character assassination and muddling the issues in any given controversy could be resorted to, with impunity. One example is an item now being posted and reposted in Facebook, which was an article headlined years ago yet in the US newspaper “Chicago Tribune”, detailing Senate President Enrile’s marital woes and his supposed romantic link with his chief of staff then. The film’s synopsis: One morning, residents of a rural village are horrified when the sun rises in the West. According to Islamic belief, this phenomenon signals the Apocalypse or Qiyamah. A family reconciles with its own dark past as the village confronts its own share of secrets and myths. Then a tragedy strikes when a young woman is raped and her brother brutally murdered as he tries to avenge her. Steep in superstition, the villagers attribute these to the Devil

himself. Today, January 25, the 10 CINEMAGIS finalists will premiere at the SM City Cagayan de Oro Cinema 2 from 10:00 in the morning to 2:00 in the afternoon, 1:00 to 3:00 pm at the XU Little Theater, Xavier University.
