DAVAO City––Hundreds of victims of typhoon Pablo from Davao Oriental and Compostela Valley ransacked Tuesday morning the regional office of the Department of Social Welfare and Development (DSWD) along Suazo Street here, looting sacks of rice and relief goods, the state-run wire agency, the Philippine News Agency reported yesterday. Led by the Barug Katawhan group and the militant Bagong Alyansang Makabayan-Southern Mindanao, the typhoon victims stormed the DSWD building and forcibly took the relief items. They also prevented DSWD employees to get inside the office as they barricaded the gate of the DSWD compound. They spent the night before in front of the DSWD office by sleeping along the road on top of empty sacks, cartons and pillows.

OPERATIVES of the Highway Patrol Group 11 recovered two luxurious Porsche vehicles believed to be illegally smuggled here in the country. HPG 11 director Sr. Supt. Gregorio Pimentel said that the two cars were found at an autoshop at the back of the Victoria Plaza Mall along J.P. Laurel Avenue in Davao City Saturday morning. Pimentel said their initial investigation showed that the vehicles were left behind at the shop for
some remodeling and it was found to have questionable documents. He was surprised that they were registered at the extension office of the Land Transportation Office in Tubod, Lanao del Norte. Pimentel said that a Porsche car could amount to P5-million each and that it could not be easily registered because it could reach to the country through illegal smuggling. FIVE MORE barangays were given the go signal to implement their respective 2013 annual budgets. The City Council adopted resolutions returning to Barangays 2, 6, 18, Balulang and Bonbon ordinances covering their budgets for the year noting that these are in order and may be given force and effect. BUTUAN City––Former Congresswoman Charito “Ching” Plaza has openly declared her full support for Vice-Mayor Lawrence Lemuel Fortun in his bid for representative of Agusan del Norte’s First District in this year’s midterm elections. In a radio interview, Plaza announced that she had ranged herself on the side of Fortun because of his “character, idealism and principled leadership”, which he inherited from his
father, the late Councilor Camilo “Melong” Fortun. According to Plaza, “As vice-mayor, Fortun has led the city council as a proactive, pro-poor, pro-people and pro-environment legislative body. His focus for Butuan City’s development and growth has come to my attention. I know he will use his full potentials as member of the House of Representatives.” Plaza said she believed that Fortun can pursue the projects she initiated during her terms as representative
of the district covering Butuan City and Las Nieves, Agusan del Norte. The former solon was the primemover of several major legislations including the creation of Caraga Administrative Region and the Special Economic Zone Law which have pushed forward Region 13 and this city’s economic growth. Responding to a query on her grandson’s running for city vice-mayor under a group opposed to Fortun’s Liberal Party, Plaza said it did not pose a problem.
Incumbent City Councilor Randolph Plaza, son of the late former Mayor Democrito “Boy Daku” Plaza II, is a candidate under Fortun’s rival, Atty. Roan Libarios, of the United Nationalist Alliance. Carbohydrates are not created equal "Carbohydrates are not created equal", says Dr. Trinidad P. Trinidad, Scientist II of the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST). A study by Dr. Trinidad revealed that different carbohydrate-rich foods have different effects on blood sugar levels. Several consenting volunteers participated in the research study where they were fed carbohydrate richfoods. Two to three hours after eating, blood samples were taken from the volunteers for analysis. The researchers observed that different foods eaten by the volunteers have different effects on their blood sugar levels.
Some foods have higher glucose readings, while others have lower glucose readings. Carbohydrates that break down quickly during digestion release glucose rapidly into the bloodstream, are considered to have a higher glycemic index. C arb ohydrates t hat break down more slowly release glucose gradually into the bloodstream, have low glycemic index. Glycemic Index is a measure of the effects of carbohydrates on blood sugar level.
Glycemia is a term that literally means "causing glucose or sugar in the blood". Blood glucose is closely related to the amount and type of carbohydrates consumed. Dr. Trinidad also studied the glycemic load of a single meal by assessing the overall glycemic effect of a diet based on both the glycemic index and the number of carbohydrates provided per serving for each food ingested. The FNRI-DOST recently published a handbook "Glycemic Index of
C ommonly C onsumed Carbohydrate Foods in the Philippines" authored by Dr. Trinidad P. Trinidad and Ms. Aida C. Mallillin. The handbook is available at the FNRI-DOST office. Dr. Trinidad elaborated that the carbohydrates absorbed in the small intestine are the "available" carbohydrates, while carbohydrates that escape digestion and absorption in the small intestine are the "unavailable" carbohydrates. Examples of "unavailable" carbohydrates are dietary fiber and resistant
starch that enter the large intestine or the colon where they are broken down by friendly bacteria. Dr. Trinidad says that the findings on carbohydrates and dietary fiber suggest their increasing role in reducing risk to obesity and chronic diseases such as diabetes mellitus, cardiovascular and coronary heart disease and some forms of cancer. The understanding on carbohydrates, dietary fiber, glycemic index and glycemic load are beneficial to nutritionist-dietitians in
planning diet intervention for clients. The Food and Nutrition Training Unit of the FNRI-DOST can conduct trainings on “Understanding Glycemic Index (GI) and Glycemic Load (GL): A tool in the control and management of lifestyle diseases”. KORONADAL City - A total of 446 inmates at the South Cotabato provincial jail may not be able to vote in the May 2013 midterm elections, an official of the City Comelec office said. The Regional Trial Cout made this ruling in exclusion proceedings held last week. The case stemmed from a petition of a village official in Barangay General Paulino Santos (GPS) to disqualify 472 inmates who were allegedly not Koronadal City residents, City election officer Evangeline Basan said. The provincial jail houses 681 inmates. Noel Monterola, president of the organization of inmates of the provincial detention and rehabilitation facility, said their members were dismayed over the decision of the court to exclude their names in the official list of voters. “We should have been properly evaluated before the satellite registration,” he said. The detainees were of-
ficially listed in a four-day satellite registration in May last year in accordance with Comelec Resolution 9371. In response to the court decision, the inmates have decided to file a motion for reconsideration. In their petition, they argued that some of them have already lived inside the facility for 7 to 15 years. City Comelec Basan said they cannot yet remove the names of the 446 inmates from the list of voters whose names are listed under polling precincts No. 126 to 128 while the proceedings are still on-going. “We have to wait until the court decides with finality the exclusion of the inmates , before we can actually remove them from the official list of voters,” she said. cannot escape. They’re inside our mind and conscience like a disease or cancer. It’s true: there is no medical doctor or traditional medicine that can cure our guilty conscience. Humans have no cure for it. Only God the Son can make you free and healthy. If you and I will simply admit we are guilty of all our sins and ask Jesus to give us His gift of forgiveness and new life, then our sick soul and conscience can finally be free from all our guilt! Who is claiming credit for Laguindingan airport
PRESIDENT Benigno S. Aquino, III visited the ‘almost complete’ Laguindingan Airport in Laguindingan, Misamis Oriental yesterday. We say almost complete since despite that the Laguindingan Airport would now be able to serve aircraft; the airport still lacks necessary flight instruments that could ensure the safety of the aircrafts and passengers. Anyway, there were insinua- Cris Diaz tions that Aquino would officiate the formal opening of the airport during a drop in yesterday. Nobody wants a premature opening of the Laguindingan airport but provincial Governor Oscar Moreno of Misamis Oriental. Moreno wants the Laguindingan airport open before the midterm elections in May this year. The idea is simply because Moreno wants to take credit of the Laguindingan as a major accomplishment of this administration. It is deplorable that we have government officials who force their whims at the expense of public safety. The local business groups file a formal resolution protesting the premature opening of the Laguindingan airport pending installation of all instruments for safe and secure flights there. Unfortunately, Moreno was insisting that Laguindingan airport should operate now. They said Moreno was forcing officials of the Department of Communication and Transportation (DOTC) and the Civil Aviation Authority of the Philippines to open the Laguindingan airport next month. Well, Moreno knows that he has nothing to get credit of the Laguindingan airport unless the airport operates under his term as provincial governor. Should Laguindingan prematurely operate before the May elections, Moreno would use it as one of his
campaign banners being responsible for Laguindingan airport’s operation. The question, however, is that would people, especially the people in Cagayan de Oro where he is running for Mayor, believe him (Moreno)? Well, for those who did not know, Laguindingan Airport was one of the major infrastructure projects of the Ramos administration in 1993. The Cagayan de Oro Chamber of Commerce and Industry, Inc. then headed by Guido Delgado submitted the proposed project to Pres. Fidel Ramos under the Cagayan de Oro-Iligan Corridor economic zone program. Incumbent Cagayan de Oro City Mayor Vicente Emano, then provincial Governor of Misamis Oriental, approved the Chamber of Commerce’s recommendation. When Gloria Macapagal Arroyo became President,she continued the Laguindingan Airport project. She authorized Emano to proceed to South Korea to negotiate with the Eximbank for a possible loan guaranteed by the Philippine government for the construction of the Laguindingan Airport. The Eximbank of South Korea initially granted a more than P700 million loans for the construction of the Laguindingan Airport. Emano successfully forged an agreement with Eximbank for the release of the fund that started the construction of the Laguindingan Airport. It is, therefore, hypocrisy in the highest form for Moreno to grab credit for the construction of the Laguindingan Airport. Moreno has no legal ascendancy to claim credit for it. Moreno should let the normal course for the Laguindingan Airport to open until completion of all its flight requirements next year. Nelly Dillera, DTI-Sultan Kudarat provincial director, said they are looking at sustaining the coffee industrial tours in Senator Ninoy Aquino town as a strategy to draw more investments and further improve the industry’s market potentials. DTI and the municipal government of Senator Ninoy Aquino earlier launched the industrial tours as part of the highlights of the Coffee Festival in the area last Feb. 12 to 15. Dillera said they opened the industrial tours to mainly showcase the province’s coffee industry, which is mainly centered in the fertile upland plantations of Senator Ninoy Aquino town. “Our goal is to draw more visitors to the area, compel coffee players to improve their farms as well as generate sales for local enterprises,” she said in a statement. The recent industrial tours were initially handled by the SNA (Senator Ninoy aquino) Coffee Industry Development Council, she said. Dillera said the tour package included coffee drinking at a traditional coffee shop situated near a popular waterfall and a tour at a coffee nursery, coffee plantation and coffee roasting and grinding processing firm in the area. Highlighted in the tour was a technology adopted by local coffee farmers who were able produce as much as 1,000 kilograms of coffee per hectare, she said. She said they also inserted a visit to the NeoCountry Crafts, a local producer of top quality souvenir items made of abaca. “For those who want to spend the night in the area, the tour may also include an overnight stay at Elan’s Haven Resort, a mountain resort where visitors could go on swimming, horseback riding, camping and trekking along the Tinalon Cave, which is also part of the resort,” Dillera said. Sultan Kudarat province is presently considered as the country’s biggest coffee producer. Region 12 or the Soccsksargen Region currently produces around 28,000 metric tons of coffee annually, the bulk of which is sourced from Sultan Kudarat. The region comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato as well as the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

The complainants––former employees of TransCo who were absorbed by NGCP after the latter took over the business operations of TransCo in 2009––alleged that they received the PIS reward earned as TransCo employees in 2008, but NGCP refused to release the PIS for the years 2009, 2010, and 2011. The court ruled that NGCP is an entity separate and distinct from TransCo and any monetary grant or benefits extended by the complainants’ former employer TransCo over and above what is required by law does not bind NGCP. The law also recognizes that any grant of bonus cannot be demanded by the employees from its employer and that any monetary grant over and above what the law requires is a management prerogative which cannot be forced upon the employer. The decision further ruled that the complainants cannot invoke the PIS as a form of monetary benefit granted to workers for their satisfactory service to enable NGCP to meet the performance target because the PIS, as granted by the ERC, is meant to reward or to penalize NGCP should its actual level of performance exceed or go below the target level of performance in a particular regulatory year. IN line with the continues campaign for the protection of the city’s ecological resources, the City Council committee on environment and natural resources chaired by Councilor President D. Elipe yesterday created a technical working group to study the proposal to provide incentives for the construction of green buildings in Cagayan de Oro. The TWG is chaired by City Building Official Isidro Obligado, with representatives of the City Assessor’s Office, City Engineer’s Office, City Finance Office, City Legal Office, City Council, Arch. Rey D. Galua and Engr. Dionel O. Albina, as members. Councilor Elipe said instead of imposing penalties, the committee intends to come up with incentives to encourage the construction of eco-friendly buildings. Councilors Elipe and
Adrian Barba requested the TWG to study the parameters of the incentives and submit the draft ordinance on or before April 15. A public hearing will be called before the proposed measure will be approved, he added. A proposal for local green building standards was submitted by Arch. Galua and Engr. Albina. According to Engr. Albina, green buildings will reduce consumption of electricity and natural ventilation, among others. He believes companies will be willing to comply not because of incentives but because of its benefits. CAGAYAN de Oro City–– The Department of Social Welfare and Development (DSWD), on Thursday, assured that enough funds and relief supplies are in place for the victims of typhoon ‘Crising.’ Social Welfare and Development Secretary Dinky Soliman said that P15.84 million in standby funds, P10.45 million in family food packs, and P42.44 million worth of relief supplies were prepositioned in the DSWD Field Offices 4-B, 9, 10, 11, 12, CARAGA and Autonomous Region in Muslim Mindanao (ARMM) affected by the typhoon. In Region 10, a total of
644 families composed of 3,220 persons coming from four barangays of Valencia City, Bukidnon were affected and are now staying in five evacuation centers in Batangan, Maapag, Pinatilan, and Catambalon. The City Social Welfare and Development Office (CSWDO) of Valencia City provided 15 sacks of rice and 10 cases of sardines to affected families. BUTUAN City––The Department of Social Welfare and Development has launched what it called as “Anti-Epal” campaign to discourage politicians and other groups to use for their advantage the agency’s Pantawid Pamilya beneficiaries with the approach of the May, 2013 mid-elections. In her message during her first press conference as head of DSWD in Caraga, Regional Director Minda Brigolo said the Anti-Epal drive’s main purpose “is to insulate DSWD programs particularly Pantawid Pamilya from the control of certain politicians who claim to have the authority to delist a beneficiaries if and when they will not vote for them. At the same time, this will be a great opportunity to strengthen the identity of the program that it is not merely a dole out.” With the tagline “Makialam, Magsumbong, Bawal and Epal Dito”, Brigolo said it is expected that beneficiaries will be empowered to participate in the campaign and know their right that only DSWD has the ability to remove a beneficiary if he or she will not comply with the conditionalities of the program. “This is to protect the beneficiaries’ rights from being used to any political aspiration,” she said. Brigolo urged the local media to help in providing the public correct information and hoped the press conference will signal the start of a substantive exchange of information.
ECC to conduct advocacy seminar in Oro on Feb. 28 THE Employees’ Compensation Commission (ECC), a government corporation attached to the Department of Labor and Employment, will be conducting an advocacy seminar about the Employees’ Compensation Program this coming February 28, 2013 at Mallberry Suites Business Hotel, Cagayan de Oro City. The Employees’ Compensation Program (ECP) is a government program designed to provide a compensation package to public and private employees or their dependents in the event of work-related sickness, injury or death. This one-day seminar is intended for the human resource officers of companies within Region 10. The seminar will discuss about the Work Contingency Prevention, Benefits and Services offered by ECC and DOLE for occupationally-disabled workers. The ECC is ensuring that workers and employers are informed of their rights, benefits and privileges under the Employees’ Compensation Program. The ECC has a regional extension unit located at DOLE Regional Office No. 10 in Cagayan de Oro City.
