Davao Oriental to see better days after ‘Pablo’, says Gov. Malanyaon D AVAO CITY, - Governor Corazon Malanyaon is optimistic Davao Oriental will see better days as reconstruction and rehabilitation of towns badly hit by typhoon Pablo are now in full gear.

In an i nte r v i e w h e re Wednesday, the governor said before the end of the January, they will start with the construction of 1,000 duplex and single-detached units. Malanyaon also confirmed that Sen. Loren Legarda had promised her a total of P10 million from her Priority Development Assistance Fund (PDAF) which she said will be earmarked for

housing. “Depending on locations of beneficiaries, the houses will either be single detached or duplex and in some cases will consist of three units,” she said. Malanyaon said some of her staff are presently having a sectoral planning exercise with experts from the United Nations Development Plan. “We are reviewing all our

options now and then make hard decisions later. Because of typhoon Pablo and the devastation that it wrought on our province, we have to craft a new development plans which will greatly alter our priority projects and goals,” she said. She said coconut plantations were almost wiped out. Since these are long gestation crops, they are now looking at other alternatives, the governor said. “I am glad that there are investors who want to develop palm oil, cassava and rubber plantations. If we get these projects on track these will absorb a lot of farm workers,” she said.

Malanyaon pointed out that despite the vast expanse of coconut plantations in the east coast, the living conditions of her constituents there are still wanting. “Maybe,” she said, “if the landowners of the devastated coconut plantations can partner with corporate firms who are interested with palm oil and cassava then they will have better employment opportunities as well as income from their idle lands,” she said. Badly hit towns in the east coast are Boston, Cateel and Baganga. Malanyaon also happily announced that the irrigated rice lands in Cateel were spared except for the

repair of some canals which is ongoing. Fresh certified seeds had been handed out to farmers. Fishermen whose fishing gears, including boats, were wrecked by the storm were already given new gears and assistance. Moreover, she said in some towns, they are looking at developing in-land aquaculture projects. “But we are looking at establishing our own fishing port to spur the growth of fishing industry,” she said. Malanyaon said because of typhoon Pablo, the reconstruction programs of the provincial government will require political will on her part. A number of barangay and even town centers will

have to be relocated where these will be less vulnerable to calamities. “I hope that those who will be affected will understand this. But we have to effect this radical changes because of the realities of climate change which has directly affected us,” the governor stressed. She said most of the government focus now will be on district one. The second district was spared by the typhoon. Nevertheless, she said, she has almost accomplished her target of inter-cropping some 15,000 hectares of coconut plantations with cacao in the second district to augment the income of the farmers. She said that she was about to embark on the same project for the first district but that has to be put on hold for now except for areas where there may be coconuts that can still be resuscitated. On the other hand, Malanyaon lamented that she is being blamed for the devastation caused by typhoon Pablo. (PNA)

MGB, PAG-ASA: Debris flow, a nature’s phenomenal event by Grace Almedilla COMPOSTELA VALLEY PROVINCE----- In a GeoHazard Mapping Presentation conducted on January 10, 2013 at the Provincial Capitol, the Philippine Atmospheric, Geophysical & Astronomical Services Administration (PAG-ASA) and the Mines and Geosciences Bureau (MGB) made it clear that what happened in New Bataan on December 4, 2012 during the occurrence of Typhoon Pablo was a Debris Flow (a moving mass of loose mud, sand, soil, rock, water, and air).

It is based on the Geomorphology (landform) of the area according to MGB-XI Supervising Science Research Specialist Beverly Mae M. Brebante as they saw it during their ocular visit. Brebante who often visits New Bataan added that Brgy. Andap, known with beautiful inland resorts and being a Forest Protected Area, is negative of any logging and mining activities. Project NOAH (Nationwide Operational Assessment of Hazards) Executive Director Dr. Majar Lagmay

also said that the heavy debris flow is regarded by the Geologists as a world class phenomenal event which could aid in their continued disaster mitigation studies. With the Geo-Hazard Mapping, the province could determine those high risk areas particularly within those hardly hit municipalities of the typhoon. It would also be easier to identify safe areas for habitation where the victims at the evacuation centers can be relocated. (grace almedilla/ gilbert cabahug, ids-comval)

of extent of damages. He said accurate damage assessment following the impact of major catastrophe is very useful in determining the needs of the victims and the strategies for appropriate assistance essential to help the affected areas return into normalcy. “We must establish all the necessary systems that we can think of, so we can come up with a credible and quality report,” del Rosario intoned, during the workshop on the establishment of a management information system (MIS) on the impact of disasters on agriculture held by the Provincial Agriculturist Office (PAGRO). The Governor cited the final consolidated report on the impact of Super Typhoon Pablo to the province of Davao del Norte, which sustained damages to agriculture worth P3.562 billion, while infrastructure losses costed at around P143.8 million. Del Rosario revealed the standard template generated

at the disaster MIS workshop shall be replicated to other frontline offices of the Capitol, such as the Provincial Disaster Risk Reduction Management Division, Provincial Social Welfare and Development Office, and Provincial Health Office, among others. After polishing it, Capitol will subsequently roll out the new system to the different local government units of the province, to institute a uniform and quick reporting of damage assessment from the affected barangays and municipalities. This is very vital in producing an accurate final calamity report in the shortest possible time, according to the governor. Del Rosario also appointed OIC-Provincial Information Officer Romulo Tagalo as the official spokesperson for the media and other organizations seeking information directly from calamities in the province. THINK a minute. A cartoon showed a thief wearing a mask and pointing his gun at a frightened woman. He yelled at her: “Give me your valuables!” The woman in the cartoon grabbed her FRIENDS, and started putting them into the bag. Clearly, the person who drew that cartoon understands the value of friendships. For you and I to have success and happiness, we must have close connections with other people. Everybody needs somebody. There are few things as lonely and sad as going through a painful experience all alone. One wise man said: “Friendships are the food of life. To love and be loved is the greatest success and happiness there is.” Robert Louis Steven-

Think A Minute Jhan Tiafau Hurst son stated: “No person is a failure, if he has a friend.” And one guy said, “A major goal in my life is to end up with eight friends who are willing to carry my casket.” At the end of our life, it’s not how much money we have that shows our worth, but the number of close friends we still have. Not only should our friendships be close and caring connections, they should be constructive connections: friends who build

you up, instead of pull you down. We can’t choose our relatives, but we can choose our friends. So choose your friends carefully. They will either make you or break you! Make sure your good friends are good people— who make you a better person. And remember, friends are not just a way to get what we need, they ARE what we need! If all you need friends for is to use them to get something else, then that’s

all you’ll end up with: something else and no friends. God gave us things to use, and people to love and enjoy. So do you have connections—true friends who care? It starts with the best friend you’ll ever have. He loves you so much He gave His life to share it with you. But the only way you can enjoy His peace and prosperity is to become His close friend. Today you can get connected to Jesus Christ and start enjoying His friendship and good life. Just ask Him to forgive you, and to take charge of your heart everyday. He’ll not only give you happier friendships and better connections, but He’ll make you a better friend to others. Just Think a Minute.

The rules on movement of govt workers RESHUFFLING of school principals and police commanders were among visible movements in North Mindanao on Monday. The Philippine National Police (PNP) even replaced the newly assigned chief of police in Cagayan de Oro City also on Monday. Anything wrong with that? There was nothing wrong with those movements done Jan. 14, 2013. After all, the deadline set by the Com- Cris Diaz missions on Elections (Comelec) on ‘reassignment’ and ‘transfer’ of government employees were on Jan.13, 2013. No one could question the prerogative of the administration – not even the rules and regulations set by the Comelec could. Pol/Chief Supt. Gil Hitosis of the PNP’s regional command in Camp Alagar, said that the appointment of Pol/ Sr. Supt. Graciano Mijares, as Chief of Police of Cagayan de Oro City Police Office, came from Camp Crame in Manila. Hitosis even said that with an approval from Comelec, the city mayor could ask for a replacement. Under the local government code of 1991, the local executives enjoy the liberty in the choice of one out of five police officers who are all eligible for the post. This provision is applicable to all governors, city mayors, and town mayors in the country. The provision defines the administrative jurisdiction of local government units

toward the police assigned in their areas. On the other hand, the PNP generally takes operational control of the police force. The subtle veil that separates the jurisdiction of the local government units and the PNP in the treatment of the police as a civilian law enforcer and as a military force were often subject of debate. For all intents, Hitosis has nothing to do with Mijares appointment. Even if Hitosis would not agree with haphazard assignments and reassignment of PNP personnel, he could not do anything on orders coming from the PNP headquarters in Manila. The same is true with the reported reshuffling of school principals in public schools in Cagayan de Oro. The reshuffling of teachers, police, and military personnel during elections is a traditional exercise by traditional politicians. It gives an impression that the government itself does not trust these professionals. Perhaps, with experiences involving teachers, police, and the military in rigging election returns, the government wants these incidents no more. However, it is hard to prove cases accusing military, police, or teacher’s involvements in election fraud. Otherwise, this would give credence to suspicions that the reassignments, transfer, and reshuffling of police and teachers were to make sure that those who control them could do anything they wanted to. Sacred cows in Quezon massacre LIFE’S INSPIRATIONS: “… The Lord says: `These people come near to me with their mouth and honor me with their lips, but their hearts are far from me. Their worship of me is based on merely human rules they have been taught’…” (Isaiah 29:13, the Holy Bible). -oooSACRED COWS IN QUEZON MASSACRE: I am amazed that Col. Hansel Marantan, the alleged leader of the police checkpoint in Atimonan, Quezon Province, where 13 people, including ranking police and military officials, were killed in a supposed shoot-out, has the boldness to snub the investigations on the incident being conducted by the National Bureau of Investigation (NBI). Anyone who is involved in a sensational incident such as the one he sup-

Kakampi mo ang batas Atty. Batas Mauricio posedly spearheaded last January 06, 2013 and which has now drawn national attention with its twists and turns dealing with jueteng, drugs, gold, revenge and oodles and oodles of cash money, will endeavor to subject himself or herself to any investigation to clear up matters, once and for all. Either Marantan has many things to hide regarding the shooting which could also rake up his involvement in past operations where some 27 other people were also gunned down, or he is secure in the thought

that he is untouchable for one reason or another. The NBI now must show there are no sacred cows in its investigation, ordered no less by President Aquino. -oooWHY MANY FILIPINOS DO NOT READ THE BIBLE: With utmost due respect, the view that the Internet is now more widely patronized and read than the Bible here in the Philippines, aired by an official of the Philippine Bible Society (PBS), is pathetic. It only confirms the total failure of the PBS, of many

other spiritual leaders in the country, and of parents and educators hereabouts, to teach our people the actual and concrete benefits that the Bible gives to its readers. This is the reason why many Filipinos no longer believe, not only in God, but also in His Word, the Bible. This is the reason why many of our countrymen are no longer just ignorant of the teachings of God, but, worse, are desirous of listening only to teachings that please their bodies and which conform to their lack of discipline, and to their disregard of God and His instructions. And, this is the reason why many of the curses listed in the Bible which were promised to strike those who no longer listen to God (meaning, who no longer read the Bible) and MASSACRE | page 10

Basilan seek to intensify drive vs human trafficking

New peace pact gains support from 7 governors

By Rene V. Carbayas

ISABELA City––Authorities in Basilan are bent on addressing incidence of Basileños being rescued as victims of human trafficking in recent operations of the SeaBased Anti-Trafficking Task Force (SBATTF). In a meeting last January 3, the Basilan Peace and Development Coordinating Committee also known as Team Basilan resolved to intensify its information campaign against human trafficking in the province. The resolution was in response to Vice President and Chairman Emeritus of the Inter-Agency Council against Trafficking (IACAT) Jejomar Binay, who wrote Governor Jum Akbar, seeking her assistance to enlighten Basileños and make them aware on the modus-operandi of human trafficking syndicates. The vice president said that he was disturbed to know that most of the victims rescued in Tawi-Tawi last year came from the province of Basilan. In the list provided, some 36 Basileños fall victims to human trafficking, where 19 were reported to come from Lamitan, 7 from Bohelibong, 2 from Buyawas, 4 from Maluso, and 1 each from Tipo-Tipo, Isabela, and Tuburan. The letter indicated that the youngest victim is a 9-month old baby, including 4 children below 10 years old. “I am deeply concerned about these parallel incidents because it shows the wide latitude of operations these syndicates have on human trafficking and exploitation in the provinces and international levels,” Binay said. Binay stressed that these syndicates target persons living from low-income families in the provinces and the would-be victims are then promised decent and high paying jobs. Basilan police provincial director PSSupt Mario M. Dapilloza said that he has not heard of any report of transactions in human trafficking in Basilan. He suspects that illegal recruitment is done in nearby Zamboanga City and would also board sea vessels plying from the said city. drive | page 10

Oro chamber opposes opening of JV to Pinoy: More funds for airport sans landing instruments legal assistance to OFWs By Bong D. Fabe

SAN Juan City Rep. JV Ejercito Estrada urged President Benigno Aquino III to allocate more funds intended for legal assistance to overseas Filipino workers (OFWs) who are facing criminal charges in their respective host countries. Ejercito Estrada made the call following reports that some 3,000 OFWs around the world are facing criminal charges, ranging from immigration-related cases, murder, theft, to drug trafficking.

In China alone, 78 Filipinos are reported to have been convicted for drug trafficking and are awaiting death sentences. The young legislator, who is the vice chairman of the House labor and employment committee, noted that a measly P60 million was appropriated this year for the legal assistance fund (LAF) that could be used by the Department of Foreign Affairs (DFA) to bail out OFWs who are in conflict LEGAL | page 10

CAGAYAN DE ORO CITY— Citing air commuters’ safety, the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) is strongly opposing the much-delayed yet much anticipated opening of the P7.853-billion (US$167.09 million) international standard Laguindingan Airport. The Civil Aviation Authority of the Philippines (CAAP), during the meeting of the Regional Development Council-X (RDC-10) on October 24, 2012 reported that it is planning for a soft commercial opening of the airport this month [January] using Virtual Flight Rule (VFR) because its Air Navigational System and Support Facilities (ANSSF) specifically the electronic instrument landing system (EILS) has yet to be installed. But CAAP’s plan is “premature and haphazard” and will only “jeopardize passenger safety,” according to the Oro Chamber. “The absence of such crucial equipment [EILS] will jeopardize passenger safety and will greatly limit the operational capability of the Laguindingan airport rendering evening flights impossible and compromising public safety on day flights during inclement weather,” the group said in its January 8, 2013 resolution published in a local paper Tuesday. Oro Chamber, a 366-member strong business organization

also recommended the fast tracking of the procurement process of the ANSSF. During the October 2012 meeting of the RDC, CAAP said that the decision for the soft/commercial opening of the Laguindingan Airport this month was reached because of the instruction of then Transportation and Communications Sec. Mar Roxas. According to CAAP, the ANSSF procurement process and bid evaluation are still ongoing. Bidding for the ANSSF commenced on August 29, 2012. As of October 15, 2012, the Laguindingan Airport was 98.66 percent complete. Groundbreaking was held on January 11, 2006. The Laguindingan Airport, which sits on a 4.17-squarekilometre site located in Barangay Moog in the municipality of Laguindingan some 32 kilometres west of this city and 46 kilometres from the present Lumbia Airport in Cagayan de Oro, is the flagship project of the Cagayan de Oro-Iligan Corridor Special Development Project, which covers both cities of Iligan and Cagayan de Oro, as well as five coastal towns in Lanao del Norte and 22 towns of Misamis Oriental’s first and second congressional districts. Once fully operational, Mindanao’s newest airport is expected to cater to the increasing demand of air passengers and cargoes, and expected to

boost the economic activities of the Cagayan-Iligan Corridor (CIC), and the Northern Mindanao region. It is also expected that this new airport will become a major hub for export of agricultural and trade products, and for the import of tourists to the areas around Cagayan De Oro and Iligan City. In November 2012, Misamis Oriental Governor Oscar Moreno said he will be happy that the opening of the airport is delayed as he expressed apprehensions over CAAP’s plan which he said will compromise public safety. “I would be happy if the opening is delayed rather than compromise the safety of the public,” he said.

Engr. Edgardo J. Manalili, Laguindingan Airport Development Project (LADP) project manager, said as early as May 2012 that the earliest time for the airport’s opening is November 2013. “The earliest time that the Laguindingan airport can be opened for commercial operation is November 2013,” he told the May 10 meeting of the RDC-X Special Committee on LADP which Moreno chaired. Moreno responded with: “We don’t mind the delay of the project as long as safety and integrity of the airport project is not sacrificed.” Opening of the Laguindingan Airport was originally scheduled for January 2012.

Update on K – 12 Program In a press release for August 2012, DR. ARMIN A. LUISTRO FSC, the Secretary of the Department of Education States: “In two years, we have effectively rolled out, in phases, the K of 12 programs, including the Mother of Tongue Based, Multi-Lingual Education Agenda.” This announcement was made after heartening his colleagues in the Department of Education for collective efforts, functioning as parts of one complex body

as well as fulfilling each task which is uniquely beneficial to the entire organization. In my opinion, there’s a need for the general public to understand about the K-12 Program including the mother tongue based multi-lingual education since not everyone understands its mechanics of implementation. Some parents thought it is an additional years of spending for their children’s education. Some students, on the other hand, look at it as wasted years of sacrifices from this generation onward. So, the DepEd should use every means available to make the people recognize the remuneration of the cur-

riculum to their children. The K-12 Program is found to be efficient and advantageous for the advocates of literacy and the mentors. All we need is for the citizens to comprehend its impact to the learners and the youth. We should emphasize that grade 12 equips our graduates with the knowledge and skills equivalent to those who earned certificates in vocational courses; that our graduates will be more qualified and clued-up with the basic necessities of employment and subsistence. For a teacher like me, reading the Secretary’s message is a very awesome experience. I am inspired to get Back on

track toward the fulfillment of our backlogs in classroom, chairs and textbooks which we accordingly inherited from the past administrations. I felt humbled being applauded by such a brilliant person that makes me willing to accept the fresh set of mandates. Moreover, I was challenged by the way he appreciates his subordinates that I decided to commit myself for the reformation of our entire basic education system. Now, I throw this challenge to my fellow mentors… KUDOS! (By: Rowena VegaOlemberio – Teacher II Kisolon Elementary School Kisolon, Sumilao, Bukidnon)

Prosecutors’ Office after a witness positively identified his participation to the crime based on a sworn statement. The two other suspects particularly the main suspect who was said to have sexually abused the victim is now the subject of wide

police manhunt operation as Detuya expressed confidence he will be captured anytime soon. “He remains elusive but we have assets that could help us a lot in tracking and immediately arrest him,” Detuya said as he explained the third suspect was just confirmed by the witness to have seen him before the incident took place. Roque,in an exclusive interview with Mindanao Daily News, denied his involvement claiming he only saw the victim once at noon time when the livein partner of his aunt, a certain Lucas, brought her at the rented room where they lived. He said Lucas and the victim never stayed long at the house and saw them going towards the bridge which is just near Bayugan 2 Elementary School. “That was the only time I saw the girl and I have no other role as to what happened,” Eliot said in vernacular. But Detuya said they have a strong and credible witness that could pin down Eliot and Lucas to have connived in the commission of the crime even as the latter may have not participated in sexually assaulting the victim. The victim’s dead body was recovered at a grassy portion about a hundred meters from the national highway a day after when police and village officials conducted an extensive search operation on the night before. The search team initially recovered near the bridge the school bag and the lower dress of the victim along the blood stains supposedly coming from the foot marks of the suspect. Detuya is not ruling out the possibility that the ear-

lier similar rape incident against a hapless 13-yearold girl in the same crime scene in February last year maybe the handiwork of the same suspects. “I’m looking for a pattern if there is a strong link between both cases,” the police chief said in an interview with DXDA AM Station. He also confirmed that the victim was raped before he was killed. She bore severe injuries on her skull and stab wounds on her left leg.

Fr Fausto “Pops” Tentorio. The texter further alleged that a staff of a local politician had set up a meeting with a member of his group and has promised to pay P100,000.00 for the killing of Francisco. The texter said he chose to divulge the plan to kill Francisco after learning that the target is a woman. Manar attempted to call the number (+639214095902) but failed. “It is unclear why the text was sent to Manar and not directly to Francisco. Francis co, publisher and editor-in-chief of the Kidapawan City weekly Southern Voice Journal, said she has reported the matter to police authorities. been done in an effort to reach our collection targets for this year,” deputy district collector Marvin Mison said. Mison said the new assignments are effective last Monday but that Mangaoang would probably take over later this week or on Monday next week after wrapping up her work at Subic. When Mangaoang arrives it would not be for the first time for her to assume the post of district collector for Northern Mindanao. She had been assigned here before prior to Castigador, Roberto Sacramento who is now assigned to the Port of Zamboanga, and Abedin Macapasir. Mison said the Bureau of Customs missed its national collection target last year by about P59-billion. However, he said the BOC-10 surpassed its target for 2012 by some P181-million. The target collection was set at P5.7-billion and they reached P5.9-billion. The bulk of the collection, Mison said, came from the Mindanao Container Port in Tagoloan, Misamis Oriental. Included in the BOC-10 district are the Ports of Ozamiz and Iligan. “Hopefully our collection target would not be raised this year because of the global economic crunch,” he added. Asked about the Allan Bigcas case, Mison said “the ball is in the court of the Congress.” “We are just waiting for the findings from Congress-
