Local officials to declare ‘Lolong a hero’ Philippine bishops hail pope’s humility By CHRIS V. PANGANIBAN of Mindanao Daily News

BUNAWAN, Agusan del Sur—Local officials are bent on declaring Lolong, the world’s largest saltwater crocodile in captivity who died on Sunday night, as hero through an ordinance that will be passed by the Sangguniang Bayan. Mayor Edwin “Cox” Elorde said SB members have agreed in a meeting yesterday that Lolong deserved

to be declared a hero for bringing prestige that placed their town into the world map and his big role to raise awareness to preserve biodiversity in Agusan Marsh. “We agreed to honor him as a hero through local ordinance so that such legislative move will be permanent,” Elorde said. Elorde who seems to have shown personal attachment to Lolong, earlier said in a news conference on

Monday that the town took care of the crocodile not as a beast but like an “adopted son”. Lolong’s fame of gaining the Guiness Worlds Records as the largest saltwater crocodile in captivity measuring 6.17 meters (20.24 feet) dislodging Australian crocodile named Cassius that measured 5.48 meters (17.98 feet) has drawn global tourist attraction boosting local revenues

Philippine cardinals, archbishops and bishops expressed their gratitude for the service of Pope Benedict XVI, who surprised the world with his decision to resign this month. Although surprised and lolong | page 10 saddened, the country’s Catholic leaders said the pontiff ’s decision displays extraordinary humility and love for the church. “The announcement also brought sadness to us. We felt like children clinging to a father who bids them farewell,” said Manila Archbishop Luis Antonio Tagle. “But sadness gives way to admiration for the Holy

JV Ejercito wants to talk Ungab over DRSUS bill By Anthony S. Allada

SAN Juan Rep. Joseph Victor Ejercito Estrada is set to meet Davao City Rep. Isidro Ungab over the latter’s proposed House Bill 5311 or an act to establish the Davao Regional State University System (DRSUS) to raise his point over his opposition about it. “As a matter of parliamentary courtesy it is not my intention to interfere the agenda of my collegue at the congress. But my only wish to talk with him personally and try to convince him on the disadvantages of the bill,” Estrada told reporters yesterday afternoon at the sideline of his visit at the University of Southeastern Philippines (USEP) campus along Obrero here. He said that he would like also to inquire from Ungab the rationale of filing the bill which was met with strong opposition from the student sector in the city. The DRSUS shall integrate four state universities and colleges (SUCs) in the region, namely; University of Southeastern Philippines, Davao Oriental State College of Science and Technology, Southern Philippines Agribusiness and Marine and Aquatic School of Technology and the Davao del Norte State College. The proposed house bill aims to reduce the number of SUCs in the country so as to maximize the limited budget for SUCs. Earlier, the National Union of Students of the Philippines (NUSP) believes that HB 5311 further justifies the continuous decrease in the budget of SUCs as the bill reportedly compromises the budget for college education in the detriment of the Filipino youth’s rights and welfare. Estrada said since he was still the mayor of San Juan City, free education for all has become his advocacy and he has been consistent about it when he was elected as the congressman of the city’s lone district. “I continued to advocate not just basic education but also tertiary education because I believe that college education is the answer to address poverty,” he said. THINK a minute. You’ve heard of people who try to raise their standard of living at almost any cost. They’ll go without many things to get a higher education, hoping it will later get them a higher-paying job and career. Some even move their family to another country to raise their standard of living. Still others will only let their children marry someone whose standard of living is the same or higher than theirs. Many of us spend much of our life working to raise our standard of living in terms of money and status. Then when we finally reach the standard of living we want, we still have to work hard to make sure we stay there! But there are people whose standard of living never changes, whether they have a lot of money or not.

Think A Minute Jhan Tiafau Hurst They always enjoy a high standard of living in their own character and daily lifestyle. They’re always honest, loving, and kind. They’re quick to forgive others who wrong and hurt them. They’re in control of their physical desires for pleasure, so they always have great fun in life without hurting their own bodies or other people. They enjoy real happiness and closeness every day in their marriage and with their kids. You see, the kind of person

we are inside is what gives us our real standard of living, not material things or status! So what kind of character and daily lifestyle do you have? What kind of marriage and family do you have? What kind of friends? There are many people who have heaps of money and status, but they have a low standard of living, because of the low level of their own personal character. They’re dishonest, greedy, competitive, and jealous of what other people have. They

gossip and use people to get what they want. They don’t have much love and forgiveness in their heart for people who wrong and hurt them. There are heaps of rich people who do not possess real love, peace, and satisfaction in their marriage and family! This is why our Maker is the only One Who can give us the power, honesty, and love we need to raise our standard of living by raising the level of our character. It’s only when we ask Jesus Christ to start changing us that we can start enjoying a truly high standard of living. So why not ask Jesus to take complete charge of your heart and way of living? It’s only then you can start climbing the ladder of REAL success and satisfaction for the rest of your life. Just Think a Minute.

Winners and losers in Misor’s second district VILLANUEVA Town Mayor Juliet Uy’s has wider chances of winning the Congressional post in Misamis Oriental’s second district compared to other candidates. This idea came in after a comparative assessment of the other candidate’s chances, too. The fight for the lone congressional seat in the province second district is a four-cornered fight with three other candidates throwing their Cris Diaz hat in the election arena. The three other candidates are Dr. Jesus Jardin, LP, Jun Baculio, UNA-Padayon, and Bong Calingin, Independent. While Uy has greater chances of winning against the male adversaries, Jun Baculio remains the candidate to beat. Baculio’s strong contention was not because of his personal appeal to the voters in the district. Most people said that Padayon Pilipino is Baculio’s key to victory. Jardin also has better chances. However, the Liberal Party where Jardin is aligned is not a strong political party in Misamis Oriental. Aside from being weak, LP’s leadership in the province also suffers internal defects. Bong Calingin’s chances of winning the congressional seat is a void right from the start. Although never convicted, the graft and corruption attached to Bong’s image, were so persistent that any possibility of gaining

popular support was far fetched. No matter how Bong would rectify his political image, he could not get away with many people who know the reason why his political image was ruined. Bong has turned himself into a pariah in politics that no amount of cleansing would suffice to regain his lost political image. Anyway, Juliet Uy was seen as an alternative candidate. If she could lay a superior campaign strategy, she would surely gain an upper hand in the congressional fracas. Juliet has to hire the best strategist in town. She should be willing to put her stake into it. However, Juliet could not free herself on the dictates of her husband Julio. Julio believes that he is the best political tactician than anyone in Juliet’s campaign staff. Obviously, Julio was running the campaign of Juliet. For those who were closely watching the upbeat in politics, Julio could be Juliet’s Waterloo. Get rid of Julio and Juliet would have a clearer idea of her political course. Juliet would have more than one reason to get rid of her husband in the campaign trail. After all, Julio twice lost when tried his luck for congress in the province second district. In both instances, Julio failed and miserably lost to other candidates. What should Julio do instead? Well, Julio has to concentrate in Villanueva where he is running for the town mayor. At least, if Juliet lost, they will have Villanueva as a buffer zone. React: crisguardian@yahoo.com

Godless leaders to become bad leaders

LIFE’S INSPIRATIONS: “… Remember your Creator in the days of your youth, before the days of trouble come…” (Ecclesiastes 12:1, the Holy Bible). -oooCAMPAIGN PERIOD OPENS, ASSESSING CANDIDATES NOW A NECESSITY: And so, the official campaign period for the May 2013 elections has officially started on Tuesday, February 12, 2013, at least insofar as senatorial candidates are concerned, making it now more imperative for all of us to really start assessing those who are wanting to become senators and those who are aspiring for other positions across the country on the basis of the Word of God. Right now, our objective as voters should be to examine the private lives of all candidates in relation to their conduct, behavior, speech, statements, and thoughts, and see if they

Kakampi mo ang batas Atty. Batas Mauricio have the requisite fear and love of God in all these, in whatever they think, say and do. This should be an easy thing to do, and should provide concrete proof of the candidates’ godliness and spirituality, and readiness to serve. The candidate that lives his life according to the Word of God is sure to become a good, honest and dedicated official once elected. The candidate that does not even know the Word of God is sure to go wayward in the discharge of his duties and responsibilities, and is bound to uphold his personal and family interests to the detri-

ment and prejudice of the people. -oooGODLESS LEA DER S WILL BECOME BAD LEADERS: Of course, there are those who are saying that “It does not necessarily follows (sic) that if your (sic) ungodly, atheist or agnostic, you cannot serve well the people (sic). Besides there is no such thing as godly government or pro - g-d government (sic)…” in reaction to our insistence here that only candidates who have the fear and love of God can be good officials later. But this reaction ignores the unassailable truth that leaders who do not have God

in their hearts, or those who do not have any god at all, would not have any substantial standard of how to serve the people well. I mean, if a leader says there is no god, he is bound to commit excesses as a leader, simply because he is likely to believe that he is himself a god who can do as he pleases. The story of King Nebuchadnezar of Babylon is one good example of a leader who, because he was godless, ordered his people to worship him and no one else, to the point of considering him as their god, and who had no qualms ordering the murder of innocent people just because they refused to pay homage to him. Despite his awesome powers, however, he was given the mind of an animal that made him eat grass like an ox, until he was shown that there is a God who is more powerful than him. DSWD will continue to provide relief, rehabilitation assistance DAVAO City––Department of Social Welfare and Development (DSWD) Assistant Regional Director for Operations Ma. Vilia Vigil assures all ‘Pablo’ victims that they will continue receiving relief assistance from DSWD. She further pointed out that DSWD will give assistance to everyone who is in need.

This is in response to the issue raised by Barug Katawhan during a meeting with DSWD, Thursday. According to a Barug Katawhan representative, a certain barangay official in New Alegria, Compostela, Compostela Valley allegedly threatened his/ her constituents that if

they accept anything from Barug Katawhan, they will no longer receive any assistance from DSWD. Barug Katawhan held a ten-hour barricade along the national highway of Montevista, Compostela Valley on January 15, 2013. DSWD agreed to provide them with their plea of

10,000 sacks of rice, so long as they comply with the eight requirements asked by the Department, one of which is to provide the DSWD with the distribution list. As of to date, no distribution list has reached the Department. “We need the complete distribution list to ensure

that there are no duplication and unevenness of distribution of the relief goods. The distribution list will also be subjected to COA audit for transparency and accountability,” emphasized ARDO Vigil. DSWD, on the other hand, continues to remind Pantawid Pamilya beneficia-

ries that no one can delist them from the program. Only DSWD can remove a beneficiary from Pantawid Pamilya, if he/she is delinquent in complying with the required conditionalies and/ or if the said beneficiary is ineligible to be a recipient after a series of spot checking and validation. DSWD

BUTUAN City––“Our city sports complex has finally found a home!” Mayor Ferdinand Amante, Jr. proudly declared as he faced local journalists following the signing of a contract for the construction of the Butuan Polysports Complex with J. D. Construction last Friday at the city mayor’s office here. After the signing, Mayor Amante and J.D. Construction’s chief operating officer Engr. Enrico Garcia and representative Zhilong Lei were met by the media with cheers and a standing ovation for good reasons. The government of this highly-urbanized city has no gymnasium to speak

of except that owned by a local university, has no swimming pool except those owned by two local hotels and a wealthy private citizen, no modern stadium, football field and track oval where local athletes can train and hone their skills. Dianah Generalao of the mayor’s public information office rightly noted that the local media came in full force and that the mayor’s office “has never been filled with media practitioners until this particular event.” Amante said the sports center will soon rise in Barangay Tiniwisan. He emphasized that since the whole complex will be very

large, it will occupy part of Barangay Ampayon. According to Amante, Phase 1 of the complex will start to include the construction of the city gymnasium, stadium, football field and a rubberized track oval to cost P252,939,664.26. “Phase 2 will comprise an Olympics-size swimming pool, a waterboard park and commercial buildings that will include hotels and boutiques,” he said. Generalao said J.D. Legaspi Construction offered a complying bid for the project in accordance with the terms of reference, conceptual plans, and outline specifications in a public bidding last January 16.

Security Bank Foundation to construct classrooms in Oro THE Security Bank Foundation Inc. (SBFI) will be funding the construction of eight to ten classrooms in some public schools in the city, said Mayor Vicente Y. Emano in a press statement. According to the mayor

this is part of the foundation’s “Build a School, Build a Nation: The 60 Classrooms Project.” It was learned that Mel Vigo-Cordova, program manager discussed this development with the mayor

during his recent visit here. Mayor Emano expressed gratitude to the SBFI, saying the construction of more school buildings will be a big help to the city and its constituents. bank | page 10

of the town. Residents led by different religious denominations paid their last respect to the giant crocodile on Monday afternoon through funeral rites at the Bunawan Ecotourism Park by offering prayers and messages of thanks. For their part, Manobo tribal leaders performed traditional ethnic rituals called pangapog by offering fresh blood of live chickens as a way of asking the spirits of their ancestral and Magbabaya (god) to bless Lolong. Meanwhile, results of the necropsy to determine the real cause of Lolong’s death will have to take two weeks as experts of Protected Areas and Wildlife Bureau will conduct further laboratory test on the reptiles’ vital organs at the University of the Philippines-Los Banos. Elorder said the experts did not found more foreign objects when they incised the crocodiles’ belly. Earlier, Dr. Alexander Collantes, of the Davao Crocodile Farm, said the small pieces of nylon fishing line which could have disturbed the normal flow of the digestive system had been found in lolong’s waste discharges since last December. Collantes however said this was just an initial findings and the necropsy conducted by PAWB experts would determine tha actual cause of death. He said the abnormal condition of Lolong’s digestive system started when its belly began to balloon late last month. Its vital signs deteriorated a few days before its death.

Editorial. : mindanaodailynews@gmail.com Advertising : mindanaodaily.ads@gmail.com “It was an act of humility for the pope to resign for reasons of health and needs of the church,” Lagdameo said. “With Pope Benedict XVI praying for the church, the new pope will be greatly helped to bring the church to the mysterious stage to which God is calling the church,” he said. For Lipa Archbishop Ramon Arguelles said the Pope’s resignation came as a “shock to many Catholics” as he called on the faithful to pray for the Holy Mother Church “who suffers this serious crisis.” He went on to say that Benedict XVI, who was elected Pope at the age of 78 and declared the Year of Faith this liturgical year as “more relevant for us as now.” In Mindanao, Cotabato Auxiliary Bishop Jose Colin Bagaforo said he was sad upon learning the news because he always thought popes would lead the Church until death. “There have been instances when elected popes have opted to leave the papacy,” said Bagaforo. Bagaforo said he can only admire the pope’s deep humility in his decision to leave the Holy See for health reasons and finding himself incapable of leading the Church considering his age. He further said he is grateful for Pope Benedict for his good examples and teachings. “With his resignation, Pope Benedict XVI showed everyone that the “office” is much bigger than the person. Cardinal Tagle invited the faithful to pray for the pope “especially that he devotes the coming years at the service of the Church through life and prayer.” “Let us also pray for the Cardinal Fathers who will elect a new Pope in the coming conclave,” he added. “In this Year of Faith, let us fix our eyes on Jesus the Good Shepherd. With Him and the Life-giving Spirit, we will journey towards the Father and the Kingdom of God with much hope and love,” said Tagle. (Roy Lagarde and Melo Acuna/ CBCPNews)

Villar, who has remained in the “Winning Circle” of candidates for senators in the 2013 midterm elections in various election surveys, says she feels elated and thankful to the people for their support and trust in her and in what she has been doing. She says the results of the survey is inspiring and pushes her to work harder. She attributes her inclusion in the “Magic 12” to her initiatives, especially her livelihood projects which from page 1 additional revenues for provide jobs for the poor and the advocacies of the the government. In July last year, Acting Villar Foundation. Port Collector for MICPT Atty. Javier Alpaño issued an from page 1 “alert order” against the 10 the pope will continue container vans loaded with to exercise his office with 5,000 bags of Vietnamese Long Grain White Rice full authority. “Thereafter, the See of worth P9 million. or interested party failed to claim the shipments within the permissible period, said the BOC-10 in a statement. Intelligence Group Deputy Commissioner Danilo Lim of the Bureau Customs said the ten 20-footer container vans were consigned to National Food Authority-Food and Agriculture Organization (NFA-FAO) Bubog Farmers Cooperative. Lim said the cargoes were imported under the Private Sector Financed (PSF) importation through the NFA Tax Expenditure Subsidy (TES) without the accompanying import documents and permit or allocation from NFA. After submission by the importer and broker’s representative of the import documents, Lim instructed the BOC-10 officials to verify with NFA central office the authenticity and genuineness of the documents pertaining to subject importation. “We informed the Bureau of Customs that the documents subject of your query could not be found in our records, hence cannot be validated and authenticated,” said the NFA Grains and Marketing Operations Department in reply to the letter of the BOC-10. “The illegal importation of rice has two tremendous impact on our economy. This is why we are vigilant in monitoring the importation of rice since the entry of such shipments could mean tragic loss of income to our local farmers––given the low acquisition and sale of imported rice, and additional loss to our government coffer––as importation under the Private Sector Financed is tariff-free, meaning no payment of customs duties and taxes, but being paid for by the NFA since it is a subsidized importation,” Lim said. Lim said his office will coordinate with the BOC’s Run-After-the- Smugglers (RATS) for the subsequent filing of appropriate charges in court against the consignees of the imported rice. Mangaoang has earlier vowed to intensify the agency’s anti-smuggling drive after her superior ordered her to check the alleged “oil smuggling” in the ports of Northern Mindanao.

Rebecca Prochina, who works with the municipal government, said she cried with “tears flowing like a river” when she learned of Lolong’s death. She and her family regularly visit the eco park, where Lolong has been kept since he was captured from the Agusan Marsh in September 2011, as part of her family’s leisure time. Tricycle driver Arnel Catalon likewise expressed shock, and is worried that tourists may stop coming now that Lolong is dead. Meanwhile, a seven-man team from the Protected Area and Wildlife Bureau (PAWB) from Palawan is

expected to arrive later today and start necropsy on Lolong’s body tonight. Leading the team is Dr. Ronnie Sumilla of PAWB, the mayor said. They left Palawan earlier today and flew to Manila, then to Davao before motoring to this municipality. Park authorities have covered Lolong’s body with ice and rice husks to preserve it for the benefit of the necropsy team. Elorde said that Lolong was very normal after Typhoon Pablo hit the area and even requested the supervising personnel of PAWB to check on the crocodile. “They found nothing wrong with Lolong. After December, our caretakers noticed the difference in the color of the feces from white to brown, so we had it checked,” the mayor said. But laboratory results said negative for bacteria or any problems, he added. After that, the caretaker reported that he found pieces of straw used as tie or rope from Lolong’s feces, but his physical appearance and movement was still normal, explained Elorde. The mayor then added that the Australian crocodile expert, Dr. Adam Britton, who is also of National Geographic, suggested that a veterinarian be brought from Davao Crocodile Farm to check on Lolong. “So yesterday we asked for the insight of veterinarian Alex Collantes (of the Davao Crocodile Farm), the same time our caretakers noticed a bulge in the right abdominal area of Lolong. The veterinarian arrived around 3:00 in the afternoon, but the crocodile was in a very bad shape, totally very different from how he used to be,” Elorde said. He said that Lolong by then was very unresponsive, and that the mayor even tried to hold it moments before the crocodile died. Collantes said that until a proper necropsy is conducted, it is very hard to speculate as to the crocodile’s death. “There could be many reasons for the death of Lolong. Until personnel from PAWB in Palawan reach us tonight [and perform the necropsy], it is hard to give out the cause of death,” he added. In an email, Dr. Adam Britton released a statement that it is unclear as to what might be the cause of Lolong’s death and the news that started to circulate is just creating doubt and will not help solve anything. -oooMEASURING CANDIDATES ON THE BASIS OF THE BIBLE: And that is one thing that we must try to find among the candidates who are now campaigning hard for our votes---do they truthfully believe in God in the sense that they make

an effort to know His Word and obey His commands? Are they even aware that in Ecclesiastes 12:13, the Bible contains a warning about being fearful of God and mindful of obeying His commands? Ecclesiastes 12:13 says in full: “… Now all has been heard; here is the conclusion of the matter: Fear God and keep his commandments, for this is the duty of all mankind…” A candidate who fears God strives to know and obey His commands, knowing fully well that these are the things that God requires from all of us. If a candidate does not even know even only single command of God, how then can he be expected to obey that command? If that candidate cannot even obey God, how can he hope to serve his constituents and really give them the best service possible? Filipino voters must therefore consciously measure the candidates on his being a reader and a follower of the Bible. -oooREACTIONS? Please call me at 0917 984 24 68, 0918 574 0193, 0922 833 43 96. the Philippines in the city to hold for Davao del Sur and also for North Cotabato. The latter is part of Region 12 but adjacent to Davao del Sur. “PCOS machines will be transported here,” Balisado said, adding that there will be 1,400 PCOS technicians needed who will come from the DepEd or if not, outsourced. The list of voters and voting precincts were already submitted to the Comelec in Manila, he added. He said he is “still verifying and assessing the situation” on what to do in areas affected by typhoon Pablo last December 4. But he added that so far, there has been no recommendation from the Comelec national office to postpone the elections in any area in the region. “As much as possible, it’s not really an intention of the Comelec to postpone elections,” he said. Doing so will entail another set of preparations, he added. But if postponement is really inevitable, he said he really needs “to coordinate with Manila about a second option.” Balisado mentioned that concerns on electrical power on the day of the elections will also be addressed as the Comelec-11 already has arrangements with the Davao Light and Power Co. He said the PCOS machine has a 12-hour battery for the election routine that will be from 7 a.m. to 7 p.m., noting that there will be generators provided in cases of brownout should the process be extended. Generators will be provided for areas that will

probably have brownouts, including areas hit by Pablo, Balisado said. Before typhoon Pablo made landfall in the region, the Comelec-11 had already submitted the voters’ list to the national office, he said. Balisado said should the Civil Registry provide a list of deceased residents from Pablo-hit areas, particularly in Davao Oriental and Compostela Valley, then election officers will automatically delete the names from the voters’ list. Asked about the voting centers in typhoon-hit areas, he said the Comelec will use the same building that the Department of Education (DepEd) has been using. “We will use what they have,” he added. DepEd-11 spokesman Jenielito Atillo earlier said the DepEd is willing to offer their tents or “learning spaces” for the conduct of elections. Teachers in those areas continue to hold classes in tents while waiting for the repair or replacement of classrooms to be finished. (Lorie Ann A. Cascaro / MindaNews)
