PNoy’s Lanao sortie msg suffers technical snags VOL. 2, No. 286
By Carolyn O. Arguillas MindaNews
MARAWI CITY (MindaNews) – It was his first visit to the province of Lanao del Sur in his nearly threeyear old administration and he was supposed to have campaigned for his “Team PNoy” – the Liberal Party candidates for the Senate, the province and the Autonomous Region in Muslim Mindanao (ARMM) – but the message he wanted to deliver could hardly be understood due to technical problems. Inside the jampacked

Provincial Capitol Gym here on Monday noon, President Benigno Aquino III addressed a sea of yellow – supporters in mostly yellow shirts, yellow kumbongs (veils), yellow caps and yellow campaign fans – in a 31-minute speech parts of which were in Maranao. But there must have been something wrong with the sound system at the podium from where he spoke or the President was too far away from the two microphones. “Naririnig ko siya pero di ko maintindihan,” (I can hear him but I cannot understand), a supporter seated midway from the stage and the last row, said. It was difficult to comprehend what the President was saying. A number of persons could be heard conversing with each other instead of listening to the President. Most just took a cue from those who could hear him up front, clapping when suffers | page 11

It will automatically improve the existing coastal road in the barangay to the benefit of the residents. All these road projects are necessar y because Cong Rodriguez believes that roads are beneficial to the livelihood of the people, especially in the rural areas. They serve as convenient links between the barangay and provide direct access to the town proper where hospital, law enforcement offices and other government agencies are located. They also serve as a link to the different provinces in Mindanao.
Opening of Laguindingan airport moved to June 15 CAGAYAN DE ORO CITY – President Benigno Aquino, III, on Monday confirmed the deferment of the opening of the Laguindingan airport in Misamis Oriental on June 15, 2013. The president made the disclosure during a political rally in Balingasag, Misamis Oriental, Monday afternoon w h e re h e pro c l a i m e d the local Liberal Party candidates in the province. A q u i n o e x p r e s s e d confidence that the opening of the Laguindingan airport would perk up t he lo c a l e conomy in Misamis Oriental and its neighbouring provinces in the region. Punish your own men, VP Guingona tells NPA By FROILAN GALLARDO of MindaNews.com
CAGAYAN de Oro City––Despite an apology coming from the communist rebels, former Vice President Teofisto Guingona said those responsible for the ambush of his wife, Gingoog City Mayor Ruthie Gingona, last Saturday night should be held responsible and sanctioned by the revolutionary movement. Guingona, a well-known street parliamentarian, said he will wait for the outcome of the investigation that will be made by the New People’s Army of the ambush that resulted to the death of two bodyguards of Mayor Guingona in Gingoog City. “There has to be an investigation. Just like in any investigation find out the facts. Apply the principle of accountability. He who ordered that assault should be responsible. Not only to us but to their organization,” Guingona said in the press conference here on Monday . Guingona assured the National Democratic Front that his respect to the revolutionary movement has not change despite the ambush
of his wife and the killing of two of her aides. “My personal friendship to some of its leaders will not be changed. We were saddened by what had happened and I would like to know the details that lead to this tragedy,” Guingona said. The convoy of Mayor Guingona was fired upon by New People’s Army rebels who set up a checkpoint made of bamboo poles in Barangay Capitulangan, some ten kilometers from Gingoog City. President Benigno Aquino, an ally of the Guingonas, ordered the Armed Forces of the Philippines to deploy an additional 500 soldiers to run after the NPA rebels who are also busy setting up checkpoints to force candidates to coordinate with them when campaigning in villages that are under their influence. President Aquino issued the order during the political rally of the LP local candidates at the Don Gregorio Pelaez Sports punish | page 10

GenSan City government shores up market for agri produce By Catherine T. Apelacio
GENERAL SANTOS CITY - The city government is strengthening its food terminal to better serve the agricultural produce of farmers not only here but the entire region 12 as well. Mayor Darlene Antonino-Custodio said the agriculture sector here is the backbone of the city’s economy alongside fishing industry. Thus, to boost this business sector, the city government has come up with the concept of the General Santos City Integrated Food Terminal (GSCIFT) “to provide farmers, entrepreneurs, cooperatives, and investors with the essential facilities” for easy market. “This is important to improve the quality of agricultural and livestock produce of the region for national and international markets,” Custodio said. According to her, trans-
port terminal, slaughterhouse, cold storage, and solid and liquid waste management facilities will be included as support infrastructures of the integrated food terminal. It will also provide more stalls for farmers and traders including areas for agri-products processing and wholesale and retail trading, she added. “These also include the construction of a public market through publicprivate partnership (PPP) scheme,” Custodio told reporters. The mayor said that aside from improving the agricultural market, the concept of the food ter-
minal also aims to give all market vendors both informal and formal occupants a space to call their own to help them with their livelihood and give them a better income. She said this is government’s way of ensuring food security and making sure that her constituents will
TESDA 12 to conduct skills training in 5 CCT areas By Danilo E. Doguiles
KORONADAL CITY More income-generation and employment opportunities are being offered to Pamilyang Pilipino Program (4Ps) beneficiearies in Soccsksargen Region. Zeus Ampuyas, regional director of the Technical Education and Skills Development Authority (TESDA) 12, said the agency will provide technical vocational education in May to recipients of the national government’s conditional cash transfer. Ampuyas said priority for the techvoc trainings are beneficiaries in Maasim and Malapatan in Saranggani, Lake Sebu and Tboli in South Cotabato and Senator Ninoy Aquino in Sultan Kudarat. “We will start the cash for training or C4TP program as soon as we receive the endorsement of DSWD 12 identifying priority beneficiaries to be provided with trainings,” he said. All schedules, training venues and training requirements must be released and complied with before the end of April for the trainings to start in May, he said. “Our program is addressed to the poor and marginal groups, those
who cannot access, or are not accessible by formal training provisions. They have low skills, limited management abilities, and have few economic options. They have no access to capital – most of them are unqualified for formal credit programs,” he explained further. Zorahayda Taha, during a recent meeting with TESDA regional office assured that the list of potential beneficiaries to be given training will be submitted as soon as this week. “I have instructed my field staff and the project development officers in the identified area to submit a list together with their training needs assessment,” Taha said. She added that while DSWD provides the TNA to TESDA, the agency will also provide the identified families with a list of technical trainings and short-term vocational programs that can be availed from TESDA like cooking, welding, and others. Director Taha also discussed the possibility of providing referral system to various establishments for employment of Pantawid beneficiaries after
completion of their training program. Only recently, DSWD 12’s community driven enterprise development officer Ibrahim Sangcupan, external relations officer Lorraine Blanza, regional convergence coordinator Florentino Fiel with TESDA officials recently discussed draft memorandum of understanding along the efforts to bring together national government agencies in delivering services to 4Ps beneficiaries. Signing of the MOU is tentatively scheduled on April 29. The municipalities of Maasim and Malapatan are two towns identified by National Statistical Coordination Board (NSCB) and Small Area Estimates (SAE) as the poorest of the poor in Region 12. Currently, a total of 2, 253 and 3, 664 households are being served by Pantawid Pamilya in Maasim and Malapatan, respectively. 4Ps also serve 4,166 in Lake Sebu and 3, 850 in Tboli, in South Cotabato and 2,757 in Senator Ninoy Aquino in Sultan Kudarat. not run out of food supply even in the face of major disaster. Custodio also lauded the National Irrigation Administration for continuously providing the necessary support to the farmers here and “for completing several projects” last year 2012. Complementing these
efforts, she said, are the ongoing rehabilitation, expansion and extension of existing irrigation systems in the amount of P184.8 million which will service 1,084 hectares and will generate 338 new jobs for the Generals (a term used for the people of GenSan). For 2012, the Dept. of Agriculture (DA) has plowed in to the city coffers the amount of P22.8 million through various implementations of project endeavors. Under the DA-SOCSKSARGEN food security program, P53 million worth of farm-to-market roads has been downloaded to the city government from 2011 to this year. Custodio has broken down the amount into seven infrastructure projects with a total of 7.5 kilometers. Five of which were completed, one is still ongoing, and the other one will be out for bidding after
the election. She also cited the importance of upgrading the city’s soils laboratory saying the upgrading will soon be completed this year with a total cost of P8.7 million. “A n g p a g s u s u r i n g lupang tinataniman ay mainam na paraan upang malaman ang angkop ng pananim na bagay sa lupa at ang tamang klase at dami ng fertilizers na kakailanganin (Examining the soils is very essential to determine the right amount to be planted that is appropriate to soil type as well as the right kind and amount of fertilizer that is needed.),” Custodio underscored. Rationalizing the wisdom there is in scientific processes, the re-electionist mayor said: “Anything that helps our farmers increase their efficiency, productivity, and income is worth trying and taking the risk.” (CT Apelacio/PIA-12 General Santos City/asf )

Attacking and wounding the 78-year old Gingoog City Mayor Ruth de Lara Guingona achieved for the New People’s Army (NPA) nothing of value to their armed struggle against the Government of the Republic of the Philippines but only exposed the senselessness in using violence to advance any political objective. As an aftermath of their folly, the NPAs were forced to publicly apologize to the wounded mayor. They were likewise forced to seek forgiveness from the aggrieved families of those they killed because of the incident that happened in a hinterland barangay in Gingoog were the mayor and her aides went to grace the locality’s fiesta. Two of Guingona’s aides were killed. She herself suffered bullet and shrapnel wounds together with two of her other escorts.
A deeper view Jesse E.L. Bacon II The NPAs claimed that what they wanted was simply to talk to Guingona and to disarm her escorts for violations of their policy disallowing armed escorts of politicians campaigning in areas they claim to be under their control. They further claimed that instead of stopping at the roadblock they set up, the Guingona group instead hit the road block forcing the rebels to fire at her vehicle. The Guingonas through Sen. TJ Guingona belied the version of the NPAs about
the incident. The young Guingona said his mother and party were ambushed based on the trajectory of the bullets that hit their vehicle. He likewise said his mother did not go to that hinterland barangay to campaign as she is not running for any elective post in the coming May 13 elections. Besides, the senator stressed, there is only one government in the country thus no group could ever claim to be in control of any part of the country’s
territory. In terms of senselessness, what happened to the Guingona matriarch is as senseless as the twin bombings of the Boston marathon. Both did not achieve anything for the perpetrators. In fact, in the Guingona case, the NPAs were forced to publicly commit to indemnify the families of the fatalities of their folly. And in the case of the Boston marathon explosions, it only resulted in the death of one of the perpetrators and the serious wounding of the other. When will people realize that the use of force or violence by anyone to achieve certain objectives, political or otherwise, will never lead to peace? Granting the NPAs achieve their political objective of seizing power through armed struggle, will they be able to exist peacefully when it ATTACK | page 8
Military should be wary of Aquino’s order PEOPLE in Misamis Oriental expressed apprehensions over President Benigno Aquino, III, order to wage an all out military operation against the communist rebels in the province. Neighboring provinces in the region share an anxiety that the armed conflict might escalate at the expense of innocent civilians. Collateral damage is part of war game where innocent men, women, Cris Diaz and children become victims. The government troopers should take extra precaution in carrying Mr. Aquino’s order least the resurrection of the atrocities of the Martial Law regime would become inevitable. When that condition becomes out of hand, the situation in Misamis Oriental and Northern Mindanao would turn into a war zone. The atrocities of the military over the civilian population were one of the reasons for the massive growth of the insurgency movement in the country back in the 70s. Sons and daughters of farmers in the hinterland villages in the countryside were always the willing recruits of the communist movement in response to unabated military abuses. The military often commits abuses in the guise of hot pursuit operation while on patrol in the countryside. They ransacked houses of lowly, innocent, and ignorant farmers. Ignorant since these farmers did not even know what happened and why things were happening. Innocent since some military personnel subject them to tactical investigations out of polluted
information. Some opportunistic individuals feed the wrong information to the military to get back at their neighbours. Others find it comfortable to act as information by feeding false information in order to get the trust of military officers. These scenarios are prevalent in areas where active military operations are going on. More often, this false information is the root cause of military atrocities, which usually ends up in summary execution, and manhandling of innocent individuals. This condition breeds hatred and revenged on the part of the civilian populace thereby fanning the spread of the insurgency in the countryside. Perhaps, the military is aware of this. However, except for a few military men and officers, most military officials simply shrugged their shoulders whenever civilians complained of the excesses of their men. The military brotherhood is so strong in strife-torn areas where a soldier simply covers up the abuses committed by the other. Military officials also protect their men by transferring them to other units, battalion, or brigade in a bid to exculpate them of wrong doings. Military commanders described the bad eggs in their command as “necessary evils.” As such, these necessary evils carry out extra-judicial killings as authorized “hit men” of the status quo. With the current dispensation, people are optimistic that these fears would not happen. Otherwise, Misamis Oriental and the rest of Northern Mindanao would succumb back to the Martial Law days where people live in an atmosphere of fear. React crisguardian@yahoo.com
Congratulations to WRF 2013 in Davao City AGAIN, the intellectuals hold their great festival in Philippines. It is held exactly on May 1-3, 2013 in Marcopolo Hotel, Davao city, Philippines. Congratulations for all the participants of this great event. What makes the Philippines and the people proud is that this ASEAN member country has held national and international conferences with participants from different countries. This year, the world research festival (WRF 2013) is considered the most prestigious event for the intellectuals. The theme chosen for this great celebration is “Research for a sustainable world.” This means that the research products produced
DR. DJUWARI STIE Perbanas (College of Economics and Business) Surabaya, Indonesia by the intellectuals are expected to provide the way of life where the people in the world survive for longer time: sustainable. Sustainability semantically represents the on-
going-process of learning and findings ways without stopping: insatiable. Being insatiable, all the intellectuals can gain their fame and popularity not only for their own lives but also for other nations in the world. The products of their academic endeavors should provide the nations with knowledge and skills related to science and technology. The two things—science and technology—have penetrated the lives of the nations throughout the world with their unexpected consequences. Those who are ready with their existing condition are free from the consequences. Those who are not ready with the fast development of science and
technology will become the “victims” due to their consequences. Therefore, building the culture of making the intellectuals ready with all the consequences above is vital. This can be done by involving themselves in doing research. Besides research, being involved in academic activities like WRF 2013 and other beneficial intellectual activities can make the participants get updated any time and minute. More specially, this great event of WRF 2013 is held by the two intellectual organizations: IAMURE and PAIR. The former, IAMURE stands for International wrf | page 7

The WRF 2013 will try to give recognition to great achievements of individuals and institutions. The recognitions are in relation to the production, promotion, utilization, and commercialization of
research. The recognitions are manifested in the forms of giving awards to the participants. This can be categorized into such as an Outstanding World Researcher, Outstanding World Research Leader, Outstanding World Journal Editor, Outstanding World Peer Reviewer, Outstanding World Research Program, Outstanding World Research Journal, Outstand-

PNoy. Villar, who has gained the moniker “Misis HanepBuhay”, sees any support as “more than a promise or actual vote.” She noted that trust comes with the support. “It encompasses the trust that the one being supported will become a voice, an ally or a partner to pursue advocacies and goals,” related Villar. Because of this, Villar committed to live up to the trust and support afforded to her by the White Vote Movement. Villar said she shares the advocacies of the White Vote Movement—pro –life and pro-family. She likewise averred that the endorsement from such a ‘huge and influential’ organization strengthens her resolve to work harder to win the elections and continue her programs to uplift the lives of our people, especially the poor. In making their endorsement, Velarde said they also considered the winnability

from page 3 Center Monday afternoon. Mayor Guingona survived the ambush but was wounded on her right arm, wounds on her buttocks and foot while two of her aide ( not three as earlier reported) were killed by the rebels who were positioned on both sides of the road. She underwent a medical operation at the Capitol University Hospital where doctors tried to fix her shattered right arm, according to her daughter, Marie. Marie said her mother was conscious and was stable after the operation. “She asked for food because she was very hungry after the operation,” she said. Guingona , who is a third termer, is not running for reelection. Marie instead , is the one seeking the mayoralty position of Gingoog City under the Liberal Party banner The National Democratic Front Mindanao spokesperson Jorge Madlos apologized to the Guingonas saying the NPA unit was only trying to stop the convoy to disarm the bodyguards of Mayor Guingona. Madlos said the rebels fired at the convoy after the bodyguards of Guingona first open fired and tried to ram the bamboo checkpoint that the NPA unit have set up in Barangay Capitulangan Saturday night. He said they have repeatedly warned Mayor Guingona not to bring armed bodyguards when she go campaigning in the hinterland villages in Gingoog City. Calling the ambush as “an unfortunate incident”, Madlos said the NPA unit would not have stopped the convoy had they known that the lady mayor was traveling with it. “We ask forgiveness to the Guingona family. It was not our intention to hurt Mayor
Guingona,” Madlos told a local radio station here Sunday. In a statement emailed to news organizations, the NPA North Central Mindanao Regional Command said they recognized the “significant contribution” of former Vice President Guingona to the struggle against the Marcos dictatorship and his nationalist stand on various issues. NPA North Central Mindanao Regional Command spokeperson Allan Juanito promised the NPA would indemnify the heirs of the civilian aides identified as brothers Tomas and Nestor Velasco who died in the attack. Juanito said they regretted that Guingona was wounded and they would have not stop the convoy had they knew that the lady mayor was riding in the lead vehicle. He said had they knew that Mayor Guingona was with the convoy, they would have not tried to stop it. Cag de Oro SP condemns ambush of Guingona In the strongest possible terms, the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas condemned the ambush last Saturday of Gingoog Mayor Ruthie Guingona. Presiding Officer Protempore Councilor Ramon G. Tabor, who stood up to express this during the regular session yesterday, said the ambush led to the wounding of the mayor and the death of her driver and body guard. Mayor Guingona, the wife of former vice president Teofisto Guingona Jr. and the mother of Senator Teofisto Guingona III, with her convoy reportedly attended a village activity in the outskirts of Gingoog when they were fired upon by NPA rebels. Legislators are denouncing the deplorable act, as they expressed hopes that the perpetrators of the crime will be brought to justice.

was through violence that they were able to gain foothold of the government? Will they not become as ruthless as the government that they replaced? This is the idea why Jesus in the bible cautioned Peter from using violence when the latter attempted to use a sword in cutting off the ears of one of the Roman soldiers who arrested Jesus in the Garden of Gethsemane. Jesus knew that by using violence, it will just spawn more violence, more bloodshed. This is the fatal error America and the other su-
perpowers committed when they resorted to the use of violence to gain foothold of other nations. Look at how much America is spending annually to maintain its huge military force just so they can control the world. People really don’t learn from the lessons of history. Rome wanted to conquer the world. And for a time, it was the superpower during its heyday. But was it able to maintain its control of the world? Eventually Rome collapsed and one could no longer find any traces of its great empire now. The European superpower Spain tried to annex every territory it can lay its hands on but look where is Spain now. The lessons of these two countries, Rome and Spain, to mention just two, should have told the present-day superpowers that their power and control over other nations through the use of force and violence will not be for eternity. But human folly is indeed more compelling than learning the lessons of history that is why the same errors are repeatedly committed by humans because of their insatiable greed for power, fame and wealth. In resorting to the use of violence against Mayor Guingona, the NPAs only succeeded in putting themselves on the defensive, a situation that for certain they did not want. Violence will always beget violence. And peace will always beget peace. The choice is for the NPAs and the other groups advocating the use of violence to achieve their objectives. And this includes even the government for a government that heavily relies on its apparatuses for legalized violence for its own existence will in the end collapse as well. Boom Boom’ falls by split decision against Mexican foe The misfortunes of Filipino boxers continue. Rey “Boom Boom” Bautista became the latest casualty in Philippine boxing after losing to Jose Ramirez of Mexico by spil decision in their World Boxing Organization (WBO) international featherweight title fight Saturday night at the University of Southeastern Philippines here. Judge Eduard Ligas scored it 114-111 for the Filipino, but Salven Lagumbay and Danrex Tapdasan both had it 114111 in favor of the Mexican. Bautista is the recent high-profiled Filipino boxer
to lose against a foreign opponent after the great Manny Pacquiao, Brian Viloria, Malcolm Tunacao, and Brian Viloria. Ramirez went down, laid on his back, and cried
unabashedly when the decision was announced as chants of Ramirez! Ramirez! Rami rez! reververated inside the venue.

of safeguarding and promoting the GPH-MILF ceasefire accord.” Shiek added that both panels signed substantial agreements and it is a sacred duty to safeguard and transform these into a credible political solution. This is the third time that both parties signed the same guidelines to help ensure peaceful elections. The first was in 2007 and then in 2008. “ T his co op e rat i on shows heightening collaboration between GPH and MILF in various ways such as development undertaking, election and good governance, capacity building and most important is promoting the primacy of peace process,” the MILF’s CCCH chair explained. The MOU says the government and the MILF shall abide by the gun ban as stated in Commission on Elections (COMELEC) Resolution No. 9561, the GPH-MILF Agreement on General Cessation of Hostilities in July 1997, among others. It also aims to strengthen both parties’ cooperation and further define their roles in ensuring peaceful elections next month in order to safeguard the ceasefire and the peace process. “Here we see in motion our Ceasefire Committees doing its share in making our electoral institutions stronger so that these are able to deliver to us the blessings of democratic elections and at the same time ensuring that our own process is not disrupted,” Coronel-Ferrer said in her message at the event. She added that the joint undertaking is a “valuable initiative to protect the integrity of the GPH-MILF Ceasefire Agreement and
the Framework Agreement on the Bangsamoro while the government ensures the conduct of honest, orderly and peaceful elections on May 13.” The government panel chair added that the signing the MOU serves to “honor and actively protect the valued processes and commitments between the GPH and the MILF as peace partners” as well as “safeguard the people’s freedom to choose their leaders” during elections. Her counterpart, Iqbal, also lauded the initiative saying the underpinning principle does not undermine the “hands-off ” policy of the MILF during elections. But he said the mid-term election is significant in relation the GPH-MILF peace process. “Whoever is placed in the saddle of ARMM will have direct relation to the conduct of the negotiation, especially if we will sign the comprehensive peace agreement,” he stressed. Anyone who does not believe in the primacy of the peace process, Iqbal added, and in the policy of President Aquino, could pose a problem. He added the elections are also significant at the provincial and municipal levels “because if they (politicians) don’t support the primacy of peace process, it can hinder the small implementation of what has been or what will be agreed by the panels.” Iqbal, however, said he does not want discredit any of the candidates. “I cannot judge them, I cannot speculate.” “This is very significant, although we maintain a hands-off policy. But short of violating that policy, we appeal to our people to vote wisely and intelligently who can support the peace process,“ he said. (Keith Bacongco / Mindanews)

they did, cheering when they did. Worse, the President’s speech, supposed to be aired live by DXSO Radyo ng Bayan Marawi and fed to Manila live as well, was not aired at all. A radio broadcaster from the station told MindaNews they weren’t able to air live because “all telcos signals inside the gym were disabled.” “We don’t know why and who ordered the disabling of the signals,” the roadcaster said. Reporters and the ARMM Information team who covered the President’s earlier activity at the Mindanao State University where he graced the groundbreaking rites for the P45-million Information Technology building got stuck in traffic and were not allowed to enter the gym anymore. The President went up the stage at 11:19 a.m. for the “President Benigno S. Aquino III meeting with local leaders and the community,” spoke for 31 minutes, from 11:42 a.m. to 12:13 noon,
and had a seven-minute photo session raising hands of candidates for various posts. He left the stage at 12:20 noon. Power outage Lanao del Sur Governor Mamintal Adiong, Jr. opened his speech at 11:20 a.m. by saying it was the President’s first visit and that even if he was not able to campaign for himself here in the 2010 polls, Lanao del Sur delivered a landslide victory for him. Adiong narrated how the province has been consistently supporting the Aquinos, and how the President’s father who exposed the Jabidah Massacre, was “tunay na tagapagtanggol ng mga Muslim” (true defender of the Muslims). Just as he was talking about how the President’s mother, the former President Corazon Aquino, supported Muslims, the electricity went off at 11:30 a.m. The power outage took 34 seconds. Within that period, the President was whisked off the stage by the Presidential Security Group. OIC ARMM Governor Mujiv Hataman told MindaNews in a text message Monday night that “before the brownout, plan na talaga palabas for practice Maranao nya” (it was already planned that he would go out to practice his Maranao). The President returned onstage at 11:41 a.m., after Hataman’s speech. No senatorial bets None of the President’s 12 senatorial bets was with the President. nly four candidates sent representatives: Senator Aquilino “Koko” Pimentel sent his brother Jac; former Senator Ramon Magsaysay, Jr., sent his son, Francisco; Paolo Benigno Aquino sent his wife Maria Fatima; and Risa Hontiveros sent his nephew, Luis who ended his speech by dancing to the tune of Hontiveros’ campaign jingle. The President was accompanied by Transportation and Communication Secretary Joseph Emilio Abaya, Energy Secretary Jericho Petilla, and Senator Franklin Drilon. Adiong told the crowd that the Aquino administration has given the province “over P400-million” in projects. He assured Hataman of the province’s support. “Buo ang aming supporta kay Mujiv Hataman,” (We give our full support to Mujiv Hataman), he said. Hataman, who lost his bid to become governor of Basilan in 2010, is running for the five-province, twocity ARMM, against former Sultan udarat Governor Pax Mangudadatu and Moro National Liberation Front founder and former ARMM Governor Nur Misuari. Hataman’s running mate is Adiong’s cousin, Haroun Alrashid Alonto Lucman, former ARMM Local Governments Secretary. Hataman refered to Adiong as “campaign manager ko” and said he was sure
that with Adiong around, there would be a landslide victory for he Liberal party candidates for senate, the ARMM and the province. “Tunay na tuwid” He said in past elections, no President of this country came down to their areas to campaign for genuine reform. What past administrations did, he noted, was to call for the leaders and dictate to them what the Palace wants. Hataman said the President and the Liberal Party would not dictate on them because they believe that “tayo ang tunay na tuwid dito sa ARMM” (we are on the right path here in ARMM). In Pilipino, Hataman said: “There is now genuine reform in the elections here in the ARMM, unlike in the past when the crooked ways were made more crooked, the losers were made winners. But now, our victory is genuine, the President is here – we are really on the right path in the coming elections.” Hataman narrated how ARMM was “kinamumuhian” (despised) by the nation because allegedly, there were no real elections in the ARMM, only the leaders were voting, and the elections were just about money. Next month’s election, he said, will be “tuwid na halalan.” Hataman said he would be happy if he won “dahil sa tunay na boto” (because of genuine vote) and would rather not win if the means to get the vote is questionable. He spoke of “tunay na reporma” (genuine reform) in the ARMM, of how the impossible had become possible. “Saan po tayo pupunta?” (where will we go?), he asked the crowd. ould the people want someone who has proven his worth or those who re just coming in “now that the ARMM has been reformed.” “Tayo ang nagsakripisyo. Tayo ang nagtanim. Tayo ang nag-ani. Tayo ang nagsaing ngayon may biglang pumasok sa ARMM …” (We sacrificed. We lanted. We harvested. We cooked. Now someone will come into the ARMM….) “Dito tayo sa subok. Dito tayo sa tunay na daan” (Let’s go for the tested. Let’s go for the right path),” Hataman said as his supporters at the bleachers cheered “Hataman, Lucman.” First time, last time It will be the first time in the 23-year history of the ARMM that lection of a new set of officials is synchronized with national and local elections. It is also supposed to be the last ARMM election as the government had signed with the Moro Islamic Liberation Front a Framework Agreement on the Bangsamoro that would pave the way for the creation of a new autonomous political entity called the “Bangsamoro.” The new entity will re-
place the ARMM. The ARMM officials elected this year will not complete their three-year terms because the ARMM will be abolished as soon as the Bangsamoro Transition Authority is set up. Both government and the MILF hope this will be set up in late 2014 or early 2015. Speaking in Maranao, President Aquino urged the crowd to vote for the Liberal Party. “Kayo ang susi” (You are the key), he said. No copy of the President’s speech was made available. Hataman said he has no copy of the speech. The Presidential Communications Operations Office made no report about it on its website. It is not also available in the Official Gazette website. In his speech, the President introduced his candidates, talked briefly about the reforms going on in the ARMM, claimed there are no more “ghost schools,” “ghost teachers,” “ghost students” but “tunay na paaralan, tunay na ospital” (real schools, real hospitals). He spoke about the projects in the province and cited the peace process as well. But only a few in the crowd could hear him loud and clear. (Carolyn O. Arguillas/MindaNews)

by three private consultancy firms with the Transportation and Communications department because the DOTC did not include it in its priority projects. The MRP aims to link two vital Mindanao gateways—the Laguindingan Airport and the Mindanao International Container Terminal. It will also connect, for a total length of 124 kilometers, Jasaan town in Misamis Oriental to Linamon, Lanao del Norte passing through the Cagayan-Iligan Industrial Corridor (CIIC). “While we are waiting for the opening of the Laguindingan Airport, we already hear of stories of plane passengers complaining about the exorbitant fares that private taxi operators may charge commuters from Cagayan de Oro or Iligan City. Also, there are still no public vehicles that will service Laguindingan Airport,” Rep. Rufus Rodriguez lamented. Laguindingan is 46 kilometers from Cagayan de Oro and 60 kms from Iligan City. Rodriguez, the main proponent of MRP, said he has repeatedly pushed for the implementation of the railway system here because it will be the best complement to the Laguindingan Airport aside from providing passengers comfortable travel and fast access to the airport. With the impending opening of the airport, the DOTC should make implementation of the MRP
one of its priority projects under the Private-Public Partnership (PPP) program, he added. Executive Order 536, signed by President Arroyo in May 25, 2006, created the Mindanao Railway Project Office. The MRPO was established in July 3, 2009 in Cagayan de Oro City, almost simultaneously with the Cebu Railway Project Office (CRPO). The MRPO was established to oversee the implementation of the Mindanao Railway System (MRS), a network of railways that link the cities of Cagayan de Oro to Iligan all the way to Zamboanga, as well as to Butuan, Surigao, Davao and General Santos. “If realized, the MRS will tremendously boost Mindanao’s economy and tourism,” Rodriguez said. “I am, therefore, appealing to the DOTC to make the Mindanao Railway Project among its priority projects for implementation under the PPP, especially since the government will not be deterred in its demand to have the Laguindingan Airport opened despite incomplete navigational facilities.” Rodriguez is among the officials who are urging government to defer opening the airport until all navigation facilities and equipment shall have been installed to ensure passenger safety.
