PLP calls for probe on shooting rampage in Cebu’s Palace of Justice THE Prosecutor’s League of the Philippines (PLP) yesterday condemned the shooting rampage that happened inside the Palace of Justice in Cebu City that killed three people, including the gunman.

On Tuesday morning, work at the Palace of Justice in Cebu City was suspended shortly after 65-year-old John H. Pope, a retired Canadian journalist, shot and killed Dr. Rene Rafols, and his lawyer, Julian Atias inside the courtroom of Judge Anatalio Necesario of the Municipal Trial Courts in Cities (MTCC).

Rafols and his lawyer were waiting for the trial of the five counts of malicious mischief he filed against Pope.

Pope went outside and shot Assistant Cebu City Prosecutor Maria Theresa Casiño, also in the head, while she was on her way to the courtroom of Municipal Trial Court in Cities Judge Pamela Baring-Uy. Doctors at the Chong Hua Hospital in Cebu City are still trying to extract the

bullet lodged in her head.

Pope was treated for a gunshot wound in the neck at the Cebu Doctor’s Hospital, but he died at 10:50 a.m. Tuesday.

Police ruled out earlier reports that Pope committed suicide.

Cebu City Police Chief Mariano Natuel clarified that the gunman was neutralized by Police Officer 1 Uriel Hagupit.

Jaldon said that since 9 p.m. Saturday, Tamugan River, one major tributary of the Davao River started to overflow which prompted them to warn the downstream communities as the water level would surely rise in few hours.

He said that Lasang River also swelled as early as Saturday, causing 90 families along its river banks to evacuate to the Navarro National High School.

“No one was reported drowned since the water level rose and the subsequent rescue operation in various areas,” Jaldon said.

He said more than 20

distress calls asking for rescues were received by their office since the rise of the water level occurred.

Jaldon also observed that since the affected areas are used to flood, the coping threshold of the residents is so high that they only evacuate when the water reaches the critical level.

He said initial warning had been issued as of 9 p.m.

Saturday due to the flooding upstream but many did not listen to the advice.

DA-Caraga turns over corn postharvest processing center to farmers cooperative BUTUAN City––In an effort to boost corn industry in Caraga region, the Department of Agriculture turned-over another village type corn postharvest processing center in Brgy.

Gracing the occasion was Regional Technical Director for Operations Edgardo Dahino of DA Regional Field Unit 13, Butuan City Mayor Ferdinand Amante Jr., Tiniwisan Brgy. Captain Demetrio Tabelon, members and officers of Saint Gabriel Multi-purpose Cooperative (SGMPC) as recipient and other officials and barangay residents.

Mayor Amante said that the project is a big help towards realization on their vision to make Butuan a sustainable city particularly in terms of agriculture.

“Kini nga proyekto dakong tabang aron matuman ang among mga tinguha nga ang Butuan mahimong sentro sa agrikultura sa Mindanao (This project is a big help in realizing our dream to make Butuan the center of agriculture in Mindanao), Amante added.

First was turned-over last year in Brgy. Malicato, Las Nieves, Agusan del Norte. The counterpart of the recipient is the lot and building where the project is situated.

PDRRMC bares assistance to 'Pablo' survivors

AGUSAN del Sur - Members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), in a meeting on January 16, have discussed the relief goods delivered to typhoon "Pablo" survivors and the added requirements for food and materials for them to start normal lives.

According to Provincial Social Welfare Chief Flordeliza Obani, the provincial government had delivered 38,000 packs of relief foods, each containing five kilos of rice, six tins of sardines and six sachets of noodles to 39,575 affected families since December 7, three days after Pablo ravaged the province of Agusan del Sur. The report stated that six municipalities presented the number of families affected and the corresponding food relief goods extended.

The municipality of Veruela had 7,371 affected families given 350 sacks of rice, 16 cases of sardines, 30 cases noodles, five boxes coffee, and five sacks sugar.

Trento had 7,999 affected families and released the same number of family packs.

Sta. Josefa recorded 5,135 families affected and released 300 sacks of rice, 20 cases sardines, and 35 cases noodles,

while Loreto had 6,381 families affected and released 500 sacks of rice.

La Paz had 4,695 families affected and were given 240 sacks of rice, 240 boxes of noodles, and 240 boxes of sardines, while Bunawan released 8,292 family packs to 7,994 affected families.

The DSWD Caraga Region had also extended help, in terms of 18,460 family packs, and nonfood relief goods such as nails amounting to P1,793,711, with a total amount of P4,857,379.

Duringtheholidays,DSWD distributed 28,504 Noche Buena packs to Bunawan, Sta. Josefa, Veruela, and Trento amounting P10,255,000. Each pack contained bread, bottled juice, and canned goods to be shared by each family on Christmas eve.

World Food Program also gave 8,564 families nine kilos rice per family through the PSWD. The Philippine Red Cross Agusan del Sur Chapter gave food items to 5,253 families and non-food items to 635 families of Rosario, Bunawan, Trento, Sta. Josefa, Veruela, and Loreto.

BUTUAN City – Police operatives of Surigao City have recovered some P12,300 worth of stolen items and arrested the suspected robber, identified as Noe Hinautan Selle, alias “Weng weng”, 18 years old, single, jobless and a resident Purok-10, Brgy Quezon, said city.

The suspect was nabbed at the Surigao City Public Market, morning of January 16, this year.

1 Dead in road accident

CAMP Rodriguez, Butuan City – A 22-year old person, identified as Marlon Silosoy Martinez of Purok-5, Brgy Tagbongabong, RTR, Agusan del Norte was killed in a road mishap, 6:18 in the evening of January 21, along the national highway of Purok-2, Brgy Basilisa, same town.

Police records show that Martinez, on-board his motorcycle, was heading towards Cabadbaran City when he accidentally collided with another motorcycle driven by Romeo

Nangdangan Posadas, 63 years old, married of Purok-2A, Brgy Ampayon, Butuan City.

Posadas, who was then coming from opposite direction, overtook a ten-wheeler truck driven by Feleciano Corvera Sumayang, 42 years old, single, of Purok-5, Brgy Taguibo, Butuan City.

The impact caused Posadas to swerve and crash into the incoming ten-wheeler truck.

Sustaining severe injuries, he was brought by the responding elements

of RTR MPS to the Butuan City Medical Center for medical treatment, but was pronounced dead an hour later by the attending physician.

Jimenez sustained minor injuries and was referred to the Cabadbaran Emergency Hospital for medical treatment.

All vehicles involved in the incident were impounded at RTR MPS for proper disposition.

fear of the report of the shooting to death of 13 people at a checkpoint put up by the police and the military and police in Atimonan, Quezon City.

Under Section 4 of the Comelec resolution, it clearly stipulates that ‘the commanding officer/team leader of the checkpoint must give notice to the Election Officer, as well as non-government organizations and other civic organizations about the establishment and location of Comelec checkpoints in the locality.’

Unless necessary, every city, municipality, and province should maintain only one, legitimate Comelec checkpoint in their areas. Technically speaking, Misamis Oriental could have 24 Comelec checkpoints considering that every municipal town would operate one checkpoint.

We are discussing this issue to raise public awareness against illegal checkpoints set up by unscrupulous law enforcers in the city and in the province.

The public has the right to assail the kind of harassment and abuse that military and police officers usually employed in the pursuit of personal or political interest.

For instance, the Comelec resolution is clear that personnel operating the checkpoints should only make ‘visual search.’ In other words, the asking of OR and CR is not even allowed unless there are compelling reasons that should be politely explained.

Anyway, one could file administrative and criminal charges against law enforcers committing illegal searches or operating illegitimate Comelec checkpoints. Banzon was telling the public of unauthorized Comelec checkpoints. React crisguardian@yahoo.com

LT. COL. George Banzon, commander of the army’s 58th Infantry Batallion, in Misamis Oriental warned the public on illegitimate joint military and police checkpoints purportedly set up by the Commissions on Elections (Comelec) in their areas.

The Banzon’s statement came in the wake of reports that rebels of the communist New People’s Army (NPA) are establishing checkpoints in vari- Cris Diaz ous areas in Mindanao as a way of confiscating firearms of authorized law enforcers.

Section 3 of Comelec Resolution 9588 on the guidelines and operation of Comelec checkpoint state that ‘every COMELEC checkpoint shall have a signboard measuring three feet by four feet (3’x4’), to clearly identify the place as a COMELEC checkpoint from a reasonable distance.’

The signboard in bold letters with white background on both sides had letters: ‘STOP COMELEC CHECKPOINT’ Please bear with us. Thank you for your cooperation.

What is significant is that the signboard should bear the name and address of the election officer and the name of the commanding officer or team leader operating a legitimate Comelec checkpoint.

In other words, in the absence of this information, the checkpoint is illegitimate. Local law enforcers are abusing this resolution.

FLOODING --Early dawn of Sunday, I was already receiving text messages about the rising of the floodwaters in the Davao river and its tributaries. Even friends in Manila whose families are Davao City residents were already waking us up in Davao City telling us of the evacuations of families from their downtown homes. One of them was Ms. Cha Olea, my inaanak and close family friend whose family has a house in San Rafael Village (Domsat). His grandfather’s house became an instant evacuation center. Even the 911 emergency stations and the AFP disaster watch were already dispatching situationers before daybreak.

By now, the full extent of this must be known.

SEA LEVEL RISEN -Rains have been normal occurrences. But why the frequent floods nowadays?

But I know one answer: the water level of the biggest catchment area for all waters, the sea, has risen over the years. My calculation is that IT HAS RISEN BY ONE FOOT OVER A PERIOD OF 20 YEARS. Hence, rain waters and floods no longer easily flow or empty out into the sea. They are clogged in the waterways and spill out into the riverbanks. When flood waters rush down during high tide, they get stuck, at times and worse, a “backflow” of seawater

during high tide. When seawaters rise high, it flows back inland through rivers.

Hence, low-lying areas or subdivisions or residential areas around or near riverbanks are in trouble.

PERSONAL EXPERIENCE -- I know this because I personally witnessed how the sea level had gone up over the years.

Our family lived for four (4) years in our resort house by the sea in Davao City in the 1990’s (or about 20 years ago) while we were slowly renovating our house in the GSIS area inland. Our beach

house was in fact built over the water, jutting out into the sea, with stilt cement posts and under our floor was sea water rising and ebbing. (I remember my wife Beth having a “floater” by her side in bed whenever she would go to sleep when the waves were big and I was traveling out of town. ) The highest water level during high tides left water traces on the cement posts.

I would notice because every time I woke up in the morning, I could see the water markings.

ONE FOOT HIGHER ---Yesterday, I called our resort employee who was with us at the resort all the time since it opened just to further verify. I asked him to check the water markings on the same post I was monitoring for years.

-oooDAVAO CIT Y SUBMERGED IN FLOODS: Raining and flooding, even at a time when summer or the dry season is supposed to be in place already? Well, it is certainly extra-ordinary and totally awesome, especially in a place like Davao City and the rest of the Davao provinces in

The Facebook pictures also say it all---the floods in the city have become so high that people are now forced to climb and stay at the rooftop of their houses--even if news reports from the mainstream media say that flooding is just waist deep. And there seems to be no immediate relief in

sight as we are writing this, because rains continue to pour in Davao City and its nearby areas even when the rest of the country is roasting with lack of rain and too much heat.

-oooNETIZENS ARGUE A B O U T C AU S E O F FLOODS: One interesting sidelight to this tragedy are the varied reactions of Davao City residents and other Facebook netizens.

One group is blaming the lack of trees in the whole

Davao region due to illegal logging, while another is saying the lack of trees could not be faulted for the rains and the floods, citing as an example the entire Sahara Desert in Africa, where there is no flooding even if there are no trees.

This is amusing, and somehow indicates the growing concern of Filipinos about what causes these natural calamities, and this is good in the long run. But then, the real concern now should be to understand why the rains and the floods are coming, even when it is not their season yet. This is the key to solving, if not minimizing or alleviating, the death and destruction arising from rains and floods.

he first ever C o f f e e Ta b l e Book of the N a t i o n a l Statistics Office is launched at January 11, 2013 at the Eaton Hall of the Mallberry Suites of this city.

The coffee table book is authored by Dr. Salvador A. Aves, Regional Director of the National Statistics Office, Region 10. One of the highlights of the book launch is the turn over of the copy of the book to the Administrator of the National Statistics Office, Hon. Carmelita N. Ericta, followed by a message.

To g e t h e r w i t h Administrator Carmelita Ericta are the Deputy Administrator, Madame Paula Monina Collado and Mr. Joseph Cajeta of the Central Office.

In her message Ms. Ericta enthused, “who would have thought that between December 14

(2012) and today, he would have written this book”.

“This book chronicles the successes of NSO Region 10, para sa inyo ito, so that the pursuit of excellence continues even beyond government service of Dir. Aves” Ericta continued.

The NSO R-10 Coffee Table Book titled “The Pursuit of Excellence: Defining Extraordinary Moments” is startlingly simple in its concept, but very rich in substance, and even richer in its vision to share to fellow public servants the commitment to serve above its given mandatethe commitment to do extraordinary things.

Dr. Salvador A. Aves stated in his speech that “the concept emerged during the ‘Gabii sa Pasidungog’ last December at Pryce Plaza… I was surprised when slowly one by one bestowed representations

of each each year of success that NSO Region 10 garnered… it reminded me of each struggle, each endeavor, each challenge that we all managed to hurdle.” This inspired Dr. Aves to conceptualize the coffee table book.

BukidnonNFA assures sufficient supply of rice

M A L AY BA L AY C I T Y, Bukidnon, Jan 22 (PIA) -- The National Food Authority (NFA) here dispelled fears that there is shortage of rice mainly due to the effects of tropical storm “Pablo” and several weather disturbances that hit some parts of Bukidnon, assuring the public that there is enough supply of rice in the province.

Victoria Real-Duray, NFA manager, said there is rice shortage especially for its immediate relief distribution operations because as of today, more than 25,000 bags of rice and 38,000 bags of palay (unhusked rice) are available in NFA warehouses.

“There are also commercial and household stocks of about 129,742 bags,” she said.

Based on the data released by the Bureau of Agricultural Statistics (BAS), Bukidnon has a monthly rice consumption of more than 90,000 bags.

“That volume of rice reserve therefore is more than enough to meet the need of the province in a month in case of calamities,” Duray said.

Maria Socorro Mellomida, NFA public information officer, on the other hand, said the province has now more than 40 Bigasan sa Palengke (BP) outlets.

“The NFA well-milled rice is sold at P28 per kilo, while the regular milled rice at P27 per kilo in BP outlets.

These accredited NFA rice outlets are spread all over the province, Mellomida assured.

At present, market retail price of special well-milled rice is P36 to P40 a kilo, while the cheapest varities range from P3 per kilogram, according to the data from the Bureau of Agricultural Statistics.

“As a government entity, NFA will continue to be at the forefront of the country’s food security to ensure stability in the supply and prices of its staple cereals, which is in full support to President Benigno Aquino III’s rice self-sufficiency goals through the AgriPinoy Program,” Mellomida said.

NGCP complains vs. ‘right-of-way violations The National Grid Corporation of the Philippines (NGCP) complained about the penchant of some people for planting trees under the transmission lines.

Trees and vegetation that grow or are planted inside or adjacent to NGCP’s existing transmission line right-ofway (ROW) are known to cause trippings or power outages when they breach prescribed safety clearances for high-voltage power lines.

NGCP singled out Mindanao, specifically the Balo-i area, as particularly troublesome for NGCP. “Clearing of trees and vegetation under the 138-kiloVolt (kV) transmission lines emanating from NGCP’s Balo-i Substation has become difficult because of uncooperative landowners.

For January 2013 alone, the Balo-i-Agus 2 138-kV line already tripped seven (7) times because of trees deliberately planted by unscrupulous landowners beneath the lines. That’s 7 times in 3 weeks!,” said NGCP Spokesperson Atty.

NGCP’s Balo-i Substation and lines emanating from it are facilities crucial to the entire Mindanao grid because the bulk of the power generated from the government’s Agus Complex enters the grid through the said substation. The Agus Complex supplies 500 MW to the Mindanao grid, representing about 60% of the island’s total current supply. At least 200 MW consumed by South Mindanao passes through NGCP’s Balo-i Substation

and the transmission lines emanating from it.

Alabanza added, “It’s not simply a question of making our work easier. The ROW violations also imply additional cost to the company because we have to clear the land of vegetation and structures before we can perform maintenance work.

In cases where the ROW violations cause damage to facilities, the cost implication multiplies. There is the cost of repairs and restoration, in addition to the cost of additional manpower and manhours which could have been utilized for more inspection and maintenance activities.”

In addition to operational problems, NGCP also warned the public of the safety hazards for ROW violators. Transmission lines are open lines that carry a minimum of 69,000 volts and a maximum of 500,000 volts. “You don’t even have to touch the lines to be electrocuted. Electricity induction may occur once the safe clearance is breached.

In other words, if you get near enough, even without touching the lines, you are in danger of being electrocuted,” Alabanza explained.

“Our lines carry electricity that is more than 300 times the power of the electricity flowing in our households, which is just 220 volts. Breaching our safety clearances can be fatal,” warned Alabanza.

As a preventive measure, NGCP conducts regular safety information campaigns all over the country through print and broadcast

media. They also conduct information and safety forums at the barangay level in communities traversed by their facilities to remind the public to take extra precautions when near the transmission lines. NGCP also coordinates with LGUs for help in getting word to the public about the risks and hazards of living under their lines.

“At the end of the day, ROW violations affect our power delivery service. In turn, the distribution utilities and the public at large suffer and are most affected,” said Alabanza.

Responsible trimming of trees and vegetation within the transmission line ROW is part of regular operation and maintenance procedures done by linemen.

The Department of Environment and Natural Resources (DENR) has granted NGCP the authority to prune or cut any or all vegetation or trees that could cause trippings and outages of existing transmission lines where and when necessary.

NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. NGCP transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines and towers, substations and related assets. NGCP’s regular maintenance activities and expansion projects aim to enhance the reliability and quality of electricity delivered to customers.

JV hails reduction of placement fee for Taiwan-bound OFWs SAN Juan City Rep. JV Ejercito Estrada welcomed a move aimed at reducing by 85 percent the exorbitant placement fee being charged to Overseas Filipino Workers (OFWs) seeking jobs in Taiwan.

The substantial cut in the placement fee was made possible after local job recruiters agreed to reduce the staggering P90,000 to P150,000 fee for every outbound OFW for Taiwan to an amount equivalent to a one-month salary or P22,000.

Amadeo R. Perez Jr., Chairman and Chief Executive Officer of the Manila Economic and Cultural Office (MECO) disclosed that Taiwanese brokers have voluntarily agreed to reduce their broker's fee.

Perez clarified that the mechanism for substantial reduction in the placement fee has to be finalized before it could be approved by the Department of Labor and Employment (DoLE).

Ejercito Estrada, who is the vice chairman of the House labor and employment committee, urged MECO to fast-track the drafting of mechanics for reducing the placement fee to unburden OFWs seeking employment in Taiwan from paying too much.

He also urged the Labor department to act with dispatch when rules governing the implementation of reduced placement fee have been approved for implementation.

"I don't see any hindrance in the move to slash the exorbitant placement fee being charged to our kababayans who opted to work in Taiwan. Since the move was initiated by private stakeholders themselves, I'm optimistic that this will be implemented soonest," Ejercito Estrada said.

"I just hope there will be similar move for OFWs who are seeking jobs in other countries like those in the Middle East. The government, as in other sending countries, should shoulder the placement fee because OFWs are our partners in nation-building," he stressed.

At present, there are some 90,000 Filipinos working in Taiwan, making the Philippines the third largest labor-sending country after Indonesia and Vietnam.

In the municipality of Asunción where, according to Mayor Joseph Nilo Parrenas, “all barangays were submerged,” 623 families or 3, 115 individuals have been displaced; while in Sto. Tomas, only five families or 25 individuals have been evacuated to safety. New Corella, which was never reported early in the calamity, posted 228 families evacuated comprising of 1,140 individuals.

According to the Provincial Social Welfare and Development Office, 17,337 evacuees are now placed in 165 evacuation centers established in the affected areas.

Rising waters in barangays Tuganay and Ising are further affecting the flow of traffic along the national highway approaching Carmen town. The municipal local government has already suspended classes at all levels as well as office work in the local governments, since the water has started to cover the public market and the municipal building.

In terms of power lines, Kapalong had been without power for two days now; in Asuncion, a power outage is being experienced; while in Brgy. Mankilam, Tagum City, residents had had partial loss of power also.

Early in the day, two rescue teams from PDRRM have been dispatched to assist the rescuers of Carmen and B.E. Dujali. Partial report indicates 142 persons from all affected LGUs had been rescued by the RDR rescue team.

The explosion shattered the glass door of M Lhuiller pawnshop and also blew the windshield and tires of the car, reports said.

“Our initial theory was that the explosive was command-detonated but it was not very powerful, based on the extent of the damage,” said Col. Ricardo Jalad, commanding officer of the Army 2nd Mechanized Brigade.

The blast victims were rushed to the Gregorio T. Lluch Memorial Hospital but were released later after minor treatment of their injuries.

They were identified as Mark Asilo, 27; Charlie Florida, 32; Rowena Ronda, 46; Raul Padilla, 48; Roel Asero, 33; H. Manan Rocayma, 28; Socorro Alquiza, 70 and a certain Erwin Bensal.

In fact, we had to demolish one resort hut which was also jutting out into the sea because the water level rose to touch the floor over the years. It was way above the water when it was built.

This is the problem. Sea water level rising by 12 inches over 20 years is a tell tale sign of more disasters to come. Last Sunday’s flooding is still even moderate because the tide this week is described in the vernacular as “AYA-AY”, meaning, there is no distinct high or low tide as the sea level is steady with a very slight change depending on the time of the day. The “aya-ay” water level is however still comparatibly high.

INCONVENIENT TRUTH -- But why the rise?

And why the many natural calamities like typhoons?

Well, that’s another question needing answers. Climate change is the common answer. They say increased earth’s temperature rising

due to emissions from our human activities cause the icebergs in the north and south poles to melt, hence adding more water into our seas. And disrupting normal weather patterns. And so on and so forth.

In my case, I won’t venture more on WHY the rise of the sea water. But I can swear that I personally witnessed that IT ROSE BY 12 INCHES! That is the “inconvenient truth” that former US Vice President Gore sometime ago warned the world about! The situation is now so critical that I even proposed, as some elsewhere did, that instead of calling this “climate change”, we should start referring to this phenomenon as “CLIMATE CRISIS” to show the urgency and the seriousness of the situation the earth is facing.

CONFLICT vs. CALAMITY -- Today, we are starting to face the reality that natural calamities are now worse harbingers of human sufferings than man-made conflicts.

I used to agonize over the miseries of evacuees from conflicts. I used to help attend to the needs of displaced civilians because of intercine fighting and armed attacks that spawned human sufferings. As a matter of fact, I have witnessed the “double whammy” suffered by communities that are in conflict-affected areas and also victims of flooding and other calamities.

I am now more awed and horrified at what natural calamities can bring.

This is the new challenge that we must all face. Our own government and private sector must grapple with this. Even those who rebel and fight government must come around and realize that there is a higher and nobler cause to attend to.

Foreign governments and donor agencies, of course, must now re-direct and re-adjust.

I recall what happened in Aceh, Indonesia. When the “tsunami” hit the area, the devastation was so bad that all closed rank, including the rebels, to help. It even triggered the peace settlement between the Indonesian rebels and freedom fighters and government.

A calamity can indeed bring opportunity. Provided we all act with urgency!

Kinoguitan town Mayor Jojo Lagbas went on air on a local radio station here about 8:45 this morning confirming the attacked on his town but appealed for sobriety and calmness.

Lagbas also appealed to the military and local law enforcers to refrain from staging counterattacks against the rebels to spare civilians from possible bloodbath.

Lagbas, however, ordered the local police to defend the municipal town hall at all costs should the rebels attempt to attack the town’s seat of government.

‘We will not allow them (NPA rebels) to take over the municipal town hall,’ Lagbas said.

Lagbas said that the NPA raided the houses of active and retired military officers in Kinoguitan and confiscated their short firearms.

‘It is obvious that the NPA knew where to go since they went directly to the houses of those militar y officers where they searched and seized their firearms,’ Lagbas said.

He said the rebels established checkpoints along the highways but did not flag down vehicles.

Lt. Col. George Banzon, commander of the army’s 58th Infantry Batallion, based in Misamis Oriental, said government troopers had established counter measures in the outskirts of Kinoguitan.

Soldiers are conducting clearing operations in the hinterland villages of Misamis Oriental when the incident took place this morning, Banzon said.

He s a i d t h e y h av e mapped out countermeasures against the rebels in Kinoguitan making it sure that civilians would not be caught in the crossfire.

As of press time, government forces are still monitoring the movement of the rebels in Kinoguitan believed to be still in the area.

Late last year, the NPA has laid siege a village in Claveria, another town in Misamis Oriental where they clashed with government forces.

Banzon said that the NPA rebels are waging a tactical offensive as a show of force as the midterm elections in May this year is approaching.

Banzon, however, said that they have not received information that the rebels have started imposing the ‘permit to campaign fee’ for candidates of various elective positions in Misamis Oriental.
