CAGAYAN de Oro City––Want to reduce climate change? Then work less. Of FOI heroes and heels

A MACABRE murder it was. The victim, the Freedom of Information (FOI) bill, lay forlorn in the last nine session days of Congress in the last three weeks, until finally it died. To stave off its death, the media and the citizens had cried for leadership and urgent rescue by President Aquino and his allies in the CROONER | page 10 House of Representatives.

Pooled Editorial

He and they alone had both power and mandate to save it. But they turned a deaf ear to the citizens’ clamor. They defaulted on their duty to lead. By their inaction, they had willed to send the FOI bill to the legislative morgue. On the tombstone for the

FOI bill, the facts should be written in no uncertain terms: Killed by official sloth, pride, and greed. Killed by politicians who lie on their promises and shirk from their duty to the people. On the same tombstone,

Bunkhouses not overpriced, says social welfare dept THE Department of Social Welfare and Development (DSWD) today clarified reports that the bunkhouses that will serve as temporary shelters for families left homeless by typhoon Pablo, being constructed in Davao Oriental, are not overpriced as compared to the bunkhouses being built by other groups specifically the International Organization for Migration (IOM). DSWD’s statement came after a recent news report mentioned that a DSWD bunkhouse costs P550,000 while an IOM bunkhouse is P259,653. Based on a comparative ma-

trix, the DSWD pointed out that the cost estimates made by both DSWD and IOM are more or less the same. The difference in total cost was mainly due to varying design features. The DSWD bunkhouse is bigger in floor area, it has thicker floor slabs (1 inch thicker), with more roofing (159 GI sheets while IOM has 96 GI sheets,), with pathway, wash areas, and kitchen compared to the IOM bunkhouse which has no provisions for pathway, electrical, kitchen and concrete wash, and toilet and bathroom. The DSWD explained that there was no alleged “double pay-

ment” to soldiers who helped in the construction of the bunkhouse in San Rafael, Cateel. In lieu of the voluntary service of 20 AFP Engineering Brigade soldiers, the DSWD provided them food allowance not salaries in the amount of P100 per day per person. Brigade officials acknowledged receipt of P30,000 which was released in two tranches. The first tranche in the amount of P20,000 was released on December 15, 2012 and the second tranche in the amount of P10,000 was released on December 30, 2012. Copies of the receipts and names of soldiers are in the regional office in Davao

City. The DSWD further said that with the soldiers volunteering their services, the Department saved P17,465 in labor. With regard to the allegation that the DSWD saved on cement as the bunkhouse in San Rafael was constructed on top of a basketball court, which has an existing concrete floor, the Department stressed that the materials are kept in the central warehouse in Poblacion, Cateel. The DSWD staff assigned in Cateel is keeping the inventory and utilization report of the construction materials delivered in the municipality. This document is subject to final

inspection and audit by DSWD fiscal staff. “We would like to emphasize that all transactions and activities of the regional office on the construction of the bunkhouses are supported by documents, which are submitted to the Commission on Audit for Post-Audit. Rest assured that should there be findings of irregularities, the DSWD management will deal with this accordingly upholding the tenets of full accountability and transparency,” Secretary of Social Welfare and Development Corazon Juliano Soliman said. dswd.gov.ph

Davao’s weather monitoring system soon to be completed By MARILOU AGUIRRE-TUBURAN of DavaoToday.com

DAVAO City––The city will soon have a complete set of equipment that will provide early warning, forecasting and weather monitoring. “We are trying to complete the set of equipment needed by the city. It’s already fabricated. Now, it’s just a matter of installing them,” said Dr. Anthony Sales, Department of Science and Technology (DOST)-XI Director, in an interview. The set, on the ground, includes an automated rain gauge, automated weather station and the water level monitoring system. This is part of the Nationwide Operational Assessment of Hazards (Noah) Project, a

flagship program of the DOST, to “address the hazards brought about by natural calamities including typhoons.” It was developed following a directive from President Noynoy Aquino after typhoon Ondoy ravaged Metro Manila in 2010. Part of Noah Project’s early warning component, Sales said, is the installation of about a thousand automated weather sensors at the country’s 18 critical river basins, including the Davao River. The sensors will measure weather parameters, like rainfall, wind velocity and air pressure. Sales said the units have been completed across the country. In Davao, the plan is

to set up sensors at the interface between the watershed and the Davao River. An automated rain gauge will also be installed which will measure the amount of rainfall, as well as put up water level monitoring sensors which will forecast flooding. The output of the sensors will provide a basis for flood models of the critical river basins. Sales said there is also the component of Light Detection and Ranging (LiDAR), a stateof-the art instrument that will produce three-dimensional (3D) maps of the said river basins, along with watersheds and flood-prone areas across

the country. LiDAR will develop high resolution topographic maps with a scale of 1:2,500 compared to the current 1:50,000 scale of maps provided by the Mines and Geosciences Bureau. The said topographic maps will detect structures at the village level including houses, establishments and vegetation. “This is more useful when it comes to planning and in the decision making process especially during disasters or emergency situation,” Sales said. With the LiDAR maps, Sales said, the number of houses or establishments that will be affected by the typhoons or floods

will be determined, and even the estimated cost of damage. The LiDAR survey of Davao City and Compostela Valley, Sales said, was already done. It will be followed by Davao Oriental. Before February ends, Sales assured, the topographic maps will be available. The DOST also uses other technologies like the Doppler radar and satellite data. “These form part of the system that we’re trying to put in place in the 18 river basins in the country so that the data will be complete for the prediction of floods and the impact of calamities,” he said. Satellite data, he said, will give a 48-hour lead time, before

a typhoon, for example, will make its landfall. In Mindanao there are currently two Doppler radars, one in Tampakan, South Cotabato and another in Hinatuan, Surigao del Sur. LiDAR is said to be the most effective technique to measure elevation and depth of flooding. It would also tell if it’s safe to put up residential areas along the riverbanks, like in Davao City’s Bankerohan and Jade Valley. The LiDAR technology has been applied in the United Kingdom. The Aquino government initially released PHP 1.6 B for the Noah Project. (Marilou Aguirre-Tuburan/ davaotoday.com)

“During my training at the BWM Media Center in Cagayan de Oro City, I have learned a plethora of ideas about radio broadcasting. Thanks to my teacher adviser, Ms. Jinny A Luminhay, for helping me know what radio broadcasting really is, through Mr. Joe del Puerto Felicilda, the source person and training facilitator. It never came to me the radio news model, the types of straight news (advance coverage, or continuing news), data gathering, kinds of news events, radio news writing, and the things that should be avoided or should not be used in broadcast news writing, among others. I should also mention the length of the script, and how each segment is critically measured. So, I greatly honor and thank you Teacher Jinny for bringing me to this very educational and worthwile seminar/workshop.”

THINK a minute. The Greek philosopher Diogenes said that when a son does wrong or behaves badly, it’s the father who should be punished since he’s the one who failed to do his job. Many men are successful in their public career and job, but failures in their most important job: being a father. One of the richest men in the world was the German Friedrich Flick. When he died, his personal fortune was $1 ½ billion. That’s 1 thousand, 5 hundred million! He owned 300 different companies and was respected as one of the smartest businessmen in the world. He seemed to make all the right moves. Yet with all of his world-class success, wealth, and power, He could not control his own children. He could put big companies together, but he could not put his own family together. So after he died, his chil-

So he actually died a poor man and failure at his most important job. The famous army General, Douglas MacArthur, is thought by many to be one of the greatest military leaders of all time. He led the Allied armies to victory over the Japanese in World War II. Later he was the leader of the United Nations forces in Korea. Yet even though he was such a great success as a military leader, MacArthur

did not think it was his most important job or success. In 1942 he said this in a public speech: “By profession, I am a soldier, and take great pride in that. But I am much prouder, to be a father. It is my hope in life, that when I am gone, my son will remember me not from my victories on the battlefield, but from my leadership and example in the home.” In World War II, every morning General MacArthur read his Bible and prayed this prayer: “Lord, help me teach my son to be strong enough to know when he is weak. A son who will be honest and brave when he

loses, but humble and kind when he wins. Help me build a son who is strong in hard times, and has compassion for those who fail. Help me build a son whose character is right, and whose standard is high. A son who masters himself, before he tries to master others. Lord, give him humility and true strength, and an open mind to learn wisdom. Then I, his father, will dare to say ‘I have not failed in life.’” So dad, never forget: your child’s life will be determined by how hard you work…at being a father! And the only One Who can give you the strength, wisdom, and love you need to succeed at your most important job is your own Father in heaven. So today, won’t you ask God to forgive you, and to take charge of your heart and character? He will help you to start becoming the strong, loving and successful father your children need. Just Think a Minute.

Investigate threats against the press

A BROTHER in the broadcast industry received threats through text messages yesterday. Veteran radio broadcaster Popoy Librea of Mellow Touch, a commercial radio station, confided to this corner that he read the threatening messages yesterday morning. I came to know Popoy and the celebrities in the local broadcast industry when I became a licensed Cris Diaz member of the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) a year ago. Aside from writing regular columns, I am handling ‘Interaction Politika,’ a weekly radio commentary at Radio Ultra, a 10000 watt, AM 11.88 kHz with regular listener-followers from the Visayas and Mindanao region. By the way, no politician is sponsoring my radio program. We are not encouraging it too. Radio Ultra was not a lackey or owned by any politician as drum beaters that kowtow to known political figures wanted the public to appreciate. The management pays my ‘talent fees.’ In addition, a KBP member, Popoy has been in the broadcast industry for more than 10 years. Even though this unassuming broadcaster has not been into controversy as other, broadcasters were.

A highly credible broadcaster, Popoy has no political handlers in the past. Recently, however, Opol town mayor Dexter Yasay hired him to handle a paid political commentary at Mellow Touch in FM 95.75 kHz. Probably, the problem started here. A politician has to hire a duly accredited KBP member to handle paid political commentaries. The KBP would not allow any unlicensed radio commentator to go on air. The stringent KBP rule was to avoid irresponsible commentators who might abuse the microphone when given a chance to go on air. Yet, all broadcast journalists are also vulnerable. Threats and bullying are part of the risk of the trade. Whether the threat against Popoy was for real, there is should be no room for giving chances. It is also the duty of law enforcers to investigate the threats against Popoy. The government has a standing order to all law enforcers in the country, especially the police, to conduct an investigation into the threats against print and broadcast journalists. This policy is a government’s policy to immediately trace possible suspects and preempt harm against working journalist. The government is adopting this policy to refute accusations that it is sponsoring extra judicial killings against the working press in the country. React: crisguardian@yahoo.com

The Lord loves righteousness and justice; the earth is full of his unfailing love…” (Psalm 33:4-5, the Holy Bible). -oooGOV’T HELPLESS IN SULU FIREFIGHT: Would it be enough for the government---the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP), in particular---to simply stand in the sidelines of the on-going firefight between the Moro National Liberation Front (MNLF) and the Abu Sayaff Group (ASG)? I mean, is there really nothing that the government can do to stop the hostilities between the two groups? -oooSEND ROUGE PNP & AFP MEN TO SULU: How about digging up the records

HAVE ADVANCE INFO ON MINDANAO FIGHTING: And then, it would seem that foreign governments have advanced information about the eruption of a virtual war between the MNLF and the ASG, what with their travel advisory last week warning their nationals and citizens from visiting Mindanao, lest they be caught in the hostilities. One such travel advisory was issued online by the Foreign and Commonwealth Avenue of the British Embassy in Manila, which said in part: “the overall level of the advice has not changed;

we advise against all travel to southwest Mindanao, and the Sulu archipelago because of ongoing terrorist activity”. -oooNO LAW ON PREMATURE CAMPAIGNING: So, if there is no law prohibiting candidates running in the 2013 elections at this point, can we stop these candidates from doing everything they can so that they could gain more exposure before the start of the official campaign period? The answer is, no, we cannot. If there is no law, then there is no penalty to speak of. I am therefore repeating my suggestion here that the Commission on Elections should be the one to spend for the campaign of all candidates, so no candidate can gain advantage over an opponent simply because he or she has more money to spend on advertisement. send | page 10

Nature fights back v. greed WHILE the victims of Pablo’s fury are still reeling from the devastation wrought by the super typhoon that hit the eastern seaboard of Mindanao December of last year, the aggravating factor that caused the massive destruction which is logging, legal or otherwise, is not being talked about anymore. Now that no more noise had been raised about how much logging had contributed to the destruction as a result of the super typhoon, many are afraid the tragedy is just lurking in the horizon ready to strike again at any time. Historically, Mindanao’s eastern seaboard is not prone to be battered by storms of such magnitude. Records show that the last time the area was visited by a super storm such as Pablo was in the 1920’s yet, if I am not mistaken. And the destruction then was not as massive as Pablo’s because of several factors. The population then was still very small. The forests in the area at that time were still the envy of provinces with bald mountains such as Cebu. But since the other provinces in Mindanao lost their forest covers such as Bukidnon, loggers invaded the mountains of Davao Or., Surigao provinces and the other Davao provinces. don’t have any role whatsoever in sustaining life. It is not only this truth about nature that should caution humans from felling down trees. A bald mountain can’t prevent the rainwater from cascading from its top down to the low lying areas. This was what exactly happened in Davao Or. and what is happening in Davao City now. When rains come, they immediately turn into floods rampaging from the mountains down to the low lying areas, more often than not the urban or town centers. This was what happened when Sendong struck in December of 2011 in Cagayan de Oro City itself. This is the truth that is being denied by the unscrupulous few because of greed. If we all want to be saved from future destructions as a result of nature’s fury, we all have to work together from preventing the greed of the few from shaping, dictating and defining the future of our life as a society. We have all seen the evils when greed is allowed to sneak into our individual and collective life. It is thus unconscionable to do so. It would be pure folly on our part if we continue to let the present norm where greed shapes human behavior to be our way of life. When will we ever learn? (Reactions at jelbacon@ yahoo.com)

HOW IS READING BE TAUGHT TO YOUNG CHILDREN IN SCHOOL By Lucy T. Reuyan Grade I teacher

Teaching reading to the young children is not an easy task, it’s like that we started to feed our babies a spoonful of forage, we need to make motions, acts or anything that show to catch their attention or to let them follow in order to make mouth open so that we can freely shoot-in, the spoonful of food that we want them to swallow and make them grow strong and healthy. In other words we need to discover various strategies for the children to learn how to read. Grade one teacher is concerned of finding ways on how the children can read the printed symbols easily, and they will be motivated to learn when they are attracted to the materials being used. The Beginning reading is the term used of today’s modern teaching of pre-readers, or teaching young children to read, making pupils acquainted on the letter symbols with corresponding sound. It is a systematic, research-based guide

to teaching reading in the first three years of school. It is designed to ensure that teachers are able to work with at risk’ or reluctant’ readers as effectively as those children for whom reading seems to come naturally. Beginning Reading shows how children can be moved through the key stages of early reading acquisition. Teacher should be concerned in teaching the pupils on beginning reading because this is their first step to learn how to read, the children must know the letter symbols and the sound of every letter. After getting acquainted with letter symbols with its sound, they start to blend and form it into words. In English it would usually start on a CVC pattern which is consonantvowel-consonant pattern on the placement of the letters which the children can read by themselves. Reading is multifaceted process for pupils to adequately learn how to read text. They will need aware-

ness on print which can be obtained through multiple channels and strategies to facilitate letter and word recognition. The teacher assesses the pupils properly and facilitates their learning on how to read as the theory of Vygotsky, “In scaffolding, the instructor becomes a supportive tool for the student in the zone of proximal development. The characteristics of an ideal teacher are those of a scaffold. It provides support, it functions as a tool, it extends the range of the worker, and it allows accomplishing a task otherwise impossible.” (Vygotsky, 1896-1934) Several strategies and reading materials needed to support in teaching beginning reading. Strategies and teaching materials should be prepared for the pupils. One of these materials is the letter cards which can be used for the children. It helps in recognizing the letters and its sound by flashing it

to them, and then they will tell the letter name and project the sound. Children should master the letter sound so that it would be easier for them to blend it later on. As the pupils able to master the sound, they start to blend and can read it by themselves the word that has been created from the sounds they learned. Like m-a-t, mat. Another reading material can be used and strategy for the children to be motivated to start learning to read is the use of big books. Pupils are inspired to read simple words like in the CVC pattern with colorful illustrations and oversized letters. Teachers must have the initiative to create big books that would fit to the needs of the children. Mastery of the basic sight words is also essential in beginning reading after the pupils mastered the letter sounds and could read simple words so that he or she can start reading phrases then later on simple sentences.

tors, and algae that are more efficient at extracting energy from sunlight will grow faster. Something that increases an animal’s survival will often also include its reproductive rate; however, sometimes there is a trade-off between survival and current reproduction. Revitalizing Scouting Activities for Life By Pio R. Bagares ES Principal-II, Tubigan Elementary School

Quality Education is not only restricted to the academic perspective of the learner’s development but it includes among others the scouting activity. On the other hand, holistic formation of the pupils is always attributed with extra-curricular activities that are beyond in the classroom and academic instructions. Yet, scouting activities per se it helps the learners become self-reliant, industrious, obedient, caring of environment, respectful in the rights of others and willing to serve his community. Department Education revitalized scouting activities in the curriculum to develop and inculcate the minds of the scouts the values of scouting. Moreover, prepare themselves in times of emergency and help others in times of natural calamities. Phenomena are unpredictable and it will happen anytime in our lives. With this perspective DepEd believes that it is necessary then to revitalize scouting activities to teach the children to be ready in times of disasters. Furthermore, instill the minds of young generation the love of environment through tree planting activity to save mother earth. The success of this endeavor lies in the collaboration of all the stakeholders who have the passion in scouting. Indeed, through partnership and teamwork per se, nothing is impossible but to achieve great things. Let us hold our hands together and support DepEd thrust and programs to attain quality basic education. MDN: FEB. 7, 2013

of the animal. If the traits that give these individuals a reproductive advantage are also heritable, that is, passed from parent to child, then there will be a slightly higher proportion of fast rabbits or efficient algae in the next generation. This is known as differential reproduction. Even if the reproductive advantage is very slight, over many generations any heritable advantage will become dominant in the population. In this way the natural environment of an organism “selects” for traits that confer a reproductive advantage, causing gradual changes or evolution of life. This effect was first described and named by Charles Darwin. The concept of natural selection predates the understanding of genetics, the mechanism of heredity for all known life forms. In modern terms, selection acts on an organism’s phenotype, or observable characteristics, but it is the organism’s genetic make-up or genotype that is inherited. The phenotype is the result of the genotype and the environment in which the organism lives. This is the link between natural selection and genetics, as described in the modern evolutionary synthesis. Although a complete theory of evolution also requires an account of how genetic variation arises in the first place and includes other

evolutionary mechanisms, natural selection appears to be the most important mechanism for creating complex adaptations in nature. In professional circles everywhere it is universally accepted. In nonprofessional circles in the United States of America it is largely ignored and in non-professional circles in the Republic of the Philippines it arouses so much hostility that it is fair to say that I was practically being disowned by some of my own family. If you want to know what I have to say about Darwinism itself I am afraid you are going to have to look at some of my postings in my Facebook account. There is a new version of Creationism called Intelligent Design or ID. Do not be fooled, There is nothing new about ID (Intelligent Design). It is just Creationism under a new name, re-Christened, I chose the word advisedly, for tactical and political reason. The arguments of the so called Intelligent Design (ID) Theory is the same old arguments that they have been refuted again and again since Charles Darwin down to the present day. There is an effective Evolution lobby coordinating the fight on behalf of Science. But they get quite upset when people like me dare to mention that we happened to be Atheists or Evolutionists. They see

us, as rocking the boat. You can understand why. Creationists lacking any coherent scientific argument for their case, fall back on the popular phobia against Atheism. Teach your children Evolution in biology class and they’ll soon move on to drugs, juvenile delinguencies and sexual perversions. In fact, educated theologians from the pope down are firm on their support of Evolution. The book Finding Darwin’s God by Kenneth R. Miller published in the year 1999 is one of the most effective attack on Intelligent Design (ID) and even most effective for the reason that it is written by a devout Christian. People like Kenneth R. Miller I call a god-send to the Evolution lobby. Because they exposed the lies that Evolutionism as a matter of fact is tantamount to Atheism, people like me on the other hand, rock the boat. I think they are right about one thing. I think they are right that Evolution is fundamentally hostile to religion. I believe a true understanding of Darwinism is deeply corrosive to religious faith. If I was a person interested in preserving religious, I would be afraid of the positive power of Evolution to inspire and enthrall precisely because it is Atheistic. The difficult problem for any theory of biologi-

cal design is to explain the massive statistical improbability of living things. Statistical improbability in the direction of good design, complexities the other word for this. Living creatures are too complex to come about by chance therefore there must be a designer. Any designer capable of designing something really complex has to be even more complex itself. And that is before we even start on the other things He is expected to do, like, forgive sins, bless marriages, listen to prayers, favor their side in a war, disapprove of our sex lives and so on. Complexity is the problem that any theory of biology has to solve and you cannot solve it by postulating an agent that is even more complex thereby further compounding the problem. Darwinian natural selection is so stunningly elegant because it solves the problem of explaining complexities in terms of nothing but simplicity. The elegance of Darwinism is corrosive to religion precisely because it is so elegant, so parsimonious, so powerful, so economically powerful. It has the similarity of a beautiful suspension bridge. The God theory is not just a bad theory it turns out to be in-principled and incapable in doing the job required of it. For comments, write to rzaldyserna@yahoo.com.au

atmosphere),” he said. Rosnick used four “illustrative scenarios” from the Intergovernmental Panel on Climate Change (IPCC), and software from the Model for the Assessment of Greenhouse-gas Induced Climate Change produced by the University Corporation for Atmospheric Research to estimate the baseline impact of a reduction in work hours. “This choice between fewer work hours versus increased consumption has significant implications for the rate of climate change. A number of studies have found that shorter work hours are associated with lower greenhouse gas emissions and therefore less global climate change. The relationship between [shorter work and lower emissions] is complex and not clearly understood, but it is understandable that lowering levels of consumption, holding everything else constant, would reduce greenhouse gas emissions,” he said. He, however, noted that reducing work hours as a policy alternative will be very difficult in an economy where inequality is high and/or growing. “In this type of economy, the majority of workers would have to take an absolute reduction in their living standards in order to work less.” Rosnick also pointed out that as their economies grow, developing countries can choose to have a “European” work schedule or an “American” one. Europeans, he said, have few working hours and more vacation while Americans have little vacation and 40-hour work weeks. “For many years, European countries have been reducing work hours – including by taking more holidays, vacation, and leave – while the United States has gone the route of increased production,” he said. If the developing world chooses to follow the European work schedule, their citizens will have fewer work hours but lots of time for vacation. But if they chooses to follow the American schedule, they will have more work hours but citizens have less vacation time. “In addition to reducing emissions by other means, a significant reduction in

Assuming that world per capita income growth from 1900 to 2100 was between 1.3% and 2.7% per year, some of this income growth reflects greater productivity — the ability of a laborer to produce more in an hour of work. Likewise, some of this income growth reflects additional hours of work performed by the average person. “These two may interact in complex ways. For example, an increase in productivity may make it more profitable for firms to increase worker hours, yet the increase in hours may exhaust workers and make them less productive. Similarly, an increase in productivity may raise the wages of workers and allow them to both reduce their hours and raise their incomes, yet these well-rested workers may be even more productive,” he explained in the study. Rosnick, however, admitted in a statement that his study didn’t take into consideration the rise of telecommuting, which has and will continue to cut down on transportation emissions. He also did not factor in what a person will do with an increased vacation or leisure time. But “for all practical purposes, some amount of climate change is inevitable. However, the amount of warming is very much under our control,” he said. (Bong D. Fabe)

too, it should be written: Championed to the last by the people of the Philippines. Official sloth killed the FOI bill. It is evident in the deliberate delays, the President’s constantly changing big and small “concerns” about the bill, and the ineptitude and chronic lack of a quorum in the House, that have marked the steadily slow pace of legislative work on the bill. Pride is evinced in their espousal of transparency according to their terms. Transparency, they say, has been served because they have dumped tons of unintelligible but static budget and public finance records online, even as they refuse to respond to public requests for more documents on the use of taxpayers’ money. And greed, for power and privilege surely, is palpable in their scorn for the FOI bill as it could trigger the disclosure of the full facts of their wealth and

how they fiddle with public funds to finance their pork and other perks. The FOI bill, some had admitted in candor, will only lend their political rivals information to censure and expose them. The death of the FOI bill in the 15th Congress gives the lie to the claims of the Aquino administration that it is a government committed to trekking daang matuwid. The FOI bill could have served as the bedrock and institutional framework of that straight, narrow path but its death leaves daang matuwid narrow, dark, and stuck in potholes. Without an FOI framework, daang matuwid remains for the most part a slogan in theory but not in practice, a PR line. Just as important, the death of the FOI bill in the 15th Congress is a sad commentary on how much and how far the President and his House allies value their promises and their word. Or alternately, how they do not at all. As a candidate for President in May 2010, Aquino had sworn to accord the FOI bill top priority. Meanwhile in 2011, his House allies filed suit to impeach, convict, and oust a chief justice, for his failure to disclose the true and full details of his wealth. With his less than tepid verbal endorsement for the FOI bill, the President seems to be telling the nation that words are to a politician cheap, and promises, mere sound bytes a candidate mouths to get elected. As for his House allies, the death of the FOI bill is proof that transparency and accountability is a razorsharp sword they wield but only against political foes, never against themselves. To this day, in fact, Aquino’s House allies have refused to allow the chamber’s secretary general to release to the media and the citizens copies of all the Statement of Assets, Liabilities, and Net Worth of all House members, as she is authorized in law to do, without need for approval of individual lawmakers. Without an FOI framework, daang matuwid will constantly be hobbled by official sloth, pride, and greed. It is regretful that even now, as the election campaign heats up, the political opposition has mounted yet another PR spin they call daang maganda. But whether it is matuwid or maganda, a road not lit by the transparency and accountability that an FOI law assures in theory and practice, will simply remain a vicious, not virtuous, path at all. The Constitution, from 26 years ago, has firmly guaranteed the citizens’ right to information on matters vested with public interest and involving use of public funds. The Constitution, from 26 years ago, has also enshrined transparency and accountability as state policies.

Under the same Constitution by which they took their oath of office and swore to serve, it is the solemn duty and obligation of the President and his House allies to pass the FOI bill into law. They have chosen instead to be painted as the heels in the murder of the FOI bill in the 15th Congress. Yet still, under the same Constitution, the people of the Philippines continue to labor and campaign for the FOI bill. In their practice and advocacy, they are the true heroes of transparency, accountability, and good governance. It is election campaign season. All voters would do well to remember who or what killed the FOI bill.

The US-Philippine Society is co-chaired by former US Ambassador to the Philippines John Negroponte and local tycoon Manuel V. Pangilinan. According to Bayan, the US-Philippine Society was established in Washington last year when Aquino held a meeting with President Barack Obama. Its vision is to “elevate the Philippines’ profile in the US and promote trade and investment and build shared strategic and political interests.” Its officers include some of the richest Filipino businessmen like Pangilinan, Jaime Augusto Zobel de Ayala and Enrique K. Razon, and former top US diplomats like Negroponte and Thomas Hubbard. Renato Reyes, secretary general of Bayan, said the visit of top US corporations’ representatives to look at trade and investment opportunities here does not necessarily mean more jobs and less poverty. “They’re here to take advantage of the government’s PPP program that includes the privatization of key infrastructure and utilities, which marginalizes our people while creating profit-making opportunities for big business. They’re here to take advantage of our liberalized economy that allows the wanton plunder of our minerals, energy resources and other natural wealth at the expense of our environment and development.” Reyes said the key movers of the US-Philippine Society like Pangilinan, Ayala and Razon have already been reaping windfall profits from many PPP projects and they have been very aggressive in further expanding their business empires. “Part of this is looking for American partners through the US-Philippine Society to boost their financial muscle. Problem is they’re squeezing profits even from vital economic and social services like roads, utilities and even hospitals,” said Reyes. Speaking at the protest

action at the National Kidney Transplant Institute (NKTI) where the bidding for the modernization of the Philippine Orthopedic Center was being held, Bayan’s public information officer Arnold Padilla said this is “worrying because it signaled the privatization of not only government hospitals but other essential social services such as electricity plants, schools, road and transportation.” Padilla warned that the MRT and LRT are also up for privatization this year. “It is so immoral to squeeze out more from sick, poor people. That is why in the Philippines,it is really prohibited to get sick. As it is so expensive (to get treatment), sick people will just die without seeing a doctor,” Padilla said. ‘Philippines is not for sale’ Reyes accused the Aquino government of “blatantly opening the country to investors.” “Aquino has put up a sign board that says the Philippines is for sale. The regime uses the rhetoric of good governance as a comeon for investors, when the real incentive is the bargain prices they set for our raw materials and labor. The real incentive is the mega-profits big business can achieve at the expense of the people,” Reyes said. Bayan noted that the United States has always been the country’s no. 1 investment partner. In the past decade, for instance, foreign direct investments (FDI) from the US accounted for more than 30 percent of the cumulative total, based on data from the BangkoSentralngPilipinas (BSP). During the same period, the US directly absorbed 18 percent of Philippine exports and 16 percent of imports. “But we are far from being developed and have in fact been further mired in underdevelopment. If anything, these trade and investment numbers simply underscore how we have continued to be Uncle Sam’s source of cheap raw materials, cheap labor and semiprocessed goods while at the same time a dumping ground of his surplus goods and capital just like during colonial times,” Reyes said. Bayan reiterated that a genuine and lasting economic development should be built on strong domestic industries and modernized agriculture, and not on overreliance to foreign trade and investments. Padilla said their groups would hols more protest actions against the selling out of social services. He urged the public: “We should show the government that the Philippines is not for sale. Let us unite and show our force – our strong opposition against anti-people policies of the government in connivance with the big, private and foreign investors.” (http:// bulatlat.com)

-oooPOLITICAL DYNASTIES NOT PROHIBITED IN RP: Once more, with feeling: There is no prohibition on political dynasties in the Philippines. As Section 26, Article II of the 1987 Constitution provides: “The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.” The question is this: with this kind of a Constitutional provision, is there a prohibition against political dynasties---or members of the same family being elected to office? The answer is a clear “no, there is no prohibition”. What Section 26 is saying is that, there will be a prohibition only if there is a law that prohibits political dynasties, or even a law that guarantees equal access to opportunities for public service. But, since the 1987 Constitution was ratified, there was never any law prohibiting political dynasties, nor a law that guarantees equal access to opportunities for public service. -oooREACTIONS? As a result, marketing and subsidy as a percentage of consolidated service revenues increased to 13% in 2012 compared to 9% in 2011. Operating expenses also included charges for continued investments in network infrastructure, costs to maintain an expanded 2G, 3G, and broadband networks, and charges incurred as the Company undergoes its network and IT modernization programs. Coupled with the accelerated depreciation charges related to the network modernization, consolidated net

income after tax was down 30% from P9.8 billion in 2011 to P6.9 billion in 2012. Excluding the effects of accelerated depreciation, foreign exchange and markto-market gains and losses as well as non-recurring items, however, full year core net income increased by 2% year-on-year from P10.0 billion to P10.3 billion. Against the third quarter, revenue gains which benefited from the seasonal uplift were outpaced by the growth in operating expenses which were driven largely by subsidy and marketing costs resulting from subscriber availments of the Apple™ iPhones, as well as devices from Samsung and

gin were down to P7.9 billion and 37% in the fourth period compared to P9.5 billion and 46% in the third quarter, respectively. Depreciation charges in the fourth quarter were also up by 14% with the increase in both regular and accelerated depreciation as the first phase of the network modernization is now 84% complete following the ramp-up in activities. The combined effects of the overall increase in operating costs and depreciation charges correspondingly squeezed margins further to bring net income after tax to P49 million in the fourth quarter compared to P1.8 billion in the third period.

The increase in fourth quarter costs was likewise driven by network-related charges in support of the larger base, and transformation-related expenses. Excluding accelerated depreciation, foreign exchange and mark-to-market gains and losses as well as non-recurring items, core net income was likewise down to P1.5 billion from P3.1 billion in the earlier quarter. “We are pleased with our performance and satisfied with the record achievements we had in 2012. We are also encouraged by the continued growth and resilience of our mobile and broadband businesses that allowed us to reach record peaks in revenues quarter after quarter despite intense competition and the ongoing network and IT modernization,” Ernest L. Cu, President and CEO of Globe Telecom, Inc., said. “As we anticipate a more challenging year ahead, given the increasingly competitive environment, we are hopeful that the gains we have made in terms of brand building and differentiation through customer experience will tide us through this most critical period as we complete our network and IT modernization program and undertake the related transition efforts. These initiatives will enable us to reinforce our industry position as a formidable challenger and allow us to continue delivering superior value to our stakeholders as well as ensuring sustained growth for our overall business,” added Mr. Cu. The Night Stalker:

An Auspicious Welcome to the Year of the Water Snake at Agua

Limketkai Center’s signature seafood restaurant at Rosario Strip welcomes the Chinese Lunar New Year with a new twist to tried and tested seafood classics. Agua Seafood Restaurant (Agua is Chabacano for water) is an auspicious place to welcome the Year of the Green Water Snake based on water’s traditional symbolism in feng shui as the most powerful symbol of money in traditional Chinese Geomancy as well as of course, the domicile of this

year’s symbol. The Water theme resonates in the interior and outdoor design of Agua with the blue-andwhite accent running through the clam-shaped chairs, porthole shaped windows, aquariums and the sailor-inspired uniforms of the serving crew. But to proceed with the business at hand of welcoming the New Year with seafood classics with a new twist: Starting off with the appetizers: the chef recommends Minced fish (Dory) with let-

tuce wraps, Tempura rice roll with mango, or your choice of classic Chicken or Pork Satay. Or, if you’re a blue-blooded Kagay-anon and would rather start your meal the traditional way with soup: the chef recommends Shrimp Noodle Soup (Laksa) which is Chinese traditional noodles with Shrimp and Superior Stock from the Malaysian Chinese Nonya tradition of Singapore; Nonya cuisine blends Chinese ingredients with spices and cooking techniques used by

the Malay community. Or you can opt for the best Kung Pao Squid selling Cream of Seafood Soup (cream soup with mussels, squid and shrimp); Seafood Pumpkin Soup (Chinese-style thick pumpkin soup with seafood); or the mouth watering Tom Yam Kong (Thai hot and sour prawn soup infused with chili paste). For your entrees, scale new heights of culinary experience with the mundane octopus and squid taking on new year | page 10

Globe Telecom revenue soars to P82.7 billion

Globe Telecom, Inc. closed the year on a high note with consolidated service revenues soaring to an all-time high of P82.7 billion, six percent above previous year’s level of P77.8 billion. Revenue expansion was supported by an overall increase in subscriber base as well as improvements across key product segments. Despite a very challenging competitive environment, declining yields resulting from value offerings, as well as continued prevalence of multi-SIM incidence, the mobile business finished the year with P67.2 billion in revenues. The strong performance reflects the success of the company’s customizable and innovative service offerings for both domestic and international markets, value-for-money promotions, handset and gadget launches, as well as the boost from the increasing demand for mobile browsing and voice services. The broadband and fixed line data segments likewise posted significant gains on account of the rising demand for data and internet connectivity. Full year broadband revenues were up 16% to P8.7 billion as the year marked another milestone for the business with the commercial launch of its broadband LTE service that provided subscribers with alternative tools to improve their overall internet experience. Fourth quarter revenues likewise recorded a quarterly-high of P21.4 billion which drew significant contributions from both the mobile and fixed line and broadband segments, as well as additional uplift from the seasonal holiday spending. The mobile business delivered strong results with P17.3 billion in revenues which was underscored by the highly successful launch of the Apple™ iPhone 5 in the market. Cumulative mobile subscribers by end of the year stood at 33.1 million, up 10% from previous year. The broadband business, similarly, continued to ride on the popularity of social networking sites and benefited as well from declining prices of access devices such as PCs, tablets, and laptops. The broadband segment generated P2.4 billion in fourth quarter revenues and was supported by about 1.7 million total broadband subscribers by year-end. Full year consolidated EBITDA, on the other hand, was at P35.0 billion, down by about P93 million from P35.1 billion in 2011 as incremental revenues were re-invested in additional marketing and subsidy expenses to acquire new postpaid subscribers as well as defend market position through various brand-building initiatives.
