5 alleged drug dealers surrender, military says Tagum execs condemn killings over investment scams

DAVAO CITY -- Local authorities in Tagum City, Davao del Norte condemned the series of murders in the city in the past month, all of which were attributed to the various investment scams that thrived in the area.

Brig. Gen. Marcelo Morales, director of Police Regional Office 11 (PRO11), said in an interview on Friday the killings are linked to the investment schemes that began in Tagum City in the summer this year.

Almost all of the companies were closed in June following President Rodrigo Duterte’s crackdown on dubious investment schemes.

In August alone, at least seven killings in various parts of Tagum were reported, prompting Morales

to direct newly installed police chief, Lt. Col. Ariel Acala, to implement tight security measures and manhunt against the suspects.

“They have to be aggressive in all police operations and intensify anti-criminality programs implemented

by PRO-11,” Morales said.

“I condemned these incidents. I myself wanted to protest against these investment scheme operators and give the money back to the investors,” he added.

On the other hand, Tagum City Mayor Allan Rellon issued a statement on Thursday afternoon following the killing of Judylou Palas, reportedly a daughter of an investment firm agent.

NPA recruits in NorthMin and CARAGA, as young as 12 years old

CAMP EVANGELISTA, Cagayan de Oro City -- In the midst of the continuous recruitment of minors of the Communist NPA Terrorists (CNTs) in Regions 10 and Caraga, the 4th Infantry “Diamond” Division urges the community to protect the future of the next generation.

Based on 4ID Custodial Debriefing Reports from 2016 to 2019, the average age recruited by NPA terrorist is 17 years old. The most alarming revelation is that they also recruit minors as young as 12 years old. It is sad to note that with these recruitment of minors, the average age of regular NPA members who are killed in encounters are 21 years old.

They also violate Section 4 of Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.

It explictly forbids the use of children under the age of 18 years to participate in active hostilities.”

IS THERE A SIGNIFICANT LINK BETWEEN SCHOOL STRUCTURE AND SELF-EFFICACY OF THE TEACHERS? Written by VERA JASMIN J. SALA

SHOULD we be paying more attention the structure of schools? A lot of aspects of education are coming under analysis at the moment. The qualities of various teaching styles, types of school, assessment formats, and curricula among others are all being deliberated. This debate is healthy and long may it continue. One aspect, though, that very few seem to be questioning is the organizational structure of schools. Understanding schools as organizations illuminates the mechanisms and high-impact levers that drive school improvement.

School structure includes organizational structures that allow learning to occur under a variety of circumstances and conditions.

Educational administration researchers tend to consider schools as bureaucratic institutions.

Organizational structure, rules, and regulations define school life for teachers, students, and administrators.

Accordingly, schools are characterized by the rules controlling and directing student and teacher behavior, as well as the standard procedures shaping organizational behavior (McGuigan, 2005; McGuigan & Hoy, 2006). According to Hoy & Sweetland (2001), bureaucratic school structures have both positive and negative aspects. However, this construct is not static and can be examined from different aspects. In a bureaucratic school structure, the authority is generally concentrated at the top management, and information usually flows from top to down, encouraging a school culture focused on control and command, where operational processes are rigidly controlled and closely supervised. Since schools are bureaucratic organizations, rules, regulations, procedures, and a hierarchical structure are the main elements of a school structure. Thus, it is likely that the hindering or enabling nature of a school structure has a potential impact on the general functioning of a school and on organizational behavior. It has been reported that in hindering school structures, if teacher behavior

is intensely controlled, teachers are not encouraged to take responsibility for improvements in the learning and teaching process, and are only expected to strictly comply with the bureaucratic rules. Anderson (2012) suggested that hindering school structures also have a negative impact on the processes of change, innovation, collaboration, and communication, thereby negatively affecting school improvement. On the other hand, teachers in enabling school structures collaborate to improve the school teaching quality, resulting in better student achievement, and more effective teaching practice design. In addition, principals in such schools make things easier for teachers, support their professional improvement, and include teachers in decision-making processes.

The aforementionedstudies proved the relationship between school structures and the effectiveness of the teachers in their chosen jobs. Indeed, the school structure may have influence to the experiences of the teachers involved – be it physical, social, and academic. According to Bandura (1995), teacher self-efficacy is an important construct as it has a significant impact on student learning capacity, increases the students’ expectations of their teachers, and has a leading role in improving the academic achievement of school as a whole.

Teachers with a higher self- efficacy may have more positive perceptions regarding the use of their knowledge, skills, and specialties to increase student achievement. In other words, teachers who take responsibility for their students’ success and believe the reasons for failure are related to problems in their own teaching-learning activities have a high level of self-efficacy. Yet schools are inherently bureaucratic structures. Therefore, to improve teacher self-efficacy levels, there is a need to make inferences on the relationship between teacher self-efficacy and bureaucratic school structures.

DAR passes first acid test for proposed 2020 budget

THE Department of Agrarian Reform (DAR) passed the first acid test for its proposed P8.426-billion budget after Secretary John R. Castriciones enlightened inquisitive lawmakers during the House committee hearing about its expansive role in promoting social justice and spurring rural development.

The proposed 2020 budget is up three percent from last year’s P8.202 billion.

Castriciones justified the proposed budget by citing Executive Order No. 75, which “places under the coverage of the Comprehensive Agrarian Reform Program (CARP) all idle government-owned agricultural lands.”

DAR Undersecretaries Luis Meinrado Pangulayan of the Legal Affairs Office, Lucius “Junjun” Malsi of the Finance Management and Administration Office, Emily Padilla of the Support Services Office, and Bernie Cruz of the Foreign Assisted Special Project Office ably supported Secretary Castriciones as they took turns in convincing

the lawmakers about the many programs lined up for next year.

Castriciones said that from 1972 to June this year, around 4.8 million hectares of agricultural lands, 2.7 million hectares of which are privately owned, have already been distributed to some 2.87 million agrarian reform beneficiaries.

Still up for distribution are 544,327 hectares, 504,362 hectares of which or 92.66% are privately

owned lands, he said, a seemingly herculean task due to the strong resistance from landowners.

Castriciones said the DAR is confident that it could carry out President Rodrigo Roa Duterte’s marching order of finishing the land acquisition and distribution on or before the end of his term in 2022.

Castriciones said efforts are also intensified to deliver timely support services to agrarian reform

beneficiaries to ensure that the farmlands awarded to them would be harnessed to their maximum potential and make the rural communities “vibrant and self-reliant.”

The DAR chief also vowed to fill up all vacant positions in the Department before the end of the year “to give all our staff the motivation to give their best” in serving all stakeholders of the government’s land reform program.

Dawlah Islamiya member, whose name was being withheld for security reasons, surrendered around 3 p.m.

Thursday in Barangay Bubong Madanding, Marantao, Lanao del Sur. Altre said the Dawlah Islamiya surrenderer has turned over a cal.45 pistol and a shotgun.

“Based on our initial custodial debriefing, the

surrenderer revealed that he was recruited by a certain Abu Anas, a Dawlah Islamiyah member,” Altre said.

Brig. Gen. Romeo Brawner, Army’s 103rd Infantry Brigade commander, said the focused military operations against the Daw-

lah Islamiya will continue without let-up.

“We encourage local terrorist groups and their supporters to surrender and submit themselves to the folds of the law in order to make their community peaceful,” Brawner said.

Mere changing of leaders in Bilibid, useless

-oooMERE CHANGING OF LEADERS IN BILIBID IS USELESS: Here we go again, with our ranking government officials rambling once more on how they would solve the scandal currently rocking the National Penitentiary (Bilibid) in Muntinlupa City involving convicts being released prematurely on account of the law on “good conduct and time allowance” (GCTA).

Indeed, they never learned.

Indeed, it is clear they have

no inspiration coming from our God and Savior whose Name is Jesus.

Why am I saying this?

Well, led by Justice Secretary Meynardo Guevarra himself, our officials are mightily pushing once again the replacement of the current bureaucracy---from its leaders down to its lowliest employees---in Bilibid, with a new set of functionaries, allegedly as an antidote to the corruption and anomalies arising from what is now known infamously as “GCTA for sale”.

Oh well! This was already tried before, but corruption and anomalies continued to hound the national penitentiary. Recall that at the height of an earlier scandal that dragged high ranking prison officials as being part of drug syndicates operating

right inside the detention facility, the Duterte government sacked all Bilibid officials then, and replaced them with elements of the Special Action Force (SAF) of the Philippine National Police (PNP)? Did that change anything?

-oooRP GOV’T OFFICIALS HAVE NO DISCERNMENT FROM GOD: Isn’t it a fact that corruption and anomalous transactions at the Bilibid prisons continued unabated despite the entry of Special Action Force (SAF) elements there?

If our readers here in Kakampi Mo Ang Batas will recall, we have been repeatedly saying here, when the scandal about drug syndicates continuing with their nefarious trade inside Bilibid broke out, that mere replacement of prison officials and personnel will not solve anything. No matter how many times officials and personnel of the facility are changed and replaced, nothing will change if the replacements have also no fear and love of our God and Savior whose Name is Jesus.

Preparing for a Second Chance NAAWAN, Misamis Oriental (MindaNews/06 September) – The spirit and basic intention of RA 10592 or the Good Conduct Time Allowance law is to give a convicted felon another chance in life, that is, to rejoin society as a reformed person – a new being that no longer poses as a liability or a threat to the security and peace of the community.

It is not easy to determine that a person has positively changed. The GCTA presupposes that a convict has changed or reformed if he has shown good behavior while serving his term. He observes and obeys prison rules and regulations; does not commit any crime while in detention; is loyal to the correctional institution, that is, has shown commitment to bear his sentence and has not tried to escape despite tempting opportunities.

The indicators are easy to monitor and to determine but are not substantial and deep enough to assure us that a convict who is compliant and submissive has changed enough to deserve reintegration with society.

Compliant behavior avoids punishment and earns rewards in sentence reduction. While outwardly desirable, it does not, however, prepare the convict to re-join society. More emphasis and attention should be given to reforming prisoners along inner rewarding and satisfying activities than in mere Pavlovian-like rewardpunishment approach in developing desired bahavior.

Greater efforts should be invested in the area of capacity building. Prisoners should be given opportunities to train, where their aptitude and interest incline, to acquire new skills,

Inmates should be encouraged to join fellowship in religious groups. This leads to contemplation, introspection, and deeper understanding of life and the virtues of humility and forgiveness.

Also, participation in mass activities allows socialization and is a great help in overcoming stress and loneliness in confinement. The dancing “happy inmates” of Cebu is a good model in socialization and reconnecting inmates to the outside world. Prison authorities should give this

a good look in developing reform programs for persons deprived of liberty.

Not only are these endeavours enabling and rewarding, they may yet develop in convicts positive attitude, self-worth and greater self- confidence, inner traits that are vital in re-joining society.

If indeed correctional institutions are to correct and reform wayward beings, then the right atmosphere should be developed in that direction. The government need to invest on true reformatory measures not simply in delving in the how and when to release inmates to the outside.

A court decision on the Maguindanao massacre may be out before its 10th anniversary in November, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said Friday.

“The court has already deemed the case as submitted for decision, and barring unforeseen circumstances, we are hoping for a decision by the third week of November,” Andanar said in a statement.

The PCOO chief also lauded the PTFoMs and described the upcoming end of the trial as “another addition to President (Rodrigo) Duterte’s legacy.”

“We cannot help but be amazed at the dedication of the men and women of the law enforcement units, prosecutors, and most especially, the Presidential Task Force on Media Security, whose passion for their work is exceeded only by their desire to see this case through its conclusion,” Andanar said.

Egco also ensured that PTFoMS will ensure that no further delays will stall the proceedings.

“We will exhaust all means to help guard the sanctity of the judicial process in these crucial times, so that justice may finally be served in these cases”, Egco said in a statement.

On Thursday Presidential Spokesperson Salvador Panelo bared that he met with the Ampatuan family after they were referred to him by the Office of the President (OP).

Panelo used to be the lawyer of Andal Ampatuan Jr. in 2014 for the trial over the Maguindanao massacre but withdrew the following year.

He said that the Ampatuan family is asking the President’s intercession but

the Chief Executive asked them to wait for the court’s decision.

On November 23, 2009, a total of 58 people, including 32 media personnel, were killed while on their way to cover the filing of the certificate of candidacy of then Buluan town vice mayor Esmael Mangudadatu against Ampatuan Jr. for the 2010 national elections.

The Palace official was under fire for his supposed involvement in the possible release of convicted rapistmurderer, former Calauan mayor Antonio Sanchez, who is also his former client.

Toyota and Suzuki Enter into Capital Alliance Agreement TOYOTA Motor Corporation and Suzuki Motor Corporation announced that the two companies entered into an agreement regarding a capital alliance (the “Alliance”) today, in order to establish and promote a long-term partnership between the two companies for promoting collaboration in new fields, including the field of autonomous driving.

The two companies began considering business partnership on October 12, 2016, and since then have continued to consider

specific details. On March 20 of this year, the companies announced that they would begin specific considerations in order to engage in joint product development and collaboration in production, in addition to promoting the mutual supply of products, by bringing together Toyota’s strength in electrification technologies and Suzuki’s strength in technologies for compact vehicles.

Hino inaugurates new Technical Support and Training Center

LAGUNA, Philippines, 5 September 2019 – Hino Motors Philippines (HMP), the exclusive distributor of Hino trucks and buses in the country, has recently unveiled its newest facility aimed at delivering Total Support to its customers.

The new Technical Support and Training Center (TSTC) is a 15,900-squaremeter land area with a 5,800-square-meter floor area two-story building fully equipped with a service workshop, a technical training workshop, a parts warehouse, seminar rooms and corporate offices.

Designed to enable HMP to deliver its aftersales commitment to clients, the TSTC is equipped to address the logistics, transport and overall automobile requirements of customers. Its service workshop features 14 service bays capable of providing quick service to minimize maintenance time while increasing unit efficiency. The technical training workshop enables highly qualified Hino technicians to provide on-site training for drivers and customers on step-by-step vehicle maintenance procedures. Hino has allocated five bays and three seminar rooms to ensure that every mechanic of the Hino dealer network is equipped with proper training and is able to provide quality service.

The TSTC exclusive parts warehouse will serve as storage area for Hino premium Japanese- quality spare parts. Its inventory of 5,415 lineup items serving 71,120 units of spare parts and amounting to PHP160 million are sure to keep Hino vehicles up and running day and night.

The Motor Vehicle Inspection System (MVIS), one of the key sections within the TSTC, ensures

HMP complies with the government’s initiative of establishing a private inspection system to regulate emissions of motor vehicles. MVIS will have two inspection bays with brake and speed testers, wheel alignment and smoke testers, headlight testing equipment, side slip testers and communication systems adhering to LTO’s technical requirements and testing protocols.

Less fighting in Mindanao because of BOL: PRRD

DAVAO CITY -- President Rodrigo Duterte on Friday night cited the passage of Bangsamoro Organic Law (BOL) for the decrease in number of clashes in Mindanao.

The Chief Executive lauded the almost zero incidents of fighting in Central Mindanao. “We have been able to strike a solution in central Mindanao. There is less fighting now because of the BOL,” he said.

Last January 21, BOL was ratified, which gave the Muslims full autonomy in Mindanao through the creation of Bangsamoro Autonomous Region in Muslim Mindanao, which is the last step in the 2014 peace agreement between the government and the Moro Islamic Liberation Front.

With BOL’s success in the Muslim community, the President, however,

admitted the presence of the New People’s Army remained to be a big problem in the region.

DAVAO CITY -- The Tax Reform for Acceleration and Inclusion (TRAIN) Law has met its goals and objectives, contributing to the development of the country and much-needed financial relief to taxpayers says Department of Finance Undersecretary Karl Chua.

“In 2018, we gave back to the people P111-billion, worth of lower income tax and the first P250,000 tax free na, you can feel it in your paychecks,” Chua said during a Tax Reform Proposals press forum at the Ateneo de Davao University.

“We were also able to raise more than enough revenues in 2018 and in the first half of 2019 to fund the government’s infrastructure program,” Chua said.

The first phase of Comprehensive Tax Reform Package (CRTP), the TRAIN law (Republic Act

10963) was signed by President Rodrigo Roa Duterte on December 19, 2017.

The law introduced a lot of changes in the current tax system particularly a reduction on personal income tax.

To compensate for the loss on personal income tax revenues, the TRAIN imposed higher excise taxes on various products such as vehicles, sugar-sweetened beverages, petroleum products, tobacco and nonessential goods.

Chua says the claim that the law will lead to higher inflation and a decrease in economic activity has no basis, as based on economic indicators the country has been performing well after the passage of the law.

“Our GDP growth in 2018 grew slightly above 6%, our poverty rate in the first half of 2018 as compared to the first half of 2015, 6 million Filipinos

The Finance Undersecretar y said they are pushing for the reforms on the other tax packages as it will do good for the country.

Package 4 aims to simplify the taxation of passive income, financial services and transactions by reducing the number of combinations of tax bases and rates from 80 to 40.

Civil Registrars from Zambo and Basilan benchmark Panabo CCRO’s system and online portal THE Association of Civil Registrar Inc. from Ipil, Zamboanga Sibugay and Isabela City, Basilan led by Vice Mayor Elizer Yamaro have visited Panabo City to benchmark the City Civil Registrar’s own database system and online portal where clients can access important details of various services offered by the local registry office on August 29-30, 2019 at the PGEMPC function room, Panabo City Hall compound.

According to Vice Mayor Yamaro of Zamboanga Sibugay, they heard the CCROs program during the National Summit and Conference on Civil Registration held in Surigao City and told his wife who is also the Local Civil Registrar in Zamboanga Sibugay-Titay about the program.

“As a Vice Mayor, we could learn ideas and we could implement the system in our city through our legislation,” he said.

Vice Mayor Yamaro also acknowledged the hospitality and the accommodating

TRAIN Law meets objectives 24 DANECO CDA

workers jailed for pilferage NABUNTURAN, Compostela Valley -- With the help of the community, a total of 24 persons, who claimed to be employees of the Davao del Norte Electric Cooperative with registration under Cooperative Development Authority or more known as DANECO CDA, were arrested in two days in the act of pilfering electricity in the provinces of Compostela Valley and Davao del Norte.

On September 2, authorities caught 11 DANECO CDA employees while trying to reconnect the power lines of Mampising CARP Beneficiaries Cooperative (MCBC) in Mabini, Compostela Valley.

DANECO Inc registered under the National Electrification Administration (NEA) cut off MCBC’s power after incurring a total of more than PhP 8 million electricity bill.

DANECO Inc. general manager Mario Angelo Sotto disclosed that they are also planning to file charges against the cooperative and households, who requested for the reconnection.

Section 2E of RA 7832 states that it is unlawful for any person or company, public or private, to knowingly use or receive the direct benefit of electric service obtained through illegal connections.

It can be recalled that DANECO has been divided when a group registered the name DANECO under the CDA; however, the Supreme Court on its resolution dated November 2015 declared with finality that the appointments and elections made by DANECO registered to CDA to be invalid.

With supervision on all electric cooperatives, NEA created Task Force Duterte North Davao Power in 2017 to take over the operations and management of DANECO. Mati LGU, DOLE compensate 2.5K emergency workers

DAVAO CITY -- The city government of Mati, Davao Oriental, in partnership with the Department of Labor and Employment (DOLE), released on Friday the salary of 2,518 workers tapped for the Emergency Employment Program.

Each worker is estimated to receive around PHP3,900 under the emergency work program.

R o d olfo C ast ro Jr. , DOLE provincial director, said the national agency allocated PHP5 million for the emergency employment of Mati residents while the city government added another PHP5 million for the project.

The barangays of Central, Buso, Badas, Cabuaya, Culian, Dahican, Danao, L anca, Luban, Matiao, Sainz, Sanghay, Tagabakid, and Tamisan benefited from the program with residents given the 10-day cash for work.

It added patients who have contracted the bacteria will manifest the following signs and symptoms: fever; cough, sore throat, and other respiratory symptoms; the appearance of pinpoint rashes (map-like and bruise-like patches) on legs and arms that become wider; severe skin lesions, which lead to gangrene; untestable vital signs; and may or may not have signs of meningitis, such as the stiff neck, convulsion (in some cases), delirium, altered mental status and vomiting.

It said early recognition

of meningococcal infection and prompt treatment with penicillin will greatly improve the chances of survival of the patients.

Patients who show signs and symptoms of the infection are also advised to immediately consult a doctor, especially in areas where there are reported cases of meningococcemia.

It said people are also encouraged to consult their doctors if they suffer from fever and manifest symptoms after visiting the places with reported cases in the past 10 days.

They are advised to get themselves immunized with the meningococcal conjugate vaccine if they live in a high-risk community, avoid crowded places, avoid close contacts with meningococcemia patients, increase resistance by having a healthy lifestyle and avoiding alcohol, maintain clean environment, and avoid sharing utensils used by an infected person.
