South Cotabato hires 500 students for SPES Forum with DOE Secretary held in GenSan By Danilo E. Doguiles
By Catherine T. Apelacio
GENERAL SANTOS CITY -- The city government hosted the March 27 Power Forum where the initiatives of different stakeholders relating to the Mindanao power crisis were presented to the public.
T he for u m w as le d by the Mindanao Power Monitoring Committee ( M P M C ) t h rou g h t h e Mindanao Development Authority (MinDA), in collaboration with the Department of Energ y and the city government. Energy Secretary Carlos Jericho Petilla and Secretary Luwalhati Antonino, MinDA chair, were the main resource speakers. According to MinDA, the forum aimed to present the Mindanao power situation and the status of MPMC efforts to address power supply shortfall” in the region. It also presented some measures that are now in the pipeline to help resolve power shortage and brownouts here and nearby areas, particularly within the South Cotabato 2 Electric Cooperative (SOCOTECO II) franchise, MinDA said. Currently, SarGen (Sarangani-GenSan) area is experiencing a twice-aday brownout carried out either in the morning or afternoon or evening with 3.5 hours each and totalling 7-hour power outage daily. S ocoteco II also serves the municipalities of Tupi and Polomolok in South Cotabato. In one of the forums, Socoteco general manager Rodolfo Ocat has asked the public for continuous understanding attributing the problem to the inability of the Mindanao Power Grid to produce the necessary power supply. He also urged power consumers to help cushion power deficiency by practicing “energy conservation” at homes proposing then a “3-hour daily unplugging of refrigerators” and other high-power consuming appliance. Ocat also cited the law of supply and demand, saying that General Santos City’s business activities have been perking up, how-
ever the current supply of electricity which the grid is generating to the National Power Corporation (NPC) and transmitted by the NGCP is not enough to back up the city’s increasing good economic outlook thus there is a so-called power deficiency taking place. KORONADAL CITY – Some 500 poor but deserving students are getting summer jobs, courtesy of the provincial government of South Cotabato and the Department of Labor and Employment (DOLE) 12. Provincial Public Employment Service Officer Zenaida Duron said the provincial government has allotted at P1.085 million for the Special Program for Employment of Students (SPES). The amount is intended for the P162 or 60 percent LGU share of the P270 daily wage of the SPES beneficiary. The remaining P108 will be paid by DOLE 12. Duron added that 333 of the student employees will
be assigned to the different departments of the provincial government center here. Others will be deployed to privately-owned establishments and offices that have partnered with the LGU for this initiative. Each SPES beneficiary will be working for 20 days, for which they could earn P3,240 from the provincial government and P2,160 from DOLE 12. SPES is a program being implemented by the DOLE in partnership with LGUs and other government agencies as well as interested private institutions, businesses and organizations to help poor and deserving get a shortterm job from which they could earn income that they
could spend for their studies. It is open to students and out-of –school youths ages 15 to 25, whose average weighted grade from the last school year attended was 80 percent or better and without failing grade. Specifically for applicants considered for the SPES program were students whose parents earn a combined annual income of not more than P86,000. SPES here is also exclusive to residents of ten municipalities and lone city under the jurisdiction of the provincial government. In an earlier interview, DOLE 12 Regional Director Chona Mantilla disclosed that the national government has allotted at least P31 million for SPES in Soccsksargen
Region. Besides South Cotabato, Soccksargen Region also includes the provinces of North Cotabato, Sultan Kudarat, and Sarangani as well as the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato. Mantilla even called for local government units and other possible partners to commit and pledge for the employment of more students. She also clarified that although it has commonly been the practice to hire students under SPES during summer and Christmas vacations, LGUs and other partners may avail of the program any time of the year. Panaad 2013 harassed by NPA By 1st Lt. Joe Patrick A. Martinez
BUTUAN CITY - New People’s Army (NPA) rebels, belonging to the Guerilla Front 21C, North Eastern Mindanao Committee (NEMRC), harassed the Panaad 2013 of thousands of people in Sitio Iyaw, Brgy Anticala, Butuan City, early morning of Good Friday, March 29, this year. They were at the fourth station of the cross when fired upon by the rebels, killing one CAFGU member, whose name is being withheld pending notification of his next of kin. The victim was part of the military and police securing the place during the celebration Rev. Fr. Joesilo Amalla, who led the station of the cross, commented “the NPAs disrespected the solemnity of the activity. “Why do they attack us?” He continued, the rebels should have submitted themselves to God and repent for their sins. He prayed “for the soul of our soldier, who died while protecting us.” Lt. Col. Potenciano C. Camba, commanding offi-
cer of the 3rd Special Forces Battalion, Philippine Army, immediately dispatched reinforcement troops to the area. “This is not the time and place for fighting. We were there to observe the season of lent and to pray for peace,” he stated. Friday, March 29, was the 44th Anniversary of the NPA, but “they don’t believe in God. For them, this is high time to disrupt the activity of the church, considering it as one of their greatest accomplishments in the history of their nonsense revolution.” Lt. Col. Camba added, “The NPA cannot celebrate their anniversary without inflicting casualties.” Despite the incident, the people remained steadfast and
continued the station of the cross, while their government protectors went on exchanging gun fires until the 14th station of the cross. “These NPAs cannot stop us from praying because we know that God will always be
there to protect us. They must be condemned by the whole world for disrespecting the Christians,” they stated. (1Lt. Joe Patrick A. Martinez, commanding officer, 42nd CMO Company, 4CMOBn, 4ID, PA and member of MinPressDev)

through informing the farmers on the procurement activities of the DA-NFA, particularly the government’s support price for rice to ensure market for their produce and to enable them to have a fair return on their production investment. Currently, the DA-NFA’s support price for palay is at P17 per kilogram (kg), clean and dry. In
addition to the basic price, the government also extends incentives to palay deliveries: Cooperative Development Incentive Fee (CDIF) – 0.30/kg, drying fee – 0.20/kg and delivery fee – 0.20/ kg – 0.50/kg maximum, resulting to an overall price range of P17.70/ kg – 18.00/kg. # (Marianne ChanTapongot, Provincial Information Officer, DA-NFA, MisOr)
LPI-EWS FIELD VISIT/EDUCATIONAL TOUR. THINK a minute. This is a true story about a boy named Philip. Philip was nine years old in a class of 8-yearolds. The kids in his class were mean and unkind to Philip. They would not talk to him or let him play with them. Philip suffered from a disease called Downs Syndrome, so his face looked a little different and his thinking and talking were slower than the other children’s. During the week of Easter the teacher gave each child a plastic egg that they could open. Then she sent them outside to find a symbol of new life, such as a seed or leaf, to put inside the plastic egg. Sometime later all the children gathered around their basket of eggs and
Think A Minute Jhan Tiafau Hurst watched as the teacher began to open them. One child had put a flower inside her egg. All the children thought it was a great symbol of new life. In another egg was a butterfly that all the girls said was beautiful. Finally, the teacher opened the last plastic egg and there was nothing inside it. One child said: “That’s dumb!” Another kid said, “That’s not fair!” Then the teacher felt someone
pulling her hand. It was Philip. He looked up at her and said: “It’s my egg. I left it empty because Jesus’ grave is empty. That’s why I have new life.” The whole class was silent. From that day on, Philip was accepted as part of the class. Whatever had made him different was not important or mentioned again. Just a few months later, Philip died from an infection.
On the day of Philip’s funeral his whole class of nine-year-old boys and girls came to say goodbye to their special friend. And each child walked up to Philip’s casket to place beside it their gift: an empty egg. Friend, if God the Son can make His love so real and understood to a child like Philip, then none of us has an excuse for not understanding how much Jesus loves us. God humiliated Himself by becoming a human being, not only to die for all our wrongs and forgive us, but then to come back to life to show us that He is God Himself Who wants to give us new life. So won’t you ask Him today to forgive you and take full charge of your new life? Just Think a Minute.
Of political motives and campaign slogans JUST as the observance of the Holy Week culminated, the political fireworks also exploded. The 45-day official campaign period for local bets in the midterm elections this year has just started. What gives? Candidates would start courting the general electorates. Just like wooing a woman, a candidate would employ everything, mostly imagined, to convince a voter’s support. Conse- Cris Diaz quently, the electors should examine every candidate’s record of accomplishments in private or public life. It is of note that there were candidates who, in the past, had the chance to serve the public. Whether these candidates were able to meet the expectations of the electorates, are good subjects of debate. Arguments could provide a good standard to measure the election of the right candidate. After all, in a democratic country, an exchange of healthy ideas is an indispensable requisite to make sound decisions. Aside from record of accomplishment, sincerity and the capability to serve are important elements in choosing a candidate. On the other hand, there are candidates who present themselves with Messianic visions. These candidates want to make it appear that they could make changes by making promises that others already accomplished. There are candidates who bragged their accomplishments in an effort to cover up their misdeeds. There are candidates who think they could fool the people around with their antics. Worse, there were candidates who miserably failed and accomplished nothing when
got elected before. Motive, however, is an important factor that an electorate should consider in electing a candidate. An appropriate subject matter was about a governor who wants to run for mayor in Cagayan de Oro City. Gov. Oscar Moreno of Misamis Oriental wants to change the image of Cagayan de Oro City. Moreno, however, has forgotten that the incumbent City Mayor Vicente Emano has already accomplished all that he wants to change in the city. Candidly speaking, Moreno’s “new Cagayan de Oro” campaign slogan is a hyperbole that offends the sensitivity of the Cagayanons. The campaign slogan was in contrast to what Moreno should have accomplished in the province of Misamis Oriental. For instance, Moreno could offer nothing but flimsy arguments on his unsettled cash advances of almost P200 million during his stint as provincial governor. Thus, it is usual for people to doubt about Moreno’s intention to run for mayor in Cagayan de Oro. There is so much money in Cagayan de Oro City, they said. Perhaps, being a city mayor would give Moreno the advantage to “cash advance” billions without being bothered of clearing himself. People are afraid that Moreno would bring changes in Cagayan de Oro City just as he let thousands of lowly provincial workers suffer for not releasing their salaries and bonuses even on Christmas. The people of Cagayan de Oro believed that Moreno’s envisioned changes for Cagayan de Oro City would be a horrible nightmare. The changes that would do more harm than good for the city of Cagayan de Oro and its people. React: crisguardian@yahoo.com
After the Holy Week, what?
LIFE’S INSPIRATIONS: “… The Lord says: `These people come near to me with their mouth and honor me with their lips, but their hearts are far from me. Their worship of me is based on merely human rules they have been taught…” (Isaiah 29:13, the Holy Bible). -oooAFTER THE HOLY WEEK, WHAT? I am sure many of you out there who are reading this column today received messages meant for the Holy Week and the Easter Sunday that just passed away. But let me ask you a question: did those messages really mean anything to you? Did they really make you more Christian, or more spiritually-inclined?
Kakampi mo ang batas Atty. Batas Mauricio And, come to think of it, did the celebration of Holy Week and Easter Sunday this year, 2013, give any assurance that Christians and believers in this country and the world over will now be eligible to go to heaven, instead of to hell, in the life hereafter? Or, this long Holy Week holiday was just another one of those long vacations where people did as they
pleased---and then, now that it is over, it is back to the daily grind of life, to the daily rat race, and the daily sinning and ignoring of Jesus Christ and His Word, just like what many have been doing all through the years? -oooANNUAL TRADITIONS REMINDER OF SINS: I am asking these questions because someone asked me
to read Hebrews 10:1-3 of the Bible during the Holy Week, with a specific request: to find out for myself if these annual celebrations and traditional practices among many believers are acceptable to the Word of God, or are really effective instruments to make believers become holier, or somehow forgiven their sins. Here is what Hebrews 10:1-3 says: “The law is only a shadow of the good things that are coming—not the realities themselves. For this reason it can never, by the same sacrifices repeated endlessly year after year, make perfect those who draw near to worship. “Otherwise, would what | page 8

to remove them,” Balisado said in a text message. However, Balisado did not mention who are the local bets reportedly posting materials outside the common poster areas, or how many complaints were coming from the region. Republic Act 9006 or the Fair Election Act only allows the posting of campaign materials to common poster areas or within private property as long as they have the owner’s consent. Plazas, markets and barangay centers are considered common areas. Under the Omnibus Election Code, a person found guilty of any election offense could face imprisonment of not less than a year but not more than six years and disqualification from running for public office. Comelec spokesperson James Jimenez reportedly warned Sunday local candidates to follow election rules, as there have been complaints received by the central office about tarpaulins of candidates in non-common poster areas, citing Visayas and southern Mindanao, including Davao City. He said the Comelec is “establishing the procedure” so that all the reports to the central office would be referred to the local Comelec officials “for immediate action.”
Lawyer Aimee Ampoloquio, election officer for the city’s first district, said in a phone interview Sunday she has not yet received any complaint about election campaign rules violations, nor “observed any illegal posting of election campaign materials in her district.” The campaign period for local bets officially began last Saturday. She said the ComelecDavao office is close for business and expecting the complaints to come by Monday. Ampoloquio said they will write violators of the non-common poster areas to remove their campaign materials themselves. Based on her experiences in the past elections, she said that local candidates “would respond promptly and usually notify her office after removing their posters.” Ampoloquio said that they are still busy training the board of election inspectors, adding that by Tuesday, they will start the training of operators of the precinct count optical scan or PCOS machines. But she said they will start visiting villages to remove posters outside the common poster areas after April 5, the end of trainings. The Comelec-Davao will also start giving voters’ education in the villages by then. (Lorie Ann A. Cascaro/MindaNews)

and Natural Resources (DENR) apprehended in January about 500 sacks of such product from a Chinese contractor of the state-owned Bukidnon Forest, Inc. (BFI). Board member Nemesio Beltran Jr, the bill’s author, told MindaNews they approved the proposed ordinance after the provincial board, sitting as a Committee of the Whole, conducted a public hearing on March 18. BFI representatives failed to attend the hearing as top officials have a prior official travel schedule to Luzon. Vilma Lorca, BFI finance and administrative officer, said in her letter to the provincial board that the extraction contract with Luda Chemicals Inc. (LCI) had the approval of the BFI board. Lorca added that the “matter should only be dealt with the BFI top management at the DENR Central office.” Ernesto Adobo Jr,, DENR undersecretary for staff bureaus, is the president of BFI, which is a project of the DENR’s Natural Resources Development Corp. (NRDC). Beltran said he proposed the ordinance to end the extraction of pine tree resin within the 38,000-hectare Industrial Forest Management Agreement (IFMA) area of BFI due to expire in 2016. Last January 30, DENRBukidnon seized about 500 sacks of pine tree resins due to lack of an extraction permit. The provincial board earlier passed a resolution, also authored by Beltran, urging President Benigno Simeon Aquino III to cancel the BFI and LCI contract, and for him to cancel BFI’s IFMA. The body suggested that the BFI area be used for the national government’s National Greening Program. Beltran said the proposed ordinance seeks to end resin extraction activities anywhere in the province, and not just in the area of BFI. The bill has to hurdle third reading, transmitted to the executive department for signing or veto, before it will become an ordinance. Under the proposed ordinance, violators would face six years imprisonment or a fine of P5,000, or both. Beltran cited in his pro-

posed ordinance studies saying that extraction could cause “high rate and scope of forest fires because the resin would accordingly leak out to the base of the pine tree and the accumulated deposits have been proven to be combustible such that a grass burn could quickly ignite a tree and swiftly spread to other trees.” Dr. Felix Mirasol, DENRBukidnon chief, said in an earlier interview that despite being asked to submit requirements for a permit to extract, BFI had refused and continued to extract and transport resins. In his notes furnished to this reporter, Mirasol expressed fears they would be accused of being “remiss of our function” due to the continued resin extraction. Mirasol said they tried to stop the extraction of pine tree resins because it is not part of the annual operation plan of BFI in 2012, and that they have no extraction permit. BFI applied for a permit only last month, he said, adding that DENR-Bukidnon has started the checking process with the inventory of the pine trees where they tapped the resins. In a meeting on February 13, Belino Epie, of the environmental desk of the Diocese of Malaybalay, asked the DENR to take action on the seized 500 sacks of pine tree resins and not just discuss the need for BFI to secure an extraction permit.

“that we all hope will be silenced by the Risen Lord.” The bishop lamented that instead of being the art of government and public service, politics in the country had sadly “degenerated into an arena where the interests of the powerful and rich few are pitted against those of the weak and poor many.” The Constitution, he added, describes public office as a public trust meant for the good of civil society at large. But Cabantan stressed that many politicians look at it as “a means of enrichment and a source of influence and power for self and family enlargement.” “It hence easily becomes considered and actually treated as some sort of private property to be passed on from one generation to another in the manner of a feudal title—the perpetuation of power that is at the base of so-called “family dynasties,” he said, citing the CBCP Pastoral Exhortation on Politics in 1997. Cabantan said the most basic pastoral action needed to stop political dynasties is “conversion to new values,” adding this should be the aim of political teachings. Political dynasties have thrived in the Philippines for decades despite a constitutional provision against it. The 1987 Constitution of the Philippines, particularly Article 2 (Declaration of principle and state policies), Section 26 states “the State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.” There have been several proposed measures
to provide teeth on the constitutional provision but Congress had failed to pass it into law. The list includes Senate Bill (SB) 2649 or the Anti-Political Dynasty Act of 2011, SB 1317 in 2004, and SB 1468 and House Bill 2493, both in 2007. Cabantan, along with Fr. Biven Belderol, chair of the diocesan commission on good governance, facilitated earlier this month an orientation on lay people’s discernment in choosing candidates running in the May 13, 2013 local and national elections. Belderol told diocesan priests in a meeting in January that vote buying, too, is among the biggest problems faced by the movement for good governance. The campaign period for the local elections officially started on March 30, Black Saturday.

a top official admitted Sunday. Datu Tungko Saikol, DENR-12 regional director, said no case has been filed against those behind the seized 300,000 board feet of illegally cut lumber, valued at P13.5 million. “Wala tayo ma file-lan ng kaso kasi di identify kung sino sila (We cannot file a case because we don’t know whom to sue),” he told MindaNews in a phone interview. But Saikol said that various armed groups, which he did not identify, have surfaced as possibly behind the illegal logging activity, noting though “that the DENR could not pinpoint them.” With still no one to be held accountable for the seized illegal lumber flitches, Saikol said they would automatically be forfeited in favor of the government. The official said the sawn forest products are considered illegal with the issuance of President Benigno Aquino III of Executive Order 23 in 2011, which imposed a moratorium on the cutting and harvesting of timber in natural and residual forests. Saikol said they are planning to haul the seized forest products with the help of the military to the lowlands. To prevent further illegal logging activities in the mountains of Sultan Kudarat, Saikol suggested for the military to take the lead since the DENR has no capability of going after “these usually heavily armed men.” On March 20, the military conducted an operation, together with DENR-12 personnel, that led to the recovery of the 300,000 board feet of illegally cut lumber. A 30-minute firefight ensued between the government troops and the armed men behind the illegal logging activity, who later withdrew to unknown directions, Col. Dickson Hermoso, 6th Infantry Division spokesman, said at the time. A text message from an anonymous concerned resident there that day claimed that the armed men allegedly belong to the Bangsamoro Islamic Freedom Fighters, the armed wing of the Bangsamoro Islamic Freedom Movement, a breakaway group of the Moro Islamic Liberation Front (MILF). In a statement issued last Tuesday, the DENR-12 said that the seized forest products are equivalent to 150-truck-
loads at an estimated 2,000 bd. ft. per load. The illegal lumber products, in assorted sizes, were stock piled at Sitio Salatan, Barangay Kabulnan in Bagumbayan town, it added. DENR-12 said the uncovered illegal logging activities fall within the Industrial Forest Management Agreement (IFMA) area of Silvicultural Industries, Inc. (SII). SII is a private company that has an existing production sharing agreement with the DENR under IFMA 022, hence had the obligation to protect its leased area. It was the SII management who sought the assistance of the local DENR to quell the encroachment of illegal loggers in their IFMA area, the statement said. The operation was jointly carried out by elements of the Army’s 46th Infantry Battalion based in Barangay Kamasi, Ampatuan, Maguindanao, and the DENR personnel stationed in Tacurong City. In the statement, Saikol lauded the efforts of the Army personnel for risking their lives in going after the illegal loggers. “We need the fire power of the military in pursuing violators of forestry laws who are usually armed. Our forest rangers and other members of the law enforcement teams need all the support of the military during operations to ensure their safety,” he said. The anti-illegal logging operations in Mindanao was converted from civilian to active military operations on November 8, 2012 by virtue of Anti-Illegal Logging Task Force Resolution 2012-005 due to the presence of insurgency and armed groups, the DENR-12 statement said. The DENR-12 statement said that the office of Community Environment and Natural Resources Office headed by Jerry Dalauta, in coordination with SII, was “set to conduct further investigation on the case in order to identify the culprits.” (Bong S. Sarmiento/ MindaNews)

Martinez, commander of the army’s 42nd civil military company based here, said that a member of the Civilian Armed Forces Geographical Unit (CAFGU), an anti-insurgency paramilitary group, was killed during the encounter. The military temporarily withheld the name of lone fatality pending verification of his status, Martinez added. Martinez said that some members of the military and the local police were among hundreds of devotees who scampered for dear life when the clash occurred while the devotees were at 4th Station of the Cross. Rev. Fr. Joeslo Amalla, parish priest of St. Joseph Cathedral in Butuan City, who led the “Panaad 2013” Station of the Cross condemned the attack in the highest possible term as a demonstration of utter disrespect of the solemnity of the station of the cross. “Ang pagtatapos sa elementarya o high school ay pagkilala sa tiyaga at pananampalataya sa kakayahan ng edukasyon baguhin ang ating buhay at lipunan; sa pagbubukas ng oportunidad na maisakatuparan ang pangarap na magandang bukas, hindi lang pansarili kundi para na rin sa pamayanan ng ARMM,” Hataman said. He praised those who graduated this year and said they belonged to a unique group of students who were the product of good governance and reforms under the Aquino administration. He said more than 70,000 so-called “ghost” enrolees had been eliminated in the ARMM and education resources now streamlined to legitimate students. He also praised the teachers and parents of students, who struggled hard to ensure education and good future of the students and eventually become a responsible citizens in the future. Hataman said he appreciated the hard work also of the more than 21,000 ARMM employees, including the Department of Education, for their continued support to the government’s reform agenda.
A media advisor y from the Office of the Presidential Adviser on the Peace Process (OPAPP) media director in Mindanao said the GPH and MILF “will come together to formally introduce to the public” the members of the TransCom “through the ceremonial opening of their first official meeting” at the Crowne Plaza Hotel, Ortigas Center in Pasig City from 10 a.m. to 12 noon. That meeting is expected to be even shorter since the same advisory says a press conference is “tentatively scheduled at 11:30 a.m. to 12 p.m.” “It’s just ceremonial,” MILF peace panel chair Mohagher Iqbal, who will also chair the TransCom, replied when asked why they agreed to having the first meeting in Pasig. The first TransCom meeting was described last week as “first en banc meeting” but this week was changed to “ceremonial opening of their first official meeting.” In a press statement on March 25, Presidential Adviser on the Peace Process Teresita Quintos-Deles said they are “pleased to announce that the first en banc meeting of the 15-member Transition Commission has been set in the first week of April” and on the fourth of a six-paragraph statement said President Aquino had sought the postponement of the GPH-MILF talks in Kuala Lumpur that had been scheduled for March 25 to 27. A Joint Statement issued by the GPH and MILF panel chairs later that day in Kuala Lumpur said they “agreed to meet in the second week of April 2013.” The TransCom, a body agreed upon by the GPH and MILF in their Framework Agreement on the Bangsamoro (FAB) of October 15, 2012, was created under Executive Order 120 issued by President Aquino on December 17 and supported by resolutions from the two houses of Congress. Its main task is to draft the Bangsamoro Basic Law in preparation for the “new autonomous political entity” called “Bangsamoro.” The new entity will replace the 23year old Autonomous Region in Muslim Mindanao (ARMM) which will have its last elections on May 13. But the supposed three-year term of office of ARMM officials will be cut short as soon as the Basic Law shall have been passed by Congress and ratified by the people in the Bangsamoro. Tasks According to the FAB, “upon the promulgation and ratification of the Basic Law…. the ARMM is deemed abolished” and the Bangsamoro Transition Authority takes over until the first set of officials that will govern the new entity by noon of June 30, 2016, shall have been elected in the May 2016 polls.
