Italy, Europe, Russia join Mindanao business confab

CAGAYAN de Oro City-About 600 business leaders and stakeholders throughout the country gathered in this seaport capital starting Thursday for the three-day 26 th Mindanao Business Conference 2017 that would likely focus on the ASEAN integration economy.

Cris Tagapa, head of the 26 th Minbizon 2017, said that representatives of the European Union, Italy, and Russia joined this year’s largest gathering of business leaders, stakeholders, and investors held annually in one of the chosen cities in Mindanao.

Robert Pizzaro, President of the Oro Chamber, this year’s Minbizcon host, said that the American Chamber

of Commerce, one of the major supporters of the event failed to send their representatives because of the travel ban to Mindanao issued by the American Embassy.

Earlier, India and China promised to send representatives, but based on the registration Thursday, only the representatives from Italy, Europe, and Russia have joined the three-day business conference that would end Saturday afternoon with President Rodrigo Duterte as the main speaker.

One of the resolutions that the Minbizcon would likely endorse to President Duterte is the construction of the Mindanao Railway that would link the major cities in Mindanao.

Shift to Federalism would speed up growth - Nene

Former Senator Aquilino “Nene” Pimentel, Jr. on Thursday, September 7, stressed that shifting to a federal form of government would not only dissipate the causes of Muslim unrest but would also speed up growth and development in the country.

Pimentel joined Presidential Spokesperson Ernesto Abella in a press briefing in Malacañan to discuss the key features of their proposal to adopt federalism as a system of government.

“Let me go straight to

the point. Our proposal for the adoption of a federal system is designed to disperse power. Mainly from the central government to the various federal states and therefore also to the local governments composing the federal state,” Pimentel said.

The former senator said the proposal plans to create a total of 12 federal states in the country - five in Luzon, four in Visayas, and three in Mindanao.

The Luzon federal states, as enumerated by Pimentel, include Northern Luzon, Central Luzon, Cordilleras, Bicol, and Southern Tagalog. The Visayas federal states would include Eastern Visayas, Central Visayas, Western Visayas, and the provinces of Mindoro, Marinduque, Palawan and Romblon (MIMAROPA).

CAGAYAN DE ORO CITY – It will be another hectic day for the last sessions of the 26th Mindanao Business Conference (MinBizCon) as President Duterte graces the venue this afternoon at Xavier Sports and Country Club here.

The President is slated to speak at 3:15 p.m. at the venue and his speech is expected to last 45 minutes.

Prior to Duter te’s speech, the 1,000 participants of the three-day event will be listening to speeches from European Union envoy Enrico Strampelli, Philippine ambassador to China Jose Santiago Sta. Mindanao landless farmers vow to struggle to own land DAVAO CITY --The Agrarian Reform Beneficiaries (ARBs) are worried they will lose the struggle of owning the land they are tilling after former Agrarian Reform Secretary Rene Mariano was rejected by the Commission on Appointments (CA).

This was expressed by ARB leaders of Wadecor Employees Agrarian Reform Beneficiaries Association, Inc. (WEARBAI) and the Madaum Agrarian Reform Beneficiaries Association, Inc. (MARBAI) leaders in a

press conference here Thursday.

Antonio Tuyak, spokesperson for MARBAI which has still a pending case with the Lapanday Foods Corporation (LFC), was saddened

by Mariano’s rejection, whom they described as their only hope who could help them in their continued struggle.

Tuyak recalled that after many years it was only Mariano who implemented their installation to their land of 145 hectares in Madaum, Tagum, Davao del Norte in May, this year.

This was also the same sentiment expressed by Billy Kabintoy, secretary general of WEARBAI. He said the farmers are losing hope they will be finally installed to their claimed land of 485 hectares.

Kabintoy said it has been a long time since the 256 ARBs have been fighting for their installation.

Several administrations passed but it was only under Mariano whom they see hope to win in their struggle. But both Tuyak and Kabintoy are strongly committed to

continuing their struggle.

They said their fight for their land does not stop with Mariano’s rejection.

“Despite the rejection, the agrarian reform beneficiaries are not weakened. Ka Paeng was just an instrument in pursuit of the farmer’s right of land. Deep in our hearts, Ka Paeng is rightly confirmed by the peasant mass movement and together with him, we will continue the struggle for genuine agrarian reform,” Kabintoy said in a statement.

NPA rebels earn up to P1.5 B in ‘rev taxes’ DAVAO CITY – The New People’s Army (NPA) is earning up to P1.5 billion in revolutionary taxes annually from the business sector in Davao and Caraga regions, according to the Philippine Army’s (PA) 10th Infantry Division.

The amount is raised from different business firms, construction companies, agricultural plantations, and mining operators, said Brig. Gen .

Bienvenido Datuin, deputy commander of the 10th ID. Datuin confirmed that the NPA has continued to extort money from the businesses in the form of revolutionar y taxation.

Failure to give in to their demands could face consequences, such as the burning of company equipment and facilities.

Datuin admitted the extortion and attacks on the private firms have remained a challenge.

In the wake of this development, the Army suggested to the local government units and the companies to invest in security to address the problem.

Investing in security, he said is even cheaper than paying revolutionary taxes.

He added that the Army discouraged companies to pay revolutionary taxes.

Investing in security means hiring of new special Cafgu Active Auxiliary (CAA) to help secure agricultural plantations, project sites, and other installations.

The suggestion is welcomed by private firms and all the LGUs under the area of 10th ID.

According to Datuin , there is already a Memorandum of Agreement (MOA) to be signed between the Department of National Defense (DND) and the LGUs only that local chief executives are still finding out where to source out the budget for the educational and special financial assistance to the families of the CAAs. Initially, the expenses will be shared by the companies and the LGUs. DND shoulders the training of the CAAs and provision of the firearms.

Datuin said the government is also working on how many can be taken in as CAAs because there is a strict provision in the number of CAAs to be recruited.

Hopefully, Datuin said the MOA will be in placed before the year ends.

Earlier, the banana industry stakeholders voiced concern that the continued raids by lawless elements in banana plantations have further negatively impact on the industry’s sustainability as the country’s top export trade.

Ferdinand Marañon, the president of PhilExport. said the industry is losing billions.

One company alone last year lost billions when the NPA attacked its box plant in Davao City and the plastic plant in Panabo. The company, Lapanday Foods Corporation, has folded up the two companies.

World alliance for peace summit set in South Korea DAVAO CITY -- The 3rd Annual Commemoration of the September 18th World Alliance of Religious Peace (WARP) Summit is scheduled on Sept. 17-19, 2017 in Seoul, Republic of Korea.

The commemoration of the September 18th WARP Summit is an annual gathering of various sectors of society that share a common interest in achieving world peace and the cessation of war.

More than 1,000 participants from 120 countries are expected to attend the summit. Participants will include

former and current heads of state, high level government officials, religious leaders, journalists and representatives from women and youth organizations and academic institutions.

Peace Advocate Man Hee Lee of Heavenly Culture, World Peace, and Restoration of Light (HWPL) said the summit has made a tremendous contribution towards enhancing peace and prosperity in the world and has been established as one of the largest global peace summits.

The aim of this year’s sum-

mit is to further strengthen synergies between policy makers and civil society to achieve the key elements described in the content of the Declaration of Peace and Cessation of War. The Declaration of Peace and Cessation of War (DPCW) which was drafted by 21 renowned legal experts is comprised of 10 articles that form the pillars essential to international peace and security.

Participants of the 3rd Summit will share their best practices and good experiences aligned with the funda-

mentals principles promoted in the Declaration of Peace and Cessation of War as well as the plan of action to further execute the components in the declaration to secure sustainable peace both national and international levels.

Lee said the WARP Summit is to strengthen collective efforts towards reaching the corevirtue of solidarity and World Peace. One of the topics to be discussed during the summit is the development and implementation of the DPCW through the establishment of peace governance.

Gov’t rules out deal with Maute Group

CAGAYAN de Oro City-The government has rejected for the second time an offer to negotiate for the remaining Maute gunmen to leave Marawi City unharmed in exchange for the safe release of some 30 hostages.

Defense Secretary Delfin Lorenzana said the offer to negotiate came from former Marawi Mayor Omar Solitario and was relayed to him by Presidential Peace Adviser Jesus Dureza this week.

Lorenzana said this is the second time that an offer to negotiate with the militants who laid siege on Marawi starting on May 23.

Unlike the first attempt, he said he flatly rejected the offer.

“It is too late. He should have done the negotiations during the first week of the Marawi fighting where we still have few casualties,” he

Apparently, Solitario’s offer was triggered by a speech by President Rodrigo Duterte in Taguig City where he said he was sending somebody to negotiate for the release of the hostages held by the Maute group.

Duterte sets September 14 meeting with BTC, Congress leaders on BBL PRESDENT Rodrigo Duterte met with leaders of the Moro Islamic Liberation Front (MILF) in Malacanang on Monday, vowed to push for the passage of the Bangsamoro Basic Law (BBL) and set another meeting, also in Malacanang, with the 20-member Bangsamoro Transition Commission (BTC) that drafted the BBL and leaders of the two houses of Congress on September 14, BTC chair Ghazali Jaafar said.

The whole of the American continent is still reeling from the impact of Hurrricane Harvey which visited with much death and destruction last week, yet another calamity has come.

According to reports, there is now a severe shortage of gasoline and other petroleum products, including basic necessities such as water and food, as Americans are scrambling one over the other to stock up on these items, for their use while Hurricane Irma is roaring through their cities, or even after it blows over.

DSWD Kalahi-CIDSS Strengthens Women Empowerment

Empowered Women of Barangay Disoy in Sapang Dalaga, Misamis Occidental participate in the implementation of the joint community subproject of Barangay Disoy and Barangay Locus through the Department of Social Welfare and Development (DSWD) Kapit Bisig Laban sa Kahirapan, Comprehensive Integrated Delivery of Social Services National Community Driven Development Program (KalahiCIDSS NCDDP).

The community proposed the Concreting 600 linear meter Farm-to-Market Road. The proposed sub-project is said to solve their problem in delivering their products from their farms to the market, to prevent accidents and to lessen their travel-time going to the market.

Kalahi-CIDSS NCDDP encourages the promotion of community empowerment, to promote good local governance, it also aims to promote women empowerment and gender equality.

The implementation incurred delays due to unfavorable weather conditions, however, the community volunteers are looking for ways to fast track the construction. There are some hindrances that they encounter during this subproject implementation.

They see these challenges as opportunities to learn in solving problems to become an empowered barangay as a whole. Despite the challenges, they are very thankful that Kalahi-CIDSS NCDDP funded the said project.

Community-Driven Development (CDD) programs operate on the principles of transparency, participation, local empowerment, demand-responsiveness, greater downward accountability, and enhanced local capacity.

Experience has shown that when given clear and transparent rules, access to information, appropriate capacity, and financial support, poor men and women can effectively organize to identify commu-

The design elements of personalized learning are environment, intervention, supporting student needs, student grouping, curriculum, quality teaching, goal setting and tracking and formative assessment.

The way people learn is messy and intensely

personal. Research has shown that it doesn’t happen in a straight line or easy progression.

Because learning isn’t linear, true personalization can’t be either. Learning is a complex interconnected web particularly in the early elementary grades.

Students need to have the opportunity to learn concepts and construct their own knowledge and understanding in a way that honors students’ ideas.

So how can a curriculum be designed to create greater efficiency and personalization at the same time? It has to be designed backwards from the goal.

Private sector support vital to implementation of infra projects

MANILA -- Private sector support is vital to the implementation of infrastructure projects that will improve the worsening traffic situation in the country’s major cities.

Public Private Partnership (PPP) Center of the Philippines Legal Services Director Frances Yani Domingo said the investment of the private sector is needed in the construction of new railway systems, integrated transport terminals, among others.

“The private sector can bid for unsolicited proposals. Transportation projects of local government units (LGUs), integrated terminals and rehabilitation of existing train assets can be an option for the private sector,” Domingo said during the 2nd Annual Philippines Energy and Infrastructure Forum held Thursday in Makati City.

She said amendments to the Public Service Act will help entice more investments in the country as this will lift restrictions on foreign ownership of the transportation industry as

well as other public utilities.

For his part, Jose Regin Regidor, research fellow of the National Center for Transportation Studies at the University of the Philippines, urged the private sector to invest in intelligent transport systems to help ease traffic congestion in the country.

“A lot of intelligent transport systems can be applied in our cities, whether in land, air or maritime,” Regidor said.

He proposed that a congestion pricing scheme similar to the Electronic Road Pricing System (ERPS) in Singapore to manage traffic congestion. The ERPS charges motorists when they use priced roads in Singapore during peak hours.

“The EPRS is something worth discussing and venturing in by the private sector,” Regidor said.

MANILA -- In response to the call of President Rodrigo Duterte to observe responsible mining in the country, the Chamber of Mines of the Philippines (COMP) has created an oversight committee to self-police its members, comprised of some of the country's biggest mining companies.

"What it is tasked to do is carry out investigations, as directed by the board of trustees. If there is an incident from any of us that is serious enough that the board of trustees feel should be investigated, then the oversight committee will step in and get third party experts and conduct investigations," said COMP newly elected chairman Gerard Brimo, who also serves as the president of Nickel Asia Corporation (NAC).

"We have taken at heart the President's call during our recent visit with him to do things responsibly and to do mine rehabilitation," Brimo said in his speech

MANILA -- China Banking Corp. on Thursday announced the approval by its Board of Directors the election of William C. Whang as the bank’s president in lieu of Ricardo R. Chua, who will retire on October 31, 2017.

In a disclosure with the Philippine Stock Exchange (PSE), the bank said Whang, who is currently the bank’s Executive Vice President and Chief Operating Officer, will also be given the position of Director, same as the position to be vacated

Chua is also the current Chief Executive Officer (CEO) of Chinabank.

Industrialization in mining should be backed by incentives, solon says

THE government’s call to put up more mineral processing plants in the country should be backed by incentives and assistance to achieve sustainability in the mining sector.

This was stated Tuesday by LPGMA Party-list Representative Arnel U. Ty at the opening of the Mining Philippines 2017 International Conference and Exhibition held at the Sofitel Hotel in Pasay City.

“There is no debate on the need to responsibly harness the virtually untapped mineral wealth of our country,” said Ty in his speech.

At the House of Representatives, Ty said, “there is a measure to ban the export

of raw ores, coupled with the necessity of putting up processing plants.”

“There should be proper assistance and incentives to make investments in mineral processing attractive and competitive with other countries in the region,” he noted.

Ty said there must be a balance in determining a new revenue sharing scheme between the mining sector and the government.

PASAY CITY—Following the successful hosting of the ASEAN Economic Ministers’ Retreat in March, the Philippines (PH), as current Chair of ASEAN 2017, stands ready to host once again a series of high-level meetings among economic ministers of the 10 Member States of ASEAN and the region’s trade partners.

As the biggest formal gathering of high-level economic officials this year, the 49th ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings will run from 6 to 11 September 2017.

The Department of Trade and Industry (DTI) is set to lead the occasion with Secretary Ramon M. Lopez as the AEM Chair and DTI Undersecretary Ceferino S. Rodolfo as AEM PH Lead.

Since the adoption of the ASEAN Economic Community (AEC) Blueprint 2025 last year and the Consolidated Strategic Action Plan (CSAP) in February 2017 in Manila, community building efforts have intensified under the Philippines’ Chairmanship of ASEAN. As the lead agency for the AEC Pillar, DTI together with member agencies of the Committee for AEC or CAEC (National Economic and Development Authority, Department of Foreign Affairs, Department of Finance, Department of Agriculture, De-

partment of Tourism, Department of Environment and Natural Resources, Department of Labor and Employment, Department of Science and Technology, Bangko Sentral ng Pilipinas, Board of Investments, Bureau of Customs, Presidential Management Staff, and Tariff Commission) have been pushing strategic measures that are aligned with the PH thematic priority on pursuing an “inclusive, innovation-led growth.” CAEC is an inter-agency coordination body tasked to facilitate policy formulation, and supervises the implementation of the AEC 2025 Increasing trade and investment, integrating the micro, small and medium enterprises (MSMEs) in the global value chains, and developing an innovation-driven economy are the identified strategic measures to achieve said thematic priority.

Awaiting authors Dureza told MindaNews the President thanked the MILF “in countering terrorists and criminality and committing to them support for the BBL.” The MILF has been helping government forces in the fight against the Bangsamoro Islamic Freedom Fighters (BIFF) in some portions of Maguindanao.

The draft BBL was received by both houses of Congress in mid-August but has yet to be filed as a bill as it is still awaiting authors.

Dureza said the bill has no authors yet because representatives willing to author it are waiting for Speaker Pantaleon Alvarez Jr. to sign in.

August that he was”willing to be author” but “have to sked discussion with my legislative staff.”

Dureza said the President “will meet with Speaker and Senate President to discuss his desire to get the BBL approved.”

Abella told MindaNews that the BBL will be “prioritized for the next LEDAC” meeting, which he said will be held in “mid September.”

He maintained tha the BBL is “very high priority for PRRD (President Rodrigo R. Duterte).”

“I will husband it” Asked if the concerns raised by the MILF were addressed during their Monday meeting, President Duterte told Malacanang reporters at the sidelines of the Metrobank anniversary celebration on Tuesday (Sept. 5): “Yes, I said that I hope the BBL

would pass Congress. I said that I will husband it.”

“And I’m trying to convince everybody that it is for our own — to our national interest that we start changing the unitary type into a federal type. And that was — that’s being asked by the Visayas and Mindanao for the longest time, an equal sharing of the wealth of the nation, the taxes and all.

Duterte committed to “support and husband” the proposed BBL in Congress to ensure the passage of the law that would create the Bangsamoro, a new autonomous political entity that would replace the 27-year old Autonomous Region in Muslim Mindanao.

The creation of the Bangsamoro is in accordance with the Comprehensive Agreement on the Bangsamoro signed by the government and the MILF on March 27, 2014.

Lopez is also scheduled to have bilateral meetings on the sidelines to discuss important trade and economic concerns and explore commercial opportunities.

its operations. The ability of government to strictly regulate mining operations will be critical,” he said.

According to him, the Department of Environment and Natural Resources (DENR) must be fully equipped with the best technologies and professionals to strictly monitor and enforce regulations to all mineral extraction operations, from the biggest mining companies to the smallest.

“This gravity of the DENR’s mission cannot be over-emphasized as the consequences of failure threatens not just economic damage but can lead to tragic loss of lives. As legislators, this is beyond our sphere of influence. We can only benefit from mining if government can enforce mining laws,” he said.

This year’s theme of the three-day annual Mining Philippines conference is “Responsible Mining: Moving Beyond Compliance.”

Ty said the concept of moving “towards sustainable mining” as adopted by mining industry in Canada “should inspire us to adopt its principles and protocols to effectively mitigate the mining risks.”

“To move towards selfregulation, we will need Herculean efforts from all stakeholders and an infinite amount of patience and understanding from government, the church, civil society, indigenous people, the allied industries of mining and all who are touched by mining,” he said.

“I look forward to genuinely responsible mining industry that will even become a model for all industries,” he added.

For his part, Ronald Recidoro, the new executive director of Chamber of Mines of the Philippines (COMP), said the conference will focus on re-defining responsible mining.

“In the coming days, we will be hearing stakeholders

Nissan achieves 41% growth in the first half of the year Nissan Philippines Inc. (NPI) continues on its growth momentum as it closes the first half of 2017 with a 41% sales growth versus the same period last year. This performance was driven by the strong sales of its core models, aggressive dealer network expansion, and the introduction of innovative After Sales programs.

The NV350 Urvan continues to be Nissan’s best-selling model, as the people carrier accounted for 31% of the brand’s total sales in the first half of the year. Further driving the performance of the model is the Nissan Urvan Premium, which was introduced to the market last April 2017. The new model, with its sleeker design, larger leg and headroom, and enhanced seating capacity, contributed to 7% of the van’s total performance for the period.

Another driver of

the brand’s growth is the tough, smart Nissan Navara. Nissan’s iconic pick-up also contributed 31% to the first half performance. Its versatile character, which allows it to be used for everyday city driving and hauling heavy materials, has made it one of the most desirable Nissan vehicles in the market.
