Villar urges gov’t to provide assistance to Pinoys displaced by Saudi crackdown Nacionalista PartyTeam Pnoy senatorial candidate Cynthia Villar today urged government to prepare a livelihood assistance program for the thousands of undocumented overseas Filipino workers who will be repatriated to the Philippines as a result of a recent labor and immigration crackdown in Saudi Arabia.

In a statement, Villar expressed concern over the statement of Saudi Ambassador to the Philippines Abdullah Al-Hassan that the Saudi government will not provide any assistance to some 20,000 undocumented Filipino workers who are the subject of a crackdown soon. The Saudi envoy said after the three-month grace

period given by the Saudi government to illegal workers ends on July 4, they will go after undocumented workers in their country. “We expect another wave of thousands of displaced OFWs from Saudi Arabia soon and the least that the Philippine government can do is to prepare for that eventually and come villar | page 8

PPOC: Guingona ambush, NPA’s desperate attempt to recover lost grounds in MisOr By Bong Fabe CA G AYA N D E O R O CITY—The ambush of Vice President Teofisto Guingona’s wife and Senator TG Guingona’s mother Saturday evening was a desperate attempt by the New People’s Army (NPA) to recover lost territories and sympathy in Misamis Oriental. Teddy Sabugaa, executive director of the Provincial Peace and Order Council, (PPOC) told this reporter that the NPAs have been badly hurt by the program of Misamis Oriental Governor Oscar Moreno—bringing the government closer to the people—through the PPOC. Moreno has spearheaded and implemented various programs and policies in an effort to regain the trust and confidence of the people towards the government and as well as give justice to the people. “They are really hurt by Governor Moreno’s peace program and they want

to recover what they lost,” Sabugaa said. But instead of recovering lost grounds, the ambush will all the more isolate the NPAs from the people whom they are supposed to be fighting for, he said. “Instead of getting the people’s sympathy, they are only isolating themselves with their atrocities. Their actions belie their pronouncement that they are fighting for the people,” he said. “If they really are for the people, how come they are sowing fear and terror in the hearts and minds of the very people they claim to be defending from the government? How come they are attacking companies that are giving employment to the people and bringing development to rural communities?” Vice President Guingona’s wife and Sen. Guingona’s mother, Ruthie Guingona, outgoing mayor of Gingoog City, was ambushed Saturday night while on her

way home from attending the fiesta celebration of a hinterland barangay in Gingoog. Her close-in security escorts, Nestor Velasco and his brother Bartolome, who also served as her driver, were killed when the NPA’s fired on their convoy, said Senior Supt. Nilo Cabog, Misamis Oriental police director. Another close-in security escort, PO3 Rolando Beneberito, was also wounded but was declared out of danger. Guingona was rushed to the Gingoog Sanitarium Hospital early Sunday morning and was later airlifted to Cagayan de Oro City before noon and admitted at the Capitol University Medical Center (CUMC) where doctors declared her out of danger. It was later made clear that the elderly Guingona, whose daughter Marie is running for mayor of Gingoog, was only hit by a bullet on her foot. She however, suffered several bruises on different parts of her body due as her security aides threw themselves on her to shield her from the bullets. “Mayor Ruthie played dead all night as she waited for the police and army reinforcements to arrive,” Sabugaa said. She was only retrieved from her wreck Toyota Hilux pickup past 5:00 am Sunday.

Butuan survey finds 8 of 10 willing to sell votes By Erwin Mascariñas of MindaNews

BUTUAN CITY - Church and socio-civic groups here have vowed to intensify their campaign against vote buying after a survey found that 80 percent of the respondents are willing to sell their votes. Lawyer Josefe SorreraTy, director of the policy center of the Father Saturnino Urios University (FSUUPC), said the survey, involving 1,833 respondents, was conducted on April 1-7. Of the total respondents, 1,466 believed that vote buying “is acceptable.” “The respondents were asked if they will receive money from somebody in exchange of their votes for the upcoming May 2013 elections, and 8 out of 10

said yes,” she said. Also citing the survey, Ty added that seven out of the 10 respondents believe that “other voters will also do the same.” Alarmed by the outcome of the survey, Dr. Mary Joy Miller, head of the research team, stressed that the result indicates a much bigger problem with how the people perceive vote buying. “This suggests that the people here perceive vote buying as an acceptable trend during elections,” she said. Miller said what was also very alarming was the fact that the youth group aging from 18 to 30 would exchange their votes for

money. “This is really a huge challenge to all of us, not only in the academe and the church but all of us. I still believe that there is still time, if we could just do something to lower those very sad statistics,” she said. Because of the survey, Ty said they will double their efforts to educate the voters that votes should not be sold and that choosing the candidates must be based on their conscience. Rev. Fr. Chito Butardo, FSUU vice president, stressed the need to push the voters’ education campaign not just in the academe and in the churches but also to the general public. “Values formation, of

Pantawid families given access to social insurance By Danilo E. Doguiles

KORONADAL CITY - Beneficiaries of the Pantawid Pamilyang Pilipino Program in Soccsksargen Region have recently been provided access social insurance via a collaboration between the Department of Social Welfare and Development (DSWD) 12 and the Social Security System (SSS) Brendo Belmonte, accounts management section head of SSS Koronadal Branch recently briefed over a thousand 4Ps beneficiaries here and about 250 from nearby Banga town on SSS membership, benefits, privileges and monthly contributions. “By their membership to SSS, families are ensured of their future needs through provision of financial support and assistance in cases when poor families are in dire need of help,” Belmonte said.

“Our agency is currently helping poor families understand the need to invest in social insurance given their socio-economic condition,” he pointed out. Teresita Guilan, South Cotabato provincial link of DSWD 12 said the partnership of DSWD with SSS is very significant especially in the implementation of the 4Ps. “Part of our advocacy is encouraging families to be given access to social insurance for them to be economically able and sufficient and prepare them to

feel secured in times when they need help financially,” Guilan said. “Most of those who attended here are parent leaders only which comprise a minimal number of the total Pantawid households in Banga. This is why we provided additional membership forms to be filled

out by those who were not able to attend the SSS program orientation activity,” Guilan explained. “Our goal is to recruit as many families to invest in SSS because we believe that poor families can get aid in times of extreme help during maternity, illness, disability, retirement, death

DSWD, other agencies strengthen partnership against poverty By Danilo E. Doguiles

KORONADAL CITY - The Department of Social Welfare and Development – 12 and its partners are forging a collaboration in poverty alleviation program in line with continuing efforts to address needs of indigent families in Soccsksargen. In a forum in Glan, Sarangani recently DSWD 12 and various regional line agencies drafted a memorandum of understanding (MOU), particularly to uplift the economic conditions of poor families in the region. With DSWD 12 in the drafting of the MOU were the following government agencies in the region: Technical Education and Skills Development Authority , Department of Trade and Industry, Department of Agriculture – Agricultural Training Institute, Department of Tourism, and Department of Labor and Em-

Libertad, said the culture of vote-buying in Butuan had been in place since the 1960’s. “This culture of vote buying has long been used here in Butuan since the golden years of logging in the 60s. Back then, they would persuade you with several kilos of rice and cans of sardines in exchange for your vote. This concept had been left unchecked and

ployment. The MOU is a result of DSWD-12’s search for areas for convergence, partnership, and cooperation with its partners in the poverty alleviation efforts. Florentino Fiel, regional convergence coordinator of DSWD 12, said he sought the help of said national agencies to refocus and synchronize their efforts along poverty alleviation program implementation. “We need the support of partners especially in helping improve the lives of the poor economically,” Fiel said. For instance, he said, they recognize the importance of the support of TESDA 12 in providing capability-building training and technical education among our Pantawid Pamilya families and their members who are out of school. TESDA also plays signifi-

cant role in the registration or certification of indigent individuals who possess technical skills Meanwhile, DOLE 12 could also help by providing referral to convergence program beneficiaries where they could get income generating livelihood or regular employment. Fiel identified several areas considered as priority in the provision of support by DSWD and the other collaborators. These include 4Ps areas: Maasim and Malapatan in Sarangani, Lake Sebu and Tboli in South Cotabato and Senator Ninoy Aquino in Sultan Kudarat. These municipalities are identified as poorest of the poor municipalities in Soccsksargen Region, Fiel explained. Soccsksargen Region or Region 12 covers the prov-

inces of South Cotabato, North Cotabato, Sarangani and Sultan Kudarat as well as the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato. In South Cotabato and Sarangani, more or less 70, 000 beneficiaries are registered under the 4Ps and are being given interventions to improve their standard of living. Soonest, according to Fiel, the proposed MOUs will be reviewed by top management officials of concerned agencies and will be launched through a formal signing of the document. Fiel hoped that these partnership efforts will be the beginning of a series of action-oriented and resultoriented strategy that gives meaning to convergence. passed from one generation to the next,” he said. Cepeda also stressed the problem is “deeply rooted in family values.” “The church, schools and even the media had never failed to promote and remind the people about responsible voting. But all of these will be useless if within the home itself, family members had shown their children that receiving money for their votes during election is acceptable,”

the priest said. Jody Navarra, a civil society activist in Butuan City, claimed that family members have been used in past elections in the distribution of money to buy votes. Most of the time, heads of families were the ones who bring the names of the family members to political groups to sell their votes, he said. Navarra said he had witnessed the trend of vote

buying in the city since the 1950s, blaming such practice also to poor family values. “The culture of fraud through vote buying had been passed down from grandparents to their grandchildren. And because of the hard times and frustrations from the political and electoral system, the younger generation would accept and take the money and earn from it,” he said. and funeral,” she said. When a family becomes officially part of SSS, it is obliged pay P312.00 monthly premium. According to Belmonte, one of the privileges is the provision of educational loan assistance which families may need soon. “A total of P20, 000 loan

assistance for a four-year course will be provided to them whenever they become eligible for that type of loan. However, a P10, 000 loan assistance may be availed when a student is taking a vocational course,” Belmonte said. (DEDoguiles-PIA 12 with Dennis Domingo II-DSWD12/asf )

17 villages to receive aid from PAMANA By Danilo E. Doguiles

KORONADAL CITY - At least 17 indigent and conflict-affected barangays across Soccsksargen Region are set to benefit from the national government’s PAyapa at MAsaganang PamayaNAn (PAMANA) Program. Amalia Jayag-Datukan, regional executive director of the Department of Agriculture 12, said the target communities were named in a recent consultative meeting in Davao City to identify programs for the priority areas for 2014 to 2016 outside of the ARMM MNLF areas. Target barangays are located in the municipalities of Arakan, Banisilan, Carmen, Kabacan, Matalam, Midsayap and Pikit in North Cotabato; Glan, Maasim and Malapatan in Sarangani; Lake Sebu and T’boli in South Cotabato and; Bagumbayan, Isulan, Kalamansig, Lebak and Palimbang in Sultan Kudarat. Datukan said the program will be implemented in villages considered as conflict areas but have received less program interventions. “It will be implemented in identified local government units (LGUs) in the region where each area will receive development programs according to the residents’ specific needs,” she said. Projects that will be carried out include farm-tomarket roads, post-harvest facilities, livestock dispersal, warehouses, multi-purpose buildings, water systems, livelihood projects, health centers,

school building, evacuation or peace centers, other community infrastructure and other social services. “The program will allocate funds for these projects through national government agencies like the DA, DPWH, DILG, DSWD DOH, AFP, and other involved agencies and LGUs,” Datukan added. PAMANA is the national government's program and framework for peace and development which is implemented among conflict-affected communities covered by the existing peace agreements. It intends to reduce poverty and vulnerability in conflictaffected areas through sustainable rural development, community infrastructure and focused delivery of social services. Also, it aims to improve governance through partnerships with national and local institutions, building capacities for governance, and enhancement of transparency and accountability mechanisms. A complementary track to peace negotiations, the program’s main strategy is to bring back government to PAMANA areas, ensuring that the communities benefit from improved delivery of basic social services and are served by responsive, transparent and accountable government units thru the Office of the Presidential Adviser on Peace Process (OPAPP) and in coordination with its partner government agencies. Think A Minute Jhan Tiafau Hurst as it takes work and care to build a fire, and then to keep it burning, so also a “friendship on fire” takes time, patience, and work. Sadly, there are many good parents who are often irritated and angry with each other. They might have friendships with other people, but they have a hard time getting along with each other. They frequently argue and fight, so they just don’t enjoy close companionship and peace in their life together. But when your marriage is built on trust, respect, and

open communication, then you can have a very close and satisfying friendship. Neither the husband nor the wife needs to feel jealous or suspicious of the other. Best friends understand each other’s strengths and weaknesses, but they still love and accept the whole person, the good with the bad. So they’re patient with their best friend’s faults. They also are loyal and protect each other’s reputation with other people. Friends are honest with each other and talk about their real feelings, instead

of staying angry inside and growing farther apart. They also know how to laugh and have fun together just doing simple, daily things. Friend, it’s never too late to change and get closer to your wife or husband. Becoming best friends for life is one of the greatest gifts and successes you’ll ever have! But it takes daily time, listening, forgiving, accepting, and changing by both of you. Yet your reward and profit is so big and great! So why not ask Jesus Christ to forgive you for your own wrong attitudes, unforgiveness, and selfcenteredness in your marriage? Ask Jesus to take charge of your heart and help you to start changing. Then each day you can start enjoying a closer, happier friendship on fire with your wife or husband. You won’t regret it! Just Think a Minute.

What does it take to solve the insurgency?

PRESIDENT Aquino orders the military to run after the communist rebels who attacked the convoy of Gingoog City Mayor Ruthie Guingona Saturday night. The firefight took place in Barangay Capitulangan, an outskirt village some 15 kilometres southwest of Gingoog City. Although wounded, Guingona was fortunate to have survived the attack. She was in her car in the Cris Diaz company of the lifeless body of her driver and a close-in security escort for more than five hours before rescue comes Sunday morning. Aquino was furious over the incident since Guingona was a political ally under the Liberal Party ticket. On the other hand, being the wife of former Vice President Teofisto Guingona, Jr. and the mother of incumbent Senator TJ Guingona, Ruthie Guingona was a special copy. Was Aquino gearing for an all out war against the communist rebels now? The President should know that the force of arms could not contain fighting insurgency in the country. If Aquino would adopt a mailed fist policy against the country’s insurgency, the more the problem would persist as it has for almost five decades. The only way to fight insurgency is to eradicate its root cause. In other words, the country’s leadership should adopt radical changes in order to address the country’s insurgency. That these changes should focus on attacking the problem of poverty as the main cause of rebellion. People with an empty stomach are

not victims of the insurgency, they are victims of a government that never-care-less about their future, their dreams, and aspirations. Yes, the government is addressing the problem of insurgency. The truth is that the people feel that these perceived solutions were superficial. For instance, the country designed the comprehensive land reform program to address the problem of insurgency in the country. Alas! The land reform programs were a failure. It failed because the government sees land reform as a mere distribution of lands to the landless. In other words, the comprehensive land reform program defeats its own purpose because of the government’s lack of sincerity to alleviate the plight of the poor in this country. When we talk of sincerity, we mean the government’s leadership to identify the foundation that makes a man in this country lived in squalid poverty. Of course, we have a number of economic technocrats trained in top schools of economics in other countries. Unfortunately, the economic think tanks patterned their economic fundamentals with foreign economies. We never want to adopt homegrown solutions since that would downgrade our credentials as foreign-trained economists. We do not want to believe that maintaining a strong purchasing power would alleviate the plight of the poor. That spreading the development of the manufacturing sector to the countryside could offer employment opportunities. We should have government of leaders that would sincerely carry out the provision of affordable housing, free education, and health services to the citizenry. It only needs a strong political will to realize these things. React crisguardian@yahoo.com

No, there is none.

Kakampi mo ang batas Atty. Batas Mauricio I am sure the Inquirer did not intend to publish a fake or a spurious picture, and that, what it came out with in its front pages on April 20, 2013 was actually just its own interpretation, as it were, of Aquino’s having been given recognition by the influential magazine. That Inquirer photo is

very much similar to photos taken from old news files to accompany future or current events. It was just a matter of editorial prerogative, and a valid exercise as well of the newspaper’s Constitutional right to free press and free expression, nothing more, nothing less. -ooo-

BRILLANTES WILL BOTH STAY ON AND RESIGN: My fearless forecast on whether Sixto Brillantes Jr. will resign or stay on as chairman of the Commission on Elections? He will stay, but only until the winning candidates in the May 2013 elections have been proclaimed. He will resign after the winners have been proclaimed. But whatever, I am not convinced that his threat to resign was triggered by the successive losses which the Comelec suffered in the hands of the Supreme Court recently. H7N9: Deadlier than H5N1?

THE most current eye catching news, if one were to read or watch television, talking of around the world headlines are: the Boston Marathon unfortunate event, the Margaret Thatcher farewell to this earthly life, the Recin poisoned letters ( which I would like to write on, sometime soon ), Texas Fertilizer Blast and the one that can affect us: the newly named H7N9 Avian Flu Virus. To date, the number of confirmed diagnosed cases and the mortality rate of patients with H7N9 seem to continue on the upward trend. This is kind of scary because, as it is, the illness may not just be contained in China, but, has the potential to enter our country. H7N9, belong to the

Health In Focus Dr. Mary Jean Loreche more was traced to Eastern China at the Yangtze Delta Region. There are certain things that we need to understand and know, when confronted with the emergence of diseases such as this. First, the mode of transmission. Avian Influenza A Viruses usually do not usually affect humans. The cases where humans get to be affected by these type of

Avian Influenza A viruses that affect humans. In 2003, H5N1 had approximately 600 cases affected, in over 15 countries. And, this time, H7N9, though the latest report has it at 38 confirmed cases, with 6 deaths, it is still too early to predict as to its capability to further increase the number of cases. Just as H5N1 started from China, H7N9 once

viruses, occur from direct or close contacts with infected poultry. Nevertheless, we should not be lulled into thinking that a person to person spread is impossible. With this always at the back of our minds, we learn to appreciate the importance of monitoring the cases. Second, the signs and symptoms can overlap with other pathogens or disease causing micro-organism. Most viral illnesses present with fever, cough, sore throat, for the milder nonfatal clinical manifestations. At the extreme side of the illness, where the illness is severe, the patient may manifest as viral pneumonia with respiratory symptoms like difficulty of breathing, DEADLIER | page 11

The business process outsourcing OUR country has dislodged India as the leader in the Business Process Outsourcing or BPO industries in the Asian region. We are now the leading English speaking nation outside of the North American continent as the BPO capital of the world. With fluency of the English language coupled with our ability to handle calm and restraints in confrontational transactions, many outsourcing business in Asia have moved their headquarters to the Philippines at the new Global City in the national capital region and at the central business district of Cebu as well as to the 11 two tier cities including Davao and Cagayan de Oro in Mindanao. Traversing the Tourism Hi-way Ped T. Quiamjot employing 638,000 young graduates, the Call Center industries are fast surpassing its 20% annual growth rate. With this forecast, the industry experts are targeting USD 25 Billion revenues starting 2016 which may employ 1.3 million more IT professionals from the 900,000 BPO workforce currently employed now. This is a staggering phenomenal growth which caught the watchful eyes of the Bu-

Investing with managed funds: Part 2

AMONG the most common forms of managed fund investing is a mutual fund. A mutual fund is a professionally managed investment vehicle that collectively pools money from several investors which is then used to purchase a portfolio of securities. Mutual fund companies are also called investment companies. The majority have an “open-ended” structure, wherein investors are allowed to buy or sell fund shares at any time. The specific types of securities a mutual fund may invest in are explicitly stated in its prospectus, which also describes its investment approach and objectives. Professionally-trained portfolio managers continually monitor the fund’s portfolio and strategies. Mutual funds originated in Europe in the 17th Century. A Dutch merchant was credited with creating the first mutual fund in 1774. In the US, mutual funds were first introduced in

The financial doctor Dr. Adonis Agcopra the 1890s but only became popular in the 1920s. The first open-end mutual fund was established in 1924 by the Massachusetts Investors Trust, and is now part of the MFS fund family. The mutual fund concept initially reached Philippine shores in 1957. However, in the absence of a governing law and with poor structuring of these mutual fund finance companies which attracted both legitimate and fly-by-night transactions, the industry did not gain further ground. This was all the more aggravated with the collapse of the stock market in the late 1950s. After the initial mutual fund industry fiasco, R. A.

2629, the Investment Company Act (ICA), was enacted into law in the 1960s. Mutual fund companies slowly resurfaced starting with Trinity Shares, followed later by the Pacific and Malayan Funds. A thin equity market in the background of political instability during the Marcos era eventually punctuated by capital flight and a 30% dive in the Manila Stock Exchange triggered the demise of such funds, with Securities and Exchange Commission (SEC) banning their sale in 1973. It was not until 1989 when the SEC formulated the Implementing Rules and Regulations (IRR) that mutual fund in the Philippines

truly had its renewed vigor. At present, with the necessary controls and regulations in place and with much higher professionalism, it is with greater certainty that Philippine mutual funds are here to stay. As per Philippine Investment Fund Association (PIFA) data, there are now a total of 47 active mutual fund companies in the country as of month-end March 2013. More details of these mutual funds may be secured through the PIFA website (www.pifa.com.ph). The next installment of this column will look into the intricacies of investing in managed mutual funds. Happy investing! Act now! ----(Dr. Adonis Agcopra, MBA, CIS, RFC® is with the IARFC and is portfolio director of AFIC Meridian Consultants. URL: www. aficfinancialconsultants. com. Getting those bastards! THESE last few days, I was having some routine treatment at the Davao Doctor’s Hospital strapped -- and immobilized -- to a dextrose bottle. So I was glued all the time to the TV. And saw on CNN the minute-byminute, blow-by-blow account of how two brothers, the bombers of the Boston marathon, were cornered and were being made to pay for their dastardly acts. Guess what was running through my mind all that time: GETTING OUR OWN BASTARDS, TOO! If only we could also successfully mount the same operations here and get our own murderers and bombers, too. But then, that might be wishful thinking just yet. Sorry to say but we are NOT YET attuned, equipped, trained, united, determined, etc, etc and ready to mount a similar or at least, close to what the Americans showed to the world during those few critical days. I noted a few “fundamentals” in the BOSTON massive operations that resulted to the killing of one bomber and later the arrest of his younger brother who hid inside a parked boat in a backyard of a residential neighborhood. This may serve a critique of how we, LOCAL, do things, calling to mind the tourist bus HOSTAGE TAKING in Manila (which was fully covered by media as it happened) and other incidents. I may be over simplifying things -- or exaggerating -- but I will still give it a try. And sorry, this may be at our own expense. And for those who will not agree with me, take this with a grain of salt. Let’s go over my own checklist (initial of 10 items) and see where and how we stand if faced with a similar crisis, how BOSTON did it juxtaposed with our bastards | page 11

Three books AS PART of the celebration of Metrobank’s 50th anniversary, the Metrobank Foundation recently launched three coffee-table books that certainly make us proud to be Filipino. The three books are entitled: “MADE of Gold,” “10 Outstanding Filipino Teachers” and “Metrobank Foundation Exemplars.” Former President Fidel V. Ramos, Retired Chief Justice Artemio V. Panganiban, and other distinguished officials from the government, business, academe, and diplomatic communities graced the book launch at the Cultural Center of the Philippines (CCP). “The three books convey the very essence of what we do in the Metrobank Foundation,” Metrobank Foundation president Aniceto M. Sobrepeña said. The Metrobank Foundation was established on January 8, 1979 by George S. K. Ty, 16 years after he founded Metrobank. The foundation is presently engaged in social development projects in the Philippines and other parts of Asia and implements various programs in education, visual arts and healthcare as the corporate social responsibility arm of the Metrobank Group. It likewise maintains an active and dynamic partnership with other organizations that also provide services for the disadvantaged. “We encourage people to excel in what they do by recognizing excellent contributions in their respective fields,” Sobrepeña said, adding that their shining examples should also serve as inspiration to others worthy of emulation. He explained that Metrobank Foundation aimed to further propagate outstanding Filipinos’ stories of triumph and excellence through the three coffee-table books. BOOKS | page 11

Magdiwata watershed protected area in Barangay Alegria has been alarmed by the local water utility to thousands of residents here. A one-page open letter by the San Francisco Water District (SFWD) distributed to consumers has disclosed that two big backhoes and ten-wheeler dump trucks have been excavating the river banks of Manag-as Creek just about 80 meters from the declared critical watershed area. SFWD officials expressed concern that the truckloads of massive quarrying activities by a local construction contractor Lawrence Ting could be just a front to cover the transport of extracted minerals for the processing of gold at the secret ball mills. T he l o c a l C at hol i c Church has joined the alarm bells as it deplored the environmental degradation that illegal mining could bring to the local populace. Fr. Artemio Jusayan, local parish priest, has brought the message of concern about the illegal mining fears citing the open letter in his homily on Sunday and to emphasize it, even used a slide show through a power point presentation. The open letter signed by SFWD Manager Elmer Luzon said the destructive activities are a plunder to the environment of the critical Magdiwata watershed where it served as the main source of potable water for the local water utility. Luzon has questioned the massive quarrying with the use of big equipments since the Environment and Natural Resources Council led by Vice Mayor Celso Balmadres has not been processing quarrying perEXTRA-JUDICIAL SETTLEMENT OF THE INTESTATE ESTATE OF BENNIE G. mits since last year. He said the council of which he is a member has only met once last year when it only discussed about the expiring quarrying permits of the local quarrying operators. A local environmentalist group, Alliance of Mount Magdiwata 282 (Amoma 282), has also expressed deep concern about the extracting activities which could be similar to flagrant gold mining activities in the same area in 2010 said to be financed by Chinese businessmen which was stopped after a multi-sectoral protest. Amoma is set to initiate another protest action against the illegal mining activities that will draw other sectors in the community just as what they successfully did about three years ago. Luzon s aid t he resurgence of such similar large-scale quarrying coincidentally took place at the same time when election is drawing near. He said the only difference between the two incidents is that before operators openly process gold at the quarry site while recently, taking a lesson from the past, secretly transports the minerals to the ball mills. As the open letter spread all over the town, a SFWD monitoring team were already barred by a certain land claimant Ramil Tagleong from passing by the motorcycle road near the area in order to prevent them from documenting the activities with pictures. The team has reported to Luzon that quarrying operations has even fast tracked during night time drawing more suspicions about the real intent in the transport of the minerals.

up with a temporary livelihood assistance for these people,” Villar said, who is known as “Misis Hanep-Buhay.” “We urge the government to extend all possible assistance to undocumented OFWs in Saudi so they can be repatriated in an orderly and humane manner,” Villar said. “The government should assist the undocumented workers once they return to the country. This is the least we can do as they have been helping keep the Philippine economy afloat over the years with their remittances to their families.” Villar commended the efforts of the Philippine embassy officials who are now negotiating with their Saudi counterparts for the speedy repatriation of over a thousand OFW camping outside the Philippine Consulate in Jeddah. DFA spokesman Raul Hernandez said at least 1,000 undocumented OFWs have camped outside the PHL Consulate in Jeddah and were asking to be repatriated for fear of being arrested by Saudi authorities after a recent crackdown against illegal migrants. Villar, a staunch jobs and livelihood advocate, had earlier urged the Department of Foreign Affairs (DFA) and the Department of Labor and Employment (DOLE) to augment their personnel in Saudi Arabia to assist the Filipinos to be affected by the crackdown. Villar said government should now mobilize the Overseas Workers Welfare Administration (OWWA) to extend assistance to the displaced OFWs in order to prepare them for their eventual reintegration into Philippine society. “We should act now and fact fast,” Villar stressed.

“We cannot afford another humanitarian crisis in our hands as a result of the eventual displacement of thousands of Filipino workers from Saudi Arabia.” Villar thanked the Saudi monarch, King Abdullah bin Abdulaziz Al Saud, for his decision to grant a three month retrieve on the labor and immigration crackdown and give illegal migrant workers in that country more time to fix their papers. Reports said Saudi Arabia has more than nine million expatriates from countries like Yemen, India, Pakistan and the Philippines and that the Saudi government has already deported over 200,000 foreigners due to documentation problems. At present, Villar noted there are over a million Filipinos working in Saudi Arabia and some 20,000 of them are said to be undocumented. She said DFA and DOLE official should now expedite the processing of the working documents and extend all assistance they could give to the workers to legalize their stay in the Kingdom during the threemonth retrieve. Villar noted that the recent implementation of amendments to the Kingdom’s labor laws was Saudi-wide, meaning that thousands of illegal foreign workers including OFWs with expired residency cards or “Iqamas” are affected. “We cannot treat this development as a trivial matter because Saudi Arabia is home to more than a million Filipinos. They deserve a more proactive response from our embassy in Riyadh and consulate in Jeddah. It is time that we invest more funds and augment the workforce in these posts to enable them to reach more OFWs through mobile consular and labor teams.”

Injured also were PO3 Rolando Benemirito and civilian Leo Canete.\ Guingona’s four-vehicle convoy was attacked in an interior barangay of Gingoog far from the city proper. The police’s statement further says that the “inhumanness of the NPA rebels by disregarding the presence and safety of the civilians is a clear violation not only of the Revised Penal Code but also of Republic Act No. 9851, or An Act Defining and Penalizing Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity, Organizing Jurisdiction, Designating Special Courts, And For Related Purposes.” In a press conference held Monday morning in Cagayan de Oro City, former vice president Teofisto Guingona Jr., his son Senator Teofisto Guingona III and his daughter Marie condemned the attack and said they have not forgiven

the NPA despite the plea for forgiveness coming from NPA spokesman Ka Oris Madlos. The senator said the Philippines has only one government and that the NPA should be punished for its act. Misamis Oriental 2nd District Rep. Yevgeny “Bambi” Emano and Cagayan de Oro City Mayor Vicente Y. Emano also expressed their anger at the attack. For his part, Misamis Oriental 1st District Rep. Peter M. Unabia said the NPA should not attack political candidates when they campaign in hinterland villages. The Liberal Party, to which Gingoog City mayoralty candidate Marie Guingona belongs, held a rally yesterday afternoon in Cagayan de Oro City led by President Benigno Aquino III.

2012, compared to the previous year. Sun’s Mobile Internet revenues likewise accelerated by 63 % compared to the same period last year. “Our initiative to make smartphones and androidpowered devices more accessible to the masses is starting to pay off, as more and more customers are now subscribing to our mobile internet services,” said Pena. Last October, Sun Cellular started offering postpaid plans that bundle smartphone handset and tablets for PhP600.00 a month. Dubbed the “Sundroid Rush”, Pena said that this did not only help boost mobile internet revenues, it also helped increase the company’s postpaid mobile subscriber base. Sun Cellular saw a 16% increase in postpaid subscribers by end 2012 compared to the same period in 2011. The figure brings Sun Cellular closer to regaining the leadership in postpaid subscription. In an earlier statement, Sun Cellular’s mother company PLDT said that it sees broadband revenues rising given the demand of the younger and empowered market, the expected decline in Smartphone prices, and the Group’s strong network advantage.

I’ve had many discussions about how craptastic I thought Iron Man 2 was, with its muddled plot and shoddy villains (Scarlett Johansson, Mickey Rourke), but am still holding out hope the third installment will return the Marvel superhero franchise to its former glory. This time around, Jon Favreau has relinquished the director’s chair to Shane Black—the man responsible for jump-starting star Robert Downey Jr.’s career with the underrated 2005 actioncomedy Kiss Kiss Bang Bang. Industrialist-cumsuperhero Tony Stark (Downey Jr.) squares off against the Mandarin

When Anne Curtis was asked who among her former leading men was the yummiest kisser, she was quick to say that it’s her “No Other Woman” co-star Derek Ramsay. “ I have to say that one of the yummiest and also came out as yummy onscreen was Derek. Kasi kapag pinapanood ko yun, talagang, “Oh my gosh! Ginawa ko ba ‘yan’? I think it was the yummiest kiss, I have to say. So siya, sa No Other Woman,” she cheerfully stated during the press con of Wrigleys’ Doublemint and Cinema One last Thursday, April 18. On a different note, Anne was also teased about why she did not choose former reel and real-life partner Sam Milby for her yummiest onscreen kiss. To which she replied, “With Sam, very safe ang mga kissing scene. Yung No

Other Woman medyo aggressive ako dun. Sabi ko, “Wow, I have another side,” she exclaimed in between laughs. But when asked who maong her leading men is her freshest

and I have made him aware of this.” Blues defender Ivanovic, 29, complained to referee Kevin Friend that he had been bitten on his right arm by Suarez afther their clash inside the

veteran lawyer, and he knows that there is really nothing certain about winning or losing cases in court. He also knows that there are millions and millions of reasons why cases are won and are lost, and this applies to the entire judicial and prosecutorial systems of government, and even to Comelec, especially under his leadership. Consequently, if Brillantes is threatening to resign, it is definitely not because of the loses the Comelec suffered before the tribunal. There is something more to this than we can probably ever know, at least at this point. But the truth has a way of coming out. I am sure Brillantes would have to account for all the things he did at the poll body, because the Bible, after all, says, in its Ecclesiastes 12:14: “For God will bring every deed into judgment, including every hidden thing, whether it is good or evil.” -oooPNOY’S NEW COMELEC APPOINTMENT VALID: Commissioner Al Parreno’s appointment to the Commission on Elections is a perfectly valid act of President Aquino and did not violate the 1987 Constitution, as some quarters are suggesting, even if Parreno has not been in the legal profession for 10 years. Parreno, in fact, need not even be a lawyer to be appointed to the Comelec. Under the Constitution, it is required that a majority, or at least four of its commissioners, including the chairman, are lawyers. As of the present, this is already complied with: Brillantes, Lucenito Tagle (a retired Court of Appeals justice), Elias Yusoph, and Christian Robert Lim, are all lawyers. To s e t t he re c ord straight, here is what Section 1, Art. 9 of the Constitution says: “There shall be a Commission on Elections composed of a Chairman and six Commissioners who shall be natural-born citizens of the Philippines and… a majority (of whom), including the Chairman, shall be members of the Philippine Bar who have been engaged in the practice of law for at least ten years.” -oooREACTIONS? the BPO’s are not a run of the mill by low value call centers but by high definitions knowledge process in the global legal system, general accounting, gambling and software animations. This confirms confidence among

the foreign and international companies that our local manpower can handle world class technology solutions of various business and gaming applications aside from seeing the cost effectiveness of labor and competence of Filipino IT professionals. The success of this industry give inspirations for property developers to built high rise office buildings and secure endorsement from the Board of Investments for IT infrastructure accreditation with the Economic Processing Zones for tax incentives. A grant of P27.3 Million by the Asian Development Bank to the Department of Science and Technology for educational programs for skills enhancement in the BPO sector is already in place according to Sen. Edgardo Angara the Vice Chairman of the Senate Finance Committee. Congress has also allocated in the national budget appropriations for the Technical Education and Skills Development Authority (TESDA) a budget of P450 Million for IT subsidies. Perhaps our legislators from our City can come up with significant scholarship program to support the training of the less fortunate Cagayanon’s in the field of Information Technology?

and even respiratory failure. There are instances when the sensorium of the patient may change and a multiorgan failure ensues, eventually leading to death. Where before I keep reminding our readers that Clinical data ( which is gathered through a thorough history taking and physical examination ), plays a central role in the diagnosis, in this particular instance, avian flu influenza A viral infections cannot be detected through clinical data alone. A history of travel to an affected country coupled with the signs and symptoms as discussed above should alert the Clinician on the possibility of the illness. Thus, the third thing that we need to understand: in instances where laboratory testing is a MUST be examination, it is important that we adhere to the required specimen for submission. For viral infections, a nose or throat swab from the sick person during the first few days of the disease is collected and sent to the Laboratory. Molecular testing or culture is done and not all Laboratories have the capacity to do the test. In developed countries, they are most capable of performing the examination, but, in countries like our own, we may have to send the specimens to a central laboratory that has the capability to do it. Fourth, diseases caused by a new strain like H7N9, vaccines may still be a thing of the future. Anti-viral drugs may be used as the mainstay in treating these patients, but the possibility of the emergence of a drug resistant viral strain is something that

we need to watch out for. Getting the vaccine for the common influenza may help though in minimizing some of the effects of the new strain, should one get were affected with the infection. Lastly, the unpredictability of what and how far the H7N9 virus can go, in terms of spread , should not make us sleep on what we each must do: proper hand washing, and the cooking of poultry meat all the way, with vigilance as to the source of the poultry, and keeping one’s immune system strong, are simple measures that can help us fight against the disease.

LOCAL: each operating unit wants to get the credit, at times even keeping information and not sharing with other agencies and operatives. In some cases, hiding vital info, wanting to get the reward money for its own. 2. BOSTON: All residents complied and stayed indoors when requested during the search and pursuit operations. LOCAL: people rush to the site of the action and crowd even critical areas to witness the action out of curiosity. We are fondly being called “osyoseros” with kibitzers and bystanders right at the front lines. 3. BOSTON: Politicians, like the Boston Mayor and the Massachusetts Governor, although appearing to be not the best of friends, closed rank. LOCAL: Political rivals avoid each other’s company and skip being around when the other guy is already on the ground. 4. BOSTON: Volunteerism from citizens. A phone call from a resident that blood was found near a parked boat in his neighbor’s backyard led to the capture of the 2nd suspect. LOCAL: No one wants to give information for fear of being involved too or afraid of retribution by the bad guys in the days to come. “Huwag tayong maki-alam baka masali pa tayo “ is our usual stand. 5, BOSTON: Everyone wants to help and appeals for cooperation were the first call. LOCAL: Cash reward money immediately announced and dangled as incentive for citizen cooperation. 6. BOSTON: Periodic media briefings to prevent undue speculation and inform the worried public of the status and updates as they develop. LOCAL: Media briefings seldom, if at all done, and only called when the crisis is over, leaving media to fight “tooth and nail” for information for their anxious audience. 7. BOSTON: Media net-

works, like CNN although up front, were circumspect and very careful with their handling of what they release to the public as the crisis was in progress. Their anchors were professional. LOCAL: It’s a circus and a rat race amongst competing networks trying to outdo each other for a scoop, even trying to establish contact with the bad guys --unmindful of being an interference in the on-going crisis handling, to outdo the others to get ahead of the game. Media men “ reporting on the spot from the field” usually carried away. 8. BOSTON: Crisis management effective, operations successful. Citizens applaud, grateful and happy. LOCAL: Tragic end, recriminations, criticisms, anger. 9. BOSTON: State of the art equipment, thermal imaging from the helicopter, and use of robot, operational precision. LOCAL: Fumbling assault operations, ineffective and embarrassing tourist bus entry attempt using crude axe and big hammer. Tragic end. 10. Power... from page 1

of life imprisonment,” the solon said in a press release yesterday. There is a need to verify claims that there is enough power supply in Mindanao but the shortage is caused by the refusal of some power distribution companies, particularly cooperatives which are run by families, to buy additional supply from the National Power Corporation (NPC) and from Independent Power Producers (IPPs), according to Trenas. Worth considering is the case of Davao City, which consumes power possibly five times the consumption of the entire SOCSARGEN (South Cotabato, Sarangani and General Santos City), but is not suffering from the daily four-hour rotational brownouts being experienced in SOCSARGEN and some other parts of Mindanao, Trenas added. Part of the investigation, according to Trenas, should cover the reported haste to build a 210-megawat coal power plant at a world-class diving site in Sarangani. "Reports have it that a strong lobby is working for the immediate installation of the coal-powered power plant in Saranggani province amid strong opposition from many sectors, especially environmentalists," Trenas said adding that it looks more of a coincidence that the coal plant is owned by the Alcantara Group of Companies, the same group that also runs the South Cotabato Electric Cooperative II(SOTECO II) which distributes power to the brownout-stricken SOCSARGEN region. “ There are claims that SOTECO does not want to buy additional power supply from IPPs as part of its scheme to justify the 210-megawatt coal plant being built near a worldclass diving site. Interestingly, SOTECO II and the Alsons Energy Development Corporation (AEDC) are all being run and managed by the Alcantara Group of Companies,” Trenas said. Even more interesting, Trenas said, are reports that Alcantara Group of Companies is also behind the controversial Sagittarius Copper and Gold Mines which is setting up the biggest copper and gold mine in Tampakan, Saranggani which displaced hundreds of families belonging to the B'laan tribe. This reinforces reports that the brownouts is just part of a scheme to justify the building of a coal plant which would supply power to the Sagittarius mining project while allowing SOTECO II to buy power from its own IPP , Trenas said. “Parang iginigisa sa sariling mantika ang mga kababayan natin sa Mindanao,” he said.

Saturday night’s ambush that wounded Gingoog City Mayor Ruthie de Lara Guingona, wife of the former vice president and mother of the senator, and killed two of her close-in security escorts. “This incident underscores the need to continue the peace talks. And we call on all parties to continue the peace talks because it is only when we have genuine peace agreement will all these issues, all this incidents disappear,” Sen. Guingona said. The senator also urged the CNN to lay down their arms and return to the negotiating peace table and refrain from escalating the violence in the countrysides. “This is not the first incident. There have been several incidents in the past and it seems to be escalating. If the peace talks do not continue, this will further escalate and as we know if there is a war, pag may gyera, if there is conflict, walang panalo, lahat ng panig merong casualty,” he said. Not Easy: The senator said that his mother is now stable and is recovering from her wounds, bruises and traumatic experience at a hospital here. The former vice president said that while his personal friendship with some CNN officials remain, “it is not very easy to forgive because the wound is still very fresh.” Teofisto Jr. once headed the government panel talking peace with the CNN during the previous Aquino administration. “Do not be afraid for as long as we have a just cause the righteous will be provided by providence. I leave it not only to the present officials of government but also to divine providence to give justice where justice is warranted and I hope that we have a fair election without more bloodshed,” he said. He also said that he has his own analysis of the incident but did not disclose it. Only One Government: His senator-son also urged the NPA to “stop usurping the law.” “I call on the NPA to stop usurping the law and return to the peace talks nang sa ganoon matigil na itong mga issues, matigil na itong mga putukan,” he said. He said that in the Philippines, there is only one government and only one is constitutionally empowered to implement the law, even with the use of guns—the Executive Branch and the institutions under it like the Armed Forces of the Philippines and the Philippine National Police. “They are the only ones who are constituted to implement the law and use guns,” he stressed. “The law must be respected. No one has the legal right to conduct checkpoints except the Executive Branch and its institutions.” Under Comelec Control: Prior the Saturday night’s ambush, the NPAs announced that they will be implementing checkpoints and called on candidates and campaigners not to bring firearms or armed escorts especially when campaigning in their so-called “revolutionary territories.” But Sen. Guingona said that his mother was not campaigning for she only attended a fiesta celebration. “She is also not a candidate.” His sister, Marie, who is running for mayor of Gingoog under the Liberal Party of President Aquino, said that the ambush all the more “strengthened our resolve to continue to fight for democracy.” “We will not be intimated by this. We are here to show that the people of Gingoog are not afraid. It has only further strengthened our resolve to unite for the sake and justice and peace,” she stressed. Instead of bowing out of the mayoralty race, she emphasized that the ambush only impels here to go on. “We will not be intimated by this,” she reiterated, adding: “No matter what the cost, what the price is, this has only strengthened our resolve to continue to give the people the services that they deserved. This incident will not make us bow down in fear. Most definitely I will continue the fight.” According to her senator-brother, Gingoog City will be put under Comelec’s control. “I talked with Chairman Brillantes this morning, and he told me that the Comelec will put Gingoog under its control,” Sen. Guingona said. (Bong D. Fabe)
