Woman, accused of being witch, stab to death in Zambo

interview with a local radio station here, confirmed that members of the NPA’s Guerilla Front 4B of North

Central Mindanao Regional Command engaged in a firefight with Guingona’s armed escort Saturday night.

Madlos said that the NPA put up a checkpoint in Alegatan, a hinterland barangay 15 kilometres southwest of Gingoog City, a component city of Misamis Oriental, after receiving reports that politicians with armed escorts were campaigning in the area.

He said the checkpoint was purposely to implement the NPA’s policy of prohibiting candidates of bringing armed escorts with them while on the campaign trail.

Madlos said that Guingona’s armed escorts fired first prompting the NPA to fire back which resulted in the death of Guingona’s escorts.

PAGADIAN City--A Filipino woman accused by her neighbors as a witch died due to loss of blood after she was stabbed in her sleep by a lone assailant who sneaked into their thatched house in Aurora town in the southern province of Zamboanga del Sur. Police said the 33-year old Rosalita Requina died while being rushed to hospital by her husband. It said the assailant sneaked under Requina’s house shortly after midnight and stabbed her through the bamboo flooring.

The woman’s husband said his wife was stabbed in her behind and was not even aware of her wound until they realized she was wounded.

Police said Requina was rushed to the Lagare Medical Clinic in the town, but was pronounced “dead on arrival” by the physician.

Solon urges DOTC to prioritize railway project in Mindanao Rep. Rufus B. Rodriguez, 2nd District of Cagayan de Oro City, urged the Department of Transportation and Communication (DOTC) to include the Mindanao Railway Project as one of the priority infrastructure projects in the Private-Public Partnership program of the government.

L ast May 25, 2006, Executive Order No. 536 was signed creating the Mindanao Railway Project Office (MRPO). Its office was established last July 3, 2009 in Cagayan de Oro City, almost simultaneously with the Cebu Railway Project

Office (CRPO).

The primary function of the MRPO is the establishment of the Mindanao Railway Sy ste m . T he pl an n e d Mindanao railway is made up of a network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

In pursuit if this mandate, the MRPO and the DOTC caused the conduct of a feasibility study for the First (1st) segment of Phase I of the project which covers the cities of Cagayan de

Oro-Iligan including the Municipalities of Villanueva, Tagoloan and Jasaan of Misamis Oriental and Linamon, Lanao del Norte.

These areas are the Industrial C orridor of Northern Mindanao.

The P71 million feasibility study conducted by three private consultancy firms and the DOTC, was completed last October 2009. The study covers a total length of 124 kilometres from Jasaan , Misamis Oriental to Linamon, Lanao Del Norte.

The railway system aims to link two vital Mindanao gateways, the Laguindingan

International Airport and the Mindanao Container Terminal. It will have a passenger and cargo operations.

However, until today, not a single rail is in place.

Rodriguez has consistently called on the government to fast-track the implementation of the project as it has always been the dream of many Mindanaons, especially Kagay-anons, to have a railway system connecting the provinces in Mindanao.

This will be a tremendous boost to the economy and tourism industry of Mindanao.

In the memo, the DepEd acknowledges that school officials and their next of kin are vulnerable to “coercion, intimidation, threats, bribery, violence against persons and even deaths.”

DepEd Assistant Secretary Noor Saada said they believe this is the first of its kind in the country. The proposed intervention for teachers is something they have learned from previous elections where there have been issues on teachers’ welfare, he said.

The DERN and ERTs will help beef up the teachers’ security as they serve as members of the Board of Election Inspectors (BEI), Saada said.

These measures are also expected to help them monitor those who are entangled in legal battles after the conduct of elections and will let the department “be in the position to provide legal assistance,” he added.

Election-related cases against teachers are filed directly in courts, usually without the DepEd being informed of the filings.

He said DepEd is working on this with the Commission on Elections and the United Nations Children’s

Fund.

Some of the functions of DERN include the assessment of security situation and threats of teachers serving as BEIs, the establishment of ERTs at the division and municipal level that will keep a directory of teachers’ names and contact numbers and emergency contact persons.

DERN will also have a system of reporting any untoward incident to the Comelec and other security groups and color code the situation. For instance, green means teachers are safe, yellow means elections pushed through with some degree of threat, red means teachers were threatened and stopped administering elections and black means an attack against the school and teachers took place, and there have been casualties.

Group seeks police, military involvement as poll inspectors COTABATO City––Social Studies teacher Abunawas Solaiman clearly remembers the 2004 elections because, he said, it was the only time he felt safe serving as a member of the Board of Election Inspectors.

He was then assigned at precinct 21-A in Barangay Katbo, Matanog in Maguindanao, serving alongside a policeman and a marine officer to man the precinct, the

year the government allowed members of the Philippine National Police and the Philippine Army to serve in the BEIs. “Walang pumapasok na mga nananakot sa mga guro or doon sa mga bumuboto (No one came inside the voting precinct to intimidate teachers and voters),” recalled Solaiman, president of the Teachers Alliance for Change (TEACH).

Solaiman said many of his fellow teachers have had a close encounter with losing candidates who blame them for unfavorable results. As early as now, media in the region have reported that teachers are hesitant to serve in the elections for fear.

Wednesday that his group is recommending the 2004 set up, which he said resulted in the smooth flow of that election.

Such a setup would protect the teachers, Solaiman said. TEACH was organized so that teachers can collectively lobby for their rights.

Padayon Pilipino unites seniors citizens

LEADERS and representatives of senior citizens groups in the first congressional district of Cagayan de Oro City gathered Friday for a forum with top officials of the Padayon Pilipino party led by City Mayor Vicente Y. Emano to air their concerns and seek unity among their various groups.

The meeting was held at the Grand City Hotel and graced Vice Mayor Caesar Ian Acenas.

Acenas said the senior citizens came from the 24 barangays of the first district.

Among their concerns, he said, is the lowering of the age requirement from 77 years old to avail of the national government’s social pension of P500 each through the Department of Social Welfare and Development.

Acenas said the senior citizens, especially those taking maintenance medicine, needs the financial assistance.

He added that the city government has a burial assistance of P5,000 for

BUTUAN CITY - The Father Saturnino Urios University Policy Center (FSUUPC) revealed the names of top 10 councilor-candidates in this city, based on the third phase of its May 2013 Opinion Poll Survey.

“With voters’ education by the different sectors of the community like the academe, Commission on Elections, and some non-governmental organizations, as well as the start of the local campaigns, there exists a significant drop of the number of undecided

voters across all elective positions from January and March surveys to April survey,” Miller emphasized.

The FSUUPC withholds the details of the next schedule of its fourth and last series of survey to avoid intervention of other parties.

Meanwhile, another press conference will be conducted right after the findings and analyses of the final survey will be consolidated and ready for release.

Anti-mining barricade in Surigao Sur explained

CABANGAHAN, Cantilan, Surigao del Sur - Datu Jimmy “Dagsaan” Bat-ao of the Bat-ao and Hunahunan clans that blocked the road leading to the site of Marcventures Mining and Development Corporation (MMDC) in this town, has explained their cause.

He said, said they were forced take the move because MMDC refused to heed their demand for the past three years, asserting that his clan is the rightful claimant to the land.

“This area where they are now extracting earth is ours since the time of our forefathers. Why will they dictate us on what we should do when we are only doing what is right?

This is our constitutional right,” Bat-ao, who is also an evangelical pastor, told MindaNews in an interview at his house Friday.

In response, MMDC Vice President for Operations Jegie T. Pereda said the company had talked with the Bat-ao clan last March 18. But he said that

since the issue is on the sharing of the royalty paid

by MMDC to the tribe, the company asked the Lumads “to resolve this matter first among themselves with the assistance of the National Commission on Indigenous Peoples (NCIP).”

“The company is willing to assist in the resolution of the issue,” he added.

The tribal chieftain denied MMDC had talked to them, although he admitted that they were demanding royalty.

Barangay OIC Gilbert Duero said.Duero said the barricade stemmed from a misunderstanding among tribal chieftains and ‘hawudons’ or elders of the clans over the memorandum of agreement signed between the tribal leaders and MMDC, which excluded Datu Dagsaan Bat-ao.

Dagsaan’s brother Teodoro, a signatory to the agreement, is said to have the support of MMDC and receives the royalty allegedly without giving his other siblings their share of the

1% fee, Duero said.

Dagsaan has reportedly demanded a 10% royalty for the alleged damage to the burial sites as well as to Pangiyawan Creek, the community’s water source.

Duero urged local government officials to not side with any group, and management to see the real situation of the people in Cabangahan.

“It’s good this will be put in the news so they’ll know what is happening here,” the official said.

“For the first year, the promise was fulfilled but later on they have not been doing anything,” he said.

Duero said the company has stopped giving monthly allowances to tribal elders as well as the scholarship grants for honor and deserving students.

Instead of the previous arrangement where tribesmen would be hired as regulars, they have been dismissed from their jobs, and the water system project was left unfinished, he

RDC-Caraga conducts PDP consultation

BUTUAN CITY - The Regional Development Council (RDC) Caraga will be conducting a regional consultation on the Philippine Development Plan (PDP) on April 25, this year.

To be held at the Almont Hotel’s Inland Resort, this city, the consultation will cover midterm update and revalidation of the results matrix.

RDC-Caraga Chair Sol Matugas said the activity is aimed at promoting wider ownership of the plan and ensuring that regional aspects of the national development agenda are reflected in the updated plan documents.

The members of the National Planning Committees (NPCs) will present the national priorities and engage in a dialogue with the regional stakeholders

to generate and/or validate strategic development areas and contributions of the region for incorporation in the updated PDP, Regional Director Carmencita Cochingco of the National Economic and Development Authority (NEDA)Caraga said.

The Regional Planning Committee here will also discuss thoroughly the issues and concerns relative to Good Governance, Peace, Justice and Security in the region.

Cochingco further said that in compliance with the Memorandum Circular No. 43, the guidelines for the updating of the PDP and PIP and the Revalidation of the RM was issued by NEDA Secretary.

Assessment of Bongo Island water supply underway

COTABATO CITY - Personnel of the Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao (DPWH-ARMM) has started the assessment plan for the implementation of a water supply project in Bongo Island in Parang, Maguindanao in compliance with the directive of ARMM OIC-regional governor Mujiv Hataman.

Hataman issued the order following the outbreak of cholera first week of April this year, affecting 67 residents of Barangay Tukamarur as declared by the region’s Department of Health (DOH) due to contamination of water in shallow wells following a heavy downpour.

to render the water safe and potable.

Sadain said, corollary to the implementation of the water supply project, the DPWH in coordination with the health department and local government unit see the urgent need for intensified health education and advocacy campaign on cleanliness, sanitation and proper waste management.

While the DOH-ARMM has reported to have contained the cholera outbreak in the area, creation of a barangay water sanitation information and advocacy committee is deemed necessary to instill value of shared responsibility in

the maintenance of projects among the residentbeneficiaries, he said.

“In our inspection of the area, nakita natin ang mga empty sachet ng shampoo sa palibot ng balon, an indication that we have to strengthen our information and education campaign on cleanliness and sanitation,” Sadain said.

DA, SMC urge farmers to plant cassava

In a recent training on cassava production, post-harvest facilities and processing technologies, Edgar Labor, regional cassava focal person, said the government agency and SMC are jointly pushing for increased cassava production in the area as well as in the entire Region 12.

He added that the initiative was also geared toward tapping the local market potential the commodity, including signing contract SMC. Ben Brasales, area coor-

“The very reason why SMC prefers cassava as substitute is because it’s low cost. It can’t be imported and farmers have enough capacity to produce the said staple crop,” Brasales pointed out.

It is also not affected by price fluctuations. At current rates, fresh cassava is sold at P2.50 per kilo while dried-chips in granulated form are sold at P 8.50 per kilo.

“This is the best opportunity for individual farmers and farmers’ groups to become businessmanassemblers by setting ar-

He said, SMC annually requires at least P5 million worth of cassava for its feeds production alone.

He also assured the sustainability of the crop’s price, demand and the volume of production.

“As long as we eat chicken meat, eggs, and processed food products as well as drink beer, there will always have a high demand for cassava,” he emphasized.

DA and SMC are jointly promoting production of fresh yellow cassava which is ideal for human consumption and is also used as ingredient for bio-ethanolalcohol formulations.

Madlos said that the security escort of Guingona fired first prompting the rebels to return fire. He said the NPA mounted the checkpoint on receiving reports that a candidate was in the hinterlands with half-adozen armed security escorts.

The NPA checkpoint was in consonance with the policy of prohibiting candidates of tagging along armed security escort on the campaign trail, Madlos added.

However, short of asking an apology, Madlos felt sorry that Ruthie Guingona was on board the vehicle. “We warned her last week not to bring armed security escorts,” Madlos said in an interview with Magnum FM radio Sunday morning.

Cabog admitted that Guingona has six police officers as security escorts. He said two of the police officers were wounded in the encounter.

Provincial board member Jimmy Caina said that Guingona was retrieved only about 5 a.m. Sunday in her vehicle – a green Toyota Hi-Lux pickup – at the encounter site. He said the bodies of her bodyguard remained in the area waiting for the police to pick them up. Guingona was airlifted to Cagayan de Oro City for treatment in a private hospital.

As of Sunday, doctors reported that Guingona was in stable condition. She has a bullet wound in her leg while two bullets of unknown calibre remained embedded in her right shoulder.

It seems obvious though with the other many cases filed in court (another incompetent department of government) resolutions and answers have become frustrated. With the way media controls public opinion and generated perceptions supported no less by surveys – why even bother.

Maybe the media will likewise dictate the truths we are made to know. And on this topic there are so many more issues the general public is frustrated with with realities peddled as truths.

And the Word Was God WHO does not know God? Everyone knows that God exists. God is real. Since the creation of the world, the Bible tells of His invisible qualities—his eternal power and divine nature. Some try to suppress the knowledge of God; most try to add to it.

There was a man in the Bible (John 3) who wanted to know God better. . His name was Nicodemus, and he was a Pharisee, a ruler of the Jews. This Nicodemus knew that Jesus had come from God, and he was truly curious to learn more about Jesus. Jesus patiently explained to Nicodemus how he must be born again (verses 3-15).

In order to know God better, Nicodemus had come to the right person—“In Christ all the fullness of the Deity lives in bodily form” (Colossians 2:9). Jesus is indeed the Word of God made flesh . Jesus revealed God through His words and

The first step in knowing God better is to know Jesus Christ, who was sent from God. We start by faith.

Once we are born again by the power of the Holy Spirit, we can truly begin to learn about God, His character, and His will. “The Spirit searches all things, even the deep things of God” (1 Corinthians 2:10).

“Faith comes from hearing, and hearing by the Word of Christ” (Romans

10:17). To know more about God, we need to read His Word. The scripture teaches further that we must be like newborn babies, crave pure spiritual milk, so that by it we may grow up in our salvation.

Prayer is an important part of knowing God better.

As we pray, we praise God for His character and for what He has done. We spend time with Him, relying on His power and allowing the Spirit to intercede for us. Those who are learning more about God are also those who obey the command to be filled with the

Holy Spirit.

Fellowshipping with other believers is also I must. The Christian life was not meant to be lived alone. We learn more about God through the preaching of God’s Word and the godly counsel of those who walk with Him. Make the most of your church experience, get involved, do small-group Bible study, go witnessing with fellow believers. God also uses man to send His message, important for growth of a budding Christian.

It is important for one to know God, he needs to accept Christ as his Savior.

Essential for growing up is to read His Word, the Holy Spirit should be acknowledged at all times.

Lastly, he needs to fellowship with God through prayer, praise and worship.

Then continue growing in the fellowship with fellow believers.

‘Military harassment’ in Baganga decried DAVAO City––A 69-member fact-finding mission documenting the March 4 killing of Baganga village councilor Cristina Jose and the state of the environment in the typhoon-hit areas in Davao Oriental and Compostela Valley decried alleged military harassment on Saturday evening, claiming they were “hostaged” in Sitio Cabuyao, Barangay Binondo in Baganga, Davao Oriental.

The military denied the allegations.

“No hostage incident,” Davao Oriental Governor Corazon Malanyaon told MindaNews Sunday morning.

“A big contingent of 69 participants to a national humanitarian and factfinding mission is being held hostage in Sitio Kabuyao, Barangay Binondo in Baganga, Davao Oriental.

BUTUAN City––Despite the drizzle, more than 1,200 people came to Guingona Park here at 4 o’clock in the morning to join the 5K Freedom Run last Saturday.

Eldie David, public information officer of Vice-Mayor Lawrence Lemuel Fortun said the participants represented this city’s social cross section, students and youth groups, employees, civil society, private and non-government organizations, and senior citizens.

P1.8m coastal tourism project gets approval

MAMBAJAO, Camiguin–– The 24-hectare Bonbon Pasil Marine Protected Area (MPA) will soon get some lift following the release of assistance from the Camiguin Coastal Resource Management Project (CRMP).

The CRMP, through its Enterprise Development Committee, has endorsed the approval of the Pasil Eco-Tourism Support Services Enterprise Project with a corresponding cost of P1.8 million.

This project is designed as an enterprise and will be operated under the Municipal Economic Development Office (MEEDO).

The Bonbon Pasil sanctuary houses the island’s famous ‘sunken cemetery’, which assures a steady flow of visiting tourist in the area.

Among the improvements identified to build up its economic activity are the promotion of the sanctuary as one of the best diving site in the province, availability of glass-bottom boat for fun and educational activities, and the marine mammal interaction.

Target beneficiaries of this project are the local fisherfolks- their participation in the operation as providers of various services.

They will be trained as operators of service boats, snorkeling guides, boatmen, information guides, as well as, photography trick assistants.

Jed Madela’s home, victimized by ‘Akyat-Bahay’ gang?

It was a bitter-sweet morning for the 32-year-old singer Jed Madela last Friday, April 19 after he launched his debut album under Star Records, All Original. He said that when he woke up that morning, his house was burglarized.

Macapagal Arroyo won the election, the election year that police and army served as BEIs. The election was rife with reports of fraud, the most infamous among them the “Hello Garci” scandal where Arroyo was caught in a tapped phone conversation supposedly asking then Election Commissioner Virgilio Garcillano to make sure she won by 1 million votes.

The names of a number of generals were also mentioned in those taped conversations.

Maguindanao votes are said to have contributed to Arroyo’s win, and although there were plans to investigate the cheating there in 2004, nothing came of those plans.

Solaiman, 39, teaches at the Matanog National High School in Maguindanao and began serving in the elections in 1999, when he first started teaching. He acknowledges that Maguindanao played a big role in the Garci scandal and said that at that time members of the Ampatuan family “ay hari sa Maguindanao (kings of Maguindanao).”

He said teachers like him in the Autonomous Region in Muslim Mindanao (ARMM) are especially prone to harassments during elections and likens safekeeping the ballots to “protecting a child from kidnappers.”

This responsibility, when it is not carried out, could mean that candidates can file an administrative case against them in court, he said.

ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Tawi-Tawi, Basilan and Sulu and the cities of Marawi and Isabela. Most of the towns in the region are watchlist areas during elections because of the occurrence of election-related violent incidents. In the 2010 polls, a teacher and a school principal were killed after the conduct of the presidential elections.

The region has about 21,000 public school teach-

ers, with more than 800 from Maguindanao and Lanao del Sur counting themselves as members of TEACH, an organization that was only registered under the Security and Exchange Commission last month but which was formed in 2011.

Under the Election Reforms Law of 1987, the BEI should be composed of a chairman and two members “all of whom shall be public school teachers, giving preference to those with permanent appointments.”

The law states that private school teachers, civil service employees or other citizens “of known probity and competence” and are registered employees of the city of municipality may be chosen for election duty should there be a shortage of public school teachers, the law states.

For the 2004 national elections, the Commission on Elections promulgated Resolution 6454 that deputized the Department of National Defense, Armed Forces of the Philippines, Department of Interior and Local Government, the National Police Commission, the Philippine National Police and other law enforcement agencies.

The deputization was to ensure “free, orderly, honest, peaceful and credible conduct” of elections, which to Solaiman was achieved. He said the marine who served as poll clerk in his precinct easily spotted flying voters.

“Rescue” Malou Tiangco, a member of the National FactFinding Mission and Solidarity Mission (NFFSM or FFM), who sent the group’s text message to MindaNews Saturday night, followed it up with another message: “We are here at Sitio Cabuyao. We are held hostage…. We don’t have food and water,” she said, as she urged Governor Corazon Malanyaon to “rescue mission team.”

The FFM, organized by Balsa Mindanao and Barog Katawhan, left Davao City Thursday and was expected to return Sunday or Monday.

Malanyaon, who described the sitio as “the farthest barangay,” told MindaNews in a telephone interview Sunday morning that she has not received any report on a hostage-taking.

“I checked with barangay officials. Wala man” (there’s none).

She said Tiangco got in touch with her between 6:30 p.m. and 7 p.m. Saturday and informed her they were “stranded” in Cabuyao, a village in the hinterlands about three hours travel from Baganga poblacion.

The provincial government, she said, did not know a fact-finding mission was in the area because there was no coordination with them.

She said Tiangco passed on the phone to Francis Morales, Executive Director at Balsa Mindanao.

“Hindi man nila sinabi na na-hostage sila” (They did not say they were hostaged), Malanyaon said.

The governor said Morales and Tiangco told her about the alleged harassments. She said she told them she would have these investigated but concerned with their “safety and convenience,” she offered to send vehicles to fetch them and bring them to Baganga poblacion on Saturday night.

But Malanyaon said Morales and Tiangco told her the team would just spend the night in the community.

No contact Malanyaon told MindaNews Sunday morning that she had been trying to get in touch with Tiangco since around 6 a.m. Sunday to discuss the arrangements on how to get them out of Cabuyao but Tiangco could not be reached.

At 10 a.m., Malanyaon said she still could not get in touch with Tiangco.

MindaNews had been trying to reach Tiangco Saturday night and Sunday morning but she could not be reached. Somebody answered the text message at 11:10 a.m. Sunday but said Tiangco “is on meeting pa.”

The Quezon City-based Promotion of Church People’s Response in a statement e-mailed Saturday evening quoting FFM member Deaconess Norma Dollaga of Kapatiran Simbahan para sa Bayan (Kasimbayan) said they had been expecting the vehicles mid-afternoon in Sitio Cabuyao and that soldiers “have been blocking the way of the contingent since the first day of the NFFSM last April 18.”

The PCPR statement, signed by Secretary General Nardy Sabino, quoted Sister Nina Achacoso, MSM, as saying, “we are trap(ped) because military paralyzed all means of our transportation. Please share this information and pray for our safety here.”

The statement noted that as of 7 p.m. Saturday, the mission members were “seeking the help of locals for water and shelter as darkness now engulfed their journey posing impending danger to the team.”

According to the PCPR, the NFFSM, composed of “churchpeople, environmental activists, human rights advocates and concerned individuals” is “now derailed from concluding their mission as all means of transportation which also contained necessary food

and water supplies for the team are put on a halt by numerous military check points and road mishaps.

Road blocks such as logs and barriers caused the long delay of vehicles that would bring the members of the NFFSM back to the city for the last leg of their itinerary.”

FFM’s mission It said the NFFSM was conducted to “primarily document the extra-judicial killing of Kagawad Cristina Jose, a local leader of the typhoon Pablo survivors, to gather information on the corruption and militarization of humanitarian assistance and rehabilitation funds, and the extent of environmental plunder involving the local government officials, military officers and companies.”

On Sunday morning, the National Union of Journalists of the Philippines (NUJP) issued an alert that “five journalists covering a fact finding mission by an organization of Typhoon Pablo survivors in Baganga, Davao Oriental reported to colleagues that the group led by Barog Katawhan has been stranded after alleged harrassment by military elements.”

“Macky Macaspac of the alternative media outfit Pinoy Weekly and Marilou Tuburan of Davao Today reported last night (Apr. 20) that they are among the 69 participants of the fact finding mission still unable to leave Sitio Cabuyao, Barangay Binondo, Baganga, Davao Oriental,” the NUJP alert, issued by JB Deveza of the Mindanao Media Safety Office, said.

The alert said Macaspac and Tuburan were with two others from Kilab Multimedia and a columnist of SunStar whose names were not mentioned.

The NUJP quoted a report of Pinoy Weekly that “although there was no direct harm inflicted against the participants, the military reportedly threatened the drivers of vehicles rented for the FFM, causing them to flee from the area and leaving the participants stranded through the night.”

Deveza said they were “initially told military elements encamped about an hour’s walk from the village where the FFM is being conducted are allegedly blocking the road leading to Baganga.”
