CAGAYAN de Oro City–– President Rodrigo Duterte’s order of unilateral ceasefire with the CPP-NPA-NDF is a gesture of goodwill, the Bagong Alyansang Makabayan (Bayan) said Monday. CPP-NPA-NDF stands for Communist Party of the Philippines - New People’s Army - National Democratic Front. Wildon Barros, Bayan regional chairman in Northern Mindanao, said that Duterte has shown sincerity in pursuing peace with the CPP-NPA-NDF. He said that a unilateral ceasefire is a positive start that would lead to a successful peace talks with the CPP-NPA-NDF. Barros, however, said that militant and civil society groups in Northern Mindanao still want an assuring response from Duterte about the demands of the farmers and the marginalized groups in the country. War on drugs highlights Duterte’s first Sona

MALAYBALAY City––The campaign against illegal drugs ate up a substantial portion of President Rodrigo Duterte’s first State of the Nation Address on Monday. Duterte, whose speech lasted 93 minutes and resorted to ad libs several times, echoed the promise he made during his inauguration that “the fight

against criminality and illegal drugs and corruption will be relentless and sustained”. “I reiterate that commitment today. And that is why I call on the Philippine National Police, the barangay chairmen, the Mayors, and Governors and all those occupying seats of power and authority, not to lower their guard. There will be no let-up in this campaign. Double your efforts. Triple them, if need be. We will

not stop until the last drug lord, the last financier, and the last pusher have surrendered or put behind bars or below the ground, if they so wish,” he said, the last line eliciting applause from the gallery. He assured the police of his support if they would do their job. At the same time, he warned them he will not condone abuses. “In this quest, I will put at stake my honor, my life and the presidency itself,”

he said. The president added the government will prioritize the rehabilitation of abusers and the establishment of treatment facilities, which will include military camps. Duterte further assured the government will observe the rule of law and protection of human rights in the campaign against illegal drugs. But he added “human rights must work to uplift human dignity”.

“Human rights can’t be used as shield or excuse to destroy the country, your country and my country,” he said, alluding to criticisms that law enforcers might have violated due process in dealing with drug suspects. “Huwag umasa sa pari, human rights na hindi makakapigil ng kamatayan (Don’t rely on priests, human rights that can’t prevent death),” he said. Duterte also lashed

back at criticisms that the campaign against illegal drugs has not netted big drug lords. “The media is looking for the big fish... Nandoon sila sa labas, wala dito. They direct the traffic of drugs. Gusto ninyo puntahan natin. I’ll give you the name and the country. Kung wala kang magawa, mag-shut up ka,” he said, eliciting laughter. He said mandatory education on the evils of drugs will be implemented.

Alleged drug queen’s arrest to lessen supply in Mindanao By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City-The supply of shabu in Region 10 and elsewhere in Mindanao is expected to go down following the arrest of suspected drug supplier in Barangay Kauswagan here over the weekend, police said. With suspect Johaira Macabuat now in custody of the Philippine Drug Enforcement Agency, Region 10 (PDEA-10) awaiting charges, Senior Supt. Ronnie Francis Cariaga, head of the Cagayan de Oro City Police Office (Cocpo), said there will be a significant reduction in the flow of shabu in the city and elsewhere in Mindanao. “This (Macabuat’s arrest) will have a huge impact,” Cariaga said in an interview. Cariaga predicts that there will be lesser amount of drugs on the streets in the coming annual city fiesta as compared to the previous years. “We are expecting the (shabu) market to slow down,” he said. “This is a significant accomplishment. We are still in the first month of the six-month target, and we are able to accomplish this

PA to probe alleged drug links of one of its officers THE Philippine Army (PA) announced that it will look into the possible involvement of one of its officers in the illegal drugs trade after the latter and his wife was caught by PNP and PDEA operatives in Cagayan De Oro during anti-narcotics operation Saturday. Initial reports revealed that Major Suharto Tambidan Macabuat, 40, was nabbed with his wife by government operatives after short firearms and a large amount of illegal drugs were found inside their house in Cagayan De Oro City. “We are now initiating an investigation on the matter,” PA spokesperson Col. Politics, socmed, and creativity IN politics, arguments in its domain tend to be controversial. Defending and judging are the two vocabularies, coming up very often. When, there is a hot polemic, social media (socmed) will be the tool for expressing their feeling. So far, we have eye-witnessed the role of socmed in the politic domain. Socmed can make the people more creative. In politics, all the expressions in any words, phrases, and sentences are uploaded without consideration. For example, in the politic domain, the participants never think of the digital citizenship characteristics. In fact, they are heterogeneous. In that case, the participants in the domain of communication tend to express their thought resulting in negative attitudes. In socmed, there are a lot of words, phrases, and sentences, expressed by admiring, appreciating but also degrading and humiliating others. The most crucial one when it is during the campaign and nearing the due date of the general election. All the supporters of the politicians being promoted a president, are shouting, yelling, disclosing personal bad affairs, and the like. In the heterogeneous citizenship in digital community such as socmed, people get fed up with the

postings and comments without the evidence. Yet, politics is like a pendulum, swinging to the left and right. Thus, it can be in the middle though just for a while. If we observe the politics in America, Senator Mr. Bernie Sanders and Mrs. Hillary Clinton, (both the democrat) were in the wars of controversy. During the first tract of campaigns, they were shouting against each other, degrading and even humiliating. But, now, after the whole drama has been finished, and the only opponent is now Donald Trump, republican, they tend to get close. Politics domain can never be eternal. It always changes. Due to that entity, the words, phrases, and sentences spoken by the politicians in a politic domain are the tentative feeling expression. The most striking evidence in the socmed and politics is the manifestation of creativity. This creativ-

ity can be categorized into three: creativity of being famous, popular, and even notorious. Those who create ideas or thought being uploaded in the socmed can be famous. When they often express the thought with positive effects only on their group or party, they will be famous. They are liked by their own group. But, everybody may knows them. Those who express their thoughts with positive effects (neutral expressions) will be popular. Almost everybody in the digital citizenship likes them. Being liked by more people can be considered popular. But when only a certain number, they are famous. So, being famous means he or she is not always liked by everybody. Being popular means he or she is always like by everybody. This being popular is the most difficult one. Finally, those who post their thoughts in socmed, which are always degrading and humiliating without evidences, will be notorious. They will be labeled by the digital citizens as the traitors, the disgusting people and even the wicked people. In communication domain, the most exclusive posting or expression tend to be exclusively liked by exclusive group. In digital citizenship, such account

What now for the peace movements, each one could be asking. Peace gains were cited, not all is lost nor should we start from scratch. For traditional enemies (State vs Moro front) to face ach other and agree to disagree and agree is one positive contribution. Finding ways to thresh out non-negotiables was a good thing. Not giving up on the table was worth noting. Maybe we might be moving to more maturity in peace agreement-making in that political systems such as federalism may be tabled. Which should come first, BBL or federalism, no answers were offered as federalism would have to entail a bigger movement in a constitutional change unlike a BBL that requires mere legislative approval of a bill.

A proposal to form a technical working committee was reminded. Amina Rasul gave us a wake-up call on the prevailing socio-economic conditions in ARMM that continue to feed on violence and extremism. She on the side told me how well received was the annual Eidl Fitr Festival in various parts of Manila such as the DFA Auditorium (and SM Block). I used to host the festival so I was glad that soft approaches in peacebuilding cascade and impact in public consciousness. Was glad to be seated near a visual artist who is helping out Miriam College’s advocacy to popularize peace processes. The recently concluded 2016 National Disability Prevention and Rehabilitation Week emphasized the rights of Persons with Disability and even to individuals who needs special care and attention. Included to the issues addressed and discussed are the policies that should be adapted on how they could be as well productive and helpful to nation-building. Important thing for a special person or even to a physically normal individual to be successful is through education. Learning is essential for someone to be productive in life. His skills, might be learned or unlearned; her talents and knowledge are the key to employability. It is through education that a person could know what more he could do to be better and be more effective in life. Thus, if a State wants its constituents to be productive, educating them should be prioritized. The government should provide programs and interventions to make efficient learning among special people and PWDs possible. Special Education played big role in training special people to be productive individuals in the society. It is a discipline designed to address the needs of students with learning differences, mental health issues, physical and developmental disabilities, and giftedness. SPED in the Philippines is given utmost importance for it is essential to inclusive growth. In fact, two provisions in 1987 Philippine Constitution inferred to

Special Education. Article II, Section 17 provides that the state must give priority to education, while Article XIV, Section 1 guarantees that this education should be accessible to all: appropriate steps must be taken. Teaching special individuals is but a challenge to an educator. However, it is good to know that Special Education students are large in number among academes. For example, Mindanao University of Science and

Technology in Cagayan de Oro City has given last 2014 that in their College of Education, SPED students has ruled the number. Several statistical reports revealed that even disability or special characteristic is not a hindrance for someone to be a productive citizen. All these fellows need are encouragement, driving force, assistance and programs that would serve as start-up for them. After all, a progressive nation is a nation that regulates equal opportunities among its entities.

MILF will always be guided by protocols and mechanisms

(MILF peace panel chair Mohagher Iqbal delivered this message during the launch of the book “Mindanao: The Long Journey to Peace and Prosperity” on 19 July 2016 at Discovery Primea, Makati City) The peace process in Mindanao, and perhaps elsewhere in the world, has been likened already to a journey. Prof. Paul D. Hutchcroft’s book, titled as “Mindanao: The Long Journey to Peace and Prosperity”, is obviously a work that also subscribes to that metaphor. In 2007, Mr. Salah Jubair (perhaps he may be known personally to some of you) also came up with a book of quite similar title as the one we are launching today. His book was entitled “The Long Road to Peace: Inside the GRP-MILF Peace Process.” Journey. Road. Undoubtedly these two words are most fitting descriptions to our aspiration and endeavor we call peace, and the process we undertake to achieve that. For those who have journeyed this road for more than 40 years, like myself and countless others, we have come to mark the milestones by the advent and exit of Philippine presidents – from Marcos, Aquino the mother, Ramos, Estrada, Arroyo, Aquino III and the new President Rodrigo Duterte. Each of them has made indelible marks on the peace process, with the exception yet of Pres. Duterte with whose administration the MILF has yet to engage FORMALLY in the continuation of the peace process. By FORMALLY, I mean the engagements must be done by the Peace Panels of the MILF and the GPH. The MILF Peace Panel remains constituted as to its authority and membership. We are waiting for our counterparts in the GPH side. Of course, there were already non-official, informal, backchannel dialogues made by and between the new President and MILF key officials, including our Chairman Al Haj Murad Ebrahim. These low-key talks are, as in the past, proving to be very useful in establishing mutual confidence and hastening continuity of the process. AND KNK members have been divinely inspired to do ever since its establishment in the Philippines. At the outset, it should be pointed out in all their prayers, AND KNK members start off with calling on the Name of God, which is Jesus. Thus, their prayers start like this: “O Jesus, our God and Savior, You who are God, Father, Son, and Holy Spirit”, and then end with “This we ask in the Name of Jesus, our God and Savior, Amen”. We shall discuss the Bible verses supporting this style of praying next time, God willing. We are aware though of the lessons of history and experience. Almost every administration from Marcos onwards had peculiar approaches towards the Bangsamoro Problem or Question. With the exception of Marcos and Estrada, and Arroyo to a

certain extent, everyone else showed concrete measures to achieve negotiated political settlement rather than going to war as a national policy. Even then, it was during Marcos’ time that the 1976 Tripoli Agreement was signed; it was in Estrada’s time that MILF camps were officially acknowledged and recognized by the government; and it was to Arroyo’s credit that we signed with government the Tripoli Agreement on Peace in 2001, considered the mother of all agreements signed with government by the MILF. We are fortunate that under the leadership of former Pres. Benigno Aquino III, the peace negotiations between the MILF and GPH that started in 1997 were technically completed with the signing of the CAB on March 27, 2014. The implementation though of the signed agreements is proving to be as difficult, or more difficult, than the negotiations. I would surmise this new book by Prof. Hutchcroft has delved on issues related to the under-achievement of the projected stages of implementation mechanisms we all commonly and conveniently referred to as the roadmap. I say underachievement because we have yet to have a Bangsamoro Basic Law, a plebiscite for that, the establishment of Bangsamoro Transition Authority, the regular Bangsamoro government and finally the conclusion of the Exit Agreement. Of course, we in the MILF are also aware that the new President is embarking on a shift to a federal form of government for the entire Philippines. The implications of this policy towards the implementation of the CAB are already being studied carefully by the MILF. Even this early, however, we already know that the shift to federalism, WHILE WE ARE SUPPORTIVE OF IT, is not one of easy picking. The powers of the status quo and those enjoying by it will always have a hard stare at it. Anent this, it is our firm view that the Bangsamoro Basic Law (BBL) should be passed first, as promised by the President during his campaign for the presidency and make it as template for federalism in this country. I am upbeat that the President can do it smoothly for several reasons. He is extremely popular, the time factor is on his side, and he is not anti-Moro; in fact, he has a Moro blood running in his veins; and finally he has shown so far that he is a decisive leader. As the old adage says, “there is no rocky hill for an iron will.” Truly, the peace process is once again in an interesting time and on the spotlight. It is thus opportune that a new book on this old topic is coming off the press. As Mindanao, in particular, continues on its hard and winding journey

to peace and prosperity, there would always be events that would pose as issues and challenges. Sometimes they are so surprising and overwhelming that we are momentarily lost for explanations, such as what transpired in Mamasapano, Maguindanao on January 25, 2015. There are confluences, nay divergences, of interests, forces and events that call for sober, methodical, and dispassionate analysis that oftentimes are within the luxury of those in the academe. The direct actors or participants in this unfolding of events would do so well as to reflect on the works and contributions of those in the academe. I believe this book of Prof. Hutchcroft would be another useful volume towards a better and objective grasp and understanding of the Bangsamoro Problem or Question. Certainly, we in Mindanao have a long journey to take. We don’t know when and where it ends. But as the same Salah Jubair also wrote in his book, “Success, including that in the peace talks, always takes the long and winding road: this is the only way.” In closing, I congratulate Prof. Hutchcroft and the other contributors for coming out with this book. 1,074 promoted police in NorMin take oath

CAMP Alagar, Cagayan de Oro City––At least 1,074 newly promoted police personnel in northern Mindanao took oath in a mass oath-taking and donning of ranks held at the regional headquarters in Camp Alagar, Cagayan de Oro City, July 25. Of the 1,074 promoted personnel, 88 are police commissioned officers (PCOs) while the 986 are police non-commissioned officers (PNCOs) assigned in different police units of the region. In his message during the oath taking, Police Chief Superintendent Noel G Constantino, acting regional director of Police Regional (PRO) 10, congratulated the successful personnel and emphasized that their promotion does not only implies more authority. During the informal talks between then incoming GRP panel and NDFP in June, both parties agreed to work for amnesty declaration for the release of all political prisoners, subject to concurrence by Congress. The incoming GPH panel pledged to recommend to Duterte the immediate release of all detained NDFP consultants and other Jasigprotected individuals to enable them to participate in the peace negotiations and the immediate release of other political prisoners based on humanitarian grounds.
