DAVAO City––Malacanng announced Monday noon the appointment of 15 members of the Transition Commission of the Philippine government (GPH) and Moro Islamic Liberation Front (MILF), the body that would prepare the groundwork for the setting up of the new autonomous political entity called “Bangsamoro” by June 30, 2016. Presidential spokesperson Edwin Lacierda announced the names––eight from the MILF and seven from the GPH––in a press conference in Malacanang. He said the TransCom will be chaired by Mohagher Iqbal, the MILF peace panel chair. Iqbal will now be holding three concurrent positions: as information chief and peace panel chair of the MILF and as chair of the GPH-MILF TransCom. Named members of the TransCom for the government are: Akmad A. Sakkam, Johaira C. Wahab,. Talib A. Benito, Asani S. Tammang, Pedrito A. Eisma. Froilyn T. Mendoza and Fatmawati T. Salapuddin. The MILF on the other hand selected eight members: Iqbal, Maulana Alonto, Abdullah Camlian, Ibrahim D. Ali, Raissa H.
Jajurie, Melanio U. Ulama, Hussein P. Munoz and Said M. Shiek. According to Lacierda, the seven appointees of the GPH panel “underwent thorough screening and evaluation” by a TransCom Selection Body composed of Justice Secretary Leila de Lima, Presidential Adviser on the Peace Process Teresita Quintos-Deles, and Mehol Sadain, Secretary of the National Commission on Muslim Filipinos (NCMF). Lacierda said the GPH Selection Body agreed that appointees be “a Bangsamoro, a track record in support of the peace process, and established probity, untainted by any charge or suspicion of corruption or abuse of power, among others.” Women and IPs The eight names selected by the MILF are all members of the MILF peace panel. Iqbal is MILF peace panel chair. Alonto and Camlian are members of the MILF peace panel; Jajurie, Ulama and Sheik are members of the MILF peace panel’s Technical Working Groups while Munoz, more popularly known by his commander’s name, Sonny Davao; and Ali, an aleem, are consultants. Jajurie is a lawyer while Sheik is head of the MILF’s Coordinating Committee on the Cessation of Hostilities.
Iqbal acknowledged that individually, taking on the task on a concurrent capacity is “mahirap pero mas mahirapan kami kung maghanap pa ng bago” (difficult but it will be more difficult if we look for new ones). He told MindaNews in a telephone interview that “organizationally, mas madali (it will be easier) because of trust and confidence. On the GPH side, only one from the GPH peace panel was named to the TransCom: lawyer Wahab, chief of the legal panel. Wahab, who hails from Maguindanao, and who topped the Foreign Service Officer examination given out by the Department of Foreign Affairs last year, is the youngest member of TransCom. She is turning 28 on March 25. Iqbal, the TransCom chair, is turning 65 this year. hrough the years, vitamin A deficiency (VAD), iron deficiency anemia (IDA) and iodine deficiency disorder (IDD) remained significant nutritional problems of the country. One of the solutions in fighting micronutrient malnutrition is food fortification. Food fortification is the addition of micronutrients like vitamin A, iron and iodine to foods widely consumed by the population. Food fortification aims to increase the micronutrient intake to prevent nutrient deficiencies. Several laws have been enacted with regards to food fortification, like Republic Act 8172, which is an act for salt iodization all over the Philippines. On the other hand, Republic Act 8976 known as the Philippine Food Fortification Act of 2000, calls for mandatory food fortification of rice with iron, wheat flour with vitamin A and iron, and cooking oil with vita-
min A. RA 8976 also encourages voluntary food fortification of processed food. Fortified food products have Sangkap Pinoy Seal (SPS) in their packaging. The triangular SPS is used for the mandatory food fortification of food staple namely rice, flour and cooking oil. The rectangular SPS is for voluntary food fortification of processed food like noodles, biscuits and chips. According to the results of the 7th National Nutrition Survey (NNS) in 2008 by FNRI-DOST only 11.6 percent of households is aware of the SPS and the remaining 88.4 percent of households is not aware of the SPS. Usage of iodized salt based on the 2008 NNS is 78.5 percent aware-
ness level among households but only 41.9 percent was actually using it. There was also a decrease in the number of households who were aware and were actual users of iodized salt. Awareness level decreased from 83.4 to 78.5 percent from 2005 to 2008. Actual utilization of iodized salt, reduced from 49.2 to 41.9 percent in the two reference years. Based on the data, it is evident that there is really a need to increase the awareness level of the public on the benefits of fortified foods. One proof that food fortification can really address a malnutrition problem is a study done by the FNRI-DOST. In a study led by Dr. Imelda Angeles-Agdeppa, 1009 schoolchildren 6 to 12 years old from

KORONADAL City - Sixtynine families, who were forced to leave their houses in Barangay Lamlahak, Lake Sebu last year can now begin a new life outside the evacuation center. These families were part of the 138 families from four sub-villages in said barangay who were forced to evacuate to the barangay center early in October 2012 after very large tension cracks were discovered in their areas. These cracks covered at least 40 hectares of steep slopes that could cause danger to families living in the vicinity if landslides occur.
In November and December, half of the families were allowed to return to their original homes after officials of the Mines and Geosciences Bureau, in coordination with the Provincial Disaster Risk Reduction and Management Office ascertained that their areas were safe from possible landslides. The remaining 69 families, mostly from sitio Tokubokung, have since occupied the village's daycare center, primary school, and a nearby T’boli house. Early this month, PDRRMO operations officer John Lorca confirmed that a safe relocation site for the dis-
placed families have been identified and bought. This is a result of months of negotiations between the provincial and municipal DRRMCs. Said lot, he said, has an area of one hectare and was offered by a former local official. Clearing of the area began early this month, followed by the apportioning of the lot to the recipient families via drawing of lots. Lorca assured measures have been put in place to ascertain that only the families originally identified to need transfer to the new site are included in the drawing of lots.
Yesterday, South Cotabato Gov. Arthur Pingoy led the delivery and distribution of shelter assistance to the 69 families. As its counterpart to the rebuilding of houses, the provincial government gave each family two bags of cement, 50 pieces of hollow blocks, 10 galvanized iron sheets for roofing, and five kilograms of assorted nails. Gov. Pingoy also handed handed out a set of wood saw and hammer for every five families. Each family was also given a sack of rice. TACURONG City - The Local Government Unit (LGU) of Tacurong City wrapped up its outstanding performance for year 2012 by earning the Silver Seal of Good Housekeeping (SGH) conferred by the Department of Interior and Local government (DILG). DILG Provincial Director Abdulgani Tekoken officially informed the Office of the Mayor that the city government passed the criteria for the silver seal. The DILG has cited Tacurong for getting the highest rating among LGUs in Region XII in the Report Card Survey of the Anti-Red Tape Act implementation. Tacurong received an RCS final score of 97 percent, which is equivalent to an ‘excellent’ descriptive rating. The SGH is a mechanism comprising a set of criteria aimed at recognizing LGUs with good performance in internal housekeeping particularly in the areas of Planning, Sound Fiscal Management, Transparency and Accountability, and Valuing Performance Management. Among the key components of the SGH criteria are compliance to the mandates of the Anti-Red Tape Act as well as to the Full Disclosure Policy of the DILG. Further, LGUs stamped with Good Housekeeping Seal should have “no adverse” report from the Commission on Audit, which means that they should have complied with all the requirements of the govern-
ment’s auditing agency. For 2012, the criteria for SGH are scaled up and with three categories called Bronze, Silver and Gold Seals. The criteria for the Silver Seal are: good or excellent performance as indicated in the CSC Report Card Survey on the ARTA (anti-red tape) implementation, Functionality of the Bids and Awards Committee (BAC) and compliance to the Full Disclosure Policy. The highest an LGU could receive for 2012 is the Silver Seal. The Gold Seal is up for grabs for 2013. As recipient of the Silver Seal, Tacurong is eligible to access the DILG’s Performance Challenge Fund, a support fund used to finance local development initiatives in furtherance of national government goals and strategic thrusts. In September 2012, the DILG declared Tacurong City as the regional winner of the Gawad Pamana ng Lahi (GPL) Awards under the cities category. GPL, a total concept award given to best-performing LGUs, uses various criteria in selection of winners among which are the Silver SGH, the Local Government Performance Management System (LGPMS), and outstanding innovations. The phrase undecided voters are often considered critical which could lead to a candidate victory or loss. Aside from the undecided voters, President Aquino would also try to sway supporters of the other side of the fence to change their choice of candidates. Well, that is the least one could expect from the President. Aside from the usual expectation, there are things in politics that people see more than meet the eyes. Call it negative hunches but President Aquino’s support and the passage of RH Bill in Congress must have strained the predominantly Roman Catholics country. The Catholic Bishop of the Philippines (CBP) frowned on the RH Bill that its nationwide members vowed to get back in the coming midterm election this year. With the Roman Catholics resistance to RH Bill and its successful passage, apparently with the President’s strong endorsement, Aquino has lost his magic. It is in this instance that the President is racing against time – he would always explain RH Bill, which the Catholics always turned deaf, ears too. Campaigning in Cagayan de Oro City today could be Aquino’s problem too. With a weak and divided LP leadership in town, local LP candidates are optimistic that Aquino’s endorsement could make a difference. Well, there could be different, really. After all, the Padayon Pilipino, a regional political party headed by incumbent City Mayor Vicente ‘Dongkoy’ Emano, is also supporting some LP senatorial candidates. Lift Sabah food blockade, deadline
A WORD of caution to Malaysia. Malaysia should refrain from pushing the button. My recommendation is for Malaysia to LIFT its announced “deadline to vacate” and the food blockade imposed to scuttle the Sultanate’s resolve. Extending it to a few more days won’t work. It will only lead to the brink. Now that the Philippine government is grappling with the incident and has indicated that it will help handle the situation, it may be best for Malaysia to just leave the matter, for the meantime, to the Philippine side to resolve the so-called “stand off ”. THIS WILL NEED COOLING OFF TIME so deadlines won’t help. I strongly suggest that the Philippine backchannels, official or otherwise, must work round the clock to convince Malaysia to LEAVE THE MATTER TO THE PHILIPPINE SIDE TO

I recall when the four countries under the BIMP EAGA (Brunei, Indonesia, Malaysia, Philippines East Asian Growth Area) were set to sign a document setting up a facilitation center to be based in Kota Kinabalu, the document hit a snag when the address of the center was written in the draft Agreement as “Kota Kinabalu, Sabah, Malaysia”. The Philippine Foreign Affairs department in Padre Faura declined to affix the Philippine signature because it will indirectly accept Sa-
bah as part of Malaysia. Again, when backchannels were suggesting that we open a Philippine consulate in Sabah ostensibly to protect the Filipinos there (due to their numbers and recurring problems), our government firmly but courteously declined. A Philippine Consular Office in Sabah can be interpreted to mean that we officially acknowledge Sabah as within Malaysian territory. All of these were done discreetly but “with grace and aplomb”, cognizant of the Philippine pending claim but balancing with the imperatives of international diplomacy. On the Sultanate of Sulu side, there were behindthe-scene efforts to adroitly handle the Kirams to keep them assured that they were “not sidelined” and kept them from feeling aggrieved and that we were not deadline | page 11

First, this organization provides the members with some academic forums. These forums attempt to enlighten the members to be well-prepared for doing research and publishing scientific articles. Other reason is that the members tend to be dragged into academic activities. The members anywhere are still admitted and acknowledged by being invited and updated any time with its development and progress. Veteran and seasoned politicians are indeed still not immune from committing a blunder that only gives undue advantage to their foes such as what the United Nationalist Alliance (UNA) leadership had committed by dropping the three Team PNoy senatorial candidates as their guest candidates. Dropping from their ticket as guest candidates reelectionist Sens. Chiz Escudero and Loren Legarda and former censors chief Grace Poe is a decision that serves more the political interests of Team PNoy than that of the opposition coalition. It should not have been done or if it has to be done, they should have postponed doing it until it becomes more advantageous for them to do so. Why the so-called three kings of UNA, namely, Vice President Jejomar Binay, Senate President Juan Ponce Enrile and former President Joseph Estrtada, decided this early to finally drop their three guest candidates is a real puzzle to many political observers. What purpose that such move had served UNA? Did the move enhance their chances in the coming mid-term elections? Now that they have dropped the three, what the move had achieved so far is to confirm a fact that they failed to come up with a complete senatorial slate. At first, they have 12 candidates. But now in the eyes of the people they had 12 at the start of the campaign only because of the three guest candidates. With regard this point, the question to ask now is, who has an incomplete slate, Team PNoy or UNA? If the ability to come up with a complete slate is a sign of strength on the part of the political party or coalition that is able to do it, does UNA’s situation now reflects highly of its strength? Or is UNA just showed its own weakness in this regard? I personally am of the view that UNA’s decision to drop their three guest candidates was ill-advised and was merely a knee-jerk reaction thus just displayed its leadership’s low emotional quotient. Remember that UNA never denied that the three were their guest candidates only. Micronutrient deficiency in PH: When the smallest matters most By their very name, micronutrients are vitamins and minerals that are needed only in very small amounts, but their impact on our health is huge. Micronutrients like iron, zinc, Vitamin A, and many others are responsible for the vital functioning of our body’s systems, from physical growth and vision, to brain vigor and increased immunity. When the body fails to receive the small quantities of micronutrients that it needs, serious health problems can result in a condition widely regarded as micronutrient deficiency or “hidden hunger.” The nutritional makeup of the Philippines continues to be characterized by the severity of micronutrient deficiency. According to the Food and Nutrition Research Institute- Department of Science and Technology (FNRI-DOST), 70-90 percent of Filipinos lack iron and Vitamin A in their usual diet. Two out of ten schoolchildren suffer from iron deficiency anemia, and the incident rises with age. Following closely are those lacking adequate amounts of Vitamin A in their diet. One out of ten from the same group is Vitamin A deficient. The same stud y also shows that two out of ten
children are zinc deficient. Zinc is a trace mineral that plays a role in body metabolism, reproductive health, immune function, and more than 200 important chemical reactions in the body. Inadequa te intake of these three important micronutrients may lead to several nutritional problems, including stunting, fatigue, poor concentration, lack of focus and other signs of impaired physical and cognitive development. These may be reflected among schoolchildren who suffer from poor mental and physical performance and frequent absenteeism as a result of impaired immunity. It is also important to have plenty of Vitamin C, which is a powerful antioxidant that boosts immunity, prevents cardiovascular disease, and contributes to healthy skin, among many other benefits. “Making the right food choices is one of the ways to address the problems of micronutrient deficiency,” said Dr. Imelda Agdeppa, Assistant Scientist of FNRIDOST. “Unfortunately, the inaccessibility of food and money in the majority of Filipino households puts many families at a high risk of getting sick. On Tuesday night, dozens of rebels stormed the motorpool of Del Monte in Manolo Fortich in Bukidnon, its fertilizer warehouse and logistics office in Vista Villa in Sumilao town, also in Bukidnon, killing a security guard and wounded three others. The rebels also attacked Dole Philippines office in Impasug-ong, Bukidnon; where they disabled the equipment and destroyed other capital goods used in the pineapple plantations. “The punitive attacks against the multinational plantations have long been demanded by the indigenous people and peasant masses in Bukidnon and other parts of Mindanao whose ancestral lands have been seized, plundered, despoiled and poisoned by big foreign multinational corporations,” said Jorge Madlos alias Ka Oris, spokesman of the National Democratic Front (NDF) in Mindanao, the umbrella organization of the communist underground movement. Said complainants were terminated from their employment for manipulating and interfering with NGCP’s bidding process for a service contract hiring laborers and renting vehicles for line clearing activities. The termination was based on a decision of an administrative investigating panel on August 28, 2012 after hearing and due consideration, which declared the complainants guilty of violating the provisions of the NGCP Code of Conduct and recommended their dismissal of employment without any entitlement to separation pay. The Executive Labor Arbiter found that the infractions committed by the complainants did not only violate NGCP’s existing policy, rules and regulations for conduct against property and company interest, but also constitute a just cause for termination under Article 282 of the Labor Code. The law states than an employer may terminate an employment for serious misconduct or willful disobedience by the employee of the lawful orders of his employer or representative
in connection with his work. The Decision further stated that NGCP fully complied with the requirements of the procedural due process before the complainants were dismissed from employment. Tasks The EO provides the following tasks of the TransCom, in accordance with the FAB: “draft the Bangsamoro Basic Law with provisions consistent with the 2012 Framework Agreement on the Bangsamoro; whenever necessary, to recommend to Congress or the people, proposed amendments to the 1987 Philippine Constitution; and whenever necessary, to assist in identifying and coordinating development programs in the proposed Bangsamoro in conjunction with the MILF Bangsamoro Development Agency (BDA) and the Bagnsamoro Leadership and Management Institute (BLMI)” and for this purpose, “may likewise coordinate with such other relevant government agencies and/or non-government organizations.” It also adds these tasks: “coordinate and conduct dialogues and consultations with the National Government and various stakeholders in furtherance of its functions; and perform
such other relevant functions as the President may hereinafter direct.” The TransCom, according to the FAB, will be independent from the ARMM (which will hold its last elections in May 2013) and other government agencies” but all agencies of government are mandated to “support the Transition Commission in the performance of its tasks and responsibilities” until it ceases to exist “upon the enactment by Congress of the Bangsamoro Basic Law.” The EO provides that the TransCom “may directly coordinate with legislative bodies in order to accomplish its functions” and shall organize its Secretariat headed by an Executive Director as may be designated by the chair. is too public to ignore. I can’t help but suspect that some of Chairman Nur’s MNLF elements are part of the armed contingent now in Lahad Datu. SECURITY IMPLICATIONS-But I am more worried about the effect of all this on our relations with Malaysia, our next-door neighbor which has been a good ally in the ASEAN hemisphere. It has also serious security implications for the Philippines because we have “opened our barracks” to Malaysians who know exactly the AFP capabilities (and weaknesses), especially in Mindanao with Malaysian military forces actively engaged in ceasefire work in every nook of our southern region. They know every detail of our AFP’s operational status in the south, to the last detachment on the ground. . Of course, armed hostilities between us and Malaysia is far fetched but it’s good to point this out for our own reality check. MALAYSIAN ELECTIONS TOO -- Now, the Aquino administration is confronted with it and is compelled to deal with it. The timing of the eruption of the issue during our own May election campaign period is also unfortunate. We know how it is when some political candidates will use this as an issue in the campaigns. Many may not be aware of this but there is ALSO the forthcoming elections in Malaysia THIS YEAR . The controversy will be a factor, no doubt. This may be internal Malaysian matter but I am informed reliably that there is some quiet rancor and insecurity amongst Tausugs who are in Sabah now and who are not even involved in the so-called “stand off”. The ROYAL INQUISITION COMMISSION in Malaysia had started to look closely at the IMMIGRATION CARDS (IC) system that granted resident or legal status to some Filipino Muslims, mostly Tausugs from Sulu as part of some political move to downscale the voting strength of Sabahans in the forthcoming Malaysian elections. Many TAUSUGS, mostly Sultanate “subjects” who are long time residents there were affected. The campaign was the cause of many forced repatriations. My calculation is that while the actual body count involved in the “stand off” is said to have 200 to 300 warm bodies, the feeling of insecurity and grievance
is pervasive amongst many Sabah residents who came from Mindanao. THEY ARE POTENTIAL “ACTORS” IF THE SCENARIO IS MISHANDLED. I was also reliably informed that Malaysian opposition leader Anwar Ibrahim, the Former Deputy Minister of Malaysia who was charged and detained but was acquitted of sodomy charges, had met sometime ago with Chairman Nur Misuari (also charged and detained and also acquitted for rebellion). They did not talk about their cases for sure. . Yes, they discussed this “IC” cleansing issue in Sabah. What came out of that meeting was still unclear. WAY FORWARD --- One way forward is to pursue it as “proprietary” issue to protect the rights of the Sultanate of Sulu. From my own assessment, the Sultanate appears insecure due to the reported approaching “expiration” of the lease payments. It is also aggrieved because Malaysia reportedly increased the amount of payments for Sarawak, another tenement similar to Sabah’s situation. The IC “cleansing” which has negative viral effect on Filipino Muslims in Sabah and its ramifications in Malaysian politics is another matter. Let’s not forget the MisuariMNLF factor. These must all be taken into account. MARHATABAT -- A final word. A premature and reckless move by Malaysian authorities, even as a public avowal of its non-negotiable policy of Malaysian territorial integrity may trigger a more complicated scenario. I am not making this up or sound threatening. But it is publicly known that the TAUSUGS of Sulu (and many of them are now EMBEDDED in communities in Sabah) value their honor and dignity. Muslims refer to this as “marhatabat.” They value this more than life. USE OF FORCE TO RESOLVE THIS WILL ONLY WORSEN THINGS. What is crucial is how the “stand off” can be handled with great sensitivity and balance. I trust the two governments will accordingly calibrate their actions. PH eligible to apply for EU GSP+ tariff benefits PHILIPPIN exports are expected to enjoy more duty-free preferences in the 27-nation trading bloc starting 2014 with the country’s possible qualification for benefits under the Generalised System of Preferences (GSP)+ scheme of the European Union (EU). “Top gainers for the Philippines, if and when we quality for GSP+ additional preference, are prepared foodstuffs like canned tuna and garments and textiles,” Maria Tereza Borja, Trade Assistant of Philippine Trade and Investment Center in Brussels, Belgium, said in a
seminar on the GSP scheme. Borja said the Philippines, Ukrain and Pakistan are eligible to apply for new GSP+ benefits, along with other GSP general arrangement country beneficiaries which are considered “vulnerable”. Borja explained that vulnerable countries are those whose exports to the EU are heavily concentrated in a few products. This is proven true in the case of the Philippines, where the seven largest sections of GSP-covered imports into the EU represent more than 75 percent
in value of their total GSP covered exports. She said a country is also considered as vulnerable if its level of exports to the EU represents less than two percent in value of total GSP covered imports. “Initially, the GSP+ beneficiary list is empty, as all eligible countries must apply for new GSP+ benefits, including those countries which benefit from GSP+ today,” she added. BRAC, DepEd celebrate 1st ADM project anniversary C OTABATO City––The BRAC Phi lippines and the Department of Education in the Autonomous Region in Muslim Mindanao (DepEd-ARMM)marked the first year successful anniversar y of the Alternative Delivery Model (ADM) project on Februar y 27 this year.
