By BONG D. FABE, Editor-at-large
CAGAYAN de Oro City––Major General Nestor Anonuevo, commander of the Philippine Army’s 4th Infantry Division based at Camp Edilberto Evangelista here is relieved of his duties effective immediately. Anonuevo’s replacement, Brig. Gen. Ricardo Visaya, the assistant commander of the 6th ID, will be installed as “acting commander of the 4th ID anytime from this afternoon to Monday.” Col. Rolando Dumawa, 4th ID G7 (Civil-Military relations), disclosed that they had earlier this week received a “warning order” about Anonuevo’s recall to Camp Emilio Aguinaldo. “This has nothing to do

Yasay: People will decide who will win on May 13 MISAMIS Oriental––Re-electionist Opol Mayor Dexter B. Yasay said it will be the people who will ultimately decide who will be their next leaders come election day. Yasay, speaking before a huge crowd who came to Padayon Pilipino’s proclamation rally the other day, said that he and his running mates continue to inform their constituents of their platform of governance despite attacks from their political opponents.

CAGAYAN de Oro City––Twelve political supporters of a town mayor died and eight others were wounded when unidentified gunmen waylaid them while on their way back to the center of Nunungan town in Lanao del Norte Thursday night, officials said. Nunungan town Mayor Abdulmalik Manamparan was among those wounded along with two relatives. Among those killed in the ambush was his 32-year-old daughter, Adnanie Manamparan. Lt. Gen. Rey Ardo, commanding general of the Armed Forces of the Philippines Western Mindanao Command, said the motive of the ambush, which reportedly
happened at around 7 p.m., was “rido aggravated by politics” in Nunungan and the nearby town of Pecong. “Manamparan has a 20-year old feud with his relatives and some politicians from nearby Pecong town. This was aggravated by the intense political rivalry in that town,” Ardo said. Brig. Gen. Daniel Lucero, commander of the Army’s 1st infantry Division, said 12 supporters of the mayor died in the incident. He said that Manamparan was brought to the Iligan City Mercy Hospital for treatment. “They were ambushed by suspected rival political ambush | page 11
Group questions gov’t poverty strategy THE administration calls the recent release of latest official poverty data as a “remarkable milestone”, since poverty statistics would now be available “more frequently”. But while research group IBON welcomes a more timely release of poverty statistics than in the past, questions on the Poverty drives this blind woman to begging for alms in government methodology buses in Kidapawan City on Sept. 25, 2012. MindaNews and strategy remain. file photo by Geonarri Solmerano In the past, the National
Statistical Coordination Board (NSCB) releases poverty statistics every three years, until this year when data will be available every semester on the year the poverty survey is conducted. However according to IBON, the effort to adjust the availability of some poverty data was made on the already-flawed poverty methodology that misrepresents the real poverty
situation in the country. For one, the poverty methodology pegs the official poverty threshold at a very low Php51, or the amount supposedly needed for a tolerable standard of living. This assumes that a Filipino needs just this amount per day to stay out of poverty. Moreover, this estimate is way below the IBON estimate of PhP172 daily which a family of five
in NCR should earn to meet basic food and non-food needs. Still, this unreasonable poverty threshold reduces the number of poor significantly without improving the poverty situation. But even with a flawed methodology, the statistics were not able to conceal that poverty remains unchanged compared to the 2006 and 2009 data. poverty | page 11

Captured marine turtle, baby shark released By Roel Catoto
SURIGAO CITY — A local fisherman released back to the sea on Sunday afternoon a marine turtle and a baby reef shark that he accidentally caught in his net on Saturday. Pamocino Florino, 55, of Barangay Danawan said he was overjoyed when he, along with dozens of villagers set the two sea creatures free. The villagers cheered and clapped as the sea turtle crawled back to the water. Florino said he felt so elated by what he did, adding that it was not the first time he caught a sea turtle and a baby reef shark. He recalled that back in 1998 he often caught such kind of creatures. He said that aside from being illegal, he could not stand the sight of a turtle being killed because it would shed tears. Florino said he caught the sea turtle on Saturday morning and the baby shark in the afternoon of the same day. Minutes after the release, a school of fish
whooshed several meters from where the creatures were freed. The excited villagers rushed to the scene to catch the fish. Flory O. Comendador, village chief of Danawan said that some fishermen in his village don’t mind the importance of endangered species such as those caught by Florino. Comendador said he hopes that young fishermen in their barangay would follow Florino’s example. Local divers were happy over the news. Aris Servillas, a member of Surigao Dive Club said this is part of the awareness that should be imparted to everyone. He said the fact that fishermen belong to one of the poorest sectors in the country does not necessarily mean they will abuse

Anti-mining groups ask MGB chief to resign By Vanessa L. Almeda
SURIGAO CITY – Antimining advocates from the provinces of Surigao del Norte and Surigao del Sur marked the Earth Day celebration Monday with another protest at the Mines and Geosciences Bureau regional office this city to renew calls for the implementation of a court order temporarily stopping the operations of a mining company. The protesters also called on MGB Regional Director Roger A. de Dios to resign for repeatedly refusing to serve the order stopping Marcventures Mining and Development Corporation (MMDC) from operating within a watershed forest reserve in Cantilan town. The order was issued by Judge Alfredo P. Jalad of the Regional Trial Court (RTC) Branch 41 in Cantilan in November 2010, and affirmed on May 26, 2011 as “subsisting and effective until there is an order, lifting, revoking or dissolving it.” Chito Trillanes, a spokesperson of the Social Action Center of the Diocese of Tandag, said they will continue pounding on the gates of the MGB until the order was enforced. The group was also

awaiting the go-signal of MGB Director Leo Jasareno to send a multi-disciplinary team that will investigate alleged environmental violations by MMDC. De Dios said the team was scheduled to conduct the probe between April 20 and 23. In a March 13, 2013 memorandum from the MGB Central Office signed by Elmer B. Billedo, de Dios was told that the regional office “is not at liberty to disregard” the order and that “whether or not it would be appropriate to issue an Ore Transport Permit and
Mineral Ore Transport Permit” in favor of MMDC “under the circumstances is a matter that is ultimately addressed to the sound discretion of the regional office.” “However, it bears stressing that the exercise of such discretion must be done responsibly,” the memorandum added. The same memorandum reminded de Dios of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, particularly paragraph 3, Section 4 which obliges
officials from “doing acts contrary to law, good morals, good customs, public policy, public safety and public interest.” But de Dios said that while the memorandum “blames him and his office” for the fiasco, he said he will stand by his decision. “I really did not find any reason to order a closure when the allegations of siltation and the reduction of water of the irrigation system were not substantiated. We really cannot attribute it (to the mining activities),” he argued. CHIEF| page 11

BUTUAN CITY - The Department of Environment and Natural Resources (DENR-13) has donated 1,350 armchairs to eleven public schools in Surigao del Sur. The gesture was made under the joint program of the DENR-DepEd-TESDAPAGCOR, dubbed as “P-noy Bayanihan Project”. Said armchairs were reportedly fabricated out of confiscated logs. “This is a continuing commitment of the government to provide quality-made chairs to the school children for them to enjoy comforts in the classroom” OIC Regional Executive Director Nonito M. Tamayo said. The turn-over ceremony was at the Amaya Elementary School in Barobo, Surigao del Sur during the celebration of the National Heroes Day last April 9. “This is another act of heroism in a simple way”, Director Tamayo pointed out. He continued “we have placed our lives at the frontlines to protect and preserve the environment so that our children may enjoy the comforts of nature. The trees belong to our children and their children’s children, yet some people destroy these trees for their own interest. Now we will be returning to the children what they deserve in the form of these armchairs.”
Director Tamayo disclosed that there are at least 4.3 million board feet of confiscated logs from the various DENR depository sites, ready for turn over to TESDA for fabrication of armchairs and different local government units through the P-noy Bayanihan Project. Among the public schoolrecipients are the Barobo National High School (400 pcs), Tambis National High School (200 pcs.), Javier National High Schoo (100 pcs.), Gamot National High School (100 pcs.), Amaga Elementary School (100 pcs.), San Vicente Elementary school (100 pcs.), Dinuyan Elementary Schoo (100 pcs.), and Mamis Elementary School (50 pcs.). Another 1,650 pieces of armchairs are being manufactured and assembled at the TESDA Carpentry Shops in Prosperidad, Agusan del Sur for distribution to other public schools in Surigao del Sur before the school opening set on June. Other Government officials present during the turn over ceremony were TESDA Director Florencio Sunico; Col. Gregory Cayetano, commanding officer of the 401st Brigade Philippine Army; Lt.Col. Leonilo Vinavides of the 75th Infantry Battallion, Army; Police Supt. Cedric Train and Police Supt. Arthur Sanchez and DepEd District Supt. Myrna Mozo. (DENR-13/asf)

Immigration bans Aussie sex offender
THE Bureau of Immigration (BI) has banned from entering the country a convicted Australian pedophile who recently attempted to enter the country but was turned back by immigration officers at the Ninoy Aquino International Airport (NAIA). BI Commissioner Ricardo David Jr. ordered the inclusion of Scot William Ilyes, 38, in the immigration blacklist upon learning that he was intercepted at the NAIA last April 4 after arriving aboard a Cebu Pacific flight from Singapore. David said Ilyes, who carried a New Zealand passport, is a convicted sex offender and was banned from coming here to prevent him from victimizing Filipino children. He also commended the immigration officers who IST GRAND REUNION OF CATERA-ESTANDARTE CLAN IN BUKIDNON A mix of dominant colors and happy faces dominated the Ist Catera-Estandarte Grand Reunion held April 20, 2013 excluded the Australian for their vigilance in BANS | page 8

THINK a minute. A newspaper advertisement for a new car said: “This car goes from 0 - 40 as fast as you did!” Do you sometimes wonder what happened to your life? One minute you’re a school kid, then seemingly overnight 20 years fly by and you wake to find a wife or husband, kids, and all kinds of responsibilities! Remember when we were young and could not wait to be adults? It seemed like forever before we’d finally grow up and be on our own. Then before we know it we’re already 40 and our life’s more than half over! And the older we get, the faster the years race by. So we need to treasure and live every day to the
Life’s too short
the bus. If you want to know the value of one second, ask the person who just escaped death in a car accident. And if you want to know the value of one-hundredth of a second, ask the athlete who won a silver medal in the Olympics. So are you making your days count? Are you making the most of your life? What will you do with the life you have left? “The success of our life
is not measured by its duration, but by its donation.” It’s not how long you live that counts, it’s how well and wisely you live. None of us knows how much longer we have to live. The people in New York City who died on 9/11 from the terrorist attack on the World Trade Center did not know that would be the last day of their lives. So if you haven’t already, for your own sake, why don’t you get right with your Creator this moment? Just ask Jesus Christ to forgive you for all your wrong choices and ways of living in the past, so you can start living His way everyday. He’s the One Who can give you the help and power you need to live the rest of your life smart and safe—for now and eternity. Just Think a Minute.
created. Marriage was the first social institution. Human beings are designed to function best when they are connected in healthy ways to others, and God’s plan for marriage is to establish strong families. God designed marriage as one man and one woman for a lifetime, and any deviation from that plan is a distortion of His intent ( Romans 1:26-27). The bible gives us the best reason for marrying: “It is good for a man not to have sexual relations with a woman. But since sexual immorality is occurring, each man should have sexual relations with his own wife, and each woman with her
own husband. While a man needs a woman partner, the Scripture does not command that everyone must be married. For there are individuals who are called to become effective in their if they are single. Is is called a singleblessedness. Apostle Paul favored singleness as a way to devote more time to serving God. There are some who do not feel the need to be married, and there is nothing wrong with that. Single people can have fulfilling lives and find emotional support through friends, family, and ministry opportunities. However, our society has begun to equate singleness with sexual immorality, it is misjudging. In fact I have friends who remain single. Whether they decide it by choice or maybe their time for their big day has not yet come. The best thing anyway for one to find the right partner is to pray and wait. I believe God has prepared each one a partner for life.
Think A Minute Jhan Tiafau Hurst fullest. Someone said today is a “gift,” that’s why it’s called the “present.” If you want to know the value of one year, just ask a student who failed a course. If you want to know the value of one month, ask a mother who gave birth to a premature baby. If you want to know the value of one hour, ask the lovers waiting to meet. If you want to know the value of one minute, ask the person who just missed
It is not good to be alone
THERE were a couple of marriage ceremonies I have witnessed just for this year. The last one was a pair of a missionary lady and a pastor. The lady, a very close friend to my wife. I love seeing two people being tied together as one in. So what is marriage? When can one be called a married man or woman? It is important to realize first of all that marriage is not a man-made concept. When God created the first man in His own image (Genesis 2:7), He gave that man everything he needed to be content. Yet, God said, “It is not good for man to be alone. I will make a helper suitable for him” (Genesis 2:18). So God created a woman from Adam’s side and brought her to the man. The first marriage occurred when God created a woman to complement the needs of the man so that, when joined in covenant, they become one flesh. The idea of “one flesh” implies an unbreakable seal
The New Generation Alex A. Podador meant to last a lifetime. Jesus explained this meaning. He answered, “For this reason a man will leave his father and mother and be united to his wife, and the two will become one flesh...So they are no longer two, but one flesh. Therefore what God has joined together, let no one separate” (Matthew 19:5-6). Notice that it is God who joins a man and woman in marriage. In Malachi 2:14, God reminds us that He was “a witness between you and the wife of your youth.” For God, marriage is a serious matter. It was God who officiated the first marriage. It was the first institution God
Jury system to fight smuggling?
LIFE’S INSPIRATIONS: “… For he chose us in him before the creation of the world to be holy and blameless in his sight…” (Ephesians 1:4, the Holy Bible). -oooJ U RY SYST E M TO FIGHT SMUGGLING? As a reaction to our column entitled “Broadcaster’s smuggling challenge”, California, US-based Filipino lawyer Marlowe Camello sent me an article which he wrote, dealing with the adoption of the jury system of trials in Philippine courts which, he said, could not just fight smuggling but restore justice as well. Some parts of Camello’s article follows: “Why do we imperatively
Kakampi mo ang batas Atty. Batas Mauricio need to have the Jury System (JS) in the Philippines? Because it is the proven method to achieve unity among peoples of different cultures, ethnicity, and tribes to jointly partake in the administration of justice along side with their public officials, as successfully proven in stable democracies. “The jury system will
empower us, common people, to use our collective sovereign will by means of our jury votes or ballots, to decide whether a crime offender, or an untouchable grafter, accused of a crime, is `guilty’ or `not guilty’. -oooJURY SYSTEM MEANT FOR PEOPLE UNEDUCATED IN THE LAW: “We will be protected, instructed,

Basically, the jury system is created for people who are uneducated in law. “The jury system will (1) prevent discrimination in the administration of justice; (2) prevent discrimination by the rich over the poor; (3) Stop discrimination between Christians and Muslims, for religious reasons against each other and other tribal or ethnic groups. “The jury system will also (4) speed up completion and disposition of court cases from six to 12 years smuggling | page 8

Tumanda said that the confiscated hydraulic equipment used in illegal smallscale mining activities is now withheld temporarily at the CPSC office for proper disposition. He said that the police carried out the raid and seizure a day after from environmental groups reported of illegal mining activity in Mambuaya. According to Tumanda, the police operatives only carried the cease and desist order of the Department of Environment and Natural Resources (DENR) against hydraulic mining. The DENR issued the cease and desist order late last year in response to various complaints of rampant illegal mining activity employing “hydraulic mining” in gold rich villages in Cagayan de Oro City’s outskirts. John Lloyd thanks Angelica for being an understanding GF There were mixed reactions when Angelica Panganiban posted photos of her Holy Week vacation with boyfriend John Lloyd Cruz while his movie It Takes A Man And A Woman was being shown in the cinemas. Some were happy to see that the former is very supportive of the three-time Box Office King while others were annoyed because she seems to be the stealing the spotlight from his kilig team-up with Sarah Geronimo. On his part, John Lloyd shared that Angelica actually watched the movie together with his family. “Oo, napanood niya na, kasama pamilya ko, mga pinsan ko, kapatid ko. Naiyak siya sa mga part na hindi ko iniyakan. Hahaha! Kanya-kanya ‘yan eh [ng favorites], iba yung dating sa kanya ng ibang eksena.” When asked how he feels that
Angelica is not bothered by his closeness with Sarah and is very vocal about supporting their love team, John Lloyd maintained that he’s grateful to have found an understanding girlfriend. “Well, nagpapasalamat ako kasi
naging madali. Baka sa ibang relasyon, baka ‘di madali. Pero sa amin naging madali siya. Kumbaga, ayaw namin maging hadlang sa ikauunlad ng bawat isa.” abs - cbn showbiz news

Terror... from page 1
Davao City Monday, weary and sleepless from their extended trip after being stranded from Baganga for almost two days, but went straight to a press conference to tell the story of the residents that must be told. “I’ve been to many highly militarized lumad communities but nothing was like what I had seen in Baganga. People kept shut but their eyes spoke a lot about dread,” said Sr. Niña Achacoso, Missionary Sisters of Mary, one of the 10 nuns who went with the mission. She also felt the discomforting silence of the residents towards them. “Wala gyuy miduol sa amoa, mangutana, manginano. Dili maningog hantud kami dili moduol (No one dared to come near us, ask us what we are doing. They won’t answer unless we would go to them),” she narrated her experience in Sitio (subvillage) Cabuyao where they sought refuge when the drivers of the Saddam trucks that transported them left the vehicles after allegedly being intimidated by the military. Later that night, one delegate broke down in tears, saying she heard residents said soldiers told them none of the missioners would come down to Baganga proper alive. Sr. Achacoso said they hardly slept that night. Especially when on their way to Cabuyao, they pass through Sitio Tigbawan where soldiers, some in plain clothes, are staying in the houses. It was in that same sitio where the drivers of the Saddam trucks left them, leaving them with no choice but to walk their way through the next community. Even the habalhabal (motorcycle) drivers refused to transport them out of fear for the military. From April 18 to 20, the NHFFM brought together a total of 76 participants from 17 organizations, including media outfits, from all over the country to Baganga — literally the eye of the storm of typhoon Pablo (International name: Bopha) which made a first landfall on the area in December last year. However, only 69 participants entered Sitio Limot, leaving seven others in Baganga Poblacion for other tasks. Francis Morales, Executive Director of Balsa Mindanao and one of the co-conveners, said the mission sought to provide relief to the victims in areas which have been least served by government relief. But he did not think that such trip would also bring them eye-to-eye with the terror gripping the communities. “Nakakaawa yung mga tao, dahil takot na takot sila. They’d rather not say anything. Nakakaawa,
kasi, kami makakauwi, pero sila andun lang sila. Andun ang military (It’s pitiful that they are scared. It’s pitiful that we can come home, but they are there along with the military),” Walkie Miraña of the Concerned Artists of the Philippines and one of the delegates of the mission said almost breaking into tears. She said they were living out a scene from a movie. “Yung may mga nagchicheckpoints na mga military, tapos ang mga tao hinihingian ng cedula, ID, sasabihan na pag pinalampas kayo dyan, bahala na kayo, parang nasa pelikulang Orapronobis (There were military checkpoints, and they asked people for cedula and ID, and warned us if we go there we are left to fend for ourselves. It’s just like straight from Orapronobis).” Orapronobis is a movie about the terror of military groups in Mindanao which was directed by National Artist Lino Brocka and written by Pete Lacaba in 1989. Waylaid unduly The mission, which targeted one of the farthest communities in Baganga, that is Sitio Limot of Binondo village, was delayed due to several checkpoints and road blocks set up on their way. The three buses which carried the missioners were blocked three times by the military and the police, in Aliwagwag village to Aragon in Cateel, and all the way to Baganga. Mission delegates negotiated with military and police that went for one to three hours, with military and police taking pictures of the delegates, requiring them to enlist their names in logbooks and showing their identification cards. The reason they gave them were varied as they were, as missioners say, ridiculous. One reason was that these military men received an order coming from the province to stop them because they were planning to hold a rally. Another was that they had to wait for their military officials for instructions. Then, there was a Comelec (Commission on Elections) checkpoint, which delegates found suspicious because other vehicles passing through the road were not subjected to the scrutiny they experienced. Not only were there checkpoints. There were logs strewn on the road, if not sand and gravel, or backhoes digging holes obstructing passage of their buses. The delegates, including the nuns and the women, had to remove these roadblocks with their bare hands just to make their vehicles through.

Yasay and re-electionist Vice Mayor Chizarina Ortigoza thanked the crowd who came on their own will to hear their message. The rally was led by Misamis Oriental 2nd District Rep. Yevgeny “Bambi” Emano and other Padayon Pilipino candidates for the provincial posts. Emano is eyeing the gubernatorial seat while Joey
Pelaez is running for vice governor. Emano and party are strengthening their campaign rallies around the province in spite of mudslinging reportedly from their opponents. Yasay said that in Opol he and his runningmates are going around the barangays to shake hands with their constituents and consult them on their concerns. “Our intention is all to be of service to the people,” he said. He added that they are calling for clean and honest elections in May. “Our platform of governance is clearly to serve the residents of Opol,” Yasay said as he prepares to introduce Agenda 2013 following the successful Agenda 2011 which guided his local governance. Under Yasay’s administration, the municipality of Opol has addressed multi-sectoral needs of the barangays ranging from farming to requirements of people with disabilities. The programs have reaped several national awards as well as one international recognition that put Opol ahead of the other towns in Misamis Oriental as well as in Northern Mindanao.

wounded when her convoy was ambushed Saturday night in a hinterland barangay of Gingoog City. Her two close-in security escorts were killed in the incident. The Guingonas, led by former Vice President Teofisto Guingona Jr. and his namesake, Sen. Teofisto “TG” Guingona III, however, did not categorically call for the relieve of Anonuevo for “failure of intelligence.” They just asked for an intensification of military operation against the NPAs as well as a resumption of the peace negotiations between the rebel group and the government. Anonuevo’s recall to Manila, Dumawa said is “just a normal happening in the military.” “Only higher ups know the reason why he is being realled.” Anonuevo’s “reassignment order” will be personally brought by his replacement, who is expected to arrive anytime today from his post in Cotabato. Anonue vo assume d command of the 4th ID on the last week of October 2012. Guingona’s ambush last Saturday was a major red mark on his command. Prior to Saturday’s ambush—that nearly killed the former vice president’s wife if not for her bodyguards literally shielding her with their bodies as a hail of bullets from rebel guns tore down her vehicle—another blot of Anonuevo’s command is the NPA raid of the Del Monte plantation last February. Poverty... from page 1
The recent poverty statistics also exposes how the administration’s conditional cash transfer (CCT) program is a non-solution to poverty. The statistically unchanged poverty between 2009 and first semester 2012 despite some Php55.7 billion spent on CCTs confirms that the multi-billion CCT program is not reducing poverty. According to IBON, the CCTs are a short-term emergency relief measure at best and it is wrong to consider this a “cornerstone” in the fight against poverty, as the government has declared. The government has reasoned that the poverty situation would have been worse without the CCTs. But according to IBON, this precisely confirms that the economy’s underlying problems have to be resolved in a sustainable manner rather than by the expensive yet short-term CCT program. The basic problems of the economy have clearly not been resolved and the underlying situation is clearly getting worse. The government should cut poverty by increasing the incomes and creating more jobs for Filipinos instead of reducing the poverty threshold, the group said. ––– IBON Foundation, Inc. is an independent development institution established in 1978 that provides research, education, publications, information work and advocacy support on socioeconomic issues.

candidates,” said Lucero without naming names. He said that pursuit operations against the suspects were immediately conducted by elements of the 35th Infantry Battalion. Lucero also cited rido or family feud as another possible motive for the attack in the convoy of Manamparan. “Late last year, a peace covenant and rido settlements were initiated by the Army but apparently broke down during the campaign period,” the military official said. Manamparan, who is on his last term as mayor, is running for vice mayor of Nunungan town under the Nationalist People’s Coalition. His son Dondon is running for the mayoralty race against three other candidates, including two Manamparan family members. Supt. Gerardo Rosales, Lanao del Norte police director, said Mayor Manamparan and his supporters just came from a political rally in the hinterland village of Barangay Malaig and were returning to the town proper when they were waylaid by 10 to 15 gunmen. “The mayor and his supporters were riding together in a four-wheeler truck
because the six kilometer road to Barangay Malaig was really rough and muddy,” Rosales said. Rosales said the mayor had only one policemanbodyguard at that time because the police had been strictly enforcing the ban on bodyguards by the Commission on Elections. The policeman-bodyguard, Police Officer 1 Frenel Lagutin, was among the wounded. Those who died were identified as Adnanie Manamparan, 32, years old, daughter of Mayor Manamparan; Baobi Manamparan, 25; Sadam Manamparan, 23; Johani Bantuas, 21; Sami Sanayon, 21; Baby Dimasangcay, 16; Lala Diamrang, 54; Apipa Mamantuc, 18; Saidona Mamantuc, 52; and Hamdan Mamantuc, 18; Alinor Mamantuc, 19; and Maliha Sultan, 17. SURIGAO CITY – Anti-mining advocates from the provinces of Surigao del Norte and Surigao del Sur marked the Earth Day celebration Monday with another protest at the Mines and Geosciences Bureau regional office this city to renew calls for the implementation of a court order temporarily stopping the operations of a mining company. The group was also awaiting the go-signal of MGB Director Leo Jasareno to send a multidisciplinary team that will investigate alleged environmental violations by MMDC. De Dios said the team was scheduled to conduct the probe between April 20 and 23. In a March 13, 2013 memorandum from the MGB Central Office signed by Elmer B. Billedo, de Dios was told that the regional office “is not at liberty to disregard” the order and that “whether or not it would be appropriate to issue an Ore Transport Permit and Mineral Ore Transport Permit” in favor of MMDC “under the circumstances is a matter that is ultimately addressed to the sound discretion of the regional office.” “However, it bears stressing that the exercise of such discretion must be done responsibly,” the memorandum added. The same memorandum reminded de Dios of Republic Act 6713 or the Code of Conduct and Ethical Standards for
Public Officials and Employees, particularly paragraph 3, Section 4 which obliges officials from “doing acts contrary to law, good morals, good customs, public policy, public safety and public interest.” But de Dios said that while the memorandum “blames him and his office” for the fiasco, he said he will stand by his decision. “I really did not find any reason to order a closure when the allegations of siltation and the reduction of water of the irrigation system were not substantiated. We really cannot attribute it (to the mining activities),” he argued. “What we found out was the siltation was due to the rampant logging in the watershed and small-scale mining activities upstream. Why can they not expose this?” he said. He added he is willing to conduct another probe that will include Trillanes, Emma Hotchkiss, media and others so the real situation will be known. Hotchkiss is a leader of the Nagpakabana nga Carcanmadcarlanon (NnC), an environment group covering the towns of Carrascal, Cantilan, Madrid, Carmen and Lanuza, all in Surigao del Sur. “Before, I was also shouting and marching on the streets calling for Marcos to resign, but now I am the one being protested and told to resign,” de Dios said in half jest. “That is their right. I have nothing to hide.” He expressed disappointment at Monday’s activity which he called a “mob rule” as the protesters rammed the MGB gate, padlocked it and waved tarpaulins with the words “MGB for sale”. “That is already a violation of human rights of our employees who were also working at the time,” he said. The official called on Trillanes and Hotchkiss to be “more objective” and to “respect me and my credentials and intelligence.” “I will stand pat on my decision. I can face them in any forum to defend my decision,” the beleaguered public official said. Aside from the Social Action Center and NnC, Monday’s protest action was also participated in by Iglesia Filipina Independiente priests and laymen from Dinagat, Siargao Island and Surigao City, and the United Church of Christ of the Philippines. IFI Bishop Rhee Timbang refused to call the activity a protest but “an expression of the faith of the nation about the value of the earth because we only have one home”. “Every 22nd of April the whole world celebrates and the various faiths here in Surigao join in this celebration,” Timbang said. “This is also part of our solidarity with the people of Carcanmadcarlan who have been here for a long time now because of the MGB’s failure to implement a court decision to stop mining activities in Cantilan,” he said. “The first threat to human beings on earth is large-scale mining,” he added. Some 3,000 members of the Nagkahiusang Gagmay’ng Minero (Nagami) and their families joined the Earth Day commemoration. Nagami spokesperson Ating Bustillo said their participation is to show support to the people’s sentiment against the massive destruction caused by largescale mining. Bustillo claimed that smallscale mining operations near the Parang-Parang watershed in Barangay Mat-I, this city the past 40 years have not disturbed the surrounding environment.
