AVAO CITY -- President Rodrigo Duterte signed Saturday a still unnumbered Executive Order on Freedom of Information (FOI), two days before delivering his first State of the Nation Address (SONA).

The EO “operationalizing in the executive branch the people’s constitutional right to information and the state policies of full public disclosure and transparency in the public service” was signed at 7 p.m. on Saturday, Presidential Communications and Operations Office (PCOO) Secretary Martin Andanar said in a press conference at the Royal Mandaya Hotel Sunday morning.

The Duterte EO covers only the executive branch and advocates for an FOI law are still pushing for its

passage to cover all branches of government.

Andanar said the EO, finalized only on Saturday night, is expected to minimize if not eliminate corruption in the government offices under the Executive Branch.

Pimentel is elected Senate president; promises ‘fairness’

MANILA – With two Mindanaoan senators -Aquilino ‘Koko’ Pimentel III and Juan Miguel Zubiri -- putting their unfortunate experience as bitter rivals behind, the former garnered a super majority vote that catapulted him to the Senate presidency on Monday.

During the opening of the Senate’s first regular session of the 17th Congress, an overwhelming 20 senators elected Pimentel to replace Senate President Franklin Drilon.

Those who voted for Pimentel include: Senators Juan Edgardo ‘Sonny’ Angara, Paolo Benigno ‘Bam’ Aquino IV, Nancy Binay, Leila De Lima, Drilon, Joseph Victor Ejercito, Sherwin Gatchalian, Richard Gordon, Gregorio ‘Gringo’ Honasan II, Risa Hontiveros, Panfilo Lacson, Loren Legarda, Emmanuel ‘Manny’ Pacquiao, Francis ‘Kiko’ Pangilinan, Grace Poe, Vicente Sotto III, Cynthia Villar, Joel Villanueva, Zubiri and Ralph Recto.

It also mandates government officials under the Executive Branch to make

their Statement of Assets, Liabilities, and Net Worth (SALN) available for scrutiny.

Religious Instruction in School

Religious instruction is commonly accepted as part of our educational system since Spanish regime. The school discipline such was purely more religious context. That educational system was changed when the Americans introduced their method of education. The educational system then was no longer more on religious matter but much more on human philosophy, scientific approach, secular and political.

Probably, that educational method was being conformed to the U.S. constitution which grants separation of church and state.

Despite this changed, the imprints and influences of religiosity of us Filipinos is still alive in our emotion and will. Our views, concepts and way of thinking are almost entirely out of religious beliefs and ideas. This can be observed in our mode of living and lifestyle.

But, nowadays, there is no single religious institution that dominates in our society. The plurality of

religious denomination and sects are common anywhere. Families are having their own religions which differ from others. Their children are being nurtured and cherished to their specific doctrines and teachings. These children with different spiritual beliefs and practices are convened in school. How could religious instruction be carried out to these young ones which cannot touch the religious ego of their parents? Should a religious class with an exclusive doctrine be conducted to all children?

In legal parlance, Article XIV, Section 3 (3) of the Philippine Constitution, states, “At the option expressed in writing by the parents or guardians, religion shall be allowed to be taught to their children or wards in public elementary and high schools within the regular class hours by instructors designated or approved by the religious authorities of the religion to which the children or wards belong, without

In his acceptance speech, Pimentel said when he joined the Senate in 2011, he already put behind him the election cheating that cost him the Senate seat in the 2007 polls. ”And to be fair to all, I would like to take this opportunity to thank my family, especially my parents, Tatay Nene and Nanay Bing, for all the support they have given me. They know my story. They know my hardships that I have gone through, which I will no longer mention, because as I have stated way back in August 2011 when I joined this chamber, “let bygones be bygones,” Pimentel said.

In front of the jampacked Senate Session Hall, Pimentel said that the change promised by President Rodrigo R. Duterte must also come to and from the Senate. ”I read your presence here today is indicating your support for the change that President Rodrigo Duterte has promised would come to the country,” Pimentel said.

Pimentel is the lone senator from President Duterte’s political party, Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban).

But passing the basic law that would pave the way for the creation of the Bangsamoro, a new autonomous political entity that would replace the Autonomous Region in Muslim Mindanao (ARMM) is only one of many ways Duterte can address the injustices.

The Comprehensive Agreement on the Bangsamoro (CAB) that the Philippine government (GPH) and the MILF signed on March 27, 2014 provides not only for the passage of the basic law but also for other steps in correcting the historical injustices, among them the creation of the Transitional Justice and Reconciliation Commission (TJRC) that recommended the creation of the seven-member NTJRCB. The TJRC is an independent body set up by the Philippine government (GPH) and the MILF in 2014 “to undertake a study and to make recommendations with a view to promoting healing and reconciliation among the different communities affected by the conflict in Mindanao and the Sulu archipelago.”

“It all began with violence” The TJRC was mandat-

ed to propose appropriate mechanisms to address legitimate grievances of the Bangsamoro people, correct historical injustices, address human rights violations, including marginalization through land dispossession, and make recommendations with a view to promote healing and reconciliation of the different communities that have been affected by the conflict.

The TJRC submitted its report separately to the peace panels on December 9 last year and to both panels on February 10 this year and finally made it public in launches in Cotabato City on March 15 and Manila on March 16 this year.

The report concluded that the Bangsamoro narrative of historical injustice is “based on an experience of grievances that extends over generations” and is a result of three interlocking phenomena – violence, impunity, and neglect- which in turn are rooted in the imposition “by force” of a monolithic Filipino identity and Philippine State “on multiple ethnic groups in Mindanao and the Sulu archipelago that saw themselves as already pre-existing

nations and nation-states.”

In her address at the public launches, TJRC chair Mo Bleeker, Special Envoy of the Swiss Federal Department of Foreign Affairs (FDFA) and head of its “Task Force for Dealing with the Past and the Prevention of Atrocities,” explained that “it all began with violence: the forced incorporation of the Bangsamoro into the Philippine nation- state with a single Filipino identity, initiated by the colonial powers and pursued by and under the Republic.”

“This process of forced assimilation continues, accompanied by different forms of impunity endemic to Philippine society, as injustices persist and remain uncorrected. The process as a whole is marked by exclusion, failed development schemes, and mal-governance. These are the long-standing realities that constitute what is perceived as systematic neglect by the Bangsamoro people,” she said.

JCI Kagayhaan Gold holds rock climbing for a cause Tuesday, July 26, 2016

ROCK climbing in Cagayan de Oro is an activity which participants climb up, down or across artificial rock walls.

The goal is to reach the summit or endpoint without falling.

Rock climinb is a physically and mentally demanding sport, one that often tests a climber’s strength, endurance, agility and balance along with mental control.

Because of this, the current Baby Jaycees of JCI Kagayhaan Gold led by project chair Nova Jean Fernandez decided that it would be a rock climbingfor-a-cause which will be their project requirement before they could become full-fledged

JCI members.

According to Fernandez, rock climbing is indeed challenging and meant to lose weight for people who need to shed their excess fats. “It’s also a stress reliever,” she quipped.

Indeed, the group were able to garner more than P14,000 during their one-day event last Saturday, July 23.

For only P200, participants – both JCI members and guests alike – were able to enjoy basic rock climbing techniques (belaying, clipping, knot tying) in beginners to advance routes in the event aptly dubbed Rock On! Wall Climbing for A Cause at

Guru Rock Climbing Gym in Mandumol Heights, Upper Macasandig, this city.

Proceeds of the project go to the Bag to School, a joint endeavor by JCI Kagayhaan Gold with Cagayan de Oro Lodge No. 298 F.A.A.M. to give school supplies to students of Baluarte Elementary School which is located in Lumbia, Cagayan de Oro City. Distribution of the school supplies will be held this Wednesday, July 27. First- to fourth graders will receive bags alongside the school supplies while fifth- to sixth graders will receive bags only. School supplies are in the form of notebooks, pencils, crayons and erasers.

Kagayhaan Gold, numbering around nine, are so happy for the success of their activity.

Once they complete all their requirements such as attending the basic orientation seminar, three membership meetings and interviews with past presidents, they will become full-fledged JCI members.

With 37 current active members, JCI Kagayhaan Gold was organized in 1989.

Junior Chamber International breeds creative and bold young leaders, encouraging them to become responsible citizens and participate in efforts towards social and economic development and international cooperation, goodwill and understanding.
